what may have led up to that incident. a new call from president biden to allow more time for hostages to be freed from the war zone. this is "today in the bay." good thursday morning to you. 5:00 right now. thank you for joining us. i am laura garcia. >> i am marcus washington. we will get to those stories in a moment, but first we want to look at a breaking story out of the south bay on martha street and south 7th street, the water main break, and here how it looked a short time ago. minor flooding and damage to the road with parts of martha street covered in mud. for a time it reached the

on-ramp on 7th street, and it has reopened since. mike inouye is looking at any issues. >> people hear that off of 280, and look at 280 itself, and here's martha, and we don't have sensors on that smaller street. you saw the equipment. watch for the closures, but for now everything is reopened for the on and off-ramp for northbound 280. and if you are traveling to or from the university, you should be just fine. we are watching south of there between 7th and 8th on martha street. the rest of the bay is looking really good. there's a disabled vehicle in oakland, and lanes reopened there with a full traffic break. we will keep you updated. >> thanks. at one point the entire town

of canyon was put on alert. >> bob redell is live for us. what you have been able to learn? >> reporter: fortunately the fire is out and the fire department left the scene and the town of canyon outside of arenda, if you are not familiar with the location, the town is safe. but the fire department did advise the people who live here to evacuate because of the house fire, and we are at the local post office. the fire started on the a house on 290 redwood highway, and it destroyed that house and destroyed about a half acre of nearby brush around the home, and the fire department didn't want any of their men or women getting electrocuted. you might see in the video why people were advised to prepare

bear mace after employees asked him to leave. first responders treated close to 70 people with three being sent to the hospital. the incident caught everybody, including other workers, off guard. >> i think they will start having a good sort of setup when things like this happen, how to move forward and evacuate maybe sooner. >> police say the man that sprayed the mace was wearing a pink beanie and drove off in a white car. for the first time since the war started, four nationals along with injured palestinians are arriving in egypt. more americans are set to evacuate today and this is according to american officials

meanwhile, new video showing israeli troops conducting ground operations in gaza with teams move into some of those neighborhoods. defense israeli leaders suggest its army is making good progress causing hamas to retreat in to north gaza. on capitol hill, there's a growing disagreement on how to fund israel along with ukraine. president biden would like to see a pause in the fighting. >> secretary of state antony blinken heads to israel today, and earlier he called for humanitarian pauses in fighting to allowed aid into gaza, and president biden in minnesota endorsed the pause, and a -- >> i need for you to call for a cease-fire right now. >> earlier the president praised

negotiations which led to foreign nationals and injured palestinians leaving gaza for the first time since the war began. >> as part of the first group of probably over a thousand, and we will see more of the process going on in coming days. >> israel is facing mounting criticism after bombing a refugee camp, and they said they were targeting a hamas command center. on capitol hill, a debate on how best to provide aid to israel and ukraine. house republicans are considering a bill with israel only paired with cuts to the irs, and that would add more than $26 billion to the deficit. >> but in the senate any aid bill without funding ukraine is dead on arrival.

>> i am alarmed and appalled at this point when ukraine is at a vital point in survival. happening today, a trial is scheduled to begin for a teenage stabbing. a 16-year-old died. investigators later learned it stemmed from an earlier dispute. witnesses say he was defending himself. happening now, open enrollment begins for covered california. it will be a little more expensive this year with rates jumping by more than 5% and tied to inflation.

those in the silver plan cannot pay a primam more than 8.5% of their income. the government will cover the rest. looking at the south bay in san josé. a nice clear shot out there. a nice clear morning as well. cool temperatures. let's check in with kari. >> we are starting out cool but not as cold as it has been. instead of seeing upper 30s, we are seeing low 40s in parts of the bay. and upper 40s in parts of the south bay. then we will warm up quite a bit going into the afternoon. look at the highs headed for 84 in san martin and dublin. 78 degrees and mostly seeing some of the same temperatures we had from the past few days with it being slightly warmer in some inland valley. i will have more on the weekend in a few minutes. mike is so far tracking a smooth commute.

