evacuation. calling for a pause. the new plea to israel from president biden to allow for more hostages to be freed from the war zone. plus, after months of delays, governor newsom is one step closer to bringing new tiny homes to the south bay. new details on how much it will cost the state. this is "today in the bay." good thursday morning, and good morning to you. i am marcus washington. >> i am laura garcia. we will check the commute with mike in a bit, but let's talk about the forecast as we creep closer to the weekend. >> we have had changes, and it has been warm this time of year to start out the month of november, but we are heading towards more clouds and a little rain. our temperatures head back to the upper 70s and low 80s with clouds moving in for the afternoon into the evening. this weekend a couple rain

chances, especially for the north bay. as we step out the door this morning, we are feeling temperatures anywhere from the low 40s to the low 60s in martinez. a little more breezy there, but we will see the high headed for 77 degrees and 78 in san josé. in santa rosa, up to 77 degrees. mike, you are seeing the build across the bay. >> absolutely, kari. we will look at the san mateo bridge, and i wanted to show the folks the volume of traffic building over there. you see the traffic flowing with the taillights away from us. we are looking at no major problems across the span. the volume is building so the sensors should start to slow a bit. you see traffic off of the nimitz where it's slowing a tad bit. we will check castro valley, and i will watch those reports. the typical build through san josé, and the typical build out

of richmond. no surprises by the time you get to berkeley, but backed up at the toll plaza. back to you. >> thank you. a fire destroying a home in the east bay hills. at one point the entire town of canyon was put on alert. today in the bay's bob redell is live for us. we saw how intense the flames were, bob. how is the fire conditions now? >> reporter: well, the fire is out and has been out for a couple hours. the fire department has left the scene and the town of canyon. if you are not familiar, we are in the hills not far from arenda. at one point overnight the fire department did advise the residents that live in canyon to prepare for evacuate because of the fire up the street from our location. the fire started at 10:30 last night, it destroyed the house and then the fire spread to half

an acre of brush around the home. you might be able to see why in the video people were prepared to leave. as the name canyon implies, this area is steep and full of vegetation, very dangerous for wildfires. >> there are concerns, and a quick and rapid response by all the agencies, we were able to get the thing knocked down. >> reporter: again, the town of canyon, where we are at, was put on notice to leave the area overnight but did not have to evacuate. again, that fire is out and nobody was hurt. the cause of the fire is still unknown. reporting live in canyon, bob redell for "today in the bay." >> so thankful nobody was hurt. thank you. coming up at 6:25 this morning, our consumer investigator, chris chmura, he will break down life-saving tips we should know if you ever

experience a house fire. developing right now in the south bay, a live look in san josé at martha street near south 7th street where a water main break caused a lot of problems overnight. it briefly, in fact, led to the closure of the on-ramp to 280. parts of martha street is covered in mud. for a time the water breached the on-ramp near south 7th street and it closed at 2:30 this morning but since has reopened. crews are expected to be on the scene until at least 6:00 tonight with some two dozen homes likely to experience low water flow. the search is on this morning for a man that triggered a hazmat incident at an east bay hobby lobby, and it happened yesterday after new antioch. a customer spared bear mace on an employee after being asked to

leave. 70 people were treated and three were sent to the hospital. the police say the man who sprayed the mace was wearing a pink beanie and drove off in a white car. a teenage defendant charged for a stabbing in a classroom at santa rosa's montgomery high school. the 16-year-old died. investigators later learned it stemmed from an earlier dispute. friends of the suspect say he was defending himself. the defendant was 15 years old and a freshman at the time. he's charged with voluntary manslaughter and possessing a weapon on campus. now to developments overnight in the middle east. the rafah border crossing is

where some are arriving. more americans are set to evacuate today. this is all thanks to a deal involving egypt, hamas and israel. that agreement calls for 500 people to leave gaza daily. meanwhile, israel troops are conducting operations with teams move into neighborhoods. they are forcing hamas to retreat in northern gaza. this all comes as secretary of state, antony blinken, heads back to the middle east today. israel facing mounting criticism after bombing a gaza refugee camp for the second straight day. military leaders say they were targeting a hamas command center and killed a top commander. president biden says a pause in the war is needed to get more hostages out of the region. on capitol hill the debate continues on how best to provide aid to israel.

