who joins us along 101 in san jose, which is include instead -- included in this new proposal. >> reporter: it could cost drivers hundreds more a month. you'd be charged a small fee for every mile you drive on a major freeway like 101 that runs parallel to public transit. it could raise the price of your ride, right now the metropolitan transportation commission is conducting a study to try and determine if you should be charged to use bay area freeways. >> that's completely absurd. >> i think it's a bad idea. i would not like to pay money to get to work. >> reporter: commuters would be charged anywhere from $0.10 to $0.30 a mile. it's not a done deal, but in a public meeting the mpc explained it's one idea being seriously considered to meet the state's greenhouse gas emissions goal by

2035 and reduce congestion. >> this table shows examples of driving commute times in 2025 without freeway tolling on the left compared to 2025 with freeway tolling on the right. >> reporter: in this example a commute from san carlos to san jose would cost about $6 more if tolls were in place by 2035. transit experts estimate it would shave 10 minutes off your drive time because they expect fewer cars would be on the road. the commission put out this chart that shows you drive 40 miles five days a week, it could cost you an estimated $270 a month. >> even though it's not popular, we think it's worthy of having a conversation with folks so that people can start to think about tradeoffs. what might i get in return in terms of a faster trip, more transit available, those kinds of things. >> low income households would get a 50% discount, but as you might imagine, every driver we

spoke with did not like the idea. >> i don't think it's an equitable solution for transportation because most people that have to have long commutes are people that maybe can't afford to take other means of transportation. i think it's a privilege to be able to bike to work or walk to work. >> reporter: nothing is imminent here. the state legislature would have to approve any final plan. the earliest those tolls would go into place is 2035. the mtb is taking feedback on its website, and they expect people will have a lot to say. live in san jose, ian cull, nbc bay area news. it is finally. sag-aftra and the major movie studios. the strike is set to end three hours from now at 12:01 ending more than seven months of labor unrest. increased the minimum payment, compensation for streamed content and the use of artificial intelligence in movies and tv shows.

the agreement goes to the board friday, then the contract will need to be ratified by the union's 160,000 members. we do have to mention nbc bay area is owned by nbc universal, which is one of the studios involved in those negotiations. some other headlines tonight, here come many of the world leaders for the biggest diplomatic event in the bay area in 80 years. the apex summit starts this weekend in san francisco. 30,000 attendees and an unprecedented security sweep. apec will likely impact everyone who lives or works in the city, and if you use the bay bridge. christie smith joins us from apec headquarters at the moscone center. >> reporter: a massive security force, even roadblock check points. that's some of what people should expect when the asia-pacific economic cooperation summit arrives in san francisco. today local and federal law enforcement shared more about the timing of the perimeters that are being set up and zones

that people should be aware of. >> we want this event to be a model event for our city and for our country. >> reporter: san francisco police chief bill scott says san francisco is ready to meet the moment as leaders from 20 pacific asian nations gather with the president of the united states and other dignitaries next week. they see it as a chance for the city to shine in a global spotlight. they also expect demonstrators to share that spotlight. >> our message is simply this. people are welcome to exercise their constitutional rights in san francisco, but we will not tolerate people committing acts of violence or property destruction or any other crimes. >> reporter: today the secret service and sfpd outlined the specific security measures and impacts around moscone center, nob hill, the embarcadero and other areas. people should expect perimeter fencing and security sweeps and the delays that come with them. officials say there are different red and green zones that people will need to be aware of.

