historic visit to the war zone. a new safety plan. pg&e presenting a new framework to present people from wildfires. the concerns overwhelming costs will be passed on to you, the rate payer. plus, a dangerous combination, heat and high surf. meteorologist kari hall is monitoring the advisory for much of the bay area and the warning you need to plan to beat the heat at bay area beaches. this is "today in the bay." good wednesday morning to you. thank you so much for joining us. i'm laura garcia. >> i'm marcus washington. we want to get you started with a live look across the bay area, where we're going to see a heat advisory starting later this morning. meteorologist kari hall, of course, joining us now. >> come on in here. we've been talking about this heat. it is coming, and today isn't even going to be the hottest day. >> tomorrow is the hottest day of the week, so we're going to have a couple of really hot days

coming in. as we take a live look outside in san jose, we are starting out with cool temperatures this morning, but it will be heating up quickly, as we'll see this heat advisory in effect for today and tomorrow. and then, also, for people trying to cool off near the beach, there will be a beach danger, with rip currents and breaker waves that could get quite high. and then for the weekend, the temperatures will drop, even with a chance of rain. all of these areas shaded in orange, that's where we will have the heat advisory in effect for today and tomorrow as well, as our temperatures head for the mid to upper 90s, and then as we go through the rest of the forecast, our temperatures will be very close to records over the next couple of days. we'll be watching these numbers very closely and we'll talk about where we can see some upper 90s in our full microclimate forecast coming up. >> we'll check back with you. let's jump back to the breaking news we're following. overnight president biden arriving in israel. this is a live look near the gaza border. this is the president's second

visit to a war zone this year, the other being ukraine in february. the president touching down on air force one around 1:00 this morning pacific time. his visit is a show of support by the u.s. for israel and an effort to help secure the release of hostages being held by hamas terrorists. the visit comes with israeli troops amassed at the border, awaiting the seemingly inevitable offensive in gaza. passions on both sides now overflowing with yesterday's explosion at a gaza hospital, killing hundreds. just within the past hour, we learned the number of dead on both sides now stands at nearly 4,900, including at least 31 americans. the latest tragedy in gaza is already having a huge impact on president biden's middle east agenda. "today in the bay"'s brie jackson joins us live. she's been following it for us. the president has already responded to the deadly hospital

blast that everyone is talking about. >> reporter: that's right. good morning, laura. so president biden met with israeli prime minister netanyahu this morning and said that he is outraged and deeply saddened by the explosion at the hospital in gaza city. netanyahu praised president biden for coming to israel to stand in solidarity. president biden landing in israel, an in-person sign of his administrations unwavering support for the country, as its war with hamas ramps up. the president's trip includes talks with israeli prime minister netanyahu. >> there's only one thing better than having a true friend like you standing with israel, and that is having you standing in israel. >> americans are grieving with you, they really are. >> reporter: president biden sitting down with the israeli war cabinet to get a sense of israel's war strategy. >> hamas is a different kind of enemy. >> reporter: their historic

meeting comes just one day after a deadly strike on this hospital in gaza city. the violence derailing president biden's plans, his visit to jordan and a four-way summit with middle east leaders called off amid confusion over who is responsible for the blast. officials in israel and gaza blame each other. >> we as a group, as you see all of us united, outraged by this massacre that has taken place. >> reporter: while in tel aviv, president biden publicly sided with israel, but did not go into details as to why. >> based on what i've seen, it appears as though it was done by the other team, not you. but there's a lot of people out there who are not sure. so we've got to overcome a lot of things >> reporter: the biden administration making it clear that the u.s. wants to see this conflict end and it's also working to secure the release of hostages held by hamas.

