the new year. i'm going to tell you how much pg&e is allowed to raise your bill. apec winding down. today marking the last day of the summit. but there's a busy day ahead. the world leader joe biden is set to meet with, and the impact drivers can expect. this is "today in the bay." good friday morning. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we'll get a look at that commute with mike in just a bit. first, let's start with the friday forecast. >> friday, and it's going to be very much like what we've seen recently. it starts out dry and then rain comes in during the afternoon. so we're going to see that same pattern again today, with some spotty showers here and there. but the storm system is still spinning off of our coast, and keeps our weather pretty soggy at times. so we're starting out this morning with a mostly cloudy sky, and then here we are at noon starting to see the rain coming back, with scattered showers moving from parts of the peninsula into the south bay, as well as the east bay.

and then we see the activity picking up going into the afternoon, with a possibility of thunderstorms once again. we saw some of those thunderstorms off the coast and approaching the coastline yesterday, and we're looking at the same pattern today. the rain will be, at times, coming through even into tomorrow morning, into the afternoon. once again, it won't be raining the entire time, but our weather still is very unsettled, and we'll have a look at the timeline and what to expect in a few minutes. mike, you're looking at something on the golden gate bridge. >> yeah, on the approach there are reports of something going on at the berkeley curve, and for a few minutes there was a chp unit right here, i believe in case they had to do anything on the bridge itself. there was a traffic break reported, but i see traffic flowing out of the area. we'll continue to monitor the approach to the bay bridge coming off the eastshore freeway just at the westbound 80 connection right there. we're looking at activity in the city as well that continues. remember, apec continues today. the closures at the on and

off-ramp off of moscone center where the perimeter is in place, that close skpur the bay bridge closure continue through today. it is a friday. we do have wet roads out there. keep those in mind. back to you. we begin with breaking news, a deadly hit-and-run in the east bay is under investigation. it happened just after 9:45 last night on northbound 880 in hayward. chp says at least four vehicles were involved in that crash. one person died. multiple others injured were taken to the hospital. officers were going door to door along happy-land avenue searching for a drive who took off on court. chp located one person in a separate area, but it's unclear if that person was the one they were searching for. developing right now, it's official, brace yourself for

higher power bills. pg&e says it is all in the name of boosting fire safety. >> some rate payers are not quite buying that. "today in the bay"'s kris sanchez joins us. we're not talking about a small rate hike here. >> no. it is on top of some of the other hikes that we have seen. this is a double-digit increase, but the hard thing for a lot of people is that bills are already nearly 40% higher than they were just five years ago. still, the california public utilities commissioners voted unanimously on that 13% increase for pg&e, which says it needs it to mitigate fire risks. let me show you what this is going to look like for you. typical household for pg&e will pay nearly $33 more per month for gas and electricity. then in 2025, the increase is around $4, in 2026, it will increase by $8. as you might imagine, customers are hot, and not because of their power and electric. >> it's insane because i'm

paying anywhere from $500 to $700 a month. >> i'm not thrilled. a lot of things have increased the last couple of years. >> reporter: pg&e says that it needs this revenue in order to address the fire risk by putting more than 1,200 miles of power lines underground, and in the meantime, cutting millions of trees above those above-ground lines. a consumer advocate with the utility reform network says people should complain, but to the right people. >> complain to the public utilities commission, but more importantly, to your elected assembly members and state senators. they need to hear from you that there's a limit to how much you can continue to pay. >> reporter: we don't really have a choice. he says that we really should be pushing for a cap that doesn't exceed the cost of living increase that people on fixed incomes get. so if social security folks get

a 2% increase, a 5% increase, it shouldn't exceed that. otherwise, they're dipping into their other living expenses. january 1st, happy new year, that's when the rates will start going up. >> start knitting those sweaters. >> thank you, kris. today marks the final day of the asia-pacific economic cooperation summit in san francisco. president joe biden has another busy day on tap. overnight he signed a temporary spending bill averting a government shutdown, for now. at 9:30 this morning, first lady jill biden will host an independent program for spouses of apec leaders at apple park campus in cupertino. at 10:00 this morning, president biden is expected to hold a bilateral meeting with mexico's president. then an hour later, he's expected to host an apec leaders' retreat. president biden then leaves for philadelphia around 1:30 this afternoon. this comes after the president and first lady hosted a dinner party last night. this is at the legion of honor for apec members.

