ballot counted which could slowdown the results in that state. let's begin with the top story. the middle east on edge after the israeli air strike took out the top hezbollah commander. this comes days after being targeted where about the series of attacks on the walkie-talkies and pagers. keir simmons is here with the latest. >> reporter: laura, it is quiet in beirut, different from yesterday with the israeli jet overhead and the bombing three miles away from here. this morning, they are still working through the rubble. they have a new death toll. the health ministry saying 31 were killed, including 3 children and 7 women. among the dead, a hezbollah commander, ibrahim akil, who the u.s. suspected involvement in the 1983 set of bombings in the

embassy. the hezbollah saying no leaders were killed. he was in charge of military operations in charge of hamas. the health ministry saying the bombings with pagers and walkie-talkies injured 777 here. the death toll from the bombings here in lebanon has reached 0. >> speaking of that, keir, does this mean the attacks ares can lating? will. >> reporter: the associated press is moving to the southern border here in lebanon. the northern border in israel. what the israelis say they are determined to enable the citizens to get back to the homes along the border. there are other citizens who cannot get to their homes on the

other side. they are determined to do whatever it takes. prime minister netanyahu saying yesterday our goals and actions speak for themselves. laura. >> keir, thank you. south carolina had the execution last night for the convenience store clerk and robbery. steven owens secured a sworn affidavit. both the u.s. supreme court and the governor of south carolina refused to grant a stay. it was the first eecution in south carolina after a 13 year pause. this morning, there are still more questions than answers in kentucky days after the judge was shot and killed allegedly at the hands of one of his own. the local sheriff there and residents of the tight-knit community wondering what went

wrong in the judges chambers. shaq brewster is here with more. >> this rocked the community about 150 miles away from lexington. folks there say the two knew each other well and the sheriff in custody, was a bailiff for the judge years ago. now flags ordered half staff as investigators sit through evidence to identify a clear motive. >> reporter: a kentucky sheriff who vowed to protect and serve now on the other side of the law. >> shots fired. shots fired second floor. >> reporter: shawn "mickey" stines shot and killed judge mullins in his chambers on thursdrcement still searching for a motive. >> we know there was an argument that led up between the two, but what exactly transpired to the shots fired to is still what we are trying to get answers to. >> reporter: the judge sat on

the bench for more than a decade. a word, patience and compassionate. >> reporter: seth combs is a long-time colleague of the judge. he spoke to nbc news adrienne broaddus. >> honestly, trying to accept it's real. >> reporter: court documents show stines is a defendant in the lawsuit where one of the depuies is accused of sexually abusing a woman in judge mullins' chambers. stines failed to train and supervise the deputy. meanwhile, the sheriff, turned suspect, is behind bars this morning leaving the tight-knit community stunned. >> my heart goes out to the family. both of them. this is shocking, really. >> reporter: we expect to see stines appear in court for the first time next week. local reports quoting the special prosecutor who told them an arraignment will take place wednesday the 25th. to give you an understanding of

how tight-knit this community is, the county prosecutor recused himself because he was related to judge mullins by marriage and has a professional relationship with the sheriff. he says the family this morning is devastated. laura. >> still grieving. shaq, thank you. the first votes of the 2024 presidential race have been cast with early voting under way in several stays. this weekend, vice president kamala harris and former president trump are appealing to voters in swing states to decide the election. nbc's dasha burns is in north carolina where the gubernatorial candidate, dasha, still facing calls to step aside. good morning. >> reporter: peter rks good morning. that's right. former president trump will rally in north carolina. this is a state he won in 2016 and in 2020. it is a must-win for him this time, too, but the margins have gotten tighter and now allies

are worried he could take a hit from the gubernatorial candidate. meanwhile, vice president kamala harris has been pounding the pavement keeping up momentum. with 44 days until election day, vice president kamala harris hitting two battlegrounds friday with reproductive rights and in georgia. >> donald trump is the architect of the crisis. >> reporter: and a rally in madison, wisconsin. but former president trump prepares to stump in swing state north carolina today. a must win for his campaign. >> very hard for us to win. >> reporter: polls show a tightening race and mr. trump is facing new headwinds. republican gubernatorial candidate mark robinson under fire after the cnn report revealed a slew of alleged comments on a porn web site years ago. he is denying the allegations

and staying in the race. >> you know my words and you know my character and you know i have been transparent in the race. >> reporter: but mr. trump's allies worry he is a drag on the ticket and nbc news sources along with members of the trump campaign are urging him to pull his endorsement of robinson. the harris campaign is looking to tie mr. trump to robinson. >> i've got than to know him. >> donald trump and mark robinson. they're both wrong for north carolina. >> reporter: voters can now begin casting their ballots. >> i decided to vote early because, first of all, the candidates asked us to do that and it would help the campaign for people to be able to take the temperature of how things are going.

>> the harris campaign is recommending we get out early. >> reporter: peter, former president trump doesn't have plans to pull the endorsement as of now. in the meantime, vice president kamala harris is speaking up a teamsters union endorsement. >> dasha burns, thank you. georgia, of course, another one of the battleground states to help decide this election, but this morning, new concerns about how votes are going to be counted this november after a vote on friday. we have priya with more. priya, how is this supposed to work? >> reporter: laura, the big concern is the rules could delay the certification of the election results in georgia. two republican state officials have spoken out against these new rules. georgia's secretary of state and attorney general both releasing

statements saying the new rules exceed statutory authority and they will not withstand legal challenges. dozens of directors across the state delivered public comment saying trying to implement the new rules 45 days before the election, especially when many poll workers have already been trained, is unrealistic. proponents of the new rules, including the three republican members of the election board who voted for them, say these counts will make the election more secure. >> allowing our elected officials to have as much data as possible to make their decision should ensure they will certify. >> what are we trying to do here? we're trying to sow chaos. >> reporter: now, of course, georgia is a battle ground state. president biden won by less than 12,000 votes last time and it is expected this election cycle will be just as close if not closer. it remains to be seen if the new rules will slowdown the counting

