we have a lot of work to do. not just in the house for the people of this country, but we see how dangerous of a world it is and how things can change so quickly. >> things can really change fast a full house vote was initially announced for this afternoon now delayed. unclear when the full house will vote on the house speaker. 217 is the number of house who need to support scalise to officially become the next speaker. every democrat is going to vote for hakeem jeffries. >> nbc news capitol hill correspondent join us now. this could come down to a couple of key republicans, a reminder for our viewers that eight republicans were the ones that were able to oust former speaker mccarthy along with every democrat, what are we looking at today. >> reporter: that number that

wanted to avoid the embarrassment last january when mccarthy needed those 15 rounds to get elected. >> that's not a normal thing, could we see a similar floor fight now in. >> reporter: they're trying to avoid that, that was embarrassing for them, a moment of chaos and in the moment we witnessed not only today but in last couple of weeks with mccarthy's ouster, the conference wants to get together behind one person before they start these public votes on the floor and that's why we're now learning they're not planning to vote for speaker on the floor, take a procedural vote and recess, 111-99, jim jordan still received those 999 votes, they're trying to get those republicans to vote for scalise instead, you also have moderate republicans including new york congressman mike lawler who wanted to nominate mccarthy for the job again despite mccarthy saying he's not interest td.

this comes against the backdrop of the crisis in israel. the legislation potentially that the house is ham strung and can't even consider. so much as a resolution condemning the attacks. really the house is paralyzed and lawmakers know they have to come together with a speaker, will they do today, tonight? >> even if he gets the job probably not going to be the easiest job in the world given everything you just said. thank you so much. we'll turn now to the israel/hamas war. >> that's video of air strikes landing near a hotel inside gaza city, forcing people to take shelter inside. humanitarian concerns are growing in gaza, there's no

electricity, one building that has a generator in the gaza strip, home to more than 2 million people the area's only power plant ran out of fuel today and israel has cut off the power supply. >> and we're learning new details about how hamas carried out a horrific attack on a kibbutz near the border. more than 2300 people on both sides have been killed so far the state department says at least 22 americans are among the dead. more than 8,000 others have been injured. richard engel reported earlier today from the border as the military prepares for the next. >> reporter: the situation down here in southern israel has changed. attacking hamas infrastructure.

now a military buildup is under way. a ground invasion could be imminent. the defense minister has said a ground invasion will take place, a new phase of this war and that the goal is to destroy hamas. i spoke to a senior military official said there will be casualties but israel had no choice to go in even though hamas is holding hostages. 150 hostages, makes this operation all the more difficult because as soon as these tanks and armored vehicles enter into the gaza strip, the israeli soldiers will be at great risk, hamas said it welcomed this invasion, it's been preparing for this invasion for a long time the same way it was prepared for the raids inside israel the massacre that killed

according to latest figures more than 1200 israelis. >> richard engel, thanks so much. let's bring in ellison barber, she's in ashkelon right now. you just heard richard's reporting there, what is it like on the ground where you are right now in. >> reporter: we've seen in the last hour give or take a series of volley if you will of missiles coming from the direction of gaza towards the more populated areas where we are, the city of ashkelon in southern israel and seeing israeli air defenses intercept -- we're seeing some empty flat beds now moving through here, earlier we saw flat beds trucks like that going through but carrying military supplies. we've seen further down the road an area where it was clear that israeli military was amassing

near the border the northern border with gaza. we weren't able to film the majority of it. we weren't allowed to go past a certain check point. in part because as if war progressesed earlier today in the morning, a notice was issued by israel limiting what they said journalists can show inside of the country here and perhaps that seems to be why they were telling us we couldn't film past a certain point. but we did see a number of tanks, a number of military vehicles staged right near the northern part of the gaza border. >> ellison, i want to ask about the israeli government as well, the prime minister and one of his top political rivals, they were enemies, are now forming an emergency unity government, right, help our viewers understand how significant that is? >> reporter: yeah, an emergency unity government as well as a war cabinet, it's a big deal because this is a country that