>> what our vehicle exclusion zone means and what our pedestrian restricted access zone means and what that means for people attempting to access those zones. >> reporter: that perimeter work means everyone should expect an impact even before the summit begins. >> may notice security barriers, fencing, concrete barriers that are being erected as we work to build our perimeter. this may impact certain lanes of travel, sidewalks, temporarily as these items are installed. >> reporter: in addition to the specific venues that will see activity all week, apec-related events will also occur for one day near lincoln park and the legion of honor. the message to everyone, be patient and plan for delays. in san francisco, christie smith, nbc bay area news. >> this is a big deal. there's an all out push to clean up and beautify the city. for the next week we are a window to the asian pacific countries. today a new look for the united nations plaza in san francisco. this is at market and 8th right near the civic center b.a.r.t. station. for years you might know this

was an open air drug market filled with homeless camps. look at it today, a new skate park, climbing wall, a group fitness court, permanent areas for chess, and even ping upon and corn hole. >> i have seen this area very impacted by drugs and alcohol and so it's good to see a new facelift in the park and given back to the skateboard community. that's why i'm here to support. >> and hopefully it stays clean and safe. the reck and parks department invested 2 billion bucks and transformed this plaza in two months. our apec coverage continues later in this newscast. the summit will include a big event which will close down parts of the embarcadero next wednesday. that's all later in the show. let's take you to the east bay where san leandro firefighters are trying to figure out if a massive fire was set intentionally. we're showing you part of that fire right now from sky ranger.

the flames gutted a 7-eleven this afternoon. marianne favro explains what witnesses think they saw, which they say may be the man who started it. >> reporter: what you're looking at is video shot by doug holland, an east bay man who tells us he started recording when he spotted a man doing something strange outside a san leandro 7-eleven. >> i seen him lean down and start the fire in the bush. i was just walking outside of the store. >> reporter: he says a passer-by saw the flames and alerted employees. >> he ran around the corner, got someone out of the store and these guys came outside and saw the fire and went back in and tried to put it out. >> reporter: but it was too late. the flames were already spreading. >> it climbed to the outside of the building, went across the ooefs and spread across the attic space. the building was fully involved. we called for a full evacuation.

once we realized the severity and speed of the spread we called for a second alarm. >> 35 firefighters fought the flames. at one point the roof became unstable and they had to shift to fight the fire from above using three ladder trucks. fortunately, there were just two people inside the store when the fire started around 12:20. both got out safely. alameda county fire department spent hours knocking it down and mopping up. now they have to figure out if arson is to blame. they say that investigation will include talking to witnesses like doug about the man he thinks intentionally started the blaze. in san leandro, marianne favro nbc bay area news. we have new details on that heartbreaking hit and run that killed a pregnant mother and her baby in san jose. a second teenager has been arrested. the crash happened on october 24th near the oak ridge mall. a stolen vehicle crashed into the car of april zoglauer.

she was killed, but her unborn child was delivered only to die one day later. a 15-year-old boy was arrested for driving that stolen car. today a second 15-year-old boy was taken into custody. more layoffs, the pink slips keep coming for bay area tech companies. hundreds more job cuts are being announced this week. the neighborhood app next door based in san francisco says it's cutting 200 jobs. its weekly users are up from last year but they post add $38 million loss in revenue the past quarter. in oakland, the parent company of square and cash app is slashing a thousand jobs. ceo jack dorsey says the company's growth has been outpacing actual business, and they want a hard cap on their employee count until that changes. you might have seen it right here on nbc bay area, five candidates making their case tonight to become the republican nominee for president. the two-hour long debate was in miami.

this comes one day after democrats had an impressive showing in several states during the off year elections. that was last night. among the big questions tonight for republicans, did any of these candidates do enough to catch the front runner, former president donald trump, who was not there. let's bring in nbc's alice barr who is there in miami for us with the very latest. alice. >> reporter: good evening, raj, so this was really a substantive debate tonight. the moderators, nbc news moderators, worked hard to keep the candidates on topic, and that largely worked. it leaned heavily into foreign policy. just about two months before republican primary voters head to the polls in the iowa caucus. in the third republican presidential debate, a slimmed down five candidates aiming to narrow the field even more . >> they're trying to knock each other out of the way to become the main challenger to the overwhelming front runner,

