a strip mall. we just heard from deputy fire chief. we are live there at the scene with an update and a first look at that damage. now, as the sun is coming up and we can still hear like the screaming and shooting outside, and it's just scary. a georgia community grieving after a senseless act of violence. two students and two teachers killed in a high school mass shooting. the new details being revealed about the suspect's past threat. plus, another scorching day across the bay area. but some relief is on the way for tracking when cooler temperatures are set to return. this is today in the bay. good morning to you on this thursday.

thanks for allowing us to be a part of your morning. i'm marcus washington, and i'm laura garcia. we're going to check that morning commute with mike, see if things are busy out there. but what about this heat that's hanging on over the bay area? carey. it's going to continue today. and tomorrow and then gradually start to back off as we head into the weekend. it will be slightly cooler then and for next week. more seasonable weather coming in to much of the bay area. here's a look at where we're starting this morning. we're at 52 in sonoma, so there are some really cool sparse spots to start out the day. we're at 64 in san jose and 53 in san mateo. but then when we take a look at our highs, it's going to be really heating up again for this afternoon. 75. nice and comfortable in half moon bay and upper 70s in san francisco, but across the bay in hayward, it's in the upper seconds and upper 90s in livermore, with a high of 103 degrees in fairfield, and will be matching that temperature in gilroy. so we'll talk about what's ahead with a gradual cooldown in our forecast coming up. mike now you're tracking a

traffic alert. you have two incidents going on this crash. but i think the alert was called because of this disabled big rig that continues to block most lanes of southbound nimitz. only your two left lanes are open as you head southbound out of san leandro and then merging with all this traffic coming off the castro valley, y slowing you down in toward hayward. it's clear by the time you get past a street, but do watch for that out of oakland and heading down toward past the san mateo bridge. that's the alert for folks. the rest of the bay does move relatively smoothly down in the south bay. the issue is just off of 680. 101 has your typical slowing. and then for this on alum rock, we hand it right back to you for that news. all right. thanks, mike. well, first right, that breaking news you were talking about firefight right now battling a fire in the east san jose strip mall. first calls came in about two hours ago today in the bay's kris sanchez is live at the scene this morning. it appears several businesses damaged behind you. kris yes, this is a really dense strip mall here. this is just

one part of the strip mall that you see here behind me. but this fire was so intense that as i was getting here, about 45 minutes after the first calls, i could see the flames from the freeway. now, firefighters right now are trying to make holes into the roof so that they can access any fire that might still be burning inside these businesses. they are going in through a billiards business. however, there are several businesses in, you know, right, one next to the other. and the deputy chief we talked with just this morning said that there's no way to tell at this point where the fire started, though there is an arson investigator on the way to do their work. of course, that is customary in this situation. now, the first calls came in about 345 this morning. quickly went to three alarms. there were about 60 firefighters here at the time. they doused the roof. they had to pull back, though because it was too dangerous to enter. i did talk with one owner of the billiards business who was frustrated that the firefighters were outside and not going in.

they're all just standing there watching it burn. it was more like everyone felt like more like a family, a community. it's all regulars. this incident proved pretty difficult and complex due to the overhang, what we call a mansard on the alpha side or the front of the structure, so we can't see what's happening behind that mansard or overhang. and it poses a significant risk to our first responders. now, you saw earlier behind me, the firefighters working on that mansur or that overhang, there is a collapse zone because sometimes these overhangs are unsupported. so once they catch fire, there's really nothing to hold them up and they quickly come down. so this is a safety issue for the firefighters. i will mention as mike has, that this is going to continue to impact traffic on alum rock avenue. the northbound lanes along calvary cemetery are closed. so between north capitol and the end of the cemetery, i

