ahead of apec. key talks treasury secretary janet yellen is set to have with her counterpart, all of this coming as animation is mounting for other world leaders to descend on the bay area. and taking you outside live, rain still coming down across parts of the bay area. meteorologist kari hall is timing out what you can expect as you start your day. this is "today in the bay." >> good morning to you on this monday. i'm marcus washington. >> and i'm laura garcia. we'll check that morning commute with mike, starting out a brand new week. starting out with some rain as well, kari. >> yeah, and we'll also be adjusting to the earlier sunrise this morning. but some off and on showers moving through. we may not see it as early as we'll see when the sky is clear. so we're still seeing the storm system moving through much of the bay area, taking a break for now.

the roads are still wet and we have wet weather moving through parts of the north bay, continuing for marin county and parts of sonoma county. getting ready to stretch into napa county as well. as we go through the next few hours, the radar filling in, once again, after a brief break overnight. here we are at 6:30, seeing that rain coming into parts of the peninsula, as well as the east bay, and then continue to go make its way closer to the south bay by 8:00, and some off and on showers continue for the north bay where we've seen that rain linger a lot longer. and then we'll be watching out for a chance that we could see these red areas that could be possibly some thunderstorms. it looks like right at about 10:00, we may hear some thunder around the fairfield area, and then continuing to see it pushing off to the south and east as we go throughout the rest of today. so at least this morning we will have more wet weather coming through and we'll be monitoring for the chance of thunderstorms. i'll have more on this and we'll talk about what's ahead for the rest of the week coming up. mike, you've been focused on

the eastshore freeway. >> there were two incidents going on, eastbound 80 and westbound 80, or east and westbound 580, depending on your mapping. this area between berkeley and emeryville, this stretch had flares. there was a disabled vehicle. about ten minutes ago things started to clear, and now completely clear. that's great news if you're driving on the eastshore freeway between carquinez bridge and the bay bridge. very smooth drive. we do see a little slowing on the incline. nothing is going on, but we'll keep following that closely. the early drive through contra costa county just fine, north bay, no delays. also, just right on time, we had the reopening of southbound 680, which is great news, right on schedule here as you're traveling from the dublin interchange down to 84. everything is clear. get ready for your normal morning after a weekend of delays throughout the tri-valley. everything else is clear. >> thank you very much. there is breaking news this morning we're following. an oakland police officer overnight involved in not one,

but two collisions. >> "today in the bay"'s bob redell is live in the east bay. was anyone hurt in or during those collisions? >> reporter: fortunately, everyone is going to be okay. good morning to you, marcus and laura. chp in contra costa county believes that the slick roads played a role in at least one of those accidents. the first accident around 11:40 last night, an oakland police officer was headed on eastbound highway 24 in orinda when they lost control of their patrol car just past wilder road and crashed into a pole. that officer was taken to the hospital, he's expected to be okay. chp and opd are investigating. a chp officer told our photographer on the scene they believe the rain overnight did, again, play a role in that crash. then around 1:30 this morning, there was another crash at the same location, while opd and chp and the tow truck driver were working the first crash.

two cars traveling eastbound highway 24, they collided. one of the cars ended up on its side, partially on top of another oakland police vehicle. this was a vehicle that had been responding to the first crash. the tow truck driver tells us he was almost hit by one of those cars. >> i seen two cars collide, one kind of went up the hill and came back down and landed on the officer's car. just passed me, and, i don't know, just a crazy accident. >> reporter: the fire department helped the driver get out of the overturned car. he was able to walk to the stretcher. the other driver was not hurt, neither was the police officer whose vehicle was damaged. reporting live, bob redell, "today in the bay." >> thank you, bob, for the very latest there. it is 5:05 this morning. ahead of next week's apec

