impeachment hearing. they alleged president biden engaged in bribery scheme that involved business ventures of his son hunter biden. here's sample of how the hearing is going. >> for years president biden has lied to the american people about his knowledge of and participation in his family's corrupt business schemes. >> republicans are launching an impeachment drive based on a long debunked and discredited lie. >> meanwhile, millions of federal workers are being notified they may have to stop working. as we careen toward a federal government shutdown. doomed in the democratic-controlled senate. a separate bill has bipartisan support in the senate. >> all of this against a backdrop of the 2024 presidential election. president biden is in arizona

where he's expected to sharpen his criticism of former president donald trump. mr. trump skipped out on last night's gop debate in california, he was in michigan, but he was still a dominant presence on the stage. >> donald trump, he hides behind the walls of his golf clubs and won't show up here to answer questions like all the rest of us are up here to answer. >> you know who else is missing in action? donald trump is missing in action. >> the america first agenda doesn't belong to one man. it doesn't belong to donald trump. it doesn't belong to me. it belongs to you. >> we'll have more on debate later in show. right now, we have angles covered. with ryan nobels, mike memoli. ryan, this impeachment inquiry, did house republicans offer new evidence today basing up allegations of wrong doing on

the part of president biden. >> they had a hard time of establishing a narrative. they were hoping to reset the conversation of the purpose of their investigation. they invited three expert witnesses with the goal of help them establish that link between president biden and the business deals of his son hunter. listen to how some of those expert witnesses responded to the questions that were posed to the panel today. >> he is a question of an impeachment inquiry, it's not a vote of articles of impeachment. i don't believe the current evidence would support articles of impeachment. >> should be on principle not partisan ship. i fear what we're hearing today could be traced back to 2019 and accusations made back then are driven by partisan --

>> reporter: the second witness he was asked to appear by the democrats, that first witness jonathan turley was a republican witness and he stated a number of times during the hearing today that he believes there is not evidence yet to move to articles of mp.. now republicans would argue that's the reason they launched and inquiry, they believe there's enough information out there to begin that process of finding out if president biden has done something wrong. today they didn't provide that smoking gun that would take the next step of the possibility of impeachment articles. >> ryan, if i understand right, they haven't begun the inquiry yet, so what happens next, can this become an official inquiry in. >> reporter: so, technically they have launched the inquiry, the house speaker did that unilaterally without a house vote and they believe that gives them power they wouldn't have under the normal house

committee. the next stage of this investigation will be subpoenaing perhaps officials, bank records, other pieces of information that would help them continue to build that narrative of the connection between the president and his son's business deals. so at this point we'll have to see what this next step is of the different committees in charge of this impeachment inquiry >> appreciate it, ryan. let's bring in nbc white house correspondent mike memoli. is the white house addressing this impeachment inquiry in. >> reporter: the white house hasn't been shy about blasting what one white house spokesperson said conspiracy theory attacks on president biden coming from house republicans and pointing out why the so-called everyday they were presenting fell short of a smoking gun. today we're seeing something of a different approach. a split-screen strategy, calling out republicans for what they're doing versus what they should be

doing which is avert a government shutdown. describe wag the economic fallout of a shutdown would be. calling this hearing a distraction. it's worth noting that the white house is leaning on some of those house democrats in the committee itself to really rebut the charges as they're occurring. >> mike, let me ask separately about politics, former president trump skipped the gop debate, went to rally in michigan with auto workers, president biden today is in arizona, it seems like there's reason they're in those states, they're starting to focus on the key states for 2024. >> reporter: yeah, last night republicans debate feels like an undercard as you see former president in michigan courting union workers a battle ground state there, and president biden just took the stage in arizona

another battleground state for really important speech as the white house is billing it for the president to talk about the cause of his presidency to preserve and protect our democracy the president's going to be issuing some new strong rhetoric of what he called the extreme ideological of the maga republicans. >> kate. >> mike memoli, thank you. in case you missed it there's very real chance that the u.s. government is going to shut down this weekend. julie is following the latest for us. negotiations are coming down to the wire here. what are the major sticking points among the different factions of house republicans and also what are the chances of a resolution before midnight on saturday? >> reporter: if i was a betting woman i would tell the chances

