temporary cease-fire in gaza. san francisco street vendors are fighting back. the new action they plan to take today with a new ban set to take effect in the mission district. also, coastal flood areas bracing for possible flooding. our meteorologist kari hall tracking the timetable for extreme high tides and the chilly start to the morning. this is "today in the bay." good monday morning to you. thank you for joining us. i'm laura garcia. >> i'm ginger conejero saab. marcus washington is off. happy monday. happy monday, after that holiday weekend. just like laura was just saying, we're going to take a look at that chilly start today with meteorologist kari hall. >> we're all feeling it this morning. it is a very chilly start. we've had the past couple of mornings feeling like this, and we do have the frost advisory for the north bay continuing and the freeze warning for solano

county, as well as parts of northern lake county still under this frost advisory and the freeze warning until 9:00. so we're going to have the very chilly temperatures continuing to settle in. and right now we're at 31 in santa rosa. it is 32 in sonoma. we're even seeing freezing temperatures in dublin. we are just one degree above freezing in livermore. it is 40 in san jose. after this cold start, take a look at our afternoon highs, reaching into the low 60s for the interior east bay. some mid-60s up and down the peninsula from mountain view to san mateo. 64 in san francisco. mike, you have a couple of incidents off of highway 24. >> the big look shows you no real problems. we have traffic coming out of the altamont pass, so we have a commute that's already started. just off 24 at 680, just off the walnut creek interchange, a hazard on the shoulder now, disabled vehicle. not a problem. this is highway 24 westbound as you're approaching the lafayette

exit, we have a car that's gone off of the roadway. there will be activity on the roadside and we're watching for that. no slowing or lanes blocked. but a car just down the hillside. the rest of the bay shows a smooth drive toward the bay bridge. >> thanks a lot, mike. we begin with a live look at the gaza/squaly border. they're in the final hours of the cease-fire. president joe biden pushing for a pause in fighting to be extended. an extension could see more hostages released from gaza in exchange for palestinian prisoners. in the latest round of releases, 17 were let go by hamas, including a 4-year-old american girl. in exchange, officials say israel released 39 palestinian prisoners, all of whom are minors. "today in the bay"'s brie jackson is live in washington, and, brie, this is certainly a relief for some of those families, while other families are still in agony waiting for their loved ones to come home.

>> reporter: that's right. good morning, ginger. so president biden said he is hopeful that more americans will be released in today's exchange, and the president is encouraging an extension in the four-day cease-fire agreement between israel and hamas. this 4-year-old is the first american citizen freed by hamas. the israeli government says this video shows some of the 16 others freed sunday. emotional homecomings for families who have waited more than 50 days for their release. >> such a relief to see them smiling and reunited. it's overwhelming. we're all walking around with this brick on our chest for so long. >> reporter: president biden expressing his relief, while pushing for more hostages to come home. >> we continue to press and expect additional americans will be released as well. we will not stop working until every hostage is returned to their loved ones.

>> reporter: humanitarian aid continues to flow into gaza under the protection of the four-day pause in fighting, a deal set to end today. the biden administration is pushing to extend it. >> hamas is going to make the decision about whether they're prepared to release another ten hostages. israel has put its cards on the table. they're prepared to extend the pause in fighting. the ball is in hamas' court. >> reporter: on capitol hill, the battle over aid continues. >> it will be difficult to get it done by the end of the year. the impediment is the white house policy on the southern border. >> reporter: for now, families are grateful to be reuniting with their loved ones and hopeful others held captive return home soon. the israeli government has warned that it is prepared for the next phase of the war once the pause in fighting ends, ginger. >> thanks a lot, brie. former first lady rosalynn carter will be laid to rest this

week. ceremonies begin today. the former first lady will be taken to the jimmy carter presidential library where she will lie in repose. tomorrow the carter motorcade will move to glenn memorial church. the funeral service will be held on wednesday in georgia. president joe biden and the first lady will attend that service. happening today, san francisco sidewalks will probably look a little different, at least in one neighborhood. that's because a ban on street vending takes effect. >> "today in the bay"'s kris sanchez joins us to explain the conflict and this ongoing pushback. >> reporter: so this is an ordinance we've been talking about for a while, the street vending ordinance will be in force today in an effort to crack down on people selling without a permit or selling stolen goods. but other vendors are getting caught in the middle, the ones that do have the permits. and they say supervisor hillary ronen, who represents the mission, just won't listen. ronan launched the ban after

reports of public works crews being threatened or assaulted for trying to enforce city rules. more than 100 permitted vendors who are organized as an association had their spokesperson talk with us. they say they understand the complaint but the ban is overreaching. >> everybody wants to be able to walk safely. this is not a mission problem, it is a problem throughout the country and every major city and it is not fair to punch down on people who you think don't have the ability to defend themselves. >> reporter: so about 40 vendors will be able to operate spaces rented by the city. this is an abandoned furniture store. others say they're going to brave the streets today. those who do can so their merchandise confiscated. the ordinance does not allow for them to be arrested. the mission vendors association says they have consulted with an attorney and they are looking to see what their options are in terms of this ban. but it's hard for people trying to make a living, but at the same time you can't have people assaulting city workers. >> not right at all.

