today. we'll be talking about this in a few minutes. mike, what about those pallets on the roads? >> we're looking at the nimitz and judging by the speed sensors, it looks like there may have been a traffic break that just cleared. the report said it should be clearing up any second. southbound, 880, around winton. a smooth drive past the san mateo bridge and the dumbarton bridge. everything is good. remember, 84, niles canyon, there is traffic control, but you can access that section. over here toward the bay bridge, it looks like things are picking up as far as volume. flashing lights, no big deal. just a bigger vehicle. back to you. we begin this hour with breaking news in the east bay. people in one san pablo neighborhood being ordered to stay in their homes. the contra costa county sheriff's office issued a lockdown order connected to police activity in the montalvin manor area near heather drive and rachel road. we have a live look from outside the police blockade.

everyone is being advised to close and lock all windows and doors and avoid calling 911 unless it's an extreme emergency. our bob redell is there live at the scene. he just spoke with a witness about what they described as repeated gunfire. we'll have a live report in our next half hour. another breaking story for you at this hour, a big political leadership shakeup, more than a week before super tuesday. the head of the republican national committee stepping down. "today in the bay"'s alice barr is live in washington this morning. alice, what do we know about ronna mcdaniel's overnight announcement? >> reporter: well, marcus, mcdaniel's resignation has been rumored for some time, it is now official and it is effective next month. and the announcement comes following former president trump's endorsement of a new slate of leaders to direct the party. less than two weeks ago, mr. trump endorsed north carolina gop chairman michael watley to be the rnc's next chair. in a statement, mcdaniel's said
6:04 am
it had been an honor and privilege to serve as chairwoman for seven years. mr. trump hand-picked her after the 2016 election to serve in the role, the second woman only to ever do so. at the time, the former left to become the chief of staff at the white house. criticism of mcdaniel's leadership had centered on fundraising and grassroots efforts. the party's latest disclosure with the federal election commission showed a cash crunch with the party having less than half the cash on hand as the democratic national committee. >> alice, of course this is all coming with that announcement from mcdaniel after, over the weekend, former president trump winning big in south carolina. >> reporter: he did. and it was significant in that that was nikki haley's home state. she had hoped to put up a strong showing there. but really it was not entirely unexpected at this point. he beat haley by 20 points in south carolina, a state where haley served as south carolina
6:05 am
governor from 2011 to 2017, a total of 50 delegates on the line, split between the statewide winner, mr. trump in this case, and the winner of each congressional district. the former president takes home 47, haley takes home 3. the former president has come in first in every gop presidential contest so far this year. zooming out to the general election, which is where former president trump certainly is already looking, we do know that immigration, border policy are big issues, and also a big vulnerability for president biden. there is a new biden campaign ad out accusing mr. trump of sabotaging a bipartisan border bill, shows him answering a question about the issue during a fox news town hall. three u.s. officials tell nbc news the biden administration is considering new actions to try to make it harder for migrants to claim asylum, and this all comes against the backdrop of super tuesday, coming up in a

week. a lot on the line. >> certainly a lot on the line, indeed. alice barr in washington this morning, thank you so much for that. well, as the clock ticks down to march primaries, make sure you stay with us on nbc bay area. all you have to do is make sure you find out what's going on. we have all the things for you. you see the qr code right there on your screen. point your phone there and you're going to get sent to our elections page on our website, nbc bay area. it will be a great resource and give you information about where you can cast your ballot, as well as what races to watch for. happening today, one of the most dangerous roads in san jose is set for major safety improvements. we're talking about king road. it stretches six miles from berryessa road to east capitol expressway. in the past five years, eight people have died, 21 have been injured on the road. now the city's transportation department wants to implement new safety measures. these include wider sidewalks, more bike lanes and bus stops, as well as green spaces for the