former president trump. >> he owes it to you to be on this stage and explain why he should get another chance. he should explain why he didn't have mexico pay for the border wall. >> anybody who's going to be spending the next year and a half of their life focusing on keeping themselves out of jail in courtrooms cannot lead this party or this country. >> reporter: mr. trump again choosing to skip the debate rallying instead outside miami. >> florida, great state. we love to be with you. >> reporter: foreign policy featuring prominently in the first debate since the start of the israel-hamas war. >> you don't respond to an enemy and a terrorist with fear. you respond with strength. when you do that, that's when the world pays attention, and that's when iran stops. >> as president of the united states, my foreign policy is simple. you cannot negotiate with evil. you have to destroy it. >> reporter: ukraine aid, another key topic and on china -- >> and we have to declare economic independence from our enemy. >> reporter: the rivals zeroing

♪♪ hey, is this thing hard to learn? nah, it's easy. huh. you know, i think i'm going to ride it home. good thing you chose u.s. bank to manage and grow your money. with our 24/7 support at least you're not taking chances with your finances. yeah, i think i'm gonna need a chair. oh, ohhhh. the driverless car company owned by gm issued a voluntary safety recall for 9d 50 of its autonomous calls. they want to install a software update to prevent the kind of crash that happened here in san francisco last month when another car hit and run a driver sending a woman right into the path of a driverless cruise car. the cruise car ran over the woman and came to a complete stop and then pulled over while

dragging the woman underneath that vehicle. our senior investigative reporter bigad shaban is on the forefront of this story. how is that woman doing, and what does this recall mean for cruise? >> reporter: it's been more than a month since that awful accident. we're hearing that that woman is still in serious condition at san francisco general hospital. cruise is promising that this software update will essentially prevent its vehicles from trying to pull over during similar kinds of accidents and stay exactly where they are in the event someone is trapped underneath the vehicle. cruise has also said it created a new role, a chief safety officer position. it's also saying that it has hired a third-party law firm to look into everything that led up until last month's accident including how the company, cruise responded in the hours and the days after.

now, as you might remember, this whole incident led california to order the company's entire fleet of driverless cars off the road last month indefinitely until it makes certain safety changes. now, soon after that, cruise voluntarily paused all of its driverless cars nationwide. there were 400 of them on the road with another 550 on hand for what cruise had hoped would be a welcome expansion, but raj, obviously that expansion never happened and instead, cruise was forced to undergo a major pullback that has now left the company with the fact that the only cars they can have on the road right now, raj, are those with actual humans behind the wheel who can take over when needed. >> this is a big deal you've been covering, you've been in one of these cars. does that mean now the cars with the human driver also have to stop operating or they can still operate in the city? >> reporter: yeah, that's a great question, raj. the answer is we will actually continue to see those vehicles so long as there is the safety

driver inside. cruise tells us those are the first vehicles they decided to install that software update in. the company is holding off on installing it in an entire fleet of driverless cars until it gets the okay to move forward with putting its driverless cars back on the road. >> bigad shaban on this story for us, thank you, bigad. >> our investigative unit recently brought you news of the ongoing legal war in wine country. that's what napa county code officials are trying to shut down a small local winery. the owner of the winery, has joined with two other boutique wineries to formally request that the state attorney general and the u.s. attorney get involved. they're accusing the county of violating their constitutional rights. as a former prosecutor, hoops says she hopes outside attorneys will view the county's effort to shut her down as an abuse of regulatory authority. >> the goal is to win at no cost

or expense spared, and this is something that is being carried out with taxpayer money. >> napa county code officials say they're simply enforcing existing rules against unpermitted tastings. they say hoopes with its airstreamed trailers, poses a nuisance in an agricultural reserve area. no response from federal or state authorities. the legal battle has cost napa county taxpayers more than half a million dollars. the trial currently scheduled to begin next year. let's turn things over to our chief meteorologist jeff ranieri. i know you're in the weather office and looking at a lot of things that could be happening over the next few days. >> it's still looking excellent to get in on. what would be heavier rain as we rolled through next week's forecast. so i have all the details on that and what we're seeing right now. i want to start it off here with a look in the pacific and it is active. we're looking at several different storm systems, eventually some heavy rainfall

