6:00 on a busy tuesday morning. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we're going to get to the breaking stories in just a moment. first, we've got a look at the forecast. meteorologist kari hall is tracking a warmer start to the morning. >> it's a little warmer this morning, and compared to what we have ahead, we may want to take advantage of that. take a look at some of these temperatures. we're at 52 right now in san jose, it's 57 in san francisco, and low 50s in dublin. stepping out the door in oakland to 54 degrees. we're also mostly clear, for now, and then we'll see sunshine for today. here is a look at some of our east bay high temperatures. oakland headed for 67 degrees and hayward 66. some mid-60s in livermore and san leandro, and concord reaching 68 degrees. we'll talk about if there is any changes in our temperatures, rain chances, coming up. mike, you were starting with a backup in the tri-valley. >> we have a number of incidents that have popped up throughout the last half hour.

680 southbound actually has one fewer, maybe two fewer. we had the crash at 84 that did clear. the other one still had activity on the right shoulder as you're heading past, and that was causing the backup. one cleared, the other may have cleared in the last few seconds. another out of the tri-valley, westbound 580 just past the san ramon exit. san ramon road, there is two lanes blocked and that is causing slowing. the last one is west 24, this crash leaves a vehicle in the roadway as you're approaching 580. back to you. >> thank you very much. we are following breaking news, a deadly shooting is under investigation near oakland's plaza. this is new video showing police surrounding a car, we believe is part of an ongoing investigation. the surrounding streets are also closed. an officer on scene tells our photographer one person was killed. our bob redell just arrived. he's gathering information right now. he'll join us with a live report

in our next half hour. and also breaking this morning, overnight in oakland a horrific crash sending a car flying into a home, landing a woman in the hospital. that crash highlighting the city's ongoing problem with 911 response times. >> "today in the bay"'s kris sanchez joins us with more on how homeowners are describing what happened. >> reporter: the two homeowners are very lucky they decided to watch tv last night, because when that car landed on the roof of their bedroom and came crashing down, it was right where they sleep. this is the aftermath of that crash that happened on the 400 block of worth street off 880. witnesses saw the car speeding down 85th avenue before it crashed and went flying into a parked truck before landing on the home. palm opus told us that he was afraid to open the door, because given his neighborhood, he

feared it was a shooting and said he didn't know when police would show up. >> i didn't know what's going on because i can hear splinters flying around, so i just ducked and crawled away, i went behind my couch. then i heard people, i could hear screaming and that's when i stand up and see the car over here. >> his wife, maria rodriguez, says when they finally did go oud, they saw a woman trapped in the wreckage of the car. some were trying to get her out while others were calling 911. when they finally did get her out, rodriguez says she was in and out of consciousness, bleeding, and appeared to be pregnant. we can't confirm that, but that's what the witness said. rodriguez was shocked at how long the woman had to lay on the ground waiting for help. >> a whole hour before somebody got help. it took a whole hour. it took long. i'm sorry, i didn't want to

fault anybody, but that person could be dying right there. >> reporter: as our nbc bay area investigative unit has reported, oakland has the second worst response time in the state of california. oakland is failing to answer 911 calls in a timely manner. people are waiting 20 to 30 minutes on the line, if they get an answer. and the department stopped recruiting new dispatchers. the oakland city council has called for a report to identify the issues. that report is due next month. you can find all of the reporting on oakland's 911 system on nbcbayarea.com under the investigations tab. as for the woman involved in that crash, she was finally transported by ambulance to a hospital. we don't yet know what her condition is at this point. >> boy, that was a pretty horrific accident there. thanks for the latest, kris. happening today, a man accused in the gruesome murder of his 64-year-old grandmother in santa rosa is scheduled to

make his first court appearance. police say luis aroyo-lopez decapitated her last thursday at her home. authorities discovered the victim's head saturday along santa rosa creek. police took the suspect into custody in san francisco the same day of the killing. he's being held without bail. investigators believe the incident was a targeted attack tied to drug cartels. a valid plan to add new funding to hire more san francisco police officers is now seemingly in question with a battle brewing over endorsing it. supervisor matt dorsey authored the original plan, a mandate for a fully staffed police department that's about 400 officers short. it called for new funding through a $30 million plan. this is a budget set aside for new recruits and retention. but supervisors rule committee yesterday altered the plan, generating funding through a new

