that's our mobile doppler radar where we are seeing light showers moving through parts of marin county. it is tapering off further to the north, but now hitting parts of the peninsula and the east bay. morgan hill, you're going to see some showers in the next hour or two, and then at 8:00 it's still mostly cloudy. but the rain is moving out. throughout the day we're going to see a mix of sun and clouds, and temperatures here and across the bay area will only reach the low 60s. but we will see much less activity as we go toward our lunch hour and into the early afternoon, where there won't be much rain. maybe over some of the hilltops. mike, you're watching a crash. >> we had a crash in the san francisco area as you're getting off of the bridge around fremont. i think everything just got off of the freeway into the city streets. there is some slowing on the span itself. the backup holding steady at the bay bridge toll plaza. you see the sensors recovering, but there may be another disabled vehicle as you get toward treasure island. as we look at the green

highlighting here and around the bay, contra costa county has a lot of wet roads. we had an earlier crash that did clear on 242 west, but on bailey both directions are slow. the south bay build is on as well. back to you. >> thank you very much. we start with breaking news that happened while you were sleeping. the u.s. military aircraft crashes off the coast of japan. it happened early this morning near the island of yakushima. the coast guard says an esprey carrying six people plunged into the ocean. rescue crews did find one of the six, but that person did not survive. right now there are no further details about others on board. search teams continue to comb the surrounding area. according to some reports, a witness could see an engine on fire, but that has not been confirmed. turning to a live look at the israel/gaza border, the truce between israel and hamas is due to end today, but talks are ongoing to extend the pause

in fighting. 12 hostages were released from captivity yesterday. more are expected to be freed today. in exchange, israel is expected to release 30 palestinian prisoners. "today in the bay"'s brie jackson is live for us in washington with the latest on these developments. >> reporter: good morning. yeah, the clock is ticking on that fragile truce between israel and hamas. the u.s. is racing to try to extend the cease-fire, and help secure the release of more hostages. hamas releasing this edited video of more hostages being released, a welcome sight for families desperately waiting for their return. >> i didn't believe it until i saw photo and video footage that they were actually free. >> reporter: the extended truce between israel and hamas is winding down. under its protection, aid can continues to flow into the gaza strip. >> looking at the next couple of days, we'll be focused on doing

what we can to extend the pause so that we continue to get more hostages out and more humanitarian assistance in. >> reporter: the united states sent the first of several flights to egypt for transfer there to deliver much needed medical supplies. >> additional flights are expected in the coming days, and this aid is in addition to the more than 500,000 pounds of food assistance delivered by the united states last week. >> reporter: united nations officials warn the humanitarian situation remains catastrophic. congress is debating sending more supplies and military aid to israel, but they are divided over whether that support should come with conditions. >> israel has to hold itself to the highest standards and make sure that as few civilians as possible are killed. >> if senate democrats want to vote to tie the hands of israeli soldiers as they defend their country against vicious terrorists, i welcome such a debate. >> reporter: as funding talks

get under way on capitol hill, the biden administration says it's working to secure the freedom of all hostages. and cia director william burns and other white house officials are in the region mainly for talks to try to get the cease-fire extended, as well as to try to reach a deal -- or try to reach a broader hostage deal. >> a lot of people calling for that, including right here in the bay area. there are growing concerns in the bay area for a cease-fire. coming up this morning at 6:30, our bob redell is breaking down where we can expect rallies this morning across our area. to decision 2024, and after lots of back and fo francisco voters will indeed decide on a contentious issue, how to pay for more officers in a police force understaffed by hundreds of officers. the battle even included a clash within city hall. >> "today in the bay"'s kris sanchez is with us now. you're walking us through what they're calling the so-called cop tax. >> that's what some people are

calling it, the cop tax. it's to fund the fully staffed police department in san francisco, but deciding how to pay for the police force is usually the job of san francisco supervisors. this puts a decision that's usually in their hands into the hands of voters. the issue far from unanimous. supervisor matt dorsey introduced the initial plan, which is to fully staff the police department at nearly 2,100 officers, with a window to achieve that of five years. right now there are about 400 fewer officers than that. but then supervisor safai added an amendment saying the sfpd can only be fully staffed if voters agree to a new tax for the revenue to pay for it in the name of fiscal responsibility and that set the fireworks off. >> the idea that san franciscans should not expect a fully staffed police department unless and until they pay more tax dollars for it is galling.

