forecast we're talking about. the changes that are going to be happening. >> but first, let's talk about what's going on with that forecast, kari. >> we are going to see a lot of changes as we go throughout the week. it starts out nice across the bay area. we have rain chances ahead, mostly starting to ramp up tomorrow through friday, and then by tomorrow we'll start to see the north bay getting in on some showers. it's actually in the morning, but our higher rainfall totals will be happening from wednesday through friday. as we will see some off and on rain there. a look at the storm system. it is a lot farther off the coast which would decrease the amount of total rainfall we will see, but also giving us a few more breaks as it trains some dryer air. we are starting to see showers farther to the north, and it has been targeting the pacific northwest with higher rainfall totals that will continue. by the time it makes it closer to the bay area, between tomorrow and wednesday, we'll see a round of rain really starting to spread across the

bay area with the potential of flooding and high winds as we get the brunt of the storm coming in. then on thursday, it does taper off for some of us, and come back again on friday, as we get once again off and on showers that will continue throughout the week. we'll be watching this, of course, the all important forecast with apec. apec happening in san francisco, around the bay area, we are also going to see some more of that rain as well. so i'll have more on that well. the 49ers are back on track, their three-game losing streak suddenly a distant memory. >> all it took was a visit to jacksonville, adding defensive lineman chase young seems to have held. young and nick bosa wreaked havoc, including a strip sack of quarterbacks of trevor lawrence. happened for george kittle.

brock purdy threw for three touches, 34-3. purdy agreed it was a nice rebound. >> it's huge. you know, when you lose three in a row, obviously it's like, man, you want to get back on track. felt good, points on the board. defense getting stopped. just really good team football. >> the raiders are suddenly on a role on nbc's sunday night football. a fourth quarter touchdown broke a 9-9 tie. the raiders beat the new york jets, 16-12. the dub nation, the warriors looked listless in the second game of back to backs in minnesota. steph curry scoring a game high of 38. the timberwolves took over in the second half. they win the game 116-110 as the dubs lose their third in a row. well, developing now in washington, the clock is ticking down to a possible federal

shutdown. this is if a funding agreement cannot be reached by friday. over the weekend, new house speaker mike johnson unveiled a possible short-term two-step plan to avert the crisis. it will call for federal programs being funded until mid january, others until february, to essentially buy time for a more comprehensive deal. the white house already slamming this proposal, calling it a recipe for more chaos, and pointing to opposition of members of both parties. that bill excludes funding for israel, ukraine and the u.s. border with mexico. the house vote may happen as soon as tomorrow. if a deal is not in place by friday, federal workers and likely military personnel would be the first to feel that pitch. it is 6:03 right now, turning to developments overnight in the middle east, we have a live look from israel towards the gaza border where there is is a new sense of desperation and urgency as

israeli forces close in on gaza's largest hospital. the world health organization says the hospital is no longer functioning. it's now out of service due to lack of power. many displaced palestinians are sheltering, now leaving the facility along with some patients, because the facility is caught in the cross fire of heavy combat. in an appearance on nbc's "meet the press," israeli prime minister, benjamin netanyahu, insisted israel is not targeting civilians, and hamas is really to blame. >> and i think every civilian death, every dead baby is a tragedy. but that tragedy should be placed squarely at the responsibility of hamas that is keeping its military installations inside hospitals. >> israel says a fuel donation to the hospital was denied, and evacuation routes to southern gaza are open from gaza's hospitals. doctors in gaza meantime say other hospitals there are enduring the same type of crisis. hard to see some of those images. president biden is also renewing his push to secure the

release of hostages in gaza, and reaching out to leadership in qatar. the white house says the captives include a 3-year-old american toddler whose parents died in the october 7th attacks. it is 6:04 on your monday morning, and the countdown is officially over. world leaders are descending on san francisco. we have been talking about it coming. the asia pacific economic cooperation, or apec, starting off over the weekend, and now it's really going to kick into high gear this week. >> yeah, bringing together heads of state from 26 economies, and 20,000 attendees. there is also about 5,000 members of law enforcement in the city just to keep everyone safe. outside the summit, protesters in san francisco. they're making their voices against the summit heard loud and clear. >> that's certainly so. "today in the bay's" ginger conejero saab joins us live at the moscone center.