the president spoke to more than 21 economies in attendance. his message, cooperation. >> together, we can harness the power of the pacific to grow our economies, to uplift our workers, to protect our planet, to connect our people to one another in the future of greater prosperity and dignity for all. >> the sfpd and chp are among the many agencies working security at the entrance of the event. there were barricades set up for blocks along clement street and sidewalks closed in some of those places. this was a big difference compared to how yesterday started for law enforcement. hundreds of pro-palestinian protesters chained themselves together, shutting down westbound lanes of the bay bridge for several hours. we brought it to you all morning live, unfolding right here on nbc bay area. many of those protesters tossed their keys into the bay to delay

efforts to clear the situation. in total, chp cited and released 80 protesters. 29 cars were towed. closing arguments are set to begin today for a bay area man accused in the grisly murder of his ex-girlfriend in front of the daughter the two shared. prosecutors say landaeta used a samurai sword to kill 27-year-old karina castro outside her home in september of 2022. during testimony, prosecutors laid out a tense relationship between the pair, including numerous threats of violence. they also presented graphic photos of the murder scene. landaeta and his attorney have argued it was self-defense and he's a schizophrenic. a judge ordering misdemeanor charges against a former prosecutor. she says he gave defense attorney michael rains

privileged material in the case against his client, the case involving a former san leandro police officer, who shot and killed steven taylor at a crowded walmart in 2020. the da's office says ford was already on paid leave at the time for misconduct. the judge ordering ford to be charged sometime before december 20th. he's now working in san francisco's da's office, and has not replied to our request for comment. price also trying to disqualify rains from the case. a new partnership will soon provide hundreds of new living units to help san jose students make it in the bay. san jose state leaders have announced a deal with developers to convert the south tower of the sig nia hotel into an undergraduate student living complex with about 700 beds. hilton recently purchased the hotel on south market street near campus. the deal would no doubt ease some of the school's housing crunch. the northern tower will continue to operate as a hotel. let's take a live look out

in san francisco this morning. beautiful start. beautiful bay bridge. meteorologist kari hall is tracking what we can expect from this friday forecast. no matter what the forecast is, it's friday. >> it's friday. we've had such a busy week. we're still seeing some active weather across the bay area, with rain off the coast. but at least we do have our quiet start to the morning. so as we are stepping out the door, temperatures are feeling mild. but look at the activity we're going to see as we go throughout the day, staying cloudy through 8:00 to 10:00, but then showers returning around noon. and the rain will continue into the afternoon with a potential of thunderstorms later on this evening. so as we take it hour-by-hour once again, we are going to see that rain coming in and really becoming more widespread around 2:00 to 4:00 this afternoon. the evening commute we're seeing brief heavy downpours in some spots. then it continues into tonight, gradually tapering off, but there still will be the possibility of some heavy rain during early tomorrow morning

anti-semitic, and then followed that up with criticism of the antidefamation league. ibm announced it was pulling ads from the platform. large institutional investors are worried about the association with the tesla brand and musk's behavior. cnbc's brian sullivan called it a very disappointing day on so many levels, very troubling. tesla investor from neo capital said the impact of erratic, racist and anti-semitic speech from a ceo directly affects tesla's brand and bottom line in significant ways. musk had been scheduled to speak at the conference at apec. he did not. tesla hasn't commented. the head of x tweeted anti-semitism wasn't acceptable from anyone, but didn't name musk. on a far happier note, there's a really interesting discussion in the scientific community about the new tools we have to explore space, like the

