bay area, and there were high winds off the coast and gusty winds across the bay area with rain. the high surf warning continues until 3:00 a.m. we will continue with scattered showers mostly in the north bay with breezy winds at times, and another storm will be moving in for tomorrow evening. all of the activity is creating very big swells and dangerous breakers that could reach 25 to 30 feet. we are also at the time of year where we have a greater gravitational pull from the moon and that creates the water coming in further inland, so we have a coastal flooding advisory that will continue into late morning. along the coastline we are already seeing some of the waves now at about 18 to 21 feet. look at the water temperature. only 56 to 58 degrees, so it's very cold water that is coming up. every now and then some of the waves come up a lot higher than the previous waves, and that's what makes it dangerous out

there along the coastline today. >> thank you, kari. if you are headed to the coast, beware, the massive waves expected to crash up on the beaches. >> yeah, and today in the bay's ginger conejero saab live out there. the danger is what people are talking about because of the situation behind you. >> reporter: that's right, marcus and laura. we have moved to pacifica because it's easier to see the waves, and the sneaker waves, every now and then you will see a bigger one that will come up behind you. i want to show you what we have been seeing because every ten or 15 minutes or so we will see a wave crash into a seawall here, and our photographer, jesse, is trying to show you as much as he can, even in the dark, how high

the waves are getting and will come over the actual pier. kari talked about how high they can -- how high they are expected to come up today. some waves as high as 30 feet, and we have been trying to dodge them this morning, and we will be able to see them better as the sun comes up. this is very similar to what we saw in the same spot here in pacifica. waves reaching up to 30 feet, and the swell expected to bring up rip currents and sneaker waves. as kari mentioned, it can catch people who have their backs turned towards the water off guard. and officials are warning beachgoers to stay out of the water and do not turn your backs. >> don't stand on that side. always walk this way on the curb, because if there's a wet spot that means water gets there, so don't -- stay away from that.

have been monitoring the roads for us. how are things looking this morning? >> light traffic, as you would expect. now we are seeing the clouds come back up, so there will be a rise and fall for the clouds, and maybe fog then over here towards the altamont pass. this is our dublin camera, and we are looking out towards the dublin interchange with the headlights and the smooth drive. better visibility now, but things change in minutes. watch 84 as well. it's more dimly lit and may get more clouds. no backup at the bay bridge. back to you. >> thank you, mike. 6:06 right now. developing right now, nearly an 8,000-person caravan is making their way to the u.s./mexico border. in a meeting with the secretary of state, antony blinken, mexico's president pressed the u.s. to spend more money in

central and south america to improve often deadly and dire conditions which are causing thousands to make the dangerous trek to the u.s. democratic mayors in several cities are pleading for help. members of congress went home for the holidays without passing a border security bill. >> i'm out of here. i'm not going to sit here and vote on a bill that won't do anything. >> we cannot do this alone. we need more support from the federal government. >> republicans see the border as a key issue as they try and win back the white house in november. even though president biden has said he is open to significant compromise with republicans on border policy in exchange for increased funding to help israel and ukraine in their wars. 6:07 right now. the self driving car company,

cruise, pulled all its cars off san francisco streets while working on safety issues, and now the parent company, gm, filed a lawsuit last week and wants san francisco to refund $108 million in taxes and plus pay an extra $13 million in penalties and interests. gm claims the city over taxed them because it based cruise in san francisco. gm says cruise operates separately from the company that is based in detroit. there's not many gm cars in san francisco, and gm contends it only sold $677,000 worth of goods in san francisco last year. and a spokesman for the san francisco city attorney's office responded by saying we are reviewing the complaint and will respond in court.

