new answers this morning about calls to police a short time before those shots were fired. plus, increasing safety and access for commuters of all types. the new transit push by one east bay leader starting with a trip this week to the east coast. this is "today in the bay." >> good monday morning to you. 5:00. hope you had a great weekend. thanks for starting your week off with us. i'm laura garcia. >> i'm marcus washington. we'll get a look at the commute in just a bit with mike, but want to get to that forecast. get outside this morning. it's a wet start. >> we had rain off and on yesterday and it still continues for many of us this morning, and everything is just covered in wet dampness out there as you get started. you may need the windshield wipers for a little bit, but the rain is starting to taper off. that will be the trend as we're not seeing a lot on the radar, but we are still dealing with light showers moving through parts of the bay area, after

getting a pretty decent amount of downpours for much of the bay area yesterday. once it clears out, it's going to be breezy and 71 in san francisco. we'll see mid-70s for the tri-valley, as well as the southbound, and some upper 70s for much of the north bay. we'll talk about more changes ahead in a few minutes. mike, you're starting with san jose highway 87. >> it's not because of the closure. that picked up nine hours ahead of schedule, so that's kind of the schedule they've shown us. southbound 87 has been open, but northbound 87, there was a report of a hazard in the middle of the freeway. the northbound side, there was a dumpster truck on fire, the incident reported in the file here. we're going to track that. but no slowing has shown up. little green highlights here and there. there will be wet roadways. lighter mist, but slick conditions. just be careful out there for your early drive.

back to you. this morning in the middle east, humanitarian aid is trickling into gaza as the war continues. here is a live look at israel where air strikes are intensifying. convoys carrying food and water now entering gaza through the border crossing in egypt. people on the ground say what's being brought in is still not enough to meet the overwhelming need. they add that fuel remains in short supply. meantime, the israeli military is notifying the families of 222 hostages taken by hamas, including foreign nationals, infantry forces are continuing raids in order to search for those who have been kidnapped. "today in the bay"'s brie jackson is live in washington this morning. we're also learning more about the two american hostages that were released on friday. >> reporter: that's right. good morning, mark it. president biden and israeli prime minister netanyahu spoke over the phone sunday and agreed that humanitarian assistance will continue to flow into gaza.

meanwhile, the u.s. is increasing its military presence in the middle east. a sense of relief following the release of two americans held in gaza, judith raanan and her 17-year-old daughter, natalie. president biden speaking with them from the white house. >> i want to thank you for your support of israel. >> look, that's been long-standing. i'm just grateful we were able to get you out. we're going to get them all out, good willing. >> reporter: the biden administration is still working to secure the release of all of the other hostages taken by hamas terrorists. the u.s. is also increasing its military presence in the region, which includes deploying advance missile defense systems. >> this is not by way of in terms of what we're doing by provocation, it's designed to deter, make clear that no one should use this moment in any way to escalate. >> reporter: as the fighting intensifies, senators visiting

tel aviv denounced hamas' attacks. >> i just want to say i agree we have all suffered losses, not just israelis but palestinians. they are victims of hamas as well. >> reporter: there's a bipartisan push to keep humanitarian aid and other help flowing. >> we know there's support in the house and we think we will get this done and get it done in a timely way. >> it's not only in the interest of the countries in the region, it's in america's interest, it's in the interest of our world. >> reporter: the u.s. moving more military resources to the middle east, with the hopes of preventing this conflict from spreading. aircraft carrier and attack ships, and putting more u.s. troops on standby who would deploy on short notice, marcus. >> brie, also the conflict going on in the middle east comes as

house republicans continue to search for the house speaker. where do efforts stand there? >> reporter: so right now there's no clear candidate or no clear front-runner. nine house republicans have officially launched a bid, the candidates include jack bergman, byron donalds, a big supporter of former president trump, and majority whip tom emmer of minnesota. tonight they'll make their case to the party in a closed-door forum, then on tuesday morning the republicans will hold another internal vote to choose their next nominee. and then that person will be put on the house floor -- a vote will be put on the house floor and the hope is that they'll try to get to 217 votes. but that's eluded them over the past couple of weeks. >> we've been over this a time or two recently. brie jackson in washington this morning, thank you. and as the war rages on, we will continue to bring you those

