commute. first, things are picking up in the weather department. kari has a look at the forecast. >> we're starting out with fog, but it will be warmer as we go into the afternoon and there's dense fog that's been drifting around the north bay and along the coastline. look at novato, visibility down to zero, so be very careful driving through the north bay. some of those valleys are seeing the visibility drop very quickly over a short distance. as we take a look at east bay commute, we're sorting out cloudy, temperatures in the low 60s this morning. gradually we'll start to see the sky clearing and our temperatures warming up. we'll be in the low 70s at 1:00. as we take a look at all of our microclimates, it will be a warm day, in the east bay reaching about 86 degrees. we'll see where we could see 90s in a few minutes. mike, more notes for the commuters. >> more notes i'm passing along. we're looking at the backup at the bay bridge and the metering

lights were turned on just before 5:30, which tends to be the tuesday and wednesday pattern depending on traffic flow. they turned them on a couple of minutes early, i believe because of restricted visibility. we may have a disabled vehicle around treasure island. we'll continue to follow that. very tough to see. down to zero visibility where kari talked about in novato. the commute from highway 37 and 4, but contra costa county holding steady. 6:01 right now. new this morning, a live look in mountain view, where one family will have to find temporary housing after a car smashed into their apartment unit. it happened about three hours ago at the palmetto apartment complex on california street. no one was in that apartment unit -- was injured, at least, but when neighbors went outside to see what happened, they say the driver tried to run from the scene. that's when they held him down until police arrived. officers are not saying if the driver had be charged, but we

know they discovered alcohol containers at the scene. president biden about to put words into action in the middle east. i want to give you a live look at israel's southern border with gaza. this is where it is now midafternoon. over the last few hours, we have seen plumes of smoke in the distance from the ongoing air strikes that we're seeing there. the president tomorrow planning to meet with israeli and arab leaders with hopes of de-escalating the conflict. at the same time, iran's supreme leader this morning is calling on israel to stand trial for what he describes as crimes against gaza's palestinians. now, the number of confirmed deaths on both sides now around 4,200, and israel's military continues to amass tanks and military vehicles at the gaza border in preparation for a likely ground offensive. the upcoming visit by president biden is seen as a new sign of u.s. solidarity with the nation now at war.

"today in the bay"'s brie jackson is live in washington this morning. what do we know about the president's trip? >> reporter: during president biden's trip the president is scheduled to meet with prime minister netanyahu and reaffirm the united states' support for israel. with the war between israel and hamas raging on and fears of the conflict spreading, president biden will travel to israel wednesday. >> he's coming here at a critical moment for israel, for the region, and for the world. >> reporter: secretary of state blinken says the president will meet with prime minister netanyahu and be briefed on israel's war strategy. >> how it will conduct its operations in a way that minimizes civilian casualties and enables humanitarian assistance to citizens in gaza in a way that does not benefit hamas. >> reporter: the biden administration says it's working on ways to deliver aid from donor nations and multinational

organizations to civilians in gaza. the humanitarian crisis there growing. >> we're just in a terrible situation where many people are going to die. >> reporter: on capitol hill, there's bipartisan support for rushing an emergency funding package for israel through congress. >> that means military assistance, intelligence assistance, diplomatic assistance, and humanitarian assistance. >> reporter: and strongly condemning hamas. >> make no mistake, the surest way to stop violence against israelis and oppression of palestinians is to wipe terrorists like hamas from the face of the earth. >> reporter: across the world, people are rallying in solidarity for israel. and this will be president biden's second trip to an active war zone this year. as you may recall, the president visited ukraine back in february. >> certainly a visit that will

draw a lot of attention. brie jackson in washington this morning, thank you. hamas, meantime, has released video footage of an israeli currently being held hostage inside gaza. "today in the bay"'s bob redell joins us live from the east bay. i understand this is hitting home for an east bay woman, bob. >> reporter: unfortunately, it is, her and her husband. good morning to you. yael nidam knows her sister-in-law and her husband are being held hostage, but she does not know if they are dead or alive. yesterday the terrorist organization released a video of a different hostage, this is mia shem, a 21-year-old israeli woman, who was captured during the attack on israel about a week and a half ago. she says she really wants to be home as soon as possible, and it is unclear if she was forced to make that statement or when it was made. nidam is waiting on word from

