well. the ground operation will, quote, continue and intensify. waves of troops and tanks have been rolling into gaza ever since. >> more aid trucks are making their way into gaza. the ongoing supply shortage is becoming a sticking point in negotiations. >> nbc news foreign correspondent josh lederman, what else is the military saying about the ground operation and how did they free that soldier that was being held hostage. >> reporter: pushing farther and farther into the gaza strip, kate, with these ground raids which still fall short of the all-out ground war that israel seems to have been promising for several weeks. in one of these ground raids overnight israel was able to free this private who had been captured by hamas during the

terror attack about three weeks ago the israeli military said after she was brought into israel she was examined for any medical problems and was found in good condition. prime minister netanyahu crediting israel's military with its heroic efforts in freeing her and casting it as part of broader effort against hamas that he says that israel has morality on its side. >> victory over these enemies begins with moral clarity, it begins with knowing the difference between good and evil, between right and wrong, it means making a moral distinction between the deliberate murder of the innocent and the unintentional casualties that accompany every legitimate war. >> reporter: now many of the families of the hostages who remain in gaza strip, estimated to be around 238 have questioned

whether israel should have a cease-fire, stop going so aggressively into gaza to avoid potentially killing some of these hostages, notably netanyahu said it was a consensus among the cabinet and the military the only way to secure the release of these hostages was for the military to continue to go into gaza. >> before this soldier was rescued hamas released a video to show three female soldiers, can you describe what's in this video and where do talks stand right now. >> reporter: three female hostages and one of them lays into netanyahu in this video saying it was his fault along with the national security apparatus that the army wasn't ready to respond when hamas attacked killing more than 1400 people in israel, and also this hostage says that she fault netanyahu for refusing to have

the kind of cease-fire that would allow these hostages to be freed. again, we should point out, we don't know if this video was made under durress and we don't know if these hostages were reading a script given to them by hamas, that would certainly follow a playbook that hamas and other groups that have taken hostages used in the past. how eager hamas is to try to show some of these hostages are still alive and that it's israel in their view that they haven't been freed. from jerusalem to washington, d.c., back here at home, new house speaker mike johnson they'll take up a stand-alone israel fund. let's bring in ryan nobles. ryan, what kind of support does this stand-alone bill have right now. ? >> reporter: i think it's

important to point out that funding for israel in their fight against hamas has broad support on capitol hill, it's the form and fashion that that aid is delivered from congress is still an open question, right now the house speaker johnson said he's prepared to bring this week to the floor an aid package but he's said that aid package is going to beoff set by cuts in other areas, that's where the package could run into some issues, democrats may be reluctant to support cuts in other areas as would both democrats and republicans in the senate as well, what's likely to happen once this package is unveiled, it will get to the house floor and have at least republican votes and some democrats votes to get through the house and then some negotiating when it gets over the senate side, it could end up being a package that comes together. but a lot of work to be done here on capitol hill before any of that aid package is delivered to the white house. >> ryan, thank you. israel's war with hamas is

triggering a new surge in demonstrations at home and abroad with thousands of pro-palestinian protesters gathering in cities around the world and also sparking new security concerns here at home and an uptick we're hearding in antisemitic and anti-muslims. stephanie gosk is at columbia university here in new york city. some scary incidents at colleges across the country and now the biden administration is taking new action to try to address it, what's going on? >> reporter: you know, kate, campuses have become a flash point and what we're hearing in the last few weeks is kind of a common refrain from jewish and muslim students, staff, faculty, they feel unsafe on campus and as you mentioned, the white house is taking notice. growing concerns over the rise of antisemitic incidents on college campuses across the country. the latest at cornell

university. the president of the school has notified the fbi of a possible hate crime. after she says a quote series of horrendous antisemitic mess sages threatening violence were threatened online. the virulence and destructiveness is affecting our students and staff. a 70-year-old jewish man, but never in my life have i seen or felt the antisemitism of the last few weeks. it follows an incident at georgetown university when a pro-palestinian group projected signs on a side of a building. this as nbc news has learned the biden administration is set to announce new steps to combat antisemitism on college campuses. including dhs and the fbi

