health care workers poised to launch the largest health care strike in u.s. history. a warning for patients and the latest on the down to the wire negotiations. and a historic downfall. kevin mccarthy ousted from speaker of the house by fellow republicans. can order be salvaged from the chaos? this is "today in the bay." good wednesday morning to you. 5:00 right now. i'm laura garcia. >> i'm marcus washington. we're going to get a look at the commute with mike in just a bit. first, let's start with the forecast. the warm-up is coming. >> yes, we've been talking about it all week. it really starts to feel a lot warmer this afternoon, and we're a little bit milder this morning compared to yesterday morning. so it's a clear start, as we take a live look outside in san jose. temperature-wise, yesterday we were in the mid-40s at this time in parts of the north bay, so it's just a little warmer. still, a cool start. the warmest temperature i'm seeing is hayward, now at 67

degrees. but mostly mid-50s, as well as low 60s, for many of our microclimates. take a look at our highs this afternoon. it's going to reach into the upper 80s, pretty widespread 80s here across the map, with san jose reaching 88 degrees, and some low 90s as well for concord, fairfield, and santa rosa headed for 91 degrees. it gets hotter tomorrow. take a look at morgan hill and san martin, in the mid-90s for tomorrow afternoon, and we're going to reach the peak of the heat on friday. so we'll take a closer look at some of those numbers and some of the risks that come with that as well. mike, you've been watching all directions in san jose. >> all directions. this is northbound, that's south 680, there was someone going the wrong direction right in this area. i did see flashing lights. it looked like they were patrolling on 680 and 280. the car was reported going the wrong way on southbound 680. many minutes have elapsed without any updates, which is

good news. that report has just cleared from the south bay. moving to folks coming across the bay bridge, a minor crash reported around the toll plaza. nothing visible on the camera. a smooth camera as i focus on the drive getting into san francisco. you guys are focusing on the city itself. >> that's right, going to be big events there. bay area paying last respects to an icon. today marking the first of two days of tributes honoring long-time san francisco mayor and senator dianne feinstein. her death last thursday marked the end of an era we may never see again. we have a live look in san francisco. sinai memorial funeral home is where her remains are being held right now, in the western addition. today's viewing will actually start at 9:00 a.m. for the public, it will last until 7:00 p.m. tomorrow's public memorial is scheduled for 1:00 p.m. we will air it live right here

on nbc bay area. a list of speakers for tomorrow's service includes vice president kamala harris, senate majority leader chuck schumer, former house speaker nancy pelosi and san francisco mayor london breed. tributes to feinstein are already arriving at city hall. flowers are everywhere. there's a bust of her in place. people who plan to review her remains today explain why it is so important. >> what she stood for was the right way to be in america, and i'm hoping that our country can turn back to where it once was. i'm not sure that's going to happen right now. >> today's viewing will be held under the city hall rotunda. our thom jensen is in san francisco this morning. we'll join us with a live report in our next half hour. 5:04 right now. and breaking right now, that clock ticking down, less than an hour to go before thousands of kaiser employees hit the picket lines. it's been called the largest

health care worker strike in our country's history. "today in the bay"'s bob redell is live outside of kaiser in walnut creek. bob, talk to us about why they're saying they want to strike. >> reporter: well, good morning to you, marcus. there are a couple reasons why. you can see behind me at kaiser walnut creek, some of the workers are showing up, getting ready for this walkout on the picket lines that will start at 6:00 a.m. more than 37,000 employees from kaiser walnut creek and other locations in northern california will strike, and then there are about just under 40,000 more workers hitting the picket lines throughout the rest of california and other states. the workers, to answer your question, are upset about how much they're being paid and the lack of staffing that has made it difficult to take vacations and has led to burnout. the union that represents the workers found a poll found that two-thirds of its members have seen patient care delayed or denied due to short-staffing. kaiser has disputed these results. the jobs affected by the

three-day strike include e.r. and x-ray technicians, ultrasound sonographers and customer service workers, among many others. kaiser says it continues to work toward an agreement, but has plans in place to ensure what they say would be high-quality care if the workers strike. the provider also claims it had the highest total compensation in every market where it operates. >> it has really been tough across the country in terms of staffing shortages associated with the great retirement, the great burnout. but the fact of the matter is kp has been doing better than others in terms of retaining our employees. >> we understand that it's a national shortage, but we can also see the profits that we make. we think that it's unfair that they're not investing in the people that are doing the labor. >> reporter: doctors and registered nurses are not involved in the strike, and hospitals will remain open. kaiser says it may, however, have to reschedule non-urgent

