of our southern border was shut down. president biden side-stepping congress to make a more aggressive attempt at stopping a surge in illegal crossings. the directive taking immediate effect overnight. nbc's julie ainsley has more from the texas border. >> reporter: facing fierce criticism of his handling of the border crisis, president biden unveiling new executive action. >> this action will help us gain control of our border. >> reporter: the executive order will bar many migrants who cross the border illegally from requesting asylum when illegal crossings are over 2500 per day, like they have been for the past three years. the restrictions last until they dip below 1500 per day. >> they choose to come without permission and against the law, they'll be restricted from receiving asylum and staying in the united states. >> reporter: it's 3:30 p.m. in hidalgo, texas, and this bus is transporting migrants who just came through the border wall. they'll be able to claim asylum. but those who cross after midnight will not. but there are exceptions to the restrictions, including

unaccompanied children, bus mig plus, migrants can still request asylum at ports of entry. nearly 10 million crossed over since president biden took office. the president blaming republicans for blocking a bipartisan security bill. >> i've come here today to do what republicans in congress refuse to do. take the necessary steps to secure our border. >> reporter: but republicans say biden sparked the crisis by reversing trump border policies, blasting his move as an election year stunt. >> he can close the border down entirely. he's not going to do that. he has no interest in doing that. they want it wide open. so this weak measure here, don't be fooled. >> reporter: while some democrats also slamming the president's action. >> it's not a time for us to turn to trump-era policies. it's not time to go and use the tools that trump used. >> reporter: we met a venezuelan family who entered at a port of

has won the democratic primary for senate. speaking to lawrence o'donnell last night, he described the stakes ahead of the general election. >> i'm running against both an indicted sitting senator as well as someone whose first action in politics is to endorse a convicted felon. i think that's the dynamics of this race here in new jersey that i'm facing for the general election in november. >> kim was referring to his republican opponent curtis bashaw and bob menendez. menendez's son won the democratic primary in the garden state's eighth district. indian prime minister norendra modi won a historic third term in a six-week election that saw 632 million people cast a ballot. but this was not the victory he was expecting. his party suffered a setback and

lost its majority in parliament. for the latest, let's go to claudio lavanga. what is the significance of this outcome? >> reporter: good morning, frances. as you mentioned, the fact that norendra modi won the election was not a surprise. even ahead of the election his popularity rate was over 70%. what was a surprise was that it was not a landslide victory that he and observers were expecting. now his coalition in the end won only, if you can say that, less than 300 seats in parliament, which is still the majority, which is not the overall majority, it's a small majority which will force him since he came to power to seek support from outside of his coalition, and that is not a given. because the leader of the main opposition party, which did very well, the indian national congress, have said they will try to form their own coalition. whether or not the prime minister of india will manage to form an extended coalition, there is, this election shows

that he has lost some support from the indian electorate, and according to critics, this is due to two reasons. one is that india is still the fastest-growing economy in the world, but there are not enough jobs for everyone. and they say modi's nationalist politics have divided the country. so whatever happens next, india is the world's biggest democracy, and it's hanging in the balance right now. louisiana lawmakers are sending a bill to the governor's desk with a first of its kind punishment. under the law, judges could order surgical castration for people convicted of sex crimes against a child under the age of 13. a handful of states, including louisiana, california and texas have laws in place allowing chemical castration, but this new legislation would allow a much more invasive procedure. the bill has received pushback

with opponents calling it cruel and unusual punishment. several people are recovering after a monster truck stunt gone wrong in maine. a video posted to social media shows it going over a jump and bringing down two utility poles, one crashing into a crowd of spectators. two people were hospitalized but are expected to be okay. several others were treated for minor injuries on the scene. millions from texas to california are sweltering under a dangerous heat wave. temperatures soaring into the triple digits much earlier than usual this time of year. the heat also increasing the risk for fires. on tuesday, firefighters in sacramento contained a brush fire that threatened homes. meanwhile in tracy, crews there have managed to get control of the massive corral contained co. >> summer coming in hot for

parts of the southwest. you can see all of the heat alerts that remain up. they're going to continue likely through the end of workweek. 25 million people included in those, stretching from parts of california to texas. and you can see why. we've got a really strong ridge of high pressure across the west creating these temperatures that are running way above normal for this time of year. 10 to 20 to 25 degrees above normal across this region. here's some of the spots where we can expect record highs. las vegas in there, reno in there, phoenix in there as well, stretching out into parts of colorado as well. this issing s something we'll w through the weekend. tucson at 105. by tomorrow we're going to likely see some of these records happening. las vegas, 112. phoenix, 112 as well. albuquerque in the high 90s.
