what's all taking effect later today. several people were arrested in oakland during a pro-israel rally just one day before a gathering of what could be a quarter million people on the national mall. i'll break it all down for you. and a scare in the air. what we're learning about a security threat that led to an emergency landing at sfo. this is "today in the bay." good tuesday morning. thanks for starting your day with us. i'm laura garcia. >> and i'm marcus washington. we're going to get a look at the roads in just a bit. let's talk about that forecast. i got the alert from the nbc bay area app the rain was heading toward my house this morning. >> you need the app throughout the day. it's going to be raining off and on. it's not going to be raining the whole time. when it is headed your way, wouldn't you like to get a little bit of a heads-up? we are going to see the storm system bringing in rounds of wet weather, and most of what we'll see happening for us for parts

of the bay area where we are getting the rain, it's mostly going to be during the morning. we are seeing showers moving through the peninsula into parts of the east bay, and now into the north bay, with some off and on light showers. as we get a closer look, we can see the rain over the bay bridge, while the golden gate bridge is not seeing any showers. then it's raining in much of marin county this morning. we are going to continue to see showers moving through the north bay for the next few hours, santa rosa, over to vallejo, and now starting to reach into martinez. so we are going to see, once again, most of the rain coming through early and then clearing out for the afternoon before another round comes in tomorrow. i'll have more on this and the timeline of the rest of the rain coming up. mike, you were counting the lanes on the bay bridge. >> yeah, because chp had been advised that they would like to have security, the national security thing going on with apec. so we had scheduled 5:00 a.m. for the closure of one lane in each direction, each deck

visible into and out of san francisco. no lanes are blocked. i'm just going to look for the closed lanes. there are none right now on the bay bridge, but i see slowing that just popped up on the sensors. i'll check other cameras because they may have started a lane closure. we'll talk more about apec's impact. we're looking at kari's forecast and she did warn us about rain coming through the area. the green highlighting shows you where the rain, we'll have slicker roadways. in the south bay, things are pretty calm, light. we'll continue to track that. back to you. >> thank you. just a few hours in washington, d.c., tens of thousands of israelis and other supporters plan to gather on the national mall amid the ongoing war in the middle east. >> "today in the bay"'s kris sanchez joins us with a call for action and peace. >> reporter: this number keeps growing. we could see a gathering of up to a quarter million people, some from the bay area, calling for the release of jewish

hostages in gaza and for an end to anti-semitism here and around the world. ahead of that, hundreds of pro-israel protesters gathered at the federal building in oakland last night, staging an hourslong sit-in, calling for a cease-fire in the israel/hamas war. several people were arrested by federal police. this protest was organized by the grassroots organization called jewish voice for peace, and their position is counter to that of the jewish community relations council, which says a cease-fire is not the answer to the escalating situation. an update now, more than 250 people remain captives of hamas, including a 3-year-old american toddler. now, only five have been released since the hamas attack on israel on october 7th. israel defense forces are engaging in fierce battles with hamas militants, but many palestinians are caught with

nowhere to go. members of the jewish federation of san francisco will be headed to the rally, and i had the chance to ask a board member how people should feel, how they can reconcile seeing the what hamas did to israel and what's happening to the palestinian people. >> i say to people jewish, palestinian, this is all about find ago path for peace and removing any hurdles on the way. and hamas is a hurdle, and regretfully, hamas is using palestinians as a human shield, and that's something that creates suffering across the board. >> reporter: now, the rally that is planned for the national mall would be the largest gathering of the jewish community in about 35 years. as we mentioned, some of our folks from san francisco will be there. we are going to track that. it's happening at 10:00 our time, and we'll bring you an

update in our midday news. >> kris, thank you. well, san francisco's apec summit is awaiting the arrival of president joe biden. the president is expected to arrive later today, with a schedule that includes high-level talks with china's president xi jinping. here is a live look this morning at sfo, where air force one is due to land a little before 2:00 this afternoon. it's still not clear where president biden will stay, but last time he stayed at the fairmont on nob hill. many other world leaders have already arrived, including u.s. secretary of state blinken, who arrived overnight. the summit focuses on trade, involving 21 pacific rim economies. security in san francisco is extremely tight right now, especially in the areas surrounding the moscone center where much of that activity is focused. there are also parties, including last night's vip reception attended by the state treasurer. >> lots of excitement.