her in-laws, who have believed to have been captured the day of the hamas invasion, october 7th. her sister-in-law texted the family during the attack about bullets everywhere and explosions. >> she could actually see the terrorists running around the kibbutz where she was saying and going house by house, and she was really, really scared. i love you, i love you, and then the last we heard from her. >> reporter: family in israel went looking for rimom and her husband. the house where she lived was full of bullet holes and blood, but no sign of the couple. the israeli military believes they have identified all of the bodies in and around their kibbutz, but they were not among them. reporting live, bob redell, "today in the bay." >> the heartache that family must be going through. thank you for the latest. we have another live look in israel. stay with us for the latest developments. we're keeping an eye on the situation 24/7.

our website is another great resource for updates. just head to nbcbayarea.com and click on the link in the trending bar. 6:07 this morning. as we take a live look in oakland, this is where, happening later today, mayor sheng thao is expected to deliver her first state of the city address. this comes in the wake of a recent surge in violence, including a string of incidents over the weekend that saw three people murdered, seven others injured. this also comes as the city struggles to hire a new police chief following the firing of leronne armstrong eight months ago. "today in the bay"'s kris sanchez will have a full preview coming up in the next half hour. san francisco parents plan to gather in support of teachers now trying to reach a new contract agreement. organizers say about 1,000 people plan to deliver a petition to city and district leaders. last week the teachers union voted to authorize a strike. and while it's still not clear when that might happen, contract

talks are now said to be slow going. the district last week responded saying it is working in good faith to reach a new deal. today marking 34 years since the day that forever changed the bay area when that 6.9 loma prieta earthquake struck. it was centered in santa cruz, but the shaking caused so much shaking that it collapsed the bay bridge and the nimitz freeway and the raging fire in san francisco's marina district, all caused by the earthquake. it came in the middle of the bay bridge world series between the giants and the a's. sadly, 63 people died during that quake, some 3,700 more were injured. at the time, the damages were estimated at $10 billion. 6:09 right now. taking a live look outside, a clear look, at least from this vantage point, of san francisco.

you see the trans america pyramid in the center. it's been foggy in some areas. >> especially in the north bay and along the coastline. we're watching out for visibility there. as you get ready to head out in the east bay, it is starting out pretty good, as we take a look at hayward, right now 63 degrees and mostly cloudy. the clouds will linger for the next several hours, but once it clears up, it's going to be a beautiful day. we'll be in the low 70s by noon. you'll notice as we go into this afternoon, it will be warmer than yesterday, reaching 85 in morgan hill. milpitas headed for 82 degrees. reaching 78 degrees in hayward and in vallejo reaching 82. along the coast, we'll be in the upper 60s, while palo alto will hit a high of 81 degrees. we'll take a look at more of our microclimates coming up. heading out the door, you may need to stop at the gas station. we're going to livermore, we're going to call out

good tuesday morning. the time is 6:14. we're heading to napa with a look at how we're beginning the day. patchy, dense fog, but it looks like it's clear by 10:00. our temperatures will be in the mid-60s and then headed for the mid-80s later today. we'll talk about the warming trend and the complete microclimate forecast coming up. a slower drive is in effect, slowing the metering lights because the visibility is lower across the bay bridge. notice the hov lanes at the bottom, very slow continuing through treasure island and the tunnel. should be improving. i believe they were able to escort the disabled vehicle off to the san francisco side. crews are reporting they're heading over there and we do see the sensors moving. we'll track the progress, we hope, coming up. happy tuesday to you. gas and oil prices continue to fall, despite the issues in the middle east. the commerce department just a