>> it's going to be iffy, off and on rain. and i think the morning will be the best time to get outside, as we're still seeing dry conditions out there now. and it's going to be mostly cloudy. let's talk about where we stand with our water year because we have had a little bit of rain, but we still have work to do. we are running in the deficit so far for the water year, with santa rosa measuring over an inch of rainfall. we're still lacking 1 3/4. in oakland, we've gotten nearly 1/4 inch of rain. we are still trying to make up for a dry start to our fall season, and we have this storm system that so far has remained off of the coast, and we see the surges of rain coming in every now and then. it's been timing itself out where the rain arrives during the afternoon, so that looks to be the case again today. but things will change as that storm system gets right over us for tomorrow. so we're looking at afternoon showers and potentially a few isolated thunderstorms, and

we're going to see it just kind of drifting around parts of the bay area. hard to tell exactly who will see the thunderstorms. but we will all see some rain into the evening. then it tapers off to lighter activity overnight, but early tomorrow morning we'll have a chance that more heavy rain will continue, not only for the morning, but the afternoon as well. then eventually starting to wrap up late tomorrow evening. so rainfall totals between now and then still look pretty significant, with the possibility of about 1/2 to 3/4 of an inch of rain for oakland, and about 1 inch of rain on top of what we've measured likely for parts of the north bay, including napa, where the temperature will reach 68 degrees, mostly upper 60s and low 70s again today. light jacket weather. on sunday, that's our day to get outside as we see the unsettled weather moving out, and next week it is looking dry as we approach thanksgiving. i know it's a busy travel time, so you want to know if there's a potential of rain.

we're going to see a little more sierra snow, but it looks like about 1 to 8 inches in total, so the upper elevations and some of the ski resorts were hoping for a little more snow. this system will wrap up and then bring in the snow for tomorrow most likely, and then ending by sunday. the rest of the forecast is dry and highs in the upper 60s through thanksgiving. mike, you're seeing a couple of incidents in the south bay? >> they're on the chp blotter. green sensors dominate, so they're not causing a slowdown. there's a roadside fire near the 280 interchange just outside downtown san jose and just off of the freeway. smoke was reported, possibly visible. never saw any slowing. i'm going to remove that and i'll continue to track anything that develops. north 101 to north 880, the transition ramp, very general hazard report. that's possibly some debris. no disabled vehicle reported. again, no slowing. we track those two incidents for the south bay. no problem out of the

good friday morning. susan in san jose was stuck in a tug of war between an appliance store and her new refrigerator's manufacturer. here is why. she says the handle popped off. this is the refrigerator upper left corner, this is the handle and that's the screw that's supposed to hold it on. you can see it's rotated to the right. susan says the store and the manufacturer were going to help her, but no one was actually taking responsibility to get this warranty repair job done. so she called us. we got ahold of the store, which prodded the manufacturer to finally fix sharon's fridge at no cost to her under the warranty. there is the job finally done.

forecast. meteorologist kari hall is tracking what we can expect. >> it's going to be wet at times. it's not raining now, but the road are wet and those are the conditions you'll see as you're heading out for work this morning. so we are starting out mostly dry, and temperatures anywhere from 49 in dublin to 61 in san francisco. we're in the mid-50s for san jose and oakland. here is a look at what's keeping our weather very unsettled, with rain off the coast. that's going to be moving back in as we go throughout today, but as of now, it looks pretty good for your morning drive. then going into the early afternoon, we start to see the first wave of rain coming in, and there may also be the chance that we could see some isolated thunderstorms again for this afternoon. some brief heavy downpours continue off and on into tonight, but also part of your saturday. so i'll have more as you're making plans. the microclimate forecast in a few minutes. >> thanks, kari. san francisco wrapping up its historic apec summit.

any way you look at it, between the meetings and motorcades, the road closures and protests, it was an eventful week. >> there may be a few more headlines made before everyone goes home. "today in the bay"'s ginger conejero saab is live for us at the moscone center this morning. ginger, are things there ending on a high note? >> reporter: it seems like it. i was at a reception last night at city hall that was hosted by city officials and mayor breed spoke to members of the press, and on a general note apec seems to have a positive impression -- has left a positive impression on people for the city and for the summit as well. but there is still a day left, today is still a significant one, with president biden set to meet mexican president obrador later at 10:00 this morning. on the agenda for the two leaders, fentanyl trafficking, migrants and cuba relations. after that, the president will host the leaders' retreat where