summit, u.s. treasury secretary janet yellen will meet with the new leader of china's treasury. those meetings are scheduled for thursday and friday. the pair are expected to discuss issues, including concerns about unfair economic practices and potential areas of cooperation. now, next week president biden is expected to meet for summit talks with chinese leader xi jinping. >> now to a live look at the israel/gaza border. israel says its ground troops have reached gaza's coastline, splitting it into north and south gaza. we're also learning communications have been restored after weekend air strikes caused connectivity issues. the air strikes took out a refugee camp where dozens died. israel is rebuffing all calls for a cease-fire, saying hamas would need to release all hostages. president biden is still pushing for a humanitarian cease-fire. in the meantime, protesters in washington state are organizing an effort to halt a navy ship

rumored to be carrying military supplies to israel. protesters rallied outside the port of oakland last friday, with some tying themselves to the ship to try to keep it from setting sail. the ship is believed to be headed to tacoma this morning. we reached out to the u.s. department of transportation's maritime administration, which would not provide transit details due to security reasons. bay area tensions are certainly boiling over into violence. >> whoa, whoa! security! >> chaos briefly erupted yesterday at a protest outside the hiller aviation museum in san carlos. at one point someone tried to grab an israeli flag and someone else hit a woman with a stick. the same woman was hit with pepper spray. punches were thrown. about 500 palestinian supporters were demonstrating outside a fundraiser for front-line israeli soldiers. >> it's not a time to raise

money for the israeli military. this is an appalling time to do that, because the israeli military has already killed over 9,000 palestinians in gaza. >> we reached out to event organizers. they declined to comment and did not confirm if the event went on as planned. 5:07. we are just over a year away from the 2024 presidential election, and new polls show president joe biden is trailing donald trump in five of the six most important battleground states. those polls were conducted by "new york times" and siena college. polling shows voters are concerned about biden's age. he will turn 81 later this month. there's dissatisfaction over his handling of the economy among other issues. despite former president trump's legal issues, they show him beating out pride in nevada, arizona, georgia, michigan and

pennsylvania. biden is only ahead in wisconsin by two percentage points. neither candidate has officially been nominated yet. so far, trump remains the republican front-runner. the other republican candidates will take to the stage in miami later this week for the gop's third presidential primary debate. seven candidates were on stage at the second debate in southern california last month, and it's not clear how many will qualify again. but we do know that former president trump will not be there, as well as former south carolina governor nikki haley. lester holt and kristen welker will moderate and be joined by hugh hewitt. you can watch right here on nbc bay area wednesday night at 5:00. watching the skies on this monday morning. did you notice rain overnight? the roads are slick out there. taking a live look at san francisco and san jose.

starting out our workweek with some rain. how long is it going to stick around? >> it's going to be off and on through the morning and then we should see some clearing for the afternoon. but we're really watching this next wave of rain coming into the north bay, that's bringing in more showers, and the rain is still coming down while areas just south of the golden gate bridge will see it within the next hour or two. so we are going to have more rain coming in, even a chance of thunderstorms, and there will be a chance of a spotty shower early tomorrow morning, but then sunshine returns and we'll have some chilly mornings. we're even talking about some frosty conditions by the end of the week. as we take a look at our highs for today for the east bay, it will, for the most part, be in the 60s, and we're going to see chances of rain continue throughout today. so i'll be watching this. we'll talk more about what's ahead coming up. mike has a look at what you can expect at the gas pump. >> good news for hayward, looking even better than on friday. today we are $4.29 at the

and we'll talk about what's ahead coming up. over here toward san jose, headlights northbound on 101 at the 280-680 interchange. things are moving smoothly. still early for the first burst and nothing delaying you through silicon valley. well, good morning. very happy monday to you. markets have been moving higher, as wall street remains convinced that the fed won't raise interest rates again. remember, we got softer jobs numbers friday, which wall street is interpreting as good news. on a side note, i suppose we should not show favoritism on what high school won the ccs blossom valley championships by remaining undefeated for the entire season with a big win on friday. but we are watching these two stocks today, live and oak, live ventures and oak tree capital group. charles schwab is cutting jobs. the company used to be based in san francisco. it's moved to texas.

