heat advisory in effect. we're timing out your hour by hour forecast, including the cities expected to break record. president biden returning home after his brief stay in the middle east. the new financial help he's promising israel. did this wake you up? a shake alert mistake going out hours before planned. we explain this morning's unplanned wake-up call, and the new apology going out. this is "today in the bay." i am laura garcia. >> i am marcus washington. the heat across the bay area, and our coverage kicks off with meteorologist, kari hall. some places expected to reach record highs today? >> yeah, we have a cool start to our morning but we are right now feeling low 50s in parts of the north bay.

as we take a look at where we are beginning, it's 64 in san josé, but there's still already a wide range in temperatures. hayward right now, we are seeing a temperature right now at 70 degrees. it's warmer in some spots. the heat advisory begins at 11:00 a.m., and continues until 11:00 p.m. for all of the areas shaded in orange. we are expecting those high temperatures to reach into the upper 80s and low 90s. we may be setting up records for this afternoon with santa rosa, the expected high up to 95, and the record is also 95 degrees. that was set just last year. 90 degrees is the record for san francisco, and i think we will be very close. in oakland, livermore and san josé, we're headed for the low 90s, which would break or tie the old record high temperature. now, let's head to today in the bay's kris sanchez live this morning in san josé. kris, you have tips on how to stay cool and safe at the same time, right?

>> reporter: yes, we love a good bank signs when the temperatures are going up, and it's 6:00 in the morning. if you are walking your dog, do it early because the 60s are not going to be around long. the temperatures are expected to go up, and though it's october it will feel like the summer precipitation south bay is going to be hot. temperatures in oakland and san francisco could break records, kari said, and folks might be cranky, too, because there won't be much relief overnight. the overnight temperatures are not going to be very low. beyond uncomfortable for sleeping. the high temperatures could mean the risk of heat exhaustion and heat stroke, which is really what you want to watch for. these are the signs you should watch for and if you see them, you will want to get to a hospital. if you see somebody stop sweatingf the skin looks dry, hot and red, and if the eyes and

the pupils are closed, that's a bad sign. if somebody has a headache, vomiting and fainting, that's heat stroke so get to a hospital. you need to find air-conditioning if you don't have it. run fans if you don't have a/c, and avoid direct sunlight, and take a cool shower or bath to get relief. stay hydrated. that means drinking water before you are thirsty. by the time you are thirsty, it's too late. caffein does not help so stick to the water. if your plan to beat the heat is to head to the beach, be aware ocean conditions are expected to be dangerous with a large swell and sneaker waves expected so don't turn your back on the ocean. keep the kids and pets away from the water. no need to rethink your halloween costume just yet. you may not want to go too

skimpy because the hot temperatures are not going to stick around that long. the heat is going to break, which i am very grateful for because i was really enjoying having the air-conditioning off and knowing that we would be saving a couple dollars. back to you. >> kris, thank you. it's 6:03 for you this morning. with no sign of a cease-fire in the middle east, brand-new information this morning on the total number of deaths. at least 5,000 people now dead on both sides of that conflict. here's a live look this morning towards gaza and the border in israel. this is where we have seen smoke billowing up from continued israeli strikes. there are feels of a wider conflict, but this morning egypt's president did meet with leaders. president biden arrived back on u.s. soil after his trip to israeli and meeting with prime

minister benjamin netanyahu and other leaders. president biden stressed the difference between hamas and the palestinian people, who he says, are suffering greatly. he later met with israeli first responders and terror attack victims. the president now planning to deliver a televised address starting at 5:00 p.m. our time, and it will focus on the white house response to the hamas terror attacks. brie jackson joins us. this is going to include a new statement on the heartbreaking explosion on the gaza hospital. >> good morning, marcus. president biden will deliver a primetime oval office speech scheduled for 5:00 p.m., and it will address the administration's response to the

hamas attacks against israel. the mass supplementary request would include help for ukraine, israel and taiwan. that would be $60 billion for ukraine, and 40 billion for israel, taiwan and the u.s./mexico border. this all comes after president biden's trip to tel aviv on pledging -- where he pledged his support for israel and announced $100 million in new u.s. funding for humanitarian aid for the gaza strip and west bank. the president spoke last night on air force one on why he believes israel is not responsibility for the deadly attack on the hospital in gaza. >> our defense department said

