a winter wonderland bringing the holidays. we have a lot of news to get to this morning. we begin with the latest in the middle east. benjamin netanyahu pushes back against western allies who say israel needs to do more to protect innocent life in gaza. meantime, saudi arabia is bringing together arrest ash arab leaders today. they are expected to press the u.s. and israel to end the fighting in gaza. >> we want to get to josh lederman in tel aviv with the latest as israel pushes deeper into gaza city today. josh, what are you seeing there? >> reporter: peter, good morning. gaza's hospitals are becoming the new flash point in the wash with heavy fighting at or around what was considered the safest

places in gaza. the largest hospital in gaza was hit yesterday while civilians were sheltering there. the facts are in dispute. palestinian officials say israel bombed the hospital. the senior hospital official says the militant group launched a projectile that misfired. they are treating patients by torch light. israel insists it is not targeting hospitals, but acknowledges troops are nearby saying if hamas shoots at israelis forces from hospitals, we will do what needs to be done. now in the meantime, tens of thousans of civilians have been evacuated into southern gaza during short windows where israel won't attacking specific areas. overall, there has been no let up in the battle. we saw scenes in the skies overnight. the u.s. is now publicly pressuring israel to do more to

protect civilians. antony blinken saying far too many palestinians have been killed. in the meantime, we are also hearing that those hostage negotiations with hamas is not making as much progress. israel saying the deal remains far off. peter. >> josh lederman in israelisrae thank you. >> ben rhodes is the former security advisor in the obama administration. nice to see you, ben. every day, people wake up to images of children coming out of gaza and obviously the biden administration wants to limit the civilian casualties, but what are the pressure points? what is the leverage for the u.s. at this point over a month into the war? >> i think right now, what you are seeing is international pressure on israel with the arab meeting that you were talking about earlier and the message is a long, substantial pause in the

fighting. we are hearing the pressure from europe. the u.s. is trying to move israel in the direction of doing more to limit civilian casualties. that would be a pause of several days to allow humanitarian assistance to get into gaza and wounded people out of gaza and to explore a deal to negotiate the release of hostages. that is the proposal that the u.s. is putting in front of israel. at the end of the day, benjamin netanyahu is the type of person to ignore the advice of the u.s. presidents in the past. he and his government will do what they will do. they may try to do some things for the u.s. like create the daily pauses for a few hours. >> ben, the u.s. will not put troops on the ground in gaza, but there are troops in the wider region. more than 40 bases that house americans in iraq and syria have been hit. the u.s. is now responded twice.

the last one this week and the attacks continue. is the u.s. doing enough to deter the attacks by iranian-backed militia groups? >> i think the administration is concerned. they sent two aircraft carrier groups to the region. that is a message to iran and the proxy groups. one reason the u.s. is trying to bring in a degree of restraint here is the more there is mass civilian casualties in gaza, the more thatis inflaming the region and includes the risk of drawing the u.s. in. you saw the shots at the u.s. forces in iraq and syria and we saw close calls and injured troops. the u.s. has responded in kind with strikes in syria meant to deter that action going forward. one reason why you want to maintain space for some deescalation here is to avoid

this from becoming a wider regional war. that is the priority today, but it is not something out of the woods yet. >> ben, next week is when president biden will meet in the san francisco area with the china's president xi. there are a lot of tensions in the relationship right now. obviously communications broke down after the u.s. shot down that chinese spy balloon that flew over the united states. what are the key take aways? what could come out of the visit here? the u.s. said military-to-military communications alone would be viewed as progress. >> i think that's right, peter. sometimes you have a meeting for the sake of the meeting. you have economic tensions and tension was taiwan and disagreement with the war in ukraine and war in the middle east. i think signaling we are putting a floor under the relationship and resuming contact with

governments and sending a message to the world there is space for diplomacy. getting the working relationship in a better place to have the military to avoid the escalation. that, alone, would be the objective for the biden administration and from the chinese side as well. that will do a bit to calm down concerns that we seem to be careening from one conflict to the next. let's put this relationship with china in a more stable place. >> ben rhodes, i appreciate for your time. >> thank you. tell me if you heard this before. time is running out to reach a deal to keep the government open. here we go again. the deadline is next friday. the new house speaker is expected to unveil his strategy as early as today. congressional correspondent julie tsirkin has been watching the negotiations and is here with us this morning. >> reporter: peter and laura, good morning. two weeks on the job and house speaker mike johnson is facing his first major test keeping the

government open. if past is prologue, it won't be easy. congress has six days for another bill. democrats want to maintain current spending levels. it is groundhog day on capitol hill with johnson in the same position as former speaker kevin mccarthy. he was ousted last month for working across the aisle with democrats to keep the lights on. with that in mind, the new speaker to release a plan today that would stagger funding deadlines for different government agencies. it is a complicated approach favored by gop hardliners. it doesn't have buy-in from democrats who are preparing to vote on a temporary funding extension into the new year without any spending cuts. any bill that could pass both chambers would be unlikely to include aid for ukraine, israel and the southern border. that has been met with