president biden seeking to address the humanitarian crisis and contain the conflict. president biden is also considering asking congress to approve a $100 billion funding request that includes, among other things, defense aid for israel and ukraine. >> brie, thank you for the latest from washington. the "today" show will have expanded coverage of the president's visit in israel. lester holt is actually on the ground in tel aviv, and richard engel is following the latest on the hostage situation. look for their continuing coverage at 7:00 right after "today in the bay." closer to home, happening today, pg&e plans to present its case for new wildfire safety plan that involves burying 2,000 miles of power lines underground. "today in the bay"'s bob redell is live for us in the east bay this morning. certainly the question a lot of

people probably have, who -- i should say how much this is going to cost, and the big question, who is paying for it. >> reporter: we're talking about billions of dollars, and most likely it will be us, the rate payers. pg&e says it wants to bury some of its power lines throughout the state of california to prevent wildfires. pg&e's equipment failures are responsible for some of the deadliest wildfires in california, like the one in paradise, you'll recall a transmission line sparked that fire that burned through the town in 2018 and killed 85 people. pg&e would like to bury the lines in parts of the state at highest risk for wildfire, but california's cpuc, which regulates pg&e, is not on board yet. the cpuc argues the plan would take too long and cost too much at nearly $6 billion. those costs would be passed on to customers through higher rates. the cpuc suggests a cheaper

alternative would be to add a protective cover to overhead lines instead of burying them, which will reduce the risk of wildfires by 69%. pg&e says 69%, that's still too risky, and that burying the lines will reduce the wildfire risk by 99% because those buried lines couldn't be blown down by windstorms. a vote by the cpuc is likely to take place next month. reporting live in the east bay, bob redell, "today in the bay." >> burying those power lines certainly would help and protect a lot of people in those areas. bob, thank you. san francisco's top crime fighters are out with a new progress report on the effort to take back the streets. da brooke jenkins and police chief bill scott last night held a joint town hall meeting at the county fair building in golden gate park. they presented an update on what's being done to reduce crime. jenkins says her office is doing all it can to detain accused drug dealers whose cases remain open, holding them more

accountable for the fentanyl crisis. the chief says the mayor's office is backing a new ballot proposal giving police more access to surveillance. >> not everybody is going to agree on any proposal of that nature, but let's sit down and work together as a community. >> that measure may go to voters as soon as next year. the chief also says his officers are making more arrests for retail thefts and car break-ins with the help of bait cars. a reminder as temperatures climb and you consider hitting the coastline, be aware of dangerous sneaker waves. we're expecting to see high surf up and down the california coastline this week. inexperienced swimmers and children are especially advised to stay out of those surf zones, and remember, don't turn your back on those waves. >> meteorologist kari hall has been keeping track. these waves are expected to get pretty large. >> yeah, and i know surfers get really excited about this when we talk about big breakers. that's why we say inexperienced

people, swimmers, should stay well away from the water. even though the weather is nice and quiet, we have high pressure well out into the pacific there's a storm system that's causing swells to build well ahead of that. so that energy is going to be moving through and producing some big northwesterly swells today, as well as tomorrow, and possibly into the start of the weekend. so the national weather service putting out that high surf advisory in effect. this is what it looks like currently, with 6 to 9 foot waves, but by tomorrow some of those breakers could reach 17 to 22 feet. so very dangerous conditions out there. and as we mentioned, the temperatures are going to be warming up, so we are going to see some very nice and mild weather for the next couple of days, and very comfortable for some of our coasting areas, with sausalito today headed for 80 degrees. so we'll get a look at how hot it gets in our inland valleys in

a few minutes. typical as more folks hit the road, the bay bridge, of course, has a backup. there's more traffic down the eastshore freeway. mild slowing after early jams into and out of richmond. everything smoothed out again. highway 37 shows more traffic extending past muir island. here, highway 4 shows more focused slowing as you get toward bailey, the middle part of the back up, and that's adding time. that should be yellow instead of green. 42 minutes, slower speeds through bay point and pittsburg. almost a half hour from marsh creek to 580. holding steady, slowing 680 and 880. back to you. 6:11. a new option for people struggling to make it in the bay. coming up, details on a new south bay development breaking ground a few hours from now and the huge help it will be for those who rely on public transit. more bosses are saying it's time to come back to the office,

good wednesday morning. it is 6:14 right now. we take a live look outside in san jose. already looking different compared to yesterday, where it started out cloudy. it is all clear this morning, and temperatures are in the upper 50s. it's a cool start, but it's going to heat up quickly. we're headed for the mid to upper 80s here today. we'll talk about the peak of the heat and how it looks for our weekend forecast coming up in a few minutes. our fremont camera, i just spotted this. we do have flashing lights. chp shows a crash reported southbound 880 just past the parkway. we'll check out more. it looks like traffic is getting by. there may be a backup. we'll bring you more details coming up. good morning. very happy wednesday to you. a lot of chip companies saw their shares fall, after