5:00 p.m. pacific time, and we will carry that live in a special report. until then, our website, nbcbayarea.com, is being updated 24/7. a popular earthquake alert app tha already making a lot of news this week is issuing a new apology this morning. perhaps you have shakealert's myshake app. it alerted everybody to an earthquake, and then more than two hours ago, it happened at 3:19 this morning, it sent out an alert that was supposed to go out at 10:19 this morning, but the alert was pegged to universal time. needless to say some that received that alert were woken up out of the blue. shakealert says it's working

with its partners to see why that went out. each october californians practice what to do in the event of a quake. bart will come to a brief stop in response to that drill. >> you can see our quake tracker updating every few minutes, and get tips on how to keep your family safe. a live look across the bay area this morning, which is also under a spare the air alert day. this is all due to the high temperatures and smog across the bay area. i want to bring in meteorologist, kari hall, now. kari, you are watching this, and this also can create unhealthy conditions out there. >> yeah, when we get a high level of ozone in the air with high temperatures, and not a lot of high pressure pushing the pollutants down back down to the surface, and we want to help

with that, and so carpool or catch public transit. it will be unhealthy for sensitive groups, anybody with a breathing problem or heart condition, limit your time outside especially during the middle of the day when the temperatures heat up. in dublin, there will be a huge range of temperatures with mid-60s at 9:00 to 94 degrees for the middle of the day. it will be a cool start but really hot this afternoon abouthe weekend coming up. mike, you are tracking a crash on the east shore freeway? >> yeah, i am. you can see the activity east bay as you are coming by mcdonald. they may have to stop all lanes temporarily because they have to move a few vehicles over to the shoulder, and there's concerned about injuries and somebody could be having trouble getting out of the car.

activities before we hit the high 90s by this afternoon. a heat advisory kicks in at 11:00 a.m. while we are at 81 degrees. we will talk about the heat for now and what is ahead for a weekend cooldown coming up in a few minutes. good news. the traffic break and all the activities have moved to the shoulder and east bay lanes are clear for i-80, and the westbound distraction is also clearing. the bad news is it sends more traffic down to the berkeley curb. the bay bridge toll plaza will get worse coming out of the maze. we will track the commute as it shifts. happy thursday to you. fed chairman jay powell speaks today on wall street, and wall street will pay a lot of attention to that. both tesla and netflix reported profits wednesday afternoon and opened their books to investors and got on the phone with reporters and analysts. tesla, the car company's constant price cuts hit them

hard. netflix is raising prices immediately. a basic plan goes from 9.99 to 11.99. premium from 19.99 to nearly $23. the standard plan which allows you to use two different tv sets at the same time stays the same. most streaming services have been hiking prices by a lot. united airlines will change the way people board. united is going to go to what they call the wilma system. you may remember this because airlines have tried this before. wilma is window, middle and aisle. it makes more sense.

two surprising studies from the central bank this morning. first american families' net worth grew the largest increase since they started tracking the numbers 30 years ago. made richer by raises, and covid era benefits and rising home prices. a different fed study claims the return of student loan paybacks won't hurt the economy as much as we first feared. they say the economy will take a one-tenth of 1% hit. we were talking, you know, earlier before these changes with the student loans, you know, restaurants and things may see fewer customers if people are paying on 500 to $600 loans. i am no fed economists and this was done with a poll, but you

80s, and then by the end of the weekend we could track rain as the clouds move in and temperatures continue to drop. today headed for 97 degrees in los gatos, and 99 in gilroy today. we are going to see mid to upper 90s for much of the east bay as well with danville headed for 95 degrees. oakland reaching 93. still 90s along the coastline. san mateo reaching 92 degrees. for san francisco, upper 80s. up to 90 in the mission district. for the north bay, mill valley reaching 91. ukiah hitting 97 degrees today, so dangerous heat for a few hours this afternoon. then clouds come in and a storm system passes close by, and it doesn't look to bring us heavy or widespread rain, but we will also see several systems passing to the north, across the pacific northwest that could kick up the winds. speaking of winds, hurricane norma off the coast of mexico is

now a category 3 hurricane, going well above and beyond what was expected. this may change a lot of peoples' travel plans. if you had plans to go to cabo this weekend, we will watch a tropical storm coming in, and also affecting parts of mexico. so monitor that if you plan to head to baja, california. we are going to see temperatures in the 90s today. big changes ahead, though, and we will be able to turn off the a/c this weekend and we are headed back to the 70s. a chance of rain between late sunday and early monday. san francisco will see temperatures going from 90 today to 65 on sunday. mike, you were checking in on the trouble spot in the east bay. >> yeah, don't worry, it's not this. the bay bridge toll plaza has a standard build. i thought a lot of traffic would come down out of the trouble spot in richmond but it has not, it has held up. the eastbound crash cleared and the distraction was eliminated from the westbound commute.

