stake in this rare sit-down. >> b.a.r.t. plans to test new gates as part of a long-term crackdown. the first look at how they'll work and where you'll see them in action. also, moving you forward on covid vaccinations. the new push local leaders are taking to make sure everyone has access to the updated booster. this is "today in the bay." good morning to you on this wednesday. i'm marcus washington. >> i'm laura garcia. let's start out with a look at the forecast. meteorologist kari hall is tracking what we can expect. i brought my umbrella today. >> okay, we're going to be prepared for all of the changes we'll have today. we're starting out with spotty showers this morning, and most of us are also seeing dry conditions, but we'll see some waves of rain coming in. we may have to turn on the windshield wipers for a little during the morning commute. we are seeing the rain coming down around the richmond to orinda area, pushing toward

burke lee, with showers in half moon bay, some off and on rain as you drive up and down 280 on the peninsula. we're going to continue to see spotty showers as we go into the late morning, into the early afternoon. we are expecting a wave of some very heavy rain and gusty winds set to move in for 3:00 to 4:00 this afternoon, and it continues to pick up as we approach sunset. we are going to see those heavy downpours last for a few hours and then continue into tonight, with some lighter rain, a bit of a break for the first part of the day tomorrow before we get more heavy rain on friday. so the rain will be off and on. we do expect it to be more on for this afternoon. i'll talk more about that and we'll take a look at the rest of the forecast coming up in a few minutes. >> we'll check back with you. it is a pivotal day for the apec summit. while much of the action will, again, be in san francisco, a lot of attention will be

directed south on the peninsula, where president biden is sitting down with chinese president xi jinping. >> president biden will hold a news conference following that meeting, and tonight he and first lady dr. jill biden will host a welcome reception for apec leaders at the exploratorium. president xi will hold a ceo summit in part focusing on china's business with california. the president of china arrived in san francisco yesterday afternoon. his meeting with president biden is expected to start sometime around 11:00 a.m., lasting four hours. it's happening at a private estate in woodside, and you can expect extremely tight security up and down the peninsula. >> protesters are already planning to make their voices heard. rallies are planned all day, with the first starting later this morning. last night thousands of palestinian supporters gathered in downtown san francisco, close to where president biden attended a democratic fundraiser. >> nbc's peter alexander is joining us live from our cnbc

headquarters in san francisco. can you talk to us about each leader, xi as well as biden? what are their hopes of achieving during this meeting? >> reporter: marcus and laura, nice to see both of you early this morning. a couple of things as we head into this high-stakes summit. for president biden this is part of an effort to try to restore this relationship, one of the most consequential relationships in the world that has been part of a tense rivalry on a downward spiral for the last several years, simply stabilizing that relationship, restoring the military-to-military communications between the two countries. i think the white house would view that a success today. for president xi, his first visit to the united states in six years, the last in 2017 at mar-a-lago with former president trump. and this go-around, he's facing some domestic pressures, economic struggles back in china right now, a housing crisis, youth unemployment is above 20%

in china. so he is facing those pressures and hopes, in part, by his visit here and the reception you're referring to later today, that he'll be able to lure back american businesses to beijing. >> we know that communication is so important. do you think they're actually going to get anything addressed, and if so, what? >> reporter: yeah, it's a good question. in all the conversations i've had with senior white house officials, i don't think they're anticipating any major breakthroughs. one headline i suspect we'll hear is the announcement of some form of working group, a joint working group between the two countries as it relates to the opioid crisis, the u.s. is really going to be pushing china to try to stem the flow of fentanyl into the united states. but there are so many tension points here, from china's close ties with russia and iran, given the wars in ukraine and in israel and gaza right now,

china's combative approach toward taiwan, and of course the theft of technology, hacking and trade, all of those on the agenda as they get set to sit down for several hours later today. >> so many issues there. well, the first step is communication. peter, thanks for joining us. of course, peter will be following today's meeting and have updates on the "today" show and nbc. right now we want to get a look at what's happening around the moscone center. a lot of traffic alerts. >> into and out of the area of the moscone center. let's take a look at the bay bridge. it's beautiful, very clear. the traffic is flowing smoothly, but down one lane continuing from yesterday morning. yesterday we saw the metering lights turn on about this time. we'll see how the traffic flow goes. on the maps, the speed sensors show no problem, down one lane in each direction. we're looking over in the city, once you get to the city, more complications. this morning they've just instituted closures, the 4th and 5th street area, on and off-ramps near the security zone

which is locked down at the moscone center. you have to join farther over toward octavia, 6th, 7th, 8th street to keep you clear of the security perimeter. locked down around nob hill. we talked about the exploratorium event this evening, but the closure on that portion of the embarcadero starts at noon, reopening by tomorrow morning. so that will affect this whole area, including the congestion. and then, peter and you guys mentioned filoli garden, so just off 280 it will likely be shut down. there's a lot of folks who head out for walks, bikes. i don't know if you'll be able to access the area. note that that portion will have congestion and this is about 25 miles from the city. these dignitaries have to get down there somewhere. watch for traffic to be disrupted as well. >> thank you very much. our website is a good resource to keep up with all things related to the summit.