appointments and procedures and notes that wait times could increase during the strike. again, that's expected to start in just under an hour at 6:00. reporting live outside kaiser walnut creek, bob redell, "today in the bay." >> thank you. chaos this morning on capitol hill one day after a historic vote. yesterday representatives voted out california republican kevin mccarthy as house speaker. the move unprecedented. far right florida gop congressman matt gaetz initiated that vote and eight house republicans joined with democrats. the move comes after heavy criticism from hard right conservatives who slammed mccarthy's decision to work with democrats to avoid a government shutdown. a chairman of san francisco's republican party is among those who never thought it would come to this. >> in a sense it's a shame that his tenure was cut short. i think he had good things ahead of him. he was queued up to deliver one

of the best speakerships of the modern day, but unfortunately we won't see that happen. and the republican party and the country will move on. >> mccarthy already confirms he will not run for the position again, but there are a lot of concerns about not only who will, but who can gain a majority of support. north carolina republican patrick mchenry is now the temporary speaker. all current congressional sessions are canceled. the hope is for a speaker vote to take place in about a week. new details in a heartbreaking story, the drowning of two children in san jose at a daycare. that tragedy played out monday morning, when two 1-year-old girls died in a back yard pool at the happy happy daycare center on fleetwood drive. authorities have now identified the two children who died. lillian henan of san jose and payton cobb of holster. the third child is expected to survive. it's still not clear how the children gained access to that area which was surrounded by a

fence. the investigation is still ongoing. so far, no criminal charges have been filed. happening today, a national emergency alert across the u.s. here in the bay area as well, and likely on your phone. fema runs that test once every three years. devices everywhere will make an alarming noise at about 11:20 a.m. our time, our active and connected cell phones will receive a text message with a unique tone and a violation lasting about one minute. it's meant to ensure vital messages can be sent during emergencies. 5:08 right now. we take a live look in dublin. people are on the road, and hopefully they packed a light jacket for this morning. >> and packed a lunch. >> i think they'll ditch it later today. >> later today, bottled water, it's going to be warming up as well. as we take a live look outside in oakland, you can see the stream of lights, and we are

seeing a lot of people up and out the door, where temperatures are in the upper 50s. as we go throughout the day, it's going to be a quick warm-up happening here as we reach into the upper 70s at noon and eventually make it up to 87 degrees for later today. so you're going to feel the much warmer temperatures than we've had recently, and we'll continue to see it ramping up over the next few days, as we reach the peak of the heat. so we'll talk more about that in a few minutes. mike, you're seeing the peak of gas prices. >> i would hope because the peak would mean it's going down after today. under $5, though. today we're going to start in east bay, calling out the union city area, national petroleum on mission boulevard. we have one price under 5 bucks. san jose's best is reported at $5.19, the gulf on south first street. and the costco on plaza drive leads in vallejo at $5.29. thanks for sharing on gasbuddy.com. on the roadways, a smooth,

easy drive for the most part, but i did follow up on the crash reported near the bay bridge toll plaza. there was some slowing on the incline just past the toll plaza headed toward the metering lights. we did check things out with a live camera. no backups, no problem, no flashing lights. on the incline, things are moving a little more smoothly. there was a little bit of bunching up, so i think they might have had to clear that crash. we're okay into the city. >> it's a beautiful look out there. 5:10 right now. call it one and done. one year ago, it had some serious rizz, but now it's turned to razz. more robot coming tos

good wednesday morning. the time is now 5:13. if you're going to be heading into the city for some of the fleet week festivities, at 8:00 it is 62 degrees, starting out very cool and clear, with a breezy wind. as we head toward noon, it will be in the mid-70s. perfect for enjoying lunch outside, watching the ships pass by. we're going to be heating up today, into the 80s in san francisco. much hotter inland. we'll get a look at the range in temperatures in a few minutes. and we are looking here at the approach to the bay bridge toll plaza, westbound lights, we're jammed up solid as there is a quick traffic break. looks like everything is moving smoothly now. a lot more traffic through the