he will transfer the chair to the president of peru. all of that happening before president biden takes off for philadelphia shortly before 1:30 this afternoon. now, last night the president and first lady hosted a red carpet dinner and party at the legion of honor in san francisco. president biden signed a temporary spending bill last night, pushing back the threat of a government shutdown, at least until next year. >> together, we can harness the power of the pacific to grow our economies, to uplift our workers, to protect our planet, to connect our people to one another in a future of greater prosperity and dignity for all. >> reporter: this week has been jam packed, as you both mentioned, starting with ministerial sessions led by secretary yellen and blinken. there was a historic bilateral meeting with president biden and president xi on wednesday

opening lines of communication back up with china. and yesterday was the biggest day here at the moscone center, with meetings and dialogue sessions. the group apec photo also took place, as well as the president speaking at the ceo summit. much of yesterday was eclipsed by a giant protest that shut down the bay bridge for more than four hours. now, we brought that to you all morning long, with ongoing breaking news coverage yesterday. 200 pro-palestinian protesters chained themselves together and tossed their car keys into the bay, stranding commuters for almost four hours. ucsf says the closure triggered staff shortages and major delays for at least three patients waiting for an organ transplant, because the couriers couldn't get over the bridge. but by noon, as we did report, 80 people were arrested. 29 cars towed. so all in all, as you said, it has been an eventful week with

still many eyes on apec, on how it really ends today. guys, back to you. >> let's just hope it's nice and smooth. >> thanks, ginger. mike, drivers can expect one more day of some traffic woes. >> hopefully nothing like yesterday on the bay bridge. >> we hope. we're monitoring these things. the bay bridge toll plaza already has the backup. remember, a lot of activity yesterday. president biden leaving town today, but still in town right now. apec continues in the city as well. so we have those restrictions across the bay bridge. the backup quickly forms as it has pretty much since tuesday. we're looking at one lane restriction into the city. we saw yesterday how handy that was should there be a need for authorities to get to the mid span of the bay bridge urgently. we're looking at slowing on the incline and that's the traditional pattern. a lighter friday for the rest of the bay. in the city we continue with security zones, dignitaries still in town, security locking down portions of nob hill and around the moscone center,

including those on and off-ramps just off moscone center, 5th street off-ramp, 4th street on-ramp. those will continue to have closures until 9:00 p.m. tonight. we still have activity through city streets as well through 9:00 p.m., actually into tomorrow and possibly sunday, in a few cases with no parking zones. we're watching market street and the area between nob hill and the moscone center, because that's the most high profile as far as transportation goes. so we may see more demonstrations today. the other few days we've seen 5th street and mission also be affected. we're just watching these and we'll be prepared for that. as you drive through the area, prepare as well. adjust as suggested by authorities in the area. back to you. >> thank you. well, san francisco police are talking about a big break in a disturbing case of a woman's body found inside a duffle bag in golden gate park. a dog walker in august discovered the remains of 37-year-old kelly koike. this was near the entrance of the park on fulton street.

the same weekend as outside lands festival. she had been homeless for years, suffered from schizophrenia, and investigators identified two suspects, a 26-year-old man and 33-year-old woman. officers arrested them last week and they face charges, including illegally disposing of human remains and conspiracy. the woman's exact cause of death has never been determined. moving you forward on this year's holiday travel season, which is kicking into high gear. the peak travel period for thanksgiving starts today and extends until tuesday, november 28th. nationally, aaa projects more than 4 million people will fly over thanksgiving, that's over a 6% increase compared to last year. and the highest number of thanksgiving travelers since 2005. next tuesday and wednesday, expect it to be the busiest travel days at airports.

the sunday after thanksgiving, typically the busiest day to return home. experts say you should definitely plan ahead. >> we look at wednesday through sunday, so that five-day period, aaa is projecting this to be the third highest thanksgiving on record since we've been watching holiday travel since the year 2000. >> nearly 50 million americans will be on the road. aaa says you should avoid driving on wednesday. experts say, instead, try to leave on tuesday or get up super early on thanksgiving morning to hit the road. and another sign the holidays are upon us, the large christmas tree now up in downtown san jose. christmas in the park will open next friday. if you want to get some holiday cheer in early, san jose's downtown ice opens today. the ice rink is around the circle palm plaza on south market street. i guess the big question is, will we have ice-skating weather this weekend? >> it's going to be cool if

