rainfall so far. right now for most of us it's off, but storm ranger is showing rain moving into san josé in the next couple of hours. as far as when we will get more widespread and heavier rain, we will see this again this afternoon. we are seeing the rain in and around the area for tomorrow, and then again more widespread rain for tomorrow evening. it seems like much of the rain we are getting is coming during the evening hours. we will talk more about the timeline and what is ahead coming up. mike, has it had any impact on the commute? >> we will, we just talked about the rain coming through. the earlier rain did leave damp roadways, and we had a number of crashes. westbound 80 as you come through

san pablo, there could be a crash off to the shoulder. there's slowing. this is the commute direction. a lighter commute continues. as we approach the end of the week, you could see a lighter traffic flow because next week is thanksgiving and a lot of schools get that week off. and there's a build continuing down toward the dumbarton bridge. we could have minor injuries slowing down that clearing. back to you. >> thank you. we are following breaking news. an investigation under way after a deadly plane crash in the san diego area. we know the plane departed from the east bay. >> today in the bay's kris sanchez in our news room this morning. kris, what else are we learning about this crash at this hour? >> we just heard back from the faa an hour ago or so.

the wreckage was found just a few hours ago. this is the scene where the plane was found. it was very, very dark and there was rain and fog there as well. we don't know if the pilot who died in the crash is also the owner of the cessna p10 plane. the owner is from carlsbad and has the highest pilot rating. the flight was uneventful until the plane attempted a landing at another executive airport where the gsp signal from the plane was lost. the crash was 300 yards from homes, and one witness told us, believe it or not, he heard nothing. >> i am seeing the direction the

plane is now and it could have just flown into my house. that is wild. >> we expect more details as the sun comes up and investigators can see that crash site by daylight. an ntsb investigation team is headed to that site. >> thank you. president biden's focus turns to the apec summit happening in san francisco. this follows his hours' long meeting yesterday with president xi jinping at the filoli gardens in woodside. this afternoon he's scheduled to participate in what is known with a family photo. the president and first lady will host heads of delegation at a meeting. during his meeting with xi yesterday, they agreed to restore communication from

military to military. they also agreed to take steps to curb the flow of fentanyl. but the protests were present with passion and anger. bob, i know more protests are expected near the moscone center today. >> reporter: that is what we are expecting. good morning, marcus. as you can see behind me at the 5th and mission entrance to the apec summit, it's taking place a couple blocks behind me at the moscone center, and right now it's quiet but yesterday what we saw in the city and outside the historic president's meeting in woodside, we know things can change quickly. this was the scene yesterday near 280 and woodside. this scuffle between

anti-communist demonstrators and those who they thought were pro china. this is an opposition of president xi jinping of china who was meeting the filoli gardens with the president of the united states. meanwhile, demonstrations were taking place all around the apec zone. the biggest protests targeting president xi, and that led between clashes between those that want him gone and those that are happy with him and his rule in china. that led to a fistfight, and the passion and anger could definitely be felt. >> ashamed of president biden actually using taxpayer money to form an alliance with a dictator. >> reporter: the groups that are angry over the president of china's president in the bay area, they fueled san

francisco's largest demonstration of the day yesterday with protests scratching down market street that forced traffic to slow down for miles. we are expecting more protests today outside the apec summit, but the where and when are still to be determined. bob redell for today in the bay. >> could be another busy day. today the commission will vote to allow pg&e to raise rates again on top of recent increases. they say it's expensive to mitigate fire risk, and this includes cutting millions of trees every year to putting transmission lines underground to keep them from sparking fires. critics say pg&e could cut costs by using insulated lines above ground instead at a much lesser

cost. >> the increases already in the past five years have almost been double, almost 100%, and there's no end in sight. >> pg&e's ceo told us previously, quote, we need to invest in programs and tools to ensure we can continue to support our evolving risk management practices and now is not the time to stop investing in safety. here's where we stand before today's vote. the proposed decision or rate is about $31 per month for gas and electric, while the alternative is $25 for gas and electric. pg&e bills have gone up 38% in the last three years. 6:09 this morning. taking a live look out san josé, as you can see. folks are moving along with their day, and the question is,

