good morning. it is saturday, december 30th, 7:00 and this live look outside. aww, looks calm out there. this is japantown in san jose. a nice morning out there. some of us still seeing some rain. looking calm in the south bay at the moment. thank you so much for starting your final saturday of the year with us. i'm kira klapper. cinthia pimentel has a quick look at our microclimate forecast. although still a lot of activity behind you. >> this is my satellite radar loop from the last couple hours. it was definitely an intense storm last friday night to wrap up the last friday of the year, but now that storm pushed on south and east. we've got a pretty good amount of rain in our high elevations from mount tam to the oakland hills. two inches of rainfall. san jose, alum rock as well racking up final friday of the year. right now storm ranger, scattered activity towards parts

of the central basin getting into san francisco. parts of southern marin to the north and down into parts of half moon bay and south. continuing with high surf warning until 2:00 this afternoon. do scattered activity throughout the day today and tomorrow, but clearing for new year's eve and talk about what's ahead for the new year. kira, back to you. >> cinthia, thanks. we will continue our weather coverage in a minute, including that look ahead to the new year's eve forecast. you can also download our free nbc bay area app. access to our exclusive interactive radar so you can track the rain and wind in your neighborhood this weekend. but first, we begin with breaking news this morning. multiple people now under arrest in connection with yesterday morning's shooting death of an oakland police officer. their capture unfolding in dramatic fashion in san francisco. it all happened around 11:00 in the city's bayview district. an sfpd armored suv and police

cruiser pursuing a car in connection with yesterday morning's crimes, but the police units crashed. the cruisers hitting a pole and the suv flipping on its side. we know four sfpd officers involved in the crash were taken to the hospital and are expected to be okay. police tell our photographer on-scene soon after the accident police tracked down those suspects on third street and arrested them. we are awaiting confirmation on exactly how many people were arrested in connection with the early-morning burglary and subsequent killing of oakland police officer tuan le. meanwhile, we are learning more about the 36-year-old killed in the the line of duty. officer le was shot and killed yesterday morning responding to a burglary call at an oakland cannabis dispensary.

he worked tirelessly t strengthen relationships between the local police and the neighborhoods. >> what was going on in my neighborhood, he was eager to get it done and wanted to, definitely cared about the community of oakland. >> reporter: keesha is still in a state of shock following the passing of 36-year-old police officer tuan le. she met him earlier in the year working the beat in other east oakland neighborhood saying he helped increase patrols after telling him criminals were casing her home with weapons. >> partially pass through in between service calls just making sure, like, you know, is everything okay around your home? >> officer down. >> reporter: the chilling radio calls between officers and dispatchers, a tragic scene unfolding along the waterfront. shot and killed responding to a burglary kill on the 400 block of embacadero in plain clothes,

unmarked vehicle. one suspect firing several shots at the car hitting le. he was rushed to the hospital and died from injuries. just hours after his passing law enforcement could be seen lining 14th street in tribute to le. his body moved from the hospital under a full police escort to alameda county coroners. >> this senseless murder of a police officer. one of the guardians of our beautiful city, it will not stand. >> the dangers and demands of this profession are real, and come with significant sacrifice. one of our officers paid the all miss sacrifice. >> reporter: le graduated from the police academy in 2020 working an a community resource officer in the past two years building positive relationships between opd and oakland residents. the 36-year-old is survived by his wife and leaves behind a lasting impact on communities that he was dedicated to keeping safe. >> he did everything that he

could in the community. he made us all happy. a lot of us around in our community are grateful for the work he'sete suratos, "today in the bay." the very nurse 14 years to be killed. in 20094 oakland police officers killed by gunfire in one day attempting to arrest a suspect for a parole violation. this tragic shooting death of the oakland police officer comes as opd nears one year without a permanent police chief. the police commission submitted its final list of the top three candidate this past week, but share sheng rejected it. back to the drawing board. the commission announced its new timeline for delivering a second list for mayor.

plans to recruit new candidates in january and evaluate them in february and send a new list to the mayor on march 1st. you may recall, merithew fired chief armstrong for alleged mishandling of cases of officer misconduct. 6 past the hour. the other top story the weather. began 2023 with damaging wind and rains and appear to end the year that way as well. "today in the bay's" jocelyn moran reports. >> reporter: problems piling up for people across the bay area as rain continues to fall. in contra costa county first responders taking a man to the hospital after his car flipped on its side. >> this gentlemen down the street came another 400 yards up the road and ended up running into this telephone pole flipping on its side. >> reporter: contra costa fire authority says he's doing okay. keep it slow.

