it? scott mcgrew goes one-on-one with the ceo who was the victim of this new scheme. this is "today in the bay." >> good monday morning to you. i'm marcus washington. >> i'm laura garcia. hope you're coming off a great weekend. starting monday morning together. let's look at the forecast this morning. another cold start? >> another cold start. we have more cold mornings, but mild afternoons and really nice weather throughout the week. let's get a live look outside in dublin as you get this week started on your way to work. look at that temperature. it is 38 degrees there. yes, it is cold. and sonoma at 36 degrees, so we're seeing some 30s, but a lot of us in the 40s to get started. here is a look at our highs. we all match up into the low to mid-70s for the afternoon highs, with sunshine. it's going to be nice weather in san francisco, and all the way into the san martin or morgan hill areas, with some upper 70s. also in the upper 70s for santa rosa.

we'll talk about what's ahead coming up. mike, are you still tracking that closure? >> i am. if you're heading to or from eastbound 80 over here just south of the carquinez bridge, there's police activity going on. consider this stretch of cummings skyway closed for the time being. you'll use pomona off of the eastshore freeway and crockett to get there. i want to show you the rest of the traffic flow. we are seeing the build slowing through richmond, also highway 37, the bay bridge toll plaza metering lights are on, highway 4 there may be a new crash heading toward bay point. the rest of the bay shows a nice drive except for 680. very slow heading up to a crash around van ness. in contra costa county, a car crash in crockett is under investigation. it happened around 1:30 this morning on the eastbound on-ramp to interstate 80 from the cummings skyway. mike mentioned the on-ramp is

still shut down at this hour. no other details are being released at this time. of course, we're going to continue to update this story, both on air, as well as online, once we get more information. developing now in san francisco in the east bay, multiple scenes, a suspect in custody, and a bomb squad investigation. san francisco police say it all started about 6:00 last night as a call about an assault that turned into a pursuit. police say the suspect threw something out of the car window as he was speeding across the city and then eventually driving into matter martinez. the chp took the suspect into custody and put him in an ambulance. a police bomb squad used a robot to inspect the suspect's car to examine what appears to be small dents as well in the side of two police cars. ahead, we'll check in with ginger conejero saab. she'll join us with a live report on that ongoing investigation. an east bay city is taking new action to fight crime and it's going beyond its borders

and asking for help. >> the mayor of antioch is talking about how that's paying off. "today in the bay"'s kris sanchez is joining us in the newsroom. what is antioch getting? >> reporter: antioch is struggling with crime and a police force that's not robust enough for its city. today the antioch mayor is announcing some help. before we talk about that, i want to show you the big picture of what antioch is working with. between january and september of this year, more than 5,000 crimes were reported. this is a city of 120,000 people. that includes nine murders, 24 rapes, and just 42 drug offenses reported, but 151 robberies were reported, along with more than 900 vehicle thefts. antioch is getting $500,000 to help with crime. the mayor is announcing $500,000 in grants to help businesses,

along with nonprofits, especially in neighborhoods with the highest levels of crime. businesses can use this to provide greater safety, in order to remain open, and also keep employees on the payroll. this is just some of what law enforcement is dealing with in antioch. firefighters had their hands full this weekend after this illegal sideshow, because of a brush fire. this happened near wilbur avenue. two cars collided, someone was setting off fireworks. that's what ultimately sparked the brush fire. just last week, the state senator representing antioch called on the governor and the california highway patrol to provide patrols in antioch. mayor thorpe has been quoted as saying that in the city of 120,000 residents, at any given time there are just four or five officers patrolling the streets. half of the city's 87 police officers are on leave because of investigations into the department and investigation into a text messaging scandal. back in 2022, this is the data

that we have last, there were almost 80,000 calls for service in antioch, in that time antioch police wrote 9,400 police reports and made 1,400 arrests, so a disproportionate number. the mayor's announcement is coming at 11:00 this morning. we'll bring you an update when we get new information. >> thanks, kris. right now, israeli military forces are increasing the presence of military vehicles near the border of gaza. this comes as the country continues to ramp up on-ground operations. prime minister benjamin netanyahu is calling the three-week-old israel/hamas war a fight for israel's existence. he is warning of a long and difficult war ahead. also this morning, the number of hostages being held by hamas is being updated to 239 people, as those negotiations are stalling. response to the latest developments. >> reporter: good morning, mark it. the u.n. security council holds an emergency meeting this afternoon, where members are expected to, again, call for a cease-fire or humanitarian pause. but israel shows no sign of backing down. by air and on the ground, israel is intensifying its attacks against hamas. >> these are their decisions, these are their operations. but it is certainly the case that we are seeing an expansion of the effort to get after hamas. >> reporter: as israeli military forces increase their presence, talks to free some of the more than 200 hostages held by hamas have stalled. hamas is demanding fuel be delivered to gaza, while israel refuses to do so. >> i believe that there still is an opportunity to get those hostages out, and it is the highest priority the president has. >> reporter: some lawmakers

