interesting and become really important. >> after months of planning, the apec summit officially arrives in san francisco. we're live in the city with today's agenda, highlights, and potential traffic impacts, and the ongoing plans from protesters to voice their concerns. this is "today in the bay." and this is monday morning. hope you're coming off a great weekend. thanks for starting your day with us. 5:00, i'm laura garcia. >> and i'm marcus washington. >> let's start out with a look at the forecast. what are we in store for? >> we're going to be talking a lot about the weather this week. there will be many changes coming our way. we're in for fairly decent weather today. you want to take time to prepare for rain that's going to be coming in starting tomorrow. the rain chances will be from tomorrow through friday. may linger into saturday as well. we're looking at the bulk of the rain in the north bay tomorrow through midday, and we'll see higher rainfall totals farther

south between wednesday and friday. so once again, we do have a little bit more time to prepare as we are seeing the center of this storm system remaining farther off the shore, and that's going to take back some of the rain chances and how much we could see over the next couple of days. we're starting out with our hour by hour outlook. once again, not showing much activity for today, but rain chances increase late tonight into tomorrow. i'll have more on that in the fuel micro climate forecast coming up in a few minutes. laura, marcus. >> thank you very much. the count down is officially over. world leaders descending on san francisco. the asia pacific economic cooperation or apec started over the weekend and kicks into high gear this week. >> bringing together heads of state from 21 different economies from the pacific rim countries. and 27,000 attendees. there are 5,000 members of law enforcement in the city to keep everyone safe. outside the summit, protesters in san francisco, they're making their voices heard against the

summit loud and clear. >> "today in the bay's" ginger conejero saab, it was a busy weekend. >> reporter: good morning to you marcus and laura. things are pretty quiet. that is set to change as day 3 of apec sets in high gear. opening remarks there will be made by secretary of treasury, janet yellen who had a pretty busy weekend. she had a number of functions throughout the weekend, including an introductory meeting with china's minister of finance where she spoke about her meetings with china's vice premier before apec began. secretary yellen called the san francisco bay area her second home. at the finance minister's

meeting gala. she spent two decades here teaching at berkeley and serving as president of the federal reserve in san francisco. yellen will play host at the finance minister chair's press conference at 5:30 tonight. now, there are several parties on the sidelines of apec today, including a dinner hosted by the apec business advisory council at the westin st. francis, and parties hosted by fiona ma, and visa at the ferry building. yesterday, protesters led by the apec coalition took to the streets of san francisco to speak out against the summit. brandon lee protested against apec in 2015. he's quadriplegic, he no longer has use of his hands and legs. he believes the motivation for

the shooting was his work protecting land against big mining companies. he says activism has changed his life. >> still work as long as i'm breathing, i will keep sharing the stories of the indigenous people that i served. i will keep standing with them, standing with the people in the philippines, standing with the workers all over the world as long as i'm still breathing. >> reporter: brandon, as you can hear, very passionate about his work. he is expected to be back out on the streets of san francisco for another big protest that's scheduled on wednesday. also the same day that president biden is meeting with chinese president xi jinping on the sidelines of apec. now, apec also expected and also responsible for some street closures, road closures, and detours around moscone center. this morning is still pretty quiet. we didn't see much of a fuss

just yet. that's all set to change. mike, you're taking a look at the traffic if people are considering coming into san francisco or have to come into the city at some point this week. >> or travel through, ginger. thank you for being there. i know you and your team had to go through security, extensive security. we talked about it, ginger is in the security. you can't drive on the streets surrounding moscone center. the bay bring still has all access. we will have one lane closed in each direction. we consider this area of knob hill off limits. those areas have elevated security. we saw security measures taking place earlier, and then later on this week, we're going to have the closure on the embarcadero.

unveiled a possible short-term two-step plan to try to avert the crisis. it would call from funding of federal programs from mid january and others until february to essentially buy time for a more comprehensive deal. the white house slamming that proposal, calling it a recipe for more chaos, and fawning to opposition for members of both parties. the bill also excludes funding for israel, ukraine, and the u.s. border with mexico. they are taking a wait and see approach until after the house opens to vote. >> i'm open to what the house is talking about. >> a house vote may happen as soon as tomorrow. if a deal is not in place by friday, federal workers and likely military personnel would be the first to feel the pinch. turning to developments overnight in the middle east, we have a live look from israel towards the gaza border where there is a new sense of desperation and urgency.