think it's alexander street on the other side. those will be impacted, deputy chief said that they are working with valley transportation to make sure that people can get to work as quickly as possible. they're hoping to reopen those lanes. but as i mentioned, this is a really dense strip mall. there are businesses all on the other side. there's another part of the strip mall that's behind this part of the strip mall. there's part of the strip mall here, and there's more businesses on the other side. the deputy chief says that they are working with pg&e to try to make sure that any business that is unaffected by the fire can be open for business today. but again, this part is still in the works and firefighters still trying to make it safe enough to go inside in san jose. kris sanchez today in the bay, all right. yeah. certainly is looking a busy place out there. all right chris thank you. well developing for you this morning one man is suffering from life threatening injuries. this is after a shooting last night in san francisco's mission district. happened a little after 8 p.m. on mission near 16th street. 16th street. bart

station. police are not revealing the victim's injuries or what may have led up to that shooting. so far, no arrests have been made. classes are canceled at apalachee high school in winder, georgia, for the rest of the week. it follows that deadly school shooting. two teachers and two students were killed. nearly 24 hours ago. the victims ranged in age from 59 to 14. today in the bay brie jackson joins us live from washington this morning and brie some new developments indicate that teenage suspect was actually once under scrutiny by federal authorities. that's right. laura. so georgia authorities say the 14 year old gunman was interviewed in connection with online threats to carry out a school shooting last year. they say he denied making the threats. and at that time, there was no probable cause to arrest him. fear and heartbreak rippling through winder, georgia, after a 14 year old gunman opened fire at apalachee high school, killing

two students and two teachers and injuring at least nine others. everybody was like calling 911 in their moms, and we could still hear like the screaming and shooting outside, and it was just scary. i feel sorry for the kids that they've had to experience such evil. law enforcement identifying the shooter as colt gray, a student at the school. authorities say he used an ar platform style weapon. he will be charged with murder and he will be tried as an adult. police are interviewing the teen and investigating a possible motive. georgia's governor sending condolences. this is everybody's worst nightmare. presidential candidates echoing that sentiment, former president trump writing online these cherished children were taken from us far too soon by a sick and deranged monster. during a new hampshire rally, vice president harris called for legislative action to curb gun violence. it's just outrageous

that every day in our country, in the united states of america, that parents have to send their children to school worried about whether or not their child will come home alive. it's senseless. president biden urging republicans to work with democrats in congress, writing in a statement. enough is enough. mourners holding on tight to their loved ones as another community impacted by a mass shooting grieves. and investigators have interviewed the teen shooter and say it's still unknown if he had specific targets. laura. so sad. and to think he had online threats made a year ago. what could have been prevented? thank you brie for the latest. happening today a bay area state senator will call on governor gavin newsom to sign his recently approved bill, promising to restore benefits for generating solar power. peninsula senator josh becker

authored sb 1374. this is a it it's a it amends the recent move by the cpuc preventing schools apartment buildings, farms and other customers from using their own surplus solar power to maximize their savings. so right now, customers are required to sell the surplus power back to the utilities at a reduced rate. becker tells us that the school districts alone could save hundreds of thousands of dollars each year. we're saying, hey, this is one decision that just went too far. this bill really restore the middle ground. this bill is the middle ground, so we're not giving lots of extra dollars for selling back to the grid. if the grid doesn't need those those electrons at that moment, that's fine. all we're saying is we should be able to self consume that solar. becker will hold a news conference later this morning at oakland's lockwood stem academy. that event is part of what's being called the day of action for solar schools, involving students from across california. new opportunities are opening up

today for some san francisco families trying to make it in the bay. city leaders will help cut the ribbon on new affordable housing community. these are images of the new 100% affordable housing complex. it opens today on mission in the city's excelsior district. it is a 137 unit building that includes a neighborhood health clinic providing medical and dental services. mayor london breed is among those expected to attend. today's event takes place at 11 a.m. 609 for you right now. let's take a live look outside for you in san jose. meteorologist kari hall tracking those still warm temperatures for us today, but i did notice walking out the house this morning. kari. it felt a little bit cooler. yeah, and we're seeing the clouds over san jose, so that may keep it from warming up as quickly, but it will still be a hot day as we are under this microclimate weather alert. we're watching our air quality that will improve slightly today. we're still going to be in the moderate range, and for people who are sensitive to the wildfire smoke and the high level of pollutants, you do want