thank you. authorities on the peninsula have not yet named the 54-year-old man and his 5-year-old granddaughter who died tragically over the weekend when they were swept out to sea. it happened saturday at martin's beach south of half moon bay. rescuers did manage to pull the girl from the water, but sadly, she did not survive. teams called off the search for her grandfather yesterday. happening today, a man accused in the grisly murder of his grandmother in the north bay is due in court for a plea hearing. the 23-year-old, luis lopez, is being held without bail. a little more than three weeks ago investigators say he killed his 64-year-old grandmother at her home in santa rosa, and then left with her head. a few days later, authorities arrested him in san francisco on. on the same day, police located her head on the banks of santa rosa creek near downtown. investigators say the killing was targeted. lopez has not entered a plea.

today a summit focused on improving bay area transit is set to get under way. state lawmakers will meet with leaders from various agencies to talk about the good, the bad, and the ugly when it comes to bay area transit. a state senate committee chaired by san francisco's scott wiener is organizing the summit. it will include a host of other local state senators. topics will include fiscal projections and funding needs, with some transit agencies advancing toward a so-called fiscal cliff. now to a very dark live look along the coast in tiburon. the national weather service is warning about possible coastal flooding along the immediate coast and bayfront through tomorrow. low-lying areas are most susceptible. the high tide this morning happens at 10:30. tomorrow it's happening a little after 11:00 a.m. meteorologist kari hall is tracking all of the areas where that flooding is possible. kari, how is it looking for us?

>> you know, the typical areas in the north bay, marin, the park and ride there, that's, of course, under water. and we're going to see that as we go through the late morning hours. right now we are still watching for the possible flood advisory, the astronomical tide is the reason we see that. we are going to see that more in january and february once the sun is at the closest point to the earth and the moon is at the closest point, so the gravitational pull from the sun and move makes the tides come farther inland and low-lying areas along the bay shore, some of those trails will be affected going into the morning. temperature-wise, we're headed for the mid-60s today, with sunshine. we'll talk about who changes t coming up. mike, are you seeing gas prices going up and down? >> down in key spots. we have a low, $3.99, below 4

not go well. reuters, the first to report that. it's the first monday after thanksgiving, and a very, very long time ago people didn't have computers at home, so they would come to work today and log on to brand new services like amazon to buy christmas presents and cyber monday was born, and retailers ran with it. ahead on the "today" show, a look at the numbers. >> the five hours between 6:00 to 11:00 p.m., that's when we see spend velocity take off and we're expecting about $4 billion in spend just between those five hours. >> a tiktok video making the rounds of someone peeking behind the black friday prices at a big box retailer to see how much they're saving, and as you can see, as she pulls out the right, it's the exact same price. i think we suspected that. each year we pick a group of gifts, a bit at random, things that i might buy and give this

holiday season. then we track those prices through the season to see if they change. i've got an update. a dyson hair dryer on amazon, walmart has a frigidaire icemaker with fun ice, macy's is selling a 5 quart mixer and we're following specific skus so we're following apples to apples. toys"r"us, the barbie dream house. they've never been that price. the price cuts you're seeing right here on pre black friday, and then they did not change on black friday. now, to be fair, these are four items in a sea of items, but, of course, you're not buying a sea of items. you're buying a very specific gift. so we'll continue to track these prices. what we have found in the past is some of them will get actually much cheaper as we get much closer.

you've got to use the beginning or the end. >> and get off my lawn! >> that's my ball now. >> i love it. things to look forward to in the years to come. >> it will be different by then. >> absolutely. >> we won't use words. >> just nods. how is that weather going? >> all good. we're starting out cold this morning. it probably looks a little more like you're shivering or something. it is below freezing in parts of the north bay. we're at 31 in santa rosa and in sonoma. we're also below freezing in dublin right now. martinez checking in at 42 degrees, while san mateo is at 46. it is, once again, depending on where you are, a very chilly start this morning. and it's going to be a coolish day. we go in san jose from 44 degrees at 8:00 to 62 at noon, and then into the mid-60s later today, with a high of 68 degrees. so we're seeing some spots that