few minutes ago announced new restrictions on chips sold to china. the new rules will stop most sales of chips to chinese data centers. do watch shares in chip companies today. nvidia, intel, they sell to china a lot, or they did. mountain view's linkedin says it will lay off nearly 700 employees in its third round of layoffs. linkedin is owned by microsoft and laid off in the spring as well. the "wall street journal" says john legend is launching an app backed by light speed capital on sand hill road. it will be like yelp rating places to eat and other businesses, but only the good ones, which is why they're going to call it it's good. it's in beta and will roll out to more people soon. a new study released shows america's retirement system is 22nd best in the world. our closest competitors are hong

kong and kazakhstan in 20th and 21st place, according to the mercer institute global pension index. ahead of us, chile, new zealand, ireland. they're not making judgments as to whether the public pension is better than what we do in america, social security may be combined with an employee or 401, it's more a measure of dependability. they're saying kazakhstan has a more dependable system than we do. the biden campaign has joined donald trump's truth social. a biden spokesperson says they did it because they thought it would be a lot of fun. the main account says malarky ends here, just the facts, jack. they're using the dark brandon as the head shot. they have a post of donald trump saying he's right about everything and then suggesting people inject bleach, as well as fox news video of one person calling for biden's impeachment saying she hasn't had time to

find evidence of wrongdoing. the biden account has about 15,000 followers, which is not very many. they follow one person on truth social, and i'm guessing you can guess who the biden account follows. it's donald trump. >> thanks, scott. the world is remembering actress, entrepreneur suzanne somers who lost her battle with breast cancer over the weekend. she was best known for her role in "three's company" and she's written several books on health and wellness and had success in thigh master sales. her husband of 55 years is opening up about her life and legacy. >> she's the one who pulled our family together. i didn't do it, she did it. she really knew what she was

doing. so i will miss her. >> somers was born in san bruno and died at the age of 76. you can watch the full interview with her husband coming up on the "today" show. it starts at 7:00 right after "today in the bay." trending this morning, a recognizable logo for one san francisco semi pro soccer team. these are the new jerseys or san francisco fc. you may recognize that logo. that's the muni logo. it's all part of a new partnership like the ones that are done all the time by the european soccer clubs. san francisco fc splits its home games and it's meant to boost money ridership and game attendance. the deal runs for the next two seasons. >> there you have it. you're going to need the short sleeve tees coming up. >> it's going to be hot, but by the weekend cooling off. we have a lot of changes headed

our way. this morning there's a dense fog advisory along the coast and parts of the north bay valleys until 10:00 this morning, and around the novato area we've seen the visibility dropping down to near zero. so we are seeing it really thick in some spots, and you might want to allow extra time to get to work this morning. use those regular beams, and also allow some distance for the vehicle in front of you. once it clears out, we're headed for the low to mid-80s for the south bay, with morgan hill reaching 85 degrees and 84 in east san jose. we're also going to see mid-80s for much of the east bay. you'll notice it's going to be a little warmer compared to yesterday, pleasanton reaching 84 and fremont reaching 83 degrees. upper 70s for san mateo and then mid-60s for daly city. much of san francisco will be in the low 70s for this afternoon. north bay temperatures running in the mid-80s, with sonoma headed for 85 degrees. brentwood, we're going from

mid-80s to mid-90s. that's the spike in temperatures and the hot weather we've been talking about. but then as you make plans for the weekend, it's going to be really nice, with highs in the low to mid-70s and sunshine. early next week we're watching for a chance of spotty showers, especially teen late sunday night and monday, as our temperatures cool off, our inland areas will only be in the low 70s. san francisco will see highs in the low 70s today, but then top out at about 83 degrees on thursday, with more sunshine, clouds and fog for the weekend, as we bring it back to the upper 60s. mike, are you still tracking those two crashes? >> we are. we're looking at a slower drive developing throughout the east bay. the peninsula and south bay are fine, maintaining green sensors. here we're getting back to orange, for a short period of time it was very slow heading south. it was building south 880. i believe they might have cleared the slow lane. the sensors have better speeds

good tuesday morning to you. 6:30 right now. thanks for joining us. i'm laura garcia. >> i'm marcus washington. president biden is just hours away from leaving for israel. we want to give you a live look this morning at israel's southern border with gaza. this is where air strikes are ongoing and we've been able to spot some of the smoke in the distance at times. president biden tomorrow will meet with israeli leaders and the president has now advised u.s. military leaders to have u.s. troops ready to deploy. meantime, israel ground offensive in gaza seems to be getting closer. new video this morning shows israel placing more tanks and other military vehicles at the gaza border. the number of confirmed deaths on both sides of the conflict is now at 4,200, with fears it will only climb with a ground invasion. "today in the bay"'s jay gray is live in tel aviv. i understand you just arrived in israel. talk to us about what it's like on the ground there.