already a busy weekend, and will eventually get pretty busy. >> reporter: that is true. the moscone center will be host to many of those discussions, meetings, as the week progresses, but as of this morning, still very quiet here at moscone center. all of that will change as things really get into high gear. today is day 3 of apec. things will kick off with the finance ministers meeting at 9:00 a.m. opening remarks given by secretary of treasury janet yellen who was quite busy herself over the weekend. she held a number of meetings and functions, including an introductory meeting with china's minister of finance where she spoke about her meetings, as vice premier before apec began. the pair spoke about the continued importance of maintaining the channels with china. secretary yellen called the san francisco bay area her second home at the finance minister's

meeting gala, she spent two decades here, teaching at berkeley, and serving as president of the federal reserve bank of san francisco. yellen will also play host at the finance minister chair's press conference. that's at 5:30 tonight. now, there are several parties on the sidelines of apec today, including a dinner hosted by the apec business advisory council. that's taking place at the westin st. francis, there are other parties including one hosted by california's treasury secretary, fiona ma, and visa will have its party at the ferry building. yesterday, protesters led by the apec coalition took to the streets of san francisco to speak out against the summit. one of the protesters was brandon lee. he protested against apec when it was held in manila. brandon is quadriplegic, he no longer has use of hands and legs after being shot in the philippines in 2019. he believes the motivation for that shooting was his work with

indigenous people, and activism for protecting their land against big mining people. he says activism has changed his life. >> still work, as long as i am breathing, i will keep sharing the stories of the indigenous peoples that i serve. i will keep standing with them, standing with the people in the philippines, standing with the workers all over the world as long as i'm still breathing. >> brandon, not stopping on working on his passion. he is expected to be back out on the streets of san francisco on wednesday. that's when another big protest is scheduled to happen as that coalition attempts to shut down the ceo conference. wednesday is also a big day because that is a day that president joe biden and china's president xi jinping are expected to meet on the sidelines of apec. laura. >> busy week in the walls of the

conference as well as outside of those walls as well. well, definitely traffic is going to be impacted. mike's really keeping his eye on everything for this week. >> that's right. and we're trying to adjust the updates we get as these situations will be fluid, all of the areas with the activity planned and perhaps unexpected as well. moscone center, that's where ginger is, we knew there was going to be heavy security around the area. we saw them being put in place, ready to block the roadways. told this morning by our photography crew that roadways at the moment, when they drove through the area were accessible. we know the security perimeter will be implemented between mission and harrison, second and fifth. that whole area will be inaccessible. there's a lot of activity, and plan on avoiding this. that will impact your m urks ni route as well.

skilled workers at all but 1 of the 23 csu campuses are organizing a one-day strike. that includes campus electricians, elevator mechanics, plumbers, and carpenters. the union is in a contract dispute and calling for higher wages. csu remains hopefully a new deal will be reached. the only campus not impacted by the strike is the maritime academy. taking a live look outside in san jose. the sun is starting to come up and just showcase the beautiful skyline there. meteorologist kari hall has been tracking what we can expect weather wise throughout the bay area. how is it looking, kari? >> it's a nice sunrise. we're going to show it a little bit smaller here. starting out at 51 degrees. 51 in oakland as you step out the door. upper 40s in dublin and san francisco, 44 degrees. a mild start to the day. santa rosa reaching 64. north bay temperatures in the

mid- to upper 60s. which is normal for this time of year, and we'll continue to see slightly cooler temperatures coming in as the rain arrives. we're going to be talking a lot about this rain. i'll show you the time line coming up in a few minutes. here's a look at what you can expect at the gas pumps this morning. >> you can expect it and i hope you see it, kari, i saw prices drop around my neighborhood on sunday night. in san jose, we're going to talk about costco. they have gone down to 4.09 at center road, and automation parkway. two locations down to 4.09. hayward, we have the valero, the best for cash at 4.15, the shop . and mill valley, $4.55. thank you for sharing those reports. on the roadway, improvement for highway 4. we had the earlier deadly crash investigation going on, blocking the whole freeway at bailey that has reopened. the investigation has cleared from the freeway. westbound is your commute, and

