due to the winter storms we saw this year, the deadline for california families to file and pay taxes has been extended to october 16th. >> inevitably, a lot of families refunds will be declined because fraudsters filed in their name first. if that happens to you, you've got to act fast. consumer investigator chris chmura shows you how. here is how it happens. a bad guy files a phony federal tax return with your social security number on it, which they can get way too easily on the dark web. then you go to file for real, and your return is rejected because the irs sees a duplicate. they tell you you filed twice. here is what you need to do. the irs says the first step is

to fill out a form. of course there's a form, it's the irs. you need form 14039. you have to download it, print it and fill it out. old school. next, print out your return on paper. once there's an identity theft issue, you can't file electronically. then attached 14039 to your return and mail them according to the instructions. next, the irs says it will send you a letter acknowledging it got your affidavit. after that, the irs says your case will be researched and resolved by an employee with specialized identity theft training. what happens after the irs investigates? the irs says you will receive notification that your case has been resolved. when the irs closes your case, you might be enrolled in what's called the identity protection pin program p. basically uncle sam will send you a new six-digit pin each year to file, and ideally the bad guys won't get their hands on that number. breaking news right now at

6:00, a fiery late-night crash turns deadly when a big rig slams into the richmond-san rafael bridge toll plaza. we're live this morning with the potential traffic impact. israel's war with hamas intensifies, as hamas issues a new threat to kill israeli hostages. the latest from washington and how world leaders are responding. and a bizarre scene in san francisco as a car plows into the chinese consulate. police then killing the driver. the many unanswered questions this morning. this is "today in the bay." good tuesday morning to you. i'm marcus washington. >> i'm laura garcia. let's get right to that breaking news that we're covering in contra costa county, a big rig driver dead, after a crash at the richmond-san rafael bridge. >> we have team coverage this morning, starting with "today in the bay"'s bob redell. he's live there at the toll plaza. bob, what kind of impact are we talking about here traffic-wise? >> reporter: now that we're in the 6:00 hour, we're definitely starting to see some slowing

here at the richmond-san rafael bridge. this is the westbound direction of 580 at the toll plaza. only three lanes are open right now. the other four lanes are closed because workers are trying to remove that gravel hauler behind that semi. you can see the wreckers there. that's the hauler that crashed overnight into one of the toll booths. they're trying to remove that. until that's removed, those four lanes will be shut down. you are going to have the slowing at the toll plaza. the crash happened around 10:00 last night. it was a solo vehicle. only involved the driver of the big rig that was pulling that hauler. witnesses tell chp the truck was weaving before it hit that toll booth. the truck then caught on fire and destroyed that toll booth and the sign above it. the driver was taken to the hospital, where, sadly, he died. it is not clear when the other lanes will open. about an hour ago, chp was telling me they were going to try to open the number four

lane, the middle lane there, and they were trying to get that open within the hour, but that has not happened yet. clearly, they are still waiting to get this hauler removed. it's a large piece of equipment and it's taking some time. again, this is going to be impacting the commute. i can see what's happening at the toll plaza. mike, what are your maps and sensors showing? >> we have a camera reverse angle from you. thank you for bringing us those details. bob was looking this way. as you can see, they have lifted up the hauler and they're bringing the flatbed underneath it. if they can successfully get it onto that flatbed and it's stable, they can clear that from the lane. even so, you saw the flames at the right most toll plaza, the toll booth itself. they can't open that until they determine that it's structurally sound and okay for traffic to go through. i think they're going to leave these two lanes closed until they can assess the situation. i think at most, they're going

to reopen lanes four and five. that would still be two lanes down and only 60% of the toll plaza would be open. there is backup that's forming, as bob said. the commute toward san rafael is restricted out of richmond. highway 37 holding steady. some folks may shift north or down to the bay bridge. that's lighter because we still have one lane blocked from a big backup, west 24, approaching wilder road. >> plan ahead. thanks, mike. developing at this hour in the middle east, a barrage of israeli air strikes in gaza continues and there's a new update on the number of casualties. we have a live look at gaza city where it is now midafternoon. the latest air strikes are said to be focused on several locations, including a hamas weapons depot. nearly 1,700 people are confirmed dead on both side, and that includes more than 900 in israel and nearly 800 in gaza. the white house says at least 11 americans are now confirmed dead

