bay man is in the hospital after he was shot during a burglary at his home. police tell us it happened before 3:30 this morning on stanford avenue in oakland. the man was confronting people who were trying to steal his car when they shot him. police were focusing on a blue chevy camaro with the driver's side window smashed. the victim expected to survive. the shooters did get away. no word on a description. turning now to san francisco abuzz with energy from across the globe as the asia pacific economic cooperation or apec summit begins today officially. last night you see there chinatown full of life welcoming international visitors to the bay area. the apec summit is the biggest global event the city has seen in decades. the bulk of the week's events will be held at the center, other neighborhoods and landmarks across the city are bracing for big crowds. today we were outside the

fairmont hotel. security measures are in place ahead of president biden's arrival. . >> reporter: it's a part in san francisco's chinatown. >> i have a mango sago drink, sesame bowl, turnup cake. >> reporter: all happening on the eve of the asia pacific economic cooperation summit or apec. president biden and other world leaders and dignitaries are set to be part of the week-long summit. >> this time we do it for apec. i want outside of the community, san francisco. it's a real big chinatown. come and enjoy the food and let them know chinatown is good. i want them to come and see. >> reporter: chinatown is open for business. but because of secure zones getting set up around the convention center, embark dario and the fairmont hotel, new

barriers being brought in. business owners have fears. >> i do hope it drives business here. but i fear that because of all the road closures that it might be a ghost town. >> reporter: the crowd so big the vendors ran out of food and people began filling nearby restaurants. police say many people converged on the city and out, so are they. >> yeah, we mobilize as a department today, friday, just to make sure that we had all hands on deck, all our officers are working. we have more officers working at the stations on patrol, more officers in the neighborhood and downtown area. >> reporter: this as the government uses the summit to stabilize complex relationship with china which got worse since the pandemic. secretary of state janet yellen met with her chinese counterpart and china's president xi outside of the summit next week. >> we do not seek to decouple

our economy from china's. this would be damaging to both the u.s. and china. >> reporter: san francisco as the backdrop, the city also trying to do what it can to shore up its own reputation in the international spotlight. >> all eyes are on us now. it will be nice to prove to everyone that we're a thriving city. >> reporter: today in the bay. with so many closures, everyone should add some extra travel time including warriors fans. the ws are playing at chase center four times today, tomorrow, tuesday, and thursday. and then on friday, chase will host lauren hill and the fujis in concert. they all will be affected by the road closures. everyone attending the events should leave early, plan your routes ahead of time. they also urge taking public transportation. the summit likely will impact your plans in and across the city. we have put together everything you need to know on one page

from the schedule to the closures. open your phone camera to scan this qr code. it will take you straight to that guide on our website, nbcbayarea.com. residents are one step closer to recalling their district attorney pamela price. save alameta for everyone. they passed the requirement of 73,000 signatures from registered voters in the county. that achievement qualifies the recall ballot. the organization did not reveal exactly how many signatures it has. the group says they'll hold a news conference next week with the details. d.a. price is under fire because of her perceived leniency on crime. she was elected on a platform of criminal justice reform. we did reach out to price's office but have not yet heard back. we are going to turn now to this live look from israel,

looking at the gaza border where it is 5:00 p.m. on saturday. there is growing outrage over new air strikes on and near hospitals in the gaza strip. senior israeli official says at least one strike was from a projectile launched by a militant group without specifying which group it was. this is the second time they claimed a misfired rocket hit a hospital. they did not confirm whether israel has launched any strikes on hospitals. this all coming as israel agreed to maintain four hour pauses in fighting every day to allow people to get out of northern gaza. president biden is calling that a step in the right direction while acknowledging frustration saying this progress is taking longer than he had hoped. meanwhile, calls for a cease-fire in gaza are growing louder. this is a look at protesters flooding the streets of new york yesterday. health officials in gaza are reporting 1.6 million people

have been displaced adding that 10,000 people have been killed in gaza. an official from the israeli ministry of foreign affairs says more than 1200 people have been killed in israel, most on october 7th when hamas first launched that terror attack. that number is down from more than 1400 people originally reported in israel. officials say the identification processes are still on going. the source added that 100 people remain missing in addition to the 239 hostages taken by hamas. here and across the bay area, jewish communities gathered last night in large numbers for worship services. special attention was being paid to the people who cannot be with their families for this sabbath meal. the 239 hostages being held by hamas. empty dinner tables were set up in six bay area communities in their honor.

