former president trump will also be in new york today visiting the 9/11 memorial. he will then also travel to shanksville, pennsylvania. in missouri, voters will get a direct say on abortion rights after the state supreme court ruled that an amendment to enshrine abortion access in the state constitution can appear on the november ballot. if approved, it would allow abortion care until fetal viability. it now becomes one of ten states to put abortion rights on the ballot this year. at least 19 people were killed by an israeli airstrike inside a humanitarian zone in gaza tuesday. that's according to civil defense officials who say that number could still rise. dozens were injured. israel claims they targeted a hamas control center, killing three senior militants. for the latest, let's go to claudio lavanga. good morning, claudio, tell us more about this area that was bombed. >> reporter: hey, frances, well,

it is a tiny, thin strip of land along the coastline of gaza and has been declared a humanitarian area where scores of palestinians were running from the war or escape or found shelter in. and since then, it has become a site full of sprawling tents full of hundreds of thousands of palestinians, thinkingthat they would be safe there. and despite that, the authorities in gaza say that that attack came without a warning and that most people there were sleeping because they thought they were safe when the airstrike hit. well, the consequences are that a huge crater that we've seen those images where people are now digging with their bare hands or shovels to try to find nor su more survivors, but the fear now is that the death toll that stands at 19 will now rise dramatically. we have in other news still in israel an update on that american, the 26-year-old american woman who was killed

last week during a demonstration in the west bank. now the israeli military is admitting that it is highly likely that one of its forces was the one that shot and killed the woman but said that they did that indirectly and unintentionally. now the family of the victim has called for the u.s. to open an independent investigation, and second blinken has said the quart inquiry by israel shows she was killed in a way that was unprovoked and unjustified. the u.s. and britain are accusing iran with supplying russia with short-range ballistic missiles. u.s. secretary of state blinken said the missiles were intended for use in ukraine and would be deployed on the battlefield within weeks. blinken said iran had ignored warnings that the transfer of those weapons would escalate the conflict. iran's foreign ministry dismissed the accusations as quote ugly propaganda according

to an iranian news agency. now to a scare on the tarmac at the world's busiest airport. two delta planes colliding on the taxiway. the tail of one of them knocked off. priya sridhar reports from atlanta. >> reporter: a slow-speed collision at hartsfield-jackson airport. >> the whole tail is off. >> reporter: the flight crew of a delta airbus bound for tokyo seemingly unaware they just hit a much smaller delta regional jet bound for louisiana. >> we just hit something on the taxiway. can you tell us what it was? >> reporter: the accident knocked off the smaller jet's tail. >> felt like when you're on the interstate and you hit the rumble strip. >> reporter: nathan pike, a producer for nbc's kansas city affiliate, kshb was on the smaller plane. >> you could hear the metal scraping against the outside of the plane, and it was just shaking really badly. >> reporter: in a statement to nbc news, delta says the wing tip of the tokyo-bound plane

came into contact with the smaller aircraft, adding nobody was injured, and they've rebooked the 277 passengers on new flights. an aviation analyst says an investigation will have to determine what happens. >> maybe they were programming their jet for takeoff. maybe there was some distraction in the control tower with the ground controller. maybe congestion had an issue. >> reporter: the faa and the ntsb are investigating this incident. experts say these types of taxiway collisions are rare, but the slower speeds help prevent any injuries. back to you. >> priya, thank you. residents across the gulf coast are bracing for impact as francine, now a category 1 hurricane, barrels toward louisiana. president biden has approved a federal emergency for the bayou state. most of the coastline there is under a hurricane warning. texas is already grappling with flooding from the storm's outer bands, and a storm surge warning

is in effect in mississippi. many communities in louisiana are under curfew, and schools across new orleans are closed today and thursday. for more on the storm's path, let's turn to violeta yas. good morning, violeta. >> we're watching this closely, of course, with francine having intensified into a hurricane yesterday evening. that movement to the north and east continues at about 10 miles per hour with winds at 90 miles per hour. still a category one storm, and of course the numerous impacts will include flooding rain. rainfall rates of anywhere from 2 to 4 inches per hour here, especially across southeastern louisiana up into parts of mississippi. now remember this area has already seen a lot of rain over the course of the last couple of weeks. so, with that ground already being saturated, it's not going to take too much additional rain to exacerbate any existing flooding. you can see that stripe of where the heaviest rain will be from southeastern louisiana all the way up into western tennessee. storm surge is going to be a big impact as well with that sturge

economy is doing before the all-important federal reserve meeting next week. now investors are confident that the fed will start cutting interest rates. but the question is, by how much? will it be 25 or 50 basis points. i just reported last week pointing to weakening labor markets making a case for bigger c cuts. there is a deceleration from july. all eyes on this number, because it will be really important for the fed next week. moving on to southwest, southwest airlines yesterday said that the executive chairman gary kelly will retire next year. now he has worked at southwest for almost four decades. has been chairman since 2008. now southwest has been struggling with fierce competition, also plane delivery issues from boeing and they have been under pressure, calling for