it announced cuts just before the weekend. analysts say they were surprised by how deep they were. reuters says tesla is planning to build a super low cost electric car at its plant in berlin. low cost, like $25,000. that would be similar to a nissan ver sa or a install kia. tesla has talked about this idea before but never with specifics. the car company also raising wages at that same factory, up 4%. tesla's factory in germany is the only major factory that's not unionized. tesla employees over there and here saw those huge wages that united auto workers got. uaw president sean fane said about the workers in germany, it's going to come down to the people that work for him deciding if they want their fair share, or if they want to fly him to outer space at their expense. elon musk's artificial

intelligence company xai announced over the weekend a chat bot, grok, like the chatgpt, but with a smart aleck attitude. the company says it will answer spicy questions other mainstream ai won't answer. i pronounced it grok. it's a very old science fiction term that means "to fully absorb and understand something", you grok it. this goes back to gif and giff. >> i remember having these same conversations. >> we're ruling it's grok and gif. >> we are following developments in the actors strike. we heard from the actors union

just before midnight. they posted a message on social media saying they analyzed and thoroughly discussed the studio's latest offer and will continue deliberations today. they said on saturday the deal on the table is the best and final offer. there are concerns if a deal isn't made in the next few days, negotiations may be called off for the holiday season and that could mean this strike may continue into next year. trending this morning, thousands of runners are waking up with a huge accomplishment under their belt, the 52nd annual new york city marathon. >> a man from ethiopia set a record, finishing just over 2:04. the women's race was a close one. a woman from kenya took the women's title within the last 400 meters. another woman shined as well. see some active weather with a lot of clouds and even rain. most of us had about a quarter inch of rain or less, but it's still coming down and there's more ahead. as we get a look at the north bay, we see a lot of green on the radar, as this quick sweep of rain continues to move through. a closer look shows it right over santa rosa, approaching yountville and down to novato. we are seeing steady rain, for the most part, pretty light, but may get heavier within the next couple of hours. we're seeing the leading edge of what we're seeing now heading into the peninsula and the south bay, and then right behind that there's going to be a little more energy with the cells we see developing around sunrise into late this morning. we see the yellows and red, and that indicates there may be heavier rain and possibly thunderstorms right at 8:30, we're seeing more rain moving into the north bay. it does look like the north bay will have the best chance of getting those thunderstorms. a lot of that energy weakening as it moves into the rest of the bay area south of the golden

gate bridge, and the rest of the day we are seeing some clearing. but there still will be showers to the north that could move in tomorrow morning. as far as additional rainfall, most of us getting very light amounts, about a tenth of an inch of rain or less. there may be another quarter to slightly higher amounts farther to the north. the sierra is going to get a little snow. a winter weather advisory in effect, and there's about 1 to 8 inches of snow possible within the next 24 hours. our temperatures will reach into the upper 60s, so if you're like me, you're probably wearing at least light long sleeves or a jacket throughout the day. and then we'll see tomorrow the same temperatures, while our temperatures dip, our mornings will be much colder. that's what we'll really be talking about the next few days, going from seeing highs in the 60s and 70s, to overnight temperatures in the low 40s by the end of the week. veterans day looks nice. we'll see temperatures in the mid-60s and we're up to 70 this

have the umbrella somewhere close by as we'll see waves of rain coming through. right now it's mainly the north bay where we're seeing green and those showers coming down. as we go throughout today, off and on showers, especially for the north bay, and then late morning pretty much all the bay area will see some rain. but it is a sloppy morning commute and kind of a soggy way to start out your monday morning. you probably just want to stay in bed. we are going to be watching out for the potential of some isolated thunderstorms, with the north bay seeing the best chance of getting some of those heavier downpours. i'll be watching out for that. we'll talk more about what's ahead in a few minutes. mike, you were looking at the drive through berkeley. >> we have headlights westbound 80 coming toward the bay bridge. the volume is starting to fill in all the lanes now as you're coming down. still at the limit, but definitely more traffic toward the bay bridge. we should see metering lights in the next few minutes. top of the screen, highway 37,

