through assistance to israel. the body of a mother of five dumped on the side of the road. her family's emotional plea for answers. and 15 second that forever changed the bay area, marking 34 years since the loma prieta earthquake. this is "today in the bay." good tuesday morning to you. 5:00. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we'll get a look at the commute in just a bit, but, first, meteorologist kari hall is tracking what we can expect from the forecast today. >> it looks really nice, but in some spots it's the fog that makes it hard to see. you might want to allow extra time to get to work this morning, once again, especially in the north bay valleys, as well as along the coastline. in some of these areas shaded in this gray color, visibility drops to a quarter mile or less, so you want to make sure you're keeping extra distance between

those vehicles as you're driving. we're seeing visibility now down to about a quarter of a mile. santa rosa, novato, as well as napa seeing the worst right now. we're seeing low clouds elsewhere and we're getting ready for warmer temperatures, especially with the highs peaking tomorrow, as well as on thursday. we're going to talk more about what's ahead coming up. mike, you're tracking that fog. >> absolutely. tracking the fog. it's denser in the north bay, but along the east shore we have cameras, low clouds also in the area. coming down through some of the areas where you're driving through patchy fog, we have this westbound 80 at hilltop drive, this crash still in the roadway. not blocking all lanes. the slow lanes are open from what i understand, but we don't have any slowing in the commute direction, so traffic must be light through that portion. watch your speed as you head toward the bay bridge, there's a crash in san francisco affecting one of the on-ramps at 4th.

880, another crash near 23rd should be completely cleared. we'll check those, the south bay, peninsula, and of course the fog is rolling around. back to you. >> thank you very much. 5:02. new this morning, a rude early-morning awakening for a south bay family after a car smashed into an apartment complex. it happened just after 3:00 in the morning in mountain view on california street. no one in the apartment was injured, but when neighbors went outside to see what happened, they say the driver tried to run from the scene, and that's when they held him down until police arrived. officers are not saying if the driver will be charged, but we do know they discovered alcohol containers at the scene. they also have a photographer there to gather more information. president biden about to put words into action in the middle east. a live look this morning at israel's southern border with gaza. this is where it is now midafternoon. over the past few hours, we have seen plumes of smoke in the distance from the ongoing air

strikes. the president tomorrow planning to meet with israeli and arab leaders, with the hopes of de-escalating that conflict. at the same time, iran's supreme leader this morning calling on israel to stand trial for what he describes as crimes against gaza's palestinians. the number of confirmed deaths on both sides now around 4,200, and israel's military continues to amass tanks and military vehicles at the gaza border in preparation for a likely ground offensive. the upcoming visit by the president is being seen as a new sign of u.s. solidarity with the nation now at bar. "today in the bay"'s brie jackson is live in washington. this is a big move from the president. what are you learning about that trip? >> reporter: good morning, marcus. it does come at a critical time. so during his trip to israel, president biden is expected to meet with prime minister netanyahu and other israeli leaders, and reaffirm the united

states' solidarity with israel. with the war between israel and hamas raging on and fears of the conflict spreading, president biden will travel to israel wednesday. >> he's coming here at a critical moment for israel, for the region, and for the world. >> reporter: secretary of state blinken says the president will meet with prime minister netanyahu and be briefed on israel's war strategy. >> how it will conduct operations in a way that minimizes civilian casualties and enables humanitarian assistance to flow to civilians in gaza in a way that does not benefit hamas. >> reporter: the biden administration says it's also working on efforts to deliver aid from donor nations and multinational organizations to civilians in gaza. the humanitarian crisis there growing. >> we're just in a terrible situation where many people are going to die. >> reporter: on capitol hill, there's bipartisan support for rushing an emergency funding

package for israel through congress. >> that means military assistance, intelligence assistance, diplomatic assistance, and humanitarian assistance. >> reporter: and strongly condemning hamas. >> make no mistake, the surest way to stop violence against israelis and oppression of palestinians is to wipe terrorists like hamas from the face of the earth. >> reporter: across the world, people are rallying in solidarity for israel. and this will be president biden's second trip to an active war zone this year. as you may recall, the president traveled to ukraine back in february. >> i'm sure the eyes of the world will be on that visit. brie in washington this morning, brie jackson, thank you. hamas, meantime, has released video footage of an israeli currently being held hostage inside gaza. "today in the bay"'s bob redell joins us live in the east bay this morning. i understand this is really hitting home for an east bay