good thursday morning. it's now 5:13. as we get a look at the north bay we are checking out our planner for napa. we start out at 46 degrees. it's a cool morning but not as cold. notice more clouds as we go throughout the day. eventually we will work our way towards rain chances as we get closer to the evening and into the weekend. i will have a look at all of our microclimates in the forecast, coming up.

toyota is latest car to raise wages to $34 an hour. that's not as much as uaw workers got at ford, stellantis and gm, which is as much as 40 bucks an hour. there are nonunionized plants want higher pay, and at tesla it's about $36 an hour. the success of unions, uaw, the teamsters really putting the pressure on nonunion companies to step it up. i mentioned wall street was pleased with the fed's decision not to raise rates. many investors think they won't in the future, too. their conclusion comes after jay

>> i was thinking, what too we wear on thursdays? >> blue. >> and apparently a jacket because it's chilly out there. we do have warmer temperatures out there. it's going to be another beautiful day across the bay area, but i am concerned about the air quality because we have high pressure and we're also getting a lot of the pollutants being put out there, some of the smoke across the region drifting in. that's reducing our air quality and making it look a little hazy as well. we are seeing some of the highest measures of particulate matter in the air for the coast and the bay, and we are seeing moderate air quality across much of the rest of the bay area. once again, a hazy look to the sky, and if you are sensitive to that, you might want to limit your time outside. 77 degrees in cupertino, and the same in milpitas in the south

county. we are going to have a mild day and a little warmer than what we typically see for early november. san mateo headed for 75 degrees, and for san francisco we are back in the low 70s. parts of the north bay headed to the mid and upper 70s with napa this afternoon reaching 77 degrees, and mostly a light wind. in time for the sharks game tonight, expect temperatures to drop to the upper 60s. as we go through the evening, we will be in the low 60s, and overall a good night. we will be watching out for rain as we get ready for the weekend. right now it's starting to make its way into the crescent city area, and by the time it gets to the north bay a lot of the rain has fallen apart. we are looking at a lot of clouds. maybe spotty sprinkles here and there, but not a widespread rain

here, and most likely not until sunday where we will see rain chances bringing up to a quarter inch of rain through sunday evening while much of the rest of the bay area doesn't see that much. this is that weekend when we go to bed on saturday night and into sunday morning we will have to set our clocks back one hour, the ones that don't automatically change. looking ahead, we will drop it back into the mid and upper 60s. slight rain chances off and on, and spotty rain chances in san francisco continues into monday. we have our camera looking at 680 down into the walnut creek interchange. here is where the lanes will start to split from 24 to 680. light traffic flow, and we are starting to see it build up for highway 4. a little brake tapping through bay point, and no problem in

lesson could help all of us. >> researchers built two nearly identical tiny homes side by side and then torched them. they have run this test in a big lab and written research papers before, but now they are setting fires outside to make a point. it's one thing to be able to read about the best practice, and it's another to see it. we wanted to bring it to california residents to let them see it for themselves. the most striking thing we saw was how quickly vegetation burned even though it was lush and green. the lesson? keep plants and such five feet from your home even if you just brought them home from the nursery. we are going more in depth tonight at 11:00. you will hear from insurance agents that might help you keep your home insurance policy because right now lots of families are losing coverage. i will join you again tonight at 11:00. >> thank you, chris. coming up, the top stories

brief scare it caused for neighbors. this has a lot of people talking, a proposed rate hike by pg&e. they want to raise the rates again. i will tell you what they are asking for and what our insiders say they are likely to get. also, local heavy hitters join the fight to help keep the a's in oakland. the message from one former team executive to other major league owners. this is "today in the bay." good morning to you on this thursday. i am marcus washington. >> good friday eve. i am laura garcia. let's start out with the forecast. meteorologist, kari hall, is tracking what we can expect. >> it's starting out clear and not as cold, but you are chilly as you step out the door. air quality concerns, and we are going to see that continue throughout the morning and early afternoon. it will be another warm day. in fact, in some parts of the bay area slightly warmer than

