or the east palo alto neighborhoods. so it's extremely important that east palo alto is consulted on this. opponents also say they already deal with a lot of noise and poor air quality from the airport. council members did not hold a vote, but they did agree to choose one of several alternate options. make sure you stick around and join us at 630 this morning, when the mayor of east palo alto will join us live. we'll talk one on one about the new efforts to clear homeless encampments in that city. 606 right now. governor gavin newsom says he has a plan to lower prices at the pump to help those trying to make it in the bay. a live look at the state capitol, where lawmakers will soon discuss the proposal today in the bay's bob redell live for us in alameda county. and, bob, do we know what the governor's suggestion here? we have a good idea. yes. good morning to you, laura and marcus. first of all, if you've been at the gas station recently to fill up a gallon of gas or several gallons in your car, you'll notice that
6:08 am
the prices have spiked at this chevron behind me. for instance, in dublin. gallon of gas at $5.39. you can see we're back in the $5 range at some of these locations. unfortunately, the state's division of petroleum market oversight says that this jump at the pump is due to unplanned maintenance at two bay area refineries to get to your question, what governor newsom is proposing is new rules to avoid this kind of price spike. he wants to give state regulators the power to force oil refiners to have a backup oil supply for these kinds of unplanned maintenance and outages. so starting tomorrow, a special committee led by a democrat and the assembly will begin to hold three hearings over the next week and a to half dive into this issue. now, the western states petroleum association, they advocate on behalf of the oil industry. they tell our sister station, kcra three in sacramento that the new tanks to hold newsom's proposed backup oil are $35 million a pop
6:09 am
and would take years to build because of california's strict environmental regulations and restrictions. those are costs. the association say. refiners would then pass on to the customer, which would actually make gas more expensive not only here in california but in arizona and nevada as well. again, that is their argument. republicans in sacramento, they have also introduced several bills in sacramento during this special legislative session aimed at reducing the cost of gasoline, including a suspension of the state's gas tax and a blocking of the future attempts to try to reinstate a re raise that if they were to first get it to be suspended in the first place. reporting live here in dublin. bob redell today in the bay. interesting. thank you bob. let's turn now to mike inouye where you can find some cheaper gas. i know that's the question. a lot of. i filled up last night, mike, and i was like, whoa. yeah, yeah. you know,

we've been looking around because you're not the only one. if that makes you feel any better, folks, the gas prices have indeed been creeping up. i watched my local station go up about $0.40 over the last week and a half. we're going to start in the south bay, where we're finding the best value in sunnyvale for the south bay, santa clara county. it's 417 at great gas on north matilda avenue up in the north bay, solano county. we go to vacaville for their best. it's at the club, sam's club, for their best deal of 425. the shop is on helen power drive in alameda county. the last number here we look to oakland for their lowest price of 429 telagas on telegraph avenue. all this information is on gasbuddy.com or you can report your deal for sharing with everyone on the roadway. things are moving pretty smoothly as we use that gas from some of these cars. some are evs. good stuff. through the tri-valley there is a new incident 680 at 84. we'll get more detail once chp arrives on the left side. we do see some slowing south. 880. no incident problems as far as lanes go past hayward area. but look at vasco road. we're at over a half hour already, so that's an early

