good morning. i'm ginger conejero saab in for marcus washington. >> and i'm laura garcia. we're going to check that morning commute with mike right now, but i think we're all in agreement it is a cold start to our tuesday morning. >> it makes it so hard to get up and get moving. i think it will wake you up a lot quicker because the cold snap hits you in the face. we're going to see our clear morning continue, and chilly temperatures. we're checking out dublin where we'll stay in the 30s through 8:00. and then at 10:00, we're at 53 degrees. you can see the warm-up does happen quickly. we're only going to make it into the mid-60s today, as that sunshine continues. a look at our east bay temperatures and what to expect today, with oakland looking at a high of 63 degrees, hayward 64. mainly low to mid-60s here and across the bay area, but later tonight some of us will be getting rain. i'll have more on that in a few minutes. mike, we saw some caltrans trucks on the san mateo bridge.

a's fans who say they won't root for the a's when they go to las vegas. a group of supporters, including mayor sheng thao, mistah fab, and members of the oakland 68 fan group will formally announce the oakland ballers. the b's will join the pioneer baseball league, becoming that group's first west coast franchise. the new team's founders say their focus is on creating a community-centered team that will never leave oakland. >> that story needs to continue. nobody gets to decide what happens to that story, certainly not one team. if that goes away, it needs to be replaced by something different, something better. what we want to replace it with is an organization that just has different values, that puts fans at the center of what they're trying to achieve, that puts fans' experience at the center of what they're trying the build. >> the founders group say they have raised $2 million in funding from investors, but

between israel and hamas. the supplies include much needed fuel, food and water. but even amidst the pause, united nations leaders are still calling gaza's humanitarian situation catastrophic. the extended cease-fire means hamas will soon free another 20 women and children held hostage. the white house is also urging a longer extension to allow for the release of more hostages and the delivery of more humanitarian aid. meanwhile, the family of a 4-year-old american girl just released is speaking out. she was the youngest american hostage hamas fighters freed on sunday. ther aunt and cousin say she is now back home safe. they had this to say about the moment she was reunited with her family. >> abigail is with family, she's with her aunt, her grandmother. they met her. she's been reunited with her brother and her sister. and that was magical in the

sense that a brother and sister who, for 50 days, waited and hoped that abigail would come home. and abigail, when she saw them, was just elated, and with her cousins as well. >> the extended cease-fire is expected to last through thursday morning. the united states says secretary of state blinken will travel to israel later this week. a push for an immediate cease-fire in gaza is getting the support from city leaders in oakland. late last night they unanimously voted to pass a resolution supporting the proposal. the resolution is symbolic, but it prompted some heated exchanges at city hall. one group of protesters that supports the resolution is calling for the release of all hostages. it also is pushing for the restoration of critical humanitarian supplies to gaza. another group argued oakland city council needs to include stronger language condemning the hamas attacks. the jewish community relations

council says instead of focusing on a symbolic cease-fire, leaders should spend more time on issues directly affecting oakland. environmentalists today plan to voice their opposition to a new city being planned by one group of silicon valley business billionaires. a former goldman sachs trade senior leading an $800 million effort to develop what is called california forever in solano county. the model city would cover more than 50,000 acres of land near travis air force base. supporters are promising a lot of new jobs, affordable housing, and open space. today the sierra club will hold a news conference calling the whole idea a land grab, ignoring years of eco-friendly planning and a security threat to the nearby base. moving you forward this morning, cases of respiratory illness, rsv, are on the rise in santa clara county, although there is a vaccine available. santa clara county public health monitors rsv through wastewater, and noticed a sharp increase in

all county watersheds. rates in san jose actually doubled over the past month, and in the last week rates doubled in palo alto, sunnyvale and gilroy. for the first time there is an rsv vaccine available, and anyone over the age of 60 who is at risk of serious illness is urged to get it. pregnant women between 32 and 36 weeks are also eligible and providers should have plenty of adult doses. while babies younger than 8 months are also eligible, their doses are harder to come by, which makes vaccines for moms even more critical. >> the vaccine that's given to the pregnant woman confers protection or gives protection to the infant, so that's a way to be still protecting that infant, even though ear on short supply of the immunization that is available for them. >> it's too soon to tell how many people are vaccinated against rsv because it's so new. the public health department reminds all of us that it's not too late to get covid boosters