>> reporter: marcus, laura, an uneasy tension. we've been here for a few days, and you can tell the city is not what it normally is, not in substance, either. there are not as many people out, frankly. the shops are closed and a lot of people very concerned about what continues to go on with their country and hamas. and so what you hear a lot of talk of today on the streets is people excited, frankly, about the president's visit, encouraged that a sitting u.s. president will travel into their country during wartime. they say that delivers quite a message, not only to the people of israel, but to the rest of the world, that the u.s. does, in fact, back israel in this fight. so they're very grateful for the idea that the president is traveling here. >> that's right, he's showing solidarity with israel. he's meeting with israeli and arab leaders as well. what does he really hope to

achieve? >> reporter: look, i think that the white house within the last few hours has made it pretty clear that while he does want to show that support -- and that's something he's done since the war began and since the brutal attack, but he will at every stop, we're told by advisers, bring up humanitarian aid and talk about the idea of getting much-needed food, water, medicine, fuel, to those caught in the middle of all of this, the 2 million or more in gaza who have been displaced, aren't sure where to go, continue to see the place that they lived destroyed by missiles and bombs, and, frankly, need some help. there's beginning to be a rumble around the globe as far as getting some humanitarian aid to those in that situation. it hasn't happened to this point, though. when we were first on ground three days ago, there was the idea that we would wake up to a

cease-fire for several hours, and that aid would move in and foreign nationals would move out of gaza. of course, that did not happen. and there's been different variations of that idea over the last couple of days. but, again, no strong movement. so that's something the president, obviously, is looking to accomplish during his trip. >> jay, you mentioned help. i want to talk about the kidnappings. we saw video at the beginning of the war. hamas is starting to release video of the hostages they're holding. do you understand or have you heard of the purpose of releasing these videos? >> reporter: let's make it clear from the outset, this is a video that hamas has released. this is something that those who know a lot more about these videos than i pretend to would tell you is more propaganda than any type of proof of life, it's something that hamas leadership

has put out. it's a 21-year-old french israeli kidnapped during the music festival attack, injured, obviously, and being treated for that injury. but what she says in that video and what's discussed is really according to those who are following the situation very closely meaningless, that she's being prompted to speak, and that she's saying what hamas would like for her to say. let's be clear about the hostage situation. it's one that is trying for israel and the u.s., but several other nationalities that are in the mix of hostages that have been taken. we don't have a solid number. hamas has said around 200. is that a real number? we don't know at all, and the ill tell you this, the israeli defense team will tell you, they really don't know where these hostages

"today in the bay"'s kris sanchez is in the newsroom this morning with a preview of today's state of the city address. this is a big time for the mayor, kris.

>> reporter: it is, and it's mayor sheng thao's first state of the city address and she's expected to address a number of issues, though perhaps none more important than crime. to illustrate, this is a map of the major crimes that happened just between friday evening and afternoon on sunday. three deadly shootings, four other shootings, and an assault. a look at the big picture is no less shocking. there's been a 21% increase of violent crime, 34% increase in robberies, 38% increase in burglaries, though a 2% decrease in the number of people who died by homicide. this is comparing the same period last year to this year. now, one of the issues is that oakland has not had a permanent police chief since thao fired leronne armstrong back in february. thao has been add odds with the police commission, which is tasked with finding candidates for thao to consider for hire. then there's the issue of oakland's 911 system, which was down for 30 hours last month,

and has reported a large volume of abandoned calls, even beyond that. that's when somebody calls 911 because they need help but then ends up hanging up before they get help. the mayor did announce a $2.5 million investment. thao is also expected to address the city's finances. the city has a general fund deficit that predates her time in office. there are a number of hiring freezes in place, and there's just not enough money to grow any public services without taking from existing programs. and then there's the issue of the athletics, not just the a's and baseball, but under thao's leadership the city has started to make plans for smaller soccer teams. there was a push to bring a wnba team to the city, which ultimately did not happen, and, of course, as we know, the a's are pretty much gone. the community organization neighbors together oakland is holding a press conference at