6:20 am
to heat up and the rest of the forecast looks more like what we've been experiencing all summer long. so we're in between those weather systems right now. the first low is over nevada that's pushing off towards the east. the next one is still off the coast and that's going to be coming in later on this evening with rain chances increasing for tomorrow. so as we take it hour by hour, there will be sunshine and still cool temperatures today. clouds moving in late tonight. and then look at the green here. it starts off off the coast with some pretty robust showers and thunderstorms, but as it makes it into the bay area, a lot of it just fizzles out. so we're watching to see when and where we could see some of those spotty showers moving through. but most likely tomorrow afternoon and potentially into the evening with some of that activity moving into the south county as this low just spins off the coast. temperature wise, we are used to seeing highs in the 80s for the inland valleys. this time of year, but today we're staying in the 70s 73, in san jose, 71 in dublin and
6:21 am
martinez, 73 degrees mid 70s from napa to novato to santa rosa and san francisco will stay in the 60s. tomorrow's temperatures are about the same. and then on wednesday into thursday, that's when we start to see the temperatures ramping up. take a look at livermore. we're going from highs in the 70s to mid 80s by friday. and then mid 90s. so we are not done with the summer heat and of course the temperatures ramp up as we welcome in fall. so we're getting in that mindset on sunday of some nice warm sweaters and some pumpkin spice coffee. and it's going to be 93 degrees outside. so we'll be tracking that warm up for you. mike, you have a new crash that might affect the bay bridge. yeah, it may cause this toll plaza to be more packed up, more packed, more densely packed because they might slow those metering lights down. right now we do see these hov lanes moving very smoothly. so the span itself is all right. the traffic is being metered right here. the crash is at nine as you get into
6:22 am
the city, but i don't see any additional slowing on the decline. we'll track that. hopefully they can clear this in the next few seconds. that's not far from moscone center access. and remember that howard will have that restriction between third and fourth for dreamforce, and that's likely all week for the activity, even though the conference is a couple of days short of the weekend. we're looking over here toward the east shore freeway, slowing through richmond and over toward richmond bridge itself. no major problems. not a lot of slowing this crash still going on. six 8884 back to you. thanks, mike. 621 next on today in the bay, nbc bay area responds insurance companies are dropping thousands of california homeowners. you have to take action to protect yourself and your home. i'm consumer investigator chris chmura. we'll show you how next. and before we head to break a big shout out there to all those who attended the ronald mcdonald house charities bay area fundraiser yesterday had the honor of emceeing the evening festivities after the golf tournament. those funds raised will help families with housing

seen. sure. thank you so much laura. so this this resolution, what's going to do. it's going to do four things. number one, it's going to go off of what governor newsom's executive order and one, two, four was, which is to compassionately deal with the homeless. so we're going to make sure that as the winter seasons approach, to the extent that encampments are a dire risk to health and safety, flooding, fires, we know we have the winter storms coming. our city abuts the san francisquito creek. last year we had major flooding, so first and foremost, the concern for the unhoused to make sure that they receive shelter, rapid rehousing, child care, additional addiction services. number two, it will collaborate with community partners neighboring jurisdictions, including the county, to make sure that we're compassionately clearing them and having resources. thirdly it will direct staff to come to the city council on a regular basis to make sure that the residents know the due diligence we're doing to clear encampments in a compassionate and safe way. and finally, it will make
6:38 am
recommendations towards budgetary cuts. we know that the unhoused crisis is a regional issue. we can't do it alone. we've seen our county increase 18% in the homelessness crisis. so we're going to make sure that our city does our part and invests in additional resources for the upcoming budget year. so have you already started some of the process of it clearing these encampments? yes, to the extent that the city has had an informal practice of doing so. as i mentioned, laura, we abut the creek. we have ongoing flooding. as a matter of fact, due to climate change, it's only getting worse. so to the extent that there are encampments that pose a risk to those individuals in the in the outdoors and vulnerable to these storms, the city informally, sweeps those. but we haven't had a policy codify explicit that gives staff the direction, clear direction. and i hope that with the governor newsom's executive order and with the mandate our cities have, this is a perfect opportunity to very explicitly flush out our city's policy of

know a guy for sure. if you want to avoid the area, just stay home. but a lot of people can't stay home. mike, we have to come into the city. you know, a lot of people do that every day for work and other things. but there's going to be some workarounds, right? you'll notice on the map the green that's great. green means go. but the red means don't go or can't go because it's closed. look at this map. close up folks. that's the area right around moscone center where chris was standing. you saw the artificial stone sculptures there? i assume they're artificial stone. otherwise a tremendously heavy to block parts of howard street between third and fourth. part of third is also closed. and that's been the case actually since the beginning of the week and will continue through the end of the week, despite the fact that the bulk of the dreamforce activity is just today and tomorrow. as we're looking at the activity also over oracle park for some of the big the big concert is on the 18th. so watch for activity over there. now muni knows about this reroute. their drivers will take you around this. this is mission and here's market of course we're looking at the area getting close toward the bay bridge. howard at fourth is the access point. to get to the bay bridge, you'll have to reroute
6:43 am
around that. howard between fourth and fifth will be changed from one way to two. way to make alternate plans for some of the transportation, and then overnight, starting at ten. they may have that central freeway project that i told you about as well. so that could complicate things through the area. watch for the signage and be prepared for some delays right around moscone center. the rest of the morning shows a typical tuesday, slowing through walnut creek and the upper east shore freeway. back to you. thanks mike. creating a united front as the city of oakland garners a bad rap for crime. a look at the way business owners are coming together to try to change that narrative. plus, researching the impacts of our climate in crisis, the effect heat is having on our house plants, and how soon is too soon for holiday shopping. we're going to hear from an expert about when you should get started. now that we're 99 days away from christmas. keep it here. we'll be right back