and flu shots as the respiratory illness season is just getting started. >> and we feel it with the weather. taking a live look at the stanford campus this morning, it definitely is taking a turn for the chilly temperatures. meteorologist kari hall has more on what lies ahead. >> yeah, we're starting out chilly, it's all clear. it's very much like yesterday morning, where we are dealing once again with patchy frost and freezing temperatures, in the north bay and east bay valleys we continue a frost advisory until 9:00 this morning. our lows dip to the upper 20s and low 30s. right now it is 32 in sonoma, also freezing in dublin. we are very close, just one degree above freezing in palo alto, and 41 now in san jose. as we take a look at our highs this afternoon, it's going to head for the mid to upper 60s for much of the bay area. we'll talk about rain ahead. mike has a look at where you can find lower gas prices. >> let's start in san jose, this is not the big costco, a install

wall street is estimating that amazon will deliver nearly 6 billion packages this year, that would put it ahead of fedex and u.p.s., and make them the second biggest package delivery system in the united states behind the post office, which also delivers amazon packages. online shopping hitting new records as we get close to the holidays. in fact, shopping of all kinds hit new records. black friday shopping, cyber monday shopping, $12 billion yesterday alone. now, when you ask americans if the economy is strong, they say no, but their behavior tells a different story. more americans with jobs right now than any time in history, wages are up, inflation, gas prices down. mike, yesterday pointing out the first $3.99 price in quite some time in his daily look at gas prices. it's at costco, and, no, your corner gas station probably can't match it, but $3.99 is noteworthy. the u.s. producing more oil and gas domestically than any time in history, more than 12 million

barrels a day. you can get about 20 gallons of gas out of a barrel. president biden is apparently skipping this year's global climate summit where we talk about ways to cut down on gas and oil. the mayor of paris says she's quitting twitter or x because she says it's a gigantic global sew we r. she was one of the more popular politicians, she says twitter is a tool to destroy democracies. you know people play video games online using headsets. turns out they also like to eat chips into the microphone. the maker of doritos says it was a special software that mutes out the sound of the chip. the software is apparently free to download, it only works with

take effect. and, sure, maybe this is another chilly morning here in the bay area, but it's nothing compared to what other parts of the u.s. are seeing. >> check out this overnight snow in upstate new york. some areas saw more than a foot of new snowfall. it's making for some treacherous driving conditions. authorities are responding to dozens of accidents and disabled vehicles. it's led to power outages. and take a look at the slushy ice waves in michigan's lake superior. can you imagine taking a dip in that? that's a polar plunge. >> talk about a wakeup call. >> here in the bay area, oh, it's freezing. it is in our standards. it's cold for us, but in some places what we're feeling this morning is their high temperature. and so, yeah -- >> we love california. >> it is nice. and i wanted to show you this

view of the moon this morning. it is a full moon and we've been watching this, and that's been the reason why we do have those higher than normal tides. so we're going to have another day of flooding, the astronomical tide flooding we've seen in parts of the north bay and along the bay shore. let's get a look at what to expect with the frost advisory continuing for the north bay and east bay valleys until 9:00. but after this chilly start, we're headed for highs in the upper 60s. so really it's the envy of the entire rest of the country. and ahead we are going to have some cool weather, with some spotty showers off and on. so here is the system headed our way going into this evening and into the day tomorrow. it looks pretty big, but it's actually weakening and encountering dry air. as it moves in, we're just going to see light showers late tonight into early tomorrow morning. we may see a couple of brief heavy downpours, but it is in

and out of here quickly. by tomorrow afternoon we're back to the sunshine. thursday starts out dry, but we'll see another wave of some spotty showers that not everyone will see, but we are going to have another chance of rain on thursday. so between those two systems coming in, some of us may only see a couple of sprinkles, a few hundredths of an inch of rain. most of us getting about a tenth of an inch of rain. the coastal areas in parts of the north bay, they measure the most with about a quarter inch of rainfall. as we go through the end of the week, it stays unsettled, cooler temperatures, and there will be rain to our north for the weekend. if this slides a little farther to the south, we'll increase our rain chances. about 4 to 9 inches of snow between now and the weekend in the sierra. and look for temperatures reaching into the low 60s inland, our mornings will stay chilly with upper 30s and lower 40s. mike, chp is busy in the south bay.