>> so down. got to slow down. tough at night raining hard, and things are puddling up. pushing your car side to side, hard to see lines on the road. >> reporter: in sonoma county rushing water forcing many cars off the road. this in cloverdale smashing into a deck splitting it apart. crews are clearing trees the wind knocked over across the bay area and commuters are also facing a tough time. clogged drains cause the muni tracks to flood. the rain and wind causing all sorts of problems for drivers along highway 101. >> a little bit, when it's a lot of rain and a lot of carsen on the freeway. windshield, don't see nothing except lights and water. >> reporter: he drove to the city to pick up his mom and has another long drive back. >> be careful. keep my distance between myself and other cars, able to brake

and stuff like that. >> reporter: crucial at this storm moves through. in san francisco, jocelyn moran, nbc bay area news. in santa cruz county emergency officials want people to be prepared to leave the region that has already been hit with monster waves over the past couple days leaving behind damage and flooding. evacuations in effect in these areas. "today in the bay"s emma goss reports from an already battered capitola, bracing for more. >> reporter: late friday night evacuation warnings from the santa cruz seraph's office came into effect for capitola village and these areas. all areas where the high surf could wreak havoc on homes and businesses. kyl the capitola wharf is badly damaged from high surf over in santa cruz most of the wharf came back open friday after suffering extensive damage from monster waves.

but the sandbar in capitola won't be ale to reopen as quickly. the floors was lifted by thursday's crushing waves. >> the waves have been the problem. the waves come in, and they end right on the edge here. soon as they hit the edge, shoot upwards and shoot the floor upwards. so -- going to keep happening. it's just hopefully we'll not see something like we saw last january. >> reporter: after last january, the sandbar and surrounding restaurants underwent significant and costly repairs. friday marks the second time in a year he is replacing the restaurant's floor boards. >> put the floor in twice is tough. what are you going to do? >> reporter: working quickly to reopen he's unsure what damage will results from saturday morning's high tide. >> the swell is not supposed to be nearly as big as on the day of the damage but there will be high tides. so i would be silly to not be concerned, but i'm going to, my

welcome back. 7:13 on your saturday morning. final weekend of the year. cloudy skies over walnut creek. wet pavement out there as we hopefully bid farewell to this heavy rain as we look forward to welcoming the new year in tomorrow night. cinthia pimentel will have your micro forecast in a few minutes. but first, we have new details in the case against disgraced sam bankman-fried. prosecutors decided not to file another case against him. much of the evidence that would have been presented in the second trial already was submitted during the first trial. it added a second trial would not impact sentences guidelines, because the court can already consider all bankman-fried's conduct as relevance. last month the jury found the

former chief executive guilty of all seven criminal counts against him after a lengthy trial. sentencing is set for march 28th. the lights on the bay bridge could come back to the city in the new year. the nonprofit group illuminate installed the lights on the bay bridge more than fen years ago, but just this year forced to shut off the lights because of damage and wear and tear that the nonprofit couldn't afford to fix. the group began crowdfunding to repair and install more lights, looking to private donations as well. a report from the san francisco "standard" says the group is at nearly 90% of its funding goal. they need roughly $1.5 million to restore the entire project. if that funding comes in, the lights could be back on in the latter portion of 2024. well, of course, preparations are under way for the major celebrations tomorrow. especially in big cities like new york where close to 1

million people will watch this. the ball drop, in times square. here's a live look outside as they are preparing that beautiful ball for its spotlight tomorrow night. romney smith from our sister station in new york joins us now with more. >> reporter: the focus of hurns of thousands who come to times square will be fun but focus for nypd making sure everyone is safe. now, the organizers of the new year's eve ball drop in times square expect upwards of 1 million people to pack this area sunday night to ring in 2024 with the iconic ball drop. there are no known credible threats at this time, but police are ramping up safety and security efforts and also expect demonstrators related to the war in the middle east. now, thousands of officers will saturate new york city to make sure the celebrations are all as safe as possible, but are still asking for public's help to call police if they see anything suspicious. if you have never seen a new year's eve in times square i