was incredibly politically divided. we were seeing protests at the time being described as unprecedented against prime minister netanyahu among some moves he was trying to make to the judiciary. the opposition leader, a former defense secretary, so the fact they have come together to form this unity government is something that's a welcome move for israelis at least most of the people we have spoken to, a couple of days ago, i believe it was yesterday if time is still at all aligned for me, we were speaking to a young adult in tel aviv and she was talking about frustration that so many days in her view since this has passed they haven't formed this unity government, because she felt like it was something that had to happen because of the terrorist attack that took place on saturday. it will only last while there's this war but essentially in theory it would make it easier for the israeli government to

make security and military decisions because they have this kind of unified command from the top down and you also have someone who's experienced having previously led, been their head of defense in this country, you have a hospital experienced people with military even though they disagree politically. >> ellison, you were talking to us about missiles you were seeing overhead. i want to leave this question open-ended, what's the sentiment, what's the energy you're feeling down there right now especially with all of the military vehicles seeing you behind you? >> reporter: i mean, it certainly seems far more likely than it did yesterday when we were on another side of the gaza/israeli border. there seems to be more of a presence, something we haven't

and going are being forced to walk through metal detectors. gaza's ministry of energy now reports the territory's only power plant has shut down after israel cut off shipments of fuel and supplies. >> israel copes with unimaginable loss, civilians if gaza have been devastated by the war as well. entire neighborhoods are left in ruins and gaza's hospitals and morgues areover whemd. take a listen to what people there in gaza are experiencing. >> total destruction. i came here in the morning and we found that everything was destroyed. it's terrifying. it's terrifying. it is cruel. >> we don't blame the jews. we place the regime, they're all corrupt the arab reyeems are all corrupt. the palestinian people are steadfast on their land.

>> reporter: yeah, i mean, hamas is basically the dictator group that controls all of the gaza strip and this is as you mentioned a place that has 2.2 million people tucked between israel and the mediterranean sea, twice the size of washington, d.c., one of the most densely populated places in the world and hamas has almost total control instead of the political control that its yielded to its allies. hamas is really the one many control, but when you zoom out it's israel that controls the entire region by maintaining a very strict blockade and a partial black ad at least it was until recently, now over the past couple of days we've seen that tightened calls from israel to cut off electricity, water, food, access to aid, so the situation there was desperate more and it's getting more and more desperate now. life under hamas for most people in hamas is miserable.

the israeli blockade makes it totally unbearable. >> let's talk about these attempts to get out by many in gaza. home to more than 2 million people, any way those people can escape the region right now or are they trapped? >> reporter: i'm not sure attempts for people to get out -- they can't get out the last attempt to get out was successful, and that was on saturday morning, that attack on israel, the fact is people aren't able to leave, no food aid is able to come in, israel even threatened the egyptians who are long standing security partners of israel. they would attack any convoys delivering aid that came to the border crossing on the south end of gaza, this is a very, very strict and serious blockade that will not only make life miserable for gazans because we're about to see -- i'm not

without knocking you out. feel the clarity and make today the most wonderful time of the year. live claritin clear. good wednesday. this is "the fast forward." i'm janelle wang. more than 6,000 san francisco educators will vote on whether to allow their union to take their contract negotiations with the district to the picket line. kris sanchez joins us with where things go from here. >> reporter: this is not a vote to walk out of the classroom immediately. this is a strike authorization vote, that is to give the union the power to call a strike if that's what they need in order to get what they want for this contract. more than 2,000 teachers showed up on a school night a few weeks ago at that last negotiating session. the united educators of san francisco want to up the pressure because as of that session, they are still at odds with san francisco unified. the two sides still cannot agree

on teacher, counselor, aide and staff working conditions. the teachers union has an issue with the district's financial mismanagement, which includes the use of a payroll system which left many with no paychecks on payday. another sticking point is the pay. the union wants a $12,000 raise for every teacher in year one and a smaller raise in year two. the district is offering a one-year raise of less than half that. today's vote is to show what the teachers are willing to do to get what they want. >> this vote does not indicate the date upon which we will strike. it does not indicate that we will walk out tomorrow. instead, it's a show of how many folks are really behind the conditions and proposals we put forward as solutions. >> the city does not fund public education. it has a vested interest. the mayor has offered help to mediate if it comes to that. the district's 900 custodial

staff authorized their union to call a strike if need be. the united educators of san francisco vote is happening today after school. it will take from 4:00 to 8:00 because more than 6,000 teachers will vote at the same place. i reached out to san francisco unified for them to weigh in on this strike authorization vote happening today. we have not heard back. when we do, we will post that on nbcbayarea.com. to an update. new numbers coming out of israel showing the death toll is close to 2,400 people. 22 americans are included in that number. the attacks from hamas militants started five days ago. israeli forces have launched a retali retaliation, sending fighter jets and cutting the gaza strip off from supplies and electricity. this complicates rescuing 150 hostages.