to limit your time outside as we still see it in the north bay and inland east bay, but it will continue to clear out for the evening. but we may at times see some drifts of smoke coming into the coastline tomorrow. we can reduce the amount of pollutants we're putting out there by catching public transit in oakland. as you're heading out. it's going to be in the mid 50s and a nice little gradual warming trend in our forecast for us for today. we'll talk about the weekend coming up. but before we get there, you might have to fill up a tank. where can we do it for less? mike keeping an eye out for those prices changes a little bit higher in some spots. we'll start in the south bay. we'll get the best in santa clara, of course, in santa clara county. 399 at platinum gas on washington street in the north bay, vallejo has solano county's best at 408 at the quick stop here in the middle. that's the one on springs road and in the east bay in the city called hayward. the chain called double time, dominates with the 409. we'll call out two of those shops along jackson street with that price. you can find out specifics about your area.

have that crash approaching the san mateo bridge. your drive out of oakland to 92 might be getting a little better. as they might be clearing that big rig. well, good morning. very happy thursday to you. there is a lot going on. we get the all important jobs number tomorrow. the number of jobs created yesterday, the jolts. that's job opening and labor turnover survey showed far fewer open jobs. look at shares of frontier communications, the cable company, up huge after verizon says it will buy the company x. that's not the failed twitter. twitter, by the way, is down this morning. or x or whatever. in this case, x marks the u.s. steel spot. it's in trouble too. it needs a merger. but word is president biden will oppose the merger with japan based nippon steel. reasonable position. the biggest steel company in america not being american would be a concern, but nippon steel is talking about pouring billions in improvements into u.s. steel

and says it will keep all of its promises to union labor. u.s. government once again warning about the russians trying to influence our elections. the department of justice announced new charges against employees of russian television networks and the seizure of internet domains used by russian government intelligence. the american people are entitled to know when a foreign power is attempting to exploit our country's free exchange of ideas in order to send around its own propaganda, garland also warned americans, if you threaten an election worker or an election volunteer, the justice department will, quote, find you and hold you accountable. vice president harris campaigned in new hampshire thursday, where she proposed increasing tax breaks for small businesses and told america about her plan for taxes on capital gains. her proposed taxes are lower than what biden was suggesting 28% instead of nearly 40% on taxpayers who make

$1 million a year or more. there's also another tax called the unrealized capital gains tax. in other words, the value of something that you own, that you don't sell, that has a lot of people on tiktok all worked up, even though they get it wrong. here's a worked up guy. 25% unrealized capital gains ta. are you reading what's going on and what these bills and tax proposals by kamala harris is? these are insane. now the idea that there's a unrealized tax is debatable, but this proposed tax would be on people who have a net worth of $100 million who don't pay 25% income tax. in other words, they pay less than that because they essentially have no income. they're just super rich and would not apply to real estate. and would not apply to small business. so, you know, there are those of you out there that will apply to most of you are not on tiktok. your people might be you're making

money. yeah, i wouldn't sweat this one. a lot. yeah. thanks, scott. you bet. talk a little baseball. the giants locking in their star third baseman in a long term deal. the team last night announcing a six year extension for matt chapman. he came up with the oakland a's. and before this season, inked a free agent deal with the giants, including options for the next three seasons. the new deal is worth a little more than $150 million, or $25 million per season through 2030. chapman leads the giants this year in categories including home runs, rbis and hits. well, trending this morning, as a wise woman once said, one day you're in, the next day you're out the same wise woman also makes sure she goes all out for halloween. absolutely. we're talking about america's got talent judge heidi klum, and she's giving us a first look at what she is going to possibly wear for us for the 2024 season. halloween season, that is. the model posted this

today. yeah, it's still going to be hot. and we're under a heat advisory that continues until tomorrow evening. so we are under a microclimate weather alert as a result of the hot weather that we'll see, especially for our inland valleys and all of this heat has dried out things even more. so let's get a check on our drought monitor. it was updated just minutes ago, comes out every thursday and we are starting to see more drought conditions across the state and across the region too. you can see how pretty widespread this is all across the west for california. we are seeing that now more than 50% of the state is at least abnormally dry, so that's probably not surprising. seeing all of the high heat that we've had, the vegetation is really suffering, but we are seeing the shading of brown across parts of southern california. one little spot farther off towards the north where we are seeing a moderate drought. so only 8% of the state is in a moderate drought. this as temperatures today head back to the triple