security issue and is now scheduled to depart at 7:00 a.m. we know the flight from lax to vancouver turned around over oregon. law enforcement officers met the plane after it landed safely. everyone onboard is said to be okay. chilling testimony from paul pelosi and the man accused in the violent attack last fall. pelosi took the stand yesterday saying he was scared when he awoke to find defendant david depape in his bedroom. he said depape carried a hammer and zip ties and depape told him he would have to tie him up until pelosi's wife, nancy, returned. when police officers arrived, paul pelosi said he felt relieved, trying to place his hand on the hammer to hold it down. but that's when depape attacked. the rest of the incident, he says, was mostly a blur. prosecutors may wrap up their case before the end of the week. the bay area bracing for incoming rain this morning. here is a live look outside at

san jose. crews in the city, in san jose, that is, they have cleared thousands of storm drains in anticipation of that rain, all of the local pumping stations have also been inspected. crews say that they've stationed portable backup pumps in flood-prone areas. valley water began installing a flood wall along a 6,000 foot stretch of waterway that's prone to flooding, and here is san jose's mayor, matt mahan. >> we are rain ready, we are storm ready in the city of san jose, and we will be available around the clock, 24/7, to respond to flooding and other hazards. >> we're bracing for it. meteorologist kari hall joins us now. when are we expecting to see this rain in the south bay? >> it's mostly going to be tomorrow. what we're seeing right now is very light and spotty and the north bay will be the focus of seeing more action as we go through the next few hours. but it will be a sunny afternoon, also an opportunity

for you to clear those leaves from the storm drains and get ready for more rain that will be coming in. as we take a look at what to expect, by tomorrow the rain becomes more widespread. it will be windy and we could see gusts to 30 miles per hour. so with the high wind and the rain, we want to make sure that you've already completed those plans ahead of the showers. it will be off and on throughout the next several days until saturday, as we get a look at the storm system that is bringing in the wet weather that will continue for the next few days. we'll talk more about the impacts and what you can expect coming up. mike has a look at how those gas prices are faring. >> pretty much the same price range. i've picked out sunnyvale in the south bay, best is $4.49 at arc row on saratoga road. sunnyvale has some good value. brentwood has the lowest at

live look outside in san francisco. the focus of what's going to be a lot of action going on around the bay area. we'll start out with temperatures in the upper 50s, a little bit of rain now, but gradually starting to dry out as we get some peeks of sunshine today. we'll see waves of rain going forward. i'll have a look at what you can expect coming up in a few minutes. we're looking at dublin, where the westbound commute is the heavier drive with headlights coming toward us on westbound 580. interchange not a problem. altamont overpass, volume may be a little lighter. we're looking at san francisco, the impact from apec and changes that i expect on the bay bridge coming up. good morning. very happy tuesday to you. markets broke a long winning streak yesterday after moody's raised some more worries we may not be able to keep our government open. we get important inflation numbers this morning, more about that in a second. look at shares of 23andme, the

bay area genetics testing company. they're under a dollar and they've been under a dollar for quite some time, long enough the nasdaq market is alarmed, wants that company to do something about it or face de-listing. this is a cool company that do electric helicopters based in santa cruz. they just had a test flight in new york city in front of the mayor. they want to partner with delta to provide flights to and from manhattan at the wall street heliport to jkf. helicopters do this all the time but they're noisy. they'll be providing a noise map showing a regular helicopter on the right and their all-electric helicopter on the left and you can barely register any noise on the left. a trip from manhattan to jfk is seven minutes. we get the consumer price index in 14 minutes. as mike has been telling us, gas prices are way down. the best thing that could happen is this data will show us

inflation has been easing. the thing that's likely to happen is that inflation rates are kind of stuck and that the fed will need to do more. google's ceo is expected to testify in federal court in san francisco today in a lawsuit brought by epic games. epic, the company behind fortnite, accuses google of taking too much of a cut when players buy something in their game. and, marcus, crocs will start selling mcdonald's-themed shoes today. you've got the hambuglar and there's some character named birdie on the left. there were some grimace shoes on there earlier. you get them at crocs or through crocs. it occurred to me later, you know the founder of mcdonald's was named crock. spelled it differently. >> meant to be. those hambuglar ones look good.