>> good morning. ron in walnut creek says he asked t-mobile about a senior discount. savvy move. he says reps told him, yes, he would pay $50 a month less. not so bad. he agreed. but then ron's next bill rolled in. $115 higher than before the senior discount. ron says he called t-mobile four times, but couldn't get reps to fix his bill, so he pinged our team. we contacted t-mobile. about a week later, t-mobile gave him the $53 a month discount that he had been expecting. we wanted to know more from t-mobile, but we haven't heard back. any time you're renegotiating your mobile phone plan, or any other contract, we recommend getting the deal in writing. in ron's case, he was on the phone, so that was tougher, but not impossible. here's what i would do. i would hash out the details and then ask the agent to email the terms. i would hold the line until that email arrived. if they told me no, i would hang up and visit them in person. the strip mall stores probably have a printer. if you need help on a consumer issue, snap the qr code on the screen right now to fill out our consumer complaint form online.

i'm laura garcia. >> i'm ginger conejero saab filling in for marcus this cold morning. we are going to start with breaking news. a group in oakland takes the first step in trying to help the city pivot away from the a's, and maybe you can call this plan b. later today the group will introduce their new independent baseball team called the oakland ballers, or b's. plans call for the b's to join the pioneer league next season, which right now has no other teams on the west coast. but investors are said to be buying in with the promise of the new crowdfunding to allow people everywhere to own a piece of the team. mayor sheng thao was expected to attend today's unveiling at laney college where the team will hopefully start playing in late spring. this morning, east bay residents are worried about the air quality after a major flaring at the chevron refinery in richmond. >> "today in the bay"'s bob redell joins us live from outside the refinery, and, bob, chevron says the flaring is done for now?

>> reporter: correct. good morning, ginger and laura. according to a facebook post that chevron put on their feed, they did say there is the possibility of intermittent flaring, though we have not seen that since the major flaring event that ended last night. this was the scene yesterday at the refinery behind me here in richmond. you can see there were orange flames shooting out from the refinery stacks. there's also a lot of black smoke spewing throughout the area. chevron says the flaring was the result of a power outage at the refinery. contra costa county supervisor john joya who represents this area told us that hazmat and the air quality district did respond to this incident, did not issue any public health advisories, but will investigate this incident to see if chevron should be fined. >> this is never a good thing. this means that something went wrong at the facility. that flaring, when the spoke comes down to the ground level,

can have health impacts and flaring should not happen if there's in issues at the refinery. >> i'm not sure how accurate the information is, and being that you have families with allergies and asthma and respiratory issues, it is a concern. >> reporter: yesterday the county did advise those people with respiratory issues and concerns about the air quality to take precautionary measures if needed. the bay area air quality management district reported at least 51 complaints regarding this event. you might recall back in 2012 a leak in a corroded pipe at this refinery caused a fire that spewed lots of spoke into the air and sent thousands of people to the hospital. what happened yesterday was not a fire. again, chevron says it was a flare-up due to a power outage in a portion of its refinery. reporting live in richmond, bob redell, "today in the bay." >> thanks a lot, bob. let's turn to meteorologist kari hall. she's been tracking the air quality in that area and across the bay. what are the concerns here,