lighter traffic on north 101. the first burst cleared quickly, so the south bay, no problems. we'll talk about the build through the east bay and what's coming into san francisco, and the changes as well. good morning, very happy monday as well. boeing aircraft hoping the summit between joe biden and chinese president xi improves relationships between our two countries and maybe china starts buying boeing again for its domestic fleet. a surprise no vote on the new contract from some of the uaw workers at the ford plant in kentucky. stock market, meantime, has been on a tear lately. the nasdaq is up 32% so far this year. 32%. moody's, though, worried about the government's inability to pass a budget, downgrading the rating to negative. the rating's agency says the capitol is in such dysfunction, the american government spending

more than it has. they're warning without effective fiscal policy measures to reduce government spending or increase revenues, moody's expects fiscal deficits will remain very large. we're going to talk more about the budget as we talk politics in a half hour. the government running out of money on friday. we get the new inflation numbers tomorrow. inflation here in the u.s., well off its all time highs, coming down in other countries too. it's been particularly bad in britain. new studies show weight loss drugs like ozempic cut the risks of heart attacks by as much as 20%. a separate study found 1 in 5 american companies are considering adding semaglutides, like ozempic as an employee benefit, the way they do mental health or smoking cessation programs. variety reported over the weekend, there's an elon musk movie coming, directed by the same person who did "the whale"

with brendon frasier. and tesla says you can't flip its cyber truck. you could probably flip it on a road. don't flip it for sale. don't buy one and resell for a profit. the company may grant some exceptions but you must get written consent to sell your cyber truck. if you're asking, wait a minute, can they do that. >> in the user agreement, you do sign it, and this has happened once before with ford, you can't resell your ford gt right away. this is not been a problem in my life. it's a $400,000 car. john sina did exactly that, and ford sued him and won. i suspect it's a marketing thing. our car is so cool, don't go reselling it right away, creates the idea it's in enormous demand. >> interesting. >> it's cool looking.

media, do you have to say it's good, if you're like, i don't want this. >> you're definitely not hired. >> that was not a good thing. >> no poker face whatsoever. >> keeping it real. we're going to be talking a lot about rain this weekend. big changes ahead. we have one more day to enjoy sunshine and mild temperatures, and take a look at this beautiful view we have over the city and of course the salesforce tower has been lit up with animations here. we have been watching that on the cameras. this is where we're headed today, reaching into the mid-60s. upper 60s for the south bay, and inland east bay, and it's going to be slightly warmer tomorrow. even though we'll see more cloud cover, especially for the north bay, we're seeing some of our temperatures heading up a little bit. we'll here is the next storm we're watching. we have been talking a lot about it, because we have been trying to pinpoint exactly where this is going to be moving and what

kind of impact this is going to have on our bay area weather. as of now, we can see the center of the storm is here. it is well off the coast. we are seeing that moisture being drawn in, but it's also so far away it's not going to bring as much of an impact as we originally are expecting. we are once again seeing the rain coming in, and there will be some breaks in between, with some of the more widespread rain arriving on wednesday into wednesday afternoon, continuing into thursday with some off and on showers. and then another wave of more widespread rain on friday. that may also linger into early saturday, but sunday at this point is looking dry. and we're taking at look at how much rain we could see out of this system. now, mind you, this is spreading out over the course of several days. we could see in parts of the north bay, areas in red. 1 to 2 inches of rainfall. that includes the santa cruz mountains. the farther inland, rain shadow effect. where we don't see as much rain.