>> you look at the language, it says clearly it can be new or a modified existing tax. and, by the way, no taxes will be implemented, it just creates the pathway to go to the voters and provide for future funding. >> so even at current staffing levels, san francisco does have a larger police force than other similarly sized cities at 26 officers per 100,000 residents. seattle is at almost 20, charlotte at 19, indianapolis nearly 19. however, the crime data varies by city, and as we've reported, some crimes are on the rise in san francisco. so far this year, we're at nearly 2,500 robberies, and that's just that category. the other thing is we also know that the population of san francisco is very dynamic, maybe not as in those other cities, people live there, sleep there,

but the number of people that are there during the day is way bigger. so this issue is going to go before voters in march. i don't think we're done talking about it. >> thank you, kris. 6:07 right now. new at 6:00, kaiser permanent reaches a new deal to expand presence in the south bay. kaiser just purchased about five acres of new land in north san jose neighboring the existing office space on technology drive. the total cost, about $43 million. kaiser right now is only saying it will allow for the expansion of its medical services and there's no timeline on an opening. let's take a live look outside this morning. look at the backup there on the bay bridge. we're not talking about that right now. we do want to talk about the wet roads. meteorologist kari hall is tracking the wet weather we're seeing across the bay area. >> it's a test of whether or not your windshield wipers have dried out. we're seeing this coming in waves and you want to make sure you get those taken care of.

we know that we will have more rain in the forecast. most of what we're seeing right now will be with us for the next few hours and then quickly moving out. so we're tracking it with storm ranger, our mobile doppler radar, and we have it on san bruno mountain. we can scan around the bay area, where we are picking up on heavier showers for coastal marin county. that's going to be pushing off to the east and up and down the peninsula from san francisco down to palo alto and into san jose. we're seeing a bit more of a break in walnut creek and the rain will be here until 8:00. the rest of the day here and across the bay area will be clearing out, with highs in the low 60s. we'll talk about our next wave of rain in the microclimate forecast coming up. mike has a heads-up if you catch public transit. >> that's right. happening today, the paper ticket era ends for the b.a.r.t. system. let's take a look at the b.a.r.t. stationed in milpitas. today there, as well as the rest of the b.a.r.t. system, it's the last full day they will be accepting paper tickets as fare payment at those fare gates. starting tomorrow, your only way

to activate those gates will be via clipper card. the change is happening as b.a.r.t. rolls out new fare gates. they won't accept the old paper tickets. it's preparation for the launch of the next generation of clipper. don't worry if you still have leftover paper tickets. after today they're not worthless, yet. b.a.r.t. is telling ticket holders to go online for instructions on mailing in your leftover tickets if they add up to more than a dollar, b.a.r.t. will send you a check for the amount of the paper tickets. i've put a link to the information on my social media. when i say clipper card, i really mean the app. for example, you can get it on your smartphone, transfer it to your smart watch. it makes it a lot easier to use at the b.a.r.t. station, but anywhere that the clipper cards are used throughout the system. so consider that -- well, you have to use a clipper card now. >> i probably have some relics from the '90s. >> antiques, collectors items. >> bay area history. >> that's right. >> as long as there's more than

the time is 6:13 on your wednesday morning. we're getting a look at some rain across the bay area, but our temperature trend in brentwood shows the rain is out of here by 8:00, and we're going from mid-40s to the low 60s today. we will see this rain not lasting too much longer, but there is more rain in the forecast. we'll talk about that coming up in a few minutes. there's more traffic on the road where the rain hit. in richmond we see a wet lens, wet pavement, and cars driving through the area, slowing down, of course, because of the restricted flow that continues out of richmond toward san rafael. slick roadways continue throughout contra costa county. good morning. happy wednesday to you. a couple of fed governors spoke yesterday and gave really strong hints they're in favor of

continuing to hold interest rates steady, that the rate hikes have done what they're supposed to do. wall street sees that as good news. united airlines says it's going to add self-service snacks to some flights, instead of the pretzels coming to you, you will go to the pretzels. a little food station halfway down the cabin on airbus 321s. apple is going to try to end the relationship with goldman sachs which issues the apple credit card. that relationship was never great. that card will still work. apple is working on finding a new issuer. as for amazon, it unveiled a new artificial intelligence dashboard tuesday. it calls it q, q for question, or q like the guy from james bond. it's for corporate use. if you don't use ai at work yet, you will soon, whether it's q or something else. elon musk due to speak at