kari? >> we've seen seeing more of a westerly wind, and yesterday evening when that flare-up happened we did have a very strong westerly wind which would carry any of those chemicals across the delta over toward concord, as well as antioch and discovery bay. but we are seeing some lighter winds this morning, but with the inversion layer it just kind of settles in the low-lying areas. as we take a look at our air quality now, we are seeing yellow and orange toward parts of the delta and sacramento valley. we are seeing a lot of the pollutant moving that way and being pushed into the valley. moderate air quality is anywhere between 51 to 100, and the air quality is acceptable at that point. however, there may be a risk for some people who have some breathing sensitivities or heart troubles, they may be also particularly sensitive to that air pollution. we'll continue to monitor that. we'll take a look at our temperatures and rain ahead in

the forecast in a few minutes. >> we'll check back with you. 6:34 right now. the sister of the man accused in killing a prominent tech executive is in legal trouble herself. the san francisco police department says momeni was arrested on suspicion of dui after crashing a vehicle in the tenderloin. the incident happened yesterday morning. her brother is facing murder charges in the death of cash app founder bob lee. she has been seen regularly in court supporting nema since his arrest in april. a north bay 7-eleven remains closed after a big scare that sent four people to the hospital. it happened when a car plowed through the store's entrance a little after 6:00 last night on diablo avenue near hill middle school. four people inside the store were hit by flying debris. three of them were sent to the hospital, along with the driver. police say no one suffered serious injuries. so far, there's no word on why it happened, although police are

ruling out driver impairment. later today, san francisco supervisors resume a debate critical in retaining control of the city's housing approval process. it follows the recent passing oe requiring the city to eliminate red tape and speed up permitting. without act, the city may have to yield to state authority. supervisors did not act in time, but a committee yesterday did take two steps. first, to continue talks about complying with state requirements, and, second, asking the state to extend the deadline, which the full board will do today. san francisco must meet state goals to provide more than 80,000 new housing units in seven years or lose out on lit critical state funding. today is giving tuesday, a day charities will be asking you to help them move the community forward, and there are plenty of legitimate organizations doing good work. we're highlighting a few. >> kris sanchez joins us with local organizations and tools to

make sure you know your money is going where you want it to. uh-oh, we can't hear you. >> can you hear me now? sorry about that. this time of year really does bring out the generosity in a lot of us, and today a lot of charities will be hoping that they will be the ones to get your hard-earned dollars. i want to start with how great the need is as described by the united way bay area. they did a survey that found one in four residents struggles to meet their basic needs, which adds up to more than 600,000 of our neighbors in the community. part of the problem is that 40% of people are spending more than a third of their income on housing, leaving little for other living expenses like child care, food and such. now, for that reason, united way focuses donations they get on

efforts to connect people with college and careers, gain financial stability, and advocating for housing justice so that people can stay in the bay area where their support systems are. >> this is where their family is, this is where their community is, this is where they've grown up and raised both their kids and their grandkids. they don't want to leave, and they shouldn't have to leave. >> there are so many other organizations that also help in other ways, so whatever touches your heart, from second harvest food bank, which helps working families keep food on the table, to family giving tree, which sends kids to school with backpacks full of supplies. this is the work of an organization that takes action against poverty, catholic charities of santa clara county. also, organizers who focus on children, from autism speaks to there with care, which helps families are critically ill children at packrd childrens'

hospital and benioff. >> it's like someone coming in to see how you're doing and checking in on you, as well as providing assistance to the families. >> so if you are in a position to donate, there are a number of ways that you can verify that the charity asking for your money is legitimate. you can go to the irs, they will let you check their tax exempt status. also, charity navigator evaluates nonprofits. charity watch rates how efficiently a charity uses your dollars. also, give.org is the better business bureau's wise giving alliance. they verify the trustworthiness of organizations. now, in the event that you fall victim to a scam organization, you can go to reportfraud.ftc.gov. we have a link to all of these charity verifiers on our website, and also a link to the charities that we can vouch for as well. now, i know that when you're