happening today, san francisco police department holding a town hall, and this is to answer lingering questions surrounding the recent deadly police shooting at the chinese consulate. that unfolded ten days ago when a 31-year-old crashed his car into the consulate at geary and laguna street. the officers used lethal force. the town hall is scheduled for 3:00 p.m. napa's fourth of july celebrations will look different next year. they are canceling the show

from the way we start out the day to this afternoon. right now 51 in sonoma. it's 58 in concord. then we see temperatures in the upper 70s in los gatos, so some of us feel the warmth already. there will be a heat advisory that begins at 11:00 this morning, and that will continue until 11:00 p.m., as this will be the hottest day we have seen all week long, and the hottest day we will have in quite a while. we are headed to 95 in santa rosa today. 94 in dublin, and 92 in san mateo. even san francisco reaching 90 with some of us hitting a record-high temperature for today. big changes tomorrow as we see the numbers dropping into the upper 70s and low 80s. san francisco may be about 20 degrees lower tomorrow compared to today. 85 expected in livermore to start out the weekend. by saturday we are all seeing 60s and 70s, so we are going to be back to the sweaters before you know it. we will talk more about what is

ahead for the weekend forecast. emotions across the middle east continue to boil over. this is from the deadly explosion from the gaza city hospital. president biden said overnight he believes that explosion was not from israeli strikes. now it was found the terrorists used weapons from north korea, and north korea can still find back channel methods to fund its own weapons program. >> as far as the president's address tonight, we expect for him to ask for billions more to help israel. >> yeah, aid to civilians just

trying to stay alive. as president biden reminded us yesterday, most palestinians don't support hamas, and they took over the government in gaza against their wishes. at the same time, billions of more in military support for israel, which must defend itself. here's the president speaking yesterday. >> we must go back to the beginning and remember who we are. we are all human beings, created in the image of god with dignity, humanity and purpose. the vast majority of palestinians are not hamas. hamas does not represent the palestinian people. >> the president said last night he had, quote, blunt talks with egypt about opening the rafah border to allow in the humanitarian aid, and the white house says it will monitor to make sure hamas does not get

ahold of it. we expect he will ask for 100 billion total, and that will include more money for the fight in ukraine and more money to defend taiwan and more money to secure or southern border and more money to support israel. and congress cannot give him any money, because the house does not have a leader. republicans tried and failed to elect a new speaker yesterday. republican, jim jordan, of ohio. more republicans voted against him in the second round than in the first, and yet they are apparently planning to try a third time. that has many of jordan's own party furious. john rutherford of florida said it's time for representative jordan to understand this race is over. representative jordan is fiddling while the world is on fire. a number of republican lawmakers that voted against jordan are also reporting they and in some

cases, their families, are getting death threats from anonymous callers, including a congresswoman that voted for him on the first round but changed her vote to no on the second round saying it was time to move on. jordan said we condemn all threats against our colleagues. stop it. and we got here because matt gaetz moved to kick kevin mccarthy out of the chair with no plan to replace him. remember, these are not my words but the conservative "wall street journal." what kind of identify nut cake oefrz the man-of-war, tosses the captain overboard and then spends two weeks pulling ropes at random hoping the things will somehow drift ashore before supplies run out.

downloaded the myshake app, you may have got an unexpected alert this morning from the app that went out at 3:19, and it included a voice alert saying this is a test. now that alert was supposed to happen at 10:19 later today, but it seems the time zones were mixed up. here's the acknowledge from myshake on the social media platform x. it reads you may have gotten a test alert from the myshake app earlier today. we acknowledge that nobody wants to get a text message this early and we are working with our shake alert technical partner to determine what happened. many spoke about it this morning. today is the great california shakeout, where agencies, schools and offices are participating with the test, and it comes just a day after a 4.2 magnitude quake hit near sacramento county right in the delta. several cities in contra costa

county felt the quake yesterday, including the city of brentwood. yesterday's earthquake happened 25 miles northeast of brentwood and caused shaking on these docks in rio vista and even backups on the bridge, but overall no significant damage. the other quake measured 4.2, but people received word of a 5.7 magnitude on their phones, and that was concerning and off the mark. >> in the very first samples of that event, it appeared to be a much bigger earthquake. >> reporter: we are here at daly city bart, and if you are riding bart later today, your trip could have a brief pause at 10:19 along with the rest of the great shakeout today. we are told the trains will slowly come to about 25 miles per hour and then take a brief

