many unanswered questions at this hour. and breaking this morning, a late-night deadly crash on the richmond-san rafael, a big rig ramming into the toll plaza. we're live with the latest on the potential impact on traffic. this is "today in the bay." busy overnight. 5:00 right now. thanks for starting your morning with us. i'm laura garcia. >> i'm marcus washington. we want to get to our breaking news in contra costa county. a big rig driver dead, after a crash at the richmond-san rafael bridge. >> bob redell is live at the toll plaza this morning. this could have a big impact, i would imagine, on the morning commute. >> reporter: it isn't right now, but it could as we get further into the morning commute. right now only the left lanes are open. there are seven lanes, four are shut down. chp just told me they hope to

have another lane reopened within the hour. you can see what the issue is. right now there's a wrecker out here, and they're trying to remove the big rig. the big rig appears to have been pulling a haul, a gravel haul, that's the white vehicle. they're trying to remove that. this is the truck that crashed into the toll plaza last night. they still need to repair the toll booth. that is what caught fire and was destroyed in this crash, unfortunately, with the vehicle. the crash happened around 10:00 last night. it was a solo vehicle crash. witnesses tell chp the truck was weaving before it hit that toll booth and then the truck caught fire. the driver was taken to the hospital, where he sadly died. not clear when the other lanes will open. fortunately, this is in the reverse commute direction, so it might not have too much impact on drivers trying to get to and

from work this morning. reporting live here at the richmond-san rafael bridge, bob redell, "today in the bay." >> thank you. mike is keeping track of this because it could have an effect on the morning commute. >> it will. the toll plaza is -- i think bob got twisted around, it is in the commute direction, it is the westbound commute direction. let's take a look at the toll plaza. bob was on the other side with this truck to his back. westbound, we do see this build up just as we approach 6:30, we see the backup start to form. i'm going to step into the shot. they're continuing to clear this. bob showed you the gravel truck closer to the toll plaza. one, two, three, four lanes blocked. only three lanes behind me are the ones that remain open for the morning commute. if they open another lane, that still means only half the lanes at this toll plaza are open. as the westbound commute builds just after about 6:30, we'll see the buildup probably about 6:15, and that will cause folks to back up out of richmond toward

the north bay. again, here is the map that does show the seven lanes. these are blocked right now here, and only three are open. but they are open and it's plenty of volume allowed right now. as the volume is light heading over from richmond to the north bay. as it builds up over the course of the morning, there will be exaggerated backup, as well as the fact that people are hearing about this, they may want to avoid that. that might send more folks north to 37 or south to the bay bridge. the bay bridge already has a backup that's expected. highway 37 shows the first signs of slowing. so we'll watch to see if that shifts the traffic, that could ripple out to many folks coming off the eastshore freeway. we'll continue to follow this to see how much they're able to open the toll plaza, but it probably won't be the full toll plaza. we'll continue to follow that. the rest of your commute very light. back to you. >> thanks, mike. developing at this hour in the middle east, the barrage of israeli air strikes in gaza

continues and there's a new update this morning on the number of casualties. we have a live look in gaza city, where it is now midafternoon. the latest air strikes are set to be focused on several locations, including a hamas weapons depot. nearly 1,700 people are confirmed dead on both sides, and that includes more than 900 in israel and nearly 800 in gaza. the white house says at least 11 americans are now confirmed dead in israel, and an unknown number of u.s. citizens remain missing at this hour. >> new drone video showing the destruction from israeli air strikes across gaza. while israel is vowing to continue the barrage until hamas says no more, hamas issuing a stark new threat, vowing to kill one civilian hostage without warning each time israel targets gaza civilians. the best estimates put the total number of hostages at around 100. u.s. military forces are now being put in place, this is to

assist israel. in washington, house lawmakers are now focused on the election of a new speaker to fast track more funding. >> alice barr joins us live from washington. president biden is expected to address the nation in just a matter of hours. >> reporter: that's right, laura and marcus. a lot of developments to follow both overseas and here in washington. president biden set to address the nation, and really the world, just a little later this morning, after he issued a joint statement of support for israel, along with the leaders of the uk, italy, france and germany. today in israel, a mounting death toll, a growing hostage crisis, and a military mobilization for a potential all-out invasion of the gaza strip, with israel's prime minister saying air strikes in gaza are just the beginning.