and looking at sfo this morning, and with wet weather ahead the next few travel days could get worse. sfo had ground delays that averaged over an hour and a half due to fog, and then later wind speeds caused a brief ground stop altogether. this morning, average delays around 15 minutes, so check ahead if you are flying in or out. >> kari hall, you have been monitoring all this. what about the best days to get out? >> i think today is a good day. we are starting to see things calm down elsewhere across the country. we take a look at the wide view and see there's still rain across the northeast and around florida, but for the most part it's quiet for much of the rest of the midwest, and chicago getting a round of light snow. we are tracking a storm in the bay area over the next couple of days. that may cause more problems, especially tomorrow when the heavier rain arrives. we are just looking at spotty rain for us today, mainly in the

north bay with off and on light rain throughout the morning. for this afternoon, we do get a chance to try and clean up and clear the storm drains before heavier rain comes in for tomorrow afternoon. most of that coming in the afternoon into the evening and continuing off and on into saturday's forecast. we have had decent rainfall totals but definitely more on the way. we will talk about more about what is ahead. let's give a nod to santa clara, 3.95 at platinum gas on washington street. alameda, an early morning report for sunol super stop, 3.97 at the exit right off of 680, and it's exactly at the exit there, and then in the north bay, 4.15,

the parade. >> we do need some rain, and sometimes we are like, hold off just a bit. today we will get a bit of a break, and we will watch out for waves of rain. this is a look at the drive in oakland this morning. already a lot of people up and out the door on this thursday. for the most part the commute is pretty dry. there could be water on the roadways left from the rain that we had yesterday, and in some spots that was a decent amount. in the north bay, mount tam had nearly two inches of rainfall. and danville, a lot of our valleys got about a quarter inch of rain or less. look at alum rock. less than 1.0 of an inch of rain. we are seeing all the moisture condensing into fog. livermore, your drive is down to quarter of a mile or less in a few spots. we are going to see the rain

becoming light and spotty. the bigger storm system is well off the coast. we can see all the clouds moving in as we go throughout today. our storm ranger is powered up and tracking the rain. it's light and spotty where we are not seeing a lot of activity as of now. the north bay will have the best chance of getting rain as we go throughout the day. most of us are getting a bit of a break, and then the next system will be arriving for late tomorrow afternoon and into the evening. some of the rain picking up in time for the evening commute, and then tomorrow evening. early saturday there will be breaks but still will be lingering showers throughout the day on saturday. as of now, sunday is looking dry. we will welcome in the new year with sunshine, and then another storm system coming in for the middle of next week. as of now it looks like the center of the storm staying off the coast. we need a lot more sierra snow. it looks like every time i run

the models here looking at the snow estimates, it backs off. it was showing two feet and now it's showing two inches, so things could change between now and then. we are looking at decent rainfall totals here in the bay area over the next couple of days. the north bay coastline getting the highest rainfall totals. that's where we are watching out for the big waves along the coast today, the high surf warning and a break then as we head towards the end of the weekend. mike, you are also looking out for fog? >> yeah, we are watching your reports and this camera as well. fog creeping into the shot in the last five minutes, and the last 30 seconds or so it started to ease up. notice on the other side, you see that fog around the robin williams tunnel? there's no problems with visibility, and perhaps the worst would be on 580 in the

dangerous swells already crashing up and down the bay area. this is "today in the bay." ♪ ♪ here we go. the last thursday of 2023. >> oh, my goodness. >> thank you for joining us. i am laura garcia. >> i am marcus washington. we are tracking rain and high surf warnings for you. thom jensen is in capitola which is still recovering from the storms a year ago. first, let's get to kari hall. >> we have had the storms coming in. we saw the rain yesterday, and also the gusty winds. that's creating big waves along the coastline. look at the wave heights we are currently getting, anywhere from 16 to 21 feet. the high surf warning will be in effect until tomorrow morning. on top of that, the water temperatures are cold so if anybody is caught up in one of the waves it can be a bit of a

shocker of how cold that water is. the big waves are compiled by the astronomical pulls from the moon. we will see the dangerous breakers continue today as the storms off the coast continue to push big waves in. the next storm is on its way. it will bring us our next round of rain go into tomorrow evening, and also continue into the weekend. and the town of capitola is bracing for the next big storm surge, and for many what is especially concerning is the high and powerful serve that has already proven to be quite destructive, and right now today in the bay's thom jensen is live, and thom, workers are still repairing that wharf. are they taking a break?