i'm sure, is there more rain coming. kari hall, how is it looking? >> looking good. in san francisco there is a break in the rain for now, but it will be off and on throughout the day, and even a chance for thunderstorms for parts of the bay area. the rain continues in waves through saturday, and then we will be dry sunday into next week. right now our mobile doppler radar is showing rain in the south bay, and then our temperatures reach in the mid and upper 60s. we are looking at more wet weather. we will talk more about the timeline and when we can get outside and enjoy the weather rain free. that's coming up in a few minutes. mike has a look at where we can find lower gas prices. >> not free, but looking over towards san josé, the cash price is 4.07 now at quick serve on alum rock avenue. meanwhile in contra costa county, we have concord super

good thursday morning. right now at 6:14, we are headed over to livermore to look at our day planner. we start out cloudy, and we could see peeks of sunshine at 10:00. we have the potential of thunderstorms in the afternoon between 2:00 and 4:00. we will talk about more rounds of rain in our microclimate forecast, coming up. here's the backup at the bay bridge toll plaza. it started early like the other days this week, and it's still down one lane because of the summit and the security there. because of that we have more folks heading over to the richmond bridge, and we will track that ripple effect coming up. happy thursday. the nasdaq is up nearly 10% so far this month -- this month,

and the dow is up about 6. the faa cleared spacex's next test of the rocket. engineers say the next unmanned launch could come as soon as tomorrow. a group of lawmakers in washington sent a letter to apple asking why the company cancelled jon stewart's new tv show on apple tv. lawmakers are concerned apple canned the show because stewart was exploring issues that put china in a bad light. "the new york times" reported stewart told show employees it was because apple was worried about how china would react, and now they are asking apple to respond to the allegations.

the union also calling on customers to show solidarity by foregoing starbucks coffee today and signing the no contract no coffee pledge online. san josé in sunnyvale are among the 24 starbucks in california that have unions. they have said they respect their workers right to organize, but do prefer direct relationships with their employees. good news for panda lovers out there. >> a few of the rare bears could be heading to california. three pandas on loan to american zoos were sent back to china for a hero's fair well. this week chinese president xi jinping took notice. following his one-on-one meeting yesterday with president biden, he hinted at sending more pandas

stateside. he said they could be sent to the san diego zoo. that's great news. >> always a draw, too. >> kari, that was a great job getting that message over there. >> yeah, don't forget about the pandas. >> kari asked me -- >> yeah, and i'm excited. we are starting with rain off and on, and we are getting a break for much of the bay area and we are also seeing breaks in the clouds and a chance to dry out after yesterday's heavy rain for parts of the bay area. temperatures are in the low 50s in dublin and upper 50s in san francisco. we can still see that there's unsettled weather across the region as the storm system remains off the coast. it's not moving too much and it's going to linger for a couple more days. nothing out there to really steer it, so we are going to see the rain back in the forecast today as we zoom in on our

stormranger, and that's our mobile doppler radar, and it's showing the rain and mountain view as well as los gatos and san josé. it's, once again, off and on for us. we will see more rain on in the afternoon and evening. look at the intensity on what we are seeing on our hour by hour forecast and into the east bay. there could be thunderstorms embedded in the rain showers we will see in the afternoon. there will be a break tomorrow night and into the morning, and the rain picks up tomorrow into the evening, and we could see one more last wave of heavy rain by saturday morning. our rainfall totals for today, looks like it's about 0.1 of an inch for most of us. as we go into tonight and early saturday, we could see another half to three quarters of an inch of rain. in total it could be closer to two inches in additional rainfall on top of what we have already seen in parts of the

north bay. we are in with the rain for the next few days into saturday afternoon. if you do have plans on saturday, i think sunday is the best day of the weekend to try and get out there. you won't have to worry about packing the umbrella. then we go back to dry conditions for next week as our temperatures remain about the same with highs in the upper 60s, morning temperatures in the low 40s. we are also going to have some times of wet weather through saturday. if you have the nbc bay area app, you will get alerts before rain approaches your location, and that helps out with some of the planning. mike, are you seeing more buildup out of the east bay? >> i am, kari, and i did alert folks to that and i did get the alert from the app several times, so that was helpful. the buildup is showing up on our maps as well, westbound as there's slowing towards the toll plaza and continuing across the span. more folks heading towards the bay bridge and through berkeley. we are still down to one lane, and we will talk about that in a

returning to san josé. we will see light showers in and around the area while much of the bay area is dry. we will see widespread rain picking up through the afternoon. here we are at 4:30, and the brighter colors there toward fremont, that's the indication there could be thunderstorms. we're watching out for that potential, as well as more scattered showers, and the rain will be coming in waves until saturday. a look at the full microclimate forecast coming up in a few minutes. laura. >> thank you. moving you forward with the latest developments out of the apec summit happening in san francisco. another busy day expected with a speech from president biden. >> this follows the high stakes meeting with president xi jinping. ginger conejero saab is live at the moscone center where both