as israeli forces close in on gaza's largest hospital. the world health organization says the hospital is no longer functioning. it's now out of service due to lack of power. many displaced palestinians sheltering there are leaving the facility, along with some patients because a facility is caught in the cross fire of heavy combat. in an appearance on nbc's "meet the press", israeli prime minister benjamin netanyahu insisted israel is not targeting civilians, and hamas is to blame. >> i think every civilian death, every dead baby is a tragedy, but that tragedy should be placed squarely at the responsibility of hamas that is keeping its military installations inside hospitals. >> israel says a fuel donation to the hospital was denied an evaluation rate to southern gaza are open from gaza's hospitals. doctors in gaza meantime say other hospitals are enduring the same type of crisis. president biden is also renewing his push to secure the release

of hostages in gaza and reaching out to leadership in qatar. the captives include a 3-year-old american toddler whose parents died in the october 7th attack. authorities so far not identifying a man shot and killed in fremont over the weekend. that shooting happened yesterday afternoon on fremont boulevard. another man is also shot and is now in the hospital. police say officers took a suspect into custody. the relationship to the victims, still not clear. happening today, the oakland fire department is officially welcoming a new chief. damon covington has been serving as the temporary fire chief since june when the previous chief resigned to enter the private sector. covington has worked for the oakland fire department for 14 years. let's head down to san jose, taking a live look out, 5:10, meteorologist kari hall is tracking what we can expect. a nice clear start to the morning there. >> yes, and we do have a very nice day ahead.

we are going to have one more very mild and also mostly sunny afternoon. now, we take a look at our day planner for san jose, starting out with temperatures in the low 60s at 10:00. at noon, it's at 67 degrees. and reaching into the low 70s just briefing before temperatures come back down. as far as what we're expecting in terms of rain, most of it not getting here until early tomorrow morning with the south bay getting the first round of rain before sunrise. so i'll have more on this and what's ahead coming up. mike, you're looking at gas prices, how is it looking? >> i was looking yesterday, too. i saw them drop. i noted that. a few places with lower prices. in san jose, we have costco that's down to 4.09. hayward, we have the valero with the best for cash at 4.15 in the middle here, th, and folks are

pass a budget. marcus was just talking about this. moody's downgrading the u.s. outlook to negative. the ratings agency says the capitol is in dysfunction and american government spends more than it has warning without effective fiscal policy measures to reduce government spending or increase revenues, moody's expects fiscal deficits to remain large. we're going to talk more about the budget crisis as we talk politics in a half hour. government runs out of money on friday. we'll get new inflation numbers. inflation off the all time highs, coming down in other countries, too, it's been particularly bad in britain. new studies show weight loss drugs like ozempic cut the risk of heart attacks and other cardio issues by as much as 20%. a separate study by a human resources firm found about 1 in 5 american companies are considering adding semiglue

tides. variety reported over the weekend there's an elon musk movie coming directed by the same person who did the whale with brendan fraser, based on the new biography by walter isaacson. he also wrote a biography about steve jobs. danny boyle directed it. aaron sorkin wrote the screen play but it landed with a bit of a thud even here in silicon valley. nobody was particularly interested. >> i wonder who would play elon musk. >> that's a good question. >> that is a good question. >> think about that, we'll meet back here in an hour. >> thanks, guys. new this morning, don't try to buy and flip that new cyber truck. tesla is adding a clause in its purchase agreement saying that buyers cannot sell their new vehicle within that first year unless they have specific permission or they may be sued. vendors could also be banned from buying tesla vehicles in

the future. the company may grant some exceptions, but they must get written consent. tesla may then buy back the cyber truck at a reduced price. the end of an era for anyone who grew up with chuck e. cheese. >> unless you head to southern california, your favorite animatronic has been silenced. the company is announcing a brand new overhaul, including losing the animatronics, including its mouse or rat mascot, depends on how you look at it. that is for all but one location. chuck e. cheese will give it a residency with an upgrade. everywhere else is redesigning the game centers. >> that was my favorite place on earth as a kid?

>> really? >> disney wasn't that close. >> i just wonder where are all of those animatronics, hiding in a warehouse somewhere. >> they're behind you. reminds me of a movie. so we're getting ready for some rain as we go through the week, and we are going to see clouds gradually moving in today. here's a look at the storm system. last week we were looking at this system, it was hard to tell exactly the placement of where it was going to head. well, right now, it's looking like it's going to stay farther off the coast, which will take with it a lot of the more widespread and heavy rain that we're expecting. we're still getting rain. let's talk about what we are seeing farther to the north. we're already getting some of the showers into the pacific northwest. we are only going to see it coming in waves. it's going to be off and on.