[ laughter ] all right, it's 5:17 this morning. unionized baristas at starbucks plan to hold a strike later this week. they refuse the company of refusing of negotiating fairly. starbucks united says thousands of employees at hundreds of locations will stage a one-day walkout on thursday. it's also red cup day. it's a popular annual promotion when starbucks gives out holiday-themed reusable cups. the union has successfully won elections at more than 350 u.s. stores, that includes several you see right here on the screen in the bay area. despite unionization efforts, none have reached a collective bargaining agreement with the company. trending this morning, someone is waking up a new owner of a legendary ferrari.

>> and everyone else may be experiencing a little sticker shock. this 1962 ferrari gto 250 sold at auction yesterday for a whopping $51.7 million. it is the most expensive ferrari ever sold. the car once competed in major races, including the 24 hours of le mans and in 1962 it took second place in a prestigious place in germany. it's racked up awards at historic car shows, including pebble beach. the seller is chairman of the ferrari club of america. the new owner is still a mystery. it's gorgeous. >> it is beautiful. >> it's nice, but $51 million? >> it's certainly a collectable. you don't drive that. i'll take the kids to school today. >> it's a little like lightning mcqueen. >> snacks in the back seat.

we're starting out with a few showers in parts of the bay area, so get ready to turn on those windshield wipers. we're going to have more rain off and on, but we're not going to see it just raining the entire time. but we are getting ready for this storm system, we're seeing a secondary area of low pressure starting to develop, and this is going to continue to pump in moisture across the region over the next couple of days. as we get a closer look, it's mostly the north bay, as well as parts of the peninsula, san francisco, and moving across the bay into richmond and oakland, with some light showers that we are seeing right now, kind of tapering off for san francisco. we are also seeing some of the showers moving through daly city as well, and then up to marin county, it's starting to pick up across the bridge and we're also seeing showers moving through much of the north bay, with showers that are moving into santa rosa, and over toward calistoga. we're also seeing the rain

picking up around hercules and richmond, so we're seeing most of this coming through for now, but it will start to taper off for the afternoon. a bit of a break before the next round comes in tomorrow. so as we see more widespread rain in the forecast for tomorrow afternoon, it continues into thursday morning as well. and there may be some waves of some brief heavy downpours, as well as some gusty winds. tomorrow those winds are expected to gust up to about 30 miles per hour, and may be slightly higher for the upper elevations. as we take it through tomorrow into friday, and then seeing the rain continuing into saturday as well, this is saturday night and there's still some lingering showers that are going to be moving through, but clearing out for sunday. so during this time we're looking at the possibility of parts of the north bay getting about 1 to 2 inches of rainfall. these areas in purple along the coastal areas may see 2 to 3 inches of rainfall. so that's going to be pretty significant between now and

saturday. but once again, that is spread out over the course of several days. so some really soggy weather, but once again, not just a down pour the entire next several days. we're going to get some breaks. we get this break this afternoon and most of the morning tomorrow until more widespread rain comes in tomorrow afternoon. i'll be tracking that for you and we'll talk more about what to expect. mike, you keep checking on the bay bridge. >> i saw slowing on the incline and metering lights executed earlier than normal, a half hour earlier than we often see. the backup fills in the toll plaza. we have some slick roadways from the light rain that came through. kari was talking about that perhaps impacting the areas, especially the peninsula. i saw a lot of slowing on the incline. i can't see cones but there is a scheduled closure of one lane in each direction and we see a slower drive across the entire span. the light rain could be playing a factor. but that could be indicating the closure we talked about heading