we take you there. >> reporter: the tables and chairs are packed up and cleared out. but the symbolism one chair for every hostage is meant to have a lasting impact and call to action. ♪ the jewish prayer for peace sung on friday nights as jews welcome and celebrate start of the sabbath was sung this friday around empty tables. ♪ on the backs of each chair were the faces and names of the estimated 239 people who were taken hostage by hamas on october 7th and are still being held captive. >> we're estimating how many people were here. we had about just a bit more than 240 people here. and to look at that many people that are missing and not coming home to their tables tonight, it's giving my shivers. >> reporter: the bay jewish

liberty council made these tables outside of san francisco's city hall and in berkeley, walnut creek, napa, and foster city. >> i'm seeing what the families that would the empty tables are missing, the opportunity for the continuity and the connection and the meaningfulness of what it means to be jewish. >> as young as 9 months old and as old as 85 years old. >> reporter: this foster city mother walked by each chair reading every name. >> it's horrific. it's -- the thought of -- it's not controversial at all. these people need to come home. >> reporter: a march for israel will bring more than 60,000 people to the national mall in d.c. on tuesday including more than 100 jewish community members from the bay area. jcrc's ceo will be among them. >> looking forward to being in d.c. for the largest ever rally

in the united states in solidarity with israel over the past few weeks. we'll be meeting with members of congress to urge them to join the biden administration in trying to bring back our hostages and make sure that hamas can never do this again. >> reporter: today in the bay. we're going to turn back to today being veterans day. a day set aside for us to honor those who have served our country and given us our freedom. one of the largest veterans day parades in the country is happening right here in the bay area today. san jose's 105th annual veterans day parade begins at noon. we have footage from last year's parade. it guns at the intersection of santa clara street and winds to market street passing plaza de chavez and landing at san carlos street. it is put on by the united veterans council of santa clara county. there is a ceremony before the parade at 10:45 this morning.

welcome back. just shy of 7:15. a live look at the sunshining over san jose. a sunny day across the bay today. and a quick clarification. the tour above fdr's presidential uss potomac out of oakland, it is happening today for our veterans, 10:30 to 1:30 p.m. people who live in two san jose neighborhoods say something is wrong with their water.

valley water has begun working on the water treatment plant so customers in the area of san jose from where 17 meets 85 to the end of almadin expressway will be impacted. it means that the water treatment plant is offline while valley water does the work. that area will be getting locally sourced groundwater. the agency is working on the pipes that deliver that water. >> we're doing infrastructure work on the pipelines that deliver the water to the retailers. while we do this important work and getting in there, that means there may be a source change of water for retailers. >> the agency says the water is perfectly safe to drink although they admit it is likely a little cloudy looking and may have a different taste. this change is expected to last for about six months. new this morning, u.s. child vaccination rates are not yet

back to prepandemic leveled. that is according to a new report from the cdc. 7% of kindergartner did not meet vaccination requirements. that is the same rate as the year prior. in the last year before the pandemic, it was at just 5% not meeting the rates. the study does not break down specific reasons for the opt outs. but fewer than half were from state-granted exemptions. california, by the way, has one of the highest vaccination rates in the country, just .2% of kindergartners received exemption. the other end of the spectrum, idaho reported more than 12% exemption rate. the man behind a proposal to build a brand new city in solano county is talking more about his plan. the ceo of california forever, the company that purchased 60,000 acres near traverse air force base gave nbc bay area's jodie hernandez a walking tour of the site.

