the grand prize just got bigger, but there's one lucky loser waking up this morning a whole lot richer. this is "today in the bay." i wouldn't say a whole lot richer. bay area standards, i don't know. but richer nonetheless. >> he's got gas money now. >> yeah, there you go, for two days. good morning here on "today in the bay." it's thursday. i am marcus washington. >> i am laura garcia. traffic is picking up out there, and we will check on that with mike in just a bit. temperatures, are they warming up? >> a little bit. it has been so nice out there, and we're enjoying sunshine. as we go into today in san josé, we are going from the mid-60s at 10:00 to upper 70s as the sunshine continues and those temperatures drop once again heading into the evening as the winds picks up. here's what to expect around the bay area. fairfield will be warmer this afternoon, and that's where we warm up to 88 degrees.

in concord, expect it to reach 85. also 85 in santa rosa, and 70s in san francisco. more clouds coming in tomorrow and will be a little cooler. we are watching out for weekend rain chances, and i will have more on that in a few minutes. mike, you're tracking a crash. >> yeah, maybe there was a crash around the dumbarton bridge, and we see no slowing on the sensors. this is east 84 right around the toll plaza, and reports of debris, a crash and possibly big injuries. we're waiting on the details because we don't know for sure about the injuries, and clearly the sensors are still okay. i am hoping some of the details are wrong and we will just update you coming up with regard to the impact on the dumbarton bridge. meanwhile, southbound 680, there's a crash here. no major injuries, but there's a backup on southbound 280 and the

interchange. back to you. >> thank you, mike. the u.s. soldier that suddenly raced across the border into north korea from south korea during a public tour of the demilitarized zone is back on u.s. soil this morning. this is video of the plane carrying private travis king after it landed this morning in san antonio, texas. the 23-year-old is now being evaluated at a medical center. following his release from the south korean prison, the military was then still considering more discipline against king, but for now all of that is on hold. just into our news room, a rude awakening before dawn for a south bay bakery. the police investigating after a truck rammed through its storefront. this is in a trip mall on senter road not far from the los gatos

golf course. several people exited that vehicle and took lotto scratchers before running from the scene. the owner said he has been targeted several times in the past. we are learning more from the police about the investigation. san francisco leaders are seeking new solutions to halt the surge in crime. they are meeting in a matter of hours to tackle that issue head on. today in the bay's, ginger conejero saab, is live in san francisco. as we are talking about here, there are a lot of different strategies on the table with this. >> reporter: that is right, marcus. there are a number of strategies and things on the agenda that will be discussed for san francisco's public safety and neighborhood services committee. that hearing happening in just several hours from now. among the things on the agenda for today to discuss before pd's plan to restore traffic enforcement, and the creation of

a gun violence victim program, and also prohibiting armed guards from using firearms to protect property. at the same time, the president of the west portal merchants association here in san diego says she's seeing crime get worse in that tphaeupbd. a restaurant was broken into and its cash register robbed, and that happened on the same day as an attack at a neighborhood staple, a candy store. that attack has left the community shaken. here's surveillance from the spa next door, and it shows a glimpse of what happened there. there's a man that lunges at and then pushes the owner, and then the man heads towards her store and that's where the manager said the man entered the store and punched her in the face. the owner that was pushed outside of the store suffered more serious injuries and went to the emergency room, and a

customer was also attacked. and authorities are saying it's time for change. >> there's so many wonderful things about san francisco that make it san francisco, and everyone agrees primarily it's the neighborhoods. if we are not safe in our neighborhoods, where are we safe? something has to be fixed. >> reporter: the owner of the gym across the street said he came outside after a passerby tackles and restrained the man until police arrived. sfpd has taken that man into custody. today's meeting on public safety will start at 10:00 this morning. we will be monitoring that and bringing you more updates on air and online. marcus? >> it's important to note, as that woman said, if you don't feel comfortable or safe in your own neighborhood, where do you feel safe? thanks, ginger. sunday's deadline to avoid a government shutdown is getting closer and closer, two days

away, and so does the likelihood a new federal funding deal will not fall in place in time. drew joins us. >> laura, there's no straight line to a deal. house speaker, kevin mccarthy, says he will bring a short-term spending bill up for a vote that includes money for border security. that's not enough for some of his conservative colleagues. the house speaker is trying to convince old outs to support the measure. hakeem jeffries spoke out on msnbc this morning, he said if the vote comes to the house, he and other democrats will vote for it. frustrations are growing across the country, and a group of social media influencers are traveling to washington to speak

