on a friday morning. >> we begin once again in maine where shelter in place orders are still in effect for several communities. the suspect in wednesday night's massacre still on the loose. >> multiple law enforcement agencies are involved in this ongoing manhunt for robert card who has been on the run for 36 hours. new questions about the alarming warning signs that may have been missed as we learn more about the victims of a horrific tragedy. >> 18 were killed, making it the deadliest shooting of this year. according to the archive, it is the 566th mass shooting in america in 2023. >> got team coverage this morning. we'll start with nbc sam brock in lewiston. >> reporter: nerves are certainly rattled here especially after a late night rush surrounding the property of the card family that ultimately proved to be a false alarm we are learning crucial new

information about the suspect's time line and how police say he managed to go to a bowling alley to a bar over my shoulder in minutes. the family says they have been worried about his mental state for months the clock is is ticking this morning, and an all-out manhunt for 40-year-old robert card considered armed, dangerous, and likely off the grid. >> this is someone who should not be approached. >> reporter: after the mass shooting in lewiston, maine that left 18 people dead and others injured. >> reporter: accused of killing with a rifle authorities expanding a shelter in place order as overnight they executed a search warrant at the card family property, calling for anyone inside to come out with their hands up. eventually leaving as there was no sign of the suspect among many developments, law enforcement officials telling nbc news a note was recovered at card's home police also say they found a gun in a white subaru that's been linked to the suspect.

it is unclear if it is the same weapon used in the shooting. as the search continues, the public learning more information about card two senior law enforcement officials saying the weapon was purchased in 2023 as card's family tells us they were increasingly concerned about his mental health after he began hearing voices his sister-in-law saying they alerted police and military officials months ago telling nbc this july army battalion leaders said he was, quote, behaving erratically. card then receiving a medical evaluation how could someone that fits that profile still be in possession of automatic weapons former army reservist says card taught him how to use an m-16 rifle as the community reckons with the violence. a change of heart from a local congressman who had previously >> announcer: this is an

>> announcer: this is an nbc news special report. here's craig melvin. we have some breaking news right now, we're about to get an update from officials in maine on that manhunt for robert card, card is the accused gunman in wednesday night's deadly shooting rampage at a bar and bowling alley in the town of lewiston. we can tell you overnight a search warrant was executed at a property belonging to the card family. no arrests were made, but let's listen in to law enforcement officials right now. >> assure all that a tremendous amount of law enforcement, manpower, time and effort is being utilized around the clock, literally around the clock in every effort to apprehend the suspect as well as to safeguard this community. as the chief of the lewiston maine police department i'm thankful for the community's outpouring of support being offered during this tense and trying time. i extend my deepest appreciation for law enforcement partners who

have responded literally from around this nation. again, i will ask the community to be as patient as possible with this process. realizing that there are many, many moving parts in coordination of efforts involved between multiple agencies. we will attempt to provide as much information possible as this investigation proceeds forward. i would also like to acknowledge and thank the many businesses, restaurant owners, individuals who have provided meals and other essential items to support an investigation of this magnitude. following this press conference details will be shared regarding counseling locations, where somebody can make a donation if necessary, or asked, and the hosting of several different vigils, i'm sorry. on behalf of the hundreds of law enforcement officers who have descended upon our great city over the last three days we want

to extend our heartfelt support as well as our sympathies to the victims and families involved in this senseless tragedy. thank you, and i'll turn it back over to mike. >> thank you, chief, i appreciate that. so i guess for starters i want to make sure that we always take a moment to acknowledge the victims, their families, and how this is negatively impacting the state of maine, the city of lewiston, and really our entire country, we know when these things occur around our country we are all so incredibly focused on what happened, and then we try to get to the why. and there are certainly times when we can't quite figure out the why because every one of these situations is so tragic, so outside of the norm, that it makes it difficult for community members of all types, in all locations, east coast, west coast, doesn't matter, to fathom how these kind of things can occur in the greatest country in