leaders and delegates from 19 countries will be today, ginger. >> reporter: that is correct, marcus and laura. they will be here for the apec family photo that happens at every summit. is expected to happen today. it's typically when world leaders wear clothing that represent the host country. that photo will come a day after the historic bilateral meeting where both men talked about the progress that was made. president biden saying afterwards that he believed the talk was some of the most constructive and productive discussions they have had. president xi described the meeting with the words consensus, friendship and conversation. the two leaders agreeing to restore military to military direct contact and addressing the trafficking of fentanyl out

of china. the progress, possibly enough to celebrate, as the president hosted a welcome dinner for apec leaders at the exploratorium last night, followed by the fireworks show. we will bring president biden's speech live on-air and online, and he will be part of the apec family photo and will host another apec dinner tonight. we are expecting protests, and i sat down with a representative from the state department to address how apec is taking these opinions. >> the apec economies are some of the most diverse and vibrant economies and countries in the world, and as we think about economic solutions and deepening our partnerships we absolutely need to think about the impact on indigenous populations.

>> reporter: as we reported, apec hosting the first ministerial level including indigenous people. many things to watch out for today will be that family photo, and we will bring that to you. mike, drivers can expect more trouble spots in san francisco again today. >> yeah, just like yesterday where people are voicing their opinions, demonstrations could cause traffic reroutes that are unplanned. we have the closures in each direction on the bay bridge. that slows down the metering lights making the backup stronger at the berkeley curb and into berkeley now, and eventually reaching richmond.

the embarcadero reopened, and now we are looking at the 5th street on-ramp and 4th street off of ramp. 5th street, they are still marking that on the map, and mission was an area of protests and we saw marches on market street. things are fluid through that area, and they had closures and then reopened again. knob hill is where they are continuing with the security with the dignitaries staying there. there's activity listed by the asian art museum. that could be a factor tonight. it's right near city hall. back to you. >> thank you. turning to the breaking news we had for you this morning, the wreckage of a small plane now has been found near a well-known

southern california golf course. the plane took off from concord, however we are getting word from our nbc affiliate in san diego that it actually took off from marietta. right now authorities are delivering an update, and as soon as we get an update we will bring it to you on-air and online. investigators could not initially find the wreckage, but we are hearing from police about the rude awakening from some neighbors. >> a neighborhood watching the news heard about the plane going down, and he called in and gave the general location, and about 2:30ish our drone arrived and located the plane. >> crews found it in a neighborhood near torrey pines overnight, and the only person onboard was pronounced dead at the scene.

as we get more details and clarification of this, we will bring that to you. we have breaking news right now. major league baseball voted to approve the a's move to las vegas. unanimous vote happened, and this is all according to a reporter from major league baseball. we do know the a's are still very likely to play at the coliseum next season to fill out their predetermined lease agreement they had, and after that it's unclear where they will play next because the new las vegas stadium likely would not even be finished until 2028. you see it there, oakland athletics have been unanimously approved by owners for relocation to las vegas. this is per source from a mark feinstein. he's a reporter for major league baseball. this is a story we will closely be following. we know that folks in the city of oakland have been desperately wanting the team to stay in the

east bay, but it looks like the a's will be relocating to las vegas. >> fans across the bay area not happy about that. kind of knew this was coming. community members here in san josé are hoping you do the holiday shopping at the local businesses, and the goal is to highlight local businesses while also helping some recover from the impacts of covid-19 during the pandemic. it all kicks off this morning at 9:00 at san josé city hall. we want to check in with meteorologist, kari hall, for a look at that shopping forecast for us. a lot of folks want to go from here and there and have to step outside, kari. >> absolutely. if you are planning to go shopping the earlier in the day the better. we are starting out mostly dry with temperatures in the 50s and even a few peeks of sunshine here and there. as we get into the 2:00 and 4:00 hours, we are going to see the

potential of thunderstorms coming through and more widespread rain coming back. we are kicking off our weekend tonight at the sharks game where we will be at about 60 degrees, and the temperatures cooling down just slightly as we go into tonight. there's also the warriors game at chase center and in san francisco it's likely that it will be raining this evening and temperatures around 60 degrees. we will wrap up the weekend with sunshine for the 49ers game at levi's stadium, it will be in the mid-60s and breezy and a nice way to get a chance to dry out from all the wet weather. tahoe over the weekend, travel will be tricky especially during the late evening and early morning hours when the temperature drops below freezing, we could see this transition to slow. but it's looking nice and clear for a drive back to the bay area on sunday. one section of the lincoln off-ramp was closed for a

