weapons in limbo after a ruling overturning a decades-old law. new details of the legal decision and how state leaders are responding. this is "today in the bay." good morning to you. i'm marcus washington. >> i'm laura garcia. happy friday. thanks for starting your day with us. we're going to get a look at the forecast in just a minute. first, there's changes. if you plan to hit the road this weekend in the south bay, get ready. there's another freeway shutdown on tap. >> we have team coverage on what you need to know as you plan your weekend. we begin with "today in the bay"'s kris sanchez, live for us this morning along highway 87. kris, this is all to deliver a much smoother commute for a lot of folks out there. >> reporter: i mean, for those of us who take 87, like laura and me, we sure hope so. it's a bumpy ride in many spots on highway 87. you can hear the traffic moving behind probably see it as well. but as of 9:00 tonight, the

southbound lanes are going to be shut down. if you're thinking, didn't we just do this, the answer is yes, but those were the northbound direction. this is the completion of that project. if you take a look at the map on your screen here, you'll see which part of 87 is going to be closed. it's going to be from 280 in the north to the 85 connecter in the south. that's starting at 9:00 tonight. the goal is to reopen in time for the monday morning commute. the work is part of a $69 million project to replace the pavement and update ramps at six intersections, also improve the drainage, which we know has been a problem in the wintertime. guardrails and barriers will be upgraded. bike lanes will be resurfaced as well. as drivers found out last month in the first phase when the northbound lanes were closed, the reroutes can really take some time out of your day. >> i usually drive down the street here, i live right down

the street. maybe 20, 30 minutes. it just depends. that's probably putting it lightly, though, honestly. >> reporter: he said he's just going to say put on his side of the 87 route for the weekend. now, caltrans has been completing projects like this ahead of schedule for the last couple of months. i don't want to jinx it, but hopefully this will be wrapped up before the morning commute starts on monday morning. either way, if 87 is part of your route for your weekend plans, you're going to need some detours, and laura and mike are your folks for that. >> that's right, just in case you want to head south, maybe visit some pumpkin patches or even businesses along the 87 corridor there. >> we talk about the long reroute, but let's call out the fact that there's all these businesses. you might have to come south and then travel north again. that will add time. the big picture as we're looking at the southbound side of the red stretch, 87 south from 280

to 85 will be closed from 9:00 p.m. until potentially 5:00 a.m. in the morning. if you do travel north on 280 and take 17 south back around, that will add 10 miles, just compared to the red route. the other direction south on 280 tohen north on 85, that will add 15 miles. like the gentleman at the gas station said, that could add 20 to 30 minutes, depending on the amount of traffic. if you're anywhere in between as far as your destination, that will take you longer on surface streets. back to you. >> thank you. a look outside, a cooler one for us. >> so excited about more comfortable weather. let me show you some of the records that we set yesterday. yeah, we were in the mid-90s in napa. and in richmond, 92 degrees. sfo hit 88 degrees, san jose reaching 93. didn't have the old record information, but gilroy hit 100 yesterday afternoon. this is the recovery we have this morning, and we're starting

out with refreshing mid-50s for much of the north bay. upper 50s and low 60s elsewhere, and after a nice, cool start, you want to enjoy pretty much all day today outside. maybe going for a run, outdoor workout. sunnyvale starts out at 60 degrees. we'll be at 70 degrees at 11:00, and mid-70s, definitely the warm-up happens a lot more slowly because we're not talking about mid to upper 90s for this afternoon. it will be in the upper 70s and lower 80s. we'll talk about even cooler temperatures for the weekend coming up in a few minutes. >> we'll check back with you. thank you. 6:05 right now. now to developments in the middle east. this is a live look from israel toward the gaza border. just in, the israel defense force now puts the number of hostages in gaza at 200, and there's a new update this morning on casualties, with more than 5,500 confirmed deaths on both sides of the conflict.