you can scan the qr code on your screen and it will take you to our apec guide online. you'll find information on road closures and events surrounding the summit. moving you forward on the future of bay area transit, and for b.a.r.t. it may soon have a whole new look, starting with the moment you enter the b.a.r.t. station. >> "today in the bay"'s kris sanchez joins us with a first look at the new fare gates that may benefit you in the long run. >> if it can save b.a.r.t. money, maybe it saves you money in the long run. we know that fare evasion is a big problem on b.a.r.t., and you know that whether you're a day commuter, an occasional rider or even if you don't ride at all. this is our first look at the new fare gates meant to make it much harder for people to jump the gates and try to ride for free. the clear gates go all the way up, almost to the top of the bridge there. you may notice some triangular material along the sides. that will make it harder for people to get around the side of

the gate. at the same time, the gate design should make it easier for people in wheelchairs, on bikes, and with strollers to get through. so lots of parents will be happy about that. b.a.r.t. estimates that fare evaders cost the system $15 to $25 million every year, and that is why it's investing $90 million in those new gates. getting caught cheating is costly, too. a civil citation will cost an adult 75 bucks, kids and teen tickets are $55. if you are cited criminally, that can be a fine of up to $250. the gates will go in first at the west oakland station so people can get a feel for it, b.a.r.t. can see how people move through. the goal is for the wider high-tech gates to go in over the next two years systemwide. i kind of like them because you can see through them, so it feels like you're just walking through versus the turnstyles.

>> modernization coming. thanks, kris. 5:09 this morning. we take a live look out at the golden gate bridge. a beautiful start to the morning, and it is a wet start. meteorologist kari hall has a look at what we can expect on the way in. raindrops coming down. >> so you do need the windshield wipers, make sure they're working and you'll definitely have them on high later on this afternoon. but starting out with a light rain here and there, as our temperatures are in the low 50s in dublin. it is 59 in san francisco and we're also starting out a bit milder in san jose and oakland. now, here is the rain and the storm system that will be affecting the bay area for today. so we are starting out with some light rain now, but heavier rain moving in this afternoon. and our temperatures will only reach into the mid-60s. so if you're thinking about what to wear today, maybe some layers, because we start out with cool temperatures and some light showers, and you may need the layers as we go into the afternoon, even though the

temperatures will be nice and mild. we will have some peeks of sunshine, but i do expect the brunt of the storm to hit us later today. i'll talk more about what to expect as the heavier rain arrives. we're seeing some crashes popping up. >> the overall green roadways, but then the green kari is talking about. look how widespread the wet roads might be for you. not too heavy, but this is unexpected if you weren't paying attention to our weather team. pay attention to this. out of oakland, the 5th street on-ramp is blocked and may be blocked until after 6:00 a.m. there was an overturned rig there, big rig, about 3:00 in the morning, and they're having trouble clearing it. you can go to jackson, that's just a little to the north. that's your on-ramp to get to northbound 880. the nimitz itself is unimpacted as far as the traffic flow. 84 is heavily impacted, since 10:00 last night it's been closed just to the west of 680, so that's accessing alvarado and

we have the typical build out of the altamont pass, maybe a little lighter. there's a new crash in contra costa county which might affect your flow for the early drive. good morning. happy wednesday to you. markets doing incredibly well. the nasdaq had its best day since april. more about all these great numbers in a moment. first, airbnb purchased an ai company called game planner for $200 million. we don't know that much about what game planner does, other than it was created by the person who created siri. dwac, the holding company that's supposed to merge with donald trump's media company, this runs truth social. financial documents it filed shows that the operation is in trouble, telling the s.e.c. it lost $73 million over the past two years. digital world is counting on money to come from trump's company, but of course trump's businesses are in flux as trump goes before a court in new york, which has already found him

