officials are helping to buy tiny homes for unhoused residents. omari fleming from our nbc station in san diego has more on how these programs are giving many hope for a better future. >> reporter: living in these tiny homes in el cajon has given pr brittany and her dotaughter a b chance to change their lives. >> covid knocked a lot of people out. >> reporter: now she and her daughter are getting their own apartment. >> we're super stoked. it's too good to be true >> reporter: she says living in the tiny homes for just a month and a half gave her the serenity she needed to get back on her feet >> i don't have to worry about where we're going to sleep, and i can focus on the things i need to focus on. it's like a stepping stool >> reporter: the city is looking to help replicate that kind of success through the sleeping cabin program. it will provide $1.5 million in grant money for private

organizations like churches, businesses or non-profits to purchase and place tiny homes on their own property, parking lot or other designated spaces about 100 homes from a company called pallet hell tshelter woue made available throughout program. >> we know there is a need to look at different options as it relates to homelessness. >> reporter: the private organizations would be responsible for providing wraparound services like resources and counselors to help the people housed. >> we also want the opportunity to get them into a safe place and just be able to work with them through these organizations to get them connected to whatever other sources or resources that they need >> reporter: meridian baptist church teamed with amicus and others for a pilot program that turnedity lot into a village of six tiny homes for women after the success they've seen in the first year, pastor slade sees the promise in the county's plan for about 100 tiny homes.

rescue efforts are still happening in kentucky to try to find a macingissing worker who inside a 11-storey building when it collapsed. a second phase of rescue has begun, which includes removing rubble, and they have not given up hope. >> reporter: a race against time after tragedy in rural kentucky. >> a structural collapse has two individuals trapped in steel and concrete. >> reporter: workers pinned inside a 11-storey coal preparation plant as it collapsed. one worker perished. and now a rescue mission under way to find the other. the collapse happened around 6:30 p.m. at the decommissioned martin mine prep plant. the men were at the bottom floor

at the time, working to prepare the building for demolition when it collapsed, pinning them under tons of concrete and steel. rescuers got in contact with one of the workers following the collapse but they say he died during the search for him. now the search for the other continues. >> we've talked with both of the families. it's never an easy thing. toughest part of the job. but something that has to be done. >> reporter: kentucky's governor bash bashir declaring a state of emergency, saying keep praying, the scene is bad, and we should be prepared for tough news out of martin county. >> it's horrific. i remember being in new york after 9/11, and those images you see there is kind of what you see up the hollow here. very large structure that has collapsed on itself.