toll plaza. i believe they cleared that fender bender in the area. we'll continue to follow this critical section of your commute coming up. good morning. happy wednesday to you. a lot of red on my board. starbucks is closing down some stores in san francisco. the company has about 60 in the city. but with only about 40% of office workers going to the office these days in san francisco, less need for a latte. the "wall street journal" says netflix will raise prices again once the actors strike is over. the big headline is right up here. the dow is now negative for the year. now, this isn't exactly what the big board looked like yesterday because we sped it up, but it sure felt that way. you've got two things going on. one, bond yields are very high. two, the latest measure of job openings. the jolts survey. there's a lot of job openings, which means wages are under

upward pressure, it means the economy is stronger than everyone thinks it is. so many americans say the economy is worse, but they're wrong. the fed is trying to weaken the economy with interest rate hikes. the fear is the fed is going to have to continue hikes, and that's what pushed stocks lower. chipotle is experimenting with a new robot to make burrito bowls and other meals. bowls and salad account for a majority of orders at chipotle. the restaurant chain has two robots, an avocado robot, and a chips robot called chippy. we just released our new episode of sand hill road a few minutes ago. it's about a ceo who escaped what she says was a cult. i'll talk more about that in coming days. i bring this up because we did a whole episode about automation at chipotle. you can find it in the previous episodes section of your podcast player. more and more important, this automation, as california raises

the fast food minimum wage. and, of course, all of that is aided by artificial intelligence. coming up this morning on the "today" show, savannah tries out ai by faking a college application essay. >> i went back to school and i wrote a college admissions essay. i used one of the prompts from the common app that asks you to describe a challenge or a setback and how you overcame it. what i decided to talk about as the anxiety disorder i had when i was in high school. i'm going to go to chatgpt and i'm going to ask it to write me a college essay using this prompt and giving a couple of details about myself. >> well, i was told it was savannah, and actually her name is savannah. different savannah than we were expecting. one more thing i wanted to mention. you were talking about the emergency alerts on cell phones. >> today. >> i was reading online, if you are a person, particularly a woman, in a situation where you have a secret cell phone to call for help or something, turn it

off, and then don't turn it on until you're alone again. because the minute you turn it on, it's going to go off. >> that's really, really important information. >> we'll add it to some of the other notifications. but if there's somebody that doesn't know about your cell phone, turn it off. >> good to know. >> you're right, there are some domestic violence situations where they need the emergency phone. great advice. most would agree, girl scout cookies are worth it, no matter the cost. but this year more people will have to dig deeper. like everything else, your favorite cookies this year, again the victim of inflation. in this case, the price hikes are not across the board, in that individual councils decide the cost. the good news, northern california girl scouts hiked their prices last year, but this year groups in a handful of other states are hiking the cost to $6 per box from $5. girl scout cookies will be sold

from january through april. >> sadly, one recently introduced cookie already crumbling. girl scouts says the raspberry rally cookies will not be rallying for a return. the cookie last year released online exclusively, and now i can say a few of us here in the newsroom tried a few, it was sold out. it sold out quickly online with boxes resold on ebay, in some cases outrageously high. girl scouts says they want to pause production to prioritize on the classic cookie favorites. >> like the mints. >> some of us tried it, and then no comment. >> i didn't try that one. >> you didn't? it was actually pretty good. i think she tried it most. she was pregnant at the time. i'm just kidding. she did give me some. >> blame it on the baby. let's check in on the

forecast. it's going to get hot today. >> it's returning to summer with these temperature, and if you are out and about and you see someone with a thick coat or a hoodie on, you may be, like, oh, they didn't see the forecast. we're going to have much warmer temperatures than we've had recently. let's get you ready for the morning in gilroy. as you get ready to head out, it's going to be in the mid-50s. we have a cool start for at least the next few hours. at 10:00, it is 71 degrees. you can see how much warmer it's going to be as we go throughout the morning, going up another 5 or 6 degrees each hour. at noon we're at 82, and eventually reaching into the low 90s today. we'll see a high of 91 in east san jose and 88 in cupertino, and then for the east bay we're in the upper 80s for oakland, hayward and fremont, and low 90s on the map for antioch, livermore reaching 92 degrees. we'll be warming up near the coast, daly city in the upper