community. today two community forums are happening, one happening on south sunset avenue from 5:30 to 6:30, the other at hubbard media arts academy from 7:00 to 8:30. the plan is anticipated to be complete in april. a sweet ending to a saga which pitted a small business owner against a silicon valley giant. you may remember last week we were telling you the story of the owner of the giving pies who felt stiffed after accepting a contract with tesla. >> "today in the bay"'s kris sanchez joins us with elon musk's now personal promise to try to make good, and whether tesla did. >> i think we were all a little shocked to see elon musk get personally involved in this small bakery issue, but it was a sweet ending to that saga, which did pit that small business against the silicon valley giant. now, we do know that after accepting a contract with tesla that was abruptly canceled, that business owner was left holding the bag. so tesla working to make good,
6:08 am
but the community doing even better this weekend, showing up by the hundreds to support this small black and woman-owned business. >> i feel like, oh, my gosh, it's incredible. i'm blown away. i didn't do it for that. i'm so grateful, you know. it's amazing. people are amazing. >> more than 300 customers showed up to support the giving pies on friday and on saturday. the owner, rasetarinera, says she received donations from across the country and from people as far away as the netherlands and sweden. we introduced you to her last week after her catering job for 4,000 pies for tesla was canceled. elon musk posted personally, will make good with the bakery. rasetarinera says an officer offered to reimburse her for the $2,000 worth of supplies she
6:09 am
rushed to be ready for the previous order and offered her a catering job for 3,600 mini pies for a women's day celebration in march, but that's a job she had to turn down. >> unfortunately, i cannot do their catering, even, because with all the business we got, we depleted the crust and then we also have pie day to prepare for. so there's no way. >> rasetarinera says she is willing to work with tesla in the future, so that wasn't the issue. but she does want to make good on orders she already has. she's likely to stay busy now that people, including the current and former mayors of san jose, have gotten a taste of her sweet and savory pies. this is a win for the community, because as the business name suggests, the giving pies, they do give back to the community. they're very involved with e-sports, which is an organization that is inclusive sports for all kids of all
6:10 am
abilities, and she also donates regularly to local schools. >> i was amazed, across the country. my brother was texting me saying, have you heard of the story? yeah, we're covering it. >> and he's in florida. >> and she has gotten small donations, she said $4 here, $5 there, but people are, like, what can we do to help? >> he's already like, let's go when i come out. okay. that's nice to see. >> thanks, kris. now to a live look in san francisco this morning, getting started with the day. meteorologist kari hall has been tracking what we can expect. how is it looking? >> we had such a beautiful weekend. hopefully you were able to get out and enjoy it. we're going to see some changes coming in. we're starting with a few clouds rolling by over dublin, but we do have a nice and clear start. a few clouds reaching in from the south, but also notice the clouds coming in from the north. that's the cold front. the leading edge of that out ahead of it will bring us some scattered showers by late morning. we'll see that in the north bay
6:11 am
by around 9:00 to 10:00, and then going throughout the day with hit-or-miss rain that continues into at least the early afternoon. we'll be talking about how cold it gets. mike is showing something else dropping, gas prices. >> local lows are familiar, but the rest of the state seems to have gone up so our are improving on the list of the top ten. concord's gas & matter is still the third best in the state, $3.65 at the top. san jose is also in the top ten with $3.69 at great gas on stevens creek boulevard. again, same price they were last week. and in the north bay, the best they can do is $3.99, still under 4 bucks, on magnolia avenue, marin gas in, of course, larkspur. we get the price, information and towns on gasbuddy.com. on the roadways, a smooth drive. pretty much nothing unexpected. the crash or the pallets in hayward have cleared from southbound 880. a typical build here for highway 4, 37, and of course the bay

bridge there's the berkeley curve. back to you. >> thank you so much. 6:11. excitement growing for april's solar eclipse, but where do you have to go to see this rare phenomenon in all of its glory? coming up on "today in the bay," we're going to tell you the best spots to be if you want to catch that spectacular site. >> i have one of those. it is well worth the flight. coming up in business and tech, the supreme court considering big questions about social networks. let's go to the futures this morning. the stock market has been on fire lately. at least we're going to start positive. and
6:13 am