looks like it's going to be on the way. we're going to get you more details on that here in just a little bit. i want to take it into what we're tracking right now. that is a cold front offshore that's going to bring us clouds for tomorrow. by friday morning we'll get into showers. as we started off with the commute, i do think we'll be mostly clear here at 7:30 in the morning. then as we head through the afternoon, tomorrow those high clouds move across. i think that's going to be the biggest difference as we head through tomorrow's forecast. temperatures are going to start off on the cold side too. we've been used to this lately. if you haven't been up early the past couple of days, and you're getting up at k6z or 7:00 tomorrow morning, make sure to have that heavier jacket. we are down to 42 in the tri-valley, south bay here at 45. over through the east bay, 44, san francisco 48, and for the north bay, coldest coming in with an average here of 41 tomorrow. numbers with that approaching system also are going to drop off about 3 to 6 degrees as we head through tomorrow afternoon. that's going to put us in the 60s here across the bay area.

i think overall a nice fall day coming on in. that's going to leave us with 68 here in santa rosa, 66 in palo alto, and upper 60s san jose to morgan hill. clouds increasing, and it will be dry. once we hit friday morning, this cold front's going to move on down. it's going to break up by the time it gets here, only a spotty chance of a few showers as we head through friday morning. beyond this, all eyes continue to look ahead towards next week. we have seen some overall changes in the forecast model data. so what we're seeing right now is what would be one large system in the upper levels of the atmosphere. the thing that's different today is this likely would stall out from tuesday to friday of next week, and that's how we would get in on high totals, 3/4 to over 2 inches of rainfall. so most significant rainfall this season, if this stays on track, we may get into some flooding issues, 20 to 40 miles per hour winds, sierra snow at

about a foot. so those sierra snow numbers are lower but still looks pretty healthy. other thing we're watching behind the scenes is the development and the placement of the storm. right now it's offshore, which is good for picking up the heavy rain. if we see it develop more over the land, those totals are going to be a lot less. right here in that seven-day forecast, a spotty chance of a shower friday, dry this weekend and that rain coming in tuesday and wednesday. i'll have more looks at this and that incoming storm next week coming up in about 20 minutes. >> that looks promising. right during that apec summit, that's going to be interesting. up next, could it be a silver bullet, the newly approved weight loss drug some are saying could be better than ozemp

and its role, the southern border, fentanyl and the israel-hamas war. the candidates disagreeing deeply over foreign policy. one of the moments creating a lot of buzz involving vivek ramaswamy calling the republican party losers after a big election night yesterday for the democrats and supporters of abortion rights in several states. one of the more fiery moments, at one point ramaswamy and nikki haley getting heated over regulations for tiktok. >> in the last debate she made fun of me for actually joining tiktok while her own daughter was actually using the app for a long time. so you might want to take care of your family first. >> leave my daughter out of your voice. >> the next generation of americans are using it and that's actually the point. you have her supporters propping her up. that's fine. >> you're just scum. >> most of the candidates wanted to curb or ban tiktok. former president and front runner donald trump noticeably absent from this debate tonight

instead holding a rally 20 minutes away. joining us now is our political analyst, larry gerston. i want to start with that tiktok tussle. he also brought up not only did he bring up haley's daughter, but at one point he called her dick cheney in heels. what was your take noon exchange when she's the only woman on the stage? >> you know, it's hard to explain it other than misogyny. he may not have meant it that way, but i'm certain a number of women at least would go away with that and probably some men and a little broader in terms of the scum thing, it was really the only point where somebody lost decorum. they were pretty responsible tonight. they weren't talking over each other, except for ramaswamy. he did it over and over again. when you're talking about somebody's child, to use a box