digits for ukiah. today, we'll see a high of 103. santa rosa will be in the upper 90s, and we'll see a high of 101 in concord and upper 80s for hayward, also, upper 80s for mountain view, los gatos today 95 degrees and 101. in san martin tomorrow. we're still looking at a few triple digit temperatures. not as many, but it will drop a degree or two across much of the bay area. and then we continue to see the downward trend in our temperatures for the weekend. so it looks really nice on saturday, and some of our warmer spots will be in the low to mid 90s and will mostly see that in the south county. high pressure easing up just a bit. but as it slides off towards the south it changes our wind flow. the wind around high pressure always clockwise. so for us that's going to mean a stronger ocean breeze, even though that high is still pretty much in control of our weather as we go into next week. so take a look at our highs. we're up to 102 degrees today and upper 90s tomorrow, and then we'll bring it back to the 80s for much of next week.

next week. while san francisco will see highs in the upper 70s today, it will be in the upper 60s on sunday moving forward. and mike, it sounds like that alert is clearing. yeah, it's in the process of clearing the tow truck. took a long time to get through this backup approaching southbound 880 just around hacienda. that big rig blocked two lanes. it's now cleared off toward a street. and you see the traffic now rushing down toward the san mateo bridge. that's good news for folks coming in off the castro valley, y. but on the san mateo bridge, we already see that volume starting to build up. traffic is still fine as far as the flow across 92 and the dumbarton bridge. the rest of the bay looks standard compared to that big slowing out of san leandro. back to you. thanks, mike. 622 for you, this morning making healthy choices. next here on today on the bay. we're going to talk about this new app. it's really working to help families

dietitian who works at go cocoa, and she says that even if foods are on the unhealthy side, the app is actually going to help users select better ones. there's a lot of better choices out there than things like cupcakes or cookies. you know, even things that we think might be healthy, like a granola bar or a cereal bar. in those categories, there's a lot of foods that have a ton of added sugar and additives and preservatives. so with our app, you could find the healthiest product within any category. we actually have something called lists, where you can just search by cookie, for example, and find the healthiest cookies that are available on the market. that's really cool when you're trying to make a healthier option righ? all right. so last year, california became the first state in the nation to ban specific additives, including certain dyes. developers say that that app can really help warn families about their presence in foods. okay, go find me a healthy cookie then 27 righ now, we've got a lot more coming up at 630, including that strip mall fire in the south bay. we've got an update from

flames ripped through a south bay strip mall. an update on the damage from crews still at the scene. i feel a pressure to make sure that san francisco is safe. weighing the options san francisco's district attorney is under pressure to charge the suspect in the ricky pearsall shooting as an adult. the latest hints about that looming decision and the new apology from the accused teen. plus, dialing of a new response after an investigative series on oakland's slow 911 response times. the all new upgrade, set to be unveiled in a matter of hours. this is today in the bay and this is thursday morning, inching closer to that weekend. thanks for joining us i'm laura garcia. i'm marcus washington. okay. let's get a look at that forecast for us. you're heading out the door. you're probably like oh it's nice and cool haha. and then today you're like, wait

a minute, what happened? that's the good thing about these late summer heat waves, is that we do still cool down in the overnight hours. it's not as warm as we are waking up. and so we're right now starting out pretty cool. so we can open up the windows, let the house cool down, and about eight 9:00 close the windows to try to trap in that cooler air. we're going to be in the mid 50s as you're heading out in fremont, pleasanton 59 degrees. it's 54 in san francisco and 52 in sonoma. in fremont for that morning commute, maybe you're heading to the warm springs station. it will be in the upper 50s at 7:00, and in the mid 60s at 9:00. lots of sunshine and quickly warming temperatures as we head for 89 degrees there, but it will be as hot as 103 for many cities in the inland valleys, including gilroy and in fairfield. so we'll talk about a weekend cooldown in our forecast that's coming up in a few minutes. laura. sounds good. thanks, kerry. 632 right now back to that breaking news. we're following in east san jose, a large fire ripping through a strip mall. this is in