as the vote moves to entire house. scalise will need unanimous support to get elected. the coast guard has completed its efforts to recover the remaining debris of a submersible. the debris was located about is the,000 below the ocean surface, some what was recovered is presumed to be some of the remains of five people onboard. the state of california now has the first of its kind law to prioritize the search for missing black youth and women. the newly enacted ebony alert. post information about a missing person. i spoke with state senator bradford after he introduced the bill earlier this year. >> it speaks to the disparities that still exist in california

the truly extraordinary part of this story, the grandmother, she actually fed the men holding her hostage. you can see some if the cans of tuna here she fed to them, she sang to them and the entire time she was trying to buy time for israeli forces to gather. now her son is a policeman and at some point he came to the door to conduct negotiations and she sent him what she realized was a secret signal, she put her hand over her face like this to signal there were five gunmen inside. i'll take you upstairs. i want to warn it's a little graphic up here. as i said the walls riddled with bullets. there's blood on the stairs. there's more blood as you go up. and the couple were held hostage mainly up here on this upper floor, the group of gunmen were

gathered here, you can actually see some of the food that she served to them. they were held over in this corner. and all the while israeli special forces outside were preparing to storm the building and they did eventually come bursting in through this window, they killed at least one of the terrorists here. i don't know if you can see this, but these are family photographs, this looks like a picture of a little girl, just in a pool of blood. the israeli forces came bursting through this door back out into the main room, the gunmen were here. david threw his body over his wife to shield her from the bullets. the police came storming in and they were able to save this couple. they were unharmed. this is one of these rare, rare

moments of good news that israelis are trying to draw inspiration from right now. >> af sanchez -- just an incredible story. sobering. let's bring in josh lederman, he's in tel aviv. we've been talking a lot about what's happened in southern israel, can you fill us in what's happening on the northern border, with hezbollah. >> reporter: the big fear we've been talking about for a few days now, hezbollah would become involved in the conflict. we've seen in the past, other rounds of fighting either between israel and hamas and the gaza strip or militant groups in the west bank that sometimes this begins to spiral and other groups start to get involved -- groups that represent the palestinians. so the fear has been that this sort of smaller skirmishes that

we've seen between hezbollah in southern lebanon and israel would really start to escalate and today, we saw reports begin to emerge that there potentially had been some sort of infiltration from lebanon. in fact they needed to go and remain in their shelters, possibly drones coming over the border and then we later learned from the military that in fact that was a false alarm, there was a human error involved in that. it goes to show just how high the level of alert and concern is right now not just in southern israel but also in north as well. >> concerns coming as we prefair for a potential ground offense. josh, thank you so much. israel has faced fire from gaza, lebanon and syria over the last few years. >> it's raising concerns that the israel/hamas war could

spread into a bigger conflict. joining us now is barry mccaffrey, thank you so much for joining us. national security council spokesperson john kirby talked about the possibility of a wider war, hamas, i want to play some of what he told our andrea mitchell on msnbc today. >> we don't want to see this conflict widen. we don't believe it's in idf's interest to be a second front. as they're trying to prosecute a conflict -- prosecute operations against hamas. we're watching this closely. it is worrisome. >> how do we prevent this conflict from spreading throughout the many middle east in. >> well, i think it's a major u.s. policy objective, a lot of discussion about what role iran played, obviously they were a major factor, they paid for it,

we assume they operated the entire thing, trained those actors back in iran, but mow is not the time to have a military confrontation with the iranians, the show of force, u.s. large naval carrier and squadrons are moving into the region to deter attacks and mischief by iranians, syrians and hezbollah from the north. kate, this is a moment of great peril for israel, hamas can't threaten the existence of the israeli state if hezbollah joins the battle with 110,000-some-odd rockets it's going to be a bitter pill for the israelis to deal with. they've called up 360,000 reserves, a lot of that is

