>> i am laura garcia. we will check in with mike on the commute in a bit, but let's talk about the forecast. some spots may see a little rain later this afternoon, but we are starting out dry and chilly. it's 43 degrees in dublin right now. 46 in oakland. 48 in san josé. mid-50s in san francisco as you step out the door. you don't need the umbrella for now, but as we go into the afternoon, there will be a couple pop-up showers possible especially in the north bay, and parts of the coastline and into the peninsula. go into the evening, that tapers off. we are looking at hit or miss showers tomorrow as well as saturday, but it's going to be off and on as we go into the next few days. i will track that and we will talk about temperatures and what is ahead, coming up. mike, you were saying all the lanes are full at the bay bridge toll plaza? >> looks worse than it might be, and it's moving and there's good spacing, and hov, that's always your reward for carpooling

there. mild slowing richmond towards berkeley. and highway 4 just a subtle build. concord and walnut creek, that's just fine. san mateo builds the volume, and dumbarton no slowing. right on schedule for the distribution. back to you. >> thanks, mike. we do begin with breaking news this hour. an ambitious new plan from the white house to replace all remaining lead-drinking water pipelines within the american infrastructure. despite the decades' long effort to replace all lead pipelines in the u.s. water systems, the white house says 10 million homes still connect to water through lead-based service lines, so now the environmental protection agency is proposing strengthening existing rules to eliminate lead lines within a that boosts the demand of

progress reports. lead can damage the brain and inner sus systems. hamas is calling for global protests this weekend. hamas is also claiming responsibility for a shooting in jerusalem that killed three people at a bus stop. the latest group of freed hostages arrived at a hospital overnight, and as part of the latest exchange, more palestinian prisoners are expected to be released today. new video shows a bus of recently released prisoners arriving in the west bank. all the efforts come and here's

more on how the white house is reacting to the latest pause in fighting. >> the biden administration says the cease-fires are delivering meaningful results, including the release of nearly 100 hostages, and the delivery of much-needed humanitarian aid to civilians in gaza. the truce between israel and hamas extended for a second time, allowing more time to free more hostages. secretary of state antony blinken met with israeli president in israel today. >> from day one we have been focused relentlessly on trying to secure the release of hostages from gaza, from hamas. >> the renewed cease-fire follows wednesday's release of hostages, including just the second u.s. citizen to be freed. >> i talked with their mother and father and they are very appreciative, and things are moving well. she will soon be home with her

families, time is running out. thank you for the latest, brie. there are new concerns for an east bay refinery, and this time it's the martinez refinery that experienced a new flare-up last night. today in the bay's bob redell is live outside the martinez refinery. it has been a rough week for the residents in the surrounding areas. talk to us about what happened with the latest flaring. >> reporter: good morning, marcus. yesterday the martinez refinery behind me had a flare-up, which means it burned off gases into the air, which was visible to people that live around here. the refinery posted this to its website, all appropriate agencies have been notified and we apologize for any inconvenience to our neighbors, and flares are a safety system designed to safely manage excess

combustible gases by burning them off efficiently. the flare-up appeared kau lawsuit against the refinery demands monitoring of the site. >> we don't know exactly what is going on, but a big part of the lawsuit is we need something to change. we want people to know in real time with a lot more information about what exactly is happening, what kind of chemicals are being released and all that kind of thing, because right now we are left in the dark and at the mercy of the refinery company to decide what and when they will release information. >> the refinery tells us they do

not comment on pending litigation. this past month there was another flare-up that sent black smoke in the air. chevron was asked to file a 72-hour report, which would be due today, and chevron said monday's flare-up was a result of a power outage at its plant. the bay area air quality management district said they have been monitoring this. the county did not issue a warning. an investigation is under way after an east bay wig shop was hit by thieves again. the owner of valley rags and wigs in dublin sells high-end wigs mostly to cancer patients.