the world. so, we're going to continue to work towards that. and as a piece of this i wanted to come in and really speak to the partnership that we are committed to to have with you, and as we start to really flow into an operational period, we have more of a pattern to see what we're doing day in and day out, i'm going to commit to you to have a morning briefing every day at 10:00 here in this location, as you can imagine some of those briefings may be longer than others. i want you to know that you're going to see us in the morning and we're going to go over what happened overnight and we're going to talk about the plan of the day. and i'll speak to that plan of the day here in just a second. i would also say that we will certainly be considering afternoon briefings as well. if something new came up or something that we believe would be helpful for you to know and the communities to know, then we'll get back to you.

either way, you will receive a communication from our pio shannon moss, either saying we're going to have a briefing, or we're not. so that you kind of have some idea of what your day and your afternoon is going to look like as well. i would also say that these delayly briefings, as you can imagine, will be more operational in nature. that our families, our communities, our loved ones are always going to be in the forefront of our mind, and certainly in our hearts, but we do want to talk to you about this is what we're going to do, this is what we did, because i know that's incredibly important to you and then you're going to share that appropriately with your viewers, with your readers, and can that's going to help everybody start that healing process as well. i know that information is power. you also know that there's going to be times that i won't be able to give you all the information that you need, or certainly that you want. and that won't be done because we're just not going to tell them, that's going to be done from an operational standpoint or tactical standpoint there are

safety concerns that i have for our first responders, and that we all have for our community members. so please keep that in mind and i will go back to like a q&a kind of a period. we want to allow that opportunity, and we're going to try to do the best we can, but if in my mind the mass starts leading to i'm going to get asked ten questions and i can't answer nine of them, then maybe that's counterproductive to a certain extent. we're going to try to front load as much information as we can, again, with these particular sessions. so that is kind of the plan moving forward. and to speak to today's briefing in particular, i would tell you that the overnight hours, and we are on 24/7, and we will be until the suspect in this case, again, is brought to justice. so overnight our officers, our investigators, when i say our, i'm talking about local county, state, federal, all of our partners have been continuing to

work 530 plus tips and leads that have come in from the general public, from a number of communities, a number of different relationships. and as you can imagine those vary greatly, depending on that individual's knowledge of what happened and what they want us to do about that. so we're continuing to check those things off the list as we go. we're also continuing to do searches at the two primary venues here, the one being shemengees bar and grille, second, the spare time bowling alley. and you're thinking what's taking them so long to work these scenes? everything we watch gets solved in an hour and it's all taken care of. in order for us to do our jobs, to be professional about what we do, be respectful of the victims and the families we're working with in the process in which we work, we have to take offer

time. we're going to be processing every square inch of these facilities, not only do you have the victims in question, but every one of those rounds that got fired need to be investigated. every one of those cartridges that lays on the ground needs to be collected. the vehicles that are in those parking lots, everything that we do around this, we need to be careful, we need to be professional, and that's what we're committed to do. so i would expect that we're still days away from completing those particular investigations, those particular crime scenes. so you'll continue to see us at those locations without question. and because of that, there are also affidavits, and affidavits are essentially the first step in a search warrant or an arrest warrant or whatever that looks like. so we're continuing to draft affidavits ultimately for search warrants around any kind of digital media that we're hoping to attain or investigate. that could be phones, that could be computers, that could be video from any location. so our officers, our investigators continue to work

on that material. and so that's a lot of that stuff overnight, as well as using that 3:00, that 4:00 in the morning, using that time frame to kind of plan out what the next day is going to look like. so, we've tried to get some people rotated through for operational periods, we're going to get them some rest. now lest plan what the next day is going to look like. we have a morning briefing which kind of kicks off and says this is what's going to happen, we need a team to go do this, a team to do that, this is who our team leads are, this is the process and then we let those folks loose to go do the good work and we're going to try to share some of that information with you. so as we discuss that, and we have some maps and some other additional information up here with us right now, i will talk about a couple of these locations here. to the best of my ability, obviously there's a lot of us here, and this isn't ideal as far as these maps go. but if you look at this boat