1/4 to a 1/2 of rain. we're getting ready for ski resorts to open, and mother nature is not bringing a lot of help. a couple of inches of snowfall. as we go through the week, our temperatures are looking milder going from low 70s today to upper 60s with rain into saturday morning. and, mike, it seems like right now, things have calmed down a bit. >> very calm. i have to give you a look ahead. look at the bay bridge shot we have. today we do see congestion traveling along the span. that's at full capacity. starting tomorrow at 5:00 a.m., the start of when we cover the morning commute. we're going to see this rain. the far right lane across the bay bridge. your commute direction will be blocked, and that's for issues over here and toward apec. they're trying to monitor traffic across in toward san francisco, and out of the city, also, we'll have the same side of the freeway, eastbound, will be blocked but your far left lane. one lane in each direction of

summit kicks into high gear. the new steps city leaders are taking to ensure everybody feels welcome, and how to best avoid the traffic nightmare. this is "today in the bay." good monday morning to you, thanks for starting your week with us. 6:30 right now. i'm laura garcia. >> and i'm marcus washington. let's get you out the door and a look at the forecast. meteorologist kari hall has a look at the beautiful start of the morning in the city. >> it does look great and we have more nice weather in the forecast. things will be changing with rain headed way. here's a look at what to expect. rain chances increase starting tomorrow and continuing through friday, and the north bay could see showers as early as tomorrow morning. as we go into the rest of the week, widespread rain in the forecast, for parts of the south bay as well from wednesday through friday. and then we take a look at what to expect with that storm system coming in. pretty large system but it is

offshore. we'll talk about its impacts coming up in a few minutes. >> thanks, kari. all eyes on san francisco as apec summit swings into full gear in week. the big event bringing world leaders together, and putting san francisco on the world stage. we have team coverage including your traffic impacts. >> let's check with "today in the bay's" kris sanchez, she's in the newsroom with what happens today? >> i don't envy mike's job of following the traffic patterns. i get to talk a little bit about the party. the business of apec begins today. san francisco was all about giving our global guests a warm welcome to the city by the bay. here is a live look at the moscone center. things will kickoff with the finance minister's meeting, focused on deepening economic ties and something that could affect us here at home, which is making the supply chain more resilient. you have probably had something stuck in the supply chain. u.s. treasury secretary janet yellen was part of the meetings that happened on sunday, meeting with counter parts from mexico,

china, indonesia among others. through this week, president biden and vice president kamala harris, along with secretary of sate antony blinken will also attend apec. additionally china's president, canada's prime minister, along with the president of the philippines, vietnam and mexico will be in san francisco. this is a first look at one of the first parties of the gathering. san francisco mayor london breed playing host along with the ceo of east west bank. international dignitaries, california business leaders and local leaders were invited, giving mayor london breed a chance to talk about how a global event like this one helps local communities come up with solutions to our challenges. >> because the ability to afford to pay for all the services we offer to try and help people depends on tourism, convention, and our economic prosperity. >> governor gavin newsom is among the keynote speakers who

will address the gathering along with condoleezza rice, sundar pichai and elon musk of spacex, and salesforce ceo marc benioff. the rainbow lasers along market street will fire up starting tonight. what we're seeing is the rainbow lasers during pride week. the head of illuminate, behind the display on the bay bridge says they have permission to use twice as many lasers. as you might expect, security is extremely tight. our crews saw law enforcement on every corner around the moscone center, and we know there will be major traffic details as well in order to keep all of the dignitaries safe, mike. >> we have our friends out there who have been allowed into the security area. they're giving us updates from their experience. our photographer told us he is able to see cars driving through the area of the perimeter. let's call market, harrison, the whole zone, consider it off

limits. they're shutting it down completely for security as we get over toward impacting the b bridge as well. moscone center has a perimeter, as well as nob hill. we're going to watch california, mason, and powell for the impact. there are hotels can dignitaries into the area, so likely heightened security. we have seen the fences, back to you. throughout the week, protesters are expected at the apec summit. thousands marched yesterday from the embarcadero, towards the moscone center. they had to stop at 5th and howard. many were focused on the environment, climate change, and the role of world leaders in policy making. there were also people protesting the war in the middle east. a reminder, our web site is a great resource to keep up with all things apec.