70s, redwood city reaching 88 degrees. for san francisco, we'll be in the 80s here as well. especially downtown. in the north bay, reaching into the low 90s. this will not be the peak of the heat. you've probably seen the seven-day forecast at the bottom of the screen. we will have hotter temperatures ahead. and of course with fleet week going on and the air show especially happening this weekend, they want to know which one of those days will be the most comfortable. so we're going from low 80s on friday, mostly sunny, good visibility, and also sunny on saturday. but then by sunday, it's the return of that ocean breeze and the fog will come back, our temperatures will reach into the upper 60s. we'll have to watch out for visibility. ahead of that, we'll see the return, also, of the rain chances, so we're dealing with high pressure, warm temperatures now, but eventually the trough and the chances of rain will be back early next week, starting on tuesday. as of now, it looks like it stays just north of the bay area with a couple of quick passes of some light showers. then there may be a better

chance of cooler temperatures, as well as some rain by next weekend. looking ahead at our long-range rainfall estimate and what we could see farther to the north, there could be some pretty decent rainfall totals, about 1 to 2 inches. but not a lot of that makes it into the bay area, so really only the north bay has a chance of seeing these showers for the middle of next week. our temperatures are going to be hot between now and then, especially through saturday, with temperatures in the mid-90s, cooling down on sunday, and definitely a bigger cooldown for san francisco, going from mid-80s to upper 60s by sunday. mike, you were seeing a traffic break at the bay bridge. >> i was watching this camera for a while. we're looking at a smoother drive now, after everybody bunched up approaching west 80. smooth drive, but we're getting ready for the metering lights to be turned on at the toll plaza. slowing has just cleared up, went from yellow to green. now slowing on the approach toward the metering lights.

the fed's airline watchdog recently said airlines delivered 99.42% of checked bags on time. that's great. but that left over 0.58% is still a ton of late bags. more than 200,000 a month. on the upside, alaska airlines website, for example, says most bags are located within 48 hours. still, that's two days of downside, traveling without your stuff. let's keep reading. the very next section says get reimbursed on essentials, and then it tells you how. keep your paid receipts for any travel essentials you buy while your bag is missing, such as

meteorologist kari hall is tracking some october heat and the outlook for your neighborhood. this is "today in the bay." we're talking kind of hot in some places. good morning, and thanks for joining us. i'm laura garcia. >> i'm marcus washington. let's see where the hot spot will be today. meteorologist kari hall has been tracking that for us. i don't think it's going to be san francisco. >> yeah, it's going to start to warm up in san francisco, too. this is the time of year where even the coastal areas do start to warm up and get quite uncomfortable. as we get a look at the city, we're also going to have fleet week activities going on, we are going to see temperatures ramping up. at least we do have our cool start as you're heading to work in pleasant hill. it will be in the upper 50s and at noon we're at 81 degrees already. we're going to see temperatures in the upper 80s for the tri-valley, and even low 90s. morgan hill reaching 91 degrees, 91 in santa rose, and reaching into the 80s today in san francisco, which is, of course,

tomorrow, one-time san francisco mayor and long-time senator, she will lie in state today at city hall, giving people everywhere the chance to see a final farewell. "today in the bay"'s thom jensen is live at city hall this morning where feinstein's political career began decades ago. i'm sure the mood there is one that is a somber one. >> reporter: it certainly is, and police have already started beginning to tighten up security. they're going to start closing off some of the streets around city hall as thousands of people are expected to attend, along with political leaders from around the nation. tributes to mrs. feinstein already starting, with city hall being illuminated, and flowers being placed around a bus of the late senator, and also the city's first female mayor inside city hall. public visitation in the rotunda where she will lie in state begins at 9:00 this morning and lasts through the entire day. one man told us the senator stood up for what's right and he