washington announced new restrictions on the export of chips to china. we gave you word of that the moment it crossed our desks before the stock market opened tuesday morning on "today in the bay." shares in nvidia down nearby 2% on the news. the ceo of the video game company roblox says people have to come back to the office. the new policy says you have to come to the office tuesday through thursday or accept a rev sense package. that reverses an earlier policy from the ceo who said employees could work from home as long as they wished. they now say video meetings can't replace in-person collaboration. the national highway traffic safety administration investigating cruise cars often seen on the streets of san francisco. nhtsa is concerned the robotic cars can hurt pedestrians. that did happen recently, though the latest case was not the fault of the cruise car. a cruise spokeswoman says

cruise's safety record over 5 million miles continues to outperform comparable human drivers, and points out human drivers are hitting more and more pedestrians. the company called x, that everybody calls twitter, is experimenting with a new program that charges users a dollar a year. that small amount of money forces someone who signs up to use a credit card, and that pretty much guarantees that person is going to be real and not a bot. it's only for new users and it's only in new zealand and the philippines for now. the federal reserve just announced it's going to hold meetings to discuss lowering the fees that credit card companies and banks charge the merchants for the use of debit cards at the sales counter. the charge is big, 21 cents a swipe, plus a small fraction of the price. the number was set by the fed ten years ago when fewer people used debit cards. it only applies to large banks.

project that's being built near the light rail stations in san jose. they're going to offer 569 units, one-fourth of which will be designated as affordable housing. it will include on-site daycare, the first of eight proposed projects going up near caltrain, as well as vta stations. groundbreaking ceremony is scheduled for 1:00 this afternoon. this morning the search is on for a wannabe thief in san francisco, the search for a vintage spice girls concert poster. it was recently stolen from a bathroom from the arcade in cole valley. someone recently discovered it missing over the weekend. it's not the first time. the original poster promoting the band's shoreline amphitheater sign was taken in 2018. this was a replacement vintage poster made by the same local

artist. the arcade is offering a $100 return for its safe return. trending this morning, one celebrity football fan with his own response to the nfl's current love affair with taylor swift. >> this is kind of sort of not a taylor swift stadium sighting. look closely. you can see fans monday night at the l.a. chargers game. they had a celebrity surprise there on the jumbotron, former nsync member lance bass. how do we know it's not taylor swift? because he made a sign saying, to be clear, so there's no possible confusion. take a look closely. >> trying to make it out. >> not taylor swift, that's what it says. >> next time. >> i know a lot of people would mix that up all the time.

[ laughter ] let's get a look at that forecast. >> for some of us, we're starting out in the 40s, but this afternoon it's going to be in the 90s. so quite a range there. you're probably standing in front of the closet like, what in the heck do i wear today. it is going to be so chilly as you step out in the north bay, santa rosa, sonoma at 49 right now. it is 59 in san jose and 53 in dublin. then as we go throughout the day, the temperatures ramp up and we'll have a heat advisory starting at 11:00 and continue through tomorrow evening. for the coast and the bay, the highs will reach into the 80s and low 90s. all of these areas in orange under the heat advisory, but even if where you live is not shaded, it doesn't mean it's not going to be hot. take a look at our south bay temperatures. los gatos reaching 93 degrees today, and we'll see some mid-90s for much of the interior

east bay and antioch headed for 95, 86 in hayward. we're also going to be warm for much of the peninsula with palo alto reaching 90 and 83 in daly city. also, some upper 80s in san francisco. so heating up in the city as well. our north bay temperatures reaching 93 in santa rosa, and ukiah today headed for 94. now, tomorrow there will be some spots that get even hotter. take a look at the south county, near 100 degrees in san martin. very hot temperatures, but we do start to get relief on friday as we bring it back to the 70s and 80s. as we take a look at gilroy, we're going to see the peak of the temperatures on thursday, but then take a look at how much cooler it's going to be on friday, with some upper 70s in the forecast. and it continues to dip into the weekend. we're watching sunday to see if we could get some slight rain chances. i want to give you a heads up, if you do have travel plans,