of a shutdown are very, very high. couple of moments ago conservatives in the house freedom caucus wrote to mccarthy the speaker demanding a list of questions asking him things like, will you reject the senate bipartisan stopgap funding bill? will you stay in session to pass these appropriations bill? will we avert a government shutdown by that deadline? members of his own party asking him these questions less than 48 hours until a potential government shutdown, but then you have senators working on a potential add for border security provisions. take a listen to what mccarthy said this morning. he's not giving up. >> i know sunday's football day, if people have this type of attitude they quit in the third quarter. i never give up. you know what, if we have to play into overtime to get it right i will do just that. >> reporter: overtime after a government shutdown would mean

that would impact millions of americans and that would shut down regardless. they don't have enough time to get this done. mccarthy plans to put a stopgap funding measure on the floor, the senate version of the bill is being changed and amended as we speak to try and get something through here that address dresses border security, ukraine. it's not looking good. >> julie, thank you so much. let's turn now to travis king the american soldier detained in north korea for more than two months, he's back in united states, in san antonio after north korea expelled him just yesterday. morgan chessky joins us. so what more are we learning about travis king's condition right now, what will happen with him next in. >> reporter: as much as we're learning still so many

unanswered questions here, it was around 2:35 this morning that that department of defense plane touched down here in san antonio carrying the 23-year-old travis king. military personnel escort him off the plane. what's taken place in the past 12 hours or so, we don't know exactly when it will take place, but military officials have said they wanted to take him to brooks army medical center to go undergo a post-isolation essential treatment. after that, military personnel said they do plan on reuniting him with family but no official word at this time if that's taken place. we do know however they've spoken to them over a phone call prior to making the journey back here to texas. we do know and you can tell we're definitely standing by an air base, but right now, all

in virginia. published the story of a migrant child who was injured while working with a sanitation company contracted by perdue. they told the times they plan to cooperate with any government inquiry disney-plus is joining netflix in cracking down on pass word sharing. disney started e-mailing subscribers in canada this week. they may not share their account outside of their rye mary household. month word on whether disney will crack down on password sharing or when here in the u.s. meantime, delta airlines is walking back changes they announced, well, not well received, fairly controversial to the loyalty program, the ceo speaking at a conference said that delta went too far trying to address a surge in the ranks of elite frequent flyers.

after a three-day manhunt u.s. marshals have announced the arrest of the suspect of a young tech ceo of in baltimore. she founded a company found ecomaps technology. she was found dead in her apartment building on monday. ron allen joins us now from baltimore with more. ron, i know police had a news conference today and there were some pretty shocking revelations in what was happening in the days leading up to that murder. >> reporter: it was revealed today by police that the suspect jason billingsley was being tracked by authorities in connection with another case,

involving alleged armed, attempted murder, rape and arson and that police were dragging him and had him under surveillance even as he was yet able to still become involved in this alleged killing of lapere a week later. authorities said they didn't raise alarms and alert the public about the first incident because they thought if they did the suspect would become aware of it and go to ground. but still questions being raised about whether her death could have been prevented. they thought the first case involved a situation where the suspect knew the victims, whereas the lapere, case is still being seen as an random. they've not yet discovered any connection between the suspect and the victim. all of that of course is little comfort to this community, still grieving and mourning, a huge vigil last night, hundreds

attended to pay their respects to the family. lapere's parents, her father was here. today the family released a statement saying they appreciate the tireless efforts of the baltimore police and they're relieved to know he can no longer hurt other innocent victims and they'll continue to honor lapere. >> ron allen. just two weeks after a fentanyl operation was busted inside a new york city day care authorities have announced the discovery of a ghost gun factory in the city. take a look at how many firearms police seized here. ghost guns are weapons built by a user, they don't have serial numbers like firearms you would normally get at a dealer. the suspect allegedly running the illegal operation is just 18 years old. in l. officials are scramling to limit the impacts

company, not the city. no word on what caused the trench collapse. our other top story. a brazen burglary in san jose. someone stole a truck, then rammed it into a bakery. kris sanchez is on the scene to detail the costs of the destruction. >> reporter: there's everything stolen. but then the cost of repairs. the glass alone will cost $12,000. there are fewer customers because of this. the owner had to take time off from his other job. >> i saw the whole vehicle went inside. i told them to call the police. >> reporter: this is what peter tran woke up to. a pickup truck plowing through the front of cafe queen bakery when he and his wife have owned 14 years. he hops out of a stolen truck