32 u.s. citizens are among the dead. 11 more unaccounted for. governor gavin newsom this morning is headed to israel ahead of his scheduled visit to china. the governor is expected to be in and out of the war zone before the end of the day, with plans to meet with families impacted by the violence. california is also now sending medical supplies to the region for people on both sides of the conflict. in our next half hour, "today in the bay"'s ginger conejero saab will join us with a closer look at the governor's timetable and mixed reaction to his visit. an emotional address to the nation from president biden. he's calling for new american support for both israel and ukraine. he's calling it vital for america's national security. of appeal. this is the second time they've ruled against the policy. the first time it happened in 2021, the ban eventually sent back to his desk. new this morning, a unique new push from hollywood a-listers to try to end the actors strike. it includes george clooney, scarlett johansson, tyler perry and emma stone. they're offering to provide the union $150 million to offset costs for studios and streamers over the next three years. the offer would also remove the cap on dues and leave top-line stars to be last on receiving their residuals rather than first. sag-aftra has yet to comment. talks remain at a standstill. it's 6:10 right now. we take a live look at the golden gate bridge. smooth sailing there, smooth sailing into the weekend. also, air quality was a big concern, especially yesterday with the temperatures we received. >> we hit some record highs in the 90s.

we didn't have a lot of improved air quality. today we can see that we have the low clouds back this morning, a little bit more of the mixing with the wind, as well as some more clouds developing. we're going to see improved air quality throughout the day. we're seeing those readings in the moderate range, which means that some of us may still need to limit time outside with any health conditions. but as we go throughout the day, it's definitely going to feel much more comfortable. in berkeley, it's starting out cloudy and we'll only see peeks of sunshine throughout much of the morning, as we reach into the mid-60s, and then our highs reach into the low 70s, compared to the mid to upper 90s. mike, you have changes at the bay bridge. >> the middle lanes were stacking up and they are stacking up, once again. the chp report coming in from traffic management, they're not saying the metering lights are on, but i think they are given the pattern. same for highway 37, same for highway 4 over there. little blips through walnut

surprised it's pop. rap is pop. pop is just popular. there you have it. we need a wake-me-up before you go-go today. >> absolutely. you might be a dancing queen today, because we are going to have some cooler temperatures, and it's going to be nice throughout the weekend. better air quality, too. let's take a live look outside in san jose as we get started. if you do want to go to the coastline today, be careful there. yesterday we had some big breakers and there was a high surf advisory. today they downgraded that to a beach hazard statement. we're still seeing nine foot waves, water temperatures in the low 60s and we're also going to have the dangerous risk of rip currents and sneaker waves. so just a heads up if you do plan to go to the coast. it was so warm yesterday. today we're bringing down those temperatures. we had highs hitting 100 degrees in gilroy yesterday. how about 83? that sounds so much better.

over the weekend, it does continue to cool off. we're on that cooling trend starting today. this is still slightly above normal with walnut creek reaching 83 degrees, oakland at a comfortable 73, and 78 in redwood city, half moon bay upper 60s there, and san francisco will bring it back to the 60s, after reaching the upper 80s yesterday, today in the north bay we'll see napa reaching 82 degrees. we'll see definitely a lot more cloud cover coming in. tomorrow it will be mostly cloudy, and a couple of spotty showers, light mist and drizzle. but a better chance of rain throughout the morning on sunday, and then going into the afternoon it becomes a lot more scattered, but that chance of rain continues for sunday afternoon. so put that in your weekend plans, that it may be raining in some spots, especially the north bay, with a potential of about a tenth to maybe closer to a quarter inch of rain for parts of the north bay. livermore is going to see a significant cooldown, going from

mid-80s today to only 70 on sunday, with clouds and light rain. we're going to keep those 70s in the forecast. i'm not seeing any major spikes in temperatures. it's going to finally feel like fall for quite a while going into next week. mike, now you have a crash you're tracking in san jose? >> we do. what you're looking at, green sensors, including right here at 101, friday light. but there is a jam northbound 87 as you come up toward the airport. here is sjc, north 87 in recovery mode. the crash was in the middle of northbound 87 just before you get to sky port and the off-ramp there, and it was causing quite a backup. they got everything off to the shoulder in the last few minutes and we are seeing recovery. that's better news as you're traveling north on 87. everything else looks pretty light. a little build for 880 south through hayward. back to you. doctors are now revealing the top three items sending children to emergency rooms. you probably have at least one in your home. the change they're calling for in the wake of these new