republicans are proposing a funding bill that would cut billions to the irs and add to the u.s. deficit. democrats warn any aid bill without funding for ukraine is dead on arrival. and then newsom's plan to build tiny homes in san josé is moving forward. in march he announced a plan to build 1,200 tiny homes for the unhoused. those homes were expected to roll out by the fall, this fall to be exact, and this week administrators reached deal to deliver them. six different companies are being contracted. the price for the most basic one-bedroom home starts at $12,500. the price for a two-bedroom home will run you there $90,000. not clear how much the state will spend or when the homes will be delivered. >> a big difference for that extra room there.

let's look over san francisco, a nice clear view at the city by the bay. we are waking up to clear skies, and it's milder compared to what we have had recently. was head out in walnut creek, we are seeing temperatures in the upper 40s for now. it's partly cloudy. as we go throughout the morning we will see a few more clouds in the mix than we have seen recently. the clouds continue to roll in, but it still will be a very warm day, headed for the mid-70s with the south bay high temperatures reaching near 80 degrees in los gatos, and up to 77 in milpitas. in the inner bay, we are in the mid-70s. along the coast, expect a high of about 73 in half moon bay, and 79 in palo alto. low 70s in san francisco. our northbound temperatures in the mid-70s. we will watch the north bay for a chance of showers, and i will

have more on that in a few minutes. mike, there's a crackdown in castro valley. >> yeah, two lanes are blocked, and chp clarified that as you are traveling west, your commute direction towards dublin. you see this just past the slowing, so that's an advantage if you are coming down 580 from that direction. we will watch for slowing in this area. that might hold off traffic here for the nimitz. slow towards hayward, and slow towards the san mateo bridge. the bay bridge toll plaza has the backup, and a build for highway 4. the south bay, the original slowing through san josé taking a break. another build up is happening because we have traffic coming in through morgan hill feed into san josé. >> i know it well. coming up, american wages are going up and for many cases you can thank unions.

good thursday morning. it's 6:13. let's look at the forecast as you are heading out in oakland. it's mostly cloudy and we will see a few clouds and sun peeking out today. we are going from the low 50s to 60s at noon and eventually reaching the 70s. we will talk about the cooler and cloudier weekend coming up in a few minutes. 580, that's toward the dublin interchange. that's fine. once you pass that, there's one car off the roadway. we are getting details. i am concerned about the injuries. we will talk about the status of that and how it impact the rest of your commute. markets seem happy with the fed's decision not to raise interest rates again. we will talk more about that in a second. disney is buying comcast's share of hulu, and comcast, by the way, is our parent company.

and roku said it had near record revenue, and still doesn't make profits. apple is working on a new watch that could read your blood pressure and is planning for air pods to work as hearing aids and take your temperature. toyota workers topping out at $34, and that's not as much as uwa workers are getting at ford, stellantis and gm after the new contract, and that's as much as $40, but it puts pressure on toyota and other non-unionized plants, and that

includes the tesla plant here in fremont. the success of unions, uaw, teamsters over at ups putting pressure on nonunion companies to step it up. the top earning drivers at ups will be paid $140,000 a year. i mentioned wall street pleased by the fed's decision not to raise rates. it seems many investors likely won't raise rates in the future, and that conclusion comes after jay powell's press conference yesterday. marcus and laura, we were talking about this earlier. powell saying, the question is we're asking is should we hike more? slowing down is giving us, i think -- i don't know what he's saying. i don't know how wall street is getting any information out of

that, but one of us could be the next fair chairwoman or chairman, because you just say things. saturday will mark one week since the death of a beloved sitcom actor, matthew perry. the "friends" star died at his home. >> the "today" show reporter spoken with on one with the two that first directed the episodes of friends. there was similarities between matthew perry and chandler bing. >> yeah, i asked jim boroughs what was like matthew perry on set, was he just as funny?

he said absolutely. it was ingrained in him. he was so funny. chandler's character was pretty awkward, and matthew perry was a little awkward, too. jim talked about as a director, he always wanted to cut to matthew perry's reaction, and he had such good facial expressions and reactions that you wanted to cut to matthew perry. his physical comedy and timing was truly unmatched, guys. >> these are just words on a piece of paper, and these actors bring the characters to life. one thing you can say about that group, that chemistry was amazing. i understand boroughs was instrumental in picking the cast. he took them on a trip to las vegas.