improving coordination between campus lawen forcement and state and local counterparts in responding. since the war began three weeks ago, there have been 312 cases. up near 400% from the same period last year. >> what we're seeing today in america not just the war in israel it's a war on all jewish people. >> reporter: muslim leaders are also reporting an uptick. citing more than 800 complaints across the country since the beginning of october. thousands of pro-palestinian protesters shut down traffic on the brooklyn bridge on saturday. in grand central station a pro-palestinian group protesting during friday's rush hour. there are protests overseas as well in london, madrid and rome. thousands calling for a cease-fire. while in pakistan, protesters denounced the war, some burning

israeli and american flags. >> steph is with us again, at columbia university, what are students saying to you? >> reporter: there was a press conference earlier today about 30 jewish students and their very concerned. i spoke to a young woman who is about to start graduate school, about to graduate from barnard and she has never felt an environment like this in her entire life, she's jewish, she feels unsafe, she's afraid that it would sound too political to say she's going to shabbat dinner. they want columbia university to do more while the president of this school has come out and condemned both hamas' attack on october 7th and the antisemitism on campus, they want more concrete action. >> steph, thank you so much. time now for today's money

the united auto workers union strike appears to be coming an end after a tentative agreement has just been reached with general motors, the last of the three big three automakers to reach a deal. the president address wad he called an historic agreement this afternoon after speaking with the uaw president. >> can go back to work immediately even before the vote

is taken ultimately the final word of this contract would be for the uaw memberships as they vote. >> jesse kishs ch has been closely following this six-week-long strike. tell us about this tentative deal between the union and the gm and how it compares to the other big three american carmakers and the original demands. >> reporter: the president just a short time ago confirm wag our colleagues at cnbc have been reporting there's a tentative agreement with general motors. stellantis and ford. we haven't heard an official word. what we know based on our colleagues' reporting at cnbc we're expecting this agreement to be patterned off of what

we're seeing from ford and stellantis. a base wage bump of 25% over the course of a contract. also, looking at improvements to retirement benefits, job security in electric vehicle space among other things. these are just tentative agreements. so these have to go through a ratification process with the rank and file union members. but the union has told workers at ford and stellantis who have been on strike to return to their jobs, so people are going to be starting to work again as these agreements get reviewed by the membership and in nearry they would be approved and finalized. >> we'll see what happens in practice. thung. as the lewiston maine community just begins to heal after last week's mass shooting there, there are growing questions over how the tragedy could have taken place. the governor just gave an

update. nbc news correspondent george solis joins us now from lewiston, maine. what do we know? >> reporter: kate, very much that sentiment about the pain that this community, frankly this state has been feeling throughout this tragedy the 18 lives that were lost in this horrific mass shooting, the governor saying in the wake of this tragedy i've seen -- inside and outside the overflow of people showing up. to show solidarity, she mentioned that she's ordering flags to remain low until november 17th. maine state police continue to investigate the circumstances of this. including the potential motive the shooter might have had. she talked about some of the

resources being made available, some of the infrastructure that's being put in place here in lewiston, throughout the state for anyone who may be impacted or just feels they need some additional help of recovering. kate? >> i know you were at that vigil last night. i can only imagine the emotions there, can you talk about that, george? >> reporter: you can see it on the faces of the people walking around, hear it in their voices, so many people unsure of how to process everything that transpired here. one thing they did find is comfort in being with one another, this community was lockdown for the better part of two days. this opportunity for them to come together to build these memorials, these vigils, the signage, to be able to do that simple gesture to talk about the impact here, we spoke with one

good monday, everyone. this is the fast forward. police in san francisco are giving an update on the arrest they made after a car chase began in the city and ended in contra costa county. this all started with a report of an assault in the north beach neighborhood. as the suspect led police through the city, officers said they saw him throw things out of the car which turned out to be explosive devices. the chp chased the suspect into martinez where he was arrested. police held a news conference this morning. they didn't release many details but were sure to note the danger the suspect posed to officers. >> i would say they are without getting into the specifics of the type of explosive, they were explosives. a bomb went off and a bomb went off twice. >> san francisco police did say that they plan to release the suspect's name later today.