move to las vegas. a live report on what's expected to play out this week and a new report seemingly sealing the a's fate. a live look outside. rain will soon be arriving in the bay area. meteorologist kari hall is tracking the timeline. this is "today in the bay." this is tuesday morning. good morning to you. i'm marcus washington. >> i'm laura garcia. let's start out with a look at that forecast. guess we've got to get those umbrellas ready. meteorologist kari hall is tracking what we can expect. >> we're preparing for something we haven't really seen for quite a while, it seems. and we're going to have it coming in waves, off and on rain in the forecast for us. starting out with wet weather for parts of the peninsula into san francisco, as well as the north bay. and we're going to see some of the showers continue for san francisco, moving over toward oakland, and we've also seen some rain in the north bay, where it's picked up quite a bit in vallejo and you can see the

heavy rain pouring in santa rosa right now. some of us waking up to wet weather that will eventually be moving out, giving us a break for the afternoon before the more gusty winds and heavier downpours move in tomorrow. i'll have more on what we can expect as the rain continues for the next several days. i'll have more on that and the timeline coming up in a few minutes. well, apec awaits some very important arrivals. the san francisco summit hits its stride today with the arrival of president biden, among others. >> this morning we've got live team coverage. ginger conejero saab is tracking the arrival of some of the heavy-hitters. first, mike inouye has details on a major closure for the bay bridge. there will impact the morning commute through the rest of the week. >> exactly. it has already had an impact. i was looking for something more visible, but it looks like one lane is closed earlier than scheduled. i saw the impact starting to happen early in the commute and the backup. the metering lights were turned on at about 5:10, usually

they're not turned on until 5:35 or 5:40. we're looking at a big early backup and slowing across the span. i believe we're down one lane in each direction, which has been scheduled from 5:00 a.m. today all the way through 9:00 p.m. on friday along the bay bridge. that's scheduled to be all day every day until friday. we're down one lane in each direction. a slower drive into san francisco, and then in san francisco, of course, we're talking about moscone center with security which continues to increase as the week progresses, tomorrow the president is scheduled to be in the area, so we know that's going to be locked down. muni is impacted, including the central subway. we'll talk about what's going on for the warriors game because that's also in town tonight. we're looking toward nob hill where there's more security around the area. there's the fairmont, the intercontinental and those two locations have had fencing up and security in place. coming up, tomorrow, i believe tomorrow at noon, there will be a closure on the embarcadero

because of more activity. so eventually tomorrow these three areas will be impacted, but there's a lot more going on. we hand it back to you. >> including the arrival of president biden. he's making his way to san francisco. his secretary of state, antony blinken, already here. >> "today in the bay"'s ginger conejero saab is live in the city at moscone center. this, no doubt, will be a very busy day for both of them. >> reporter: that is true, marcus and laura. it is a full day of official business for secretary of state antony blinken, who is expected to arrive at moscone center before his first engagement this morning scheduled at 9:30. he is expected to meet with peruvian and thai officials, followed by a tri-lateral meeting with the japanese and korean foreign ministers. mr. blinken will host a plenary session here at apec, and then his day conclude with a dinner

in the city. as mentioned, president joe biden will also be arriving in san francisco before 2:00 this afternoon, hours before a campaign reception for the president and the vice president is scheduled to take place in the city. the president's arrival comes a day before his much anticipated meeting with chinese president xi jinping. this morning the chinese foreign ministry says president biden and president xi will have, quote, in-depth communication on several issues. bloomberg is reporting that the two leaders are expected to announce an agreement in which china would crack down on the manufacturing and exporting of fentanyl. here is our political analyst, larry gersten. >> it's an opportunity for xi and biden to get a reset. i think both of them have issued signals, so to speak, that they want to see the temperature cooled. so here we are, there's nothing like having two people together, phones, email, whatever other

begin today in texas, but two cities will be watching with keen interest, oakland and las vegas. and any a's fan can tell you exactly why. bob redell joins us live. fans who are already dreading this week are processing a new development. >> reporter: correct, the athletic is a publication reporting that on thursday all 30 owners of major league baseball teams, they are expected to approval the a's move to las vegas. and according to the athletic, there might not be any no votes. according to the publication, major league baseball's own report, which assesses this move to vegas for the a's, isn't very positive about the chances for the a's success in sin city, but, quote, there was no perceived better alternative. the a's reached a tentative agreement for a stadium off of the las vegas strip, but the funding is not yet set in stone.