raise concerns about the biden administration's approach, saying the president has failed to call out violations of international law during israel's siege of gaza. >> i would call him to bring us to a higher place, to let the american people -- to really call to the american people on a moral issue of this nature. >> reporter: at the same time, there are growing concerns about the safety of american troops in the region. the pentagon says iranian-backed malitia groups launched another drone attack, provoking u.s. air strikes in syria. >> i think president biden is focused on not trying to escalate the war. that's a good thing, to not escalate it into a regional conflict. the problem is, iran only understands force. >> reporter: president biden spoke with egypt's president over the phone about preventing escalating conflicts in the middle east, protecting civilians and speeding up assistance. the white house says during a phone call sunday, president

biden spoke to israeli prime minister netanyahu and reaffirmed that israel has the right to defend itself against terrorism. but that the flow of assistance to civilians in gaza needs to happen. >> brie, before you go, i want to ask you a question. i know the president had been asking for more aid to israel, certainly needing congress' approval. the house now has a speaker, so where does that stand? >> reporter: the new speaker, mike johnson, says that the house will consider a standalone funding bill this week to get more money to israel, which actually ignores the president's request for a much larger spending package that includes funding for ukraine. even before he was elected speaker, johnson voted to cut off aid to ukraine. >> we will continue to follow that. brie jackson in washington this morning, thank you. our coverage of the israel/hamas war continues on our website. head to nbcbayarea.com so you can get information as our team

is posting updates as the situation continues to develop. 6:09. sierra see resorts are starting to get ready to open for the season and that includes boreal mountain resort. boreal just got over 4 inches. the snow machines are trying to make snow for the ski hills. they say they'll be hard at work trying to take advantage of any colder temperatures they can find. boreal mountain resort is set to reopen on november 17th. if there's enough snow and the conditions are right, it says it might open sooner. kari, you were mentioning some of the temperatures overnight are not that cold. >> overnight temperatures are good. it's the afternoon temperatures that are still in the 50s and 60s. >> all your hard work overnight melts. >> we are going to have some rain coming our way, and eventually some snow. i know we're all excited about that. i was taking a look at this palisades camera. once the sun comes up, we'll be able to see a little snow on the hills. overall, we're seeing a couple

of inches. looking at what's ahead over the next several days, once again, rain. we'll see that first chance on thursday, there may be some snow coming through by the middle of next week. that's for those upper elevations and parts of the southern sierra. some of the models putting down about another 3 to 5 inches between now and next thursday. we'll continue to watch that. mike, you've been watching those gas prices going up or down? >> down a little bit. starting with a low in the south bay, $4.39, the top number. quick serve on alum rock avenue in san jose. same low, the middle in alameda county. that's $4.39 at abe gasoline on mission boulevard in union city. and even a little better in marin county, it's $4.59, good for that area, hq fuels on shoreline highway in mill valley. thanks for sharing prices through gasbuddy.com. on the roadways, we're doing pretty well. there's one key crash in the south bay, heading north on 680 out of san jose into milpitas,

fall for it? here is nbc bay area's scott mcgrew. >> i'm going to tell you a story about a security incident as a san jose tech company. while everything worked out okay in the end, it was a real scare for the company. you may have noticed my voice sounds not quite right because it's artificial intelligence. i taught ai how to sound like me and that's what the bad guys did, too. >> tell me what it sounded like. >> very much like myself. i could not tell the difference, personally. >> but it wasn't you? >> it wasn't me. >> reporter: this is my real voice now. here is what happened. someone called a z-scaler employee on whatsapp, pretending to be the company's ceo, jay chaudhry, and then quickly followed up with a text, i think i'm having poor network coverage. and, of course, at some point, that unknown person starts asking for money.