>> reporter: they are taking a break right now until the surf comes down. there has been more concern in the past hour, and workers are shutting down the entire village and getting peoples' cars out of here. they are afraid in a short time from now water will come crashing over the seawall and could flood the village here. everybody is concerned. they are concerned about the wharf. many have no insurance after the town was flooded and the powerful surf ripped the wharf in half. >> there's always a concern because, you know, mother nature

comes by, and you don't know what you are going to get. so far i think we welcome the rain, we just don't want the huge storms to go crash down. >> reporter: workers told nbc bay area last night that the wharf is still on schedule to reopen by the summer, and it depends on how much more damage it sustains this time. we have been able to talk to business owners and property owners here in the village and the neighborhoods around the village here in capitola, and they are really concerned because many of them, especially the businesses here along the beachfront lost their insurance policies, were dropped after last year. this year they are going it alone financially if they get damaged. they are really concerned. many of them have been looking at the surf and evaluating what they have to do. we will show you when it gets light out, and we will show you

watered the plants the night before, and nobody checked it before the children went into the backyard. a san francisco rapper and restaurant owner apologizing to mayor london breed that slammed her over the state of crime in the city. "san francisco our home," in the song he called breed a clown that failed to protect the city. he received backlash and this week he apologized and said he only did so after he received threats from an unnamed extremely powerful person. he said in his video, his business was repeatedly burglarized. oakland is going back to the

drawing board in the search for the next police chief. mayor sheng thao rejected the list presented to her. they are leronne armstrong, tucson police chief, kevin hall, and san leone police chief abdul pridgen who was being investigated for department policy issues. the president of the oakland police officers association says he's frustrated with the latest setback in the year-long search. >> this is job one. this should be the first thing that gets done. 11 months later is completely unacceptable. >> the oakland police commission president says he is looking

get larger. the mayor of new york trying to stop the nonstop flow of buses dropping people off in the middle of the night during the wintertime, telling bus companies they have to tell the city where they are dropping people off several days ahead of time or face the possible seizure of the buses. people are getting dropped off in shorts and flip flops. the city is not getting any kind of realtime information of when and where the buses will arrive. the mayors of new york, denver and chicago appealing to the federal government for more money. here's the mayor of denver. >> we have now seen more than 35,000 migrants over the course of the last year, and we have more than 4,000 in shelters tonight, and that's more than ten times the number when i took office just six months ago, and we have been incredibly

successful, but this is not the right strategy to help make newcomers successful our our cities successful. >> and blinken and mayorkas are in mexico meeting with officials there. mexico is doing what we asked of them, but that country is running out of funds and people to manage the unprecedented size of the flow. congresswoman boebert says she won't run for her current seat, but will run for a seat safely in a republican area instead. >> personally this announcement is a fresh start following a pretty difficult year for me and my family. i never had been in politics before, and i never had been through a divorce, something i never intended to go through. i made my own personal mistakes, and have owned up and apologized

up pretty high. we will see a partly to mostly cloudy day. we are starting to dry out a bit, and other areas are dealing with dense fog. this is a live look at the camera in dublin where visibility continued to drop. we are not really able to see much here beyond the camera, so just allow extra time to get to work this morning. coming through the tri-valley as well as in parts of the north bay, and in novato, visibility dropping to a mile and a half and maybe lower in between some of the sensors. we are getting really active storms out over the ocean and that's going to continue to force that water up along the coastline as we go into today. spotty light rain for now. we will track that with storm ranger. this is a bit of a break for most of us with the exception of the north bay still seeing some of the lingering light showers into the morning, as well as the early afternoon. most of us getting a chance to dry out. the next system comes in -- look at this, right at 4:00 to 5:00

in the evening. we will see some of the rain really starting to pick up and continue into tomorrow night and into saturday. the additional rainfall we will see after already getting about an inch further to the north, we could see another inch of rain, possibly an inch and a half for ukiah. most of us about three quarters of an inch of rain to up to an inch in the santa cruz mountains as well as along the coast. and so we will get a chance to dry out on sunday and into monday, and then on tuesday into wednesday we could be tracking another storm system that could briefly bring us additional rainfall. we have been needing good snow for the sierra, and every run of the computer models backs off on how were snow we will see, and so it looks more like two to eight inches of snow for the upper elevations. we will continue to watch that. as far as temperatures, it's warm for this time of year.