here is a look at tropical storm norma that may develop into a category 2 hurricane over the next few days. it will be nearing the cabo area as we go toward early next week. so just in case you do have weekend plans for baja, california, you'll need to catch that. at home we're going to see slight rain chances by the end of the weekend into monday. it looks like mostly the north bay. san francisco may get a little more of a heavy drizzle between sunday night and monday. overall not seeing anything, but a significant cooldown in our near future. mike, you've spotted that crash in fremont. >> jerry in the operations center moved the camera to help us out. until a few second ago, i saw a lot of flashing lights. we saw the northbound side, a lot of slowing. i think this crash may have been cleared in the last few seconds. it's in the southbound side at the center divide. now the southbound side cease more slowing and none on the

breaking right now at 6:30, president biden on the ground in israel, as emotions boil over after the massive explosion at a gaza city hospital. we're breaking down new developments overnight and the new response planned for later this morning right here in the bay area. this is "today in the bay." good wednesday morning. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we'll get to those breaking news stories in just a moment. first, our other top story here at home, that weather. meteorologist kari hall has been monitoring that. we're going to get some high temperatures, even hotter tomorrow. >> yeah, so this is not just the peak of the heat, but temperatures do ramp up quickly

for today and tomorrow, and that's the reason why we will have a heat advisory in effect start at 11:00 this morning for these areas that are shaded in orange. and we could see temperatures headed for the upper 80s and even some mid-90s, with a hazy sky and an impact to the air quality. take a look at the forecast high for today, with santa rosa headed for 93 degrees, the record is 92. in san francisco, we could be very close, reaching into the upper 80s. oakland headed for 86, which may be one degree below a record high temperature. and livermore, as well as san jose, expected to stay below a record high temperature, but we're watching these numbers very closely, especially tomorrow. i'll have more in the full microclimate forecast. 6:32 right now. to the breaking news we continue to follow in the middle east, a live look in israel, near the border with gaza. within the last hour, we received a new update on the numbers of dead on both sides of

the conflict. it is now just under 4,900. president biden is now meeting with israeli leaders and there's outrage across the middle east, after a massive explosion at a gaza city hospital. video of aftermath difficult to watch for some, clearly there are many children among those casualties. there are reports of up to 500 deaths. meanwhile, israel and hamas are each blaming the other for the missile strike. israel now says that the work of a rogue rocket fired by a splinter palestinian terror group. >> president biden has indicated to the israelis he does not think the explosion was their fault. >> but, scott mcgrew, many in the arab world are not buying that. >> not buying it. good morning. that's caused another rift at a time when the world really cannot afford another rift. president biden has canceled his meeting with the head of the palestinian authority in jordan, as well as jordanian leaders. abbas, who runs the west bank,

not involved in this. reining in the arab world was one of the key goals for president biden as he takes this fraught trip to the middle east. the explosion at the hospital came at the worst possible time. embraced as he landed by prime minister netanyahu. >> mr. president, for the people of israel, there's only one thing better than having a true friend like you standing with israel, and that is having you standing in israel. your visit here is the first visit of an american president in israel at a time of war. it is deeply moving. >> i wanted to be here today for the simple reason, the people of israel, the people of the world to know where the united states stands. >> he says it's simple, but it's far from it.

biden is there to support israel, but also to warn israel not to needlessly hurt or kill civilians, and he's there to warn other arab organizations, like hezbollah and countries like iran, to stay out of the fight. the jerusalem post is reporting one of the reasons israeli ground forces have not attacked hamas in gaza is because they're more and more concerned that hezbollah, backed by iran and located in lebanon, will attack israel from the north if they do. the israeli defense forces say it has a video showing the rocket launching inside of gaza, the one that hit the hospital. the veracity of that video has not been established by independent third-party analysts. the hospital was run and owned by what we in the united states would call the episcopal church. back here at home, republicans will try, once again, to elect a speaker of the house. their candidate, jim jordan, failed to get the majority of

