shop and the struggling financial district. this is "today in the bay." good wednesday morning. 1st day of november. 6:00. thanks for joining us. i'm laura garcia. >> i'm marcus washington. it is november 1st, and after today only 60 days left in the year. >> he's been saying this all the time. >> it's hard to believe. wow. >> i know. >> we've got to get in gear, then. got to make the most of 2023. first, we've got to talk about the forecast. >> it looks good, but it's cold this morning. but it will be another nice day. take a look at what you're stepping out the door to. only 38 degrees right now in sonoma, and we also have 38 degrees in dublin. it's 46 in san jose and palo alto at 40 degrees. cold start, but it will be a nice day. take a look at the trend in gilroy, going from 42 degrees at 7:00 to upper 70s at 1:00. there's such a big range in the way we start our day to the

middle of the afternoon, and then those temperatures go right back down just as quickly as it went up for the evening. and then here is a look at our highs all around the bay area. it will be slightly warmer in the south county, but overall many of our highs back into the mid to upper 70s and we will have some more of these temperatures for the next couple of days. but eventually, a chance of rain in the forecast. i'll have more on that in a few minutes. mike, you're seeing there was a hazard at the caldecott tunnel. >> it's still in the report. in fact, i think it's -- there we go, now the slowing sensors showed up. there's a traffic break scheduled as you're approaching the caldecott counter-commute, one of the bores has a disabled vehicle pretty far in the tunnel. no injuries or a crash reported. it sounds like a disabled vehicle from what i can tell from the details. we are looking at slowing opposite your commute. you still have one bore that's open. westbound, your commute direction is open with both bores. a typical pattern, but lighter

traffic through contra costa county and for the upper eastshore freeway, coming down from westbound 80, as well as southbound 680 because traffic is held up in fairfield near the truck scales. anywhere south is looking good. south bay showing more slowing and some more build for 880 through hayward. back to you. moving you forward this morning on new masking rules. starting today, some bay area counties are requiring you to wear them under certain conditions. "today in the bay"'s bob redell is live for us in pleasanton this morning with a look at what's going on. bob, this mandate really applying to one particular setting, right? >> reporter: correct, we're talking about doctors offices, clinics, hospitals like the one behind me here in pleasanton are included. starting today, alameda county, contra costa county, san mateo and sonoma counties will require health care workers to mask up when they're at work, while santa clara county will not only require doctors and nurses and

other health care workers to wear a face covering, but also patients or anyone else visiting a health care facility. this masking mandate is not a surprise. you might recall earlier this year, those counties announced they were recovering face coverings in response to the respiratory illnesses like the flu, rsv and covid, which spike during the winter months. following a slight summer surge, covid-19 cases here have been dropping across the state and country, fortunately. in late august, the state's test positivity rate reached 13%, that's its highest level since the summer of 2022. but it's since dropped to 6.5%, that's as of october 27th. however, many health experts do expect a swell in cases this winter, as has happened each year since the pandemic began. this mandate, by the way, is a seasonal mandate that is expected to last until the spring. reporting live here in

pleasanton, bob redell, "today in the bay." >> i know a lot of folks don't like wearing those masks, but better safe than sorry. thank you. continuing our coverage in the middle east, where rocket fire lit up the night sky in gaza. palestinians are reeling, after an israeli air strike struck a refugee camp in northern gaza. dozens of palestinians died. israel says it was targeting a senior hamas commander living among them. the rafah crossing into egypt is now open, with hundreds of people trying to get out of gaza. "today in the bay"'s chris pallone joins us live from washington. talk about who is able to go through this crossing. >> reporter: yeah, laura, good morning. the first group of people to cross through there, about 500 of them went through this morning, mostly people are foreign passports. a spokesman for the gaza crossings and border authority says a few are american aid workers, but the number has been put at fewer than ten, with more americans expected to be able to

pass through tomorrow. countries have been working to get that border crossing open for weeks. qatar and the u.s. has said to have helped mediate the deal between egypt, israel and hamas. some severely injured palestinians will also leave through the rafah crossing, egyptian ambulances have begun entering gaza in preparation to transport patients out. but there's no timeline for how long the rafah crossing will remain open for people to evacuate. >> and, chris, the fbi is also issuing a pretty stern warning this morning. what can you tell us about that? >> reporter: yeah, fbi director christopher wray made these warnings yesterday while speaking to a senate committee. he says the attack from hamas could inspire other attacks, terror attacks across the u.s. but he said that doesn't mean that it's time to panic. >> this is not a time for panic, but it is a time for vigilance. >> reporter: wray continued to say he hasn't seen a threat like

