lot of us would like to see more san francisco officers on the streets, but a plan to tax residents to pay for police had tempers flaring at city hall. also, the end of the line for b.a.r.t., at least when it comes to accepting paper tickets. we track the future path for all b.a.r.t. riders. this is "today in the bay." good wednesday morning to you. thanks for starting your morning with us. i'm laura garcia. >> i'm marcus washington. we're going to talk to mike about the commute. meteorologist kari hall is taking care of the weather. >> we're tracking spotty showers across the bay area. we can see a system that's rolling into our coastline and making its way inland, and it's going to quickly clear the bay area as we go into late morning into the afternoon, but right now we're dealing with the rain and our storm ranger is tracking it. we are seeing some of the showers just around the san mateo area, just along the

peninsula, over toward half moon bay, and then, also, some rain making it into the east bay from oakland to concord, and we could see the pretty wet weather that's moving through from san rafael to richmond. it's very light in napa right now, but will be off and on. we're looking at rain in walnut creek that's moving toward antioch. by 10:00, we're seeing a lot of it taper off, and then as we go into the afternoon, maybe a few more pop-up showers over the santa cruz mountains, but most of us will get a break from the wet weather before more moves in tomorrow. i'll have more in a few minutes. mike, you've got a look at the messy view of the bay bridge. >> look at the picture, we have water on the lens, on the roadway, not a lot of cars this early in the commute. they'll continue to build. the conditions are such that we've had a few crashes reported

over the last hour, single-car crashes. the latest one off of northbound 880. green highlighting all over the bay area. there will be slick roadways. not a lot of traffic, so folks will be at speed. there is construction going on for highway 4 and that may be why they're tapping on the brakes right there. we start with breaking news while you were sleeping, a u.s. military aircraft crashes off the coast of japan. it happened early this morning near the island of yakishima. the osprey plunged into the ocean. there are no details about those on board and the search team continues to comb the surrounding area. according to some reports, witnesses could see an engine on fire, but that has not been confirmed. turning to a live look at the israel/gaza border, the

truce between israel and hamas is due to end today, but talks are ongoing to extend the pause in fighting. 12 hostages were released from captivity yesterday. more are expected to be freed today. >> in exchange, israel is expected to release 30 palestinian prisoners. brie jackson is live in washington with more on the latest developments there. >> reporter: good morning, marcus, laura. so the clock is ticking on that fragile truce between israel and hamas. u.s. officials are racing to further extend the cease-fire and to try to secure the release of more hostages. hamas releasing this edited video of more hostages being released, a welcome sight for families desperately waiting for their return. >> i didn't believe it until i saw photo and video footage that they were actually free. >> reporter: the extended truce between israel and hamas is winding down. under its protection, aid continues to flow into the gaza

strip. the united states sent the first of several flights to egypt for transfer to deliver much-needed medical supplies. >> additional flights are expected in the coming days, and this aid is in addition to the more than 500,000 pounds of food and assistance delivered by the united states last week. >> reporter: united nations officials warn the humanitarian situation remains catastrophic. congress is debating sending more supplies and military aid to israel, but they are divided over whether that support should come with conditions. >> israel has to hold itself to the highest standards and make sure that as few civilians as possible are killed. >> if senate democrats want to vote, israeli soldiers as they defend their country against terrorists, i welcome the debate. >> reporter: as funding talks get under way, there's hope that another agreement is reached to further extend the pause in

fighting. >> there's nothing we want more than every hostage to come back and be reunited with their families. >> reporter: the biden administration says it's working to secure the freedom of all hostages. william burns, and other white house officials, are in the region for talks aimed at further extending the cease-fire and reaching a broader hostage deal. >> we'll see where it goes from here. thank you, brie. 5:05 right now. to decision 2024, and after lots of back and forth, san francisco voters will indeed decide on a contentious issue. >> that issue is how to pay for more officers, in a seriously understaffed police force. the battle included a clash in city hall. "today in the bay"'s kris sanchez is with us. you're going to walk us through what some people are calling a cop tax. >> that's what some people are calling it and some are not saying that the police department is understaffed. san francisco supervisors are putting a decision that's usually in their hands into the