the city of antioch faces a staffing crunch on it police force and the mayor is going beyond the city's borders and asking for help. >> the mayor to announce a half million dollars in grants for small businesses. antioch is a city of about 120,000 people and the mayor's quoted as saying that at any given time, they are just four or five officers patrolling the streets. half of the city's 87 police officers are on leave because of investigations into the department so the mayor wants to get creative in addressing things like this. in the first nine months of the year, more than 5,000 crimes were reported. just this weekend, law enforcement had to shutdown yet another side show. in addition to a crash there between two of the vehicles participating, someone was setting off fireworks and sparked a brush fire. last week, several state

lawmakers called on the governor and the california highway patrol to provide chp patrols in the city of antioch as they've done in san francisco and oakland to help free up antioch police officers to address crime in the city. now the mayor's announcement was scheduled for 11:00 this morning. as soon as we get details, we'll update those on our social platforms and also nbcbayarea.com. >> thank you so much. bad news for crab enthusiasts at the seafood is delayed yet again. san francisco is moving forward with a ban on street vendors in certain areas of the still, but first, at least one person is dead following car crash in crockett. it happened around 1:30 this morning from the skyway. the ramp was shutdown for several hours but is back open now. no other details have been released including the identity of the victim. san francisco is holding a public meeting to discuss its ban on street vending.

it will prevent all vending from permitted and unpermitted. the city says it will designate spaces away from city sidewalks for vendors. the ban is set to take affect this november. california's crab season is being delayed again this year because there were too many migrating humpback whales in the area. this is the fifth season in a row it's been delayed. they'll reassess the issue in mid november and it could open the crab season in early december. last year, crab season did not open until new year's day. halloween is tomorrow. kari hall has our trick or treating forecast. >> we're in for a beautiful start to the week with temperatures headed for the mid to upper 70s all around the bay area. it will be cooler for san francisco but we're still enjoying sunshine and a lighter wind. for hayward, expect a high of 75

he continues to deny the allegations. a new nbc news poll out that shows former president donald trump leading his republican rivals by nearly 30 points in iowa, despite his current legal challenges. according to poll 43 prkt of republican caucus goers are likely to pick trump as their first-choice president. former united nations ambassador nikki haley moved up in the polling tying for second place with florida governor desantis. a fisherman missing at sea for two weeks has been found alive, one of two men who set sail earlier this month off the coast of washington state, discovered adrift on a life raft, the boat's other passenger remains missing. a not guilty for the illinois landlord accused of stabbing a 6-year-old palestinian american boy to death. authorities said that joseph

czuba targeted the boy and his mother because of their muslim faith. nbc news correspondent maggie vespa is following this story closely for us. this was devastating. what happened in court today? >> reporter: that not guilty that's the big headline coming out of today. joseph czuba faces eight felony counts, there he is in court today, those counts include first degree murder and hate crime charges and he pleaded not guilty his public dede fender said because his defense team is conducting their own investigation into this attack that happened about two weeks ago on a saturday. basically a week after the attacks in israel, the hamas attacks started, that not guilty plea comes again as his defense looks into this themselves. the prosecution said they've spoken to czuba's wife, said he

had becoming anry at his palestiian american tenants. >> maggie, tensions have been heightened since the israel-hamas war began, so how is the muslim community doing in the area where this attack happened, especially with the rise in islamophobia we have been seeing. >> reporter: here in the chicago area n suburbs, we have attack, right, this is kind of this lightning rod for a hot of this fear, we saw a huge police presence at 6-year-old's funeral a couple of days and we saw another police presence at a individual ill for the little boy and his family. his mother, who was injured in

the attack, stabbed 12 times herself and has since been released from the hospital, she released a statement asking the public to pray for peace. >> maggie, thank you. it was a violent weekend across the country. as a lot of people gathered for halloween celebrations. this weekend, 13 people were shot and killed with additional 76 people hurt. in chicago, 15 people were shot on the city's west side early sunday morning. in texarkana, texas, 3 killed after a fight broke out at party. in tampa, florida, two were killed. 16 others were hurt after a shooting erupted at a halloween celebration in downtown area there.