resistance in the divided congress. without consensus, lawmakers would have to take it up after the thanksgiving holiday. johnson issued a statement setting polarization in washington. speaker johnson calling it the latest example of the failure of president biden and the reckless spending agenda. peter. >> julie tsirkin with the latest there. the white house says this is because of the problems we see on capitol hill. another opportunity for democrats and republicans to come together to find a solution. thank you. now to the presidential primaries a few months away, the biden campaign is focused on south carolina. the state that propelled the president to the nomination in 2020. aaron gilchrist has more from washington. aaron, good morning. >> reporter: laura, good morning. vice president kamala harris went to south carolina to file the paper work for the campaign

to be on the ballot in february. appearing with campaign chair jim clyburne to deliver the papers. south carolina has been important to the biden campaign. back in 2020, after losses in early primary states, the endorsement catapulted then candidate biden to a win there and eventually to the nomination. vice president harris acknowledging that to be the first democratic primary state. >> it started here in south carolina. the work that we have accomplished that will benefit people. i'm here to say thank you. i'm here to say let's do it again. >> reporter: now the primaries are only months away at this point. some voters are already looking to next november. abortion rights will again be on the ballot in many states. that issue has proven to be successful for democrats. they notched wins on it this week in ohio and virginia.

the wins are a roller coaster week for the president with polling showing him trailing the republican candidate trump in battleground states. laura, president biden dismissing the early polling for the election a year away. laura. >> aaron gilchrist, thank you. here in new york city, another major headline. the mayor is under scrutiny with the fbi seizing his electronic devices as part of the federal corruption investigation. george solis has more on the story. >> good morning, peter. two sources familiar with the matter say the mayor turned over the cell phone and ipad and other electronic devices as he was leaving the event early. this happened four days after investigators raided the home of the chief campaign fund raiser. brianna suggs.

he maintained he has followed the rules. investigators are said to be looking in part at adams campaign. the sources familiar with the matter said the mayor and lawyer shared information about wrongdoing they learned about. the fbi and u.s. attorney's office declined to comment. the mayor releasing a statement saying, as a former member of law enforcement, i expect all members of my staff to follow the law and cooperate fully adding i have nothing to hide. the mayor's attorney highlighting the fact that the mayor has not been accused of wrongdoing and no charges filed. >> george, thank you so much. we will be watching. >> nice to see you in person. the undefeated michigan wolverines football team has a huge game later today against penn state, but they will take the field without the head coach the day after he was suspended

from the big ten. jesse kirsch has more. >> reporter: the university of michigan football team is without the head coach for the rest of the regular season's game. jim harbaugh sidelined for breaking the sportsmanship policy. >> michigan with questions and eyeballs surrounding the program. >> reporter: weeks of brewing scandal boiling over late friday. the big ten announcing michigan violated its rules by conducting an in-person scouting operation over multiple years resulting in unfair competitive advantage that compromised competition. >> the big ten is accusing michigan of cheating in a way that involves in-person scouting and stealing of signs. although that activity happens. >> reporter: harbaugh can coach during the week andhe traveled with the team to penn state. the head coach speaking out on

the 47-year-old former new jersey national guard member has been charged with assaulting officers with pepper spray and illegally entering the u.s. capitol. and federal authorities this morning are looking for a suspect after a rash of disturbing threats of election workers across the country. the fbi and u.s. postal service are investigating a series of threatening letters containing suspicious powder sent to election workers in five states and one of the cases, the powder testing positive for traces of fentanyl. election officials are calling this an act of domestic terrorism. the letters come as election workers have faced threats, harassment and intimidation since the 2020 presidential election. time for the first check of the forecast. we turn to nbc's meteorologist angie lassman. there is snow on the plaza. >> not the snowy i predict.

you know where we are dealing with the soggy conditions? the southern plains. we have been unsettled for the past couple days. we have tropical moisture fueling along the frontal boundary with pesky weather. showers are impacting folks from southern texas where it has been heavy rainfall for folks there and in the carolinas and southeast. that's going to be something you deal within and out of today. as we get to tomorrow, it will move into texas and it doesn't look like we have a great chance of flooding. we have localized good saturday morning. it is 5:18. mostly clear skies across san jose, san francisco, tri-valley and through oakland. temperatures are chilly so grab the sweater if you are heading out early.

the flatbed. >> it is impressive when it takes up half a city block. >> quite the undertaking. let's begin the half hour with the check of the headlines. san francisco ready to host president biden and world leaders from 21 other countries as a big international summit kicks off today. the asia pacific cooperation summit known as apec will feature a week of discussions and meetings and a highly anticipated sitdown with president biden and chinese president xi jinping on wednesday. janet yellen met with the chinese vice premier in san francisco yesterday where they agreed to strive for a healthy economic relationship and try to work constructively together. a lawsuit filed by prince harry and the daily mail will go to trial in the uk. the newspaper sought to have the suit thrown out.

the high court in london ruled on friday that the suit can move forward. prince harry, elton john and five other british figures have accused the publisher of phone hacking and bugging homes and cars and other privacy breaches dating back 30 years. the newspaper denied doing anything illegal. a big night for lionel messi on friday. he celebrated his record ballon d'or award before the match. the match was put together to remember the win. that award to given to the best player in the world. no one else has won it more than five times. this morning, in soccer, in women's soccer, the end of the era as one of the biggest stars for the u.s. national team, megan rapinoe plays her last match tonight, and she will do