san francisco's challenges demand urgency, not more of the same failed insiders. summer is wrapping up, but temperatures sure did get hot across california. and as our world warms moving forward, extreme heat could put the resources we use for cooling at risk. researchers at uc riverside are exploring what happens to plants when they're stretched, stressed by scorching temperatures, and as a result, how humans could face the consequences, especially in urban settings. plants help us stay cool by providing shade

reflecting sunlight and through a process called transpiration. we spoke with professor amir verde, who says that transpiration acts as our natural ac and could be in jeopardy if plants are in distress. plants use water through transpiration, and that's an energy consuming process. so if transpiration stops because of lack of vegetation or plants that are under stress and they don't have enough water to transpire, then that energy would increase the air temperature. professor verde says that while choosing native plants is good, recent research shows that we should be open to new plant introductions that are showing better results when it comes to water conservation and cooling potential. for more stories like these, and to learn more about climate change in the bay area, visit our website nbcbayarea.com and click on the climate in crisis tab. all right kerry thank you. well, oakland restaurant owners are hoping to

change the public safety narrative when it comes to dining in the town. restaurant owners coming together last night over at silver mesa. this is as part of the oakland restaurant marketing collective. the purpose of the collective is for businesses to come together to support and help market rich culture of oakland's dining scene. it's an area that's been in the headlines for different reasons due to ongoing crime. what we're trying to build is that the streets have gotten better, public safety has gotten better, at least in certain areas. and we need to let our guests know that it's safer to come out and support us. long term goal for the collective is to form a restaurant association, which speaks on their behalf when it comes to major issues. but the top priority now is to bring customers back to the town's one of a kind dining experience. new at 6:00, there are only 99 days until christmas, and maybe you're asking, well, who's counting? well, we can tell you right now, retailers are

6:51 am
then we'll be heating up by the end of the week. take a look at all the changes and what to expect today. still nice with a mix of sun and clouds and cooler than normal temperatures. but tomorrow more clouds will also be rolling in with the chance of some spotty showers and maybe even a thunderstorm or two. we'll be tracking that and then after that, we'll be heating up by the end of the week. so we're in between these weather systems right now. the first one moving off towards the east. you can see the low spinning over nevada. and continuing to moving move off towards the east. the next one is dipping in from the coast and will be approaching the bay area with some clouds tonight and that rain possibility tomorrow, mostly during the afternoon, and we see a little bit of green, a lot more of the active showers offshore. but then as it moves into the bay area, a lot of that just dissipates. but we're still going to be watching out for that chance of at least some spotty showers. and we may see some more activity getting going over the south county late tomorrow night. so that's what we're watching as far as the radar. but our temperatures are
6:52 am
so comfortable. we're in the low to mid 70s and for a lot of spots this is almost ten degrees cooler than what we typically see for mid september. 73 in walnut creek and 74 in pleasanton in hayward today 71 for that high, 70 in redwood city and mid 60s in san francisco. it's also going to be partly cloudy and breezy and 75 in sonoma, as well as novato upper 70s for the north bay. let's head to one of our warmer inland spots where we've been able to enjoy no ac, just opening up the windows and enjoying a nice little breeze. but over the next few days, we'll be closing the windows, turning the air conditioning back on and look at how hot it's going to be. now you know that on sunday we officially begin fall. it's going to be 95 degrees. yeah we're going to have more heat coming in on monday, even hotter. and it looks like that heat kind of just sticks around for a while into much of next week. so we're
6:53 am
going to enjoy the cool down while we have it. and our little taste of fall that comes along with a chance of showers in san francisco as we go into tomorrow afternoon, we'll be tracking all the changes for you and mike. you have something to avoid in the south bay commute. yeah, we see the northbound routes show that build typical for a tuesday. pretty heavy now early in the commute before 7:00. these are really kicking in, but we'll watch 280 reports of a porta potty that has been off the trailer here on 280 right around mclaughlin reports are that it's in southbound 280, but the slowing shows northbound watch both directions for a traffic break. that's definitely one to avoid. the rest of the bay. a pretty standard tuesday bill, but that does mean more traffic through the tri valley. back to you. thanks so much, mike. 653 right now and happening now, today is national voter registration day. thousands of voters still need to register if they want to receive a ballot for the november 5th election. it's all being done in an effort to get more voters educated and registered to vote. there's a lot at stake this year with a