hands of voters. but after an amendment, the board was basically split on the issue. we'll see what voters have to say. the initial plan to staff the san francisco police department was to require the department to be staffed at nearly 2,100 officers, with a window to achieve that goal of five years. right now there are about 400 fewer officers than that. the staffing goal was proposed by supervisor matt dorsey, but then another supervisor added an amendment saying the sfpd can only be fully staffed if voters agree to a tax for the revenue to pay for it in the name of fiscal responsibility and that's what really set the fireworks off. >> the idea that san franciscans should not expect a fully staffed police department unless and until they pay more tax dollars for it is galling. >> if you look at the language, it says it can be new or a

modified existing tax, and so the plan would be -- by the way, no taxes will be implemented, it just creates a pathway to go to the voters and provide for future funding. >> so even at current staffing levels, san francisco does have a larger police force than other similarly sized cities at 26 officers per 100,000 residents. seattle is at almost 20, charlotte 19, indianapolis nearly 19. crime data varies by city, and that's part of the argument, san francisco is a baseline population of people who really live in the city, but then everybody comes to the city to celebrate and enjoy. so as we reported, the crime in san francisco in some categories is on the rise, there have been about 300, 400 more robberies this year, so a total of about 2,500. so voters will get to decide

whether or not they think it's worth adding a tax in order to get those additional officers. put some supervisors are saying we're fine, we just have to work it differently. >> kris, thank you. speaking of san francisco, let's take you there live. just a lens with a lot of rain on it. an up close look. that's what you're finding, wet roads across the bay area. kari has been monitoring what's going on. it's not stopping the festivities at all. chase center tipping off the holiday season as well. thrive city announcing the holiday event schedule. tonight kicks off festivities with a tree lighting ceremony. the tallest christmas tree in the bay standing at 90 feet. other activities include a hanukkah celebration and a daytime concert to celebrate kwanzaa. tonight's festivities start at 5:00. do you need to pack an umbrella? >> yeah, it's a wet start to our morning, we're seeing showers

moving through, as we track it on storm ranger. it's going to be off and on for the next few hours. but then as we go into the rest of the day, the rain is clearing out, and right in time for that event we are going to see a mostly clear sky, but it will be chilly. we're only headed up to about 60 degrees today, and the temperature will be dropping quickly as we go into the evening. this is a morning time thing we'll see for the bay area, by noon for most of us it's clearing out, with a few lingering showers across parts of the santa cruz mountains. then later on tonight we're dry. there will be another round of rain coming in for tomorrow afternoon. we're going to see those showers at about 2:00 to 3:00, and then also seeing a break by late tomorrow evening. we will have more unsettled weather with waves of rain going into the weekend, so i'll have more on that in a few minutes. mike has something you need to watch out for if you catch public transit. >> that's right, specifically pertaining to the b.a.r.t. system, we have happening today the end of an era for the paper tickets on b.a.r.t.

i have a number of them scattered around the house. here is a live look at the station in milpitas. today is the last day, this station and all other b.a.r.t. stations are going to accept the paper tickets as fare payment at the fare gates. starting tomorrow, the only way to pay will be via the clipper card. the change is happening as b.a.r.t. rolls out new fare gates that won't accept the paper tickets. it's also preparing for the launch of the next generation. if you have leftover paper tickets, they're not worthless. b.a.r.t. is telling holders to go online for instructions on mailing your paper tickets. if they add up more than a dollar, b.a.r.t. will send you a check in the mail. i think i have $3.37 or something like that. i'll put a link on my socials as well. when they say clipper card, they mean the app. you can download it on the iphone or android. it integrates with your card. they did have a shortage of

and wear a black shoe. >> i saw a boot like that the other day as well, where it was jeans and a heel. >> but why? >> right. instead of putting on a pair of jeans. it's fashion. it's a rain boot kind of start to the day. you can break out the heels later on today, as it clears out. we're going to see the rain quickly moving on. here is a look at the storm system that is moving through and affecting our morning commute. but the afternoon commute is looking good. let's get a closer look with storm ranger, our mobile doppler radar. you can see the red scan as we park the truck on san bruno mountain and we're able to see exactly where it's raining in real time. so we're zooming in to novato between petaluma and novato, we are seeing light showers. and then, also, that rain either on 280 or 101. the peninsula is pretty soggy this morning.