out of vallejo westbound. and highway 4 on the right, look at how much slowing there is. that's built up over the last ten minutes. as we're looking at the rest of the bay, we still have that slow section on 84. nothing on the chp radar or caltrans report. but we do have slowing on the sensors, so prepare for that as you're getting toward the sunol area. the rest of the bay with a smooth, light drive. >> thank you very much. happening today, jury selection begins in the federal case against the man accused in the violent attack at the home of nancy pelosi, the attack that sent her husband to the hospital. >> "today in the bay"'s ginger conejero saab is live in san francisco. ginger, help us understand this. this is just the first of what may be two criminal trials, right? >> reporter: that is correct, marcus and laura. you know, it's been over a year since that initial attack on paul pelosi, which happened in october of last year. now, the man accused of attacking mr. pelosi with a hammer is facing charges in both federal and state court. today jury selection happens for

the federal case. now, depape's defense attempted to move the case to eureka out of san francisco. roughly 300 miles north of here. we argued impartiality would be difficult. on friday, a hearing was held to clarify what questions each side can ask potential jurors. depape has pleaded not guilty to attempted murder and other charges related to the attack. it happened in the early morning hours of october 28th when depape is accused of breaking into the pelosi residence and waking up mr. pelosi. body cam footage shows the moments leading up to the attack that left pelosi with a fractured skull. as i mentioned, depape is also facing state charges. those will be tried separately. but in the next couple of days this is what we can expect.

opening statements for the federal case, that is scheduled on thursday, and the rest of the trial will actually start and play out next week. we will be at the federal courthouse where everything begins in just several hours and bring you updates on air and online. >> certainly a lot to follow there. thank you, ginger. 5:33 right now. also today, opening statements are scheduled to begin for a bay area man accused in the grizzly murder of his ex-girlfriend in front of the daughter the two shared. prosecutors say jose solano landaeta used a samurai sword to kill castro outside of her home in september of 2022. a judge earlier this year determined he's come tent to stand trial. scott mcgrew, there's a bit of rarity in court if donald trump has to testify. >> he has to be at least on the witness stand. you can decline to testify in a

criminal trial and trump is facing four of those. today this is a civil trial. the rules are different. trump has already been in this witness chair in the trial when the judge called him up to explain his posts on social media. the judge said it attacked the court. today he'll be back on the witness stand talking about the way he, his sons, their trump company valued real estate when applying for bank loans. the court has already ruled their culpable. the judge ruling the trumps falsified the value of their real estate holdings in order to defraud banks. these hearings are about what to do about it. trump has to sit in the witness chair and swear to tell the truth, but after that he can plead the fifth, say that he won't answer because his answers might incriminate himself. he's done that before, so many times, in fact, in an earlier deposition, everybody decided it would just be easier to shorthand the fifth with same

answer. >> same answer. >> you were aware of the restrictions these incorporated, is that correct? >> same answer. >> you're aware that the approvals restricted the number of lots that could be accessed from the town of bedford, is that correct? >> same answer. >> a poll by "the new york times" shows donald trump is ahead of joe biden in key states in the upcoming presidential election. now, neither man has been nominated yet, but presuming it is trump versus biden, trump is ahead in arizona, nevada, georgia, pennsylvania and michigan. biden just barely ahead in blue there in wisconsin. there are two things you should read on this map. number one, this is surprising. biden won all of these states the first time around. biden is from pennsylvania. he won it in the last election. michigan, biden was part of the uaw effort that won workers 25% raises in the auto industry.