launch overview as an example, this dot here is that lisbon boat launch area we've discussed. that's where the suspect's vehicle was located, that white subaru station wagon. and i'll also say we have these three primary maps but this qr code here, and whether you can get it from your seats or come up after the fact will give the digital version of those so you have those ready available. you certainly understand how all of that works. so we talk about that boat launch area, and can that particular location is 501 lisbon street, the scott landing is at this location. i believe we have friends from the media out in that area now, and what will happen in this general location today, is that we will be putting divers in the water along that river, which you see here, and that's going to look like a couple of different things.

so the very first thing you're going to see out there is you're going to see air resources that will fly over this particular area, and they're looking to see what can we clear from the air? we have to put divers in that particular area or can i tell from the top based on the current and how muddy the water is and all those other things, can i see to the very bottom here? and so that's going to start this entire process. then there's going to be some screening, and some divers that are actually in the water that may start on this side, by the boat launch, and will continue on this side. i would envision at some point we'll be moving over to these particular locations here for ground searches as well, so, that's going to look line a bunch of different things. so, they could be dragging a diver behind them, literally, while that diver is checking for evidence, checking for potential bodies, and i would also say that while this is going to look like a major focus today with a lot of people we have a lot of

they're all back open now. this is brand new video into our newsroom showing that crash and fire. the chp says the driver of the car lost control, hitting the retainer wall, before eventually catching fire. it's unclear what caused the crash. the driverless car company cruise is pulling all of its driverless cars off the road. their decision comes just days after dmv suspended cruise's driverless cars in california. now, the company released a statement saying in part, quote, the most important thing for us right now is that we take steps to rebuild public trust. the company's decision comes following several incidents involving its cars. and the state is giving b.a.r.t. a big boost to extend farther into the south bay. the metropolitan and transportation commission has unanimously approved $370 million in funding for the state of california. it will go towards a $12.2 billion project which will extend b.a.r.t. farther into the

rulings and laura jared has been following it for us. >> good morning to you guys. if everything had gone as scheduled, i would be talking to you about the start for bryan kohberger's trial. instead, the case has been bogged down with delays for months >> just because -- >> reporter: this morning the murder trial against bryan kohberger moving full speed ahead after a judge in idaho refused to dismiss the whole case. >> i appreciate the argument i think it's really creative i am going to deny that argument. defense lawyers b >> reporter: prosecutors and defense lawyers battling in court for hours. the judge opting to keep cameras in the courtroom over bryan kohberger's objection. he's been charged with the stabbing death of four students, kaylee goncalves, madison mogen, xana kernodle, and ethan chapin,

in this off campus home. his against team arguing the prosecution wrongly instructed them to incite lower than what's required >> the judge finding no support for that plan, saying his hands are tied. >> i am constrained by existing law. >> reporter: much of the legal wrangling in the case has been shrouded in secrecy. hours of arguments held behind closed doors. >> the grand jury is secret, so that's why it's sealed. >> reporter: kohberger's defense team suggesting in court papers the grand jury was biassed, there was insufficient evidence to charge him and prosecutors withheld evidence that could exonerate him. what exactly that evidence might be remains unknown a judge entered a not guilty

plea on kohberger's behalf the state is seeking the death penalty. meanwhile, the families of the victims are anxious for a trial date as next month marks one year since the grizzly killings rattled this tight knit communities. >> amazing kids in the prime of their life. >> reporter: the mother appearing at a true crime convention in october with a simple message. >> don't forget these kids. >> it is interesting a lot of issues dealt with yesterday. clearly the defense is doing everything it can to throw out this indictment. >> sure. i think this was a hail mary motion they put in about the jury instructions, saying they used the wrong standard of proof. just so people at home understand it's never been the case that probable cause shouldn't be used in front of the grand jury