we're seeing showers anywhere from richmond to concord, and light showers farther toward the through the next few hours, we'll gradually see the rain tapering off. there still will be hit or miss showers at 10:00, and the santa cruz mountains may get a little more rain that could linger into the afternoon. elsewhere, we are going to see the return of sunshine. by tomorrow afternoon, another round of rain will be coming in and tomorrow evening it's clearing out. this rain lb just off and on through the next several days. at times we may see showers in the north bay while the rest of the bay area doesn't see any activity, and so that's going to be the case going into the weekend, as well as early next week. as far as how much rain, really not expected to pick up a lot here. these systems that are moving through, these showers are pretty light. and we do have a lot more rain in the forecast, with some waves of showers, even an atmospheric river just to our north. so, unfortunately, it doesn't look like we're going to get a lot out of that until maybe the

middle of next week. at that point it could be weakening by the time it approaches the bay area. not a lot of snow in this forecast. about 1 to 3 inches. that's even less than what we saw just a few days ago. so the forecasts are trending dryer as we get a lot of that more active weather staying to the north of the bay area. so we're going to keep a chance of rain in the forecast through, let's say, about noon. the early afternoon will be isolated santa cruz mountain showers. tomorrow we see the showers coming back for the afternoon, we'll be watching the weekend in case the path of that atmospheric river changes just a little bit. mike, you spotted some unsteady action on the live cam. >> yeah, right here. we had just shown the san mateo bridge shot and talked about how slick the roadways were. i saw a pickup truck kick the back end out a little bit, it looked like they lost traction. that sounds like a case from a number of the earlier crashes over the course of this morning since about the 4:00 hour.

big questions hanging over the heads of prosecutors and the judge. a wet start this morning. how long will the rain stick around? meteorologist kari hall is tracking conditions in your neighborhood. this is "today in the bay." i need a little tea on this wednesday morning. 5:30, i'm laura garcia. >> i'm marcus washington. let's get a look at that forecast. meteorologist kari hall is tracking what you can expect to be a wet start to the morning, all the way to work. >> off and on rain as we make it across the bay area. we are seeing this system move through and it's going to be with us for the next few hours. it is moving fairly quickly. as we take a look at storm ranger, our mobile doppler radar, where we are seeing breaks in the rain, it will most likely rain within the next few minutes. so we're just going to see it off and on. we've seen it mostly on for the north bay on 101, a soggy commute, as well as into san francisco, up and down the peninsula some light showers passing by.

and also some rain moving through the east bay. as we go late morning into the afternoon, the rain will be tapering off. that storm system moving off toward the east. and in the distance from the south bay, we'll be able to see some low-hanging clouds and some showers over the santa cruz mountains, but the rest of the bay area will be clear. we do have more rain coming our way tomorrow. i'll have more on that in a few minutes. mike has a look at how this is impacting your morning drive. >> if your windshield wipers are not in good condition, it's going to look like this. san jose, blurry because of the wet lens on our camera here. the roadways are also slick and you see the highlighting with the green. i follow kari's reports very closely because that does reflect on how your conditions are getting through the south bay and across the bay. throughout the east bay, lots of wet roads. no major builds, although more traffic coming through the tri-valley. let's count things out. we have a 24-minute drive for vasco from marsh creek down to