number two, this matters. i've told you in the past to ignore nationwide polls because that's not how we elect presidents. this is how we elect presidents. and pretty much these are the only states that go either way, meaning this map, this snapshot, trump wins. the "wall street journal" editorial board, which comes at things from a conservative view, called it a five-alarm five for biden, quote, polls have been sending democrats and president biden the same election warning for months, so perhaps they'll eventually start listening. and the treasury says secretary yellen will meet her chinese counterpart in san francisco ahead of the apec meeting. the meeting between them will happen later this week. yellen with the hometown advantage. she's a former berkeley professor, and of course the former president of the san francisco fed. >> thank you very much, scott. a bay area man shot last year by a now-fired san jose police officer is raising

questions about what happened and whether race may have played a role. green was shot by officer mark income na mar ra in march of 2022 in downtown san jose. police claimed officers did not know green's role when they arrived on scene and he never complied when officers told him to drop a gun. san jose police on friday announced the firing of mcnamara after they discovered he sent racist text messages in the aftermath of the shooting. green and his attorney now want the department held accountable. >> i never thought somebody could just have that much hatred in their heart. >> these were disgusting text messages, vile text messages. >> an internal affairs investigator discovered the texts during an unrelated investigation, saying mcnamara sent them to current and a former officer. the police officers association released a statement saying in

part, quote, it is a testament to the culture of the san jose police department that our internal affairs investigators found these texts, reported these texts to the chief of police, and the chief took immediate action. today palo alto leaders will vote on whether or not to extend the long-term closure of a popular downtown street to traffic. california avenue first came car-free shortly after the start of the pandemic. since then, council members each year have extended its car-free status, while many residents support the idea, some businesses say lack of parking is hurting their bottom line. council members will weigh another one-year extension. and we want to get back to the weather right now. meteorologist kari hall, of course, has been tracking what we can expect. here is a live look in oakland. we talk about this because the rain, oakland zoo will be closed. if you had reservations, the zoo will send an email with

information about a refund. when the rain comes, sometimes issues happen. meteorologist kari hall is monitoring what we can expect with that. how much rain are we talking about? >> we're not talking about a lot of rain, but it's going to be off and on, so it makes everything kind of damp out there. we're having a soggy morning commute. the north bay still seeing the need for the windshield wipers and the umbrellas as you get started. that's also starting to make its way from the north bay into san francisco. so we're seeing some of the showers rolling through across the golden gate bridge, approaching the bay bridge. and we are going to see more of that in the next few minutes. so off and on showers, even a chance of thunderstorms. the north bay will have the best chance of seeing thunderstorms. we will see gradually more sunshine for the afternoon. and then tomorrow another quick shot of some spotty rain, but cool temperatures. and by the end of the week we'll have some chilly mornings, as that sunshine returns, and maybe even some frost in some spots. but today we're only headed for the mid to upper 60s, so this is

going to be, in many areas, cooler than we typically see in early november. i'll have more on that in a few minutes. mike, you're tracking the wet pavement at the golden gate bridge. >> we knew about that because you predicted it. we do have rain on the bridge and kari shows it happening on the radar. we predicted this, you did as well because you live here, the backup at the toll plaza for the bay bridge, right on schedule. so pretty much everything as scheduled here, as you could predict. in the north bay, we're looking at more rain, registering on the road weather index, meaning you should watch traction as you're hitting the roadway. tonight overnight road work, if everything goes as planned, given the conditions, they should have it on highway 101 and highway 1, right off the richardson bridge. that will be for the first four days of this week or four nights, i guess, of this week. meanwhile, the rest of the bay shows a smooth flow of traffic. in the south bay, a crash is reported around 101 and moffett

there may be damp roads. several measures to protect kids and teens from negative impacts of social media are snarled in court proceedings. the burden of keeping those kids safe in the digital space falls squarely on the shoulders of parents and caregivers. >> kris sanchez is moving us forward with more on what families can and should do. >> it is hard, even for adults, to set boundaries for ourselves regarding social media. it's harder to set it for the kids, and it's not just you having a hard time, and it's not your fault. according to a 2022 pew research survey, 95% of teenagers say they use youtube, more than 67% use tiktok and instagram. a former facebook product manager told congress the social media giant needs to make sure the next generation is just as engaged on instagram as the current one, adding the way they'll do that is making sure