investors say they plan to turn the property into a community of walkable neighborhoods, shopping, renewable energy and open space. if the plan moves forward, 50,000 people could be living on that site by 2040. >> i think this is a spectacular opportunity to create one of the great american cities. it's the right idea. at the right place and in the right time at the right time and i think that -- i think the people are beginning to see that. >> that ceo offered to have the district partner with him to study options for getting water to the proposed city. but the county water agency declined that offer saying they need to see detailed plans before any conversations take place. in honor of veterans day, restaurants and retailers are offering deals for veterans and active duty military. here are some of the deals. i hop offering free pancakes

until 7:00 p.m. you have to show a valid military idea or show a release from active duty. office depots and office max are giving a 25% discount today through monday. dunkin' donuts giving out a free donut. and golden corral is holding an appreciation night dinner with free buffet and drink. turning to the city center, the kristi yamaguchi holiday ice rink is now welcoming skaters for the holiday season. just last night the rink opened for the fourth year celebrating the occasion with performances by local kpet kpet -- competitive skaters. they added an outdoor fire pit or sets of outdoor fire pits and a bar. the rink is open through january 7th. a portion of the proceeds go to the always dream foundation which supports youth literacy. and to the slopes now. the season officially kicking

off this weekend. this is a look at the opening of mount rose ski resort yesterday. it's the first resort to open in the tahoe basin. other resorts including heavenly and north star are expected to open next weekend. hard to believe there is know on the ground and we have sunshine here, cynthia. we have a look at our micro climate forecast. >> it's going to be a spectacular weekend no matter what you do. we're mostly dry. there are change that's we'll talk about. i want to give -- changes that we'll talk about. let's admire this from afar. it's a chilly 25 degrees there. you can see the fall colors on the trees and the snow already accumulating on the mountains there. san francisco, good morning to you. we're starting off at 54 degrees. not a bad start to the day. more sunshine season ott way. the temperatures in the mid 70s. today we have 60s and 70s around the region. tomorrow bump them up a few degrees. some places could reach the upper 70s. wale do 73 in concord.

60s in san francisco and a mild day in the north bay. monday will be the changs that we're talking about. so while the weather is dry, a good time to start cleaning the house around, preparing for this. this is the rain that we're starting to watch dropping in from the gulf of alaska early on monday. we also have to find the umbrellas, make sure the windshield wipers are working. tuesday morning's commute, that's when i'm seeing it come a little bit more closer to the bay area, closer to our shoreline. picking up a lot of more moisture and also picking up the wind speeds. the possible impacts from this, still very early on to tell. we should get better model runs today and tomorrow. we'll keep you updated with those. possible impacts, localized flooding and that wind. it will stick with us through the majority of our work week here on and off showers. i think wednesday will be the more widespread day. also racking up a little more of the snow totals in the sierra.

by the time that we get into thursday, friday, it becomes a little more spotty. looking out ahead, we could be looking at some of that rain just fizzling out by next weekend. it's going to be a really active weather pattern change here as we go on into next week. the time to prepare is now. we're looking at estimates very early on still. the models have been going back and forth to be honest. more reds highlighting a chance of one to two inches, especially in the coastal mountains as we go on into the peninsula and santa cruz mountains. it could rain shadow meaning we could see some of the totals start to back on off. inland 74. happy veterans day to all. we'll have a pleasant weekend today and tomorrow. feeling a little more cooler and that rain that will start to come into the week as we go on into tuesday and wednesday and thursday. a chance still lingering on friday. san francisco, very busy with apec. the time to prepare is now figuring out how you're going to get around. >> yeah. definitely. thank you.

bay area proud story itself. here's today in the bay's garvin thomas. >> reporter: as good a math student as max racer is, he's probably still another year or so away from learning what power is all b as -- all about. he is living proof of kindness. it starts this past summer at max's grandmother's house. >> we were watching the news. it just had it on in the background. and i saw brian's story. it just in expired me. >> reporter: brian's story was a bay area proud segment about brian's mission to complete 30 acts of kindness to celebrate his 30th birthday. >> i thought it was so cool and kind what he was doing. i just wanted to do it too. >> reporter: and, well, max's tenth birthday was coming up, so he decided on -- >> ten acts of kindness.