it looks like the first wave comes in early tomorrow morning with some light showers, and then the rest of the day, we're drying out. then on wednesday, we get some more widespread rain with a potential of some off and on showers through the morning and the afternoon. possibly a break on thursday, and then we see more rain coming in on friday that may linger into part of the weekend, at least across the area. so it looks really soggy, nonetheless, as we go through the rest of the week. some of the highest rainfall totals will be in parts of the north bay, we could see 1 to 2 inches of rainfall in total. once again, this is spread out throughout the week. parts of the santa cruz mountains could also see some of the higher rainfall totals much less for the interior valleys. and unfortunately, it's looking like a lot less for this year. earlier we were seeing snowfall estimates up to 2 feet. well, now it looks more like 2 inches. so it's not as robust as we were hoping to kick off our ski

season. and as we take a look at what to expect here, so today we're dry with the exception of the slight chance of north bay showers later tonight, and the chance of north bay rain continues into tomorrow. more widespread showers wednesday through friday, and our temperatures come down into the upper 60s. the weekend eventually is going to dry out. looking at san francisco as well, we of course are watching the all important forecast for apec. looks good for today, but we'll need the umbrellas the rest of the week. you were tracking a major crash in contra county. >> a deadly crash. closest railroad, the activity may be a distraction. i don't know how that center divide is, honestly, so the westbound commute is starting to slow, heading through the area where the eastbound direction is closed. potential impact there, the distraction as well as folks are forced off eastbound highway 4. likely taking leland road. fine for now.

major southern california freeway. an update on what led to fire engulfing an overpass, and the declaration from governor newsom. this is "today in the bay." good monday morning to you, 5:30 right now, thanks for starting your day with us. i'm laura garcia. >> and i'm marcus washington. let's get you started with a look at the forecast. meteorologist kari hall tracking rain for us this week. >> we're going to be talking a lot about the weather this week because it's going to have a high impact to the bay area, and it's really been a while since we've had a decent widespread rain across the bay area. the storm system is staying a little bit farther off of the coast compared to some of the previous forecasts, which would decrease the amount of rainfall we see, and gives us a few more breaks as well from the activity. but we're already starting to see some of the showers farther north, and then as we go into late tonight into the morning tomorrow, we could start to see some of the rain quickly pass by, and then a break for the

yellen was part of the meetings that happened on sunday, meeting from counter parts, mexico, chinese, indonesia, among others. vice president kamala harris, secretary of state antony blinken will also attend apec. additionally, china's president, canada's prime minister, along with the presidents of the philippines, vietnam and mexico will be among the attendees. it is not all business. we got inside one of the first parties of the gathering. san francisco mayor london breed played host along with ceo of east west bank, international dignitaries, california businesses, and local leaders were invited giving mayor breed a chance to talk about how a really large global event like apec helps local communities come up with solutions to their challenges. . >> the ability to pay for the services with e offer, to help people, depends on tourism,

convention, and economic prosperity. >> governor newsom is among the speakers that will address the gathering, along with condoleezza race, and salesforce ceo marc benioff. the rainbow lasers will fire up tonight. what you're seeing are the rainbow lasers that lit up pride week. the head of illuminate, the art organization that brought the bay lights said they have permission to use twice as many lasers. it is going to be a sight to see. as you might expect, security is extremely tight. our crews saw law enforcement on every corner. we know that there are major detours, so if you are headed to the city, build in enough time, and pay attention to what mike inouye says. you have that live shot from inside moscone center and our photographer josh told me the

perimeter around moscone center has lots of security presence. those roadways are not yet completely blocked. traffic is going through there. i'm saying, practice, pretend it's completely shut down because over the course of the next 24 hours, we're going to see the whole area shut down for security. the bay bridge slowing does show up, passing right by the fifth street off ramp. that's open today, that side of the roadway, as well as the off ramps and onramps on 5th, they're going to be closed later in the week. we have restrictions through nob hill because of security we saw being put in place last week. wednesday and thursday, we're going to see impact at the embarcadero. these three areas most heavily impacted by apec. i have the linady.ks on so back to you. >> thank you very much. throughout the week, protests are expected at the apec summit.