and took thens of thousands of dollars of cash, cigarettes and lottery tickets. he had burglar bars, an alarm system, surveillance systems and daytime security, this is not the first break-in. despite the security measures, thieves have come back and over. they have broken in through the back. they have broken in through the bathroom. they have cut through the wall of the business next door and come in that way. they have come in through the roof. >> with the economy, tough time right now, it's a lot of businesses broken into. i think i have to prepare myself. expecting this will happen. >> reporter: doesn't make it easier? >> no. you just have to deal with it. >> reporter: 1,800 burglaries were reported in san jose in the first six months of the year. that's a 13% decrease over the same period last year. still, tran wants the city of san jose and the police

department to do more. >> i want police, especially in this area, this community, they need to step up the patrol. >> reporter: what about your city council members, the mayor? >> hire more police. clean up the city. >> reporter: the city of san jose has 1,060 sworn police officers, which is 9% fewer than what they would like for a city of million people. by the way, a thief did make off with a stack of lottery tickets. once the lottery office gets the batch number, they will be invalidated, so worthless. kris sanchez, nbc bay area news. back to the city where the board of supervisors is looking for new solutions to halt the surge of crime in the city. one main problem they are seeking to address is gun violence. advocates are pushing for the creation of a gun violence victim program. that would provide resources and education for victims of gun

president donald trump and three of his adult children to testify at his civil fraud trial, that's set to begin next week according to newly released court documents. earlier this week a judge found the trump organization liable for fraud. so, next week's trial will determine just how much money the trumps will have to pay. the judge found that the trump organization misstated the value of assets over several years changing values close to $2 billion. actor michael gambon from the harry potter films has died. the irish star was part of the six out of the eight harry potter films. knighted in 1998. he was 82 years old. in less than 24 hours, we could see even more united auto workers union members join the picket line. the uaw president is expected to host a live stream on facebook

they'll get back pay eventually, but airport absenteeism was an issue. be prepared for it to happen again this fall. it could strike the passport offices. and national parks, it's to be determined. most government watchdogs will be sidelined including those who inspect our food, water, workplace safety and our investments. what's not affecting is social security checks, medicare and medicaid. why are they doing this? so there was a five-way budget deal cut in june to avoid default, as we approach the shutdown one of the parties house republicans is demanding to re-negotiate. it's not all house republicans, just a small group who are blocking congress from doing any

business until their demands are met on major immigration reforms, severe cuts to government programs. none of those positions have broad support in congress. so, why can't house speaker mccarthy just ignore this tiny fringe? in short he wants to save his job. flash back to january, 15 votes and 5 days for republicans to pick a leader. mccarthy won the vote by conceding to the far-right members. at the same time, they around with him his job of speaker is done if he cuts a deal with democrats. despite only representing about 5% of the house the holdouts have the power to shut down a huge chunk of the government. finally what happens next? mccarthy has tried other concessions to get the far-right rebels onboard like agreeing to hold impeachment proceedings for president biden, once the

government shuts down no telling when it reopens. the last shutdown initiated by president trump nearly five years ago lasted more than a month and ultimately didn't produce the border wall money he was dehanding. let's stay on politics, last night in california seven republican hopefuls debated for the second time this primary season and the showdown full of bickering. the front-runner once again absent. former president donald trump, he skipped the debate to campaign in michigan. darsha, the reality is, even though he wasn't in the room he's far outpacing his rivals here. >> reporter: look, after the first debate it really took a few days for the dust to settle for voters to kind of sleep on it before we saw that bump for nikki haley, the slump for the other candidates, it's going to

take a little to see. some of dynamics shift. florida governor desantis came out swinging against donald trump. when asked about him directly, we saw nikki haley fire off some zingers at vivek ramaswamy. already, she's got a meme going around on the internet. vivek ramaswamy once again taking the heat from a lot of the other contenders. his campaign saying that's a good thing, showing he's a contender, that others see him as a threat. take a listen to what he told us. >> i am the new guy in this race. i have to own that. i have to earn people's trust, because i haven't been a governor or senator or anything else, and that's fair. one of the best predictors is how much we grow over a year and

