"early today" starts right now. good morning. glad you're with me. i'm frances rivera. former president trump safely returned to mar-a-lago last night after a second apparent assassination attempt. the fbi is investigating after secret service agents fired at an armed suspect who came within about 500 yards of mr. trump at the former president's golf course in west palm beach. president trump says he -- president biden says he has been briefed on the incident. both he and vice president harris releasing statements condemning political violence. from more on what we know at this hour, here is nbc's alice barr. >> reporter: for the second time in nine weeks the fbi is investigating what it's calling an assassination attempt against

president trump. the former president was not hurt near where he was golfing at his golf course in palm beach, florida. one man is in custody. three senior law enforcement officials briefed on the matter tell nbc news that man is 58-year-old ryan wesley routh. this comes after authorities say a secret service agent spotted and fired at a suspect just outside the golf course fence line while the former president was golfing three to 500 yards away. >> what they do is they have an agent that jumps one hole ahead of time to where the president was at. and he was able to spot this rifle barrel sticking out of the fence and immediately engaged that individual, at which time the individual took off. >> reporter: a witness reported seeing someone run out of the bushes and into a black nissan and snapped a photo. sheriff's deputies then tracked the license plate and quickly stopped this black nissan, taking the suspect into custody. >> in the bushes where this guy was is an ak-47-style rifle with a scope, two backpacks which

were hung on the fence that had ceramic tie in them and a go pro. >> reporter: the incident raising new questions about securing the former president and republican nominee. the secret service faced sharp criticism after former president trump survived an attempted assassination at a pennsylvania rally in july. the former president saying he is safe and well and will never surrender. vice president harris saying she had been briefed on the situation, was glad he is safe and, quote, violence has no place in america. in washington, alice barr, nbc news. late last night, former president trump thanked everyone for their concern, saying it was, quote, certainly an interesting day. he also thanked the secret service and the sheriff's office saying law enforcement did an outstanding job keeping him safe. the secret service has been under a lot of scrutiny after the shooting in pennsylvania. nbc's kelly o'donnell is following how the service has changed. >> reporter: a new security

challenge for the u.s. secret service in what has been a season of danger and heightened scrutiny. only nine weeks after gun fire erupted in butler, pennsylvania, wounding former president trump, killing a rally goer and injuring two others. the protective agency has been making changes and facing hard questions and consequences. much of the focus for the july 13th assassination attempt centers on how that gunman, thomas crooks, was able to reach a rooftop with a line of sight fewer than 150 yards from mr. trump, but outside the protected perimeter. the security failure forced the resignation of then secret service director kimberly cheatle. later the acting director acknowledged to lawmakers the lapses were unacceptable. >> what i saw made me ashamed. >> reporter: another key issue, lack of coordinated communications with other law enforcement working that day. >> there were clearly radio transmissions that may have

happened on that local radio net that we did not have. >> reporter: a bipartisan congressional task force deployed to butler in the weeks after the shooting. >> we're going conduct a full, thorough and robust investigation. >> reporter: among the changes, additional agents have been assigned to the former president's protection. ballistic glass is being used at certain outdoor events for mr. trump and vice president harris, a weekend golf game a stark reminder that any public exposure can put national leaders at risk. >> and our thanks to kelly for that report. a college in springfield, ohio closed its campus for a day after a shooting threat specifically targeted haitian people. the fbi says it is investigating. it followed similar threats after baseless claims about migrants and animal cruelty recently amplified by donald trump and his running mate j.d. vance. bomb threats forced the

evacuation and closure of public schools and municipal buildings. the local haitian support center held a mandatory meeting saturday that talk to students and residents as well. it was originally intended to be in person, but after more threats, that meeting took place virtually as a precaution. the man alleged to have murdered four university of idaho students has been transferred to boise. this videos should bryan kohberger boarding a plane headed to the idaho capital. his lawyers asked the original judge to move the trial out of the small town where the murders happened, claiming inevitable prejudice on the part of the jury. the trial is tentatively scheduled for june. a member of the u.s. military is among three americans arrested in venezuela. they're accused of being part of a plot to kill venezuela's president nicolas maduro. six people in total were arrested by venezuelan authorities. along with the americans, two spanish nationals and a czech citizen were also detained. the state department confirmed