tax or redirecting other tax revenues. dorsey is blasting the changes, calling it a cop tax scheme. >> unfortunately, some of my colleagues in city hall feel like no, we're not going to give voters that right, we're going to make sure the only way they can do this is to pay us more taxes. >> if you take it from one thing, you're hurting something else. the idea is, we're for this, i'm 100% for increasing our minimum police staffing, but i want to do it in a fiscally responsible way. >> a supervisor led the push to alter the plan, saying the set aside money is fiscally irresponsible. mayor london breed also pushing for her support on the original measure. the full board is still expected to take up the issue in the coming weeks. california voters are heading to the ballot box for a few key elections today. there are seats up for grabs on the solano, alameda and santa clara county school boards in different districts. in marin county, voters will decide on measure b, a special

real estate tax to pay for the park circle permanent road division. it needs two-thirds majority to pass. across the country, abortion access takes center stage in ohio, while mississippi and kentucky voters are deciding on governors. as "today in the bay"'s drew petrimoulx reports, it will be a preview of what awaits for presidential hopefuls in 2024. >> reporter: voters in several states across the country heading to the polls in a preview of presidential and congressional races this time next year. in virginia, republicans aim to take control of the state legislature. >> we are the party of hope. we are the party of low taxes. we are the party of small business. >> reporter: democrats hope to win governors races in the deep red states of mississippi and kentucky. >> are you ready to win? >> one of the things we've seen in this current off-year election cycle is two issues really manifesting, and for the democrats that's abortion, and

for the republicans that is crime. >> reporter: the abortion issue being tested in ohio, as voters decide whether to add abortion protections to the state's constitution. it's an issue democrats across the country are using to win over some republican voters. >> i'm not that much pro life. i'm sort of in the middle, you know. so even though i tend to be more pro choice, i'm still a republican. >> reporter: all this as republican presidential candidates prepare to hit the debate stage tomorrow night in miami. five candidates qualified for this third debate, including ron desantis, who got a boost monday from the governor of iowa, the first state to vote in the presidential primary next year. >> i am so proud to stand here tonight and give him my full support and endorsement for president of the united states of america. >> reporter: former president donald trump skipping the debate, once again, after appearing in a courtroom monday to testify in his civil trial. from washington, drew petrimoulx, nbc news. a year from now, voters will

ultimately decide who wins the 2024 presidential election. top republican candidates are preparing to take the debate stage in miami in less than 24 hours. nbc news is hosting and five candidates will take the stage. former new jersey governor chris christie, florida governor ron desantis, former u.n. ambassador nikki haley, businessman vivek ramaswamy, and senator tim scott of south carolina. now, front-runner, former president donald trump, will not appear. nbc news, lester holt, as well as "meet the press" moderator kristen welker will moderate. you can watch it right here on nbc bay area tomorrow night at 5:00. >> that will give folks a lot to talk about, but maybe not at the thanksgiving table. you can always be safe and talk about the weather. you can't beat san francisco this morning. kari, we've got a nice day on tap? >> we do. we can talk about weather, but not climate change. >> exactly. there's always something.

>> or religion. let's get a look at what's going on. a lot of clouds rolling by in san francisco, but a beautiful sunrise now that it's happening a little earlier this morning. we are going to see sunshine throughout the day. in san francisco, we're headed for 64 degrees, but look at a lot of our temperatures in the mid-60s for today. we're starting out milder, and we keep the sunshine, and it's going to be a very comfortable afternoon, although just slightly cooler than we typically see, even in early november. it will be a little warmer tomorrow. we're headed for low 70s in santa rosa, and up to 71 in morgan hill tomorrow afternoon. livermore and dublin reaching into the upper 60s. i'll let you know if there's any changes ahead. that's coming up in a few minutes. mike has a look at what to expect at the gas pump if you need to make that stop. >> i advise you, if you can pay without a credit card, they call it cash, but i think debit also works, check with these stations. these are the prices for folks using cash. san jose leads our list of lows