fact a live look at the scene. now that the sun is up, it's along south alum rock avenue between 680 and capitol avenue. firefighters now have gained control of that fire. they still remain on scene, mopping it up. it started a little before 4 a.m. firefighters had to attack that fire through the roof. at this point, we know several businesses were damaged. traffic is impacted along alum rock avenue as long as crews there remain at the scene. no word on the cause of that fire. well, happening today, oakland mayor sheng thao and city leaders will announce the first major upgrade to the city's 911 dispatch system in two decades. now this is in response to our nbc bay area investigation into slow 911 response times from the antiquated system today in the bay's thom jensen live for us. this morning over in the east bay with the latest on what this all means. tom good morning marcus. mayor sheng thao says that she will show this afternoon how the city has

implemented the implemented those major upgrades to the computer aided dispatch system. candice wen's investigative reporting that began last year showed response time and staffing issues in the oakland 911 system. in march, the city announced it was making improvements to the system, but in july, oakland admitted it would not meet state deadlines to increase the percentage of calls that are answered within 15 seconds. the california office of emergency services said it would help the city meet that deadline, and last month, os said it was increasing monitoring of the system. state funding for local 911 units requires the systems answer at least 90% of calls within 15 seconds. it's not all hardware or software issues, though. staffing is also a problem. there are currently still five unstaffed system, and it takes n months, and the time since 911 operators to train every new dispatcher. and it's the 911 callers who suffer most when they need the help fast. in august last year, oakland 911

dispatchers answered just 37% of calls within the 15 second window. that number improved to 50% by december and up to 55% by this past march. but then it dipped down to 47% in may. the true test with these upgrades that the mayor is announcing will be in that os data over the coming months, she says. it's been implemented and the upgrades are in place, but the data will show whether or not they're really meeting that that requirement of bringing up those. the call rate for them, that 15 second window, if they don't meet that that requirement by the state, they could lose state funding for the 911 system. we're live in the east bay thom jensen today in the bay. we know they need that funding and we know seconds count. it's so important when an emergency happens. that's why we call 911. all right, tom, thank you. and nbc investigative reporter candice nguyen. she has been following this story from the beginning. you can find more on this story and her past reporting online. just go to nbc bay area dot com slash

investigations. it is 635 in the coming days, san francisco district attorney brooke jenkins is facing a critical decision whether or not to petition to try the juvenile now accused of shooting ricky pearsall as an adult, he appeared for the first time in juvenile court yesterday. we're blurring the sketches to better shield his identity since he is a minor. the judge ordered him held in custody until trial. jenkins says he has another criminal matter in san joaquin county pending. also the public defender now representing him, says he and his family are remorseful given the timeline of this case because the minor was kept in custody. we have a very short, tight timeline for me to make that decision, so i do expect to make it in the coming days. he's very sorry, genuinely, that this did happen, as is his family. and i can say on their behalf as well as on my own behalf, that, our thoughts go out to the pearsall family

and mr. pearsall himself, the defendant yesterday sat quietly as the judge read the charges aloud. it includes attempted murder, assault with a semiautomatic gun and second degree attempted robbery. the next hearing is set for next tuesday. new overnight a ups plane makes an emergency landing in sacramento. this happened shortly after 9:00 last night. this was due to a burning odor and smoke in the cockpit. that plane departed from portland, oregon and was actually heading to southern california before it diverted to mather field. the aircraft landed safely and no one was hurt. taking a look across the bay area on this thursday morning. nice sunset. you can see from the dublin shot there in the left hand corner. another hot day on tap. kari when are we going to see a little bit of relief? it may be a little bit, but at least in some spots we can go escape the heat. definitely the coast, parts of the bay. the valleys may have a couple of more days,