process come november, laura. >> priya, we have seen lawsuits on the certification of the election. what about the legal challenges on this new issue? is there time? >> reporter: laura, the georgia democratic party and republican party have sued the election board over two new rules they passed in august. that court date is scheduled for october 1st. it is expected that both of those groups will sue over these new rules as well. however, it is unclear if the court will have time to take up this issue before the new rules are expected to go into effect on october 14th, laura. >> priya in atlanta. thank you. more ballot news this morning. the arizona supreme court unanimously ruled friday that 100,000 voters whose citizenship documents have not been confirmed will be allowed to vote in state and local races. the registration status was in limbo after maricopa county

revealed a clerk error. voters were already allowed to cast a ballot in federal races. the court's chief justice said there is no reason to believe any impacted voters are not u.s. citizens. the secret service is out with a new report over the failures over the assassination attempt on donald trump's life in pennsylvania back in july. more now from nbc's kelly o'donnell. >> reporter: new details of what went so dangerously wrong. major mistakes in planning and communications by the secret service that would allow the would-be shooter on the rooftop in pennsylvania. >> some members of the team were diligent. there was complacency on the

part of others that led to a breach. >> reporter: the secret service released the portion of the internal review calling the assassination attempt a security failure. the acting director said disciplinary action is coming. >> employees will be held accountable. >> reporter: with so many threats, the agency says, more resources and technology and manpower are needed to keep up the intense pace of protection for the candidates. will they have to live differently in order to be safe? >> we want them to make sure they can live their lives with some type of normalcy, but they must do so with us providing the highest levels of protection which we have been doing. >> reporter: one change is better communication. local agencies need to be inside the federal command center. back to you. >> thank you. time to check the forecast. the final day of summer.

angie lassman with a look at that. tell us we get more un to enjoy. >> that's the caveat. we have a couple of areas that will see a little bit of rain. honestly, the weather across the country is mostly quiet this weekend. there are thunderstorms that i mentioned across the middle of the country. that's where we will be watching the unsettled weather the next day or so. we have the big system to bring in a line of thunderstorms stat scattered across new mexico and wisconsin. we have rain in the interior northeast as we get through the day today and we have a big batch of moisture that will work into the great lakes. we will watch for the potential for some flash flooding because we have good amounts of rain happening here over a short period of time. this is through month with 1 inch to 3 inches. not a washout, per se, for the entire weekend, but something to watch. the good news is we don't have a lot in the way of severe weather. these are general thunderstorms unless you live from amarillo to

21st. i'm kira klapper. commuters in or traveling through the east bay. another freeway closure. highway 680 is partially shut down once again for this weekend. here's a look. all southbound lanes of 680 are

shut down from acosta boulevard and san ramon to the 580 interchange in pleasanton. that closure went into effect at nine last night. it will last all weekend until 4:00 monday morning. this is all part of that ongoing 680 repaving project. while all of those southbound lanes are closed. northbound lanes are open. caltrans says that the complete closure of the southbound lanes helps their crews get 40 nights worth of work done in just one weekend. two more 680 closures are planned for october. so on this final day of summer, let's check in with cinthia pimentel for a look at our microclimate forecast. good morning kira. good morning everyone. could be the day where you just spend that last summer day closer to your neighborhood to avoid that 680 jam there. let's take a look outside. we are looking at san francisco, livermore, really? the coast and parts of the valleys to waking up to some fog this morning and temperatures in the mid 50s. 52 though in santa

we brought her in. let's talk about this. we have been waiting for this cut for a while now. it finally happened. what should people think about? >> this means you have more room in your budget to borrow money. this is good for households and the companies. when you have lower interest rates, it means you have more money in the budget and lower borrowing costs. you can go out and look for a car and a car loan. there are good incentives and good inventory on the lot. that's good news if you are a car shopper. maybe you are looking for a home. this is a treacherous part of the economy right now because there's not a lot of supply. mortgage rates are down from last year. cds. if you have money to stash away for a rainy day, this is the time to put the money in cds and get into the higher interest rates before they decline. the stock market. it is always a good time to slowly add to the stock portfolio especially with the stock market doing well with lower interest rates.

>> say you bought a home with the rates high. is now the time to refinance? >> people who bought a home last year are doing the happy dance. they are doing the math. refinancing makes sense for them in the months ahead. you need to figure out if you want to wait because there are more cuts coming. consider future cuts are coming. wait for the rate to fall one or two points from what you have. if you have an 8.1% mortgage rate, you are already there. 6.1%. we're going to see lower rates ahead. make sure the savings outweigh the costs. this is the mat h you have to d. you will have refinancing costs. it will be 2% to 6% size of the loan. $5,000 or $6,000. it will cost you to refinance. maybe wait a bit. >> credit card debt. so many people have credit card debt. how much of a difference does this make? >> i say rates go up like a rocket and down like a feather. that happens with the credit card interest rates. they will eventually start to

commuters in or traveling through the east bay should know there's another freeway closure this weekend. highway 680 is partially shut down once again. here's a look. all southbound lanes of 680 are shut down from el costa boulevard in san ramon to the 580 interchange in pleasanton. that closure went into effect at 9:00 last night. it will last all weekend until 4:00 monday morning. this is all part of that ongoing 680 repaving project. while all of those southbound lanes are closed, northbound lanes are open. caltrans says that the complete closure of southbound lanes helps their crews get 40 nights of work done in just one