are going to be fairly comfortable, but you'll keep the jacket on throughout the day in livermore, as well as in concord, as we only make it up to 62 for an afternoon high. and temperature's temperatures are pretty much looking the same, as we go toward the middle of the week, on wednesday it's going to be even cooler. this is when rain is going to be arriving. we're dry much of the day tomorrow, except for the north bay. we may see rain coming in late tomorrow evening, and then we see more widespread hours throughout the morning on wednesday. then it looks to clear out by wednesday afternoon. this looks like a very quick one-and-done system before we get more chances of rain in the forecast going into the weekend and early next week. so we're looking at highs only reaching into the mid-60s today, and our morning temperatures, we're back down to the mid-30s for tonight, but a little milder for the rest of the week as clouds come in. north bay is seeing that rain for late tomorrow into wednesday, and then on thursday we're seeing the rain rolling out of here for, as of now, a

dry weekend as the rain stays just to our north. mike, you've been watching the commute this morning. anything popping up? we did have some slowing that suddenly showed up, and then quickly cleared. southbound 880 approaching 66. there's the over-crossing. chp did report a disabled vehicle, and apparently it's gotten to the shoulder before chp could even arrive. traffic flowing much better over the last minute. over the last five we saw some slowing southbound. doesn't really show up right here on the sensors. maybe we'll get some lag. we do still have activity off of highway 24 with the lafayette exit there, and also off of 680 just around monument. two issues not affecting the roadway. highway 37, also clear to the shoulder, but there is a crash out of the altamont pass where 205 and 580 merge. you see some distraction and slowing. back to you. next on "today in the bay," nbc bay area responds. >> you can now text 911 for

good cyber monday morning. i'm ginger conejero saab. marcus washington is off. >> and i'm laura garcia. want to take a live look at the bay and tiburon this morning. the national weather service is warning about possible coastal flooding along the coast and the bayfront. for a closer look, let's check in with meteorologist kari hall, monitoring this and the chilly temperatures. >> we've got a lot going on, and we do have some changes ahead. we are watching for that possibility late morning with some tidal flooding, so if you didn't have any flooding the past few days, you won't have it today. this is in the low-lying areas where we do typically see flooding with king tides due to the gravitational pull of the moon. and this will happen later on this morning for half moon bay. it will be at about 9:30 this morning, in san francisco at about 10:28 will be the highest of the high tide, and in sausalito it will be at 10:38. this is for the bayshore, some

of the low-lying trails, some of those typical park and ride spots. this is the reason you may say, there's no rain in the forecast. this is because, once again, of the alignment of the earth and moon. as we get into january, there will be the king tides, so this is just kind of the start of that as we make it deeper into winter. but temperature-wise, it looks good today. just a little on the cool side. mike, you are monitoring the effects of the high tide. >> that's right, it's been in the traffic report. let's take you over, we're going to zoom in toward the manzanita parking lot. specifically the lower portions has been closed for about the last five days. they warned about high tides, kari has been talking about them. they wanted to make sure folks weren't caught off guard. that's still closed until the 29th, i believe, when they reopen that portion of the parking lot. we have typical slowing, predictable, highway 4.

highway 37, a little build for the commute. i am going to talk about the two incidents, actually the one in walnut creek for south 680, i think i found it on the camera. i'll show you that coming up. >> thanks a lot, mike. let's take a live look at the israeli/gaza border where it is about 7:30 p.m. and israel and hamas are in the final hours of a mutual cease-fire. it comes as hamas yesterday released 17 hostages, including a 4-year-old american girl. in exchange, israel released 39 palestinian prisoners, all of whom are reportedly minors. meanwhile, open leaders this afternoon are planning to hold a special session to debate a resolution calling for a permanent cease-fire. the city council's proposal also calls for the release of all hostages and unrestricted humanitarian aid to gaza. supporters claim the resolution does not include specifics or assign blame to either side. however, it points out how many children have been killed in the

conflict. dozens of people gathered last night at neighboring alameda city hall to call for a cease-fire. the mayor and other local leaders came out to show their support and called the four-day pause in fighting insufficient. >> what happens after the pause is over? more children will die, more families will be separated, more trauma will spread. >> one bay area jewish leader says he has mixed emotions over a potential permanent cease-fire. he says while he wants to see peace in the middle east, he's also concerned about the danger of hamas remaining. the world's richest man, elon musk, will meet with the families of some of those hostages in israel today. scott mcgrew continues our coverage this morning. musk will also meet with the president of israel as well. >> that's right, herzog. that's the number two man, the israeli government announcing that last night. benjamin netanyahu, of course,

the prime minister, musk has met with the prime minister, netanyahu, before. wouldn't be surprised if he does again today. we have not gotten new video out of israel, so this is in september. netanyahu's visit to the bay area, he asked musk to condemn all anti-semitism on his website or elsewhere. that ask from netanyahu, but musk responded with he was against all hate speech. but musk would go on, as you well know, to post on his x website support for an anti-semitic message. that, combined with a new study from media matters that there's anti-semitic, even pro-nazi content running near advertisers. had a lot of advertisers leaving x. so far, today's visit to israel, i think it's fair to consider it damage control. he's trying to control advertisers who are fleeing the site. you see this from "the new york times" this morning. airbnb, microsoft, coca-cola the