that's what you mean. it's also going to be raining. this evening when they're opening the ice rink, we have rain and a chance of thunderstorms, and the chance of thunderstorms increases the later we get in the day. but we are, once again, going to have some cool temperatures coming in. also, raining for the big game tomorrow, just off and on for cal versus stanford. we're going to see temperatures in the low 60s, and some breezy winds, and we may measure about 0.4 of an inch throughout the game. we're also going to see some of the same conditions as people are heading into the chase center for the warriors game tomorrow night. it's going to be pretty soggy as you're making plans for dinner in the city and then heading to the game. now, sunday for the 49ers game, we have beautiful weather coming our way. we're going to see temperatures in the mid-60s, it's going to be sunny. really nice out there in santa clara at levi's stadium. if you're going to vegas this

weekend for f1, the las vegas grand prix, that's going to be very mild. overall, it looks like really nice weather in vegas for the weekend. staying closer to home in sonoma valley, it's going to be in the upper 60s. we'll see off and on showers and rain ramping up this evening, rain chances increasing tomorrow as well. but sunday is looking like a really nice day to spend more time outside, enjoying some of the attractions and some of the vineyards in that area. if you're trying to escape the rain and going to l.a. this weekend, there's still a chance of showers there, at least for tomorrow. temperatures will be cooling down, going from low 70s today to mid-60s for the rest of the weekend. mike, it seems like so far it's friday light. >> yeah, overall. we do have the backup early, but this is the conference, the summit friday, so we have restrictions on the bay bridge. that's the best lane, in the middle. we're looking at the bay bridge backup. the hov lanes, of course, are always the best option.

there's that sheen, earlier rain. kari is talking about what's happening in your area as well. there will be changes through your area. there are continued changes on the bay bridge, with a little more traffic. it is, as kari said, friday light through the area. we're looking at light slowing for highway 4, a mild build for highway 37 and nothing major in other spots. in the city we continue with activity, the traffic restrictions through nob hill, we talked about moscone center, the on and off-ramps at 5th and 4th, getting into and out of san francisco. those continue. that is the note for traffic flow. but then, again, we have this event and another event at chase center. the warriors play tomorrow. tonight we have miss lauren hill and the fujis. we have that concert at 7:30. that will increase the traffic flow on 280. another note into and out of the city with dignitaries leaving, possibly from sfo, there may be a lot of motorcades and security detail traveling to and from

right now at 5:44 on your friday morning, as you're making plans for the day, it's going to start out cloudy and cool. in napa it is 55 degrees at 8:00. at noon it's cloudy and in the mid-60s, but rain moves in shortly thereafter and it will rain off and on into the afternoon. we're planning for more rain in tomorrow's forecast. i'll have a look at that timeline in a few minutes. right now things look clear on the golden gate bridge, but i have seen sheen on the road. it could be slick from earlier rain. also, the earlier closure continues at the north side, with the park and ride over there just off the golden gate bridge. that was due to apec and will continue again through tonight. it is a quarter until 6:00 right now. president joe biden speaking at the apec ceo summit says the u.s. won't decouple from china. >> instead, america will

diversify. words matter here. >> even if the words kind of sound the same. to give you an example, president biden supports a pause in the fighting in israel, but not a cease-fire. he doesn't want america to reduce its dependence on chinese manufacturing, but he wants companies to move their factories out of china. here is the president speaking in san francisco. >> let me be clear. we are de-risking and diversifying our economic relationship, not decoupling. we'll be firm, standing up for our values and interests. >> in the past few years with the disruption of the supply chain, concerns over chinese espionage, the growing tensions in the south china sea, a lot of american companies have been concerned about putting all their eggs in china. apple, for instance, has moved some iphone production to india, but people who really know manufacturing say decoupling or diversifying is simply

impossible. not only do you have to move your factory, you've got to move your suppliers and your suppliers' suppliers. one ceo telling me, don't you think we would have already moved out of china if we could? the government is going to stay open past january. the president signed that continuing resolution created by house speaker johnson that funds the government, and at current levels, too. the house ethics committee has levelled serious charges at new york congressman george santos. santos also facing federal fraud charges. the committee said santos spent campaign funds on trips to casinos and botox treatments, as well as $4,000 at hermez and $6,000 at a store. there's a renewed push to kick him out early. santos' biggest problem is not expulsion, it's the possible prison time he may be facing. >> no kidding.