children establish habits before good self-regulation. it's just like cigarettes, teens say they feel bad but can't stop. meta was sued in federal court saying they exploit privacy laws and exploit young people to keep them on the platform as slong as possible, creating filters that contribute to body image problems. meta denies this and is seeking to get the case dismissed. tiktok is under investigation for similar practices. a digital wellness activist tells us that caregivers have to hold the line. >> for kids, they have so much to be afraid of, with the wars going on, climate change, and being on social media is like living in an r-rated movie eight hours a day. as parents, we need to create systems of support and not only fear, even though we might have that fear around these social technologies.

>> reporter: the american academy of pediatrics recommends building a family media plan around use, content and privacy settings and say balanced time with and without devices, and talk about what's appropriate content, about advertising and about how social media makes you feel. and make sure you set a good example. >> so, kris, what is the status of the law that governor newsom recently signed? >> so there's appetite for regulation legislation. everyone agrees we want it. it was passed unanimously, bipartisan, the governor signed it, and then it got stuck in court because there was a temporary injunction. the judge on that one said this is likely going to be overturned on constitutional grounds, so rob bonta, i checked in with his office, the attorney general, and their office confirms he is going to appeal that decision. it's hard, because we can't do it by our selves, right?

scour trails picking up all that trash left behind my hikers. >> you wouldn't believe how much is left behind. volunteers are providing new details on what they found. the most common items include cigarette butts, starbucks cups, cliff bar wrappers and plastic water bottles. this year more than 1,500 volunteers worked for about 12,000 hours to pick up over 5 tons of trash. you pack it in, you pack it out. so important. it's such a beautiful area. really, everywhere, people need to remember that. >> and thankfully for those volunteers, people who see the problem and do something about it. >> that's true. >> that's always a good thing. so we're going out hiking today, but it's going to be muddy. it's at least cooler, and it feels like fall outside. but you do want to watch out for the showers and keep an eye to the radar. if you have the nbc bay area app, you'll get alerts as rain is approaching your location, so that will help you get inside

very quickly, and also know exactly when it's going to rain and how long it's going to last. we're seeing showers continuing to move through the north bay, but now approaching san francisco and parts of the peninsula. it's been raining here for a couple of hours and this is where we do have the highest rainfall totals moving through santa rosa and yountville. we're seeing the rain rolling into richmond, approaching oakland and that's going to continue to move into the east bay. a look at our skies right now, even though it's raining in san francisco, you can see the mist and drizzle, the low clouds on that camera. it's still clear in san jose, so this is what we mean when we talk about microclimates. just different kinds of weather across the bay area. it is 60 in dublin, not yet raining, and also it looks partly cloudy in oakland. as far as our temperatures for today, pretty uniform, with some mid to upper 60s. overall a much cooler day and much of the rain happens through the morning. at 7:30, we're seeing the rain

picking up in parts of the north bay, and this is when we could see thunderstorms rolling through, with light showers moving down the peninsula and into the east bay, off and on rain. but here we are at 10:00 to 11:00, and it's clearing the north bay, but really starting to pick up in the tri-valley, into the south bay. and then by 1:00, most of the bay area is getting a break from the rain, but we may have one more wave between late tonight and early tomorrow, with the additional rainfall that we could see, about a quarter of an inch for the north bay, and elsewhere about a tenth of an inch of rain or less. beyond that, cold air settles in and we're going to feel it in the mornings. look at the lows by thursday morning, 40 degrees. so time to dig out those sweaters. at least we do make a nice recovery for the afternoons into the upper 60s and low 70s. veterans day, kids are out of school, you may be thinking of some things to do, attending some ceremonies. it's going to be in the mid-60s with sunshine.