the past few days. the clouds will be rolling in and we are watching out for rain chances this weekend. stepping out the door and on your way across the san mateo bridge, we will start out with temperatures in the low 50s. we are staying in the low 60s here, and look at some of the temperatures today, headed for the upper 70s from dublin to livermore, 78 degrees. we'll talking about where we could see rain this weekend. mike, you are seeing more drivers starting to hit the road about now. >> nothing dramatic, right? we should see the metering lights here in the toll plaza in the next few minutes. so far everything is on schedule. if you are leaving oakland, a little slowing shows up on the incline. highway 37 through the north out of vallejo and westbound highway 4 will start to build. slowing over near san marco. watch for that. not a major change, but vasco

just adding a few more minutes, and that means more traffic. we still have the traffic at speed and everything at green. back to you. >> thank you. an update on the breaking news in the east bay where a late-night house fire caused a big community scare. it started on a property on redwood highway. power lines were down when firefighters got there and flames were quickly spreading to the surrounding brush. at one point evacuation orders were ordered but it was later lifted. the house is a total loss, and the cause is still not clear. bob redell is at the scene and gathering more information. he will join us during our 6:00 a.m. newscast. pg&e calling for a rate

hike, this after the highest power rates in the country. >> it's just a two-week delay for staff to take a look at the issue. we know pg&e is asking for a rate hike that would represent about two hour's work for somebody making minimum wage. let's break it down. pg&e is proposing a 26% rate hike amounting to 20 to $31 more a month starting in january, depending on whether people have gas and electric or just gas. right now the average residential bill is $241, and eight years ago it was just $87. the utility said the

undergrounding could save money in the future, but right now it's not the most cost-effective option. >> pg&e says if they can underground the utility and prevent having to have to cut these trees on an annual basis, they cut over a million trees on an annual basis, so if they can cut back on doing that, they can theoretically -- this is, at least, what they offer, to take the money savings and give it back to the rate payer, so maybe you can get money in the long-term, but in the short-term you are not getting money back but will pay more. >> if history is any indication, pg&e will get about half of what they are asking for, which is still more than 10% in an increase. the vote on this issue has been postponed for two weeks, and that gives more time for public comments.

we did hear from one lawmaker that said i am not hearing anybody yet, but as soon as the rate hikes kick in, i usually get a lot of calls. here's your chance. i will put it on my social pages where you can comment. >> it affects everyone. >> yes, everyone. >> thanks, kris. and a man led officers on a high-speed chase and he's back in court this morning. ginger conejero saab is live. what do you think we can expect in court today? >> the suspect in the case, the 42-year-old daniel garcia. he was with his public defender. he pleaded not guilty to 12 charges, including attempted robbery, and six counts of detonating an explosive device

with the intent to commit murder. garcia has a criminal record and he was convicted over a decade ago for blowing up somebody's car. garcia attacked a parishioner in san francisco, and when officers responded he led them on a wild chase from san francisco to martinez. during the pursuit, garcia threw two improvised explosive devices out of the car at officers. the chase ended in martinez where garcia was taken into custody. if convicted garcia could face life in prison. we will keep an eye out for how this case continues to unfold. >> thank you, ginger. former a's executive leading a new call to keep the team in oakland with a direct appeal to major league baseball owners.

andy doleage spent 15 years in the mlb, and in a letter to the owner, he calls the a's move to vegas a bad idea. in part he writes, quote, the athletics franchise became an essential part of the hearts, minds and souls and tpau hrapb thraupic programs to the community. >> this is usually an nine-inning game, and under john fisher it has been 18 years of frustration, and you are taking one of the great properties in baseball, and you destroyed it by design, and now what is going to happen? >> he argues the move to a smaller market only hurts the a's and the league would benefit more by creating a new franchise in vegas. league owners are expected to vote on the plan later this month. it will require 75% approval.