it's always been a lower standard for a while, we know it is beyond a reasonable doubt. everyone has heard that a million times. for a grand jury, it is lower. all you have to know is it's more likely than not. >> it sounds like the defense is trying to slow down this whole process. where are we on a trial date when will that be set? >> now that they cleared the decks. they have gotten rid of a lot of these motions, i think now we will see that trial date soon. it's been a while. murder cases take a while, a lot of forensics but it's been a year. >> it seemed like yesterday we got a sense of where the judge stands when it comes to cameras in the courtroom what do you think we might see during the trial with cameras? >> kohberger's team made a big push to keep the cameras out and the state actually agreed said we, too, would be fine with no cameras because they're worried about what would happen on appeal if down the line the appellate court says we think that's the wrong call. so the state doesn't want that to happen.

i love it. we're back at 8:10 an update on a remarkable story that captured the world's attention. in may of last year, a florida man with no flying experience managed to land a plane after his pilot experienced a mid-flight medical emergency today we're happy to say that pilot made a full recovery we will talk to him and the doctor that saved his life in just a moment. but, first, a look back at that incredible miracle landing it's been more than a year since 65-year-old pilot ken allen embarked on the scariest flight of his life. >> i've got a serious situation here my pilot. >> last year while she was 12,000 feet in the air, allen

we are back. this morning we're cooking up not one, but two bold and beefy meals in honor of the big game sunday night chicago bears, l.a. chargers chef, good to see you this

morning. let's get right into it. go back to chicago early 1900s, italian immigrants come over there king these beef sandwiches with like, basically, cheap cuts of beef they're letting it slow braise and its become a chicago staple. >> we will start with our giardiniera, which is basically a way to let your body know it is time to party. >> wow i call it friday that works, too, though. >> so we're going to sit here and boil this for five minutes you go ahead and do that then we're going to start over here, too. >> you got some thin cut beef here. >> so you could use deli slices of roast beef. we will put it in beef broth, get oregano and do some garlic, and we will let that simmer for five minutes because that's giving even more flavor. so exciting.

once you are done, you will save some of that giardiniera you will just put a little on your actual sandwich. >> love that. >> yes, that is so good. >> are you guys eating the beefs over there >> or they say in the midwest the gravy. >> the gravy after we do our roast beef, we will just put it on top like this this is where you get to be the artist you do it how you like it, how you want it. you can do it. >> a hot tub party >> this is great here in chicago. this is -- these are fantastic it is up there with deep dish, not chicago. of course, the series "the bear" had this as well shout-out to portillo's. >> so chicago is on lock now we're in l.a we will do spicy tacos

season that meat get that salt and pepper on that roast. you can use chuck or shoulder. it is all up to you. we will put that to you, locking in those juices and caramelizing it before you braise it. that's the key to beef one of the great things about this roast is that it is so versatile. you can do anything you want you can make this into tacos you can make this into pot roast. >> love it >> what kind of beer you got going on there is that modelo i saw there >> i took it i took it. then we will add some smoke into this so we got adobo. that's what we will put in there to give it a sultry mix. the pepper is already in there just get it right here. >> how long is this going to braise, chef >> two and a half hours. >> what sort of heat >> put it on medium. >> cover it for a few hours.

i love that, too oh, yeah old cool. >> now here's the secret to this for these tacos, you have your coleslaw but you will kick it up a notch and make it sexy coleslaw. >> right >> and carson is going to be sexy coleslaw for halloween. >> that's not easy. >> and, so, there you go and you can add if you want peppers. that is some of the chipotle sauce. now, one of the cool things that you do, the sauce you have in your roast, you will save it and reduce because you are putting that as your gravy. >> waste not, want not. skills get in there and tackle that. >> do you like that? >> this is all fall. >> that's what you do in your crock pot. that's what you do in your slow cooker when you are braising it. that's what you want you want it to be hand tender, anything you can do with your hands.