at $4.21 at the kwik serv on alum rock. then contra costa county, the best price is great gas at $4.49 in san pablo. and the last price is in the north bay, vallejo's grand gas on springs road, $4.59. these are all the cash price. on the roadway, we're looking at a slow drive in the east bay, tri-valley, south 680, a crash at sunol leaves one vehicle. a big backup forming through the tri-valley. another westbound 580 just past the dublin interchange slows you down and so does southbound 880, a crash just past the san mateo bridge. back to you. >> thanks, mike. 6:12. so it's no secret, california has some pretty expensive real estate. but one neighborhood surging at one of the highest rates anywhere in the u.s. and it's right here in the bay area. coming up next on "today in the bay," the small north bay community getting some national attention.

right now at 6:15 on your tuesday morning, you're stepping out the door in pittsburgh with temperatures in the low 50s. as we go throughout the day, it's going to be beautiful, sunny, but stay on the cool side with mid-60s for highs. we're enjoying our nice, slightly cooler than normal weather, but eventually a little rain. we'll talk more about that in the microclimate forecast coming up. it wasn't until about seven minutes ago, we saw the backup filling in these lanes at the bay bridge. spotty backup until then. the reason why some of the traffic held up is westbound 24, this crash still going on as you're approaching the interchange with 580. we'll talk about the latest progress they've made and what we see for the rest of the east bay. good morning. very happy tuesday to you. the nasdaq on a seven-day winning streak. "wall street journal" reporting santa clara's intel may get a

contract to build super secret chips for the government. we're talking billions and billions of dollars. the ceo of the dating app bumble has stepped down and will be replaced by the former head of slack, who left salesforce to take the new job. wework has declared bankruptcy. wework, the former high-flying work space company. you didn't have to have an office. you just had to show up to the wework locations. the big losers in this are the building owners. they leased those offices to wework, who rented to the rest of us. they'll likely not get paid. elon musk has stepped into a big pile of controversy, again. it's a bit complicated, but i think it's worth understanding. so i want to walk you through it this morning. the woman in this picture posted to x, what we used to call twitter, the creator of an online account called libs of tiktok. she's holding up the front page of "usa today," which features an article about her. the article is part of an

investigation by the newspaper that whenever she posts, threats follow. not to her, but the people she posts about. here is a closer look at what you're seeing. at the bottom, elon musk writes, congratulations. as you may recall, among the targets of libs of tiktok was boston childrens' hospital, after she posted accusations that it was offering gender care to children, the hospital and its doctors and nurses received bomb threats and death threats. usa documented all the times where libs with tiktok had posted something, that was then followed by death threats against a person or organization they had been tweeting about, including two dozen schools that had to be evacuated, which led to this headline. when the libs of tiktok tweets, threats increasingly follow. the account owner says she opposes violence and nobody can

prove the death threats and her posts are connected. but this idea of proudly holding up a newspaper that's linking you to death threats, and then elon musk congratulating you is peculiar. this is affecting so many people, and of course the local business x trying to get major advertisers to come back. >> interesting tactic. >> very strange. >> thanks, scott. new at 6:00, one north bay neighborhood is making its debut in the top ten most expensive real estate anywhere in the u.s. another bay area neighborhood, once again, tops that list. no surprise here, atherton coming in at number one in property shark's latest ranking of priciest zip codes. the average home costs more than $8 million. stinson beach moves to sixth overall. the average price for a home is

$4.5 million. the golden state has seven of the ten highest priced neighborhoods, but all five others are located in southern california. trending right now, you may want to take a good look at the night sky to spot saturn with its rings, because eventually you may not be able to see them, at least for a while. >> nasa is saying in 18 months saturn's iconic rings will no longer be able to be seen from earth. they won't exactly disappear, it's more of an optical illusion because saturn will be tilted a certain way in its orbit, which will make the view pretty much gone, we'll kind of be looking directly head-on at the rings. the next time you'll be able to get a good look at saturn's rings, 2038. >> they're not that hard to see right now. it's pretty cool. >> look at me. watch, you can't see me. >> where did you go? >> here i am again.