in israel, and an unknown number of u.s. citizens remain missing at this hour. >> there is new drone video showing the destruction from israeli air strikes across gaza, and while israel is vowing to continue the barrage until hamag a stark new threat. it is vowing to kill one civilian hostage each time israel targets gaza civilians without warning. now, the best estimates now put the total number of hostages at around 100. u.s. military forces are being put in place to assist israel, and in washington, house lawmakers are now focused on electing a new speaker. this is to fast track more funding. >> alice barr is live in washington. president biden is expected to address the nation in just a matter of hours. >> reporter: just about four hours from now, president biden will be addressing the nation, really addressing the world about the crisis in israel. that's after he issued a joint

officer-involved shooting occurred. >> so far, police have not said what led up to the shooting, and the number of agencies included. the state department now involved in that investigation. in a statement, the chinese consulate says, our embassy severely condemns this violent attack and reserves the right to pursue responsibilities related to the incident. new at 6:00, waymo is expanding driverless service to all of san francisco. waymo is one of two driverless car companies offering taxi service in san francisco. it first offered cars in the northeast part of the city, including fisherman's wharf and north beach. now cars will be allowed to cover all 47 square miles of the city. at the same time, the company is expanding the list of eligible riders from its current wait list. it is 6:10 this morning. taking a live look out in san jose, looking nice out there this morning. some are waking up with wet roads. i woke up this morning, walked

outside, and i pulled the umbrella out of the trunk. i just had to be sure. >> umbrellas and jackets. good for you for watching for those changes on the roadways. i want everybody to be careful of that, as we are waking up to the overnight showers that passed through. very light, but make it enough for some roadways to be a little more tricky. we'll start in the north bay, a check in santa rosa. 58 degrees, and we'll keep those clouds around with us in the north bay throughout the day today, only in the 60s and low 70s, as the north bay is our best bet for another chance of some light rain. we'll guide you through that hour-by-hour. we're also going to see temperatures keeping pretty cool, fall-like 60s and 70s around the bay. a better chance of drying out and seeing temperatures bump up just a little bit as we go through the week. but more rain chances are ahead. everybody is still going to be looking for that umbrella. mike is looking at where we can find cheaper gas prices. >> we're seeing signs of hope in

many parts, just like yesterday, we're going to focus on livermore. best price. we picked a second best price. $4.78 at spring town gas. here in san jose, gulf on south 1st street, $4.99. marin county's low is only $5.24 at the gateway gas and shop in san rafael. prices might come down coming up. the roadways, everything on this map for the most part, the bottom half of the map is fine, the south bay, peninsula, even through the tri-valley. the big problem is highway 24 where one alert continues, and perhaps we have a second. westbound 24, the crash at wilder still blocks one lane, but it started early and it continues to build. now eastbound 24, there may be another crash in the same area that might be causing eastbound 24 with lanes blocked. checking on verification with chp. we still have the deadly crash at the richmond bridge and the

happening in israel and palestine that if we're watching on twitter, we are not seeing the truth. elon musk has gotten rid of a number of staff who control misinformation. foreign policy magazine calls x a sewer of misinformation. wired magazine says x is drowning in misinformation, pointing out posters, particularly with blue checks, are posting old videos, even video game footage pretending to be the real video from the conflict. part of the problem is x pays some users based on the popularity of their posts, not the accuracy, the popularity. musk yesterday asked users to, quote, please try to stay as close to the truth as possible. the ceo of levi's was on cnbc asia overnight where he described how to wash your jeans. he says, first of all, probably not as often as you think, and when you do, wear them in the shower and soap your legs up like you normally do.