she said her store has been burglarized many times in the last few years. >> i am concerned people will wipe this out, and i can't sustain this and your insurance keeps going up, and i have not even reported it because i am so afraid of my insurance going up, up and up. >> the city of dublin has seen a rise in retail theft and is working to prevent the thefts. the mayor said in a statement, the most recent burglary is under investigation. new at 6:00, lake tahoe residents are making a push to a planned development on the west shore. the county supervisors agreed to a modified plan first approved

in 2016. they say it will encourage affordable housing, hotels and restaurants, and concerned residents filed a suit over concerns about wildfire danger and higher population density. one supervisor said she has not read the suit but the changes do take into the community concerns. let's look outside on this thursday morning. overlooking san francisco. a nice start to our thursday morning. kari has the forecast for us. >> let's head across the bay to oakland. we are starting out with chilly temperatures once again, but we don't have to worry about the wet commute to work this morning. the rain is holding off for now. we will see a partly cloudy sky today. temperatures going from 50 degrees at 8:00 to 60 around noon. we will see partly cloudy skies across the bay area, and los gatos reaching 62 degrees.

jacket weather throughout the day. as of now, we don't need the umbrellas but we are tracking rain further to the north, and we will move into parts of the north bay later today. we may slide down the pennsylvania, but this afternoon we are watching out for the hit or miss showers. hit or miss will be the key words here, because not all of us will see the rain and definitely not at the same time. the systems moving through are weak and will continue to weaken as they move in. into the weekend, if you have outdoor plans, it's looking good but there could be rain passing by. i wouldn't cancel any outdoor plans. next week we will watch out for this storm system to the north of us starting to drop into the bay area, and that's beyond our 7-day forecast. so inland, temperatures in the low 60s. we have a backup over here at the richmond bridge. we are down three lanes because of the earlier damage we had

joins us live in san francisco this morning. ginger, while this woman's family may be thrilled, others are still on edge. >> reporter: you can imagine, marcus and laura, the release of every hostage celebrated, but here in the bay area and around the world, jewish communities waiting for all the hostages to be released. >> the emotional trauma that is being inflicted not only on these families but the entire jewish people is ongoing, and in some ways made worse by the constant question, will some come out today? >> reporter: that question still being asked by the family of 36-year-old american ramon keirsh. her family is still waiting for her husband who remains in

captivity. this morning another american is free, a mother of three, who has been released while her husband, as well, remains a hostage. here in the bay area, seven sonoma synagogues and close to 200 people came together for a prayer vigil in the north bay, over in santa rosa. they are calling for every hostage to be freed. there are more than 150 hostages still left in captivity, including nine children and eight americans. overnight, 21 aid trucks arrived in gaza and in northern israel -- parts of the northern strip. those aid trucks had food, baby formula and water and other essentials. the u.n. secretary general saying that gaza is in need of immediate and sustained humanitarian aid. marcus and laura? >> it never gets easy hearing what is happening there. ginger, thank you.

world think of when they think of california and they will be tough to defend. the debate is 90 minutes, and laura, it will be on fox news and starts at 6:00. >> i am sure we will still be talking about it. thanks. the city of antioch trying to move forward after being rocked by allegations of the police department. there's a healing vigil at the antioch community center. school leaders from around the state gathering today in san francisco for one of america's largest educational conferences. the california school board's education conference and trade show welcomes some 4,000 participants. it includes more than 100 workshops focusing on developing new methods to strengthen public schools, and that includes providing equal access to high quality education, student safety and mental health and

community engagement. it kicks off at 9:00 this morning and will run through the end of the weekend at the moscone center. let's look outside on this thursday morning. the sun is up and lights are on at christmas in the park. there's a chance of spotty showers today and through the weekend as well, kari. will everybody see the sprinkles? >> it's a hit or miss, and the north bay has the best chance of seeing that rain. this evening our temperatures will be in the mid-50s. make sure you are wearing the layers, because it will be chilly no matter where you are. it will be chilly in the chase center, and we will see temperatures in the low to mid-50s, but it will be windy throughout the evening. looking at let's glow sf, and the light show begins this weekend starting tomorrow at 7:00. it will be at 55 degrees. throughout the weekend we will see more of the same temperatures in the evening.