updates in all newscasts. visit nbcbayarea.com to get breaking news developments. you can also get alerts sent straight to your phone by downloading our free nbc bay area app. fresh off his stop in israel, governor newsom is in hong kong this morning. a short time ago, he took part in a fireside chat at hong kong university focused on climate change. this is the governor's first event in his week-long trip to china. most will be focused on green energy and new environmental partnerships. police in oakley are on the hunt for a person after a deadly shooting at a house party. it happened on shannon road. a total of four people were shot. a 16-year-old died at the scene. the other three victims are all expected to survive. police say about 30 minutes before the gunfire, officers were called to the same home and asked an 18-year-old resident to shut things down, which officers say he agreed to do. one neighbor who works as a security guard says, after the

gunfire, he ran over to help. >> i said, i've got to save him, i've got to try to save someone. i just grabbed a tourniquet and ran outside and was yelling, who shot, who is shot. >> police spoke with one witness who said the shooting may have followed some type of commotion involving a group of partygoers stuck outside, who went around the side of the home to enter. at this point investigators believe they're only looking for one person but not saying more about possible suspects. new video showing illegal sideshows in the north bay. this one took place last night near the intersection of b.w. williams. we're told this lasted around 45 minutes before the group left. a similar sideshow happened in that same spot last weekend. we did reach out to vallejo police department for some details but have not heard back. an east bay mayor is taking his push for commute safety to

washington, d.c. today. >> "today in the bay"'s kris sanchez is joining us from the newsroom on more of what the emeryville mayor wants. >> the u.s. department of transportation has almost $200 million on the table for very specific projects, and emeryville mayor john bauters wants as much as he can get. he wants to transform the 40th street shellmound corridor to make it safer for people biking or walking, on buses, trains or cars. >> we're envisioning a really big project. we're looking to do all of 40th street through our primary commercial and hotel corridor, where all of our jobs are centrally located, and then shellmound street through the public market. >> reporter: the mayor says the city has about half of the $30 million that it needs for that project through local and state funds. and while the d.o.t. is still deciding who is going to get the

reconnecting communities grants, mayor bauters is hoping a little in-person visit in d.c. might showcase the fact that the city is ready to put the money to good use. by the way, the bay area has already benefitted from these reconnecting community grants, as san jose and oakland got money for projects last year. so stay tuned. >> thank you very much, kris. 5:09 right now. this morning, southbound highway 87 back open following a weekend-long closure. caltrans opened them nine hours ahead of schedule. it was closed all weekend long for repaving. this is the second time in two months caltrans has shut down this stretch of road. nice and smooth this morning. taking a live look outside in san jose as we know there's a wet start. meteorologist kari hall has been tracking that rain. look, it's been sticking around since yesterday. >> it's starting to taper off. as we take a look at the last 12

hours on our radar, as the system moves through, it really brought some spots in the bay area, even the sierra, a heavy amount of rainfall and a few thunderstorms. now we're starting to see this moving away, but still some lingering light showers on your drive this morning. your east bay commute still shows we have some light showers coming down, windshield wipers on, as the roads are still wet. we are going to eventually see g up as we go throughout the day. temperatures in the upper 50s now, headed for the upper 60s. we'll talk about more changes ahead. mike, you're looking at hopefully lower gas prices. >> subtle in some cases, more pronounced in others. we'll start in south bay, san jose, $4.59 at quick serve on alum rock avenue. in the north bay, arco on redwood highway in the middle. $4.83. contra costa county, concord's best is $4.87 at the concord

hill, starting out with cloudy skies and damp conditions. but it's going to clear out and shape up to be a nice day. we'll talk about more nice weather in our microclimate forecast in a few minutes. we're looking at the bay bridge from emeryville. that's a clear view and clear drive right now. we look at the city lights in san francisco. i-80 is the bridge, but it's also in richmond and that's the area where i've got a crash on the grid. we'll check out i-80 and the upper eastshore freeway. first, let's check in with bertha. >> hi, mike. i'm bertha coombs from cnbc. we've got wall street looking like it's going to open lower, extending last week's losses. we've got a big week of earnings on tap, but the markets are coming off a tough week about concerns with interest rates going higher, we are seeing that this morning. the ten-year treasury yield is above 5%. the dow, s&p, and nasdaq are all