the new york times deal book summit today. musk had dropped out of his previous speaking engagement at san francisco's apec after he made the anti-semitic post. he's still scheduled to speak at this event. the dealbook summit attracts all kinds of interesting people. one of last year's guest speakers as sam bankman-fried coming in remote from his parents' house in palo alto because he was under house arrest. uber has made a deal with black cab companies in london. you'll be able to call through the uber app. it's a sign of detaunt between uber and the traditional cab system in london after years of squabbling. meta warned that any ad that uses ai to change the fundamental truth of what happened or what somebody said has to be noted in that ad. and like past election cycles, it won't allow any ads in the weeks leading up to the actual election day. marcus and laura, you know

today's festivities start at 5:00. >> i got to host that one year pre-pandemic. i can't remember when it was. it was some time ago. >> i feel like this is the year that there's more christmas parties, finally. >> oh, yeah. >> exactly. >> restarting. >> so get festive. the weather is cooperating. >> it does feel like winter. it's been chilly. we've had a few showers to start our morning. it will clear in time for the tree lighting this evening. we do need the rain as well. we are seeing this moving in and out as the system brings us some scattered showers. we're tracking it with storm ranger, a lot of it over marin county, but clearing for much of the rest of the north bay. then moving over toward the east bay, it's just off and on, with some of the light showers in san francisco and down to san mateo. as we get a closer look at the north bay, sonoma, napa, fairfield, getting in on light showers that will most likely taper off soon. some of the heavier rain is right as you pass through marin county into san francisco, and down the peninsula as well, with

some light rain around redwood city, and then for the tri-valley, pleasanton and livermore getting rain, but not raining in san ramon. for the south bay, it's about to clear, san jose to morgan hill, that road, 101, that stretch of 101, we are going to see it clearing out here soon. going into late morning, we only see a few spotty showers here and there, but there will be a lot more sunshine as well going into the afternoon. we may see a few lingering showers over the santa cruz mountains. then our next wave of rain comes in early tomorrow afternoon, but you can see there's not a lot to it, and maybe not all of the bay area gets in on the wet weather tomorrow afternoon. we still will keep rain chances in the forecast for the weekend, but it will not, by any stretch of the imagination, be a washout. we may only see a few hundredths to a tenth of an inch of rain for today and into tomorrow. but there will be a lot of rain

nearby, as an atmospheric river gains strength and moves to the north of us. once again, it's just to our north, so we're not expecting much out of this, until next week when it starts to dip toward the south. we'll be keeping an eye on it. as far as the sierra, only 1 to 3 inches of rainfall. yesterday we were seeing a lot more in the forecast. it does trend dryer, as much more moisture stays to the north of us. temperatures will be chilly, reaching into the low 60s, and our overnight temperatures in the low 40s. about the same in san francisco, pretty uniform temperatures, with some peeks of sunshine here and there into the weekend. mike, you were watching one particular part of the roadway. >> right here. walnut creek, as you've been showing this shot, i've been watching the traffic build, southbound 680, splitting toward westbound 24. so as you're hitting the split on those freeways, that's right where the camera is, there's a

point. we can see a closer look at where we have spots, where it's raining, other areas where it's not. we'll have lighter showers in parts of the north bay, moving through marin county, a pretty steady rain. it's starting to taper off for san francisco and parts of the peninsula. moving over toward the east bay, hit-or-miss showers moving through, and the south bay is about to see some clearing. so if you have the nbc bay area app, you can actually get alerts as the rain approaches your location. we are going to see it drying out for this afternoon, with more rain ahead. i'll have more on that in a few minutes. >> thank you very much. 6:31. developing now, the truce between israel and hamas is ending today. this is a live look at the israel/gaza border. u.s. special presidential envoy for hostage affairs, roger carston, is traveling today to meet with israeli counterparts

and will visit with families of those still being held hostage. hamas released 12 hostages yesterday, with more expected to be released today. satellite images show three of the main hospitals in gaza from above. you can see in these photos all are surrounded by the rubble of destroyed buildings, after weeks of intense bombing in the region by israeli forces. here at home, bay area activists will try to persuade local lawmakers to support a long-term cease-fire in the middle east. "today in the bay"'s bob redell joins us live in castro valley where one march is scheduled for later this morning. >> reporter: correct, at 8:30 this morning. good morning to you. yes, in a few hours, a group of activists will march here to congressman eric swalwell's office behind me in castro valley to try to convince the congressman to support a permanent cease-fire in the gaza strip, where israel has been fighting to destroy hamas and

release the hostages taken by the terrorist group during a surprise attack on israel on october 7th. both sides, as you mentioned, have agreed to a temporary cease-fire in exchange for hostages from hamas and prisoners from israel. now, care sfba, an advocacy organization that advocates on behalf of muslims' civil liberties is organizing three protests today. obviously one is scheduled at congressman swalwell's office, the other two at the congresswoman in palo alto. >> 6,000 children have been killed by the israeli state since october 7th. >> reporter: this was the scene last night in berkeley. a loud crowd of people demanded city council consider a resolution for a cease-fire between israel and hamas, which