to lawmakers and delivering a petitioner to oppose the shutdown. >> kevin mccarthy thinks gen z are not listening. >> it means something to people to lock them out of their own government and stop their benefits. >> republicans in the chamber were adding amendments to make it more agreeable to their colleagues in the house who plan to reject it. if no deal is reached the shutdown would begin saturday night at 9:01 pacific time. president biden said he does not believe a shutdown is inevitable calling on house republicans to, quote, do their job and fund the government. >> two days left and we will continue to follow that drew. thank you for the latest details there. a live look at sfo for you this morning. if the government shuts down, you can still have your

getaways. there could be challenges, however. tsa agents and air traffic controllers won't get paid. in the past it has led to many of them calling in sick during a government shutdown. that could lead to long lines on flight delays. but tsa agents at sfo won't face this issue due to the airport security alliance which means its security staff are not federal employees. it may sound familiar, but nobody won the grand prize in last night's lotto drawing, and so the jackpot on saturday will grow to an estimated $925 million. somebody won in the south bay, they struck all five numbers but not the powerball. it will add up to nearly $800,000. here are all six of the numbers

commercial for that restaurant. vegan mob shutdown a location last year, but it was a cult classic of old vegan classics. best in the mob. >> take your lunch outside and maybe stop at the food truck. it will be great today, warming sunshine and great temperatures. let's talk about what to expect this weekend. it will be nice and comfortable today in the low 80s, and then for tomorrow we will see more clouds and showers will be arriving late in the evening, especially for parts of the north bay. then we take a look at what to expect this weekend, some spotty rain and also the first sierra snowfall of the season. we're looking at our highs today back in the low 80s for cupertino and san josé, up to 79 degrees. upper 70s and low 80s for much of the inland east bay. we head over to antioch that will be warmer, reaching 87

degrees. for daly city, expect a high of 74 today. in san francisco, downtown, 70 degrees. really nice across much of the bay area. a little warmer, though, for clearlake in santa rosa reaching 85 degrees. it already has been active for the start of the fall season. this first week of fall, we have had two or three storm systems hitting the pacific northwest, and there's another one approaching. this time it could bring us rain for the weekend for parts of the bay area. by late tomorrow evening we are seeing light rain possibly developing near the coastline as well as in the north bay. starts out light, and then as we go through the day on saturday, it could be more hit or miss across the bay area and anywhere we could see light showers falling. looks like some of the more measurable rain will be in the north bay, while most of us see about 0.1 to quarter inch of rain, and it could be a few hundreds inches of rain in some

spots. sierra snow this weekend, for elevations above 8,000 feet, you could receive an inch or two and nothing heavy, but it will be beautiful to see that coming down especially with all the backdrop of greenery because of the rain we have seen this summer. much cooler temperatures on saturday, and sunday will be the pick of the weekend for the outdoor activities. mike, you have breaking news? >> yeah, i was talking to the producer and you might have caught the cross talk. a still shot. those taillights are east bay where the lanes are closed. westbound, those headlights are moving across the span. i believe they are opening the westbound direction. we have speed sensors back in order here. this is on the dumbarton bridge. eastbound, a major crash.

right now at 6::30, a possible break in a second cold case. a man arrested last week in connection with the df a vallejo boy decades ago is being tied by police to a second case. the similarities now raising so many red flags. a turbulent new twist in a search for a police chief.

the new reported snag as commissioners reportedly debating whether or not to bring back the once-fired chief. and then gas prices spike, and we are seeing $5, $6 and even $7 at some gas pumps. what governor newsom says is the reason why. i am laura garcia. >> i am marcus washington. we want to get to mike because he's tracking breaking news for us on the dumbarton bridge. >> if you are going from the peninsula to the east bay, do not use the dumbarton bridge right now, and that's in the eastbound direction towards the free month side. a very serious crash has the responsible closed. you see the slowing because of the distraction. all of the activity in the east bay direction, of course.