6:25 this morning. one man now facing vehicular manslaughter charges after a deadly high-speed crash in the south bay. it happened yesterday afternoon at campbell avenue and san tomas expressway in campbell. witnesses say the driver of a honda was speeding when his car lost control, striking the center divide, going airborne before hitting an suv. the suv landed atop of a black tesla. the man in the tesla tied. a woman passenger is critically injured. >> they were just innocent people, just stopped at the light, waiting for the light to turn green. >> police confirming officers arrested the 37-year-old honda driver at the scene. he's now being held at santa clara county jail. 6:26 right now. new this morning, pediatricians are warning parents about the items they say most commonly

support israel. even though one popular freeway route will be full stop this weekend, stick with us. i'll get you moving through the area. it will take you longer, but at least you'll be moving forward. good morning to you on this friday. this is "today in the bay." i'm marcus washington. >> i'm laura garcia. let's get a look at that friday forecast. finally, a cooldown, kari. >> yes, and we've been looking forward to this after such hot weather yesterday, where a lot of records were set. it's a clear morning in san jose, but we are seeing the fog returning into san francisco and near the coastline, and look at our day planner and the trend for today. at 10:00, it will be in the upper 60s. your noontime temperature in the upper 70s. instead of seeing those mid to upper 80s and low 90s, we'll be in the 70s for much of the afternoon. we'll hit a high of 81 degrees, 81 in concord and dublin and 79 today in santa rosa.

we'll talk about a cooler weekend in a few minutes. >> thanks, kari. a heads up for drivers in the south bay. we've been warning commuters all week long that southbound 87 in san jose will be fully closed for pavement repair work. >> mike inouye has details on the closure. i know a lot of folks are wondering, how do we get around this? >> the workaround is simple, but there are a few things to consider because this stretch of 87 will be completely closed starting tonight at 9:00 p.m. there are all these folks that want to visit areas in between 280 and 85. the red stretch, that's only just a few minutes, about seven miles for the drive. we have a longer reroute. if you head north on 280 and then take 17 and then back around to 85, that adds 10 more miles onto the drive. that adds more minutes and that will mean for congestion. some folks are going to choose the other direction, heading south on 280, 101, wrapping back

around, that's another 15 miles. so either of those routes are going to be very popular as folks are avoiding southbound 87 starting tonight at 9:00. there will be more congestion as well. that will add more than probably 20 minutes either direction and that will be a problem. but they've been reopening early, so hopefully we'll hear sunday evening. we'll keep following this because we want to be concerned for the monday morning commute as well. now to developments in the middle east, a live look this morning, this is from israel toward gaza, where 2 million people are still awaiting critical help from the outside world. the united nations calling this a dire humanitarian crisis, with dwindling amounts of clean water, supplies and gas. u.n. leaders now calling for a cease-fire to allow aid to cross into gaza from egypt, and new numbers put the total number of dead at 5,500, this is on both sides of the conflict, with an estimated 200 israelis still being held hostage. at the same time, emotional pleas in the bay area for a

cease-fire. hundreds gathering last night outside of the federal building in san francisco. this is where someone wrote "free palestinian" on the building windows. they're asking house member nancy pelosi to sign the cease-fire resolution currently in congress. they also want the u.s. to withdraw its financial support to israel. here is a live look this morning at stanford campus, this is where students later today organizing a rally for gaza. organizers are calling this -- calling for the school, i should say, to consider a war crimes designation for israel's response in gaza. that rally is today at 4:00. in the meantime, president biden pressing his case for critical new funding for israel and ukraine. >> history has taught us when terrorists don't pay a price for their terror, when dictators don't pay a price for aggression, they cause more chaos and death and more destruction. >> in a rare nationally televised address from the oval office last night, the president

sought to build american support for two u.s. allies, now engaged in conflict. he's asking congress for $100 billion in aid. $60 billion would go to ukraine in its war with russia, $40 billion would go to israel, taiwan and the migrant crisis at the mexico border. he says he's re-emphasizing commitment to ukraine. >> if we let putin erase ukraine's independence, would-be aggressors would be emboldened to try the same. chaos could spread in other parts of the world. >> since the russian invasion 20 months ago, the u.s. has sent more than $40 billion to assist ukrainian forces. california governor gavin newsom making a last-minute previously unplanned stop in israel today, this is ahead of his planned trip to china. but that decision also generating some scrutiny. many people by surprise, other than him not telling us. >> reporter: well, it was that kind of last-minute adjustment and announcement that was made, marcus. those who support the governor say this visit could bolster much-needed support and humanitarian aid for the region, those who criticize the governor, including vivek ramaswamy, who is vying for the republican nomination, say that the governor needs to pay more attention to his back yard, they say this is part of his run for the presidency, but he's doing so in disguise. but albeit within that noise, california is home to the largest arab american population in the u.s., it is home to the second largest population for jews in the u.s. there is a lot of interest, obviously, of what's going on in the region. at this point we don't really know much about the governor's trip so far, other than he is making one. here is what he said on social media, i'm on my way to israel, i'll be meeting with those