you can scan the qr code on the screen. it will take you to the apec guide online. breaking down everything about the event, how to avoid traffic in san francisco. happening in just a few hours, the federal trial for the man accused of attacking nancy pelosi's husband paul continues. the trial against david depape started last thursday, but took a break for veterans day. depape has pleaded not guilty. in opening statements, depape's lawyer said he was caught up in the conspiracy theories when he broke into the pelosi's home last year. prosecutors say depape planned his attack for months, and he was targeting other officials as well. paul pelosi could testify in court today. happening now, nurses are picketing outside washington hospital in fremont. "today in the bay's" bob redell joins us live. they are accusing the hospital of jeopardizing the safety of patients. >> reporter: under a contract prosecutor. good morning, there are about 800 nurses at washington hospital currently in contract

negotiations with their employers. about 50 or 60 of the nurses right now are out on the picket line, an informational picket. they are not walking off the job. these are nurses off duty, volunteering their time to stand on the sidewalk, outside washington hospital in fremont. they will be doing this until 10:00 this morning. some of the nurses are going to hold the informational picket to protest what they say are unsafe patient care for cuts to their health care benefits. the nurses say that washington hospital's new proposed contract would triple the nurse's deductibles and out of pocket expenses when it comes to their own health care coverage. the nurses say they are concerned about how the hospital wants to, quote, float some of the nurses. floating redirects staff nurses from their assigned units to units that are short staffed. the union says the problem is that the other units have different equipment the nurses may not be familiar with and might require different skill sets. >> i personally work in the

birthing center. it would be difficult for someone like me who does not have the competencies to the med surj floor. that's not what we do where i work. our concerns are some of the floating procedures that are in management's responses might potentially jeopardize patient care because there are people coming from other areas that may not have the competencies that they need to float to those areas. >> reporter: the nurses, their proposal is that they only want their colleagues to float if they've worked this that other unit within the past six months, so they have retained some of that information from the prior time of working there. they say the hospital is proposing within the past 12 months. we have reached out to washington hospital for comment. still waiting to hear back. reporting live in fremont, bob redell, "today in the bay." >> thank you very much, bob. hopefully we'll hear from them soon. happening now in southern california, l.a. drivers are

just about to experience their first morning commute without the use of a major crosstown corridor. i want to give you a live look this morning, see here, interstate 10 near downtown l.a. it's indefinitely closed following heavy damage from a weekend fire. that damage so significant, governor gavin newsom declaring it a state of emergency. this all started from a palette fire underneath the freeway early saturday morning that torched the overpass. drivers are being urged to avoid that area entirely until further notice. 6:38. turning back to continuing coverage of the apec conference, a live look at the city by the bay. kari hall is tracking what you can expect heading into the city. we're going to see changes this week. >> yes, we are. i think you should definitely take full advantage of today without having to lug around the umbrella or worry about rain. we are looking nice for today's weather and temperatures in the city starting out in the

mid-50s. at noon, partly cloudy, 61 degrees. reaching into the low 60s. keeping the jackets on there. milder temperatures inland. we'll see rain spreading across parts of the bay area late tonight and into tomorrow morning, with the wave of showers moving into the north baby about 8:00 to 9:00 tomorrow morning. and then some breaks for tomorrow afternoon. but we could see another round of more widespread rain arriving on wednesday. i'll have a look at that time line coming up. mike says, for now, the commute is coming soon. >> the trivalley shows a build. same thing for 880. as you come through the area, the san mateo bridge picking up volume. south bay, timing is right. 87 does show a little more traffic. we'll check in again over there. we're looking at a couple of crashes. westbound 80. that's the trouble spot for the upper east shore way. into the city and in the city, we have the impact of more traffic, more activity, and restrictive flow because of apec. eventually, embarcadero will have a stretch closed.