a half running as a president. i think i'm growing into being ready to be the leader who unites this country. >> growing into being ready, potentially leaving open some of those criticism we've heard against him from his rivals saying he may not be ready on day one to step into the job, he of course argues against that, these contenders have a long way to go, you've seen those wide polling gaps, former president trump and his campaign saying, he won the debate, they're saying there shouldn't be any more debates because the primary voters have already spoken their minds with these polls these other candidates have thing else to say about that. any political expert, they tell you that there needs to be consolidation in this field. the republican party would need to line up behind one of these other contenders.

remember how pennsylvania senator john forgetman presiding over the senate in shorts and hoodie after the rules for what to wear in the senate were relaxed. guess what, another change. the senate unanimously passed a new official code. men have to wear business attire. does not specify what women should wear. >> interesting. okay. noted. hollywood striking actors and the alliance are head back to bargaining table. the two groups released a joint statement they'll resume negotiations on monday, october 2nd and several studio executives will be in attendance. this announcement comes less than a week the wga reached an agreement on a new three-year contract.

in just a few days college graduates with student loans are going to be back on the look for all the money they borrow zbld set to resume on october 1st for the first time since the government paused them during the pandemic, march 2020, three months after the supreme court struck down the president's student loan forgiveness program. >> when it comes to what we're facing here, a cliff, $1.7 trillion in student debt coming due, some people said they can't or won't pay. >> reporter: a single mom living paycheck to paycheck. >> my student payments are sitting at $400. >> reporter: she was able to open her own salon in portland

oregon but with $4,000 in debt she said she simply won't be able to make the payments once they resume in october. >> it's kind out of my hands at this point. if i can't make it, i can't make it. >> reporter: the biden administration's plan to forgive up to $20,000 in student debt would have wiped josie's debt clean. but instead a challenge struck down the plan after josie put thousands of dollars of investments into her salon. >> i don't know what's going to happen in the future and that's scary. >> reporter: the median student loan borrower has 20 to $25,000 in debt. the first payment in three years is now due in just days. economists say it won't trigger a recession but will weigh on those least able to bear it. >> anybody part of an underserved community they tend to have higher debt than those not, and they tend to have lower incomes, so that's a potential issue.

>> it's officially time for a student loan repayment boycott. >> reporter: some borrowers are urging others not to pay like maya who owes over $15,000 and has no plans to pay in october. >> they'll potentially garnish wages maybe take from your tax refund. good luck, i think i made $10,000 this year. you can have it. >> reporter: the education secretary cardona said missed payments won't immediately trigger garnishments or credit score hits. >> we know they'll struggle to make payments. we want to make sure we're not sending their names to credit agencies so we'll hold them harmless for a year. >> reporter: among longer term options for relief, see if your employers has assistant programs. josie is weighing her options but said it's going to be tough either way. >> at this moment it's either come up with money to pay for these now student loans that i'm having to pay or make it to

[sfx: video game] emergen-c crystals. welcome back to "the fast forward." we are starting off with stories you need to know about. one cold case could lead to investigators solving another. the oakland police commission is reconsidering rehiring former police chief armstrong. first a follow-up to the rescue mission in san francisco which unfortunately is now a recovery operation. the person trapped under eight feet of dirt has died. crews worked to try to free the person but could not get to him in time. the victim was a worker for a private company, not the city. we will update the story on our website.

could former chief armstrong return? he was fired by the mayor back in february. earlier this month, an outside report concluded the former chief was not at fault for the actions tied to his firing. still some commission members are reportedly so upset armstrong is being considered again that they are refusing to attend meetings. last week, investigators arrested this man on suspicion of murdering a 6-year-old boy back in february of 1987. prosecutors say dna technology led to his arrest. that dna may have connected him to another crime. police are calling him a person of interest in the murder of a 9-year-old. he was murdered in 1987. a small storm drifting into the area could bring rain sooner than expected. meet is kari hall with our seven-day forecast. >> it's going to be warm today for the inland valleys, into the mid 80s.