this since the rise of the terror group isis. americans, jews and muslim are being targeted by extremists. anti-semitic incidents are up by 400% compared to last year, and of course this is a story we continue to watch and follow. >> yes, most definitely. thank you very much, chris, for the latest. new at 6:00 this morning, steps apart, closing doors and businesses in san francisco's financial district, just saying we're out of here. sf standard reporting the 24-hour fitness on california street closing up shop december 29th. the company is saying that its membership will transfer over to another downtown location, which is near montgomery street. there's no specific reason cited for the closure, but the former bay area-based company did file for bankruptcy in 2021, and at that time closed several locations. about 500 feet from there, the standard says a mcdonald's on front street closed last friday. the owner cited ongoing economic

challenges from still vacant nearby office buildings. he says that his employees have been offered jobs at other nearby mcdonald's. developing now, southern california firefighters are working to contain the highland fire that started monday in riverside county near temecula. the fire was spread to 2,500 acres and is 10% contained. at least three homes have been destroyed, six others damaged. one man says he lost his home to the fire and he had just finished paying it off. >> hopefully we can check it out. we have cats down there, and we have some chickens and hopefully they got out okay. we have all our dogs and we have our lives. >> 4,300 people still under evacuation orders in riverside county. so far, no injuries have been reported. >> you can see that fire is sparing nothing in its path. what are the conditions like as firefighters fight that? >> it was windy a couple days ago but now the wind is starting to calm down.

the other problem is, it's so critically dry and the relative humidity goes from only 22% in the morning, what we're seeing right now, to 7%. but the wind gusts haven't been that high across much of the southern california area in some of those upper elevations as well. but we also no longer have a red flag warning in the area, so that's good news, showing that the winds are starting to calm down. we'll continue to monitor for that. is there any rain? a lot of the rain is targeting the pacific northwest and we can see the storm track all the way up around portland and seattle. that will eventually work its way down to the bay area as we see this mid-level moisture and that plume, that dark green, targeting right over the bay area as we head into tomorrow evening. it doesn't quite make it all the way to southern california, but we will have some rain chances increasing for the weekend. so i'll have more on that coming up in a few minutes. mike, we are seeing those gas prices coming down just a little bit? >> there's a chance.

the prices might be a little lower today than last week. san jose, $4.35, that's the best in santa clara, quick serve. alameda county, we have livermore and that rivals the price with $4.39 a gallon at diamond gas and mart on south front road. and then if we go up north, a few more cents to $4.57, mill valley's best at arco on redwood highway. go to gasbuddy.com, you can find the prices or share. on the roadways, there's a couple of trouble spots continuing here. eastbound 24, one bore officially closed right now as they address an earlier crash and have to remove vehicles. no major injuries. they have vehicles positioned at wilder and fish ranch road. eastbound 24, opposite your main commute. westbound is just fine, but westbound here, i-80, there's a disabled truck still blocking half of westbound 80 around the truck scales.

wework, likely going to declare bankruptcy. wework provides work space to independent workers, small businesses, anyone who needs office space. tesla won a lawsuit that claimed one of its cars was defective when the passengers say the self-driving feature put them into a tree. the next challenge for tesla is the lawsuit over the death of a silicon valley engineer on highway 101 in mountain view back in 2018. the ntsb ruled the tesla steered itself into a barrier. it also included the driver was playing a video game at the time. the federal open markets committee will announce its decision on interest rates later this morning. we expect a hawkish hold, that is the fed will hold interest rates where they are, but warn of rate hikes ahead. that's hawkish. it's dovish when you want to avoid rate hikes. the fed's rate hikes are working in the sense that it's getting more expensive to borrow money, mortgage rates are up, bond

rates are up. that's all going to plan. but we, the american people, aren't going along with it. the idea is to take money out of people's hands, get spending down, and that's not working. we're spending, getting new jobs, the economy is doing really well, which is problematic if you're trying to fight inflation. vice president harris seen here with the president enacting new restrictions on artificial intelligence, is in england this morning. they'll flesh out some of those ideas of ai restrictions at the u.s. embassy in london. the trial of sam bankman-fried goes to closing arguments today. sbf, as he's known, faces decades in prison after accusations of fraud in the collapse of his cryptocurrency company, ftx. and daou winery has been sold to an austrailian outfit for a billion dollars. daou was started by two brothers who fled the civil war in lebanon, probably known as one of the prettiest wineries in