student distractions in the classroom are nothing new, but there's new concerns over teenagers selling products on tiktok. tiktok shop is a brand new feature allowing people to sell goods and it's taken the teenage world by storm, including videos clearly posted from the classroom. minors are not technically allowed to use tiktok shop and users are required to provide their age. clearly some are providing inaccurate answers. tiktok says it's working on it. the company issued a statement saying, as tiktok shop rolls out in the u.s., we continue to evolve our safeguards and are taking steps to address this issue. so trending this morning, jerry seinfeld still certainly has art on his contacts list. >> some people believe he may be hinting at a possible "seinfeld" reunion. check out this answer he gave

bay and maybe closer to the coast, as temperatures stay in the low to mid-60s. rain chance is not going to be that much, maybe a tenth of an inch to two-tenths for the north bay. we're going to see clouds increasing by around 12:00, 1:00, but most of that activity should start to come in when people are starting to get out of work, 4:00, 5:00, around the north bay. 101, if you're driving through san rafael, santa rosa, even hinting at rain toward napa. here is the chance for the coast to get some of that rain later in the afternoon, might see some around the east bay and parts of vallejo. going to be very light. into wednesday, thursday, friday, we're seeing better clearing, drying out, but also picking up wind speeds for tomorrow afternoon as that cold front exits. there will be 20 to 30 mile an hour winds around san francisco, out toward point reyes and possibly into the inland valleys. so be careful of that as you make your commute into the

afternoon hours. we're going to see steady weather through at least the middle parts of the week. into friday and saturday, more of those clouds coming in, with a chance of rain. this is going to be pretty close to watch as we go into saturday morning, and the chance of seeing that solar eclipse might be obscured by that cloud cover early on in the morning. the best bet and best advice would be to maybe head on south into parts of southern california. that's where i think the best bet of that will be. of course, we'll be timing that. if you have any pictures, if you get a glimpse of it, we would be happy to share it with everybody on air. active seven-day forecast in san francisco, chilly temperatures, chance of rain, and our inland forecast, 70s to low 80s, another chance of rain as we go into next week. mike wants to get people an alert for what's going on in the east bay. >> we do have one fewer now. eastbound, the big closure for eastbound 24, as quickly as it

it is 6:27 this morning. california regulators hope to impose a $45 million fine on pg&e for the largest single wildfire in state history. now, it's a story our nbc bay area investigative unit has been closely following. california regulators say the tree toppled onto a power line in 2021 and that sparked the dixie fire. the fire destroyed nearly 1 million acres, including more than 1,300 structures. the proposed penalty includes $40 million for pg&e to digitize its records, tracking power line inspections and tree problems. the remaining money includes compensation for native american

morning. first, we want to get to that breaking news on the richmond-san rafael bridge. >> as i mentioned, mike inouye has been tracking the overnight response to the crash at the toll plaza. >> good morning. we are following this breaking news, we do have some improvements as far as the traffic flow goes. it will have an impact on your commute as you travel out of richmond, especially if you're in that section. several westbound lanes of 580 remain closed following a deadly crash at the richmond-san rafael toll plaza. a big rig hit the toll plaza before catching fire. it happened around 10:00 p.m. last night. here is video, the truck driver impacted the toll plaza booth. the truck driver, unfortunately, was killed as a result of this. flames broke out. the fire is out. the damaged booth is still there and has to be repaired. caltrans has to green light this before they can reopen that particular lane. there has been some progress in the last few minutes, some big progress as we're looking toward the toll plaza itself. west 580, we had four lanes

blocked on the left side, but they've just removed the trailer from the gravel hauler and moved a couple of tow trucks. you see they're picking up cones as we speak. they should be opening at least one more lane. that traffic backs up here, but also a big backup on highway 24. we had several crashes westbound, your commute direction, which should be clearing as you travel into oakland. back to you. >> thanks, mike. breaking news in the race for california's next u.s. senator. long-time los angeles dodgers baseball player, steve garvey, is apparently now throwing his hat into the ring. he says he plans to run for the republican nomination to fill dianne feinstein's seat. he says family issues, including the economy, crime and education, are the focus of his campaign. republicans have not won a u.s. senate race in california since 1988. east bay representative barbara lee, southern california representatives adam schiff and