about the mass slaughter of animals on a property in prunedale, starting with the sound of rapid gunfire. they say neighbors woke up to early tuesday morning. deputies yesterday showed off eight guns they say were used by the suspect to sadly shoot and kill more than 80 animals. they also showed off weapons they say were seized after serving a search warrant at the suspect's home. it includes six rifles and a ghost gun, along with hundreds of rounds of ammunition. investigators say the suspect and landowner are neighbors. the 39 year old suspect is now being held on $1 million bail. well, the rules for the next presidential debate are set. no studio audience and mikes will be cut off. this is when it's

not the candidate's turn to speak. and scott mcgrew joins us now. that whole muted mic idea was created because donald trump. yeah, i mean, back in 2020 you remember this. well it was the first time trump debated biden. neither biden nor the moderator, chris wallace, back in 2020 could get a word in edgewise. finally, biden said to trump, will you just shut up, man? this is so unprecedented. presidential. this is why we have muted mikes today. like in the most recent debate, the harris campaign actually pushed to get trump's mic turned back on during the upcoming debate so that he would interrupt figuring that would work against him. but in the end, we'll have more muted mikes. that debate is set for next tuesday, hosted by abc reuters says. analysts at goldman sachs have written a report predicting the u.s. economy would do better under harris than trump. more growth, more jobs. previously, economists at the penn wharton budget model predicted if trump became president, the deficit would rise five times faster

and 88 in hayward today. in oakland, 85 degrees moving over towards the coast, much more comfortable. 74 in daly city, half moon bay daly at 75 and will be in the upper 80s for redwood city in san francisco, upper 70s downtown. another really nice day, but warm in spots and for the north bay up to 96 in santa rosa and 101 in clear lake. the high pressure that's been giving us all this heat still in control and will slowly start to dip to the south, but will change our calvert the influence of the weather that we are seeing, a clockwise wind flow around that high pressure will give us a stronger ocean breeze and help bring it down our temperatures just a bit, but that high pressure may also block this storm system and keep it off the coast, and may keep it from going into the pacific northwest. so there may be some changes next week. we'll have to watch. looking at fairfield, we've been dealing with such high heat. there will be some relief coming in starting on saturday with upper 80s, and i'm not seeing any more major heat

waves extending throughout much of next week. so our inland temperatures go from 102 today to upper 90 or upper 80s on sunday, and then looking at some mid 80s next week, while san francisco is going to see that cool off happen a lot more quickly, will be in the upper 60s from sunday through next week. and mike, you've been tracking a couple of issues and look at that backup. yeah, the backup at the bay bridge. pretty predictable, but it is here. wanted to reassure you, i guess that it was there. we are seeing a recovery south of here, 880 down through hayward. had a disabled pickup, had a disabled semi truck that has been picked up now and moved over off at a street. so there's recovery there, steady build for richmond. and now we have the north bay with slowing south out of nevada. pretty typical pattern for much of the bay. again, 880 recovers as you pass the san mateo bridge back to you. thanks so much, mike. well happening now, your pg&e bills could be going up again in one week. the california public utilities commission will vote on another proposed increase. if

back. we are moving you forward with a look at our top stories this morning on today in the bay, starting with that breaking news out of san jose, where firefighters remain at the scene of a large strip mall fire. it happened overnight. a live look on south alum rock avenue between 680 and capitol avenue. firefighters trying to monitor that fire just to mop up from the scene. it still is not safe

to enter. part of the problem involves an unstable awning with the flames. in some cases, they say that were still burning inside. the fire started a little before 4 a.m, so far, no reports of any injuries. also arson investigators have been called out to the scene, but there is still no word on a cause. san francisco district attorney brooke jenkins will decide in the coming days on whether or not to petition the court to try a teenager accused of shooting 49ers ricky pearsall as an adult. he appeared for the first time in juvenile court yesterday. he's facing several charges, including attempted murder. the judge ordered him held in custody until trial. today, oakland mayor sheng thao and city leaders will announce the first major upgrade to the city's 911 dispatch system in two decades. back in march, the city announced it was making improvements to the system, but in july, oakland admitted it would not meet state deadlines to increase the percentage of calls that are answered within 15 seconds. the california