>> reporter: whether he heard it was national sandwich day, he would make hundreds of ham and cheese sandwiches to be delivered to a san francisco homeless shelter. max, what's going on? and who better to help max pull off that first act -- >> i got my sandwiches? >> reporter: than the man who inspired him. max's mom reached out to brian to let him know what he was doing and brian was thrilled to downin, giving donations of hundreds of sandwiches himself. for max, a successful start to the ten-part mission of kindness. for brian, it was more like his whole journey had come full circle. his goal all along had been to inspire others to join in his kindness crusade. max was proof that indeed was happeng. and should others want to join these two, well, the kindness will spread.

this system is a little juicy as we start to go into tuesday morning. i'll give you the complete time line of what we know right now coming up in had ten minutes. back to you. new this morning, an east bay man is in the hospital after he was shot during a burglary at his home. police tell us it happened before 3:30 this morning on stanford avenue in oakland. the man was confronting people trying to steal a blue chevy camaro on the street when they shot him. police found the car with the driver's side window smashed. we're told the victim expected to survive. the shooters did get away. no word on a description. today is the day apec begins in san francisco. the city has been busy preparing for the international spotlight as world leaders converge on the bay area. president biden and other world leaders and dignitaries from 21 other countries are expected to be part of the summit.

the u.s. government will take advantage of the opportunity to strengthen international relationships, especially that with china. in san francisco's chinatown, they held the first night market last night. they will host another one tonight from 5:00 to 9:00 p.m. business owners tell us they just want people to know they are open and hoping for visitors. >> because of apec, i'm outside of the community. it's a real big chinatown. i want them to come and enjoy the food. let them know chinatown has all kinds of food and good shop. i want them to come and see it. >> the summit is forcing many security-related closures around the center and at the fairmont hotel not far from chinatown. san francisco police say the department is mobilized to support security and safety around apec. traffic has been impacted all week already as the city

prepared for apec. it's expected to only get worse next week. we have more on those impacts. yeah, even the prep work for the eventual closures is already impacting local traffic and transit. right now, this moment, we have delays for the one california. the overhead electrical line for that route is deenergized for apec-related work. the trolley is going to go through san francisco through sunday. other equipment is being staged. next week, there is a full perimeter surrounding the center. it will look like this, impacting traffic on and off of the bay bridge. i'll continue to update you as they progress through the apec impact and i'll continue to guide you through the changes as they pop-up, expected or not right here on social media and on our website. >> we keep saying it, the summit likely will impact your plans in and around the city.

hate. they want the union to recind a statement that they believe is anti-semitic. ♪ this was yesterday morning where parents, teachers and leaders of the oakland jewish community sang a jewish song for peace. this came after a month of back and forth over controversial statements made by the oakland education association. most recently this week, the union passed a resolution that described israel as a, quote, par tide state and its leaders quote, genocidal. they released a sttement calling the resolution dangerous. they say they know there are strong feelings on all sides. but want to make sure schools remain a safe haven for all

students. today is veterans day, a day set aside for us to honor all those who have served our country, giving us the freedom we enjoy every day. as we honor our veterans, there is a surprising new treatment for those with ptsd involving the drug mdma, also known as ecstasy. harry smith explains. >> reporter: the wars in iraq and afghanistan are quickly fading into history. but for veterans of those conflicts with ptsd, history feels like yesterday. >> sbent most of our time out side the wire walking around, driving around, getting shot at and blown up. >> reporter: marine veteran scott did two tours in iraq. how hard was it to come back. >> when i first got back, i thought it was par for the course to have nightmares and be sleepless. >> reporter: he said every waking hour was on edge.