katie porter are among the democrats who have announced a run. a live look in gaza city, still experiencing a barrage of israeli air strikes in response to the weekend invasion by hamas. the confirmed number of deaths on both sides is now approaching 1,600. a little fewer than half of those are palestinians. the israeli government reports more than 900 israelis killed. >> here in the u.s., communities across the country are showing their support for israel, praying for peace and safety of those hostages. that includes the city of new york and the university of maryland, as well as philadelphia and south florida. people everywhere are worried about the fate of those hostages. celebrations, when he was surprised unexpectedly when the air strikes began on saturday morning. he has now moved to central tel aviv. this is video that i just received, manny says he could hear the missiles being intercepted right above him. this happened just moments ago. you could hear the warnings sounding off in the background. he seems to be taking the video as he quickly makes his way to cover. yesterday when i spoke to him, he says he still felt safe in central tel aviv. i'll have to check in with him later on. but the growing fear is something that we have heard from many families right here in the bay area, who await with baited breath, watching in horror as the war between israel and hamas intensifies. last night shared stories of that fear channelled at a rally in san francisco, like other places across the bay area. supporters of israel rally took place in front of city hall, and those who attended sharing their stories from relatives living on

the front lines of the attacks over the weekend. resounding fear, frustration and disbelief from so many, including this college student, visiting from israel. she says she attends the same university as the 25-year-old who has been seen in the video screaming for help. she and her boyfriend are taken by hamas terrorists from a music festival in southern israel. hamas causing a massacre at that music festival. officials have since released an image of hundreds of body bags of the 260 people killed. >> the girl that you see in the video that is kidnapped with her friend, she's our friend. we're fighting for our basic human right to feel safe, to be safe at our home, to walk safe in the streets. >> reporter: israel says it has retaken control of the areas seized by hamas during the attacks. israeli officials cutting off gaza, hitting it with repeated

great debate with some, raising the idea of a recall. tonight the board will consider a possible repeal. in the meantime, within the school board, there's new drama. the pleasanton weekly reports the board's president was recently granted a temporary restraining order against a former trustee. this, over allegations she rallied others on social media to send him threatening messages. the current trustee also claims he's received death threats. the former trustee says she has not reviewed the restraining order and is out of state. there's some movement this morning in oakland's search for a police chief. commissioners have released their short list of the top seven candidates, that includes former chief leronne armstrong, fired in february. last month the mayor called out commissioners for dragging their feet and finalizing a short list. the commission is now recommending a public forum with those finalists as the next step in the process. let's take a live look

richmond bridge toll plaza camera. all morning we've had this trailer blocking lanes. this is fluid where the fluid had spilled out of the truck and trailer as it crashed into the toll plaza at the bridge from richmond into san rafael for west 580. they've brought a dumpster. they're not going to open the far right lane. the toll plaza is right here on that line as you travel between those lanes and that will probably remain closed. you see they've got a caltrans truck with a bumper. my guess is, at most, they're going to open one more lane. that would bring you to four lanes. there will be delays out of richmond heading toward san rafael. folks have been hearing about this since 10:00 p.m. last night when the deadly crash happened, and many have shifted north toward 37, plan on telecommuting or perhaps are headed south to the bay bridge. still have a lot of slowing around wilder. the east bay is the worst of it. south bay, everything moves

to talk about. >> two regional wars. i suspect he will link them, aggressors attacking democracies, and both need america's help. that should come at 10:00 a.m. our time. nbc will carry a special report. the white house says both president biden and vice president harris will speak with netanyahu today as well. the special counsel investigating biden's retention of government documents questioned the president over the course of two days, sunday and monday. the investigation centers around classified documents found in an office biden used after he left the vice presidency and at his home in wilmington, delaware. senate majority leader chuck schumer is leading a bipartisan lawmakers' trip to china, where he met with officials there. he came down hard on them, after the chinese foreign ministry released a rather bland statement about the attack on israel, calling for both sides to show restraint.

