escalation. three defense officials say the pentagon plans to send a few dozen additional troops to the region in the coming days to help americans flee if that becomes necessary. there are already roughly 40,000 american troops there. and top of mind for many foreign leaders at the general assembly, whether former president trump will be the one delivering the speech here next year, as trump and his allies argue the wars overseas show president biden's foreign policy approach is failing. >> we have an incompetent leader in biden and we have somebody who is worse in this new one that they threw into the ring. >> reporter: with more than 140 heads of state descending on new york city, the secret service says it is confident in its plan to keep them safe. designating it as a national special security event, like the super bowl. nbc news was granted special access to this command center that the secret service shares with its partners. >> bringing everyone together, making sure that we're able to

deliver a clear, concise message for an event, that's one of our strengths. >> reporter: i want to show you a live picture right now as you see the president entering the united nations ahead of his remarks to the general assembly. israel's prime minister, benjamin netanyahu, is scheduled to address the u.n. on thursday of this week, though he is facing some pressure at home not to leave amid the escalating violence there. hoda, back to you m. >> let's drill down on that situation the middle east, as mentioned by peter. those escaacks between israel and hezbollah with the death toll rising there, thousands are now fleeing southern lebanon in safety. nbc's chief foreign correspondent richard engel is on the ground in israel for us. richard, good morning. >> reporter: good morning, savannah. israel insists that it is not starting a new war in lebanon, but merely escalating one that has been going on for the past year. but in lebanon, many people fear that israel plans to turn large

parts of that country into the next gaza. an exodus is underway out of southern lebanon this morning. people are heading north for safety. they're trying to get out of the way of intensifying israeli air strikes targeting hezbollah. strikes that can come without warning. a lebanese journalist was recording an interview when -- >> israel is focussing much of its fire power on lebanon, just across the border from northern israel, where hezbollah, backed by iran, has stored rockets, missiles and drones. israel is also targeting lebanon's western valley, which the israeli military says hezbollah uses to smuggle in weapons from syria and iran. lebanese health officials say more than 500 people, including children, have been killed by the israeli strikes so far, as lebanon braces for a wider war it's powerless to stop. hezbollah doesn't run lebanon, but it is stronger than lebanon's government and armed

forces. and the militant group is still firing rockets and drones. we captured them being intercepted by israel's iron dome. hezbollah has managed to score a few direct strikes in israel, but overall, the amount of damage in israel has been minimal. it seems that the israeli military strategy is to overwhelm hezbollah before the group can carry out an effective counter strike. is this going to a land war? it is an air campaign so far. do you think that's where this is heading? >> at the moment, we're focussing on an aerial campaign to remove threats and heavy missiles pointed towards israelis. >> reporter: israel's prime minister, benjamin netanyahu, has warned lebanese zil yans to move 1,000 yards away from hezbollah military sites. but that assumes people know where they are. >> i urge you. take this warning seriously. don't let hezbollah endanger your lives and the lives of your loved ones.

>> reporter: hezbollah says it will stop attacking israel if israel stops its war in gaza. but a cease-fire and hostage deal is deadlocked. israel says it will continue its strikes in lebanon until hezbollah is disarmed and pushed further away from the israeli border. savannah? >> richard, thank you. a programming note, we'll talk to secretary of state antony blinken about the additional u.s. troops being sent to the region and the push for a cease-fire and hostage deal. much to discuss when he joins us live right here onset tomorrow on "today". another major story this morning, extreme weather. a state of emergency has been declared in florida as a potential hurricane bears down on the gulf coast. by the time it hits, it is expected to be the strongest to strike the u.s. this season. dylan dreyer is here tracking it and mon storing it, in for al. good morning. >> there is a lot to break down with this system. right now it is still potentially cyclone nine, but it will likely become helene later today. it is sitting down through the

caribbean, northwest its movement at 8 miles per hour. so because the storm is developing and likely will continue to strengthen, we have tropical storm warnings posted and a hurricane watch. for the west coast of florida, including the big bend stretching into the panhandle. so here's what's going to happen. we are already seeing very warm temperatures in the gulf of mexico. overnight thursday into thursday afternoon, we could see rapid intensification from a category 1 hurricane up to a category 3. then this is going to be the big question, because if it hits the big bend of florida, it's not a very populated area. this will be the best case scenario. because we're not going to see the impacts in a major city. it will continue to weaken and rain itself out as it quickly moves to the north. the fact it's moving quickly means flooding rain won't be as much of a concern. but wind and storm surge will be. we could see a 10 to 15 foot storm surge in the big bend of florida. but again, that's if the storm hits a the time of high tide. it is likely it will hit just after high tide. so there is not a huge chance we will get that extreme storm surge. that could help with coastal