6:15 am
good monday morning. we're starting out clear as we take a live look outside in san jose. it's also a mild start, with temperatures in the mid-50s. but then clouds roll in and rain chances go up between late morning and the early afternoon. we are going to see spotty showers and then temperatures dropping. i'll talk more about this and a bigger storm ahead in a few minutes. and more commuters traveling through this area, the richmond toll plaza heading toward san rafael. no problems, no surprises. we do have a backup and there may be a new crash in contra costa county. we'll bring you that and i'll tell you what i find coming up.
6:16 am
good morning. very happy monday to you. the markets had a great week last week, the dow closed at a new record. the s&p 500 went above 5100 for the first time. nasdaq didn't hit a record but it's the highest we've been in a year. at&t says it will give subscribers a $5 credit for that outage last week. doesn't sound like much, but $5 is the average per day cost of subscribing to at&t. and the social network, which it may surprise some people trades as kind, is making a change at the top, bringing back its founder, former ceo, to be ceo again, invented next door back in 2008. the social network designed to bring neighbors to communicate. if you've ever been on next door, it can bring people together or divide them to the point they're not speaking to each other anymore.
6:17 am
such is the danger of social network t. who can say what and who gets to decide is going to be an argument this morning before the u.s. supreme court. states like texas and florida say social networks like facebook and twitter should not be able to sensor people's posts. politicians in those states particularly worried conservative voices are being censored. the case is named by attorney general ken paxton. now, california not involved, but california law does have laws making it easier for networks to curate their own content, that's created what pundits are calling the splinter net. we won't get a decision. this is arguments only. on one side, those who say facebook and other networks are like a neighbor, they built it, they own it, they should get to decide what's in it. the other side argues it's more like a telephone system, anyone should be able to use it for any conversation they want and the phone company shouldn't stop

them. president biden expected to sign an executive order this week making it harder for american companies to sell your data to data brokers who may then sell it to foreign countries, like china. in particular, location data and, interestingly enough, genomic data, if you take one of those dna tests, for instance. the concern is foreign countries hostile to the united states may be building databases on americans, which makes a heck of a lot of sense. you track enough americans, you may be able to pick up the next senior senator from wherever when they were a kid, and then have things on them, i know things about you that you don't want people to know, senator, maybe vote our way. >> interesting. >> things online live forever. 6:18 right now. there is some excitement building for an out of this world event, and many people are traveling far to get a glimpse of it. the total solar eclipse happening in six weeks, and it
6:19 am
will travel across 13 states from texas to maine on a singular path. so experts are saying that you won't be able to see it if you stand outside of that path. that's why millions of people are expected to flock to be inside that zone when it happens. some say that it is a once-in-a-lifetime opportunity. >> i feel like we've hit the cosmic lottery. we're planning downtown festivals with bands playing and venders and food trucks. >> if you're wondering, where do i travel? experts say the best place to view the eclipse is in texas. states outside of its path will only get a partial glimpse when it happens, and that includes california. new at 6:00, how about sauntering up to become the new owner of marin's oldest bar? the william tell house on highway 1 in tomales is up for sale. the saloon dates back to 1877. the property includes a popular restaurant and inn with four
6:20 am
rooms. you'll have to really pony up if you're considering making an overture. it's listed for over $2.6 million with some of the money covering business licenses. >> and you have to play the song over and over again. >> the william tell overture, there you have it. sunny skies out there today, maybe. >> starting out sunny, but we'll quickly see clouds coming in. and that's kind of the leftovers from the weekend before the cold front gets here. we can see that there is some clouds reaching up from the south, with some warmer and milder conditions. and then we have a cold front coming in from the north. all of this meeting up over the bay area today, and we'll start to see rain developing. as far as our temperatures, definitely lower compared to yesterday, headed for the low 60s in much of the north bay, san francisco and san mateo up to 60 degrees, and 64 in san jose. but then going into tomorrow, those temperatures only make it up to 62, which is cooler than
6:21 am
normal, and we are also going to see some cold mornings ahead. a look at our hour-by-hour forecast shows that at 10:00 we start to see some spotty showers developing in parts of the north bay. and then going into the afternoon, as well as the evening, hit-or-miss rain across the bay area, but most of that clearing out around sunset this evening. we're looking at a few hundredths of an inch of rain, that's if you get anything at all. it could be up to a tenth of an inch of rain for morgan hill and los gatos, where we could see slightly higher amounts. the warm air moving away, cool air arriving. it will get colder by the weekend with a bigger storm system, a bigger cold front dropping in, and the potential of widespread rain and snow levels lowering for this sierra, and even in parts of the bay area, where we could see some snow capping some of our mountains. we're looking at thursday, friday, saturday, those rain chances continue, and it may clear out by sunday. we're going to see a significant
6:22 am
system really hitting the sierra pretty hard. so what we see today and tomorrow with the cold front coming in, about 1 to 3 inches of snow. let me show you what's been consistently showing on the computer models for the weekend, the possibility for south lake tahoe to get 53 inches of snow, and up to 85 inches of snow in kingvale. that's just this weekend. so this is going to be a major system coming in, and also lower snow levels that could cap mount hamilton, mount diablo for saturday as temperatures drop. so we'll be watching that. mike, you were looking at a crash in concord. >> it's a critical junction, everything seems like it's off to the shoulder or mostly, but it does involve a big rig. there's a crash in the westbound commute direction, at least a distraction and a build out of pittsburg and bay point. not an unusual pattern, but we have the backup at the bay