580. highway 4 still moving smoothly, but we do have slowing toward concord. back to you. developing now, the truce between israel and hamas is ending today. we want to give you a live look at the israel/gaza border. u.s. special presidential envoy for hostages affairs, roger carsens, is traveling to israel today to meet with had his israeli counterparts. he will visit the families of americans still being held hostage in gaza. hamas fighters released 12 more hostages yesterday, with more expected to be released today. meantime, satellite images showing three of the main hospitals in gaza from above. you can see if these photos all are surrounded by the rubble of destroyed buildings, after weeks of intense bombing in the region by israeli forces. >> here at home, later today bay area activists will try to persuade local lawmakers to support a long-term cease-fire in the middle east. >> bob redell is live for us in

castro valley where one march is scheduled for later this morning, bob? >> reporter: correct, good morning to you. in a few hours, a group of people will march here in castro valley to congressman eric swalwell's office behind me to try to persuade him to demand a permanent cease-fire in the gaza strip, where israel has been fighting to destroy hamas, and release the hostages that were taken by the terrorist group during a surprise attack on israel about october 7th. both sides have agreed to a temporary cease-fire in exchange for hostages from hamas and prisoners from israel. three other pro-palestinian protests are scheduled for later today, one in downtown san francisco. the other two at the offices of a congresswoman and congressman. >> over 6,000 children have been killed by the israeli state since october 7th. >> reporter: that was the scene

in berkeley last night, a loud crowd of people demanded the city council there consider a resolution for a cease-fire between israel and hamas, which the council never officially considered. this is what happened when the mayor condemned the october 7th attack against israel, in which hundreds of israelis, including women and children, were murdered. >> the last couple of months the response to hamas' barbaric attack -- >> reporter: council members felt they were unable to conduct business in the chambers, which had become loud and unruly. so they moved the meeting to a quiet back room. some people at last night's meeting say they will continue to come back until the council does consider and adopt a cease-fire resolution. reporting live in castro valley, bob redell, "today in the bay." >> thanks for the latest. paul pelosi's attacker already awaiting sentencing, but now comes possible round two.

>> san francisco's district attorney seems ready to roll up her sleeves and pursue additional charges, but a lot depends on what happens today in the courtroom. "today in the bay"'s ginger conejero saab joins us live in san francisco to explain what comes next. >> reporter: good morning, laura and marcus. this will be the first time that we will see david depape since he was found guilty on attempted kidnapping and assault charges in federal court. the sentencing for that case has not yet happened, but this morning district attorney brooke jenkins and her team of prosecutors will take the first step in trying him on a handful of her charges in his state case. those charges include attempted murder. we do not expect him to be in court for very long. today's proceedings will set a date for when his state trial will begin. jenkins gave the statement after depape's federal conviction saying in part, quote, mr. depape is facing a different set of charges in our case, including attempted murder,

assault with a deadly weapon, elder abuse and false imprisonment. we are confident in our case and are prepared to move forward to trial. those charges stem from the attack that happened in october of last year, when depape broke into the pelosi's san francisco home. video shows the moments that led up to the brutal confrontation between depape and paul pelosi that left mr. pelosi with a fractured skull. paul took the stand during the federal trial, but it is still unclear if he will do the same in the state trial. we will be in court at 9:00 this morning and bring you the latest on our midday newscast and online at nbcbayarea.com. guys, back to you. >> ginger, thank you. san ramon gun owners will now be required to safely store their weapons or face steep fines. the city last night joined a slew of other bay area cities in approving new gun storage rules. council members approved it 4-1 after lengthy public comment. it requires gun owners to lock

up their firearms with an approved safe or trigger lock. san ramon's attorney believes it clears up the gray area over what's legal, though opponents are calling the laws absurd. >> gun owners will know what the law requires for the storage of firearms without doing the analysis of whether or not a child might be present. >> we have these multiple laws and to date in the state of california and federally, not one person has ever been convicted of their gun not being locked up. >> potential penalties start with fines, but can elevate to a misdemeanor citation. the new law takes effect in 30 days. opponents are vowing to sue to block it. 5:38 this morning. we take a live look out. this is from milpitas this morning. meteorologist kari hall has a look at what we're seeing on our screen. rain is coming down and it's happening throughout the bay area. >> we are seeing some widespread rain coming in waves as the system quickly passes through and affects our morning as we