plans to pay his respects at city hall. district 3 supervisor and board of supervisors president aaron peskin says the late senator never really stopped being san francisco's mayor in her heart. >> she would pick up the phone and call you and tell you what you were doing right and compliment you, or tell you what you were doing wrong and how dare you. what she stood for was the right way to be in america, and i'm hoping that our country can turn back to where it once was. i'm not sure that's going to happen right now. >> reporter: so the senator will lie in state here at city hall from 9:00 until 7:00 p.m. today, and the memorial begins tomorrow on the city hall steps at 1:00 p.m. thousands are expected to attend. public transportation may be one of your best bets for getting here. traffic will, no doubt, be a nightmare as thousands of people come into the city and try to get to city hall, not only to pay their respects, but also to hear a list of dignitaries who

are speaking here tomorrow, including vice president harris and senate majority leader chuck schumer. live in san francisco, thom jensen, nbc bay area news. >> what a beautiful tribute. thank you very much, thom. >> our coverage continues, of course, on air and online, and that will include live coverage of tomorrow's memorial service. it will air on nbcbayarea.com, we'll stream it there from our home page. breaking news this morning, as the clock ticks down to what health care workers are calling the largest health care strike in u.s. history. we want to give you a look at the facilities in walnut creek this morning, as you can see right there this is a live look. the three-day strike is expected to get under way at the top of the hour, and it comes as both sides failed to reach a last-minute deal overnight. the strike is expected to include some 75,000 workers in six states, including washington, d.c. now, it includes pharmacy and x-ray technicians.

doctors, registered nurses are not involved here. kaiser is promising to ensure care to patients, however some nonessential appointments and procedures are being rescheduled. our bob redell will have a live update at the top of the hour. elsewhere this morning, for the second time in three days, striking hollywood actors today are expected to get back to the bargaining table. that in itself is more progress than what happened the previous two and a half months, with talks at the complete standstill. both sides are mostly silent about the progress, after monday's negotiations, but there is hope that a deal for actors may be more on the fast track. a shooting injured five people in baltimore last night near morgan state university. four men and a woman suffered non life-threatening injuries. authorities say four of the victims are morgan state

students. the gunman remains on the loose. they say he ran into a dorm building after the shooting, but got away. a high-end luxury store in downtown walnut creek boarded up after a large-scale organized smash-and-grab that happened early yesterday morning at the louis vuitton store in roadway plaza. police say more than a dozen people broke in, after someone crashed an suv through the doors. officers arrived to the robbery still in progress, but police say the group sped away in multiple cars. it follows a recent denied application for grant money to combat retail theft. >> it's disappointing when you don't see the extra funding. however, we still have resources to devote to this issue, because it is still an issue in walnut creek. >> two years ago on an even larger scale, nordstrom flash mob robbery led to retractible barriers to try to prevent cars from entering the area. those recently came down, but the city already has them back in place again.

a live look outside across the bay area this morning, and today will, no doubt, be a perfect day for children and their parents to walk, bike, maybe even roll to school today. skateboards, roller skates, whatever it is. today is all about that. today, national day promoting healthier habits. close to 300 schools have registered events for a walk, bike and roll in california alone. so grab your sneakers, your bike, or maybe your roller blades, and join in. meteorologist kari hall is saying that today weather-wise, it's going to be a good one to get out there. >> it's also california clean air day, so we're also advising people to walk or bike to work if you can. we're starting out with cool temperatures as we are stepping out to 61 in san jose, 62 in san mateo, and 52 in sonoma. it is 55 in napa. as we get a look at what to expect in foster city, we'll have a clear morning and sunshine throughout the day. going from upper 50s to mid-70s

at lunchtime, eventually we'll make it into the upper 80s there. when we compare where we're headed for this afternoon, what's usually our high temperature, well, in santa rosa, we're looking at a high today of 91, but average is just 80 degrees. we're going to see temperatures about 10 to 11 degrees above what's average for this day, as those temperatures really start to ramp up around the bay area. we'll see a high of 91 in concord, as well as some upper 80s for much of the inland east bay, and temperatures get even hotter over the next couple of days. we'll take a look at that coming up in a few minutes. mike, you're seeing slowing in the south bay. >> this is pretty traditional timing. northbound 101, we traditionally see slowing just north of the 680/280 over-crossing toward oakland road. that is normal on the map. bottom of the screen, we see more slowing, and there was debris reported north 85, just off the 101 split, right around cottle is where the report comes in.