>> science. >> we're going to leave that to kari. at least we can see it for now and it's all clear. we are starting out with a mainly clear sky across the bay area. this is a look at the view in san francisco. it's a nice start to our day, but let's talk about how much rain we've measured now that the system is moving past us. in santa rosa, almost an inch of rain. that's about an inch and a quarter below what we typically see. we're running right now of about an inch of rainfall. i know it's early and we have a lot of time to make it up. in fact, even just one good storm could make up these numbers. i just wanted to show you where we stand. there are some more storms out there. the next one is well out in the pacific. we're still dealing with some spotty showers off of our coast. we're watching out for that chance that we could see a little spotty rain as we go into the next couple of days. our temperatures are slightly cooler than normal, headed for 69 degrees in east san jose, and then for much of the east bay we're headed for the upper 60s

as well. walnut creek is 68 degrees, 64 in fremont, and some mid-60s for half moon bay. palo alto, up to 67 degrees. mid-60s in san francisco. also light jacket weather for much of the north bay until the afternoon, but then a heavier coat needed for tomorrow morning as we dip down to the low 40s for much of the south bay and interior east bay. even some 30s expected for clear lake and ukiah and slightly cooler temperatures for thursday. so we do have some cold mornings ahead. it makes nice recovery for the afternoon because we head for the upper 60s and low 70s. veterans day is expected to reach about 67 degrees with sunshine. mike, you're seeing a number of delays in the east bay commute. >> big one approaching the bay bridge, westbound 24. we've been talking about this crash. we have major debris reported in the area, but not major injuries. so that's the better side of things. but still backed up from highway 13. the rest of the east bay showing

welcome back. 6:25 right now. nbc bay area responds to an east bay woman who says a one-digit mistake cost her five figures. >> she asked consumer investigator chris chmura's team to get her money back. good morning. gloria in berkeley used zelle to send her landlord $11,400 from her wells fargo bank account. a couple months later she learned the landlord never got her payment. gloria checked into it and discovered she had entered the wrong number in zelle, so her 11 grand went to another person. she tried to contact that person but never heard back. gloria filed a claim with wells fargo, which owns part of zelle. wells fargo denied the claim, saying the mistake in payment was processed accurately. so gloria wrote our team. we reached out to wells fargo. it declined to discuss specifics, but they did say they reached out to the recipient of the funds and are working toward a resolution with both parties. within a few days of that, gloria says wells fargo reversed the transactions and put her

the latest developments and the new message being delivered today by east bay leaders. this is "today in the bay." this is also tuesday morning. 6:30 right now. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. i thought it was wednesday. but it is tuesday and it's time to get a look at that forecast. meteorologist kari hall is tracking what could be a great morning if you like warm temperatures. >> it feels like wednesday because the time change is throwing us all off. we havepp as you step out in san francisco. don't get too used to these temperatures with the morning start in the 50s. we have colder mornings ahead. here is a look at highs in east bay cities, with oakland headed for 67 degrees, in san leandro look for a high of 65, concord 68. most of us will be in the mid-60s for highs today. we'll talk about that, as well as how we're doing with our

water year in a few minutes. >> thank you. we continue to follow breaking news in oakland. this is where police are investigating a deadly shooting. "today in the bay"'s bob redell is joining us live from the scene near frank ogawa plaza. what have you been able to learn? >> reporter: good morning to you. we don't have too much information as of yet. we have reached out to oakland police department's public information officer and we're hoping for them to fill us in. we know that one person is dead. you're looking where they have shut down just the edge of frank ogawa plaza. you have city hall in the background. the attention is focused on that silver sedan there with the two doors opened up on the driver's side. you can see some evidence markers on the ground. we believe that there is a body somewhere in that area. one person we've confirmed has been shot. this happened around 4:15 this morning. again, there's a huge police presence out here. it doesn't look like they're right now doing any active investigation, perhaps they're waiting for the sunlight to come