>> the trick is, they don't want to have a conversation. they call and then hang up. then they send a text, sorry, i'm in a bad area, couldn't talk. please go and buy so many gift certificates. >> the employee, no dummy, was immediately suspicious and reported it. >> thankfully the employee reported this, and as the security team looked into it, it's actually a widespread campaign where they're going after other tech companies as well. >> all companies, all employees at those companies, need to watch out for the call from the ceo that isn't really the ceo. >> hi, this is jay. i need you to do something for me. >> that's the call they got. how do they train the ai? jay speaks at all kinds of conferences. he's been interviewed by me a half dozen times, et cetera. you can take those recordings, show it to ai, and it will start

now, oakland, now you're at 44 degrees, and even though it's a cold start, it won't be cold all day. take a look at our highs, headed for 75 in san jose and 76 in cupertino. we'll also see mid-70s for parts of the east bay. concord headed for 75 degrees and 75 in hayward. it's not going to be as windy and our coastal areas will be in the upper 60s and redwood city up to about 74. san francisco will reach 71 downtown. for the north bay, mid to upper 70s. looks good this afternoon, after a chilly start. if you're looking forward to trick-or-treating, take a look at our trend for san jose. so we're headed for 75 degrees, it will be at 6:00, when the sun starts to set, 70 degrees. at 7:00 it's 66. don't knock on my door after 8:00. it will be in the mid-60s. i'm sure a lot of people feel the same way. trick-or-treating is over an hour and a half after the sun

sets. we're going to see slight rain chances on thursday. the weekend, we'll be watching out for more widespread rain, but it looks like the north bay will have the best chance, and possibly more wet weather next week. take a look at our forecast. it looks really nice. a lot of sunshine, but we will have slight rain chances on thursday, and late saturday into sunday, and i'll keep you up to date on all of that. mike, you've been watching so far a smooth commute except for that backup. >> exactly. the camera was facing the opposite direction, someone just changed it before i could explain why the shift has happen. the backup here where they have pointed the camera, it made things on the bridge move a little better for a while. now that things are on the bridge, there's more traffic, they've sped up the metering lights and the traffic over here at the bay bridge toll plaza is moving better. a smooth, typical pattern as we're looking west. back to you. >> thanks, mike.

consumer investigator chris chmura's team for help. >> good morning. linda in san jose got this $250 target gift card and put it in a drawer for safe keeping. a few weeks later she tried to use it for the first time. balance was zero. linda complained to target. a rep said someone in arizona had spent her 250 bucks. linda said her card never left her drawer and she hasn't left california in years. but target said that it couldn't find any suspicious activity on the card. linda asked us for help. we suspected fraud, just like so many other cases we've shared right here with you. that was news to linda, though. she said, i had no idea there were bad people out there zeroing out people's gift cards as soon as it's activated. so many. so we reached out to target. target then sent linda a $250 replacement card. a rep said, thanks, again, for bringing this to our attention and i'm glad we were able to

>> i'm marcus washington. time to get a look at the forecast. another cold start to the morning. meteorologist kari hall has a look at that. >> it's going to warm up quite a bit. even though it's cold now, it's going to be a nice afternoon. let's get a live look in san francisco this morning. that's all clear, and we have sunshine headed our way. take a look at the temperature you're feeling as you step out the door. 45 degrees there in the city, and it's 55 in hayward. we had some really gusty winds over the weekend in some spots where it's more breezy, the temperatures are higher. where the wind calms down, those temperatures dip quickly. so it is 35 right now in sonoma, just a few degrees above freezing. then as we take a look at our highs for this afternoon, it's pretty much the same across the bay area, with some low 70s along the coast and upper 70s for the interior valleys. i'll let you know if there's any more changes ahead. mike, you're seeing delays building out of san jose. >> i see the speed sensors looking a little better north

680, this crash in the middle of the freeway. the tow truck was having a hard time getting there because of all that traffic. that was adding to the delay out of san jose. we already had a delay for north 101. folks hearing about and seeing the slowing on 680 might head over to 101, which will increase the volume. we'll continue to follow that. the speed sensors are changing. these have held steady, except the richmond bridge. west 580 sees a lot more slowing at the toll plaza and across the span. >> thanks, mike. we want to talk about the multiple crime scenes in different cities across the bay area. a suspect now in custody, a bomb squad investigation all playing out overnight. >> "today in the bay"'s ginger conejero saab is live in san francisco this morning where it all started. what do we know so far? >> reporter: well, laura, the investigation is still ongoing, but this morning we're getting a better idea of how it ended and

the investigation that is unfolding. now, new video shows a bomb squad team technician that is heavily armored inspecting the suspect's silver car with a blown-out front tire, that happening overnight. the police bomb squad team also getting help from a robot, which collected evidence from the truck and the car. most of the investigation happening in martinez, where the pursuit ended. all of this actually started with a report of an assault in san francisco's north beach neighborhood. people across the city reported a series of small explosions, as police pursued a suspect for the reported assault. on social media, people said they heard explosions at two different locations in the city just after the pursuit started, one at 8th street and mission, and the other on jones near jackson. san francisco police have not said much, but have confirmed the incident started around 6:00 yesterday evening, as a call about an assault, that ended up turning into a pursuit.