woman. >> reporter: sadly, it is. an east bay woman and her husband, yael nidam. her sister-in-law and her husband are being held hostage in gaza, but she does not know if they are dead or alive. yesterday hamas released this video of another hostage. this is a video of a woman named mia shem, a 21-year-old israeli woman who was captured during the attack a week and a half ago. she says she really wants to be home as soon as possible. it is unclear if she was forced to make this statement or when it was made. nidam, also waiting word on her in-laws, who are believed to have been captured the day of the invasion, october 7th. her sister-in-law text today family during the attack about bullets everywhere and explosions. >> she could actually see the

this morning, after her violent death eight days ago. the body of 35-year-old jodi narvaez was discovered early last monday dumped alongside mount pleasant road in san jose. narvaez was the mother of five children, ages 6 to 16, and the family is simply outraged. >> my sister was shot and left for dead, like an animal in the street. >> she didn't deserve to go out like this. she was a sunshine to everybody. >> she was. she was always so jolly, so happy to see her kids. >> santa clara county deputies right now will only say that they're calling this case a sofar, they're not sharing any information about possible suspects. 5:09 right now. we have a live look in oakland, where later today mayor sheng thao is expected to deliver her first state of the city address. it comes in the wake of a recent

surge in violence, including a string of incidents over the weekend that saw three people murdered and seven others injured. it also comes as the city struggles to hire a new police chief, following the firing of leronne armstrong eight months ago. he is now among the short list of candidates recently submitted by the police commission. "today in the bay"'s kris sanchez will have a full preview in our next half hour. today marking 34 years since the day that forever changed the bay area. this is when that 6.9 loma prieta earthquake struck. it hit a little after 5:00 p.m. and was centered in santa cruz, but the shaking caused the collapse of the bay bridge, the end of the double-decker nimitz freeway, and the raging fire in san francisco's marina district. it came right in the middle of the world series. 63 people, sadly, died. some 3,700 more were injured. at the time, the damages were

estimated at $10 billion. >> certainly a day many of us will never forget. we're taking a live look outside this morning in san francisco, a nice view of the city by the bay. kari has a look at our forecast. how are we looking for today? >> for some of us it's hard to see very far in front of where you are. visibility in some spots, especially in the north bay valleys, dropping down to about a quarter mile or less. now, our temperatures as we go throughout the day will be slightly warmer, and we'll head for more sunshine. dense fog advisory until 10:00. in livermore expect a high of 86 degrees, morgan hill reaching 85 and san jose reaching 83. concord reaching 86 this afternoon, with santa rosa reaching 85 for later today. we do continue to warm up over the next few days. i'll have more on that coming up in a few minutes. mike, it seems like the gas prices are dropping a little bit. >> it seems like it to me as well. we're looking over here where

good tuesday morning to you. it is 5:15. let's get a look at our day planner for morgan hill, starting out at 8:00 in the upper 50s, we'll see a few clouds early, but clearing out. it will be slightly warmer today. you'll reach about 82 degrees at 4:00 this afternoon. it will be a pleasant day before high heat ramping up. we'll talk about that in a few minutes. some fog here. this, believe it or not, is the golden gate bridge. we just see the tips of the towers there. let me get you another shot. this is what you're driving through. it's tough across the golden gate bridge and many portions of the east bay commute as well. we'll tell you how the speeds are shaping up coming up. happy tuesday to you. gas and oil prices continue to

fall despite the issues in the middle east. shares in snapchat rose about 12% after the ceo there said more people were using the app than they expected. goldman sachs and bank of america are saying profits are up as well. linkedin says it will lay off again, nearly 700 employees in its third round of layoffs. linkedin is owned by microsoft. it laid off in the spring as well, roughly the same number. the "wall street journal" says john legend is launching an app backed by the venture firm light speed capital. it will be kind of like yelp, rating places to eat and businesses, but only the good ones. right now it's in beta but will roll out to more people soon. the biden campaign has joined donald trump's truth social. the biden spokesperson says they did it because they thought it would, quote, be a lot of fun. the main account says malarky ends here, just the facts, jack.