flooding. those are, i would say, the better points to this forecast. but it is still likely we could see a strong hurricane, perhaps a category 3 storm and up to 10 inches of rain possible. wind, storm surge and pockets of heavy rain could lead to issues in that area, savannah. >> thank you. we'll check back. moving on to the race for the white house, just six weeks to go until the election. the candidates are gearing up for the final sprint to november. former president trump focussing much of his attention on the swing state of pennsylvania. nbc's garrett haake covers the trump campaign. he joins us from pittsburgh. garrett, good morning. >> reporter: hey, savannah, good morning to you. yeah, donald trump spent yesterday working this must-win battleground state, trying to focus on an issue in which he leads in the polls, the economy. as harris comes to pittsburgh to give an economic speech of her own. as "the new york times" reports, she's also preparing for a visit to the southern border. this morning vice president harris looking to tackle a key

vulnerability as the latest nbc news poll shows harris trailing donald trump on border security, the vice president planning to visit the southern border this week during a trip to arizona, according to campaign officials. another poll shows her behind the former president within the margin of error. former president trump has been attacking harris over immigration, including in pennsylvania last night, where he claimed the issue was one key reason for his 2016 victory. >> we will reclaim our sovereignty and restore our borders. >> reporter: as he fired up supporters in the key battleground state. >> vote early, vote absentee or vote in person on election day. >> reporter: trump also focussing on the economy, giving one woman money for her groceries at an earlier stop. >> we'll do that for you from the white house, everybody. nice seeing you, everybody. >> reporter: in a state where the shooter attempted to kill the former president, continuing to cast a shadow over his campaign, the two assassination

attempts. the secret service agency telling nbc news, they are taking a, quote, heightened posture in its protection of the former president, including this agent closely trailing him as he left his plane. sources also telling nbc news that one month before the election mr. trump plans to return to butler, pennsylvania where he suffered an ear injury after he was shot at. >> i'm getting very good at learning about weapons. i'm learning a lot about guns. >> reporter: meanwhile, in a new court filing, prosecutors introducing chilling new details about the other would be trump assassin, ryan routh, who they say targeted mr. trump at his florida golf course. giving this handwritten letter which reads in part, quote, this was an assassination attempt on donald trump. prosecutors say there was a list of trump's upcoming appearances from routh's vehicle. at monday's hearing, routh's defense attorney cross-examined an fbi special agent who said

there has been no handwriting analysis yet to link routh directly to that letter. >> thank you. there's also been a lot of back and forth about whether or not a second debate will happen between trump and harris. so what's the latest? >> reporter: the debate about the debates continues. kamala harris says she's agreed to a debate in late october. toik says that's too late. people will be will be voting. but, savannah, donald trump has done debates about that late in the calendar in the past. as it stands right now, the last time members of these tickets will be on stage together is next week's vice presidential debate. that's just a very long time for pressure to build about getting the presidential candidates back on stage before november 5th. we'll see. >> okay. we shall see. garrett, thank you. coming up on 7:15. a lot to get to. say good morning to craig. hey, craig. >> good morning. good morning to you as well. boeing said it has made its best and final offer to striking machinists. that offer includes bigger raises and larger bonuses. the but the worker's union says

the proposal isn't good enough and there won't be radification vote before the deadline at the end of the week. the company says the offer includes pay raises of 30% over four years. the union originally demanded 40% over three years. machinists walked off the job on september 13th, shutting down production of several boeing models. now to a special moment during a big monday night game in the nfl. the buffalo bill's damar hamlin writing a new chapter in his remarkable story with the first interception of his nfl career. nbc's stephanie gosk is here with more. hey, steph, good morning. >> good morning. damar hamlin's recovery has been nothing short of inspirational. we all remember that scary monday night game when hamlin collapsed on the field and nearly died. 21 months later, another monday in primetime with a very different outcome and a highlight he'll never forget. >> launching down the middle. intercepted.

work experience or a combination of work and education. the average age here 26. the students who do best -- >> those people that grow up gaming. they can see three dimensional, and to think three, to four, to five steps ahead. >> reporter: the airline industry says the faa's hiring surge is a step in the right direction but more needs to be done to address retirements or attrition. >> do you know what you're going to do with that aircraft, right? >> yep. >> high stress and high stakes. >> there's a lot of urgency to this, tom. people are getting ready to travel again. so what is the timeline? >> reporter: three to five months in the academy. and then followed by two to four years of on the job training. depending on how busy the facility is or the airport is that you're assigned to. the union says it will take ten years to get back to full staffing. the faa says maybe five to seven years. so if you know somebody who is young and fast on their feet and cool under pressure, that could be a great job for them. >> wow. >> all right. >> all right, tom.