crashing near sea ranch. it happened just before 10:30 at night on saturday on state route 1 north of leeward spur. the chp says the truck veered off the roadway, drove into a dirt embankment and rolled over. a 1-year-old inside the car died. a 4-year-old was also injured in the crash. the driver, whom chp didn't identify, was booked on dui, vehicular manslaughter and child endangerment charges. however, we investigated and jail records show the chp booked colton marufo on the charges. there are troubling new details coming to light about the man accused of killing 18 people in lewiston, maine, last week. it comes as the community is still grieving. [ bell tolls ] >> thousands gathered at a church over the weekend paying their respects for the victims. as you just hear, a bell rang as each victim's name was read

aloud. a crowd at yesterday's service was so large, it spilled onto the streets. investigators are still processing evidence at the bar and bowling alley where the shootings took place. police found the gunman dead friday night. his family says hi mental health had rapidly declined and a report indicates police were aware of the threats he made. there was a statewide alert weeks before the shooting. pharmacy staff at walgreens and several other u.s. drugstore chains are planning a nationwide walkout. organizers say it's expected to last until wednesday. workers say they have struggled with understaffing, low pay and increasing work expectations. the walkout could affect hundreds of stores across the country. it's still unclear which locations will be impacted. a spokesperson for walgreens says the company recognizes the incredible work of pharmacists, and adding that it has taken steps to support its pharmacy teams. and commuters will soon be

able to have another way to get from the bay area to monterey. later this morning, vta will unveil the restoration of its bus service, this is between santa clara county and monterey county. it will reconnect passengers with four weekday road trips between the two counties and start with a bus line 59, running between vta's gilroy and salinas transit centers. we're talking about moving around. here is a warning for anyone headed to the east bay. a live look at the dumbarton bridge. caltrans is closing eastbound highway 84 overnight through friday. now, the closure starts tonight at 7:00, it will last until 5:00 a.m. each day. crews will be repaving the eastbound lanes of the bridge. so you're going to have to avoid this closure, but mike has been keeping an eye on things. >> for folks waking up, it's only overnights from 7:00 p.m.

until 5:00 the next morning, going from the lower side. let's look at this map and give you a way around. the eastbound direction will be closed starting at 7:00 p.m. and that will be part of the evening commute. folks who travel and leave work a little later know that, and so that will be an issue for folks coming toward fremont and newark. in order to bypass the closure, head north on 101, which can be very crowded, and so can eastbound 92. that's one way. the other way, if you're south of 84 and the southern part of fremont, go south 101 and take 237, which gets congested heading out of this area over toward milpitas, and then back north on 880, also very crowded. maybe some more folks will be jammed up because a lot of folks head toward 680 over mission boulevard, too. that will be a factor as well. that's tonight and every night this week. what's going on right now, the traffic flow is great in both directions, westbound, of course, slows a bit for 237 and

then starts to build. 680 northbound, that's good recovery. everything is over to the shoulder now. that was a problem out of san jose. we're in recovery mode there. also looking pretty good to start out our week, with a clear start and a look at walnut creek. you can see the headlights and taillights. it's a clear morning, but also very chilly. make sure you're dressed for the cold start. but it will be a mild day. as we head to gilroy at 7:00, we're at 41 degrees, and then we can see the trend going upward, with our temperatures in the upper 70s during the middle of the day. a really nice afternoon, after such a chilly start. in san francisco, expect it to reach 71 with mid-70s in the interior east bay. i'll have a look at the rest of the forecast coming up in a few minutes. >> looking forward to it. 6:39 right now. remembering matthew perry. still ahead on "today in the bay," what we're learning about the sudden death of the beloved "friends" star and the growing tributes to his career.

parts of the north bay. we will have a warm afternoon ahead. i'll take a look at the range in temperatures in your microclimate forecast coming up. not freezing cold, but the traffic looks pretty slow in san jose. a smooth drive northbound. a lot of folks in front of the camera about the same time. we are looking at a delay for the vta lines. green line and orange line, they'll do track work there for the next couple of weeks. president biden will issue new executive orders about artificial intelligence today. scott mcgrew, the white house is taking action where congress has not. >> that's exactly right. good morning. executive orders, laura, from the president, as you know, generally have less weight than laws passed by congress. but if congress isn't going to move, the president says he will. the white house will issue orders today telling customers they must warn the government if the artificial intelligence they are developing poses a risk to national security or public