lawyer said he was caught up in conspiracy theories when he broke into pelosi's home last year. depape planned his attack for months, and he was targeting other officials as well. paul pelosi could testify today. this morning, nurses are accusing a hospital of jeopardizing the safety of their patients. "today in the bay's" bob redell joins us from outside washington hospital in fremont where nurses are about to hold an informational picket. >> reporter: good morning, we saw a few of them show up in the past few moments. there are more than 800 nurses here in washington hospital who are currently in contract negotiations with their employer, and starting at 6:00, just under a half hour, until 10:00 this morning, some of the nurses are going to hold an informational picket outside of washington hospital in fremont to protest what they say are, quote, unsafe patient care proposals and cuts to their health care benefits. the nurses say that washington

hospitals new proposed contract would triple their deductibles and out of pocket expenses when it comes to their health care coverage. the nurses say they are also concerned that the hospital wants to, quote, float some of the nurses. according to the nurses union, floating redirects staff nurses from their assigned units to units that are short staffed. the problem is that other units have different equipment that the nurses might not be familiar with, completely, and they require different skill sets in some cases. the union fears patient safety could be at risk, if those floating nurses don't receive additional training. we have reached out to washington hospital this morning for comment. still waiting to hear back, and of course we'll be covering this morning's events and bring you updates on air and online. reporting live in fremont, bob redell, "today in the bay." 5:38 right now, and happening now in southern california, l.a. drivers are just about to experience their first morning commute without the use of a major crosstown

corridor. i want to give you a live look at interstate 10 near downtown l.a. it's indefinitely closed following heavy damage from a weekend fire. that damage so significant, governor gavin newsom declaring a state of emergency. this is all from a pallet fire underneath the freeway early saturday morning that torched the overpass. no one was injured. cause is not known. drivers are being urged to avoid the area until further notice. turning back to our coverage of apec. we've got a live look at san francisco. marcus and i were commenting that the lights look so nice. >> so nice indeed. i was going to the city this weekend, kari, and it was so clear, it was beautiful. you say rain is coming. >> we have rain coming in starting tomorrow, the next several days are looking a bit wet off and on, and our temperature there this morning starts at 54 degrees. we're seeing upper 40s and low

50s across the bay area this morning, and the high this afternoon will reach 66 degrees there, so a little bit on the cool side. but still pretty mild, especially with the mix of sun and clouds. our temperatures today for the south bay into the upper 60s as well as upper 60s for much of the rest of the bay area. by tomorrow, when we see more clouds coming in, we're still looking at pretty mild temperatures, reaching into the mid-70s in the south county. and, mike, you're still tracking that crash. what's going on? >> you know, a coroner is on scene, he needs to be on highway 4. obviously that means it's a deadly crash we're still following here eastbound. that's counter commute. we're seeing slowing building up. folks are forced to get off at bailey road, and heading toward antioch. that is an issue. you can take the smaller roadways along highway 4, and probably not congesting bailey road that much. we are seeing more traffic westbound as well, and lots of folks like to take railroads down to kirker pass to cut through and avoid the 680

highway 4 interchanges, that starts to builds and we see slowing. coroner has been there for a half hour. hopefully they'll be able to finish the information. the unfortunate scene hopefully will clear in the next half hour. we'll track that. a smooth drive down the east shore freeway. the big issue, see a back up on the 880, we're going to see complications into and in san francisco. these closures will happen. the embarcadero will not happen until later this week. in the bay bridge, all lanes are open. that should change over the course of the next 24 to 36 hours. thank you so much, mike. oakland a's fans this week will likely have their minds on texas. probably crossing their fingers as well. a make or break decision expected any day now, the team's planned move to vegas. >> this sounds like a broken record. we're that much closer to a government shutdown. we'll tell you the latest.

let's get a look at our trivalley forecast for livermore. we're starting out partly cloudy and 51 degrees. overall, it's a nice day. comfortable temperatures. will reach into the mid-60s here for this afternoon. and we're getting ready for rain, so we'll talk about the time line, and what you can expect as we go throughout the week coming up in a few minutes. >> i continue to track the deadly crash blocking eastbound highway 4. heading through contra costa county. here out of alameda, the bay bridge has the metering lights slowing you down. the overcrossing has started to clear up. unfortunate, but the rest of the lanes are starting to build up right now. happening today in idaho, a vigil to mark one year since the murder of four college students. you may remember authorities found the four university of idaho students stabbed to death inside of their off campus home. the man accused of those murders now on trial. now, that discovery forever changed the school. tonight, students will hold a vigil to remember their friends and former classmates.