they're using the dark brandon as the head shot. one of the posts has video of donald trump saying he's right about everything, then suggesting people inject bleach to clear themselves of covid, as well as using fox news video. one of the people calling for biden's impeachment, saying she hasn't had the time to find evidence of wrongdoing. the account has 15,000 followers and follows just one account, donald trump. a new study released this morning shows america's retirement system is the 22nd best in the world behind germany, canada and uk. our closest competitors are hong kong and kazakhstan in 20th and 21st place, according to the global pension index. other countries ahead of us, chile, new zealand, ireland and about 15 more. they're not saying do you agree with you should do an employer plan or it should be a public pension. they're just saying do you have a lot of money that you can do

approach as you're about to head across the bay bridge, you are seeing fog, and it's not too bad, but it does get a lot lower in terms of visible, how far you can see in front of your vehicle, as you move through parts of the north bay. it's down to about a quarter of a mile or less. use your regular beams and allow some extra distance between you and the vehicle in front of you. we're seeing the dense fog roll around parts of the north bay. elsewhere, it is looking clear near the coastline, so a lot of inland valleys are seeing a cloudy start. we're headed for 82 in cupertino and 85 in morgan hill. the east bay, we're going to reach into the mid-80s, a little warmer than yesterday where we were topping out in the upper 70s. martinez reaching 84 degrees there. hayward headed for 78 degrees. we'll see some upper 70s for san mateo and daly city, reaching 66 degrees, mostly low 70s in san

francisco today. and the north bay reaching 85 in santa rosa, as well as sonoma. the seven-day forecast at the bottom of the screen, higher heat ahead. starting tomorrow we'll see some low 90s as you make your way through the tri-valley, the south county, as well as the north bay, and even hotter on thursday, we should see temperatures starting to reach into the mid-90s. so as we see high pressure building across the region, it's going to be hot. early next week we may see a couple of storm systems coming in, not really a lot of heavy rain, but it will definitely bring in some cooler temperatures and we'll be watching out for those rain chances. take a look at brentwood going from 86 today to 95 on thursday, and by friday we'll be in the mid-80s and a really nice weekend ahead. so it looks great, we're going to see that cooldown once again. we just have to make it through the heat for these next couple of days. mike, you're tracking the

objecting to when it's happening, even before they hear what's in it. growing skepticism over plans for a brand new city in the north bay, funded by a wealthy tech group. new questions this morning from leaders about the proposed plans to provide affordable housing. this is "today in the bay." good morning to you on this tuesday. i'm marcus washington. >> i'm laura garcia. we're going to get a look at the top stories in just a moment. first, let's start out with a look at the forecast. meteorologist kari hall is tracking what we can expect. tough to see in some areas. >> yes, especially the north bay and along the coast today. if you're about to head out the door, allow some extra time to get to where you're going, because you do need to space out the distance between you and the car ahead of you. in some spots we're seeing visibility down to about a quarter mile or less, especially in these areas that are shaded in gray. so that continues until 10:00 this morning.

in novato, visibility down to a quarter mile, maybe lower, between those sensors. once again, just watching out for that as we get the day started. in san jose it is mostly cloudy, and right now it's 64 degrees. we're going to stay cloudy at least through about 10:00, but it will clear out today and our temperatures will be slightly warmer for this afternoon as we head for some low to mid-80s for many inland valleys, and some low 70s near the coast as well as the inner bay. we'll continue to track a warm-up in our forecast. mike, you're seeing lots of lights aglow at the bay bridge. >> that's right, at the toll plaza, where the metering lights are not on, but the headlights are glowing. as we get a closer look, keep these on standard beams. if you turn up the lights, there's more glow and glimmer back at you and it might make it tougher to see and create whiteout conditions. the metering lights look like they're on, even though chp doesn't say that yet. we see the slowdown between the