up, perhaps they're waiting for the coroner to arrive. right now, this part of 16th and san pablo, which is on the edge of frank ogawa plaza, is shut down. this is technically not an area where you would have a lot of traffic, so this is not going to be impacting the downtown oakland area as far as people coming to and from work. but it's definitely just more of a localized issue. so, again, one person shot and killed here around 4:15 this morning. not clear what the circumstances were. but, again, as you can see, a major police presence here just outside of city hall here in downtown oakland, with the focus on that silver sedan, where we believe there's a body nearby. reporting live in oakland, bob redell, "today in the bay." >> thanks for the very latest there from an active scene, bob. it is 6:33 right now. we have more breaking news right now, this from southern california. taking a look, a live look from above, this is a fire burning at a former air base. this is the former tustan marine

corps station. it started about 1:00 this morning. video earlier showed the flames causing the hangar to collapse. a crew on the scene tells us firefighters are facing an added challenge because the base no longer has a working water supply. the hangars have been featured in several shows and movies, including "pearl harbor" and the austin powers films. the cause of this fire is still not clear. new overnight, police are investigating an accident that left a woman dead in san jose. it happened a little before 10:00 p.m. when a car struck the woman on blossom hill road. it's not clear if the woman was in the crosswalk. police do say the driver stayed at the scene and is said to be cooperating with investigators. now to overnight developments in the middle east. here is a live look from israel at the gaza border. today marking one month since

the hamas terror attack in israel killed more than 1,400 people. 240 more people still being held hostage in gaza. now, in gaza, meanwhile, the number of deaths recently shot past 10,000. israel is releasing new video of its military firing at hamas targets. large plumes of smoke could be seen in the air. gaza health leaders say the latest air strikes left dozens of people dead. israeli troops are now making new headway and encircling gaza city and isolating hamas militants. there's no sign of a possible cease-fire, despite pleas from the united nations and united states. israeli prime minister benjamin netanyahu says that he is open to small pauses in fighting, which would allow more aid to enter into gaza. back here at home, emotions take a deadly turn during protests in southern california. mourners expressing shock and sadness after the death of 69-year-old paul kessler in thousand oaks.

right now we know it started as a fight sunday afternoon, involving israel and palestinian supporters, holding rallies at the same time at the same intersection. investigators say kessler, an israel supporter, got into some kind of altercation with a counter protester and then fell backward, striking his head onto the ground. he was taken to the hospital, dying yesterday. his community feels a tremendous loss. >> obviously it's a tremendous tragedy, a sat day for our community. this is a beautiful community. for it to take place here is extremely upsetting. the entire community is in a state of shock. he just heard that there was demonstrations taking place. he loves israel, he's proud of being a jew and he went to wave his flag. >> the ventura county sheriff's office says his death has been ruled a homicide due to his blunt force head injury and they have not ruled out a hate crime. the sheriff is expected to speak more about this investigation later today.

a's fans, you might say it ain't over until it's over. no one is willing to call it quits. fans plan to send a new message today from city hall. ginger conejero saab is live at the nbc sports building in san francisco. this time the message is meant for other major league owners. >> reporter: that is correct, laura. other major league owners to possibly rewrite the fate of the a's to keep them rooted in oakland or add to the rich baseball history that is the oakland a's. take your pick. we've got ricky henderson, tony la russa, dave stewart, mark maguire, reggie jackson. it's no wonder that a's fans don't want to say good-bye to their team and to the history. they are not giving up. later today fans are showing up to city hall, along with oakland mayor sheng thao and other city leaders, for a scheduled press conference urging mlb owners to

stop the move. the team needs 75% of owners to vote in favor of the proposal in order to make the move. now, that vote could come as soon as next week. oakland city council also has a scheduled vote tonight on a resolution reaffirming its support for the oakland a's, which includes adopting approvals for the howard terminal project and securing more than $400 million in grants to build a new stadium. this comes as a nevada judge tossed out a petition yesterday allowing nevada voters to decide if taxpayer money should be used to build the new a's ballpark in las vegas. a's fans believe there is still hope to keep their team here. >> it's not a done deal. it will be a done deal when they put shovels in the ground somewhere. >> reporter: and those fans looking to really appeal to owners. speaking of owners, raj mathai spoke to warriors owner on our