votes on the first round yesterday, after 20 republicans voted for other candidates. now, the house has no leader because a different set of republicans led by matt gaetz moved to fire the old speaker, california's kevin mccarthy, after mccarthy reached a deal with democrats to keep the government open and funded. here is mccarthy this morning. >> we kept government open, but, unfortunately, gaetz and the crazy eight decided that was the wrong thing to do. could you imagine border patrol agents, those in our military are sitting on aircraft carriers, have to defend what's happening in the world today, but wondering if they're going to be able to pay their rent or car payments? this is where we currently are. >> that pay for soldiers and sailors and the rest of government funding runs out 30 days from now, and there will be no new money for israel or ukraine or the border until a speaker is elected, or, marcus, if a speaker is elected. >> all right, scott. back to the war zone, the

situation on the ground seemingly changing by the minute, with a near-certain ground offensive still looming. "today in the bay"'s jay gray is live in tel aviv this morning. when you think about the hospital bombing there, how are the palestinians responding? >> reporter: with outrage, to be honest. there have been protests across the region, and they continue. in fact, we just got a message within the last few minutes that there's a security alert in place right now at the u.s. embassy in jordan, just across the border from where we are now, under heavy protests at this point. there are protests in beruit that have turned ugly as well, and, again, we have seen a call for violence across the region at this point as a result of that explosion at a gaza hospital that you talked about with hundreds of casualties, we're told. of course, nbc news and other outlets can't get into the area and confirm that independently.

we're not allowed in there. >> so much is changing by the minute, as we were saying. the west bank, i want to ask you about that. the protesters there showing up in force. so what happened when they were actually confronted by the palestinian forces there, security forces? >> reporter: yeah, they pushed back and they were throwing rocks and there was an interaction between the forces and the protesters there, and that's something, i think, again, that we're going to see continue to play out. there was resistance there and there's clearly a growing level of frustration. >> certainly no end in sight for us right now. jay, thank you so much for keeping us updated on what's happening there on the ground. appreciate your work. it's being followed everywhere. here in the bay area, urgent new calls for a cease-fire in the middle east. one new protest is actually planned for later today in san francisco. conejero saab joins us live this morning. ginger, this time high school students plan to make their voices heard. >> reporter: that is correct, laura, they are. thousands of miles away, but they are devastated and outraged by the toll of this war so far. high school students in san francisco calling for a cease-fire with the war between israel and hamas. now, the students come from galileo high school, lowell high school and other high schools in the city, they will be joined by supervisor hillary ronen on the steps of city hall for a press conference in morning. the school is empty at this hour, it is still too early. we will keep an eye on how the morning unfolds, because students are calling for mass walkouts of not just high schools here in the city, but also nationwide in protest to the killings of palestinians in gaza and they are also demanding an immediate cease-fire.

they're adding their young voices to the calls for a cease-fire on this ongoing war that is claiming thousands of lives in israel and gaza, and displacing hundreds of thousands. the walkout comes in the wake of yesterday's blast at the hospital in gaza city. the blast, which we've been talking about this morning, killing hundreds of patients and civilians seeking safety. now, hamas, which controls gaza, says an israeli air strike caused the bombing. israeli officials say one of the rockets fired at israel by palestinian islamic jihad went off course and may have blown up an armed depot hidden by hamas at the hospital. last night, hundreds also reacting to the bloodshed of the war. a candlelight vigil for gaza took place at san francisco's delores park, where hundreds of people listened to speeches condemning israel and the united states for supporting israel. >> we need a cease-fire because

jose this morning. it is dark and early. you know what's interesting, just looking at this, i know the temperatures are going to get up. it is definitely warmer out there. >> for some spots. other areas we're feeling temperatures in the 40s to start. we have that in the north bay right now. it's going to ramp up quickly in terms of the heat and the heat advisory begins at 11:00 this morning and continues until 11:00 tomorrow evening. along the coastline there will be a beach danger with some breaker waves and rip currents. take a look at our highs for the south bay this afternoon, reaching up to 94 in gilroy and 90 in cupertino. much of the interior east bay will reach into the 90s today. oakland headed for 86 degrees and 89 in redwood city. we'll see upper 80s in san francisco today, also included in the heat advisory, with a high of 87 in the mission district area. for the north bay, we'll have