impacted by the horrific terrorist attacks, and offering california's support. the governor's office also saying california is sending medical supplies to the region, including supplies meant for the gaza strip. now, that has gotten millions of views, that tweet or that post on x, and thousands upon thousands of reactions. many people asking, why is the governor going, can his visit make a difference. and there are many answers, depending on where political alliances lie, but as far as an answer to running for the presidency, governor newsom has previously said he is not interested. governor newsom is not the only governor in israel. new york's governor, kathy hochul, is also there. she has met with families and people impacted by the war, as well as israeli leaders. now, it is unclear who specifically governor newsom will be meeting with upon his arrival. he is set to land this morning and we are awaiting news of that. we will bring you that as it

overlooking downtown san jose. we are looking forward to the weekend as well. kari is tracking the temperatures. >> cooler temperatures coming in, and there's a lot going on around the bay area. so you may want to kick off the weekend on this evening in san jose celebrating the fahm jam, filipino american history in san jose off of berryessa road. we're going to see temperatures at the start of the event in the mid-70s, really nice and comfortable evening, with a clear sky. tonight we also in san francisco have a preseason game for the warriors, where our temperatures are going to be in the low 60s. if you're going out for dinner ahead of the game, just make sure you have a nice, warm jacket, and then going into tonight the temperatures drop down into the upper 50s. this weekend in campbell, there's oktoberfest, happening both saturday and sunday. i think saturday is going to be the best of the two days this weekend. we're going to see temperatures headed for the low 70s, and just peeks of sunshine.

it's not going to be all clear and sunny. lots of football going on around the bay area, especially with our colleges, san jose state. we'll see temperatures at kickoff at 73 degrees, and then going into the fourth quarter it cools off into the mid-60s and we're also going to have some cool weather for the ucla/stanford game. it will be in the low 60s there, with a breezy wind. i think that's going to feel kind of chilly. looking for some fall foliage, we are reaching the peak and past the peak in the sierra. just now starting to see some hints of colors around the bay area. this is a look at sonoma county, maybe visiting the vineyards. you'll see a lot of bright colors. check out the website californiafallcolor.com. that's one of my favorites to see where to go to get the best picture. heading out this morning, it looks like it's just starting to build a little bit. >> it's not a big deal, but it's there. the bay bridge backup we're talking about, and the slow drive across the span. they're moving smoothly.

charged with a total of eight counts that could see him court martialed for years. new at 6:00, a twist in the civil case surrounding the murder of gabby petito. her family is suing the family of bryan laundry, who murdered her, police say, after she went missing in utah. her body was found in wyoming one month later. petito's parents allege the laundries knew of the murder. 6:46 right now. on capitol hill house lawmaker jim jordan is taking another shot at trying to be house speaker. the first two votes fell far short of the 217 he needs. >> as nbc's garrett haake reports, the growing rift within the republican party is leaving even jordan supporters frustrated. >> reporter: look, this is a mess right now.

the capitol is totally frozen. there is a plan, at least for now, to have a third vote for jim jordan to try to become speaker. that was also the plan yesterday, and the house instead basically never really came into session. republicans spent the day arguing with each other and shot up their own backup plan of trying to take the temporary speaker and give him some additional powers while they got their act together. and even late afternoon, early evening meeting yesterday, it didn't appear to flip anybody. now a lot of republicans are asking, what is the plan, including matt gaetz who arguably got them into this mess. >> i think the big question is, what are you fighting for? what are your goals, objectives here? >> reporter: some of these anti-jordan folks say they do not believe he has what it takes to be speaker, to be a leader in this country, and they're more dug in because they've been getting, some of them, death threats to their office for