term, i would think a lot of people would say that's below the belt. >> even some of the candidates came out, i heard desantis saying after that he thought it was a very civil and substantive is the word he used in terms of the debate. was there one moment that impressed you? did anyone impress you? did you hear concrete ideas that you think are going to stick with the american public? >> i tell you, substantive thought, i was impress with the exchange, a very good one between desantis and haley. i mean, haley's chops have always been noted for what she did at the united nations, but desantis came up with some pretty good statements regarding foreign policy, thoughtful statements about how he would look at things. and by the way, some of his stuff was not going to go over well. he was very cautious about ukraine. a lot of people there would say, no, we need to go forward with ukraine. i'm not suggesting what he said was right or wrong. i am suggesting that i thought he came up with very substantive

comments. that was something that was rather interesting, and the other thing that comes to my mind is this abortion issue. they couldn't get their act together any more than the public could get its act together, which shows you just how divided this nation is on this question, although i think haley probably is the one who learns the lessons the most from not only last night but what we've seen in the past year or so. i'm not going to get there, i'm not going to judge people. i'm have pro-life. we're going to have to let states figure this out for themselves. it's not there to put anybody into one bag. you know what? i think that's the kind of thing that most people like right enjoy. >> let's talk about the person who wasn't on stage, overwhelming front runner donald trump didn't show up to the debate. it seems that's part of a strategy that may be paying off in many ways because he's not taking hits, but did the candidates do enough to put themselves on mr. trump's level? >> you said it, the strategy is working because he's not taking

hits. you know, we heard over and over again after the first debate, well, the second debate we're really going to go after him. they didn't, tonight we heard, oh, this time we're really going to go after him. what does he go after trump for? not showing up. what did he go after trump for? adding $7 trillion to the national debt? what about the accusations regarding the three major trials awaiting donald trump, why didn't anybody say anything about the allegations regarding january 6th, about his efforts to overturn their election, at least allegedly, things like that. that's the meat of the issues regarding donald trump, and nobody, including chris christie, who's been saying all along, he's the one who's going to go after donald trump, didn't do it. yes, if i'm donald trump, i'm going to keep doing this because i'm walking away foot loose and fancy free. >> was there a clear winner and who do you expect not to be on stage next time in the next debate? >> look, haley and desantis to me are the strongest of those

candidates, and it may be very difficult for scott and maybe even ramaswamy to make the cut next time. >> all right, larry gerston, we always appreciate your insight, thank you jts we have updates from the middle east. israel's military is pushing deeper into gaza city, an area that's considered a major hamas stronghold. the area is filled with ammunition, military command centers and tunnels, as israel continues to intensify its ground attacks, a growing number of palestinian civilians are evacuating, trying to escape all the violence. the u.n. is now expressing concern that many of those war refugees, particularly in northern gaza are starving. today the israel -- the israeli military opened a five-hour humanitarian corridor to funnel people to the south where there is less fighting. since the hamas terrorist attacks began last month, more than a million people have been displaced and more than 10,000 have died, excuse me, mostly palestinian civilians. it is a stunning accusation, an east bay family says staff at

the alameda county jail ignored an inmate for days. they claim that neglect cost a man his life. pamela price is publicly discussing the investigation for the first time. as nbc bay area tells us, the d.a. says the alameda county sheriff has repeatedly failed to provide information. >> failures at every turn, that's what alameda county district attorney pamela price says led to almost two years of unanswered questions for the family of 45-year-old maurice mung. his family claims in november of 2021 he was left unattended for nearly three days by alameda county jail staff after he became unresponsive this his cell. his family says when he was finally checked on he was dead. >> when his death was disclosed to the family, they were not given answers, and this community was not given truthful information about what happened. >> during a press conference today, the d.a. announced after months of repeated requests by

her office, the sheriff's office has finally agreed to provide critical information they need to complete their investigation. >> something unusual and very disturbing happened at the santa rita jail in november of 2021, and i am committed to comprehensively reviewing it and bringing any accountability. >> an autopsy revealed monk who struggled with mental illness died of heart disease. advocates for fair jail conditions and a member of monk's church are frustrated with the lack of accountability. >> it's incredibly disappointing. i feel betrayed as a community member. i have grown up expecting for our systems to provide justice. >> in a statement, monk's family's attorney say they anticipate charges will be filed saying, quote, we know multiple