culpable of business fraud. digital world lists trump's troubles as as one of the risks that may damage the company. we get a report from the commerce department in about 15 minutes, the ppi. the consumer price index came out yesterday and showed year-over-year inflation was 3.2%, within a closer range of the fed's target of 2%. it's been good news followed by good news. if you're looking for that soft landing everyone is talking about, you may get it. think about it. inflation near the fed's target, unemployment near record lows. yes, there were fewer jobs created last month than usual, but there are still millions and millions of job openings in america. real wages, all-time highs. mortgage applications, highest level in five weeks. we talked about the stock market. big rally there. even gas prices are down. we'll get more numbers with the

retail sales report today. target just reported profits a short time ago and said profits were up, even if sales were slowing. americans have definitely been shopping. we also know americans have more savings than they have had in the past. it's hard to say how much of this is coming out of savings and whether that will slow. but so far, the numbers continue to be very strong. >> that's good if people are able to have a nest egg. really important. new this morning, more people plan to take extra measures to prevent package theft this holiday season. a new survey finds more than $74 billion worth of holiday gifts will be delivered to america's doorsteps, but two-thirds of shoppers will take extra action to try to prevent theft. 30% will use tracking technology, 20% will use home security cameras and another 20% will ask neighbors to watch for their packages. a star quarterback

i don't know, he's probably outdoing what people are talking about today, but not in a good way. >> i don't want to hear about any hot streaks. let's talk about the rain this morning. >> we need the water. >> let's wash things off. we're going to get a fresh coat of something nice as we go into the afternoon. i love the smell of rain, so that will help freshen things up. here is a look at the storm system we have coming in that is eventually going to bring us more widespread rain, but we're starting it out light this morning. this is the appetizer. we're seeing some light rain moving through san francisco, and you can also see that rain moving into parts of the north bay, right around vallejo this morning, and american canyon. it's stretching down to martinez, so right there at that corridor, 680, 780, it's starting out very soggy. then we're also seeing rain in san francisco around the sunset district, moving down toward

daly city and bay shore, as well as parts of the peninsula. we're seeing a little bit of light rain moving through, and that's going to continue to move off toward the north and east. we will see breaks in the activity by late morning. then we prepare for the heavier rain that's expected to move in for the afternoon. so here we are at 3:00, we start to see some yellows and oranges there indicating some heavier rain moving into the north bay, as well as much of the rest of the bay area. so this is going to be pretty widespread, coming along with gusty winds that will last for a few hours, and then start to taper off to light rain later on tonight. then it looks like much of the day tomorrow we do get a break, but there will be at times some heavy rain passing by. it's going to be a lot more scattered. looking at rainfall totals for today, it's about a tenth to a quarter inch of rain, maybe a little higher in some spots. then we take it into the day tomorrow, and notice san jose doesn't get a lot of that rain and the valleys and our usual

setup get rain shadowed. so the coastal areas, the mountains get a lot more. in total, we could get about 1 1/2 through the coastline and lighter amounts for the valleys. rain coming in from thursday to friday, even saturday is looking soggy. but sunday it's clearing out and we'll see sunshine after that, with our temperatures staying mild, very normal for this time of year. but that should be 69 degrees for tomorrow. we are going to have some cool mornings and then we're also going to see the off and on rain in san francisco as well. mike, you've been watching a couple of trouble spots. >> we do have slowing on the bay bridge right now. we talked about losing a lane. as we lose the exit at 5th and close to 4th and the on-ramp, more slowing into the city early. we'll continue to track that. another crash in contra costa county, highway 4, through brentwood, we do have a crash

and that will affect folks on the early commute. the early commute just starting to show brake tapping, just kicked in over the last 30 seconds out of antioch. the rest of the bay shows a smooth drive, but we have the issue on highway 84 closing traffic, as well as the on-ramp for 880. for 880. those are not

moving you forward. santa clara county health leaders will give an update on the availability of the covid-19 vaccine later this afternoon. it comes as the cdc says the vaccine rate remains low. last week they recorded a small uptick in people getting covid vaccinations. for children, the rates are about 5%. for adults 18%, under 14%. vaccination rates for adults 65 and over is 35%. tonight we continue our conversation in our 22nd episode of "race in america: the conversation". we look into an array of things from the prison seen, from desegregation to finding new hope through rehabilitation and education. for many people, it was a long road to lead them to a surprising place of refuge, sant quentin. >> at 17 years old, you're convicted, sentenced to prison, 26 to life. >> yeah. >> what goes through a 17-year-old's mind at that moment? because you really haven't lived