paso, on top of a breath-taking hill. we were talking earlier, my preference is always the winery and not the wine. the wine all tastes the same to me. if you've got a nice place to stay -- the other i like is rava, comfortable couches, umbrellas, fountains. >> i don't think you can complain if you're at a winery. >> my friendly says, let's go to the next one. no, let's stay here for the rest of the day. >> the whole area of the central coast has received a big boost, especially with the wildfires that happened up north. >> it's a little cheaper, too. >> for now. speaking of money, a new warning from doordash which says tipping may make a difference between getting your food sooner rather than later. so a new pop-up added to the app this week warns customers who leave no tip, it may lead to longer wait times. that move may be a concession by doordash that its drivers are most likely going to prioritize more profitable work.

one spokesperson calls the new alert something the company is testing. >> put a little tip jar here. >> please, thank you. >> it's only for you and i. trending this morning, at the state capitol, the holiday season is taking shape. >> that's right. the capitol holiday tree arrived yesterday. cal fire donated the 60 foot red fir tree that will stand on the west lawn. workers will soon start to deck it out with 10,000 lights and nearly 200 ornaments. many of the ornaments are handmade by children and adults with developmental disabilities. if you want to attend the christmas tree lighting at the white house, meantime, you can enter a lottery today. it opens in less than an hour at 7:00 a.m. it closes in a week. just visit recreation.gov and click on ticket lottery. the ceremony itself is november 30th. all this talk of the holidays has got me thinking, a little too early to decorate?

temperatures as we enter into this 1st day of november. it's 77 for a high today in dublin, and we're headed for the mid-70s in martinez. but it's just so cold in the morning. there's a big range from the way we start our day to the middle of the afternoon, and then back in the evening those temperatures cool down quickly. we're going to see about the same thing tomorrow, with a mostly sunny sky, but eventually we'll see more clouds coming in as all of this moisture and these clouds that are over the pacific and hitting the pacific northwest starts to dip into the bay area. so let's talk about the trend here. we are seeing some mid-level moisture, which forms the clouds, and at times some rain. the darker green shows a lot more moisture, a high content of moisture streaming in, being drawn in from an area of low pressure. it's going to be right over the bay area tomorrow, and then much more moisture coming in for the weekend. that means not much sunshine, and a little bit of rain. so let's talk about what this could look like on the radar. this shows that green coming in to parts of the north bay.

that's late thursday night. so we see some very spotty showers coming in, with a cold front that really doesn't make it south of the golden gate bridge. and then on saturday there's more showers in the north bay, but san francisco, east bay, and to the peninsula on southward, still not seeing much, until sunday. and then there's going to be another push of some more clouds and possibly more rain coming in by sunday into early monday morning, before that quickly falls apart. so now that we're in the month of november, this starts our rainy season. this is when we do typically start to see much more measurable rain, and for much of the bay area we start to see the rain chances going up, and the amount that we measure increase. so in santa rosa, we normally get about 3 1/2 inches of rain, oakland typically during the month of november gets over 2 inches of rain, and it's about 1 inch to 1 3/4 from livermore, to

gilroy, to san jose. so ahead for the next several days, we could see the possibility of about 1/2 inch of rain, maybe 1 inch in the mountains and parts of the north bay. san jose may get less than 0.1 of rain, so a few sprinkles. that's what we're looking forward to going into the weekend, with more clouds. cooler temperatures and we'll remind you to set your clock back one hour before you go to bed saturday night into sunday morning. it looks like it will feel like fall much of next week with upper 60s for high. mike, you're tracking two main trouble spots. >> the bay bridge is fine after an earlier crash was cleared. there may be another north bay issue. first, i want to talk about the caldecott tunnel eastbound, we may have both bores open again. chp did update the fact they're taking one vehicle away from the crash scene inside the eastbound bore and they're exiting the

celebrations. this is "today in the bay." this is hump day. happy wednesday to you. i'm marcus washington. >> i'm laura garcia. let's take a peek outside on communications hill in san jose. nice and clear look out there. another cold start, kari? >> yeah, it's cold this morning, but it will be another nice day. more sunshine in the forecast, and we're going from 30s and 40s now to 70s and 80s for later today. so as we get started this morning, our temperatures will be in the upper 40s as you step out the door in san jose. it's 45 in morgan hill and it is 38 degrees right now in sonoma, while san francisco, you're in the upper 40s. so as we take a look at our highs today, expect it to, once again, go back to some of the same temperatures you had in your microclimate yesterday. san francisco 75, and low 80s in the south county. i'll get a look at what's ahead