the crash. leaders in san jose are taking a first step in creating a city-run power utility. council members yesterday approving the plan to create what will be called san jose power. right now this is strictly a move to start studying an alternative power source to pg&e. leaders are allowing a three-year window to examine the costs and benefits and how the city rates may differ from pg&e's costs. opponents, including pg&e union workers, argue san jose, nor any other city, for that matter, does not have the wherewithal or even financing to develop the power utility. it is 5:44. white house is urging republicans to pick a new speaker of the house as soon as possible. >> scott mcgrew is joining us right now. that won't happen until at least next wednesday. >> yeah, that's right. that's the schedule we've been given. candidates speak to the house tuesday, voting wednesday. this, of course, after ultra conservative members of the republican party banded together

you've got two minutes. i need the winning one. >> i'm in line back here. hurry up! it's going to be a lucky day, but also a hotter one, too. we are going to see temperatures really starting to warm up across the bay area. it is all clear. we have a lot of sunshine in this forecast. as you're heading out around the peninsula, we're starting out with upper 50s, expect the sunshine to warm those temperatures up, and we're still comfortable throughout much of the morning. but if you live farther inland, you may want to get out there early to get in those outdoor activities before we hit the low 90s. we'll see that in east san jose, 91 in morgan hill, and upper 80s for cupertino. then for the east bay, we're headed for 92 in antioch and livermore, and upper 80s for martinez and 87 in fremont. looking at much of the peninsula, it's up to 89 today in palo alto, and warmer for half moon bay, reaching 74 degrees. as you're looking at that seven-day forecast at the bottom of the screen, you'll see that

we'll reach the peak of temperatures on friday and saturday. we're reaching up to 85 today for a high in the mission district, the outer sunset in the upper 70s, and also warm for much of the north bay, with a high of 93 in ukiah, and in napa reaching 90 degrees. we can see that the winds are blowing offshore, you can see how clear it is as the clouds move away from the bay area. that's a typical october setup where we see the winds blowing away from the shore. that warms up our coasting areas as well. then the storm track is going way up and above all across the region as it gets blocked by high pressure. so that high pressure keeping it very warm for now, but as it moves out of the way, eventually we'll see rain chances returning. that's not until early next week. so it looks like, for now, farther to the north, that's where we have the best chance of some rain. as of now, the rain looks pretty light, but for much of us in the bay area, we can see a couple of sprinkles early next week.

maybe some cooler temperatures and a better chance of rain for next weekend. we're looking way ahead here to see when we'll see the active storms coming through, and as of now it does stay to the north of us, with a very slight chance of some measurable rain, especially for the north bay for next tuesday. in the meantime, we're having to deal with hot temperatures and offshore wind, which increases our fire danger because of the extremely low humidity we get with those offshore winds. and the peak of those temperatures by the end of the week, by sunday it's feeling much nicer, with some mid-80s. and san francisco will see temperatures also heating up, not comfortable at all, with some mid-80s. we'll bring it back to the 70s, and even the 60s by those air shows for the end of the weekend. mike, you're looking at a fire along i-880. >> and the concern, obviously a big distraction for folks north 880 at the 66th avenue over-crossing. folks are clearly distracted by the flames. you see right here crews are

welcome back. this happens to a lot of people, you fly, you land at your destination, but your bags aren't there. >> you hate when that happens. you're not necessarily on the hook for those expenses while your luggage is missing. your airline likely will pay you for essentials, but only if you ask. consumer investigator chris chmura shows us how. the fed's airline watchdog recently said airlines delivered 99.42% of checked bags on time. that's great. but that leftover 0.58% is still a ton of late bags. more than 200,000 a month.

on the upside, alaska airlines website, for example, says most bags are located within 48 hours. still, that's two days of downside, traveling without your stuff. let's keep reading. the very next section says get reimbursed on essentials, and then it tells you how. keep your paid receipts for any travel essentials you buy while your bag is missing, such as toiletries and clothing. next, present your receipts at the airport baggage service office where you file your report. other airlines do this, too. it's in their contract of carriage, the long agreement you never read, but accept every time you buy an airline ticket. let's look at two things. what's essential, and how much money you'll get. essential is essentially up to you and the airline to hash out. say you're traveling for business. you have a fair argument that replacing a business suit is essential, even if it's expensive. say you're traveling to a beach vacation.