the mid-70s. if you want the cooler weather after a very hot day, well, by saturday sausalito will have a toast to sausalito festival happening throughout the weekend. we will see the temperatures on saturday in the mid-60s in the afternoon with a few peeks of sunshine. this saturday we have the ucla versus stanford game. it's going to be very cool out there, and the temperatures only in the low 60s, so make sure you are wearing lots of layers especially as temperatures drop in the evening. if you are hanging out in sonoma valley, from friday to sunday we will see a drop in temperatures, going from 81 degrees tomorrow afternoon to 71. that's perfect for a saturday. upper 60s on sunday, and it's will be cloudy and we will be watching for a slight chance of rain. if you are going to the sierra this weekend, that's a live look of the palisades, and it will be cooler by the end of the weekend as we watch rain chances move

in. mike, you were distracted by something in oakland? >> yeah, this glow hovering around and i spoke with cinthia in the weather center, and she said there was an earlier fire near 880 right here, and the smoke, i think, kind of rose up and is hanging out in the area. might be a distraction for folks but it's not a problem as far as anything active going on on the freeway. that's the better news. top of the screen, recovery, and the second crash is not a problem. there could be another crash around berkeley, and we will look at that because i see slowing around university. 242, there could be a fender-bender, and we will track that. 680 shows the build in towards walnut creek. south of there looking good. a mild build at the dublin interchange through the south bay, and a crash north 280 and that will slow you inbound. >> thank you. we are following breaking

radio free europe said she failed to register as a foreign agent. the charge carries a maximum five-year sentence. in march, you may recall, a "wall street journal" reporter was charged with espionage, and he is facing up to 20 years in prison. new this morning, one person is dead after being struck by a muni bus by san francisco city hall. it happened around 1:00 this morning on van ness and owe ferrell. all lanes on van ness have reopened since this morning. san francisco police today also expected to release more information about a father's day rolling gun battle. it happened when two people in the car shot each other after a one-mile stretch on the embarcadero and it started near pier 39. two people in the cars were

injured along with four bystanders. thankfully, nobody died and police did arrest one suspect. that news conference is scheduled for 10:00 this morning. taking a live look in oakland where police are about to increase their efforts to crackdown on car break ins. earlier this month the department release add new strategy, and the recent surge was tied to thieves using a tool that quickly shattered car windows, and they wanted to place undercover officers in high-crime areas to catch them in the act. a news conference is scheduled for this afternoon. then linking spaceflight to more metals in the atmosphere. right now we still don't know exactly how it's changing the chemistry of the atmosphere, but

scientists believe the problem could get worse especially with so many space launches happening around the globe each year. snapchat now being named in a lawsuit by parents that lost children due to the fentanyl crisis. dozens of parents are involved here, all of whom believe their children died too soon from the drugs they never knew were laced with the powerful opioid. one man's son took half a bill of what he believed was oxycodone purchased via snapchat, and investigators determined that counterfeit pill was loaded with fentanyl. >> it's not just about daniel but about the hundreds of children that died due to fentanyl poisoning, and snapchat is propagating this by facilitating and allowing drug dealers to sell counterfeit

advisory begins at 11:00, and after that the temperatures will be ramping up quickly with the heat advisory continuing until 11:00 for all of these areas shaded in orange once again for today. it's also a spare the air alert day. if you can carpool or catch public transit, that will help reduce the amount of pollution we are putting out there because it won't have a chance to mix out due to the weather conditions we have. in the eastbound as well as santa clara valley, where we typically see a lot of the pollutants get trapped, and it will be most unhealthy for sensitive groups. and as we look at the sunrise at richmond, it's going to be in the upper 50s this morning. look at the trend throughout the day going from green to red. you know it's going to heat up fast. for the south bay, it's going to be as hot as 99 degrees today in gilroy. kind of a shock because it has been fairly mild this week. it did get warm yesterday, but not like this. we are going to see the peak of

the heat with antioch headed for 93 degrees. half moon bay even reaching 90 degrees. i think we will hit 90 in the mission district today with parts of the north bay in the mid to upper 90s. it will be hot today but much cooler this weekend. more clouds coming in, and even a slight chance of rain between late sunday into monday as the system passes by fairly quickly. we will have a significant drop in our temperatures. take a look at the trend for the next seven days for the inland areas, going from the 90s today to the 80s tomorrow. the mid-70s after that. mike, you are tracking a crash in the east bay. >> looking at northbound 280, a crash, and there could be a crash after the first fender-bender. 101 is clear right now, but it's starting to build. that's traditionally what we see. this is going on this weekend.