providing few details about what happened. this is video showing the moment that car crashed through the doors of the consulate. it happened about 3:00 yesterday afternoon on geary near laguna street. you see it sent people scrambling. police do say officers arrived to the scene in a matter of minutes. >> officers entered, made contact with the suspect, and an officer-involved shooting occurred. >> so far, police are not saying what led to that shooting, and the number of agencies involved, including the state department, are now involved in that investigation. now, in a statement, the chinese consulate says our embassy severely condemns this violent attack and reserves the right to pursue responsibilities related to the incident. california regulators hope to impose a $45 million fine on pg&e for the largest single wildfire in state history. it is a story our nbc bay area

investigative unit has been closely following. investigators say a tree toppled onto a power line in 2021 and that sparked the dixie fire. flames destroyed nearly 1 million acres, including more than 1,300 structures. the proposed penalty includes $40 million for pg&e to digitize its records, tracking power lines inspections, and any tree problems. the remaining money includes compensation for native american tribes impacted by the fire. while pg&e accepts the findings of the investigation, it claims there's no evidence it knowingly disregarded a risk related to how that fire started. state regulators will vote on the proposed penalties next month. 5:10 right now. taking a live look out in downtown san jose, a clear start to the morning. cinthia pimentel in for kari with a look at that forecast. woke up this morning, stepped out, and, yeah, i was met with a little bit of rain. >> we're still hanging onto

those fall vibes. good morning. some drizzle out toward san francisco. if you're heading over the golden gate bridge, do be careful with the changes on the roadways there. we're going to keep those spotty rain chances for one more day, i'm going to say mainly the north bay, but they could trickle into san francisco later today. overall keeping the same temperatures similar to yesterday, some 60s and low 70s. i'll walk you through the timeline of the rain and what they have ahead in the seven-day forecast. for now, mike is helping everyone get around with a look at cheaper gas prices. >> we're seeing lower prices. i think we might be shifting from the summer blend, the less expensive blend. that may change with things being what they are around the world. we're starting with a low in livermore. we picked the second best price because yesterday holds the same. so $4.78 at springtown gas.

san jose, $4.99 at gulf, and san rafael, $5.24 at north gate drive. on the roadways, for the most part, your commute is very calm. one key spot looks fine on the sensors. this is the deadly crash that continues at the richmond bridge toll plaza, heading over to san rafael. some more debris has been cleared. four lanes are blocked right now. the right three lanes are open. there may be a quick traffic break as they did move one of those equipment haulers from where all the lights are on the left side to, i believe, the parking lot on the right. there goes another tow truck. they're clearing some lanes. at most, there will probably be another lane open over the next hour. we'll continue to track it. coming up, it may not be the most important question ever, but how often should you wash your jeans? ♪♪ >> oh, yeah! >> this morning, an iconic

we're starting off pretty chilly, in the 50s and 60s. we do have another chance of rain that's going to push through the region. i'll tell you where the best chances are in the full microclimate forecast. it looks like we have a break going on for westbound 580, the bridge from richmond to san rafael. what's going on is i believe they're taking this trailer and trying to lift it so it can get onto this flatbed. to do that, they've had to stop all westbound lanes, which there are three of them stopped right now. we're going to continue to follow this. i'll let you know if we get an update on timing. we'll continue to follow this critical commute. good morning. very happy tuesday to you. markets may have a rare up day, after one of the fed governors hinted they might not raise interest rates at their next meeting. amazon starts its prime days today. sales for millions of people who subscribe to amazon prime.

they're posting old footage and even video game footage pretending it's the conflict. x pays some users based on the popularity of their posts, not the accuracy, the popularity. musk yesterday asked users to, quote, please try to stay as close to the truth as possible. san francisco-based stitchfix says it's laying off employees in texas. stitch fix sends subscribers a box of clothes each month based on their tastes. and the ceo of levi's was on cnbc asia overnight where he described how to wash your jeans. he says not as often as you like. he says if you get some curry on your jeans, spot clean them. but when it's time to wash them, he says, put them on and get in the shower, and use bar soap as if you were washing your legs. >> just like the old-fashioned way. >> i also heard that you could put them in the freezer.