for sonoma valley, this is where we could see a higher chance of rain, but it states mostly cloudy and the rain will be very light. temperatures reach into the low 60s with our overnight temperatures in the low to mid-40s. mike, you are seeing more of a commute coming out of coco county? >> yeah, look at the walnut creek camera, and southbound 680 towards 24, there's slowing right here at the camera -- slowing right here -- there we go. just a little bit coming off of 242, and no real changes in the distribution. no changes in the sensors. a little more orange shows up on the maps. looking ahead, kari told us us about the warriors came, so keep that in mind. folks head into the city, perhaps, for more activities, and the warriors game tonight, so keep that in mind for the extension as well. and there's a concert at 8:00

weeks could be doing work overnight for a lane or two, and they have to repair a lot of potholes. we have a trash on 680, and we will talk about that, coming up. researchers at uc santa cruz are working on using artificial intelligence to save more lives. the hope is it could lead to a new warning system for potential riptides, which now are hard to detect. eventually researchers are hoping to develop an app for beachgoers >> i am interested in science that has real-life implications, and we need to make it better and more user friendly. >> researchers also hope the system can eventually benefit

other aspects of coastal life, including erosion and rising sea levels. one professor leading the effort said he's inspired with the memory of two ucsf students that died from rip currents back in 2015. and then on a rush to deliver this holiday season, and we know everybody wants those packages to arrive to their destination on-time. the u.s. postal service is getting ready, not just for the holiday season but are modernizing for the future. >> kris sanchez is inside the brand-new sorting center in palo alto. it's one of the first of its kind in the nation, i understand? >> reporter: there are only 40 in the nation like this sorting and delivery center. palo alto is one of the first to get one, and another one is in southern california. this can process 5,000 parcels and letters in the day, and

during the holiday season they are bumping up the season to 10,000. usps hired 10,000 new people to work through the holidays, and they have added 348 new package sorting machines and increased the capacity to 70 million packages, letters, christmas cards, all of that. we have the postmaster here at the palo alto center. this is quite an improvement from what we have seen in the past? >> yeah, we had to update our facility with the machines, and now we have better efficient to serve our customers. >> reporter: they had a bad rap a couple years ago. >> i can't comment on that, but we have better customer service

highest chance thereof seeing the wet weather. on saturday, as we look at the inland areas, not a lot of activity there go into the weekend. we have rain to the south and to the north. right now we are in between those two systems with dry conditions for now. there's more rain ahead, especially as we go into next week. an atmospheric river will dip to the south, and even that looks like it will weaken by the time it arrives next week. we need more snow. only looking at one to three inches of snow in the sierra into the weekend. mike, you are seeing more slowing in the east bay? >> we are, kari. 880 and 680, both coming south of 580. that's not a surprise. the only thing unusual is the

we are moving you forward this morning with a look at the top stories here on "today in the bay," starting with the breaking news out of san francisco. >> police are at the scene of an unusual situation at the cal train station south of market. that's where a man can be seen hanging from power lines above the platform. he has been there since 2:00 this morning. this is video shot about 30 minutes ago at 4th and king street. all trains have been stopped, and employees say the power is shut off. so far police do not have an estimated time of how long that situation will continue.

also breaking, the white house unveiling an ambitious new plan to replace all remaining lead-based pipelines, water pipelines. despite what has already been a three decades long replacement effort, the white house says 10 million homes still connect to water through lead service lines. the environmental protection agency wants to eliminate the lead lines in a decade. hamas this morning is calling for global protests this weekend as the extended cease-fire with israel kicks down to tonight's deadline. hamas is claiming responsibility for a shooting in jerusalem that killed three people at a bus stop. this is new video from the scene. israeli police say the shooters came from east jerusalem, and off duty soldiers tried to stop them before they opened fire. and the latest group of israeli hostages overnight at a

hospital outside of tel aviv. hamas fighters released 16 more people. as part of the latest exchange, more palestinian prisoners are expected to be released today. video shows a bus of newly released prisoners arriving to the west bank. rain is possible this afternoon in parts of the north bay, and the rest of the area stays dry today. we are seeing temperatures headed from the mid-60s back down to the 30s tonight. watching out for slight rain chances into the weekend. laura, you brought the information about 4th and king, and the person there is close to the electrical lines, and the inbound and outbound trains will be delayed. we are following that for updates and specifics. >> we will have those updates