safety. particularly if ai could be used to develop a weapon. in congress, senate majority leader chuck schumer held a private forum in september with ai experts, but has yet to introduce significant ai legislation. former vice president mike pence suspended his presidential campaign over the weekend. pence was polling around 2% in iowa, and was one of just a few republican candidates to criticize trump. trump's lead in every poll really puts his challengers in a pickle. they've got to attract his followers, so criticizing him like pence and christie do, doesn't really work. but praising him the way ramaswamy and nikki haley do doesn't give trump supporters any reason to change. here is trump's response to pence's announcement. >> i chose him, made him vice president. people in politics can be very

it's probably enough for a couple of people to share it, too. >> romantic. >> i want a hot psl this morning. it is cold outside. we're starting out with temperatures in the 30s for many of our microclimates. it's also chilly in san francisco, where it's a clear start to our day. let's head over to concord and take a look at the trend. at 9:00, we're still in the upper 40s, jacket weather. we're starting to see it warming up by 11:00, 1:00 it's in the upper 60s. we'll make it into the 70s here, mostly mid-70s by about 4:00 today. there will be a few spots in the upper 70s with milpitas headed for 72 degrees, los gatos slightly warmer with a high of 77 degrees. much of the east bay in the mid to upper 70s. antioch headed for 78 degrees and 75 in highward, and 75 as well in palo alto and san mateo. san francisco reaching 71 degrees, and we're also looking at a lot of 70s in much of the

north bay, with santa rosa reaching 77 degrees. if you're already making plans for the costume tomorrow night, our weather looks great around the bay area. so at 6:00, we're looking at temperatures at about 70 degrees, so it's starting to cool off. and then the sun sets and those temperatures start to drop. by 8:00, it's 64 degrees. you'll probably want to quickly head back inside. it's a tuesday inside. can't stay out too late on a school night. we're going to see as we head toward the end of the week our rain chances going up. this is mostly for the north bay on thursday, where we see a storm system coming in. most of us don't look to get a lot of rain, but there will be, possibly, a better chance by late saturday into sunday, especially for the north bay. but much of the rest of the bay area may see some lighter showers, and those chances continue into next week. as we take a look at what we may be measuring here, some of the models putting down some pretty significant amounts for parts of

northern sonoma county, the coastal areas, over an inch of rainfall. but notice that san jose may get next to nothing. that's less than a few hundredths of an inch of rain. it's really going to depend on where you are. we are going to see a couple waves of rain chances in the forecast from thursday and then again on saturday, but temperatures stay mild. mike, you're seeing that commute building in the south bay. >> we are. as the sun comes up, that's beautiful here. the traffic not beautiful, but not unexpected. north 101 typically shows slowing up to oakland road, and it now creeps back to starting around capitol expressway. same thing for north 87. now more folks are hitting north 85. this is the push coming out of the south carolina and pushing toward san jose, slowing typical for hayward, union city, as well as at the bridges. back to you. >> thank you so much. it is 6:53. happening now, california's dungeness crab season is being delayed again this year because

starting with breaking news in contra costa county. a deadly car crash in crockett is under investigation. it happened at about 1:30 this morning on the eastbound on-ramp to interstate 80 from the cummings skyway. as mike has been updating us, the on-ramp is still shut down. no other details are being released. in san francisco and the east bay, multiple scenes, a suspect in custody, and a bomb squad investigation. san francisco police say this all started around 6:00 last night as a call about an assault, then turned into a pursuit. police say that suspect threw something out of the car window as he sped across the city and then into martinez. chp eventually took the suspect into custody and then put him in an ambulance. there's no word on how he was injured. a police bomb squad then used a robot to inspect the suspect's car and examine what appears to be small dents in the side of that car,, at least two police

cars. antioch's mayor is gearing up for an announcement that will help small businesses plagued by crime. the mayor says he plans to introduce $500,000 in funding. the money would go toward business improvements as part of the city's plan to fight crime. small businesses will benefit and nonprofits and shopping center owners are eligible to apply. time to get a look at that forecast. >> it's cold now, but it's going to be a nice day. be prepared for temperatures that start in the 30s, then head for the upper 70s. we have more of the same weather tomorrow and then only slight rain chances on thursday, and then, again, late on saturday. it's going to be chilly. the sign lit up over at the dumbarton bridge does remind us tonight at 7:00 p.m. until 5:00 a.m. tomorrow, there will be a closure for the eastbound direction over to fremont and newark and that happens night, tomorrow night, every night this week as they do maintenance. the alternate is the eastbound san mateo bridge or east 237.