latest to go, worried about anti-semitism. the ceo musk appointed at x said shortly after musk's latest infamous tweet that discrimination should stop from everyone. she didn't name names. so he's in israel right now. i know you're monitoring that, touring a kibbutz where there was an absolute horrible slaughter. he hasn't posted anything to x just yet, except the words actions speak louder than words. but, laura, his words do influence people, and they've been very hurtful to israel. so this is obviously an important first step, but i think you also need to see this as pr and as damage control for advertising on x. >> right, which is money, and it's sad, too, because there's so many people involved, lives involved here. >> absolutely. >> thank you very much for the latest. happening today, two south bay parents charged in the fentanyl related death of their toddler are scheduled to appear

in court. they are facing murder charges. their 18-month-old daughter died at their home in august after investigators say she ingested fentanyl and methamphetamine ther parents knowingly left nearby. authorities arrested richardson last week. if convicted, the two could face 15 years to life in prison. critics fear the recent fda approval of an at-home testing kit for sexually transmitted diseases may backfire. two weeks ago regulators approved the test made by let's get checked. it can diagnose chlamydia and gonorrhea at home. other tests are already available over the counter but the fda has never vouched for their accuracy. some advocates fear if the fda makes regulatory approval a requirement, it could lead to fewer testing options and higher costs. they also point out it did not check for syphilis, which is

at noon, it is partly cloudy and 59 degrees, and right in time to light up the tree it will be 57 degrees, the temperatures already start to drop. we're looking at a high of 62 in martinez and concord, as well as dublin, and 68 degrees in san jose. morgan hill reaching 68 degrees and mid-60s for much of the peninsula, san mateo, san francisco reaching 64 degrees. there's not much of a change in our temperatures tomorrow, but we'll start to see clouds coming in. and on wednesday when we have rain moving through parts of the bay area, most of us will stay in the 50s. so get ready for even cooler temperatures. we'll talk more about that coming up. mike, you were looking at something on the walnut creek camera. >> yeah, lights. we put our lights up yesterday. that's what we accomplished. over here, these lights, we don't want to see these. flashing lights south 680. this is the crash we've been reporting. everybody is streaming by just fine, but it's right at the

split with 680 and 24. that is right there at the walnut creek interchange, giving you an idea of where our camera is. no one is injured. the crash still has a truck that needs a tow truck to arrive. they've called four agencies and no one is there just yet. there's the build, highway 4 through concord. over here, highway 37 at muir island. slowing west 80. the build at the toll plaza, we saw on the map there was slowing into san francisco. looks like maybe a disabled vehicle just near the fremont exit. we're looking at the buildup. they may have slowed the metering lights down. that's not good timing. hopefully they can clear that quickly from the city and that will hopefully give us enough time for recovery. we're looking at the rest of the bay, slowing through hayward for the nimitz. a new incident in sunol, south 680. it looks like it's slowing toward 84. we'll give it a few minutes for the report to come in from chp. we predicted that the game will have people walking around the area for s.a.p. center tonight,

8% in october. redfin finds the median price for a house in the u.s. was up 3.5% from a year ago, and nearly $414,000. of course, it's much higher in the bay area. president joe biden will announce new ways to protect the supply chain today. scott mcgrew joins us now. a recent study from the san francisco fed said it was problems with the supply chain that was most to blame for last year's massive inflation. >> yeah, the white house likes this idea, laura, because it takes a majority of the blame off government spending and puts it on the supply chain. you really don't have to be a fed governor to have figured out a lot of those problems, getting products into the country was going to drive up prices. supply and demand is the first thing, after all, they reach to high school economics. the president today will announce a cabinet level supply chain commission that will regularly report the health of the supply chain, the way the defense department regularly reports the readiness of u.s.

thanks a lot, scott. heads-up for cyclists and pedestrians planning to use a portion of the san francisco bay trail today. you may need to make alternate plans. part of the trail will be closed beginning today in a section in redwood city. the trail will be closed between bear island road and twin dolphin drive from 7:00 this morning until 4:00 this afternoon. caltrans crews are shutting down that part of the trail so they can work on replacing an old bridge. it was built in the 1930s and needs repairs. good time to do it, possibly. i don't know, will the weather be good for people doing repairs? >> it's just about the temperatures, and of course that doesn't really affect people working. you just have to make sure that you're dressed appropriately for it. we're starting out this morning with a live look at christmas in the park in san jose, beautiful tree all lit up, and the temperatures definitely make it feel like the season. it's at 40 degrees in san jose, 31 in dublin. some of us starting out below