meet with voters in san francisco. he announced his run for the democratic nomination. he was elected to the house in 2018. he says he's into the race because he's worried about polling numbers suggesting donald trump could defeat president biden. president biden is calling for a pause but not a cease-fire in gaza. >> scott mcgrew, to a lot of people that sounds like the same thing. >> it really does, and to be fair, they are, really. a pause in fighting declared by both sides is a cease-fire, but the idea of declaring a cease-fire is not popular for those supporting israel because they say it would cause hamas to rearm. he is calling for a pause so more american hostages could be

freed. janet yellen gave us a preview for the apex summit in san francisco later this month. she's expected to reach out to china in her speech and say the u.s. wants to strengthen economic bonds with the country. and president biden will meet with president xi during sometime in the apec. a blow for mike johnson. the budget plan says his plan to take money from the irs and use it to aid israel would cost more than he said it would. taking the $14 billion from the irs would cost our country nearly 27 billion, because taking away money from irs enforcement means less money

paid to the country. the house voted not to expel george santos accused of fraud. his fellow republicans from new york asked he be kicked out, and quite a few republicans and democrats voted to keep him. >> this is a victory for due process, a victory for due process and not george santos. >> menendez facing charges himself, and he said he wants to remain in the senate as he awaits trial. don trump jr. testified in the civil fraud trial. eric trump expected to testify today. trump jr. said he didn't know about and was not responsible for financial company filings

the first landed around noon yesterday. you might recall china had one of the most restrictive covid-19 policies, only allowing citizens to leave for vacation just last year. it paused air china flights between beijing and san francisco in february of 2020. the "san francisco chronicle" reports the hiatus hurt san francisco's tourism, especially in china town. air china will offer flights on wednesdays and saturdays. how about a texas-sized jubilation happening late into the overnight hours, after the texas rangers made baseball history. people celebrating in the streets of dallas after the rangers won their first ever world series championship. that news leaving a lot of bay area baseball fans a sense of

very hazy out there. it's going to be a day with moderate air quality. if you are sensitive to all of the smoke you want to limit your time outside today. we are seeing a higher amount of the smoke and particulate matter get trapped in the inversion layer. what is that? that's what we have in the morning when the cold air sinks down, and then high pressure above that which is pushing it back to the surface, and everything is getting trapped, especially in the valleys. it creates a cap or lid over the bay area where it gives it a hazy appearance to the sky, and the smoke doesn't have a chance to get out until the evening when the winds pick up. high pressure has been in place giving us warmer than normal temperatures. we are going to reach up to 78 degrees in san josé and upper 70s as you move into the south bay, as well as the east bay with concord reaching 77

degrees. you are getting a look at the microclimate at the bottom of the screen. in oakland, 75 degrees and then by the weekend, the 60s. redwood city in the upper 70s today. daly city hitting a high of 71 degrees. and the mission district reaching 73 degrees. taking a look at what to expect in the north bay, clearlake at 77 degrees. we will have a cold front moving in and big changes ahead for the weekend. there has been a lot of rain funneling into the pacific northwest with the atmospheric river, but it's losing its punch by the time it moves into the bay area. we could see light rain moving through by saturday night, but it looks like it's in and out of here and not making it much further south than the golden gate bridge. this is what one of our computer

model shows, higher rainfall totals, north of santa rosa, a quarter inch of rain. just a couple sprinkles. this is that weekend when we turn our clocks back one our on saturday night into sunday morning, and it's also a good time to make sure you are checking the smoke detector batteries. i already had one chirping so far. you do get one more hour of sleep. look at the sunrise and sunset times on sunday. 6:30, we get a little more light in the day, and sunset at 5:05. to me it seems like that sunday is the longest day ever. we will have a mostly cloudy day. temperatures in the upper 60s, and cooler weather next week as we return to sunshine. we're coming out of these above-normal temperatures back to the 60s, and off and on light rain throughout the weekend. mike, are they filling in at