for that reason, a's fans say they're still hopeful that mlb will recognize the value of keeping the green and gold in oakland. >> the owners' vote, it's likely they'll vote in favor of the relocation just because that's how it goes. we've done all we can on our fans' side. we've made it crystal clear that there is a clear fan base in oakland. >> reporter: that was jeremy goodrich of the oakland 68s. he says he's happy oakland mayor sheng thao has tried to keep the dream alive and that the city has come up with option to say improve howard terminal to make it a more appealing location. in august, nevada lawmakers approved up to $83 million in public financing toward stadium construction. the a's lease of the oakland coliseum does expire at the end of next season, and a new ballpark in vegas would not be ready until the to 28 season at the earliest.

so where to play in the tween seasons, a's president has said that they could extend the lease at the coliseum, could temporarily share oracle park with the giants, or play at the las vegas ballpark, which is currently home of the a's aaa affiliate. reporting live, bob redell, "today in the bay." >> thanks so much, bob. today san jose leaders are expected to address a text messaging scandal involving a now former police officer. a recent sjpd internal investigation found officer mark mcnamara sent racist text message to another officer in the aftermath of a shooting last year. green has shot and injured after he refused to drop a gun during a brawl at a taqueria. police later determined green was trying to disarm the actual suspect. mcnamara resigned last week. council members today will address the matter. california state university strayed workers are organizing a

one-day strike starting later this morning. more than 1,000 electricians, elevator mechanics, plumbers, carpenters and locksmiths are walking off the job. they're working under an expiring contract. they remain hopeful a new deal can be reached and says it does have contingency plans in place. let's take a live look in san francisco this morning. meteorologist kari hall is tracking that rain. kari, this morning we saw some sprinkles on the windshield. the rain is pretty much here already. >> it is pretty much here and it's mostly going to be affected the bay area this morning. we're going to see it quickly lifting to the north and the rest of the day looks sunny. we are going to have a very nice and comfortable afternoon as the sunshine returns. but then tomorrow we'll get ready for another round of rain coming in, and that one will pack more of a punch, with more

widespread downpours and gusts up to 30 miles per hour, and the rain will just continue off and on through saturday. now, we see the storm system in the center of the low well off the coast, and it does continue to develop and will be drawing in moisture across the region as we go through the next few days, kind of moving slowly as well. as we get a closer look, we can see now the rain is lifting out of san francisco, moving into parts of the east bay around oakland, and headed to the north bay, where we'll eventually see it clearing out as we go through the next few hours. i'll be watching this. we'll talk more about the timeline coming up. mike, has it had any impact on the morning commute? >> the rain may have, kari. the biggest impact is on the bay bridge and that has more impact because of the lane loss here. we are looking at a smooth drive now on the incline, things sorted out. they've slowed the metering lights down considerably. there is a big backup out of oakland. we had that lane scheduled closure, your right lane heading into san francisco, left lane

heading out of san francisco. that will be in place through the remainder of the apec summit. sorting itself into a typical pattern, but it will take more time getting across this morning. b.a.r.t. is an option, so is the ferry. nob hill, we'll just consider that zone an issue for transit because i'm talking about transit there, as well as the moscone center. there will be a reroute for the t line, which is important because that might be what you use to take your route over to mass transit to chase center. the warriors game is here. if you're north of all this activity and you need to take mass transit to chase center, and that is advised because of surface street traffic and closures and reroutes, that will take you longer. do plan ahead. warriors play tonight and this is one of those midseason games there, the tournament going on. so keep that in mind. tonight, in addition to the lane closure that continues the rest of the week, we'll have the off-ramp from -- i'm sorry, tomorrow morning we'll have the