good wednesday morning. the time is 6:46, as we head out in martinez. it's a cool morning, all clear. it's in the upper 50s right now. but it's going to heat up fairly quickly as we go throughout the day. lots of sunshine as we head for the low 80s by 1:00. eventually reaching the upper 80s here. tomorrow is the peak of the heat. we'll talk more about that and a weekend cooldown in a few minutes. in the south bay, 101 and 87 show your northbound slowing that's typical at this time. 87 northbound, sensors show. starting friday night, southbound 87 is closed all weekend long. we'll remind you of the work-arounds coming up. police are expected to

release more details on a scary incident at the palo alto trader joe's near the stanford campus. it started with reports last night of a man telling people outside the town and country village store that he had a gun. police say when officers arrived they found that man inside the store in the employee's break room. they say that he was, indeed, carrying a loaded gun and that he was not a store employee. fortunately, no one was hurt. the store actually closed early last night. it is expected to reopen on time this morning. new this morning, san francisco's supervisors are ready to change the flavor of a popular mission district, but it is coming with a little bit of controversy. >> the city rethinking the rights of street vendors, and everyone else who uses the sidewalks. "today in the bay"'s kris sanchez is here breaking down the proposal. >> good morning, marcus and laura. what would the mission or san francisco be without that snell of the bacon-wrapped hot dogs?

this is a proposal that could shut down all of that because of a few bad actors. california law does allow street venders to operate anywhere that they're not blocking the right-of-way, the sidewalk, and they're not operating near permitted farmers markets or swap meets or special events. in san francisco, the enforcement of this lies with the department of public works, and therein lies the problem. supervisor hillary ronen wrote on her website, i recently learned that dpb workers who enforce the law have been assaulted and had their lives threatened by individuals selling stolen goods on the street. i also found out that dpb workers are wearing bulletproof vests to work and that many workers filed grievances through their union so they no longer had to work in the mission because they feared for their safety. now, ronan says that they found

we're going to see temperatures ramping up as we get a clear view. such a different look compared to yesterday where we had the fog rolling across the golden gate bridge. we're already seeing a change in the pattern and the heat advisory begins at 11:00 for all of these areas shaded in orange, and even if you're not included in that it's still going to be pretty warm this afternoon, and even hotter tomorrow. so our temperatures are headed for the 90s in some spots, as we get a look at the south bay, los gatos reaching 93 degrees, 95 in morgan hill, and as the seven-day forecast comes up at the bottom of the screen, you'll see we'll have hotter temperatures tomorrow. in walnut creek, expect it to reach 93, while oakland and hayward will hit a high of 86 degrees, and upper 80s for much of the peninsula, daly city reaching 83, and a high of 85 for the outer sunset today, and 92 in novato, 92 in clear lake. a heads up, if you do have

travel plans or know someone who is traveling, let them know there is a tropical storm off the western coast of mexico and this is expected to strengthen to a category 2 hurricane as it approaches cabo. by early next week, we may have it moving into baja, california, so we're monitoring for that. here at home, we're going to have a slight chance of rain as our temperatures cool off for the end of the weekend. take a look at this trend. we're going inland from low to mid-90s to low 70s for the end of the weekend. so there's going to be a big drop in temperatures. san francisco will also be heating up, with highs in the 80s for today and tomorrow. and then we'll bring it back to the 60s, with more clouds for the weekend. maybe even a very heavy drizzle or some light rain for sunday into monday. mike, how is it looking in the south bay? >> pretty standard. we mentioned weekday mornings, the commute is northbound and the closure is southbound. i wanted to show you 87 will be

after president biden's arrival in israel, shortly after air force one touched down at about 1:00 a.m. our time. the president sat down with israeli leader benjamin netanyahu. he's there to show u.s. support for israel and to campaign for the release of hostages being held by hamas. his visit comes with passions boiling over, after yesterday's explosion at a gaza hospital, killing hundreds. the president talked only vaguely about the blast, suggesting at one point it was, quote, from the other side. the members dead on both sides of the conflict now stands at nearly 4,900, including at least 31 americans. the "today" show will continue with live coverage of the vit . that's just moments away at 7:00 right after "today in the bay." let's take a live look across the bay area where a heat advisory is set to begin later this morning. meteorologist kari hall is monitoring what we can expect.