i see that impacting possibly the evening commute in the north bay, around the marin county coastline, 101 toward novato and santa rosa. for the rest of us, it will be spotty. we're going to hang on to that fall vibe for you to go out and get your pumpkin spice latte. wednesday, better clearing. overall, rain chances staying to the north. we're going to see trace amounts for the north bay, most of that activity will stay to the pacific northwest, where this is going to help with their drought situation, about 1 to 3 inches of rain expected for today and tomorrow. so if you have any plans to head there for any work conventions or anything that takes you up to the pacific northwest, do be careful of those changes. san francisco wrapping it up here, a rain chance possible for today. breezy for tomorrow, as we see this cold front exit. mild for thursday, but very brief, as we see more changes heading into the weekend, and of course the weekend, saturday, will bring about the eclipse. we'll talk about the chance of

security number on it, which they can get way too easily on the dark web. then you go to file for real, and your return is rejected because the irs sees a duplicate and they tell you you filed twice. the irs says the first step is to fill out a form. of course there's a form. it's the irs. you need form 1403-9, an identity theft affidavit. you have to download it, print it and fill it out. print your return on paper. once there's an identity theft issue, you can't file electronically. then attached the form to your return and mail them, according to the instructions. next, the irs says it will send you a letter acknowledging it got your affidavit. after that, the irs says your case will be researched and resolved by an employee with specialized identity theft training. what happens after the irs investigates? the irs says you will receive notification that your case has been resolved. when the irs closes your case, you might be enrolled in what's called the identity protection

first, breaking news on the richmond-san rafael bridge this morning. mike inouye is following the details on this overnight deadly big rig crash right there at the toll plaza. >> right here you can still see part of the trailer that's involved here, and the gravel truck. we're following breaking news that might have an impact on your morning commute as you travel in or out of the east bay. several lanes of 580 remain closed at the toll plaza, several lanes are closed following the deadly crash at the richmond-san rafael toll plaza. you see this video from last night soon after the crash. this comes after a big rig hit a toll plaza booth and then caught fire. it happened around 10:00 last night. the truck driver, sadly, died, as a result of this crash. the flames are now out, but the damaged booth has yet to be repaired. we'll take you back to the live look to show you the progress that's been made. there was a lot of debris. let me count the lanes out for you. from the left side of the screen, we have hooked up the trailer, we have one, two, three, four lanes blocked. only three are open, that's less

than half the toll plaza. so that will be a problem for the morning commute. the volume very much throttled through the area. early slowing at that bridge. folks have heard about this, perhaps shifting their commute. we do see slowing on highway 37 to the top of the screen, the bottom, the bay bridge toll plaza is starting to show a build. that's restricted because some folks are held up on another crash, an alert for highway 24 westbound at wilder. there is a crash blocking two lanes. we'll continue to follow these incidents out of the east bay. we expect bigger volume from yesterday as well, so this could be a factor. back to you. 5:32 right now. a live look right now in gaza city, which is still experiencing a barrage of israeli air strikes in response to the weekend invasion by hamas. the confirmed number of deaths on both sides is now approaching 1,600. a little fewer than half of those are palestinians. the israeli government reports more than 900 israelis killed. >> here in the u.s., communities

across the country are showing support for israel, praying for peace and safety of hostages. that includes new york city, the university of maryland, philadelphia and south florida. "today in the bay"'s ginger conejero saab in our newsroom, and, ginger, many families will simply never be the same after this. >> reporter: you can imagine what they are possibly going through. we've heard from some of those families, families of some hostages who have made public pleas for the fate of their loved ones. we've seen families of non-hostages as well, fearing for what the future of this war holds. many families right here in the bay area await with baited breath, watching in horror as a war between israel and hamas intensifies. now, last night shared stories at a rally in san francisco, like many other places across the bay area and in the country. supporters of israel rally took place in front of city hall. those who attended sharing

stories from relatives living on the front lines of the attacks over the weekend. resounding fear, frustration and disbelief from so many, including this college student, who is here visiting from israel. she says she attends the same university as the 25-year-old who is seen in this video screaming for help, as she and her boyfriend are taken by hamas terrorists from a music festival in southern israel. hamas causing a massacre at that music festival. officials have released an image of hundreds of body bags of the 260 people killed. >> the girl that you see in the video that is kidnapped, she's our friend. we're fighting for our basic human right to feel safe, to be safe at our home, to walk safe in the streets. >> reporter: israel says it has retaken control of areas seized by hamas during the attacks,