metering lights and the toll plaza. i'm going to say they are. we're looking at a smooth flow of traffic. look on the upper right, a little slowing for highway 4 westbound, coming through contra costa county the build is on. antioch, pittsburg, bay point and into concord, that's pretty standard. the fog in the north bay, really tough to see in novato. back to you. >> thank you very much. developing new in the middle east, we have a live look in israel near the border with gaza. still no movement from israeli forces, now amassed for a possible ground attack. but the number of confirmed deaths on both sides is now approaching 4,200. it's believed there may be up to 100,000 palestinians still in the area israel ordered evacuated. >> president biden is set to arrive in israel tomorrow. this is a show of solidarity. also, some 2,000 u.s. troops are being told to prepare for possible deployment in response to the warment it's not clear if they will be deployed in israel

or a neighboring country. the bay area chapter of the nation's muslim civil rights group is speaking out in support of the people of gaza. >> in a letter t bay area office for the council on american islamic relations is expressing concern over the deadly consequences of the escalating war. the statement signed by dozens of elected leaders stands in support of the children of gaza and calls for peace in the middle east. two of the signees are santa clara school board trustees. >> we have to take a stance and use all powers and opportunities to speak up against the killing of innocent children, families, individuals. >> we need to do something about it and that's why we decided to rally people in the community. >> the statement says, in part, every innocent life taken is a travesty, but the continued loss of children is a failure of humanity. at this moment, we stand with the children of gaza. one million children make up

to illustrate, this is a map of the major crimes that happened between friday evening and just after noon suny. three deadly shootings, four other shootings, and an assault. a look at the big picture is no less shocking. there's been a 21% increase in violent crime, 34% increase in robberies, 38% increase in burglaries, though a 2% decrease in the number of people who died by homicide. this is comparing the same period last year to this year. one of the issues is that oakland has not had a permanent police chief since thao fired leronne armstrong back in february. thao has been at odds with the police commission, which is tasked with finding candidates for thao to consider. then there's the issue of oakland's 911 system, which was down for 30 hours last month, and a large volume of abandoned calls has been reported even before that. that is when somebody dials 911 looking for help, but then hangs

up before getting it. the mayor announced a $2.5 million investment. thao is expected to address the city's finances, which has a general fund deficit that predates her time in office. there are hiring freezes and not enough money to grow public services without taking from other existing programs. then, of course, there is the issue of the athletics, and not just the a's, the a's themselves are all but gone from oakland. under thao's leadership the city has started to make plans for smaller soccer teams and then there was a push to bring a wnba team to the city, which ultimately did not happen. now, the community organization neighbors together oakland is holding a press conference at 11:00 this morning to decry the wait for the mayor's address, which they say, by order of the city charter, is two weeks overdue. >> kris, thank you. 5:37 right now.

a follow-up this morning on a deadly double-shooting in sunnyvale. this happened about 24 hours ago nearti school. police found two women shot in a rental car, one of the victims dead at the scene. the other is expected to survive. we spoke with one young neighbor who did not want to be identified, who was shocked when she heard the gunfire. >> very friendly neighborhood, so i didn't think for a second that these were gunshots. but then, as soon as i heard one siren, i said, that's probably -- those are probably what gunshots sound like. >> police responded and eventually corralled a suspect, after a long pursuit. the suspect then took his own life. we know that the gunman knew his victims, but there's still no word of a motive. in a new pitch from the group seeking to build a proposed self-contained city? solano county, organizers are promising affordable housing. a group of silicon valley

billionaires have purchased 52 acres between fairfield and rio vista. last night the ceo of what's called california forever answered questions in a community forum. he's promising the project will create more affordable housing, but some are still skeptical. >> we want to do something about it by bringing better jobs here and affordable housing. >> how is that going to make it affordable? when you take land values that were $3,500 an acre just ten years ago, less than that, seven years ago, and now we've made it through acquisitions $10,000, $15,000 an acre. how are you going to make that affordable? >> the fate of the project may ultimately come down to voters. the group is hoping to place the measure on the ballot next fall. 5:39 this morning. we take a live look outside in san jose. a foggy start to the morning. meteorologist kari hall has been

monitoring what we can expect. a little bit warmer this morning than the last few days. >> you can always feel when it's a couple of degrees warmer in the morning. yeah, we're seeing a lot of low 60s with cloud cover that's keeping those temperatures just a touch warmer than where we typically begin, and in concord at 8:00 we'll be at 60 degrees at noon. it is 76, all clear, still feeling pretty nice. then it will be warming up, a tad warmer than yesterday for this afternoon. here is a look at our highs, reaching 86 in concord, 86 in livermore, and santa rosa headed for 85 degrees. also 85 in morgan hill, palo alto looking at a high of 81 degrees. still nice, but it will be just a little warmer and that warming trend continues before we approach the weekend. we'll talk about the big change we'll see over the next few days coming up. mike, you've been watching the commute for contra costa county. >> yeah, absolutely. now, we're going to talk about the bay bridge because i did get