seeing more traffic flow. no incidents on the span right now. one thing that might affect traffic here and the pattern all week is after today, we have one lane of the bay bridge. we'll talk about that and show how that might ripple to the rest of the bay. the white house is waiting for congress to pass a spending plan with just four days left. >> meantime, american forces once again striking in syria. >> we'll saturday with that. good morning, striking forces associated with iran. the united states conducted operations last night against two militant groups in syria that the u.s. says were responsible for attacks on americans in iraq and syria. the secretary of defense lloyd austin saying, quote, we will take all necessary measures to protect our troops. these attacks must stop, and if they don't stop, we won't hesitate to do again what's necessary. back here at home, new house speaker mike johnson facing the

same problem that caused speaker kevin mccarthy his job. how do you pass a spending plan with members of your own party objecting to it? johnson's plan is complicated. funding some of the governments for longer periods than other parts of the government. whatever the current funding for all the government runs out friday. johnson has to find the votes, a plan that includes no money for the southern border. no money for israel. a number of republicans said they would vote no, meaning once again, a republican speaker may have to ask democrats to pass the bill. there's nothing wrong with that. compromise is how things get done in washington. this is exactly the same pickle that kevin mccarthy found himself in just a few months ago. republicans didn't have a big enough majority to pass a bill to keep the government open on their own. the big question for mccarthy at the time, does he risk his job by working with democrats to

keep the government open or does he shut the government down, and keep his job? he chose to work with democrats, and that's why we don't say speaker mccarthy anymore. senator tim scott suspended his presidential campaign over the weekend. he would probably not have qualified for the next debate. candidate chris christie is in israel, his second visit to a war zone. he made a surprise visit to ukraine as well. asked if israel should pause its attacks, christie said absolutely no. israeli prime minister benjamin netanyahu was on "meet the press," where he denied israel. targeting civilians, hinted israel was working on a deal to release hostages. >> if you want security, destroy hamas, if you want a future for the palestinians, israel, the middle east, destroy hamas.

spend a little bit of time getting the house ready for some rain that's going to be coming in starting tomorrow. here's a look at the storm system. it is a big one. but the center of the storm is still well off the coast. there is the center of that low. you can see all of the moisture being drawn in by that. some of the rain already starting to make it in to far northwestern california. some of the more widespread rain moving farther to the pacific northwest. with the rain coming in tomorrow, take a little time to check the windshield wipers, make sure they haven't dried out. you don't want to be in the middle of the rain realizing that your wipers aren't really doing a good job. make sure you also have good tread on the tires, and if you do have a little bit of time today, also cover the patio furniture, press the house around some of those loose objects for some high winds that will start to pick up over the next few days, and make sure you're also planning ahead for travel delays. we are going to see spotty

showers. more the widespread rain is set to arrive on wednesday. we can see across the bay area, a lot of green here. that's the potential of some more of that rain that may also come along with gusty winds, and then by thursday into friday, we may see the impacts of flooding, especially some localized street flooding and then rain chances start to go down by sunday. and over the course of the next few days. once again, this is spread out over a few days. the models are showing in these areas in red in parts of the north bay, we could see 1 to 2 inches of rainfall. that may also be the case for the santa cruz mountains. we have had a dry start to our fall season. hopefully we get those rainfall totals, and unfortunately this is not looking like a big snow maker for this year. as we had hoped in time for the resorts to open for ski season. we are looking at 1 to 2 inches of snow. mostly coming down as rain. we're looking at off and on rain

is about to get very busy as more world leaders arrive. >> day 3 of apec kicks into high gear after a busy weekend of bilateral meetings between secretary of treasury janet yellen and her counter parts in australia and mexico. secretary yellen held a meeting with china's minister of finance. a finance minister's meeting is set to begin in a couple of hours as well as a finance chair press conference open to the press later tonight. secretary yellen called the san francisco bay area her second home at the finance minister's meeting gala. she spent two decades here teaching at berkeley and serving as president of the federal reserve in san francisco. now, protests also similar to one that took place over the weekend are expected to happen throughout the week. guys, back to you. >> that's right, ginger, we also have the security commensurate with such a big event, over here with world leaders.