for the weekend with more changes in a few minutes. back to you. >> thanks, kari. we're back to the shocking discovery we were talking about, rattling a neighborhood around oakland's lake merritt. police are trying to figure out how someone wound up dead stuffed inside of a suitcase. >> the suitcase was found floating in the water. kris sanchez joins us in our newsroom. this is a gruesome story. what are you learning about the investigation? >> reporter: there are so many questions surrounding this case. it is shocking, unnerving, maybe because people don't know who is responsible, if this was a crime. a member of a volunteer clean-up crew was the first to spot the suitcase floating in lake merritt near the hanover avenue area near the park. they say they regularly pull luggage, but this time the suitcase was heavy. the crew member unzipped it and that's when i saw the body of a man, shocking him and community members. >> the body was in the luggage,

kind of like in a fetal position, and the only thing we saw was the back end. >> it's terrifying and abhorrent that, like, something so violent and grotesque would be happening right here. >> it's scary and shocking, and i also think already, as a woman that walks alone a lot in the evening, i have to just sort of be willing to not obsess over stuff like that, or else i would never leave the house. >> reporter: dive teams pulled the suitcase out of the lake. as the alameda county coroner works to figure out who the man was, homicide detectives are looking for clues about how the man died and who put him in the water. at this point it is not clear how long that man was in that suitcase in the water. >> thank you, kris. well, new overnight, deputies are at the scene of a possible shooting in the east bay. this is happening at the home on island view court, near port chicago highway and bay point. we're still working to learn details, but we do know this is

an active investigation. it follows reports of a shooting last night. we currently have calls out to the sheriff's office, and as soon as we learn more, of course, we will pass that information along to you, whether we're on air or online. happening now, san francisco police are asking for your help in locating an at-risk boy. lemichael humphrey, 11 years old, was last seen monday morning wearing a black hoodie sweatshirt with purple adidas logo and blue vans. he's considered at risk right now due to medical conditions, and if you see him, you are asked to contact police. new at 6:00, california governor newsom is looking ahead to this month's apec summit in san francisco. it follows his visit to china. president biden is expected to meet in san francisco with the president of china, although it is unclear what the talks may cover. in a conference call yesterday, here is what governor newsom

said about his own recent sit-down. >> that meeting would not have happened unless there was a desire to engage, to reconcile some of our differences as relates to how we manage our strategic competition between our two countries. and so, yes, very much that was part of not just the spirit, but the conversation that we had in the meeting. >> the governor did not comment on whether he might be included in the conference involving the two leaders. the apec summit is scheduled to start two weeks from today. a late-night blindside most raiders fans never saw coming. the team last night announcing head coach josh mcdaniels and general manager david ziegler have been fired. the raiders have looked listless in their last loss.

good wednesday morning to you. 6:45. let's get a look at santa clara and our forecast today. starting out at 46 degrees. another cold morning, and it's all clear. and we'll still be in the 40s through 8:00, but then we're headed for the 70s for the afternoon. nice recovery, with a beautiful afternoon. take it in. we'll talk about clouds moving in and our weekend forecast coming up. the crowd is building. our view from palo alto. the camera around university. we're looking at tail list heading north past willow and toward redwood city. a smooth drive, but a build in volume. we'll see how that impacts the rest of your commute coming up.

it is 6:46 right now. the white house is criticizing a plan by house republicans to link help to israel to cuts to the irs. >> scott mcgrew has been following this. it really is that brand new fight senator mike johnson seems to be willing to have. >> it's a big fight, he's got opposition not just from the president, but from republicans in the senate as well. johnson and republicans in the house say they want to send $14 billion more aid to israel, but only if they cut $14 billion from the budget at the internal revenue service. his critics say these things are not and should not be related. johnson, though, looking to pay as he goes, spend on one thing, cut somewhere else. after all, the government does spend way more money than it has. we just learned a few minutes ago the treasury is going to borrow $112 billion to cover a