right now at 6:45 on your tuesday morning, we're approaching high tide later this morning, and we'll still have the issues with flooding along some of our bayshore trails and low-lying areas. a flood advisory continues due to the astronomical tides, the pull of the full moon. we are going to see that happening later this morning. i'm watching out for spotty rain. we'll talk more about that in a few minutes. traffic flows toward the least resistance. north 101 might see more traffic as the crash was backing up highway 87. 87 just cleared as you head through downtown. we'll see the traffic shift if there is one for the south bay. >> thank you so much. it is 6:46 right now. president biden and the first lady will travel to georgia today to say their final farewells to rosalynn carter. >> and, scott mcgrew, we also expect to see president carter. >> we haven't seen him in public

will skip this week's global climate conference. here he is last year at cop27. the white house did not give a reason as to why the president is skipping the meeting. it's noteworthy, the pope will be there. the pope had been -- the world had been worried about the pope's health, but he's making the trip. we just got late word hunter biden is willing to testify before the house oversight committee if he's allowed to do so publicly. the republican committee had wanted a closed-door deposition. the committee has not found evidence to tie hunter biden's business activities to the white house. some inquiries have come up quite short, and it's likely biden's lawyers figure a public hearing might draw a spotlight on what they think is thin evidence. in their letter, hunter biden's lawyers say, rather than subscribing to your cloaked one-sided process, he will appear at a public oversight and accountability committee hearing. the lawyers point out in the

letter that oversight committee had several times publicly invited hunter to testify in open hearings, so they say he'll show up to the next one. that would be in mid-december. >> definitely watching out for that. thanks a lot, scott. new this morning, a push at the national level to stop you from speeding. the national transportation safety board is pushing for all new cars to be equipped with technology meant to make speeding difficult or impossible. the move comes following a crash in las vegas last year that killed nine people. investigators say the driver was responsible and was going 103 miles per hour at the time of the crash. the ntsb says a final board regarding these recommendations will be published in the coming weeks. it's unclear when or if these recommendations will be implemented. last year more than 12,000 people in the u.s. died in speeding related crashes. you'll have to excuse palo alto animal control officers for

chirping a little louder than normal. >> they're happy about two recent successful rescues. on social media they posted ring video of an injured egret in los altos. also this week, hikers found an injured blue heron at a preserve. the birds were saved and they're now recovering at the peninsula humane society's wildlife department for care. so great we have organizations that can literally swoop in to help these birds out. kari has a look at our forecast. i think those birds need a little jacket. >> they should go south. >> they're getting out of here. it's too cold. we're going to have some chilly temperatures today and eventually we'll make our way toward some showers in the forecast. we're starting out with a frost advisory in parts of the north bay, as well as the east bay valleys, until 9:00 this

morning. and then as we go throughout the day, it's going to be mostly sunny and our temperatures, at least in the south bay, parts of the peninsula, will reach into the upper 60s, and then by tomorrow we'll have some spotty showers. cool weather continues and we're going to see this storm system that we're picking up on on the satellite move into the bay area. now, as of now it looks like a significant storm, but it continues to weaken, and it's encountering some dry air. by the time it gets here, the rain will be much lighter and spotty and we'll start to see it coming in around midnight. it will spread across the bay area before sunrise tomorrow. the rest of the day we see that rain in and out of here quickly. we're headed back to sunshine tomorrow afternoon. thursday starts out dry, but then another round of some spotty rain that not everyone will see. we will have a chance of showers in our thursday forecast. so between those two rounds of rain, some of us may get one-hundredth of an inch, maybe a tenth of an inch of rain where

it's just enough to wet the grass. then for the coastal areas and san francisco, it's about a quarter inch of rain, which is pretty decent. beyond that, we'll see an atmospheric river developing across the region, but it is just to our north. some of that rain may make it into the coastal areas, parts of the north bay on saturday. but a slight shift in where it goes and the location of that atmospheric river could change our forecast drastically. we're hoping for a little bit more rain because it's been so dry, and the sierra needs more snow. we're only looking at about 4 to 9 inches of snow between now and the weekend. after that, we are looking at more clouds and cool temperatures, highs in the low 60s, and our mornings starting out in the upper 30s and low 40s, and a few spotty showers in san francisco. mike, you're looking at that ripple effect in the south bay. >> we talked about this. they did get that crash cleared north 87 at 280, the backup is so big. folks shifted over to 101 and