refusing to support the more conservative candidate. i can tell you from long experience covering congress that is not the kind of thing that's going to get somebody to change their mind. jordan is talking to reporters this morning, trying to see if he can drum up more support. as we stare down a long weekend of additional votes, 17 days now without a speaker, things are looking pretty bleak behind me. moving you forward toward the holiday season with some advice to keep you safe during the holidays online. believe it or not, gen-zers are three times more likely to fall for online scams than their grandparents, according to google cybersecurity experts, and it costs people under the age of 20 more than $200 million just last year. experts do say you can avoid those online scams, just be wary of urgent requests, like someone telling you to act now or that someone is watching you. also, put phishy language into the search engine to see if it

sfo we had a new record set at 88 degrees, san jose reaching a high of 93 degrees, and we don't have those longstanding records, but gilroy yesterday hit a high of 100 degrees. how about starting out this morning in the low 50s? mid-50s for a lot of spots. it's time to get that refresh and a nice start to the day that will shape up to be a very comfortable afternoon, with san francisco now at 57 degrees. we're at 57 as well in fremont. redwood city as you're heading off for work, we are going to see a mix of sun and clouds, and in the upper 50s as you step out the door. then reaching into the upper 60s throughout much of the afternoon. a look at our south bay highs reaching up to 83 in san jose, 84 in los gatos. this is a huge change from yesterday where we were in the mid to upper 90s. it's going to be 84 today in danville and pleasanton, and along the coast it's also a big drop in temperatures, with upper 60s expected today, 70 in san

francisco, and for the north bay low 80s for today. it continue to say cool off as well going throughout the weekend, but a lot more cloud cover and even a chance of scattered showers, especially on sunday. starting in the morning, continuing on and off throughout the day. you may have to rethink outdoor plans as we see the chance of showers continue. most of the rain doesn't look really heavy, but we could see up to a tenth to possibly near a quarter inch of rain by the end of the weekend. so a lot of changes ahead. mike, you were looking at the drive out of the east bay. >> changes behind me at the bay bridge toll plaza, we have the volume holding steady to mid parking lot. the over-cross moving smoothly, but we're seeing more headlights through the area. that's typical this time on a friday. big burst at a bridge out of richmond, a steady slowdown off of the eastshore freeway. highway 37 and 4 showing a consistent build. south of there looking good,

except for north 87, distracted by two crashes heading past the airport. the rest of the south bay just a little build for 101. 87 southbound closes again tonight at 9:00 p.m., and caltrain will have no service between menlo park and millbrae. happening now, the smart train commuter service just approved a plan to create a second train station in petaluma according to the marin independent journal. the new station will cost about $32 million to build. workers will break ground next month with construction set to finish in late 2024. it will be build three miles away from the current downtown station at corona road and mcdowell boulevard. and a quick look at our top stories, including a major weekend highway closures, goes into effect in a matter of hours and will likely leave a lot of people scrambling in the south bay. we're going to have solutions that may even make it safer for that may even make it safer for your plans this weekend.

welcome back. we are moving you forward with a look at our top stories here on "today in the bay," starting with new developments overnight in the middle east. >> that's right. we have a live look from israel toward gaza, where 2 million people are still awaiting critical help from the outside world. the u.n. is now calling it a dire humanitarian crisis, with dwindling amounts of clean water, supplies and gas. u.n. leaders are now calling for a cease-fire to allow aid to cross into gaza from egypt. new numbers put the total number of dead at 5,500 on both sides of the conflict, with an estimated 200 israelis still being held hostage. california governor gavin

entire weekend. 87 south will close between 280 corridor in the north and the 85 connecter in the south. that will start at 9:00 tonight. caltrans expects all work will finish up in time for the monday morning commute. northbound lanes got the same treatment just last month. mike, of course you know all about those roads out there. what are the best workarounds? >> the easiest one, over here south 87 is closed, so the easiest route if you're sticking to freeways is 17 or 101. you can loop back on 85. the yellow route, you head south to 101 and loop back on 85 again. the yellow route is the longer one, 15 extra miles. the other route on 17 is 10 extra miles. it will add extra time and extra congestion on surface streets as well. that doesn't consider if you're trying to get somewhere in the middle. >> allow extra time. good thing it's the weekend.