in the red this morning. last week we saw the dow fall 1.5%, taking all of its gains, erasing all of them for the year. the s&p was down nearby 2.5%, the nasdaq down more than 3%. in focus this week in terms of economic data, we're going to get numbers on housing, gdp, the strength of the economy, jobless claims, durable goods and inflation. and it's the busiest week for earnings, with 30% of the s&p and 40% of the dow reporting results, including mega cap tech giants. instagram is testing a new feature to let users make custom stickers from their own photos and pop them into reels or stories. the tool selects the subject of the photo and removes the background, creating a free-floating sticker. instagram says in addition to creating stickers from photos saved on your phone, you'll also be able to choose from eligible

morning. it was nice to see some rain over the weekend, and for some of us it was a pretty decent amount. i'm still tallying up some of those rainfall totals. i did see that mount tam had about 2 1/4 of rain. that was a lot for this early season system that came in. for some of us on the drive this morning, it's still pretty wet. cars in front of you kicking up water as you drive across the interstate on your way to work this morning. just be careful, slow it down this morning. we are seeing things really taper off in terms of some of the heavier rain. there are still light showers moving through. kind of hit or miss across parts of the east bay into the south bay, especially. but as far as temperatures, we're headed for the mid to upper 70s for many of us today, and it's going to be really nice this afternoon. once the sky clears, it's going to be breezy and mild, with temperatures also in the mid to upper 70s tomorrow, just

slightly warmer. we will have a cooldown coming our way for the middle of the week. we'll be breaking out the sweaters, with our temperatures in the upper 60s. it may be windy as well. as we get the cold front dipping through, it looks like much of our rain stays to our east. we're watching out, because there could be that slight chance of some quick-moving showers. other than that, we go back to dry conditions for much of the week. take a look at livermore. we go from our start of the week in the upper 70s to looking ahead with temperatures in the 60s from wednesday on. it is going to be a nice little break and feeling more like fall as our temperatures continue to dip, with gusty winds, and also not looking at much more in the way of any rain chances through the end of the week. san francisco will see temperatures in the upper 60s today, we'll bring it back to the mid-60s from wednesday through the weekend. mike, what is it looking like in san jose? >> you mentioned there might be some damp roadways and on the lens we see a sparkle from a

welcome back. it is 5:25. southern-based car company is entering the electric vehicle market. you won't need to necessarily plug it in to charge. this is the fisker ocean, made by the company fisker. there are solar panels on the sunroof that add to the charge while it's parked or moving. it gets more than 300 miles on a single charge. the company says the panels are so strong, they can even power a house. >> power goes out, i can plug the car in and it will electrify the house for me, and that can last up to seven days.

israel/gaza border, where it is now midafternoon. more relief supplies are set to flow into gaza from egypt following a weekend call involving president biden and israeli prime minister benjamin netanyahu. the much-needed humanitarian assistance comes in the wake of relentless new air strikes overnight. israeli missiles struck targets across gaza, including areas where palestinian civilians were told to seek refuge. leaders say the total number of confirmed deaths tops 5,000, including more than 2,000 children. amidst fears of a widening conflict, the u.s. is increasing its military presence in the middle east. that includes adding a new boost to air defense systems. retired u.s. general mccaffrey explains additional american forces underscore just how important this conflict is to the united states, and the white house effort to maintain peace elsewhere. >> i think the primary focus right now of the biden administration, secretary tony

blinken, and also the secretary of defense, lloyd austin, is to prevent widening of the war. it's right on the cusp of a disaster. passions are high. >> israel says it's stepping up its air strikes in order to reduce the risk of its troops in the next stage of the conflict. now, the ground phase, many believe could launch any time now. at the same time right now, renewed efforts this morning to free more hostages in gaza. this is following friday's release of two americans who spent nearly two weeks in captivity. >> secretary of state blinken is expressing new hope that this can kick-start the release of more hostages. "today in the bay"'s ginger conejero saab joins us live in san francisco this morning. ginger, we're learning about why those americans were released. >> reporter: well, we have learned a little bit about it, but not much more, marcus and laura. secretary of state antony blinken himself saying he simply doesn't know why the hostages

were released and why now, but he did say that it is gratifying to see their release, the release of judith and natalie raanan, after weeks of working on this and focusing on this. he says they sounded strong of spirit and strong of mind when he did speak to the released hostages. now, they are extended family members of former nbc bureau chief martin fletcher, who will be speaking later on the "today" show this morning about the release of his family members. secretary blinken saying he hopes this signals the release of more in the days and weeks to come, but actions, not words, speak when it comes specifically from hamas. >> we don't know why hamas chose to release natalie and judith first. i use the word first advisedly. what i can speak to is our incessant efforts from day one to try to get people home, try