nbc bay area responds to a peninsula teen whose road to a driver's license was a little bumpy. >> she turned to consumer investigator chris chmura's team for direction. >> good morning. suzy in san carlos didn't want to go on camera, but her parents were okay with us telling her story. they paid $39.88 for suzy to take an online driver's ed course with a company called driveredtogo.com. suzy passed and her course was supposed to culminate with a certificate she would take to the dmv so she could take her learner's permit test. weeks later, no certificate. so suzy's family called us, we contacted the folks who run driveredtogo.com. two days later, they sent suzy a certificate. the company told us its had shipping delays and it advised students to avoid scheduling appointments until they receive their certificate.
6:27 am
we learned something new in helping suzy. california licenses driver's ed schools. driveredtogo.com, for example, is licensed. if a school isn't licensed, the dmv doesn't accept your coursework. before you choose a driver training class, go to the dmv website dmv.ca.gov to make sure the school is licensed. if you need help driving home a consumer problem, scan the qr code on screen right now to fill out our consumer complaint form online. we have a lot more ahead at 6:30, including an update on breaking news we're following in the east bay, where a lockdown is under way. >> reporter: you can see behind me, shelter in place at this neighborhood in san pablo. the woman who lives her who tells us she heard gunshots. and we are tracking a surge in norovirus cases. we talk to one local expert