are going to see the off and on rain, at times it does get quite steady. we haven't seen any intense rainfall here. we're tracking it all on storm ranger and where we are seeing some breaks right now is the tri-valley. we are going to see rain coming in very soon. then it's out of there by 8:00 and it will be mostly cloudy. as we go throughout the day, a mix of sun and clouds. the rain is early, but this afternoon things are looking nice. it will be cool as our high only reaches 60 degrees, and 64 in san jose. we'll also see some mid-60s through the peninsula into san francisco, and much of the north bay in the low 60s. rain will be back tomorrow and temperature-wise we're looking at temperatures in the low 60s. we'll be tracking that as well as the rest of the forecast coming up. mike has a blurry look at the bay bridge toll plaza. >> yeah, so make sure your windshield wipers are in good order. we have water on the lens that makes it tougher to see with the lights, a halo effect there.

more lights are the big factor for your commute and slick roads. do be careful, more cars coming through the area. general slowing through the slicker areas. we do have a crash highway 4 as you come toward 242, just shy of the interchange. there's a crash in the middle of highway 4 westbound that will add to the building. a lot of slowing where the rain just came through. we still have this final day that the lower manzanita park and ride will be closed. the high tides over the last week, they shut them down because the last couple of days we knew they were going to be extra high. with rain coming down, just an additional note for that area. we're looking ahead to tonight where the warriors will not be playing, thrive city, we talked about the tree lighting. there will be folks out here. things have calm down by then, but watch for a potential for folks walking to thrive city for the tree lighting ceremony out there. south bay also wet, so is the peninsula, and the east bay. we're looking ahead to another

good wednesday morning. it is 5:43 right now. we're seeing showers, a wet start to the day. notice that as we go through our day planner in san jose, no more rain icons, as we get a mix of sun and clouds, and temperatures going from low 50s to mid-60s. it will be a pleasant afternoon. we'll take a look at all of our microclimates and waves of rain coming up. there are some drops here at the golden gate bridge. it's not exactly the same all over the bay. we've got nine counties and we have slowing southbound with water kicking up, water on the windshield. we'll watch for the build at the golden gate. we have a toll plaza filling up for the bay bridge. >> thanks so much, kari and mike. quickly approaching a quarter until 6:00. president joe biden is in colorado this morning and he's

ready to push for more investment in green energy. >> scott mcgrew has been following this. he's going to visit a wind farm today. green energy not the only thing on tap. >> that's true. he's going to take the opportunity to take some digs at the local congresswoman while he's there, lauren boebert. the main agenda, to speak about green energy. he's going to tour the largest manufacturer of wind towers in the world. president biden landed in colorado yesterday, after attending a memorial for first lady rosalynn carter. but the white house has added to his agenda, quote, the president will highlight how self-described maga republicans like representative lauren boebert are threatening investments, jobs and opportunities. now, presidents don't usually take on members of the house, they both may work in washington but there's a pretty big gap between being president and being a member of congress with three years under their belt. several moments of bad behavior

back up. house speaker mike johnson and his wife lit the capitol christmas tree last night, accompanied by a fourth grader who got to push the button. it's a 63-foot norway spruce from the allegheny of west virginia. we have our own christmas tree lighting at rockefeller center tonight with kelly clarkson, it's tonight on nbc bay area. you've got the white house, the capitol and nbc. the big three. >> always fun. thanks, scott. new this morning, life expectancy is up in the u.s. it's gone up in 2022, following significant declines driven by the coco individual pandemic. new reports show for babies born in 2022, life expectancy is just over 77 years old. that is 1.1 year increase from 2021. women born in 2022 are expected

to live for about 80 years. men, to about 74. that number still lags behind what u.s. life expectancy was back in 2019 at 78.8 years. >> no matter what your age, your future trips to the state capitol may one day have more of a bay area feel. how about a toll lane that gets you there faster for a fee? caltrans is considering a new toll lane along 17 miles of interstate 80 between davis and sacramento. it is considered one of the most congested corridors in california, and it's a standard route east from the bay area for people who typically go by way of interstate 680. last night the agency held an informational session. while most people agree the corridor has too many bottlenecks, not everyone is exactly embracing the idea of an added luxury for some drivers. >> i think more lanes and non toll roads is the best way to go.