to get them out of gaza with their families and loved ones. that is continuing as we speak. this is something we're engaged in virtually around the clock. [ crowd chanting ] >> reporter: and you can hear those chants, bring them home. back here in the bay area, those are the calls for hostages to be released. they are continuing. this rally happened over the weekend in san jose, with an estimated 400 people demanding the 200 israelis kidnapped by hamas be safely return. the search for missing loved ones hitting close to home for many here in the bay area. after the rally at city hall, hundreds marched through downtown san jose to plaza decesar chavez to light candles. also, yesterday people gathered in support for palestinians and those who have fallen victim to

the war in gaza. it is one of several weekend events responding to the climbing death toll as israel intensifies air strikes in gaza. people there desperately calling for a cease-fire. and those are just some of the continuing protests and gatherings across the bay area to collectively call for change, collectively call for an end to the bloodshed. we can expect more to come in the days and possibly weeks ahead. marcus and laura. >> most definitely. thank you very much, ginger. that situation in the middle east seemingly intensifying by the minute. >> yes, very much so. "today in the bay"'s jay gray is live on the ground in tel aviv. jay, there are still fears of a widening conflict as well, even as this new aid is arriving in gaza. >> reporter: no question, laura and marcus. good morning to you. we've seen some of the choppers heading south for gaza in the air over tel aviv, heard the jets and drones as well. things have intensified

dramatically over the last 24 hours with regards to air strikes there. 320 military targets, according to israeli defense forces, hit overnight, including tunnels, including operational command centers. they are clearing an area around the border. we've been told that strike teams, idf strike teams have moved across the border, searching not only for those who are being held hostage, but also clearing the area, they say, of hamas gunmen. one of the idf soldiers was killed, three others wounded during one of those raids. from the other side of this, the hamas ministry of health says that more than 400 people were killed overnight during those strikes, and that 182 of them are children. they're also saying that 12 hospitals and 32 health centers have been forced to close down in gaza because of a lack of fuel at this point. aid is moving in. the pace not nearly what is needed there. 17 trucks yesterday, 20 today.

the u.n. says that's about 4% of what is a normal day before the war of things moved in, supplies for those in gaza. the white house is promising a continuous flow of aid into the area. what you won't see moving in, though, the fuel. israeli teams searching those trucks as they pass through and making sure that no fuel goes in. they say none will go into gaza until after this war. the u.n. says the hospitals that are still operating have about two days of fuel left before they're forced to close down. that would create, they say, a huge cries health-wise, and doctors in many instances are using just the light from their cell phones, guys, to conduct surgery in the theatre there. so it is a dire situation right now inside gaza. >> exactly. how are they even coping. jay, thanks for the very latest. it's 5:39 this morning.

and the ceo and co founder of the annual tech summit is resigning. patty cosgrove came under fire after making comments critical of israel and its war with hamas. last week he posted that war crimes are war crimes, even when committed by allies and should be called out for what they are, end quote. in response, alphabet, meta and amazon canceled their attendance at the upcoming summit. he is now walking back his comments and apologizing for distracting from the event. loved ones are talking about the recent arrest of a former major league baseball accused of the deadly shooting of his father-in-law in lake tahoe. the shooting happened in 2021. late last week police in nevada arrested a former baseball standout, danny serafini, along with a woman investigators believe served as a family nanny at one point.

police say serafini shot and killed gary spohr and his wife at their lake tahoe home. he died at the scene, his wife endured a long recover roy and last year took her own life. yesterday nbc bay area spoke with their daughter. in a statement she says, in part, i feel an immense weight lifted off my shoulders. i've held onto my parents' ashes as i never felt right scattering them without the justice they deserved. moving you forward on the reopening of a popular winery more than three years following the devastating wine country wildfire. the fire destroyed the 1,500 structures in september of 2020. those flames heavily damaged the calistoga sterling vineyards and destroyed the aerial gondola. today it officially reopens its doors with a modernized gondola. the ribbon cutting is planned