tell us about that? >> yeah, the cast, to this day, many of them still call him papa. he said before the show was on air he went to the head of warner brothers and said i am going too take the private jet and take the kids -- that's what he calls them, the kids -- to las vegas, and he got a restaurant and a big table in the center of the dining room, and he said look around and take this moment in, because this is one of the final moments of anonymity, and he said after the show you will be bombarded. they didn't believe him. a lot of the success, as you mentioned, had to do with the chemistry. not just on-air chemistry but behind the scenes, too. jim says he has been in touch with some of the cast members the past few days and they are all devastated and destroyed,

like losing a member of your family. >> yeah, you could feel the love they had. truly friends. there will be more this morning coming up on the "today" show at 7:00. back here at home, a look at the forecast. >> it will still be a cool morning but warm afternoon. we see the warm-up happening quickly go into the afternoon hours and then cooling down as well. you may notice something a little more different today. it looks a lot more hazy, and the air quality is decreasing. if you are sensitive to wildfire smoke or pollutants in the air, limit your time outside. what is happening when we get a little wildfire smoke across the region or the pollutants from our vehicles or the nearby buildings, that inversion layer and high pressure above basically creates a lid or cap

over the bay area. we don't have a lot of wind to help mix out that smoke in the ozone, the pollutants we are seeing, and it remains trapped near the surface and decreases our air quality. that's what we will see again today. our temperatures warm for this time of year, headed for the upper 70s and low 80s. we will see more of the same temperatures tomorrow and see more clouds move in, as a storm system that has been funneling into the pacific northwest makes its way closer to the bay area. will not bring us a lot of rain but just a cloudy weekend with spotty showers. the best chance will be late saturday night into sunday morning. notice we all don't really see that rain. it's mainly focused on the north bay, and some of our rainfall totals reaching a few 0.01s inch of rain. i don't think we will see a lot in the south bay and parts of the peninsula. this sunday, we will remind you

to turn your clocks back one our and change the smoke detector batteries, and you get one more hour of sleep. the sunset is 5:05 on sunday, so we will be adjusting to daylight saving time next week. and then inland areas, highs in the mid to upper 60s. most of the east bay, you are okay, and right there we talk about castro valley where westbound 580 really jams up approaching castro valley boulevard. there's not a great relief valve other than the bart system traveling through the area, of course. two lanes are still blocked. one car went off the roadway and down the hill to a ditch on the side of the roadway. no major injuries, but they are having trouble getting that person out of the vehicle. a lot of activity, but no major injuries there. and the build is there, of

>> i am marcus washington. time to get a look at the forecast before you head out. meteorologist, kari hall, has been tracking a cool start to the morning. >> a cool start to the morning and a warm afternoon. we see the range in temperatures. we have a few more clouds coming in. it will be a little hazy today, and we will see more smoke drifting in impacting our air quality, and it will be a warm afternoon but clouds moving in for the north bay later this evening. rain chances increase for the weekend. look at where we are headed for today. starting out in the upper 40s and low 50s, and reaching into the 70s today in concord. look for a high of 77 degrees, and the same in mountain view. in napa, 77. san francisco will hit a high of 73 degrees. we will talk about the weekend and some of the things going on around the bay area and help you make plans, coming up in a few minutes. >> thank you, kari. an update to the news we're

following in the east bay this morning where a late-night house fire caused quite a scare for a neighborhood south of laurinda. power lines were down when firefighters got to the scene and the flames quickly were surrounding to the brush. evacuations were ordered and that order was lifted, and luckily nobody was injured. the house is a total loss. the cause of the fire is still not clear. new developments in sacramento where state regulators put a pause on pg&e's request for a rate hike, where california has the highest rates already in the country. >> this is just a two-week delay for staff to take another look at the issue. we know what pg&e is asking for, and it would represent about two hours of work for somebody that