california. china's president arrived in san francisco yesterday afternoon. this is video of the chinese delegation landing at sfo. today's meeting with president biden is expected to last four hours. it's taking place at a private estate in woodside. >> protesters are making their voices heard. thousands of palestinian supporters gathered last night in downtown san francisco, close to where president biden attended a democratic fundraiser. some scaled utility poles, while police in riot gear looked on. we do not believe that police made any arrests. we do have team coverage this morning for you. our mike inouye is tracking the impact from the road closures now in effect. but first let's head to "today in the bay"'s bob redell in san francisco this morning. bob, i know activists are already planning another day of large-scale protests. >> reporter: a couple of protests here. one will be at the powell street b.a.r.t. station on market street. you can see how at least one business, they've got these wires outside their doors to try to prevent anyone from trying to get in, in case these protests

were to get out of hand. there's going to be one at 7:00 at the powell street b.a.r.t. station. these are climate activists protesting the apec summit. they want to remind the ceos and world leaders gathering at the summit to keep the climate, to keep global warming in mind when they're coming up with trade deals. and then later at 7:30, there will be a protest outside moscone center, again climate activists, that are demanding citi and exxon to stop funding fossil fuels. this is video of last night, people who are pro-palestinian, they are protesting israel, actions against the palestinians. you'll recall that israel was attacked by hamas earlier last month in october. so that protest last night, thousands of people are market street did get close to where president biden attended a democratic fundraiser.

he was in downtown sf for this fundraiser last night. you can see this is video of two motorcades coming down from california street from the fairmont, one escorting the president, the other the vice president to this fundraiser. governor newsom was also there. our terry mcsweeney chatted with some folks who heard the president speak last night. >> talking about all of the wonderful things that the democrats have done in this administration, and hopefully we will move ahead in the next election. >> a challenge for democracy in this election, what we need to do for the next 11 months, the contrast between trump and maga. >> reporter: it is unclear if that pro-palestinian demonstration that was nearby played a role in the president's departure from the event last night. but we know the motorcade did not go back to the fairmont via california street. that, of course, is the way it did come down. reporting live on market street, bob redell, "today in the bay." >> thanks for the latest, bob.

now we want to check in with mike inouye who has been monitoring traffic closures all week long. any big changes happening today specifically? >> yes, big changes. a restricted flow across the bay bridge like yesterday, the backup formed early at the toll plaza as they metered traffic because we have fewer lanes. early slowing getting into the city, what we warned you about yesterday, did also take effect this morning from 5:00 a.m. to 9:00 p.m. we'll have closures 5th and 4th, the areas getting onto and off of the bay bridge. they are so close to this lockdown of the moscone center perimeter and there will be more restricted flow getting onto the bridge and this afternoon it will be very packed and this morning it's jacked getting toward the area of 5th, coming off of the span. folks are trying to shuffle and see the closure, which is a distraction. moscone center and nob hill locked down. as those demonstrations continue to progress, they'll pop up and

so will closures. be prepared to adjust. muni well equipped to do that. i suggest mass transit or b.a.r.t. coming into the city. over at the embarcadero, we'll have a closure starting at noon near the explore-torium. a lot of surveillance video its street traffic, and there's going to be security because of an activity over here at the estate off of 280, but 280 will connect the city with this portion of woodside and that's 25 miles, and that may be impacted by potential for security. back to you. >> thank you. our apec coverage continues all week. ahead at 6:00 this morning, our ginger conejero saab will join us live from inside the moscone center. she'll have a live report on what we can expect to come from the meeting between presidents biden and xi. in other news, happening today a south bay man accused in the grisly murder of his

ex-girlfriend is expected to face a judge. gilroy police say he killed alyssa salazar and dismembered her before setting her on fire. authorities found her remains several weeks after she was reported missing, which then took several weeks to identify. investigators say this happened months after she accused him of rape. he is being held without bail. closing arguments are expected for the man on trial for the violent attack of nancy pelosi's husband, paul. yesterday defendant david depape took to the witness stand. he talked about his extreme political views and at times became emotional. depape claims his real plan was to kidnap the house speaker, tie her up and eventually get others, including hunter biden, thereby exposing, quote, government lies. he also insists that he never

meant to injure paul pelosi, who had a skull fracture after being struck by the hammer. if closing arguments move quickly enough, it's possible the jury may also begin deliberations. state health leaders will update plans to expand medi-cal el eligiblibility. a virtual meeting starts at 11:00 a.m. 5:38 right now. taking a live look out in san jose. meteorologist kari hall has been tracking the forecast for us today and we're tracking that rain, kari. >> yes, we are. and we're going to start out with some light showers across the bay area, and then we'll see it getting heavier as we go into the afternoon. we could see that all of that heavy rain, the widespread cloud cover is off the coast, and we're seeing some of the waves of light showers coming through as of now. so this is right on target with