>> this could be a very strong storm as it moves through the gulf of mexico. right now it is still sitting in the caribbean. it is called tropical cyclone nine, technically. likely later today it will become helene. it's moving northwest at 9 miles per hour and the forward speed of this storm should help prevent a lot of the flooding you get with those downpours out of a tropical system. we have hurricane watches in effect, tropical storm watches. we have tropical storm warnings down through parts of cuba into mexico, too. it is right through here, this area in pink we're watching closely. the track of this storm takes it through the gulf of mexico. watch happens thursday early morning until thursday afternoon. it could strengthen from a 1 to category 34 storm. that's rapid intensification thanks to just how warm the water is in the gulf of mexico. if it hits here in the big bend of florida, that's an ideal location because it's not as populated. just east of tallahassee and north of tampa. but if it shifts a little bit, that could mean we could have more impacts right along the

coast, especially when you factor in the storm surge. because it's moving so quickly, will race up and weaken as it continues its north ward trend. winds will be a concern. want to point out that tallahassee and atlanta are some of the most forested areas. when you have wind gusts up to 40, 50, 60 miles per hour, and all of those trees that could lead to a lot of power outages in areas as far north as atlanta, even though the storm will be a tropical storm at this point. also want to focus on the storm surge. 10 to 15 foot storm surge is in the forecast for right now. this, though, has to mean that the storm hits at the time of high tide. i think the storm will hit just before high tide. so, that would help minimize the storm surge a little bit. but still coastal flooding is going to be an issue. this is the area we have to keep a close eye on in the next 48 hours. >> dylan, we'll come back in just a few moments. meanwhile, we're learning more this morning about the experimental submersible that imploded in route to the wreckage of the titanic. the co-founder of oceangate testified yesterday before a coast guard panel aimed at

finding out what caused the deadly accident. he told the panel the exact cause of the implosion may never be known. he testified that the company created the hull from carbon fiber because the company wanted a lightweight, less costly submersible. the vessel imploded in 2023. in june, two miles below sea level. its wreckage was found not far from the bow of the titanic. planet ert is earth is set to play host to a visiting minmy moon, an asteroid expected to swing by earth sunday and then will spend two months orbiting the planet as it gets temporarily caught in the earth's gravity. the asteroid is just 33 feet long, about the size of a school bus. the space rock doesn't pose a threat to earth. it is not expected to stick around for long. then it will swing back to space and take a path around the sun. >> we hope. we hope. >> sounds like a visitor coming in for a day or two. >> exactly. coming up, a new way to celebrate 30 years of "friends,"

what are some of the distractions you've noticed in your own classes? >> i would say it would be instagram, instagram reels, probably tiktok. they'll probably just keep it up on their computer watch it as their work is just sitting there. >> reporter: why do you need a cell phone with you in school? >> i find it is part of how this generation learned to communicate. in this generation, it has become a thing that our cell phones help us connect. >> reporter: what about connecting by passing notes or talking to each other in person? >> that's not as cool, yeah. >> reporter: not cool. but the ban could improve their mental health. the surgeon general wants congress to approve a warning label on what these phones are most often used for, social media, and what he considers the risk of significant mental health harms from these platforms. have any of you had a negative experience with your phones due to bullying or what you have seen on social media? raise your hands. >> you are seeing these people, these models, and they create a sort of ideology of what you have to become. >> i will see things sports-wise