the council never officially considered. this is what happened when the mayor condemned the october 7th hamas attack against israel, which hundreds of israelis, including women and children, were murdered. >> the past couple of months in response to hamas' barbaric attack -- >> reporter: council members felt they were unable to conduct business in the chambers, which had become loud and unruly. they moved the meeting to a quiet back room. some people say they will continue to come back until the council does consider and adopt a cease-fire resolution. reporting live in castro valley, bob redell, "today in the bay." 6:34 right now. paul pelosi's attacker already awaiting sentencing, but now comes the possible round two. san francisco's district attorney seems ready to roll up her sleeves and pursue more charges, but a lot depends on

what happens in court today. ginger conejero saab is live for us. ginger, talk to us about what's set to happen next. >> reporter: well, marcus, this will be the first time that we see david depape after he was found guilty of attempted kidnapping and assault in federal court. the sentencing for that case has not happened yet, but this morning san francisco district attorney brooke jenkins and her team of prosecutors are ready to take the first step in trying him on a handful of her charges in his state case. those charges include attempted murder. we don't expect him to be in court for very long. today's proceedings will set a date for when his trial will begin. d.a. jenkins gave this statement after depape's federal conviction, saying in part, quote, mr. depape is facing a different set of charges in our case, including attempted murder, assault with a deadly weapon, elder abuse, and false imprisonment. we are confident in our case and are prepared to move forward to

trial. now, the d.a. may be prepared to move forward after the outcome in the federal case, but she may not need to. >> i think this outcome could greatly affect whether that state case goes forward or whether there's a settlement reached with concurrent time. >> reporter: that was legal analyst we spoke to previously. the charges stem from the attack that happened in october of last year when depape broke into the pelosis' san francisco home. the video shows the moments that led up to the brutal confrontation between depape and paul pelosi that left mr. pelosi with a fractured skull. mr. pelosi took the scanned during the federal trial, but we do not know if he will do the same in the state trial if it pushes through. we will have a better idea of how things will proceed when court begins at 9:00 this morning, and we'll bring you the latest on our midday newscast and online at nbcbayarea.com. >> a lot to follow. thank you so much for that.

it is 6:36 right now. new life for a silicon valley bank right here in the bay area. north carolina-based first citizens bank took over after the bank collapsed in march. and now the "chronicle" reports svb will be opening new offices in san francisco. it will be located in the 222 second street high-rise at howard street where linkedin has offices, just a few blocks from moscone center. the bank will be leasing about 60,000 square feet of office space from social media giant which recently vacated part of the building, after a wave of layoffs. linkedin let go of more than 700 workers earlier this year. last month it announced plans to let go of another 660 workers. across the bay area, it's beginning to look a lot like christmas. ♪ >> including downtown san jose. this is christmas in the park set up ready to go.

the heavier rain has been up around marin county. we're also seeing the showers moving through parts of the east bay, and coming through in waves. it's not just solid rain. in fact, it was just raining here at this live camera in san jose, but now we are seeing it dry out. that will be the trend throughout the day, a mix of sun and clouds, temperatures going from low 50s to mid-60s. overall it's going to be a cool day. we are seeing the first wave of rain coming through. the afternoon is looking good. here we are for tomorrow afternoon, with some spotty light showers. so we'll talk more about this and what's ahead for the weekend. mike, you're seeing more rain on the richmond-san rafael bridge. >> our cameras are showing a variety of conditions. out of contra costa county, look at that active rain. you see it falling. that will mean slicker roadways. we're down on lanes because of the crash earlier in the season. it still keeps the lanes off to the right blocked at the bridge out of richmond. because that rain is actively falling across the span, we see

good wednesday morning. as we take a look at napa, what to expect today, a few showers still lingering by 8:00. but as we go throughout the day, we'll see a mostly sunny day, and temperatures headed for the low 60s. after a wet start, it will be a pleasant afternoon. we'll talk about more rain in our forecast in a few minutes. we're talking about rain on the road as well. 880 through oakland, we see the