here at home, local election officials are scrambling to make sure everything is ready to go when election day arrives next spring. >> nbc bay area's robert handa joins us from santa clara county register of voters where there are plenty of applicants and more election day jobs. >> reporter: the countdown to the march primary has started and, yes, it's a long countdown, but with so much to do and so many people needed to do it, the registrar of voters says it's not too early to get going. the santa clara county's registrar of voters is recruiting workers and people are responding. >> you can apply with us today. >> reporter: today the registrar launch add two-day job fair at its offices on burger driving looking for about 3,000 people to fill all sorts of the

positions. it is even a bigger task because the big november election is coming right after the primary. >> it goes beyond the election because we have about a month to certify the election. there's always ballots coming in. they come in through the mail. they're getting processed through the 110 voting centers we have. there's a lot that goes on afterwards. >> that also means more long-term jobs which all pay around 20 to $22 an hour! we need people who are patient, who are understanding, great customer service skills. we are at a time in our political climate where people are very sensitive about things going on. >> reporter: many told us they like the idea of giving back to the community as well as developing usable skills and knowledge. >> being a refugee, voting was something they'd never done before in their life and being able to take that opportunity to vote and exercise their power is

the next resort to open will be tahoe sugar bowl. for a list of resorts and when they open, go to our website nbcbayarea.com. >> we're talking some thanksgiving just a couple of weeks ago. >> the away things are planning out next week, we're looking good for at least a foot of snow. that is going to be excellent for those ski resorts, if you're headed up that way and for the bay area. let's take a look at that micro climate forecast. it's a cold front just offshore. i do expect some cloud cover to increase as we head through tomorrow, just not nearly as sunny and nice as it was today, and then eventually some showers here for friday morning. again, it's just a spotty chance once we hit that friday morning forecast. let's show you tomorrow morning. this is 7:30, mostly clear to start. but then as we roll through the afternoon, here comes that cloud cover moving across the bay area. considering the time of year it is, it's just not going to be super uncomfortable.

we should have clouds, we should have cooler temperatures in november. all in all, pretty good for tomorrow's forecast. we're going to start it off chilly. 45 here for the south bay, look at you in the north bay, back down to 41. that's our coldest location, and for the east bay 44. temperatures through tomorrow, cool off about 3 to 6 degrees from that system that's going to be moving across. that's going to put us back to 65 in san francisco, 67 in martinez, upper 60s for san jose and morgan hill. in case you missed my earlier update, again, next week we are looking at that heavier rain coming our way from a system that's going to stall out in the pacific from tuesday to friday. so that's where we get in on these high totals. 3/4 to 2 inches, maybe even a little bit more. so if those numbers hold, again , we may be looking at some flooding conditions, some of that isolated urban flooding where some of the street drains haven't been cleaned out. that is a possibility.

we're going to monitor on and off winds and sierra snow about a foot. let me get you more on the timing of this. this is very preliminary. i wanted to show you by tuesday evening we'd start to see things picking up. looks like this storm would swing around and hit us here as we head through wednesday, pretty good, and then thursday could be the strongest day of this storm system for widespread rain and snow in the sierra. then we'd see lingering rain as we head into friday's forecast. all of this is based on where we're seeing that storm system setting up and developing right now. we would be able to erase this deficit we're seeing right now, just over an inch on that rainfall season. that is great news. right here in san francisco as we roll through the next couple of days. we're going to hang onto those mid to upper 60s and dry this weekend. weekend is looking great, you know, to check the gutters and all that stuff and get ready for a big storm system next week. >> anyone putting up their holiday lights yet? is that -- >> not yet. >> they're usually pretty good about that. >> i was thinking about it, but