trailer blocking the off-ramp and that has reopened. there's one lane blocked so there's still slowing past north san pedro, and we should see recovery low. the additional slowing through berkeley, restricted traffic continues across the bay bridge as we told you about. east bay we have one lane blocked as well, but that's not an issue now. that's the evening commute where that's an impactful point, as well as the 4th street on-ramp getting out of the city, and the 5th street on-ramp is still blocked there. the warriors are playing tonight, and there's a reroute from muni that will take you. closing arguments just wrapped up yesterday in the

their lease, and it's unclear where they will play after that because the coliseum in las vegas will not likely be finished until 2028. jury deliberations are set to resume for the man accused in the hammer attack at the home of nancy pelosi. jurors deliberated after closing arguments wrapped up in the morning. the defendant, david depape, could face life in prison if he is convicted of attacking pelosi. a state trial still expected to follow, but that will only happen once the federal case is completely wrapped. another election challenge for president biden. looks like senator joe manchin may run for president. >> biden probably wouldn't be too worried if manchin ran as a

democrat, but as an independent, that's a different story. >> manchin says he's absolutely considering to run, and if he took biden on as a democrat, probably no problem for biden. biden would beat manchin easily and we would move on to the general election. but if manchin were to run as a third party candidate, he would split away some voters, and could that hurt biden's re-election chances. here's manchin speaking to kristen welker. >> you said you don't think you would be a spoiler. if you look at the poles it shows a third party candidate would take support away from president biden. what do you say to those that say you would be a spoiler. >> i have never been a spoiler in my life in anything and wouldn't be one now. >> the point is, you don't get to choose if you are a spoiler, you are just are.

there will be a chance of rain this afternoon and possibly a few isolated thunderstorms. the rain continues to come in waves through saturday, and then we will dry out on sunday into early next week. the storm system that is off the coast really is cut off and really doesn't have anything to steer it so it's moving slowly and keeping our weather unsettled. from what we have seen in the past couple of days, that will continue. we are seeing scattered showers moving through parts of the south bay and down to around mountain view and fremont. throughout the day our temperatures reach in the mid and upper 60s. here's a look at some of the north bay cities with napa reaching 66 degrees, and it's on the cool side but partly to mostly cloudy, a bit of a break, and then stop it at 5:00 this evening, there's more brighter

colors indicating energy there and the possibility of thunderstorms. we may see brief heavy rain and collapse of thunder here and there, and later on tonight it starts to taper off again. we are still seeing some rain in and around the area with it picking up again tomorrow afternoon into the evening. it looks like we have seen much of the more active weather for the afternoon, and that continues even into tomorrow as well as saturday. today we're looking at another 1.0 to quarter inch of rain and will add more on top of that tomorrow and into saturday. we could get one, possibly two inches of rainfall for the north bay. for the south bay, about 0.3 of an inch of rain, and in san francisco a quarter inch of rain. we are seeing wet weather continue in the forecast until saturday. sunday we are looking at more sunshine, mild temperatures. i think we will get through much of next week without any rain.

this is it for a while. we are looking at our forecast leading up to thanksgiving where we are going to be wet into the first part of our weekend, but can you start to get the early holiday shopping done on sunday. san francisco will see temperatures in the mid-60s, and at times that rain will be coming down. mike, now you have a chance in san josé. >> right at the time when we have the build as well, and montague expressway, enhanced slowing in the roadway. there's more traffic there on 280. see the damp roadways? kari's system is linked with mine and we are looking at the radar activity as well, and even that will enhance more slowing through the area. the typical build throughout the east bay, and we still have lane restrictions, and still apec activity and the 5th street off-ramp is blocked. back to you. >> thank you. it's 6:52.

welcome back. we are moving you forward this morning with a look at our top stories here on "today in the bay." >> we begin with breaking news and word of a vote by major league baseball owners on the a's move to las vegas. kris, is this a done deal? >> it's now a done deal. the owners voted unanimously to allow the a's to move to las vegas and depart from oakland. i just contacted one of my sources and we can confirm that vote happened and it was unanimous. and a reporter with mlb is reporting the same thing along with the "san francisco chronicle." the a's only have a preliminary deal for a stadium in las vegas. they announced that preliminary deal back in may, and we know the financing for that deal is