blur as water kicks up behind these vehicles southbound with those headlights. we're building in volume here and parts of the east bay we're seeing a lot more slowing over the last few minutes. we'll point out key spots through contra costa county coming up. if you don't want to sit in traffic, your future trips to the state capitol may have more of a bay area feel. how about a toll lane that gets you there faster, but for a fee? caltrans is considering a new toll lane along 17 miles of interstate 80 between dave skpis sacramento. it is considered one of the most congested corridors in california. it's the standard route for people who typically go by way of interstate 680. last night the agency held an informational session, and while most people agree the corridor has too many bottlenecks, not everyone is exactly embracing the idea of an added luxury for some drivers. >> i think more lanes and non toll roads is the best way to go. i think we pay enough in

gasoline taxes to afford to build highways. >> caltrans will meet again to discuss the idea next month. if it ever does get the green light, it would mean a lengthy construction project. president joe biden in colorado this morning, and he's ready to push for more investments in green energy. >> scott mcgrew joins us now. he'll visit a wind farm today. green energy not the only thing on his mind. >> he's going to take the opportunity, also, to take digs at the local congresswoman while he's there, lauren boebert. he's in pueblo, colorado, and that's her district. the main agenda is to speak about green energy. he's going to tour the largest manufacturer of wind turbine towers in the world. president biden landed in colorado yesterday, after attending the memorial for first lady rosalynn carter. the white house has added this to his agenda, quote, the president will highlight how self-described maga republicans like representative lauren boebert are threatening investments, jobs and

opportunities. now, presidents don't usually take on members of the house. they might both work in washington, but there's a gap between being president and being a member of congress with three years under their belt. but several moments of bad behavior has left boebert's seat vulnerable. the democrats have 213 members in the house, the republicans just slightly more, flipping 21 seats would change the math. not only is boebert's seat vulnerable, republican george santos may be out this week. there's a new bill in front of the speaker asking for his ouster. the speaker has two days to take it to the floor. here is santos. >> all these members are pushing this. they want me to resign because they don't want to take this tough vote that sets the precedent to their demise in the future. they're not immune from all the nonsense that goes on in washington where you all follow them around with cameras and microphones in their faces. they don't like it, either.

helping everyone get into the holiday spirit with the tree lighting that's going to take place tonight. it is the 91st lighting of that tree. it will be hosted by kelly clarkson. >> the tree is an 80-foot norway spruce, adorned with 50,000 lights, crowned with a 900 pound swarovski crystal star. nbc has a special leading up to the moment. most of the rain we're seeing right now is some light rain as the system quickly passes by and brings us some off and on showers. as we take a look at storm ranger, that's our mobile doppler radar, we are seeing heavier rain move through marin county and it's been soggy, racking up some of the higher rainfall totals compared to what we're seeing elsewhere. we're also seeing some of the lighter showers in oakland and hayward, moving down to union city. but it was raining earlier in san jose. now we're getting a chance to dry out in time for you to step out the door. but it is still wet as we take a look at this wet camera lens in san francisco. we're also seeing some sloppy conditions on the roads from oakland to dublin and in san jose, some temperatures in the low 50s. now, we are going to continue to see things drying out, going late morning into the afternoon. i wouldn't rule out a very isolated shower moving through during the afternoon. mostly over the hills, but we'll

get a mostly sunny day. and then into the afternoon tomorrow, more showers coming in. light rain off and on into the afternoon, as well as the evening. friday at this point is looking dry. then we may see quick-passing showers late friday night into early saturday morning. so as far as what we'll see between now and saturday, for most of us, it's not a lot. a few hundredths of an inch of rain, but it may be up to a tenth to possibly a quarter inch of rain for some. there is more active weather nearby, with an atmospheric river just to our north. it looks like we are not going to see much out of that until maybe the middle of next week, but it will be weakening as it moves in. and sierra snow not nearly what we were hoping for. only 1 to 3 inches of snow for the weekend. here in the bay area, we are also looking at some light showers off and on, but much of the bigger storms staying to our north. if we do see a slight change in that path, of course, we'll keep you updated.

in san rafael. paul pelosi's attacker is already awaiting sentencing and now comes a possible round two for david depape. he returns this morning to a san francisco court where a judge will weigh setting a date for the state trial tied to charges in the hammer attack last fall at the pelosi home in san francisco. san francisco prosecutors have filed multiple charges, but it's possible a settlement of some kind may be on the table. much of the bay area, and especially those morning commuters are waking up to rain. >> if you have the nbc bay area app, you can track the rain and zoom into your neighborhood and all of that stuff with our storm ranger. we are seeing most of the rain in marin county and up and down the inner east bay, we are going to get this in waves. it will be clearing out as we go into the afternoon, and it is looking much better for the evening. we have more rain in the forecast for tomorrow, and of course i'll be tracking that. >> i have the app notifying me when the rain is coming in.