the san mateo bridge very clear. just travel to the north. between the dumbarton bridge, highway 84 and 92, you need to break 101 northbound which is the commute direction on the peninsula. relatively light right now, but you will see more traffic. eastbound dumbarton bridge is closed right now. we will follow this major crash on the span itself. back to you. >> thanks so much, mike. developing for you this morning, tough new talk from governor newsom in response to suddenly seeing the skyrocketing gas prices. >> you can't help but notice when you fill up the tank these days. kris sanchez has more about what the governor is saying. >> reporter: good morning, marcus and laura. the guy that works here said he will bring the prices down about 20 cents. that's good news, except it doesn't balance out because over the course of the week he says

gases have gone up 60 cents. if you drive an electric vehicle, then you have very good reason to breathe easy. i want to show you some of the average gas prices across the country. they are averaging in the $4 mark there. you see that on your screen. and then you see what we are paying all around the bay area in the $6 range and in the $5 range and such. the governor was on fox news last night and he was talking with sean hannity. he says the reason -- or rather experts say we are being hit by outages at california refineries and an oil production slowdown from russia and saudi arabia and that's part of the reason the prices are being pushed higher, and the governor used colorful language in pointing the finger at the oil companies. >> they are screwing us. there's no justification. >> it's not regulation taxation?

on the potential rehiring of chief armstrong, and it comes with a report of tension among the commissioners. three commissioners are refusing to attend any meetings until the commission's chair and vice chair are termed out next month, citing the reappointment process versus the vetting of other candidates. earlier this month an outside report showed armstrong was not responsible for the circumstances tied to his firing. happening later today in the east bay, a man recently connected with a 1987 murder of a young boy from vallejo will appear in court. today in the bay's bob redell is live for us this morning, and he's outside of the martinez police department. bob, investigators now believe he may be tied to another cold case? >> reporter: correct. good morning, marcus.

the martinez police department is behind us and they tell us the man is also a person of interest in another murder of a boy. police arrested fred cain iii in portland. martinez police are now investigating cain for the death of eric coy, and he was found in a creek in the weeks prior to the murder of the 6-year-old. >> something as a eight or 9-year-old kid, it's not something we think about. we still think about it and talk about it, and after all these years it will make people feel a certain way about this coming

to, you know, some kind of closure. >> reporter: law enforcement tells us advances in dna technology led to the arrest of cain who is being transferred to solano county where he will make his first court appearance this afternoon to answer of charges of murder along with allegations of kidnapping and sodomy. reporting live in martinez, bob redell, "today in the bay." >> bob, thank you. also new at 6:00, leaders for hawaii's top public utility will testify at a congressional hearing. lawmakers are wanting to know if the electrical grid in lahaina was safe and being properly maintained. it may be time to pull out the snow boots. here's a live look at palisades tahoe, where the first snowfall of the season is set to arrive.

you are, like, what? yeah, snowfall at higher elevations like kirkwood, and of course, that doesn't mean you will be able to ski. ski season is still not weeks or months away. >> you are saying above 8,000 feet? >> yeah, and it's for the southern sierra, more like mammoth mountain. i don't think palisades will see that much. it's beautiful. we are looking at one to three inches of snow for some of the upper elevations. you can see where that will be happening in parts of the southern sierra. this is a live look at palisades, tahoe, where it's such a beautiful view starting out. here we will see rain, and our temperatures will be mild tomorrow and then cooler where you need the rain jacket and heavier coat as our temperatures only reach 50 degrees. we drop it down to freezing by

sunday morning, and only recovering to the low 50s. you may be staying here at home for the weekend, and g & m farms will be opening this weekend with the pumpkin patch and the maze. the pumpkins could be damp but the temperatures will be nice and mild in the low 70s during the afternoon. partly to mostly cloudy throughout the day as our temperatures drop into the 60s. also this weekend, the hardly strictly bluegrass will be happening. you want to be prepared for the potential of light showers on and off throughout the day on saturday. friday and sunday will be the best days of the weekend to enjoy the festival. if you are going to the coast, expect it to be in the low 60s. monterey on saturday with a chance of showers and mid-60s on sunday. mike is still following the crash on the dumbarton bridge. >> the details are sporadic, but we are looking at a live shot from the caltrans camera. i have seen other angles, and it

looks like they still have the westbound direction closed. eastbound is all still closed. westbound traffic does appear to be moving but i can't confirm that. chp's entry says the westbound side is still closed. we have the sensors blacked out now. menlo park instructed do not let anybody on the bridge. i would say to avoid the dumbarton bridge completely and go to the san mateo bridge, except they just had a crash in the westbound direction near the toll plaza. sensors are moving past the scene, so i think that accident was cleared out of the roadway. south bay, we have a recovery after a crash on 680 cleared on 101. if you are heading up to palo alto, there's a crash on the shoulder. >> it's busy in the traffic