the arrest of the u.s. service member and said any claims of a u.s. plot to overthrow the dictator are, quote, categorically false. at least eight people have been killed in catastrophic flooding across central europe. days of heavy rain have devastated the czech republic, poland, romania and austria. people are still missing, czech police say. for the latest, let's go to claudio lavanga. good morning, claudio. is there any relief in sight? >> good morning, frances. well, at least the rain has eased in romania, where now residents are assessing the damage. they're cleaning up. and the authorities are trying to restore power through thousands of homes. but more rain and more strong winds are forecasting all the countries in europe, for instance, in the czech republic, where the mayor of a town that has been particularly affected by the floods called it the flood of the century. and the prime minister there warned that the worst is not over. now the highest flood alert has

been issued to 100 places all across the czech republic, with thousands of people evacuated and at least 260,000 people across the czech republic without power. even roads are being blocked, including major highways. now across the border into austria, an entire state in the north of austria has been declared a disaster zone after thousands of people were evacuated. the authorities are afraid that dams may burst there at any minute. in poland, a similar situation. the prime minister of poland has called the situation dramatic, especially in a town where the water has risen so much that people had to be evacuated with helicopters that had to pick them up from the roofs of their houses. as you can see, frances, some countries are trying to get back on their feet, as romania. but other countries are still in deep water. frances? >> hopefully that recovery is quick. thank you so much, claudio.

closer to home, trouble brewing in the tropics. violeta yas is tracking it all force. good morning. >> good morning, frances. we've got two things going on right now. we've got tropical depression gordon really hang a big thread way out there in the atlantic. what we're watching more closely is potential tropical cyclone 8, sitting right off the coast of the carolinas, about 150 miles east-southeast of charleston. winds right now at 45 miles per hour. moving to the north and west very slowly at 3 miles per hour. this does have potential to intensify a bit before it moves on shore. this would eventually become helene perhaps some point later today. but nonetheless, we already have tropical storm warnings in place from charleston all the way up through morehead city. that means tropical storm conditions are expected either way. so something to watch out for the storm surge 1 to 3 feet in places like myrtle beach, and up through cape hatteras. but also the potential for

just scrape, load and you're done. switch to cascade platinum plus. we're back now with the latest on the controversial new police drones that officers are deploying across the country. they're using the technology to reach crime scenes, even shattering windows and breaking down doors faster than any human could. david noriega has the story. >> reporter: in redmond, washington, the first cop on the scene might look a little different. so this is where the drone lives. the redmond police department is on the cutting edge of using drones as first responders. sergeant steve lincoln runs the program. >> we can get pretty much anyone within the range of this drone in under two minutes. >> reporter: what kind of calls is this responding to

specifically? >> some examples are traffic collisions, domestic violence calls, fights. >> reporter: or a hypothetical shoplifter. >> we can just follow that person as they're running across the street and just guide the patrol officers in. and if we need to, we can turn on the infrared and see if anybody is hiding in the alleyway. >> the number of police departments that are using drones as first responders is still relatively small, but the market for this tech is massive. there is about 20,000 police departments across the country, and this tech, which is still pretty new, is on the verge of becoming commonplace. drones are cheaper and nimbler than helicopters. they're also getting more sophisticated. redmond pd is considering a partnership with brink, a leading drone company that makes outdoor drones as well as tactical indoor drones. if someone is inside with the rifle and it's dangerous to send up a person to break out a window, this can happen. >> reporter: this one can break

fx's "shogun" ended the season with a record 18 emmy wins, including best drama and three other awards won just last night. star hiroyuki sanada also marked a groundbreaking moment as the first japanese actor and only the second asian actor to win for best lead in a drama series. so when it comes to this one, everybody loves it. and with all the nominations, i started it. i need to keep going. i need to invest in it. >> absolutely. that show has been on my list since the second i saw the trailer. i can't wait to give it a watch now and how nice to see the diversity represented as well. another big winner of the night perhaps unsurprisingly "the bear." it dominated in the comedy with a full sweep, but lead jeremy allen white winning his second straight award for outstanding actor in a comedy series. but in one of the night's biggest surprises, "hacks" beat out "the bear" for best comedy