i think we pay enough in gasoline taxes to afford to build highways. >> caltrans will meet again to discuss the idea next month. if it gets the green light, it would mean a lengthy construction project. across the bay area, it is beginning to look a lot like christmas. we want to give you a live look in downtown san jose, where christmas in the park is set up. tonight holiday lovers can enjoy the decorations from the comfort of their car. the annual christmas in the park drive-thru light show starts at 5:00. the light show will be programmed to music and cars can enter on 10th street. tickets are just $30 per car. and the money raised goes toward funding for the nonprofit winter wonderland. you have until january 1st to check that out. >> they should put some of those little elves in christmas in the park that could jump out at you. >> oh, how fun. >> taking it back to halloween. >> they're nostalgic, the little elves. >> memorable. >> they're hammering and doing

their little jobs. it's raining and we're going to see it for the next few hours. the good thing is it won't be raining all day. we're seeing this system quickly passing by the bay area, affecting your morning commute. the evening commute is looking good. so once again, we're seeing some off and on rain. as we track it with storm ranger, it has picked up for san francisco. we did have a break for a few minutes. but then we are also going to see that pushing toward the east bay. you can see a little with the closer look, parts of the north bay seeing light showers from petaluma to sonoma, toward napa, and reaching toward fairfield. and then for the peninsula, it's solid with a steady rain that extends down to san mateo, as well as redwood city. and then for the east bay we're seeing light showers around concord, farther to the north, and around antioch as well. the rain off and on, some light showers coming down from san jose to gilroy, and then as we go through the morning that's

going to gradually start to wrap it up, and then we'll possible see a little bit of rain over the santa cruz mountains. the rest of the day is dry. we take a look at tomorrow's forecast, we will see some spotty showers returning. it's hit-or-miss activity, with the possibility of additional rainfall totals. as we take a look at what to expect, it's not a lot. it's just enough to wet the grass and the rain moves on. we're mostly going to see a few hundredths of an inch of rain, maybe a tenth to a quarter inch of rain. we see more showers in the forecast leading into the weekend, where rain will be very close to the bay area between saturday night and sunday, and then an atmospheric river remains just to the north of us. so if we do see the change in the path of the system, it could possibly bring us some rain. as of now, it looks like it's missing us until about the middle of next week. there's not a lot of snow in this forecast. we know we would like a lot more snow, such a dry start to our

fall season. and even going into december, we like to see a little bit more activity here with some wetter storms. but as of now, we're not seeing that. we'll see our temperatures staying on the cool side, reaching into the low 60s for the inland areas, mornings in the low 40s, and about the same as temperatures will be pretty uniform across the bay area. mike, you were getting a peek of the conditions in walnut creek. >> we have our camera over here, this direction southbound. so 680 right here, splitting off of 24, the interchange is getting a little congested. maybe slowing a bit because there are slicker roads. you can see that on the northbound side. it was more pronounced, with a spray coming off of the vehicles as they passed by the camera. even though it might not be raining where you are, that green highlighting shows where the rain might have been and there are wet roadways right here. coming into the area, there is more traffic flowing. westbound highway 4, i believe they've cleared that crash in

concord. it was enough to set off a backup and that will stick around because that is a focus point for folks out of antioch toward 242. we've had a slower drive through richmond. it started early and it's continuing. wet roadways for westbound 880, the eastshore freeway, all the way down to the backup at the bay bridge toll plaza. the south bay, a crash at north 680, still having trouble clearing that from the chp report. an early build for highway 87, almost to capitol expressway for north 101. it looks like folks are driving slower. the green highlighting is indicating slicker roads. folks on the rails, b.a.r.t., last day for paper tickets. if you do have paper tickets that you can't use today, you can still get the refund. go to my social media, it's posted there. we will use the clipper card from now on. caltrain has a bus bridge in place. vta will provide that all week, they're working on the electrification project for that