makes minimum wage. let's break it down. pg&e is proposing a 26% rate increase, amounting to 20 to $31 more per month starting in january, and that's if you get gas and electric or just gas. right now the average bill is $241, where eight years ago the average was just $87 a month. consumers are feeling the squeeze, but pg&e said it's dealing with unprecedented fire threats and fire activity, and the underground option could mean savings for consumers. in the short-term undergrounding is not the most cost-effective option. one consumer reporter has been following this back and forth for years. >> pg&e says if they can underground the utility and prevent having to cut the trees

on the annual basis, they cut over a million trees on an annual basis, and if they can cut back on doing that, they can theoretically -- at least this is what pg&e offers -- they can save money and give it back to the consumer. >> jackson says if history is any indication, pg&e will likely get half of what it's asking for, which is still an increase of more than 10%. now, they are still meeting in sacramento but the vote is on hold for two weeks, which means if you have an opinion about this you have time to weigh in, and there are four different ways you can do that, go to their website. i will link that in my social pages so people can weigh in. i heard from one lawmaker, and he said nobody says anything unless it's over.

>> yeah, it's an opportunity. i think everybody has something to say. >> it impacts residential and businesses -- >> two weeks. >> yes, two weeks, and can you find it on my socials. a man leading police on a high-speed chase across the bay is due in court this morning. ginger conejero saab is live in san francisco. the incident first started on sunday night. what do you think we can expect in court today? >> well, laura, the suspect, the 42-year-old daniel garcia will be in court for his preliminary hearing this morning. he was in court for the first time yesterday. he was with his public defender. he pleaded not guilty to 12 charges, attempted robbery, and six counts of detonating an explosive device with intent to commit murder.

garcia has a criminal record. he was convicted over a decade ago for blowing up somebody's car. police say the incidents on sunday started before 6:00 p.m. that's when garcia attacked a parishioner inside saint peter and paul's church in san francisco. during the pursuit, garcia threw two explosive devices out of the car at officers. the chase ended in martinez where garcia was taken into custody. if he's convicted of his charges he could face up to life in prison. laura? >> a lot of incidents there. thank you for the latest. a former oakland a's executive is leading a new call, and this is to keep the team in oakland with a direct appeal to major baseball league owners.

andy dolich spent 15 years in professional sports, and he calls the a's move to vegas a bad idea. he writes in part the athletics franchise became an essential part of the community. andy dolich tells us the a's owner, john fishers mostly to blame for the problems. >> under john fisher it has been 18 years of frustration, and you are taking one of the great properties in baseball, you have destroyed it by design, and now what's going to happen? >> he also argues the move to the smaller market only hurts the a's, and the league would benefit more by creating a franchise in vegas. it will require 75% approval. a nice start to our thursday

morning. shall we start talking about the weekend? >> let's! >> never. what about the forecast for the weekend. >> yeah, if you are lucky you can kick it off tonight at the sharks game, and it will be in the upper 60s to start. we will have a nice day and cool evening with a light wind and a few more clouds coming in. by the end of the game we are in the mid-60s and not seeing the wind pick up much more for this eve tphpbg. we have the union square ice rink opening over the weekend. we will reach into the low 70s and cloudy throughout the day. in san josé, there will be the water lantern festival on saturday and sunday, and expect it to be in the mid-70s. we will see the numbers coming down as we make it into the low 60s by the evening. if your weekend plans take you to the coastline, you will want to enjoy a beach day.

i think friday is the best day of the weekend because it will be slightly warmer in the mid-70s. you may see more sunshine. expect it to be mostly to partly cloudy and in the mid-60s. in tahoe it will be mild for the afternoons, with our mornings starting out in the 30s. it will be mostly sunny throughout the weekend. a nice and easy drive there and back. mike, you were warning folks about the delay through castro valley? >> yeah, it is better than it was before. there was light activity for the car that went into the ditch. traffic is continuing to feed in to alameda. folks coming down san ramon, that will be an issue. you are restricted to one lane but i don't think you need to reroute. folks probably don't have to take 680, but this weekend you

reorganize. president biden reacting to a protester, saying he agreed to a pause to free hostages. treasury secretary, janet yellen, will speak today and give us a preview of the apec summit here san francisco later this month. she is expected to reach out to china and say united states wants to strengthen economic bonds with the country. president biden will meet with chinese president xi at some point during the conference. we will talk more about apec as we get closer. and then the noncongressional budget office says johnson's plan to take money from the irs to give to israel would cost more than he said it would. taking $14 billion from the irs would cost the country nearly $27 billion because money taken away from irs enforcement means