with israeli officials cutting off gaza, hitting it with repeated air strikes. israel is still looking for 100 hostages, and there are threats from hamas to execute hostages as tensions escalate. a supporter at the rally last night in san francisco says, we can talk about politics, failed policies, and past wrongs, but right now, he says and hopes it is about humanity, and at least he hopes the world can unite for those hostages. marcus and laura. >> thank you, ginger. one east bay rabbi opening up with his relative who died heroically at the start of the war. the rabbi serves berkeley's congregation. he says his nephew died in a battle over the weekend, protecting a fellow soldier with his body. his story is splashed across social media.

morning in oakland's search for its next police chief. commissioners have just released their short list of the top seven candidates that does include leronne armstrong, fired as the police chief back in february. last month, the mayor called out commissioners for dragging their feet in finalizing the short list. the commission is recommending a public forum with the finalists as the next step in the process. kaiser health care is reported by cutting several dozen nonunion jobs in the bay area. "the mercury news" reports it's just under 50 jobs across california, including 28 in the east bay. in a statement, the health care provider calls it a reorganization of its human resources department, with a plan for more workers to be outsourced. the company also cited the need to remain economically flexible, given the current environment. taking a live look outside this morning, this is the golden gate bridge. you can see some wet roads. we know there was some rain around this morning. i noticed it in the east bay coming to work this morning, the

first few minutes driving there was some rain on the car. >> driving is the key word, some spots are seeing drizzle on the roadways as the cold front pushed through overnight. we have another one that's going to move into the region today. let's get a check in the north bay where most of the activity is set to happen. we'll start the morning off in the 50s and 60s and keep that cloud cover throughout the day, only topping out in the upper 60s. the rain chance comes in later tonight for the evening commute. we'll walk you through the rest of the rain chances throughout the bay area for today, mainly some spotty showers. we'll dry out for the middle of the week, keeping temperatures around the 60s, 70s, a few low 80s. more rain chances are ahead, so don't put the umbrella away just yet. right now, mike is tracking something in the east bay. >> two big incidents. the one i just told you about, highway 24, just got the update. chp says they're only allowing traffic past on one lane because of an overturned vehicle crash.

there are injuries reported and this is causing a backup as you head out of the caldecott toward wilder road. just a note from the area, there is a little mist, slicker roadways. keep that in mind as you're driving in many patches around the bay. highway 24, restricted flow, down to one lane. that will cause a backup out of walnut creek, despite a relatively mild and standard build for a tuesday. we're looking at highway 37, still holding pretty steady. i'm concerned about folks shifting away from the richmond bridge up to 37 because we still have this recovery from the deadly crash. now, this keeps the traffic at the bay bridge, because of the highway 24 incident, it keeps the bay bridge a little lighter. all those folks you saw backed up. and at the richmond bridge, we have four lanes blocked. we see more progress, crews approaching the area. we're still restricted down to just three lanes of traffic in your commute direction heading out of richmond and toward san rafael. we'll continue to follow these alerts. back to you. >> thank you, mike. 5:40. a big boost in the fight against

good morning. 5:43 on this tuesday. let's check in on half moon bay. we might be seeing slick roadways, so be careful with that. also, bring a jacket and, possibly, an umbrella, as we're going to keep the skies mostly cloudy and a chance of rain later this afternoon for the coast, and mainly for the north bay. i'll walk you through that hour-by-hour coming up in the full microclimate forecast. you're looking at the toll plaza heading out of richmond and toward san rafael across 580, the westbound direction restricted to less than half capacity because of an overnight deadly crash. they continue to work on clearing at least another lane. highway 24 also jammed up coming out of orinda in the commute direction. we'll follow both crashes coming up. 5:44. governor newsom has a few more days to either sign or veto a slew of new legislation.