11:00 this morning to decry what the mayor is doing. the city charter requires that state of the city address to happen at the first meeting in october, which, of course, is behind us. they say it's overdue, they'll talk about that and what they want to hear from the mayor later on this morning. we'll cover that as well. >> looking forward to it. thanks, kris. 6:38 this morning. we take a live look out in san jose. it looks like the fog is still out. >> cloud cover there. >> not too bad. meteorologist kari hall is monitoring what we can expect. >> you do want to be very careful on 101, some of the valleys in the north bay seeing a quarter mile visibility or less, and that also continues along the coast line as well. so we are going to see that dense fog advisory as we head through the next few hours, and as you're heading out in the

east bay, we're seeing some clouds this morning, and we'll see those temperatures in the upper 50s. it clears out and temperatures will be slightly warmer. mike, you might have a new crash on the bay bridge? >> we heard about it from chp reports and saw the hov lanes slow down for a bit. everything seems clear now and it does look like it's moving smoothly into the city. this was just around the toll plaza itself. we're looking at recovery down the eastshore freeway after earlier backups. the fog is the big factor for the north bay. plan ahead and give extra time if you're driving through that portion of the bay. this crash looked like it was causing slowing for highway 4, but it's just off the freeway off san marcos. it's not adding to the slowdown. that's just the build through contra costa county, typical for highway 4, and perhaps some fog creeping over off the water. a build for walnut creek. everything else pretty much the same. 6:40 right now. a pivotal moment for big

good tuesday morning. right now the time is 6:43. we're getting a live look outside in walnut creek. it is all clear and in the upper 50s right now. we have a lot of sunshine, but you'll notice it's going to be warmer this afternoon. it will be in the upper 70s at 1:00. we'll get a look at our microclimate and 90s in the forecast. we'll talk about that in a few minutes. the san mateo bridge, taillights, of course, are heading in your commute direction. a lot more congestion, typical of the build at this time. the peninsula, we're having a hard time seeing palo alto. the freeway 101, headlights heading south, taillights disappearing north. you can't see too far because of low clouds. we'll keep track of the build coming up. president biden will head to israel shortly to meet with

israeli prime minister and leaders of at least two arab countries. >> scott mcgrew joins us now. this will be president biden's second time in a war zone as president. >> in a very short time. good morning. he was in kyiv as the sirens sounded in february. this may be a sign that israel is going to continue to hold off on its major land assault on gaza. it's already been more than a week since the terror attacks and now the president is coming. we have not got specific travels plans. the white house is holding that close to the chest. president biden exceeding by popular in israel. there are billboards and murals with his face in tel aviv. he's there to show support but also to call for protection of civilians on both sides. the president's trip to kyiv was more secretive. we didn't know about that until he was there. president biden timed it to take place at the same time russian president putin was delivering his yearly nationwide address. we expect president biden will be in tel aviv, that's less than

vietnam. obama and trump both went to iraq and afghanistan. congress very eager to show their support for israel. here is senate majority leader, chuck schumer, also headed to israel with the congressional delegation. >> we want to move this package quickly. the senate must go first. i know that the house is in disarray, but we cannot wait for them. the needs are too great. >> well, disarray, congress can't pass any legislation until the republicans figure out who is going to run the house of representatives. they'll take a vote on their latest nominee, jim jordan of ohio, just a few hours from now. we don't think jordan has got the votes to win yet. so either they keep voting and voting and voting until jordan wins, which is what they did with mccarthy, or they give up, which is what they did with scalise. at this point, nobody knows, marcus, maybe not even jim jordan knows what's going to happen in the next few hours. >> we'll just have to wait and see. thanks, scott. fda regulators moving