highly recommend you put it on your bucket list. the energy is unmatched. reporting from times square, romney smith. >> all right. thanks, romney. back here locally as we move you forward into 2024, the heavy rain will move out for your new year's eve plans, but in san francisco, there might be low visibility for fireworks, because of cloudy conditions. they're expected tomorrow. seeing them today, as well. still the city is making its final preparations for its annual waterfront fireworks show, but thousands of people who are expected to celebrate should prepare for some restrictions getting there and getting around. the show will happen at midnight in the bay in front of the ferry building, but along the embarcadero, there are already signs warning drivers not to park there. if you're hoping to go to treasure island for that expansive view of the bay, the police department says, not so fast. construction projects there will impede the ability to get on and off the island and to park there. it's something tourists have

>> last night, just coming down. >> really was. >> couldn't take the dogs out. a short amount of time, struggling. better conditions today for everybody to get in the pockets going on outside. out to storm ranger, most activity pushed south and east. just have one line of showers here pushing in through parts of the north bay. from novato up towards santa rosa, petaluma. light amounts compared to yesterday. down through san francisco, peninsula also spotty showers, and that will carry on towards the coastline. san jose, east bay relatively calm for this time of the morning. looking at temperatures for today and tomorrow. similar. 50s and 60s around the bay. tomorrow that you'll feel those changes, cooler. typically after a cold front, colder asettles in. i want to warn everybody about as we take it on into this afternoon. we do have a high surf warning with us. not getting sensors there. don't mind that, but everywhere else waves are already 12, 14 feet and could go up to 38 feet.

still dangerous conditions out towards the coastline, and localized flooding with the coastal flids. we do have higher than normal tides coming in. road closures possible. avoid everything with the coast and taking it nice and slow. take you hour-by-hour for you. spotty chances. late e this afternoon clearing pockets of rain through morgan hill and gilroy. that's it for saturday night plans. things are much calmer compared to yesterday afternoon. a lot of moi chers rising into early morning hours with fog and going into sunday afternoon, i wouldn't put out any tables or any decorations until just light amounts pass through. mid-afternoon hours. things look better for our new year's eve night. come to tahoe. lots of people heading there. not a lot of snow, but could be danger out on the roadways and traffic. we do have that winter weather advisory until at least 10:00 this afternoon. we won't see substantial snow until we get into next week. here is that next storm. comes in late tuesday night.

hospitalized after his car flipped on its side. not clear if rain was the primary factor in this crash, but reminding drivers slow down in these conditions. >> slow down. yeah. got to slow down. it's tough at night like this when it's raining hard and things are puddling up pushing your car side to side hard to see lines on the road. >> and the city didn't escape damage. clogged drains caused flooding on muni tracks at third and mission not far from oracle park. highway 101 was one of many bay area freeways hit with sloppy and dangerous driving conditions. and there's a new message from emergency officials in santa cruz county where the forecast is calling for more monster waves. they are saying be prepared to leave. evacuation warning, in effect for parts of capitola, rio del mar concerned about flooding that could do more damage. they saw this in january of this year. some of the village of capitola still recovering from january's

"today in the bay's" scott budman shows the new set of risking landing gamers in the e.r. >> reporter: they're cringe-worthy videos seen more often these days. someone hurt playing a game with a virtual reality headset on. sometimes ending up in the hospital in this case -- the stamford e.r. >> basically punched the wall while playing a vr game. didn't see the wall there in front of them. they were lashing out at something and hit the wall with their hand a broke one of the bones in their hand. >> reporter: visiting another world forgetting where they really are. >> actually you basically transform to another universe. >> reporter: sometimes forgetting where they're tv is -- or end table -- or even

another person standing close by. >> saw a large number of injuries to the face and moves not just -- just themselves. injuries to other people. >> reporter: saying above 1,000 vr-related injuries a year now. not a huge number, but if you've got a new vr set, injuries are entirely avoidable. >> i give them very specific tips. stay way way from stairs, away from balconies away from windows. stay away from other people. >> reporter: a little perspective to all this vr game injuries make headlines, but in the grand scheme of things there aren't that many. partly because vr headsets haven't taken off as much as a gift yet and during a year 1,300 people were injured playing vr games more than 16,000 were injured playing pickleball.