>> i was constantly thinking about what i would need to do if something were to happen and how to get ready. i was always armed. i was carrying my gun with me. >> reporter: really. >> yeah. the va prescribed opioids and anti-depressants. >> reporter: did you think about taking your own life. >> oh, yeah, plenty of times. >> we lose a veteran an hour to ptsd and suicide. >> reporter: but jennifer mitchell said help for treatment for resistant vets may be close at hand. psychotherapy in conjunction with mdma, a psychedelic drug better known as ecstasy. >> over 71% of the individuals that received mdma assisted therapy lost their diagnosis of ptsd by the end of the study. >> reporter: fda approval could come as early as next year. the drug says mitchell opens the patients too self compassion. >> they were able to revisit a

deeply seeded motional memory in a way that allowed them to untangle and work through their trauma. >> reporter: it worked for scott. >> all the walls i built up over the years dissolved. >> reporter: did mdma save your life. >> it gave me a new life, one that's more worth living and one that i feel more comfortable in my own skin. >> reporter: he quit drinking and stopped using other drugs. other veterans you know, when you tell them about this, what do they say? >> how can i sign up? >> reporter: harry smith, nbc news, denver. >> this weekend several ceremonies are planned across the bay area. two milestones aboard the uss hornet. the 80th anniversary of the commissioning of the ship and the 25th anniversary of it becoming a museum. all who have served will be honored with a wreath laying. doors open at 9:30. and in oakland this morning, people can reserve a spot to travel the bay on the uss

potomac also known as fdr's presidential yacht. it starts at 10:30 this morning. sally tow tomatoes is hosting an vent at noon at rohnert park. we want to remind you the san jose veterans day parade is this morning starting at 10:45. in oakland around 2500 people headed to the zoo last night for opening night of this season's glow fari, the vent runs through the end of january welcoming visitors after dark to see the zoo grounds lit up in dazzling neon lanterns. the zoo staff say you'll see a lot of new displays this year. last year you may recall a sink hole on the zoo grounds shut down the event and the entire zoo for a month. >> we're prepared this year.

7:44. we were talking about the most popular events in the bay area, glowfari. make sure that your family is bundled up. we'll see the temperatures quickly dip from the 60s down into the 50s. we also have something very exciting going on in muir woods. today is veterans day. the national park service sometimes offers the free admissions. the if you're going today or tomorrow, the weather is perfectly fine. you'll start to see more cloud cover rolling in as we go into monday in the north bay. overall, a pleasant weekend for the bay area. 60s and 70s and mostly sunny. we take this look over walnut creek, the conditions stay for sunday plans as well. more clouds and the wind starting to pick up starting on monday as we get ready for that mid-week rain. here's what we know at this time. we're going to watch this system

of low pressure start to dip in starting on monday. as it makes its way into the bay area, we really have to see where it is centered. that could change how much rain we pick up and how much of that moisture comes in, wind ramping up. the main event will be tuesday on into thursday. i see it beginning around the tuesday morning commute. make sure the windshield wipers are good and gutters are cleared out and make sure your home stays nice, cozy and dry. i think it will start to take a little bit of a northern pattern mostly offshore as we go into tuesday evening. wednesday looks like a more widespread event from the north to the south. even into the sierra, some snow will also start to be piling up. the concerns with this right now is that we could see some localized flood possible. but really the main event will be tuesday/thursday. we'll see the rain back off as we go into next weekend.

welcome back. a special blessing for maui. city leaders and fire officials gathered at a fire station to celebrate at rival of this new firetruck yesterday. a gift from the fire department. the name polina was bestowed upon the new truck. it means relationship and coming together. maui officials losted two fire trucks in the august wild wildf. they say this gift is a blessing. back here on the mainland, the clock is ticking for the university of michigan and the head coach jim harbaugh. harbaugh, of course, the former 49ers and stanford head coach has been banned from the

sidelines for the final three games of michigan's regular season. he can still coach the team at practice. but not the game against penn state which starts in about an hour, 12:00 noon. the big 10 handed down the punishment yesterday because michigan is under investigation for allegedly stealing signs from opponents. michigan is trying to get a court order to stop the decision. they only have an hour left for that decision to be made.