a couple of notes passed to us. chp traffic management did confirm the metering lights are on, the backup is here, building quickly. they may have slowed the metering lights because the other note we're getting is chp does officially say it's foggy across the bay bridge. be careful as the commute builds. we have the typical build through highway 37 and the north bay. highway 4, look at the steady build all the way through concord. south 242 showing a couplblips creek. that critical portion, that route through contra costa county, results in this drive time now almost a half hour, basically out of pittsburg into walnut creek. kirker pass cuts the corner a lot better. watch for patchy fog. if you're getting down to alameda county, vasco road, that very quickly built up to almost a half hour for that drive as well. the slowing started not long after 5:00. once they hit 580, that's a smooth d livermore and

good tuesday morning. the time is 5:44. we're getting a live look outside in dublin. we're checking out 580, where visibility is clear, and we're seeing a clear sky overhead. temperatures in the upper 50s to start. we have a lot of sunshine in today's forecast. we'll be tracking that, and also when we are expecting some 90s in parts of the bay area. more on that coming up. over here in oakland, you do see the low clouds, but we can from the rooftop camera clearly see the roadway. we see the traffic building,

headlights heading south past the coliseum. the taillights heading around the high-rise and to the bay bridge. the fda regulators are moving forward with plans to ban flored cigars.arettes and yesterday the agency officially proposed the new rule and sent it to the white house for a final review. the cdc cites data from 2018 showing more than one-third of cigarettes sold in the u.s. are menthol flavored. supporters argue the majority of smokers are african american. menthol cigarettes are already banned in california and other states. the fda ban would halt sales nationwide. 5:46 right now. we've been talking about president biden heading to israel shortly to meet with israeli prime minister and leaders of at least two arab countries. >> scott mcgrew is joining us now. this will be the president's second time in a war zone as president. >> that's right, in three and a

half years of being president. he was in kyiv as the sirens sounded back in february. there will certainly be danger in israel ahead. we'll talk about that in just a second. but this may be a sign israel is going to continue to hold off on its major land assault on gaza. it's already been more t week since the terror attacks. we have not gotten specific travels plans. the white house is holding that close to the chest. president biden exceedingly popular in israel. there are billboards and murals with his face in tel aviv. he's there to show support, but also to call for protection of civilians on both sides. the president's trip to kyiv was even more secretive, we don't know about it until he was there. president biden timed it to take place the same moment russian president putin was delivering his yearly nationwide address. we expect that the president will be in tel aviv, which is less than 50 miles from the west bank, and well within rocket range of hamas. air raid sirens go off there all

degrees, and mid-80s for concord, reaching 84 in martinez and 78 degrees in hayward. 79 in redwood city, half moon bay reaching 68 degrees. 68 in the marina district. north bay, reaching 84 in napa. as we go through the next several days, the heat will build and then start to back off for the weekend, as we watch a couple of storm systems move across the region and bring in cooler temperatures. take a look at concord reaching 86 today, but then 95 degrees on thursday. so be prepared for these big changes over the next few days. the weekend is looking really nice, with highs in the low 70s. as we go through the seven-day forecast, we're going from warm to really hot, and then very mild over the next few days. even a slight chance of rain early next week. we'll be watching out for that, especially on sunday and monday, for san francisco, but we are also going to have to deal with highs in the 80s by thursday. mike, you're starting with a look at the south bay.

welcome back. you're watching "today in the bay." in today's climate in crisis, studies show that californians are doing a trashy job at reducing their waste, with an estimated six pounds disposed per person every day. that's about 2,200 pounds of garbage per year. while our waste management systems are working hard to divert the waste by recycling and composting, the best way to reduce the impact is not using items that will produce a lot of trash in the first place. consider the packaging of products, reuse what you can, and make it easier to improve your city's waste management. >> waste is most challenging to process when it's mixed