10 bucks does go a long way, you're able to make that into 20 meals. how bad is the need right now? one in four people are food secure in alameda county. a million meals a week, that's 70% higher than pre-pandemic? >> yes, it's a high issue right now. so one in four people are struggling with food insecurity in alameda county. this is something we feel is completely unacceptable in our region. a lot of that is due to the high cost of living here. and a lot of the benefits provided during the pandemic have been rolled back. so we're trying to do a lot and we're doing about 1 million meals every week right now to ensure that people have the food they need. >> and the benefits, the rollback of the child tax credit. >> that's right. >> and then the calfresh, so that was significant? >> that's absolutely right. during the pandemic those types of efforts were able to ensure that more people had access to the resources they needed. now that those are gone, the

levels of food insecurity are almost as high as at the height of the pandemic, which is not acceptable as an organization. >> who are these people? >> the reality is that it's everybody. so it's working families, seniors, kids. this is an issue that is invisible for a lot of people, it's your neighbors in a lot of cases. >> thank you, reggie. happy thanksgiving. good to see you again. how much money did we raise last year? was it over $4 million, is that correct? >> yeah, last year. we raised over $4.4 million, which was equivalent to 8.8 million meals. >> do we think we can do that again this year? >> our goal is that we could achieve that number and to help nourish more neighbors in need throughout the bay area. and the process is really sheet at your local safeway store and make a $10 donation for a bag of groceries. >> you just scan these lines? is that a bar code?

it's time. >> after doing the live shot, you just turn into the mom. i've got to get the stuff ready. >> we've got to get ready for the holidays. it's already coming up on us. we are going to see rain that will be off and on as we make plans for what we're going to do when the family comes in town. let's talk about our water year update. it was nice to get the rain. it's been kind of off and on, but not yet making up for the deficits that we're running for our water year. we're still lacking over 1 inch of rainfall for santa rosa, as well as oakland, san francisco and concord. san jose, we need nearly an inch to catch up to normal. that will be possible within the next 24 hours, as this storm system that's off the coast that's right now dry will be moving in and we'll see the rain increasing going into this afternoon. so let's talk about the timeline. i know you have some plans. we're going to start out with a partly to mostly cloudy sky, and here we are at 1:00, we see some green here indicating some light

rain. and then that rain picks up in intensity and we may have a few thunderstorms in the mix. we're seeing some of that activity possible over oakland, as well as san jose, right at about 3:00 this afternoon, and it's going to be very hit or miss into the afternoon, into the evening, where we get the heaviest rain. it just continues in waves off and on through tomorrow morning, into the afternoon. it looks like late tomorrow evening eventually that rain will start to taper off and wind down in time for sunday. additional rainfall, once again, looks like we could possibly make pretty good gains in our rainfall deficits. so anywhere from 1/2 inch of rain to over 1 inch. then looking ahead, we're approaching the thanksgiving week, very busy travel time. you want to know if we do have any more storms coming our way. as of now, it looks pretty dry. any storms that get close will weaken before they get here as we move closer to thanksgiving. so we have a lot of sun in the

forecast after some soggy weather and potential thunderstorms for later today. and then, also, again tomorrow, off and on rain. temperatures in the mid-60s. sunday is looking nice with sunshine, and we'll continue that trend into next week. our mornings will get a lot more cooler, with lows dipping into the mid-40s, highs reaching into the 60s. so no major change in our temperatures. but that rain moving out of here by sunday. mike, you're seeing the metering lights are in motion across the bay bridge. >> there are lights governed by the metering lights on the oakland side. it does look like there's a lot of clustering going on. that's an optical illusion. some folks might be concerned because that's where all the activity was across the span yesterday getting into san francisco. the bridge has been clear all morning as far as any incidents go. that's great news. sparkly view, maybe some slicker roadways. earlier rain and then rain coming in again later. highway 37 shows some slowing,
