was flooded. nbc. luckily the water is receding. that's important this is a way to get to the major hospital. winds up to 100 miles per hour. but it was a massive rainmaker. officials saying pumps failed, but there was too much water, no system would have with hold all that. there was too much water, too fast. this morning, residents in new england surveying the damage after now tropical storm francine slammed into new orleans overnight as a fast-moving category 2 hurricane. the big easy taking a direct hit from powerful winds, up to 100 miles per hour, ripping off roofs and knocking out power. >> this is a shelter in place storm. >> reporter: francine also pounding new orleans and nearby coastal communities with more than 8 inches of rain, floodwaters cutting off parts of the city. >> officer! you have a truck right here. >> reporter: nbc new orleans

affiliate live on the air when a driver drove right into a flooded overpass and started to sink. >> it seems like one person is in that vehicle. >> reporter: a good samaritan springing into action to save his life. >> they're walking a guy back that way, i guess to check on him, to make sure he's good. >> reporter: a storm surge of up to 4 feet flooding major highways. the rain is endless, the wind is as strong as it's been. other here, the storm surge, the waves now crashing other the sea wall. >> reporter: in new orleans' jefferson parish, residents told to limit water usage. >> what we're seeing is our sewer system being inundated with ground water and storm water, and it's being overwhelmed. >> reporter: the national guard now deployed into communities. >> we have search and rescue boats. we have high-water vehicles. we've got soldiers that will react. once the storm lifts -- >> reporter: but even the guardsmen not immune to francine's impact. one of its trucks skidding off a rain-slicked road. luckily, no one was hurt.

first, tom llamas, anchor of "top story" on nbc news now joins us from kenner, louisiana, with the latest. hey, tom. >> reporter: hey, hoda, good morning to you. communities across southern louisiana dealing with flooding damage right now. just behind me here in kenner, the water is starting to recede. but i just spoke to a homeowner who lives down the road there and he tells me lost absolutely everything. he works at the hospital where we're right next to this morning, and he said he never thought this hurricane would be that bad. hurricane francine slamming into louisiana, as you mentioned, as a category 2 hurricane with winds of up to 100 miles per hour. it was all of that rain that drenched communities. the water pump systems could not keep up, and that's why you have all of the flooding that you see here. and the scope of the damage is still very unclear. here people are being told to stay off the roads, but you can see, people are driving around it, trying to get to stores and gas. here in kenner, they're also telling us at least 100 homes took on water, but they can't do a damage assessment right now, because it's still too dangerous. they're still doing emergency calls.

that's all they want to do right now. it's ill unclear what the lasting impacts of hurricane francine are on new orleans. it's a breezy day, the airport is still closed. flights aren't coming in just yet. it will take a while for new orleans and southern louisiana to bounce back from this hurricane. hoda, back to you. >> it's good to see that water receding at this hour. thank you so much. >> let's go to al with a look at where the storm headed now. >> seven hurricanes, eight years for louisiana. now it is officially a tropical depression. this just in from the national hurricane center. 30 miles south of jackson, mississippi, with 35-mile-per-hour winds, moving northeast at 12. and we've got tornado watches now from central alabama all the way into western florida, as this system moves to the north, it's going to bring more heavy rain, some areas as much as 6 inches of rain, as it continues to move along the mississippi river, right through friday. considerable flooding likely. we've got that risk really in the center of alabama, and northern alabama with rainfall rates of 1 to 2 inches per hour. and the danger of tornadoes

news all the way around. >> start with the good news, new car prices, are they really coming down? >> they really are. if you haven't been in the market for a car the last five years, you'll have a little bit of sticker shock when i tell you the average transaction rate, according to kelley blue book, 47,870 for a new car. however, that's down 4% from record highs that we saw in december of 2022. two reasons why. inventory and incentives. we aren't seeing the labor strikes and issues on car parts and shortages. that we did, so there's a lot more inventory, more choices for consumer, which is good. and also the incentives are coming back, deals, financing rates. that's why we're seeing a better offer for consumers. which is all around great news, finally. >> so if you don't want a new car, but you would like a used car, are prices going south there, too? >> those two markets are directly connected? right? we talked to jessup caldwell at edmonds, $27,000, the average price of a used car, but because there are so many new cars, the good news is, people aren't flocking to the

used car market. like they were before when you couldn't find a new car on the lot. new cars were going for thousands of dollars over msrp. that has gone away, which means the pressure on the used car market has gone away. they have dropped $4,000 from the peak two years ago. now, what i do want people to think about is shop for both new and used, because here's what it will get you. new car rates, if you have an excellent credit rating, you could get a 0% interest rate on a new car loan, to 2%, right? used car loan rates, 11% is the average. sometimes, when you work out the math and look at the monthly payment, you might be able to get a new car for the same price as used cars. >> you said there will be no new math, vick y. >> let's talk about interest rates coming down. that will affect car loans. >> the reality is most of us need to take out a loan if we're going to buy something like a new car, especially $47,000. the fed meets next week. yesterday's inflation report was great. things are trending down. it is expected that the fed will continue to cut the rate. that translates to lower mortgage rates and lower car rates.

it's not going to happen overnight or be a dramatic drop. going into the end of the year, this could be really fantastic if you're looking to buy a car. >> so not everything is fantastic. >> no. >> so car insurance, you say, is going up. what's happening there? >> it has been bonkers. year over year, according to the consumer price index, we're looking at an 18% increase in car insurance. >> why? >> a couple of factors. so the cost of repairing and maintaining vehicles has gone up and the car insurance companies are passing that right along to us as consumers. the other thing you don't think about is weather. for example, last year, hailstorms accounted for 12% of the comprehensive claims. so as milli vanilli says, blame it on the rain. the crazy weather is costing us more insurance. $2,400 is the average annual average rate of car insurance these days. >> wow. okay. >> but ask me how you can save. >> how can you save? >> there are lots of things you can do. you have to put in the work and shop around. you can switch car insurance

every few months if you wanted to, and there are incentives for the new insurance guidelines. >> that won't bring it down. >> do you think there's something fishy if you're all switching around? >> no, as long as you're not getting in an accident. and switching and that's why. if you're switching to get money, that's good. there's an incentive to get new customers, that's good. you need to call and cancel your previous policy so it get pro-rated. the other thing to think about is where do you work? do they offer discounts? are there deals that your company or employer may have can car insurance. alumni groups as well, trade associations, professional groups, your sorority, fraternity. it's not just getting together for the spring social. you could save on your car insurance through your sorority. ask about that. pay per mile plans if you don't drive a whole lot, those are also true. >> girl, you know it's true. is that a milli vanilli lyric? >> you're on fire! >> it is! >> give me a high five. boom. >> al? >> this is like a musical morning! really amazing. >> all right, let's show you what we've got going on right