the united states gets paid less in taxes owed by taxpayers. johnson says he is still going to take the bill to the floor anyway. quickly, moving through the rest of the business of congress, more dysfunction and accusations. the house voted not to expel congressman, george santos, accused of fraud. his fellow republicans from new york asked he be kicked out, and a few republicans and democrats voted to keep him. democrats probably had their own accused melendez in mind. he says he wants to remain in the senate as he awaits trial. donald trump jr. testified in the new york civil fraud trial. eric trump is expected to testify today. trump jr. said he didn't know about and was not responsible

for the trump company financial filings, though his signature was affixed to them. he said he did what accountants told him to do, laura. >> thank you, scott. it's 6:46. just into our news room, a new merger between cedar and six flags, and cedar owns california's great america, which has a location in santa clara, and six flags has a park in vallejo. the deal is expected to be official in the beginning of next year. if you are out and about tonight, you may see a glow of teal coming from iconic bay area landmarks. it's to raise awareness for alzheimer. sfo, levi's stadium, oakland arena, city hall, some of the places lighting up the world in

teal. this happens in november, as it's alzheimer's remembrance month. the cdc says well more than 6 million americans suffer from alzheimer's. later this morning the warriors will unveil the season's alternative jersey. you may have saw a leak of it online with the other nba teams. this morning, the team is coming off an exciting finish to last night's game. >> klay thompson, a three. klay for the win! it's good! >> they make it look so easy. he nailed the game winner with .2 seconds back on the clock. sacramento had one final chance but came up short. the warriors won it 102-101.

performance and making a video? >> they did that with whitney houston and a lot of people didn't like that. >> the last ever, they said. >> don't let me down with the forecast. looks good for us. it starts out cool but will be a beautiful afternoon. we will start to see a few more clouds coming in. i am also watching the air quality, because it's getting slightly worse compared to yesterday. may look more hazy out there. if you are sensitive to a high amount of a lot of pollutants and smoke, you may want to limit your time out there. we have had high pressure for the past few days, and it acts as a lid and creates a cap over the bay area because of its sinking motion. we have the cold mornings and then all of the cold air sinks down to the surface and it traps in the smoke and all of the

pollutants. that's why we say, if you can, catch public transit or something where we do not put additional pollutants in there. our temperatures today are matching where we were yesterday with low 70s and low 80s. pleasanton reaching 79 degrees, and 75 in oakland. 75 in san mateo, while san francisco goes back to the low 70s. downtown reaching 73 degrees. for the north bay, expect it to reach into the mid and upper 70s. not bad but we have a cold front coming in and that will change things for the weekend. when this thing comes in, we will see more in the way of clouds but not a lot of rain. they have been talking about the atmospheric river for the pacific northwest, but by the time it gets here a few quick sprinkles will move through. don't be surprised if it starts missing on you a little bit.

welcome back. we are moving you forward with a look at this morning's top stories, including an update on breaking news in the east bay. this is where a big scare happened for a lot of people living near the scene of a late night house fire. >> it started a little before late last night. at one point evacuation orders were ordered but that was later lifted. luckily nobody was injured but the house is considered a total loss. the cause of the fire is still not clear. a live look in san josé this morning. this is near martha street and

south 7th street where a water main break caused problems overnight. you can see there, minor flooding and damage on the road. parts of martha street is covered in mud. for a time the water breached the interstate 280 on-ramp near south 7th street and it closed at 2:00 this morning. it has since reopened. two dozen nearby homes are likely to experience low water flow. the search is on for a man that triggered the store to be closed. first responders treated close to 70 people with three of them being sent to the hospital. the man that sprayed the mace

was wearing a pink beanie and drove off in a white car. state regulators recently put a pause on pg&e's request for a giant rate hike. pg&e is proposing a 26% hike increase, according to them this is amounting to 20 to $31 per month more starting in january. right now the average residential bill is $241. eight years ago the average was about $87 a month. pg&e says that it's dealing with unprecedented fire risks and really wants to make underground lines a bigger priority. and a conversion could eventually mean savings for consumers. opponents argue in the short-term setting, power lines underground are not the most