for me. someone will show physiques, where they are with their sports, and it makes my goal seem harder to reach for me. >> reporter: a study by common sense mediae students received more than 200 notifications a day, 97% of them used their phones during school hours. distractions like this, leaving a growing number of states to review and restrict cell phone use. >> i really believe we're dealing with the future of our society. >> reporter: the superintendent is also a dad to a 16-year-old. what do you say to parents that are worried they can't see their child in case of an emergency. >> students can literally see their phone. within one minute, they can access their phones. and be able to text mom or dad or anyone else they need to if they needed to. >> reporter: what do you think the biggest harms of having phones in school really come down to? >> i think distraction from the learning point of view, bullying is something we deal with every single day. they do that virtually now. they do that over text. they make each other feel bad. having at least one space during

the 24 hours in a day where they cannot use social media will only help their mental health. >> reporter: if students are caught with a phone, it's taken away and only a parent can get it back. is it true that sometimes when you call a parent, they say, actually hang on to it for a couple more days? >> it is true. then the parents will use us as a vehicle for another lesson at home. >> reporter: 70% of high school teachers call cell phone use a major problem. a recent survey found 9 in 10 teachers want cell phones banned during instructional time. >> the cell phone distracts from learning and from the whole class. it distracts from us being effective teachers. >> reporter: she sees a difference during the two-month pilot program last year. the school saw grades go up in all 18 classes where they kept phones off and away. >> now, without having my phone, i'm able to maybe concentrate more on my classes. and i have been able to raise my grades.

>> reporter: while some schools are investing millions in lockable pouchs to hold the phones, many have found success with simple envelopes like these school in ohio, we first showed you. as schools recognize removing these devices will give these kids what they need most. i heard this quote that said the moment you want your kids' childhood to end, give them a phone. what do you think of that? >> i agree. >> >> i agree with that, too. i agree. >> reporter: listen, they all agree. our thanks to the students for being so candid in that conversation. by the way, we asked the superintendent why not let the kids have their phones in between classes. or in the cafeteria? he said kids were late to class because they were checking their social media. and also you walk into the cafeteria, 300 kids quiet on their phones. not interacting. that's not what lunchtime should be about. >> if you have your phone at lunch, it's the exception of spend a day -- >> defeats the purpose. >> irl. >> one of the guys we like,

jonathan height, wrote the book "j "anxious generation" was talking about how he sees school districts all over banning. and he's saying it is happening a lot overseas. >> norway banned it. and middle schoolers, bullying went down 46% for girls. same with mental health needs. now look at this map here. you have china, italy, the netherlands, belgium, france as well all following suit as a country. the key, though, is enforcement. you see such a variation in how they're rolling it out, but it certainly is a step in the right direction. you have to explain the why and get invest from the the school, from the kids, from the parents as to how this is going to help the children. >> the momentum is all on the side. >> it's happening. >> i feel it. >> delaying giving a smartphone, banning social media until at least 16, if not longer. and there's -- it's very one-sided argument. the research is all there. we have everything we need to know. now it's just getting the will to do it. it's hard. kids are yelling at you. >> yeah, let's do it. but it's hard because the kids

extract and mix this whole thing up. take any leftover bread that you have, a little nutmeg because why not. i prefer freshly grated for that full nutmeg flavor. take this mixture and set your bread into a buttered dish and pour the mixture over the top, wrap it up and let it sit overnight. in the fridge. the next morning, all you need to do is preheat your oven, pop it into the oven. and before you know it, you have an amazing beautiful breakfast to serve for yourself or guests. >> we marinade things. usually half an hour is a minimum time and get the effects of it. this seems like the think the more you soak it, do it overnight, the better it will yield the next day. >> yeah. it is melt in your mouth delicious. i love being able to use leftovers that are going stale. let's repurpose them. you know what i'm saying? >> what kind of bread is this? >> you can use anything you have. i like using hallah or brioche. it does have that.

we're doing a fennel and procutto salad. these are just random things here. >> no, these were just two dishes. >> the french toast and then separately. >> separately, if you are ready for lunch, if you want a later lunch because this is a decadent dessert breakfast, we have some honey and apple cider vinegar because we're bringing the apples in anymore. grated garlic. what will happen is the vinegar in here and the lemon juice are going to break down the intensity of that garlic. the acid mellows out the flavor. and then, of course, a little bit of dijon mustard. what i like to do is add my oil right into a mason jar, add some salt and fresh cracks of pepper. then we're just going to seal it up. give it a good old shake and this is our dressing. our dressing is done. so then we're taking honey crisp apples, my favorite, slicing them nice and thin. doing the same thing with fennel here. those scared of fernl. >> i'm scared of fennel. >> intimidated by it. >> it's a whole new flavor. i don't like the licorice part of it.