forward with plans to ban menthol in cigarettes and flavored cigars. yesterday the agency officially proposing that new rule, sending it to the white house for a final approval and review. the cdc cites data from 2018 showing more than one-third of cigarettes sold in the u.s. are menthol flavored. ban supporters argue the majority of those smokers are african american. menthol cigarettes are already banned in california and many other states. the fda ban would halt sales nationwide. check out this rare and tiny surprise for one oakland man recently cleaning up trash. he's a trash pickup volunteer and was recently moving cardboard when he heard a little growl. you can see there, it is a rare white raccoon. experts say the odds of finding a white raccoon are 1 in 750,000, same odds as being struck by lightning. he also says the raccoon soon jumped from the bin and just scurried up a tree. looking for snacks.

this morning as you get ready for your morning drive to work or school, it's near zero right now in terms of how far you can see ahead of your vehicle. in novato right now, parts of the north bay, a quarter mile visibility or less. so allow some extra time to get there and extra distance between you and the vehicle in front of you. as we go into the next couple of days, we do see warmer temperatures in the forecast, with the heat peaking on wednesday and thursday, the coast and the bay will see highs in the 70s and 80s, while the inland valleys reach into the 80s and 90s. so get ready for that. cupertino, milpitas today will see a high of 82 degrees and 86 in gilroy. much of the east bay reaching into the mid-80s, with livermore reaching 86 degrees and 76 in oakland, and then for the coast we're in the upper 60s for half moon bay, redwood city headed for 78 degrees, and highs in the low 70s in san francisco, reaching into the mid-80s for much of the north bay.

as we go into the day tomorrow, we start to see 90s on the map here, with dublin and concord reaching 90 degrees, about the same in santa rosa, and then we could even see some mid-90s, pretty widespread for those interior valleys. the heat will be ramping up as high pressure builds, but it's going to start to move off toward the east and then we'll see a couple of storm systems coming in. most of them don't bring a lot of rain for us, but we will have a cooldown going into the beginning of next week. so take a look at all of the changes here. we're going from mid-80s inland to mid-90s by thursday. friday is still pretty warm, but the weekend is looking really nice, with the return of clouds in the morning, highs in the mid-70s, and san francisco will quickly see temperatures spike into the 80s by thursday. but the weekend will bring it back to the 60s and even a chance of rain by the end of the weekend. mike, you're seeing lots of new slowing on the roads. >> we have a lot of folks in this hour coming onto the

3:00 in the morning. this is at the palmetto apartment complex on california street. this is what it looked like in the immediate aftermath. no one in the apartment unit was injured, but when neighbors went outside to see what happened, they say the driver tried to run from the scene, and that's when they held him down until police arrived. officers are not saying if the driver will be charged, but we know they discovered alcohol containers at the scene. president biden is about to put words into action in the middle east. here is a live look at israel's southern border this morning with gaza, where it is now midafternoon there. over the last few hours we have seen plumes of smoke in the distance from air strikes. israel's military continues to amass tanks and military vehicles at the gaza border in preparation for a likely ground offensive. tomorrow president biden plans to visit israel and meet with leaders as the number of confirmed deaths on both sides is approaching 4,200.

the "today" show is following the latest in the middle east. their coverage continues at the top of the hour. we have a live look in oakland with mayor sheng thao is expected to deliver her state of the city address, after a surge of violence, including incidents over the weekend that saw three people murdered and others injured. it comes as the city is struggling to hire a police chief following the firing of leronne armstrong eight months ago. he's among the list of candidates submitted by the police commission. a foggy start for the north bay, but going to be warmer temperatures today. >> we are going to be warming up going into the afternoon, but we are starting out with fog this morning, reaching into the mid-80s inland and mid-90s by the middle of the week. we'll see a slight chance of rain in early next week's forecast. >> i think we see fog. the bay bridge, there's an issue. but it's still smooth.