[ laughter ] check out what happened when a hot air balloon went a little off track in new mexico. >> this is in albuquerque. the fiesta started over the weekend. one balloon ventured pretty far away. people living about a half an hour by car north of albuquerque saw this balloon above their house, and then it wound up landing on their neighbor's lawn. it was a long flight back to the fiesta. i actually got to see the world, if you will, from a hot air balloon a few weeks ago when i was in mexico at the pyramids in

>> that's where the map is showing us that some of the best fall foliage is. let's get a look at the trees. the fall foliage report, up towards the sierra. what about the bay area? not quite there yet. if you notice, we're showing parts of the north bay, parts near the coast and half moon bay showing low percentages of that fall foliage. we'll see better chances, of course, after this light rain sweeps through the area. we'll keep the temperatures up near the north bay in the 60s and 70s throughout the region, to the mid-70s for concord and morgan hill. in half moon bay, 66 degrees. we are tracking another chance of rain, possibly squeezing it out from this system that's mainly impacting the pacific northwest, 1 to 3 inches of rain for them. trace amounts for us. let's get you out the door and time this for you. you can stay dry until the middle parts of the day, seeing cloud cover. make sure you're carrying the

jacket and umbrella, as we see some of this rain, mostly for the evening commute, in the north bay. sonoma, napa county, marin, toward the coastline later this afternoon. it's going to sweep through, light amounts, if anything at all, for the rest of us. better clearing on wednesday, but also behind a cold front we see wind speeds picking up. very breezy out there, before we start to settle down for the middle of the week. long-range outlook, we're going to see cloud cover return on friday, making our chances for seeing that saturday morning eclipse a little less. my best advice would be for you to head on south to see the solar eclipse. seven-day forecast, staying active in our inland valleys. a rain chance today possible. breezy and more sunshine for tomorrow. a cool start on thursday. things staying pretty dry. but then more cloud cover into the weekend, as we go into the middle of october here, we could see more rain chances in the forecast as we go into next

week. mike, there's still delays in the east bay? >> major delays here. the richmond bridge, lots of progress on the cleanup. only four lanes open. the bulk of the traffic is jammed up approaching the bridge heading toward san rafael. a relatively mild build on the eastshore freeway. but highway 24 also has a lot of backup after early crashes westbound at wilder, still one lane blocked, slow toward the maze, so that is a big delay for highway 24. despite the traffic there, backup finally fills in the bay bridge toll plaza. it was late to build, but it's there now. outside of those i've been tracking, there's also another crash on the flat section approaching the toll plaza for the san mateo bridge. use the dumbarton bridge if that's an option for you. >> thank you so much. 6:53 right now. happening now, get ready to pay a little more to mail letters or packages through the u.s. postal service. citing inflation, the usps says the cost for mail services will increase by 2%.

welcome back. we are moving you forward with a look at our top stories here on "today in the bay," including that breaking news that may impact your morning commute, especially if it goes through the east bay. >> a live look at interstate 580 right now, where it meets with the richmond-san rafael toll plaza. westbound lanes are closed after a deadly big rig crash. it's still an ongoing cleanup in that area. we have video from when the crash happened at around 10:00 last night. there was a truck on fire at the toll plaza. sadly, the truck driver died. the repairs will have to be green lighted by caltrans before all lanes can we open. still, a lot of cleanup is under way. let's turn to mike inouye. he's been keeping his eye on this. these closures could last for hours. >> yeah, it's been there almost nine hours now, but we do have half the bridge open. these three right lanes are still blocked. you see the cleanup. they've moved the vehicles, they