off-ramp at 5th and 4th start to be closed tomorrow morning starting at 5:00 a.m. until 9:00 p.m. daily, because of all of this activity, they're going to restrict traffic flow through the area even more. that will be in place starting tomorrow morning. you cannot use that 5th street off-ramp from 5:00 a.m. until 9:00 p.m. meanwhile, the rest of the bay shows a nice, easy drive. the sharks play tonight, so go sharks at s.a.p. coming up, three days now until a government shutwn, andd

good tuesday morning. it is 5:45. if you're about to head out the door in oakland, it is a cloudy and damp start, but the rest of the day will gradually see more sunshine as our temperatures head for the upper 60s and low 70s. we get a break from the rain for later today, but we'll talk about the timeline of when it returns coming up. and the south bay shows some slowing, the damp roadways not so evident on the live camera. as kari talked about, we do see damp roadways out of oakland. a bigger backup at the bay bridge toll plaza, and now slowing hits the southbound with north 101. tomorrow we air our 22nd episode of "race in america: the conversation". with this episode we look into an array of things associated

is keeping his eye on. what about weather-wise? we're noticing the change already, kari. >> we can see that it is wet there, looking at the golden gate bridge. we've seen some off and on showers for parts of the bay area, but it is gradually going to clear up. in oakland, it is now 58 degrees, 51 in dublin and 57 in san francisco. also a little more of a breeze in the south bay as the sky starts to clear out and the rain is being drawn to the north. we can see there's a couple of areas of low pressure spinning in the pacific. the one closer to us is helping to pump in all of the rain, and we are going to see some breaks with the areas of low pressure, those storm systems remaining well offshore. so we are going to see wave one of rain coming in, we are already getting some drying in parts of marin county, where it was pouring earlier today. and we have some heavier rain around santa rosa, but it is getting a bit lighter. and now that rain is moving toward richmond, hercules and

martinez, that may slow down your commute just a little bit more this morning. then by 9:00 to 10:00, we're seeing the showers lifting farther to the north, out of the bay area, and then we do look at a very nice and mild afternoon. now, tomorrow it does start out dry. this is at 9:30 tomorrow morning. we are seeing just a couple of spots of widespread showers moving into thursday. we see the storm system bringing in waves of rain, and i think the brunt of the storm hits us tomorrow during the afternoon into the evening, with the highest winds a bit of a break for thursday morning. then it comes back on thursday afternoon and then heavier rain for friday. so once again, this is just going to be with us off and on through saturday, and then clearing out on sunday. as far as how much rain we could see, now the models are predicting a little bit more. in total, we could see about 2 to 3 inches of rainfall for marin and sonoma counties,

especially near the coastline. elsewhere, we could see about 1 to 2 inches of rain, with some of our valleys getting a bit of a shadow, about 1/2 inch of rain for san jose and the tri-valley. we're looking at a stretch of wet weather that will helpfully make up for some of the deficits we're running in terms of the rainfall we need to catch up for what's normal for this time of year. by sunday, it's looking better, highs up to 70 degrees, and more of the same on monday. but we'll get through the storm with some off and on rain and some gusty winds at times, and we'll be keeping you up to date on that timeline as well. mike, are you seeing more slowing across the bay bridge? >> indeed. some of that might be because light rain came through and folks are seeing damper roadways. you can see a little bit there. the drive is doing all right on the approach over 880. there is a slower drive across the span. there was a scheduled closure of one lane in each direction. getting on the lower deck seems

welcome back. you're watching "today in the bay." just released earlier this morning, the national climate assessment shows we're making progress on climate change, but it is not nearly enough. hundreds of scientists and policy experts come together to write this report every four years. one major headline from this year's report is that the u.s. is not adapting to climate change fast enough. one example is charleston, south carolina, which has spent millions of dollars on a project to fight against flooding and sea level rise, but it looks like climate change will require even more. >> one of the things i try to mention to people is the status quo is unacceptable.