signal to hezbollah don't cross the problem tear. >> i want to ask about iran's role here, current and former u.s. officials are investigating whether iran gave advanced training hamas militants before the attack on saturday. iran has denied involvement. iran said they were surprised by the attack. so what happens, though, if a link is found, if we find out that iran did in fact help train hamas? >> it's almost an inane conversation in my view. it seems obvious at face value that the iranians major supporter of both hamas and hezbollah was funding training, leadership, of course they were involved, but again, i think even accepting that is a fact, can't be proven at this point. doesn't mean we want to take direct action or that the

israelis should take direct action against iran, they got to focus on going into gaza with a massive air/ground force, it's going to be a bloody fight for the idf and also perilous for the civilians in gaza and then try to dominate the streets of gaza, 2.3 million people. use intelligence and special ops with a forlorn hope of getting back some of these 150-plus hostage. >> reporter: yen, you use the word perilous, we're seeing shows of solidarity for israel. is it inevitable that the u.s. military gets involved in the war, what's your take there in. >> no, there will be every effort to keep us out of direct conflict certainly with hamas, it's more than a signal to the

iranians, if hezbollah enters the battle, if we see a threat to the existence of the israeli state, then the u.s. will take military action, i don't think u.s. special operations forces will be needed to go after the 20-some-odd americans to be hostages. the israelis can do the on the ground work. we're moving a second carrier strike group now within range of the middle east. the eisenhower group is en route. the adversaries of israel, primarily the iranians and hezbollah should understand if they start to overwhelming the israelis i think in my judgment we should and will take military action but we're trying not to widen the war >> did you say that you know of another unit that's en route. >> well, i heard it reported earlier today that the eisenhower, it was james

and graphic. should parents even be watching the news with their kids, shielding their kids? >> yes and yes. i think it really depends on the age of your child, right, i mean, we can't protect them everywhere, in new york city you walk into a restaurant there height be tv on, not always ways we can shield them with our younger children we want to shield them as much as we can but they're still get information filtered to them. things we need to think about, on have the conversation, be open, be honest, ask them what they've seen, ask them what they've heard, let me tell you that. i wouldn't wait, because information is coming so quickly. we want to be as present as we can to help filter what we can and for them. >> you mentioned age, is there a right age to talk to kids about what they're seeing and how should you approach that conversation with say a

school-age child versus a teenager. >> there's an important piece to think about, right, they're getting this information, so i don't think we can be afraid of talking to any kid at any age but we have to be mindful that your 5-year-old wants different information than your 15-year-old. your younger preschool, elementary school kids want to know that they're safe, you're looking out for them. they'll want to know they can be okay and express their feelings and you can hold that space and with them keep the routine, kids thrive on them, it helps them with their emotions. keep that going. for school-age kids, a little different, coming up with school, maybe they have friends that have family in israel. so be open to that discussion, right, maybe they want to do something, they want to be little advocates and activists can we send supplies in then give them time.

in with how to support your teen, look at it with them. are they reputable sources? and i think we have to sometimes give them limits and create that space for them and it may be saying for this weekend let's all of us take social media off our phones for a couple of days so we can regulate our bodies and reset in a way that's healthy. because we're all disregulated. >> lot of parents are struggling with this right now, so what should they do as they try to take care of their little ones? >> the old oxygen mask adage, we have to put the mask before anyone else, we have to regulate oust, shut off some of the social media. we need to walk away. can we find some glimmers of positivity? your kid made a funny joke, laugh. find those moments that help bond you with everybody in your

it feels like spooky season. not tax season. for californians, the deadline is approaching to file and pay taxes. the state and uncle sam pushed back the deadline this year. chris chmura joins us with advice for people who still need to file and it includes what to expect for next year. >> winter storms earlier this year wreaked havoc on so many families, why the deadline to file and pay state and federal taxes was pushed to october 16th around here. the deadline applies to every county in the bay area and most of the rest of california. if you took advantage of this break, the irs stresses now is the time to file and pay. if you wait, you could face penalties and interest. >> as you get to the deadline,