here, she tells us that she heard someone firing a gun about a block away from where she lives in this lockdown area. you can see the area that has been blocked, you've got -- i believe that's chp blocking that entrance, not letting people in. people are allowed to leave as they're heading to the left side of your screen, presumably heading out of this neighborhood to go to work. this is one of the areas blocked, san pablo at kay road. the sheriff's office put out an alert around 3:00 this morning that there is, quote, law enforcement activity. they wouldn't specify what that is. they haven't confirmed what that woman told us. they did tell people in that neighborhood that they need to lockdown. >> around 3:55 i heard gunshots, my neighbor also texted me and said somebody has been shooting since 1:00 a.m. so she's, like, be careful. so i left out of there, i had the expectation i was able to go back home, but no. >> reporter: here is a map that
6:33 am
shows the area that has been locked down. this is a neighborhood with several homes, some businesses, one elementary school. it's border by san pablo and the giant highway on the other. highway 80, this is north of the freeway, close to the edge of the bay. the sheriff's office says law enforcement activity is happening in the montalvin manor area. they're asking people to stay inside, close and lock all windows and doors, do not call 911 unless you need to report a life-threatening emergency. people have been coming out of their homes, getting in their cars and driving out. we know there's people trying to get back in. as you heard that one woman say, they're not allowed back in. once you leave, they're not letting you back in because there's a lockdown. montalvin manor elementary is within the lockdown area. not clear if classes will be impacted today. reporting live in san pablo, bob

redell, "today in the bay." >> probably alarming for a lot of folks in that area. thank you for the latest. let's check that forecast for you this morning, meteorologist kari hall has been tracking how things are looking. it looks like fog is starting to come in. >> we had low clouds developing, and after such a clear, sunny, beautiful weekend, things are already starting to change for us. as the cold front moves in, we're going to see a chance of showers by late morning into the afternoon, and tomorrow will be much colder to start out, and we're headed back to the sunshine. we'll have a little break midweek from any rain chances and then a colder storm moving in by the end of the week. we'll be watching out for that as we take a look at when and where we may see that rain. first starting in the north bay, some hit-or-miss showers, and it will continue at least into the early afternoon. so i'll be tracking that for you. and more coming up on that end of the week storm in a few minutes. >> thanks, kari. deputies are releasing new details about a family conflict that erupted into deadly

violence in the east bay. this happened saturday afternoon at a san leandro complex near foothill boulevard. officers found man in his 30s shot and killed outside the complex. they then found two more men suffering from gunshot injuries at a nearby apartment unit. one of those two men also died. investigators say all three men are part of the same family. and also, a judge hears arguments about whether a florida man is competent enough to stand trial for allegedly joyriding in a palo alto small plane. the incident unfolded on february 8th, when investigators say that luis arros stole a plane and flew it over the peninsula skies until it crash-landed on a beach in half moon bay, and then he ran from the scene before officers arrested him. he's entered a not guilty plea. prosecutors say the case is suspended until a doctor examines his competency. new at 6:00, cruise is responding to reports its

norovirus in the community. you know, when you bring people together, they're sharing a lot of food, they're sharing a lot of surfaces. this is kind of norovirus season. >> how do you protect yourself? experts are saying the best protection is washing your hands often, with soap and water, not just using hand sanitizer. only bleach will kill norovirus on surfaces. how about some good news? there's all kinds of buzz surrounding the a's this season, including the potential move bay area fans would rather not embrace, thank you very much. but some of it also is about the brand new team in the broadcasting booth. >> ground ball up the middle. outrageous dive. flipped behind his back! throw to first! oh, my goodness! >> all right, that's video of the call of chris caray calling names last season for the aa minor league amarillo sod poodles. now he is part of the a's new broadcasting team, which also

had to our monday morning over san jose. and we're seeing a lot of colorful hues in the sky, some bright oranges with some clouds starting to drift in. this is not the view for everyone, because we are going to see a lot more clouds coming in, and also we see the clouds reaching up from the south, meeting up with a cold front dipping in from the north. once that arrives, our rain chances will start to increase. and we're going to see an end to the warm and sunny weather we had over the weekend. in fact, by 9:00 to 10:00, we could see some spotty rain popping up in parts of the north bay. as we go through late morning into the afternoon, that continues to make its way farther to the south. and you just want to keep the umbrella handy. not all of us seeing a lot of rainfall, but we are to at times see spotty rain here and there, and it looks like for most of us it's just a few hundredths of an inch of rainfall. could be higher for morgan hill, los gatos up to a tenth of an inch of rain. warm air moving away, cold air