it's a lot of violence and a lot of gun violence and i know there's been an arrest in tampa shooting. >> reporter: kate, a lot of violence while people were celebrating. the tampa shooting has gotten at lo of attention, it happened in downtown tampa, an area known as ybor city, where hundreds were walking out of bars and clubs, authorities say it was the hour when people were on the street as you can see from this video, everyone running for their lives. so the report says that at least 50 police officers were there when it happened and they were able to quickly respond. they arrested a 22-year-old who's been charged with second-degree murder, who's expected to appear in court today. of the victims we know 16 people were injured, two were killed. as you mentioned the youngest 14 years old. this is photo of the suspect. as i mentioned has been charged with second-degree murder.

very young victims. young people in an area where hundreds were celebrating. that's why authorities are shocked by what happened. they also recovered two handguns and one of those was stolen, they're still working on identifying another suspect, they're speaking to witnesses and asking for anyone who was there who may have information. >> let me ask you about texas, are they looking for a suspect there and what's the latest? >> reporter: so texarkana authorities say that was another halloween party, another celebration where two individuals got into a fight and pulled out rifles and began shooting, three people were killed and three were injured, the ages of the victims we know range from 19 to 31, authorities there are looking for a 20-year-old suspect, that investigation continues and according to the last update is the individual that they are looking for as of now, we have

not been updated that they have made any arrests in that shooting, kate. >> thank you. president biden is trying to tackle artificial intelligence. >> that's right, he just signed what the white house calls a first of its kind executive order to create regular layings for the a.i. industry in a time where more and more people are uses a.i. in their everyday life. nbc news corp important aaron gil christ is in washington, d.c., what did the president say and what are these new regulations in. >> reporter: we know that the artificial intelligence world has been sort of the wild west for now. the executive order is aimed at creating some regulation, creating some standards to make sure the artificial intelligence that's taking over is safe. i'll show you some of the points included in this executive order from the president today.

largely it talks about developing or requiring some developers of the most powerful artificial intelligence systems to share their safety tests result, make sure the government is aware of what they're seeing, to create af guards and make sure this technology was safe, another piece of this that the president addressed the use of artificial intelligence enabled technology that could create issues of fraud and deception. >>. >> everyone has a right to know when the audio they're hearing is generated or altered by a.i. thanks to this sort of department of commerce will help develop standards to watermark and clearly a.i.-generated content. to say that's how it generated. that way you can tell whether it's real or it's not.

>> reporter: another piece of this executive order addresses the problem around job loss as a result of artificial intelligence the president noting that of course there's going to be more development in that way but he wants to make sure that there are safeguards in place to make sure people can keep their jobs and employers are behaving fairly as it relates to develop that intelligence and their employees are kept whole. >> aaron, how does the government plan to enforce all these changes? >> reporter: so, the enforcement piece of this is largely at this point is on the industry itself, right, there have been dreams with the white house to make sure that the industry developers are doing the right thing but this executive order does tie in some federal money with development, that creates a way for the government to track what's being done and create some opportunities for some of the federal government agencies to start looking over the

welcome back to the fast forward. nurses in santa clara county are making their voices heard as they call for better working conditions. it features three separate rallies. one in gilroy, the other two at o'connor hospital and valley hospital, both in san jose. one nurse says they are seeking a pay increase but dealing with staffing are more important. >> our nurses are being abused on the floor. we're being expected to continue to work with violence against us. we're being assaulted, spit out. thrown, have things thrown at us. it's about the working conditions while we're working trying to protect the community. >> the nurse's contract expired yesterday and they said they're going to negotiate with the county in good faith but that a strike is possible if their demands are not met. >> we are almost into november