$102 billion debt payment this month. the white house sent a letter to johnson promising, even if johnson could somehow get his irs bill passed all the way through the house and senate, the president would veto it. here is senate majority leader chuck schumer adding to his disapproval. >> the house gop package is woefully inadequate, has the hard right's fingerprints all over it, making aid to israel, who just faced the worst terrorist attack in history, contingent on poison pills that help ultra wealthy tax cheats. it's insulting that the hard right is openly trying to exploit the crisis in israel, and trying to avoid the ultra rich. >> you might expect a democratic president, that democratic senate majority leader, you just heard criticize the republican house speaker's idea. but the top republican in the senate, mitch mcconnell, says i'm with schumer, i don't like this, either. >> let me just say that

conceptually, senator schumer and i are in the same place, in the sense that we view all of these problems as connected. >> now, all of these problems are israel, ukraine, taiwan, and the u.s. southern border. the senate is putting together a much bigger bill that addresses all of those things and a little more all at once. the other thing to watch for today in the capitol, the start of possible censures in the house. it's a public calling out of a lawmaker. a lawmaker can ask for these without asking permission. democrats want to censure george santos, though some republicans may sign on to that one. marjorie taylor greene wants to censure rashida talib. others want to censure green for anti-semitic and anti-asian statements.

some want to censu re-bowman for pulling an alarm in the capitol building. fans everywhere are remembering the life of actor matthew perry who died saturday at the age of 54. this morning we're hearing from the creators of the sitcom that launched perry into superstar dom, they created "friends" which premiered in 1994. both were by his side throughout the run, and now they're speaking out since his death. they're speaking exclusively with hoda kotb on an interview with "today." they're talking about the blindside of learning of his death. >> i was just in utter shock. you know, my first impulse was to text him, honestly. and then deep sadness, so much sadness. it's hard to grasp, you know, one minute he's here and happy, and then, poof, and doing good

colorful marigold show spirits back to their families. >> always remembering loved ones. >> we have one in the hallway here at the station. and as you walk around the corner, whoa, oh, okay. >> because there's also a giant -- >> exactly. >> but all about celebration. and so now we are going into the november month with some -- i would say definitely fall temperatures, but we're getting ready for a cooldown heading into the next several days. here is a look at our highs for this afternoon, reaching into the mid to upper 70s, low 80s for the south county today. that's pretty warm, but we're going to have a cooldown over the next few days, with more clouds and eventually some rain. we're seeing a lot of that rain moving across the pacific northwest, and that's eventually going to work its way down to the bay area. this is a look at the mid-level moisture, and where you see the dark green, that shows a high moisture content that's more

clouds and that could mean a little more rain. it's targeting the bay area, it's right over us for late thursday night, as that storm track starts to move in, cooler temperatures and more clouds. we're looking at mostly the north bay getting some rain, but then as we go into the weekend, more of that moisture gets pumped into the bay area, and that's when we could see possibly some more widespread showers, and it just continues into the start of next week. so the radar shows that the north bay shows light showers coming in on late thursday, the rest of us not seeing much, even on saturday. but then on sunday, that's when we could see the rain making it south of the golden gate bridge into the east bay as well as the south bay. so our seven-day forecast shows changes going from upper 70s and sunny to upper 60s and cloudy for the weekend. we'll be setting our clocks back one hour. it's that time of the year where we are getting ready for those very short days, and temperatures will reach into the

upper 60s. mike, what's going on at the caldecott tunnel? >> we have a traditional pattern, although a lot more focus and slowing on highway 4 in contra costa county. out of the county into alameda, westbound 24 again getting focus. three incidents reported. i think they're all the same one as you're heading out of orinda. it's toward the tunnel, i think it's outside, and it may be off to the shoulder. there will be slowing for west 24 between walnut creek and the bay bridge. things are moving fine, typical slowing for 680 and 880. this weekend there's a closure for this portion of 680, so you have to use a longer reroute on 580 or 84. i'll remind you as we approach the weekend. >> thank you so much. 6:54 right now. happening now, union faculty members at all 23 california state university campuses have authorized a strike. they're demanding a 12% pay increase, more counselors to support students' mental health, expanded paid parental leave, and increased safety provisions

welcome back. we're moving you forward with a look at this morning's top stories, including an oakland neighborhood rattled by a shocking discovery in lake merritt. >> volunteer clean-up crews found a body stuck inside of a suitcase. the suitcase was found floating in the water. all we know is the body is of a man. homicide detectives are searching for more clues about how the man died and what kind of crime may have been committed. they, also, are still wondering how or when that suitcase ended up in the water. san francisco police are asking for your help locating an at-risk boy. this is le michael humphrey, 11 years old. he was last seen wearing a black sweatshirt and blue vans. he's considered at risk due to medical conditions. if you see him, call police. as of today, mask requirements are returning to