camera, but i've been monitoring this. you see the activity on the left side of the screen. they removed two cars, one remains as they try to clear the last of these vehicles involved in the crash. there was a lot of debris to clear as well. no major injuries. we have a connecter at 980 and that's restricting traffic. you see it backs up actually from 24 and around the transition to 980, all the way back, slowing as folks are coming out of the caldecott and through oakland. that is the trouble spot. the bay bridge backup is also there because of the traffic feeding off of the eastshore freeway. an earlier crash just past san ramon road has cleared. we have slow recovery. it's really jammed up south 680. this crash, the second of two, still going on on the roadway just past the sunol exit. the rest of the bay is standard. back to you. >> thanks, mike. coming up, accelerating plans to add to the water supply. still ahead, governor newsom's latest push for northern

good tuesday morning to you. the time is 6:44. let's head to morgan hill with a look at our planner for today. it starts out in the low 50s. a few clouds here and there. we have a lot of sunshine in our forecast and our temperatures reach into the mid-60s. overall, a slightly cooler than normal day. we'll get a look at where we could see some rain in our forecast and how those temperatures are looking coming up. a lot of sunshine and a lot of drive time in the tri-valley. look at this. 680, highway 84, if you travel through pleasanton toward sunol, look at the distribution. the crash still going on south 680 just past the sunol exit. this does tie up that section of the tri-valley. you're in dublin or castro valley, you probably want to get over to 880, an easier drive. we'll follow this. >> we'll check back with you. a quarter until 7:00 right now. the man in charge of prosecuting the president's son will face a congressional hearing this morning. >> scott mcgrew, some republicans accuse special

counsel david weiss of going easy on hunter biden. >> probably because weiss spent years and years investigating hunter biden, but came up with very little. weiss, as you'll remember, is himself a republican appointed by a republican president, who investigated hunter biden during a republican white house. but through all of that, weiss was not able to come up with the kind of serious charges the president's opponents were looking for. weiss will testify behind closed doors to the house judiciary committee today. now, it's not clear what weiss will be able to say, even in private, because the investigation into hunter biden is ongoing. former president trump may return for more testimony today in his new york civil fraud trial. yesterday trump and his lawyers were scolded several times by the judge after trump went on long rants instead of answering the questions posed to him on the witness stand.

at one point, trump unfolded pieces of paper and asked to read from it. the judge said, quote, we are not here to hear what he has to say, we're here to hear him answer the questions. and most of the time he's not. now, trump has posted the first part of that quote, we're not here to hear what he has to say, on social media, leaving off the back half. trump is accused of fraud in not telling banks the truth about the value of his properties. >> the numbers don't lie, and mr. trump obviously can engage in all of these distractions and that is exactly what he did, what he committed on the stand today, engaging in distractions and engaging in name calling. but i will not be bullied, i will not be harassed. this case will go on. >> it's election day today. many of us here in california may have just one or two races on the ballot. just one in my neighborhood. but in ohio, they're going to

decide whether to protect the right to abortion, to put it into their state constitution like we did in california. and the supreme court today will hear a case that could allow domestic abusers to possess guns. right now there is a federal law that says if you're convicted of domestic battery, you can't. a lower court ruled it's wrong to restrict someone's constitutional right just because you broke the law. if you take it to the extreme, a speeding conviction doesn't affect your first amendment right to worship. some argue it's the same for the second amendment. the court will hear the argument today but won't publish its decision until the end of the term. >> i think domestic abuse survivors would beg to differ on that one. thank you. it is 6:48 right now. new at 6:00, governor newsom is pushing for a new reservoir for northern california, the first in decades. he's using new state laws to have it fasttracked.