investigating biden's retention of government documents, questioned the president over the course of two days, sunday and monday. the investigation centers around classified documents found in an office biden used after he left the vice presidency and at his home in wilmington, delaware. senate majority leader chuck schumer leading a bipartisan lawmaker's trip to china, where he met with officials there and came down hard on them after the chinese foreign ministry released a rather bland statement about the attack on israel, calling for both sides to show restraint. >> 250 young people gathered at a dance and the hamas terrorists took machine guns and shot them all dead. i'm very disappointed, to be honest, by the foreign ministry's statement that showed no sympathy or support for israel during these troubled times. >> back here at home, will herd

back. >> there you go. a lot of fans. >> we should have told kari they had a temporary tattoo before she got all those permanent ones. >> oh, my gosh. finally, it's going to feel like fall. >> feeling like fall, the jacket. let's get a check of that microclimate forecast. as you step out this door this morning in fremont, bring a jacket. be careful on the conditions on the roadways. we are seeing some drizzle out there. the temperatures are starting off in the 60s. we're going to keep cloud cover around at least through the middle part of the day, sunshine as the afternoon goes on. we do have another chance of rain coming in, so perfect pumpkin spice latte weather. as we see the low pressure system mainly impacting the pacific northwest and the border of california and oregon. we could squeeze out a few inches, trace amounts of rain in the north bay. let's walk you through this hour-by-hour. i see the lunchtime hour is still looking fine, but most of

that will start to pick up around 3:00 or 4:00 this afternoon and the evening commute could be slick, as you make your way around 101, even out toward the coastline. but mainly the picture will be mostly cloudy for everybody as we do keep those temperatures in the 60s and 70s for today. i see better clearing tomorrow. with that clearing, and as the cold front exits, this brings us a chance of some more gustier winds. tomorrow afternoon, as you make your way out for lunch, do bring maybe a windbreaker as we see gusts around the coastline at 25 to 30 miles per hour, and continuing to push through tomorrow evening around san francisco around 30 miles per hour. that's going to be what we're left with behind this cold pressure system. looking ahead, temperatures stay mild through the middle of the week, another rain chance ahead friday night into saturday. this will be important, because saturday night something really -- something morning something really cool is happening, we have the solar eclipse. we're not going to have the best chance of viewing it here in the

bay area as we do start off with areas of fog in the morning. best bet would be to pack up the car and head to southern california where those chances are a little better. i warned you there, something to keep in mind. san francisco, we're going to see the seven-day forecast pretty active over the next couple of days. a rain chance today, windy tomorrow, so be mindful of that. we'll keep it mild for thursday, but very briefly, as we see temperatures drop and more clouds returning friday into the weekend. our inland seven-day forecast also staying very active, but we'll bump up temperatures just a little for our thursday plans. more cloud cover friday, saturday and sunday, with another rain chance and those temperatures dropping as we go into monday of next week. so we're definitely starting to change the weather pattern here as we get closer through the middle of the month and into halloween. let's check on the roads with mike this morning. two traffic alerts, you tell me? >> i'm giving two alerts. not necessarily in concurrence with what chp has in the grid. the first one, obviously, we all

agree this is a deadly crash scene at the richmond toll plaza heading toward san rafael, westbound 580. this trailer right here, there was a gravel hauler. the truck slammed into one of the toll booths and the person driving died as a result of the crash. this has been going on since 10:00 p.m. last night. four lanes are blocked. three lanes are usually the more crowded, anyway, but they are still building. it's an early buildup because they were restricted by less than half the capacity. when they do clear the equipment through the area, they're probably not going to open many more lanes, perhaps one more, because they can't open the lane that had impact to the toll plaza because they have to make sure it's safe for everybody to travel through those right lanes. there's the build right now. we see more traffic coming through richmond. we may see a shift toward highway 37. we saw the typical early backup. we're seeing more slowing out of muir island. we'll see if folks shift to the north to avoid the backup over

the next half hour. we are looking at the build toward the bay bridge. the bay bridge is light right now and last check the metering lights were not on, because the traffic is held back here at highway 24. chp did not issue an alert, but i'm saying an alert, one lane blocked instead of three. there's still one lane blocked by an overturned vehicle and that's why there's backup for 24. traffic is still light at the toll plaza for the next few minutes. they should be clearing those lanes or hopefully clearing most of the lanes soon for 24 that will let folks toward the toll plaza, everywhere south of there is standard for a tuesday. back to you. >> thanks, mike. happening now, get ready to pay a little more to mail letters and packages through u.s. postal service. citing inflation, the usps says the cost to mail services will increase by 2%. and the costs for forever stamps will increase to 68 cents. mailing postcards is also going to cost you a few more cents. and the increase will take effect at the start of the new year.