good thursday morning. as you get ready to head out in the east bay, we are checking out pleasant hill. it's a cool start around the bay area, but it will warm up nicely. we are looking at sunshine and comfortable temperatures. big changes ahead for the weekend. we will talk about that coming up in a few minutes. we are looking at all eastbound lanes of the dumbarton bridge closed right now. westbound has had closures from time to time. it's very slow. to the east bay, use the san mateo bridge. westbound does pick up in volume for the commute direction, but eastbound moving smoothly. it will be more driving as you travel north on 101. happening today gop presidential contender, ron desantis, will meet with voters in the south bay area. he's expected to meet for a

fundraising event. tickets are starting at $3,000 a person. it's a roundtable brunch hosted by bruce and linda taylor from taylor farms. and some of the council members are denouncing desantis' visit. and then president biden visiting arizona to honor the late john mccain. >> he had several private campaign events here yesterday, and he flew out of sfo around 6:30 last night. today in phoenix he will talk about defending democracy the way republican arizona senator, john mccain did. and then we are starting to hear the frustration from other top republicans as well. here's the top republican in the

impeachment, and a poll taken a few days ago show americans want congress to stop the government from closing down. laura? >> thank you, scott. striking hollywood actors plan to resume talks with studios and streamers following this week's new agreement for writers. it will be the first sit-down involving actors in months. they first walked off the job in july. many believe the outstanding issues are not entirely the same as the writer's deal. studios are already prioritizing and fast tracking certain productions. two series at the top of hbo's list are "euphoria" and "white lotus." netflix is prioritizing the final season of "stranger things," especially because that cast is so age specific.

will head for the low 80s. tomorrow we will start to see clouds coming in late in the evening, and then we could also see showers, especially in parts of the north bay. there will be spotty rain ahead in our weekend forecast for saturday, and the first year of snowfall this season, we talked about that happening for some of the higher elevations. for today, this is some of the same temperatures like what we had yesterday, reaching in the low 70s in san francisco. mid-70s up and down the peninsula. san mateo reaching 75. 80 today in dublin. tomorrow it will be cooler as we get more of those clouds coming in. we are also going to be tracking some rain. let's talk about it. it has already been busy for the pacific northwest with one storm after the next moving through. the next system will be dropping in for the bay area on the weekend, and that could bring in a little light showers here and there by tomorrow evening into early saturday morning. it doesn't look like we will all see a lot of heavy rain. there will be light showers, or just kind of off and on, and

even into saturday evening in parts of the north bay, we could see a decent amount of rainfall coming down. how much are we talking here? we are looking at a few 0.01 of an inch for san francisco and much of the east bay. in some areas it could be as much of 0.1 of an inch or quarter inch in santa rosa. that's our rain chances. by sunday it's out of here and our temperatures reach into the mid-70s. we will warm up for the middle of next week. san francisco also at times will have a soggy weekend up until sunday. mike, still watching that crash on the dumbarton bridge? >> yes, east bay 84 is closed. this is on the dumbarton bridge. it's westbound that jams up because you can clearly see all the activity on the opposite side. on the maps we see the westbound speed sensors slow across mid span and getting better,

mike? >> yeah, the camera shows eastbound lanes blocked because of a heavy crash. a lot of slowing because of the westbound distractions. dumbarton bridge westbound is the one to avoid. the san mateo bridge moving smoothly, and it's moving better than yesterday at this same time, and the eastbound is clear. a rude awakening for one south bay bakery. a truck rammed through the storefront. the business owner says several people exited that vehicle, took a lot of scratchers from the lotto before running from the scene. this all happened at about 4:00 in the morning in a strip mall on senter road. this is near los gatos golf course. there's a new twist for the same man recently arrested in connection with a decades old

killing in connection with a bay area boy. cain was arrested and is expected to answer in court. prosecutors say dna technology led to cain's arrest. martinez police are calling him a person of interest in a separate case from about the same time. eric coy was a 9-year-old boy when his body was discovered in a creek near martinez junior high school. it's not clear where cain was living at the time. prices in the mid $6 range, and we found $7 gas stations near oracle park. california's gas typically more expensive in part due to added state fees, but speaking on fox news last night, governor newsom once again blamed oil companies. a last look at the forecast