hesitate to do what's necessary again. back here at home, speaker johnson, brand new speaker johnson, facing the same problems that caused speaker mccarthy his job. how do you pass a spending plan with members of your own party objecting to it. johnson's plan is complicated. funding some parts of the government for longer periods than others. the current funding for the whole government runs out friday, and johnson has to find the votes for his plan by then. a plan that includes no money for the southern border, no money for israel, and a number of republicans have said they'll vote no meaning once again a republican speaker may have to ask democrats to help pass this bill. there's nothing wrong with that. it compromises how you get things done in washington. you have to have compromise when you barely have a majority but as kevin mccarthy found out, working with democrats is a job killer. senator tim scott suspended his

presidential campaign over the weekend. scott just appeared in the republican debate but probably would not have qualified for the next one. candidate chris christie is in israel, his second trip to a war zone. he made a surprise visit to ukraine as well. asked if israel should pause its attack, christie said absolutely no. israeli prime minister benjamin netanyahu meanwhile was on our "meet the press" sunday morning where he denied israel was targeting civilians, hinted israel was working a deal to free more hostages in gaza as well. >> if you want peace, destroy hamas. if you want security, destroy hamas. if you want a future for israel, the palestinians, the middle east, destroy hamas. we're absolutely intent on achieving it. >> the white house alarm, netanyahu has indicated israel and not palestinians will govern gaza when the war is done. the white house would like to see the palestinian authority,

we'll most likely see by the middle of the week. here's the storm system coming in. it's well off the coast. here's the center of the low pressure. and that's the moisture that is drawing in. we're already seeing some of those waves coming in, but with it being farther away, that gives us more opportunities for breaks, but we will see some wet weather. let's go through the time line. we are looking at the north bay later on this evening for a chance of rain. and then tomorrow morning, there will be another wave coming in that will continue into late wednesday into thursday. it looks like wednesday into thursday is when we'll see the more widespread rain coming in. you can see all of the green here, the sierra starts to get some snow. but this system is definitely looking warmer and not as well as what we previously expected. we're going to be off and on with the showers as we go throughout much of the week, and possibly part of the weekend. but sunday is looking dry. and so with this happening over the span of a few days. rainfall totals, even though it

looks pretty impressive will be spread out over the course of several days with the areas in red showing the possibility of about 1 to 2 inches of rainfall, and then we see a little bit of yellow and orange in san jose. that's about 1/2 to 3/4 of an inch of rain. that's what many of our inland areas will see. so later tonight, north bay may see the showers coming in, but mostly on tuesday, the rest of the bay area seeing some more widespread showers on wednesday, thursday, and friday. it may linger into saturday morning as well, as those temperatures drop, but we're looking at upper 60s for the inland areas, and mid 60s with off and on rain in san francisco. looking on highway 4. is it still blocked? >> it is. unfortunately. we have this investigation that continues because of an early morning, about 3:00 in the morning, a deadly crash actually closer to the railroad tracks, still being forced off eastbound highway 4 away from concord toward bailey road. use the surface streets to get

over there. westbound, that's where the commute starts to build and slow in the area. now building just before you get there, out of antioch and into pittsburgh and bay point. the walnut creek interchange, not a major issue, and of course the metering lights of the bay bridge, those are all of your avenues getting over, westbound for your commute, traveling toward san francisco, and in san francisco, the traffic is moving smoothly along the bay bridge. off the bay bridge, moscone center has all of this activity. eventually we'll have full closures between mission and harrison. second and fifth. i'm told our crew was able to see cars driving past the moscone center, that may change over the course of the day. we know later on this week, we'll have one lane of the bay bridge, east and westbound closed for security reasons as well. we're monitoring traffic into and out of san francisco. looking over here toward 880 southbound for the build as the

morning wakes up for the commute. 101 through san jose. no major incidents, but there is some slowing. this crash i'm concerned about, westbound 237 coming off the flyover around zanker, some sort of a dispute, an argument going on. i'm concerned about the people involved and the distraction of course. southbound 880 does show a smooth flow of traffic, as you're getting toward dakota. there may be another crash moving to the shoulder and debris. a nice drive out of the altamont pass, no issues for westbound 580. we're talking about the morning commute of course so there's slowing at the dublin interchange, and things are moving nicely through livermore. a smooth flow of traffic down vasco road. speed sensors slowing toward 580. that's your avenue out of con

monday, let's get a look at the forecast we're talking about. the changes that are going to be happening. >> but first, let's talk about what's going on with that forecast, kari. >> we are going to see a lot of changes as we go throughout the week. it starts out nice across the bay area. we have rain chances ahead, mostly starting to ramp up tomorrow through friday, and then by tomorrow we'll start to see the north bay getting in on some showers. it's actually in the morning, but our higher rainfall totals will be happening from wednesday through friday. as we will see some off and on rain there. a look at the storm system. it is a lot farther off the coast which would decrease the amount of total rainfall we will see, but also giving us a few more breaks as it trains some dryer air. we are starting to see showers farther to the north, and it has been targeting the pacific northwest with higher rainfall totals that will continue. by the time it makes it closer to the bay area, between tomorrow and wednesday, we'll see a round of rain really starting to spread acrs