for 11:00 this morning. something else to fill your cup with, rain over the weekend. what a change in temperatures, kari. last week it was in the 90s in some parts, and now feeling like fall. >> yeah, and we have a lot of fall-like weather in our forecast throughout the rest of the week. i don't see any more 90s, so that's the good thing. we're also going to see the rain we had yesterday starting to taper off this morning, and eventually we'll head back for more sunshine. it may be misting and drizzling on your way to work, but it will be clearing out throughout the day. in hayward, starts out cloudy, temperatures in the low 60s. by 9:00, we're seeing sunshine and it's sunny from that point on into the rest of the day. we head for temperatures reaching 73 degrees. we'll see mid-70s in san jose and upper 70s and low 80s for parts of the north bay, and just slightly warmer for tomorrow afternoon's highs. we'll cool off on wednesday and talk more about that, as well as if we'll see rain in a few minutes.

mike, you're tracking a couple of issues for the commute. >> absolutely. the biggest concern right now is westbound across the san mateo bridge. it's reported at the incline, which we can see right here from our cameras, the cars are going up. reports of a disabled truck there. about 15,000 pounds of truck. they need a medium rig to move it. i haven't seen any slowing on the live camera, and on the sensors everything moves smoothly. the reports are there's a crew there as well. we'll watch west 92. consider the dumbarton bridge. southbound 101 there's also right now a temporary block for south 101 because of a crash reported around poplar. we'll get the update from chp on the peninsula. meanwhile, the eastbound moves nicely, blip for san jose. blue contra costa county, we do see slowing for highway 4, pittsburg, bay point, and out of contra costa county. it's 22 minutes vasco road down

11-term congressman pete sessions of texas, to brandon donalds of florida, who has only been in office two terms. the wide-open race comes after house judiciary committee chairman jim jordan lost three votes on the house floor and majority leader steve scalise pulled his name, after failing to gain another support. with a government shutdown looming, republicans face mounting pressure to end the in-fighting. >> it's too dangerous right now. the world is on fire. this is so dangerous what we're doing. >> today candidates will make their pitch behind closed doors. they'll need to get 217 votes, potentially among rivals, to win the speaker's gavel. new this morning, cal state east bay want to make sure that licensed cannabis sellers have all the tools they need to abide by the growing taxation and insurance rules to stay legit. >> "today in the bay"'s kris sanchez joins us with a look at

csu east bay's big program. >> they're always forward looking in terms of getting their students ready for what's next. we do know that california cannabis growers account for about 20% of all of the legal marijuana in the country. the problem is, california isn't producing as much as it used to, legal-wise. take a look. last year california's legal sellers had almost $5.3 billion in sales, and it might seem like a lot, but that actually is an 8% drop over the year before. california has just about 1,000 legal dispensaries. the university, cal state university east bay, is partnering with training platform green flower to launch four different certificate programs. this includes healthcare and medicine, business, compliance, and risk management, even agriculture and horticulture. both sides say their partnership in the programs come, in part, in response to the heavy regulation cannabis businesses

valley into the sierra. for the bay area, we had off and on light rain, now we're not seeing too much activity. we are still seeing some mist and drizzle across much of the bay area. as you head out in brentwood, temperatures are at about 60 degrees. it's mostly cloudy, but we will see things clearing out quickly as we go throughout the day. it's going to be nice and mild. as we zoom into the south bay, cupertino will be 60 degrees. for much of the east bay, upper 70s and low 80s. 73 in oakland and also 73 in san mateo. for san francisco, we could reach about 70 degrees downtown, and in the mission district, mostly upper 60s, and for the north bay north bay, hitting 70, santa rosa will be one of the warmer spots, reaching 77 degrees. there will be another cold front dropping in with rain very close by. we're watching to see if we can get at least a slight chance of rain out of that as we go toward

the end of -- for the middle of the week. by the end of the week, we're seeing breezy winds and looking pretty dry. across the region it looks like things stay fall-like. take a look at these temperatures in walnut creek going from upper 70s for the start of the week to 60s from thursday on. and at least into the start of next week it's going to feel like fall, and at times some breezy winds. a look at our seven-day forecast shows temperatures cooling off for much of the rest of the week, especially in those morning hours, with upper 40s ahead. get ready for that. mike, you're seeing a hazard on the bay bridge. >> literally seeing it because we checked with our other camera angle. we saw hazard lights just before the treasure island tunnel. in the last few seconds i've seen another set of lights arrive. i believe there may be help. you see traffic slowing and really looking like it's stopped. it's one of those optical illusions as they make the bend.