the proposed reservoir would be located about 70 miles north of sacramento. it would collect water from the sacramento river and provide enough water for 3 million families every year. he's using a new infrastructure, streamlining law to accelerate the process, although it will likely face stiff opposition from wildlife advocates. if everything goes as planned, it may be completed by 2032. california built its last reservoir in 1980. trending this morning, one florida boy's unusual emergency call. >> sometimes you just need an emergency hug, right? although in this case, it also came with a bit of a civics lesson. take a look. >> you called him to give him a hug? >> okay, so you see there the video, the sheriff's deputy responding to a 911 hang-up call in riverview near tampa.

the boy said that he wanted to give the officer a hug, and he did just that. the deputy accepted the hug and then explained calling 911 is only for actual emergencies. >> so was it just an accident and he was trying to cover really quick? >> he just wanted the officer to come. >> he hung up, probably realizing it was a bad idea. but then, we know a hang-up on 911, they have to check it out. >> air hugs. there you go. didn't have to call anybody for that. we have the weather you want to just give you a hug as you walk outside. it's very humid. it gives you a hug as you step out the door. we're looking at a clear sky, but, also, we're checking in on our water year. i know it's early, it just started october 1st. let's talk about where we stand, because in santa rosa we've gotten almost an inch of rain, but that is below what we typically get. we're missing still about an inch and a quarter, and we're

running deficits about an inch across the bay area, with san jose lacking about a half inch of rain. we know that just one storm could really make all of that up and we do have some more activity happening in the pacific, with more storms that will be coming in. we also have some rain that's very close by the coast, even after seeing the rain that move through yesterday. it is a dry start this morning, but we're still monitoring for a slight chance that we could see some rain going into the afternoon. the best chance will be in parts of the north bay and the tri-valley. it looks to be very quick moving and not all of the bay area will get in on a chance of rain. then the next chance we have comes in early friday morning, mostly for the north bay, before, again, another storm system kind of falls apart as it moves through. as far as temperatures, we're slightly below what's normal for this time of year, with morgan hill reaching 67 degrees. we'll be in the mid-60s for cupertino, and a lot of mid-60s for much of the east bay, vallejo reaching 65, 64 in livermore, and upper 60s for san

mateo, san francisco reaching into the mid-60s as well. for the north bay, headed up for 66 degrees in napa. and then our mornings are going to be cold. behind the system coming through, we're going to notice more cooler mornings. so no more 50s like we're seeing right now. we'll be in the upper 30s in parts of the far north bay, and san jose starting out tomorrow morning at 43 degrees. so get those sweaters ready. we will have a nice recovery for the afternoons, reaching into the upper 60s and lower 70s. mike, you were looking at changes for the south bay. >> we expect this change, but it's pretty dramatic, 85 shows a lot of slowing, 87, 101. now 280 sees more slowing as well. by the airport there's a slow zone. no incidents, but we'll track that. the reason 237 is actually lighter, one of the reasons is a lot of folks held up over here heading southbound on 680. you're jammed up, same for 84 coming toward the crash. activity past sunol.

good morning to you. we are moving you forward with a look at our top stories here on "today in the bay," including breaking news out of oakland. >> police are at the scene of a deadly shooting near frank ogawa plaz. bob redell joins us with what he knows so far. >> reporter: we know it happened this morning around 4:15 at the edge of frank ogawa plaza. this is at 16th and san pablo. you can see there's a silver car that we believe is part of the investigation. it has two doors open to the driver's side. on the ground there's evidence markers. we don't know if those are shell casings. you can see a group of people to the right of that who are standing by the newspaper stand. that's the alameda county coroner, as well as detectives and regular officers, and that's where the body is at. right now they are doing the removal of the body. we do not have details as far as

what led up to the shooting. we have reached out to the public information officer with opd, oakland police. they are expected to be coming out at some point this morning to give us more information. this section of downtown oakland is shut down while police continue this investigation. again, one person shot and killed on the edge of frank ogawa plaza. reporting live in downtown oakland, bob redell, "today in the bay." breaking in oakland this morning, a woman is in the hospital after a car slammed into a home. it happened late last night. the car first hit a parked truck and then a car before landing on its rooftop. neighbors sprang into action, saying they pulled the trapped woman from the inside of the car. so far, there's no update on her condition and police are still not confirming that she was indeed the driver. the people inside the home were not injured.