with storm ranger. through parts of marin, southern marin, golden gate bridge and bay bridge. daly city potential for thunderstorms later gaining more instability in the atmosphere. towards the north bay from san rafael through santa rosa, scattered rain and coastline could see light thunderstorm activity. better clearing going through the the day. be careful, however, out at the coastline. stay away completely. we have a high surf warning until 2:00 this afternoon. breaking waves could go from 26 to 38 feet. you don't want to be anywhere near that. also we could see potential for localized flooding as those tides are higher than normal in and around the immediate bay. as we take you on through and give you a look hour-by-hour, a chance of seeing scattered light activity through today. evening tonight, also looking calm. start off our sunday with fog cover over the bay area before seeing a chance of light rain developing in early afternoon hours but nothing compared to

welcome back. moving forward finding solutions. back in 1983 a large anonymous donation created bridge housing. over the last 40 years bridge addressed a desperate need for affordable housing in the bay area. as "today in the bay's" shows us, providing more than just a place to live. >> reporter: a lot to say for joe. >> 30-plus years ago when i was my son's age, 2, 3, just come outside, run around this little play structure. >> reporter: joe grew up in this apartments next to the embarcadero and bay bridge. attended different elementary schools in the city. played basketball in the courtyard and recreational league and in high school, led to a basketball scholarship at universe of alaska fairbanks and now pursuing a doctorate thanks to a scholarship from bridge. >> friends who weren't on this panel. everything combined with family and resources -- and community,

francisco. it all happened around 11:00 last night in the city's bayview district. an sf pedestrian armored suv and police cruiser pursuing a car in connection with yesterday's crimes when they crashed, as you see here. this is the cruiser that hit a pole. the suv flip and its side. four sfpd officers were involved in the crash taken to the hospital. we are told they're expected to be okay. police say soon after that crash, police were able to track down those suspects on third street and arrest them. we are awaiting confirmation on how many people were arrested. this is all in connection with that burglary and subsequent killing of oakland police officer tuan le. we are learning more about the officer. shot and killed responding to a burglary call at an oakland cannabis dispensary at ninth and

embar embarcadero. he was in plain clothes in an unmarked car. one of the suspects fired several shots at his car hitting him. le later died from his injuries at the hospital. law enforcement could be seen lining 14th street in tribute to le as his body was moved from the hospital to the alameda county sheriffs oft under full police escort. the 36-year-old is survived by his wife and clearly leaves behind a lasting impact on the community he was dedicated to keeping safer. our other top story this morning continues to be the weather. a new message from emergency officials in santa cruz county where the forecast is calling for more monster waves, and authorities are saying, be prepared to leave. evacuation warnings are in effect for parts of capitola, rio del mar and pot rowe dunes.

concerns about more flooding leading to more damage. in capitola, som o the village is still recovering from last january's bomb cyclone. yesterday's high tide flooding set them back even more. the sandbar a restaurant in capitola is not able to reopen today because flooring you saw there was lifted by thursday's crashing waves. the owner tells us this is the second time just this year he's had to replace that flooring. >> the waves come in, and off the edge. soon as they hit the edge shoot upward and shoot the floor upwuds. it's going to keep happening. it's just hopefully we won't see something like we saw last january. >> in neighboring santa cruz, most of the wharf reopened yesterday. it also suffered extensive damage because of those monster waves. and as we move you forward into 2024, that heavy rain will move out for your new year's eve

plans, but in san francisco, there may be low visibility for fireworks because of cloudy conditions expected tomorrow, and we see them right now. still the city is making its final preparations for its annual waterfront fireworks show. the thousands expected to celebrate should prepare for restrictions getting there and getting around. the show will happen at midnight in the bay in front of the ferry building, but along the embarcadero already are signs warning drivers not to park there. not even to stop, they'll be towed. hoping to go to treasure island for that expansive view of the bay, the police department says not so fast. construction projects there will impede ability to get on and off the island and park there. so people headed out need to plan ahead, and cinthia is here with one last check of the forecast. >> you'll still need umbrella today. a chance of seeing scattered showers throughout the day. possibility of thunderstorms, too. things should taper out for our sunday plans. again, that visibility is the concern with a few showers, but
