plains, georgia, surrounded by family. even after serving as first lady from 1977 to 1981, she devoted herself to many social causes, including the needs of the poor and elderly. she leaves behind children and 22 great and grandchildren. in 2013, she worked on build projects in oakland. habitat for humanity leaders say she was tireless as she rolled up her sleeves and not to work. >> she was toe to toe with the president, working alongside him, hammering, you know, sawing, using a chop saw. i don't know how many former first ladies use a chop saw. but mrs. carter did.

dangerous. >> reporter: that's what they thought, too. >> i reached out to the manager of the mall, who handles your fire system? we need to get it up and running. >> reporter: burlington and milpitas fire, the communication, it became evident it was not limit to the game time space. july 19, mall management, the fire alarm system in the space is connected into the mall system. they have had alerts and deficiencies for months, even years. july 28 the fire department issues the burlington store a violation, writing, notification systems have been bypassed. >> these are systems telling people to get out of the store because we have an emergency. >> reporter: august 1, burlington terminates the lease.

report which lists 22 violations including malfunctioning fire exits. a sprinkler system that hasn't been serviced or inspected. >> in the end, it's, our job is to go out and check systems and make sure places are safe for the citizens and people shopping in these spaces as well as the employees working in them. >> a parents and kids coming in here, complications, other things that are going on many the cost is not for me. it's so the mall doesn't burn down. >> on friday, inspectors went out to the great mall to see if progress had been made in correcting the 22 violations. i was told the issues were addressed, some of them, like servicing fire extinguishers, however the fire alarm remains a problem. as a result, the entire mall is on fire watch, which mine as person must physically be on

site 24 hours a day to monday monitor the property and make sure a fire doesn't break out. several people on the peninsula are without a place to stay tonight after an apartment fire. new video into our newsroom shows smoke and flames. the fire broke out at a second storey apartment building in san mateo around 4:30. crews were forced to shut down parts of the street. the cause of the fire is under investigation. the section of interstate 10 in l.a. shut down by a fire last weekend open again. you can see traffic right there flowing smoothly. the agency was worried repairs might include demolition, which would have meant weeks to months

of closures, but inspections show that wasn't necessary for now. investigators believe an arsonist sparked the fire. yesterday they released pictures of a person of interest, but so far no arrest. it is a winter wonderland once again in the sierra. this is video as they get ready to open in just three days. looks like they are ready for it. the resort says the upper mountains received four inches of new snow in the last 24 hours, and they also got help as can you see, from their snowmakers there. they're officially scheduled to reopen this wednesday just in time for thanksgiving. speaking of something else just in time for thanksgiving, traveling. >> we're talking about new snow heading to the sierra. but real travel issues if you're heading to the eastern part of the country other the next couple days. we'll highlight areas, starting with tomorrow. flights into dallas, kansas