the forecast as we go hour-by-hour, at 9:00 to 10:00 there will be a bit of a break and then we gear up for the heavier rain moving in around 2:00 to 3:00 this afternoon. some of the oranges and yellows here indicating some heavier rain, and it may come along with gusty winds as well. this is the entire bay area that's going to see that rain coming in, really affecting and slowing down that evening commute as we go into tonight. the light rain will linger and it looks widespread through 9:00 to 10:00. we wake up tomorrow morning to a few spotty showers and then see the rain off and on throughout the day tomorrow. so we'll talk more about this timeline as the rain continues into saturday. that's coming up in a few minutes. mike says as of now, everything looks like it's flowing pretty well. >> flowing well, but then looking closely as we approach san francisco on the bay bridge, it's flowing well until just past this shot, just behind a building we see a big slowdown on the bay bridge approaching

called schools over stadiums is announcing plans to file a lawsuit to block funding and this is the same group trying to get a measure on the nevada ballot to repeal the state's funding plan. trending this morning, marking the ten-year anniversary of what can only be called an amazing one-of-a-kind day where the entire city made one kid's wish come true. >> really, the entire bay area. it was an amazing day i'll never forget. a 5-year-old boy named myles came bat kid and helped save the city of san francisco. on november 15th, 2013, countless people, from mayor ed lee to san francisco police, fire, the giants, so many others, helped bat kid free giants mascot lucille and give myles the key to the city. it made headlines across the globe and highlighted the mission of make-a-wish foundation.

the time. the thing about it, it resonated with so many people because the inner kid in all of us. we all wanted to be a superhero of some kind. >> the city shut down for this kid. >> we were tracking this. i was following closures. we had the cameras all over the place. >> i'm so happy to see that he's doing well. >> now he's almost batman. >> i know. great to see that update, and this morning we're tracking some rain. we're going to see more of it as we go into the afternoon. we want to take a look at what we are seeing across the bay area, where we do start out mostly dry as we take a look at our cameras and our temperatures are mild as well, in the mid to upper 50s as you get ready to head out the door. don't forget the umbrella, even though our temperatures will reach into the mid to upper 60s, low 70s today, it's going to be quite wet at times. i think that makes it feel cooler. the seven-day forecast comes up at the bottom of the screen. take a look at your

microclimate. as we take a look at the satellite, the radar showing light rain now, there's some more heavy rain off the coast that's going to be working its way in as we go into late morning, into the afternoon. so here is a look at the radar now. this is what you have to deal with as you're driving to work. every now and then you have to turn on the windshield wipers. we're seeing the rain clear the bay bridge and richmond-san rafael bridge, heading toward richmond and emeryville with light showers. as we go through the hour-by-hour forecast, we're going to stop it at 10:00. most of us are seeing a mostly cloudy sky with off and on light rain and then we have a bit of a break. take a look at 1:30, 2:00, and going into the later afternoon hours, where we're going to see the rain continuing and getting heavier, and it may be windy at times as well. even for the evening commute into the sunset hours, we're going to see temperatures in the 60s and 70s, but a lot of rain coming down.

look at the radar. it could show widespread rain into this evening, tapering off later tonight. then we see waves of rain in tomorrow's forecast, into early friday. so just today we're looking at about a tenth to a quarter inch of rain, maybe closer to a half inch of rain near the coastline. and then going into the day tomorrow, the additional rainfall will push us a little closer to an inch of rainfall for half moon bay. but it's still mostly looking like a half inch to three-quarters of an inch of rain in total by tomorrow. notice that our valleys, like san jose and livermore, don't get nearly as much rainfall, which is typical in these storm system setups where we get the rain shadows and we're not seeing as much rain in the valleys. going into friday, saturday, we're still seeing the showers coming through off and on, but sunday is your day to get outside, as all of this finally clears and we get a chance to enjoy the sunshine once again. but the sun will be a little

missing today, i think hiding behind those clouds. we should see a little more sunshine in between the rain for tomorrow. mike, you're starting to see a tougher drive across the bay. >> part of it is because the rain that you showed coming through. the richmond-san rafael bridge may be slower, but the increased volume is not because of the weather. it's because i think some folks have chosen to avoid the bay bridge in light of the restriction getting toward the area. we're looking across the bridge and we're seeing the road weather index showing more of the effect over here on the east bay, contra costa county also coming over from the north bay. it looks like our sensors may have taken a break as well. we're going to show you the rain that's been coming through the peninsula. there's a lot of slowing across the bay bridge. we'll show that to you once i awake the sensors. there we go. because of the restriction in traffic flow, one lane is down into the city. it's recovered toward the moscone center.
