from nbc news, this is "today" with savannah guthrie and hoda kotb, from studio 1a in rockefeller plaza. >> hi, everybody. good morning. welcome to "today." nice to have you with us on a friday morning. i was just peeking back. the crowd is out there. >> chris stapleton will be performing in just a bit. we also had the people's choice awards. but let us get started with our top story. hurricane helene, a powerful category four storm. we want to show you a live shot from asheville, north carolina. >> it triggered a historic storm surge, up to 140 miles an hour winds at land fall. just look at the catastrophic damage. millions without power this morning. and that number could only grow throughout the day. >> here is a look at where

helene is headed. several states will be feeling the effects as it pushes inland. >> we have it all covered this morning and an interview with the mayor of hard-hit clearwater, florida. dylan dreyer is in nashville. dylan, what are you experiencing? >> reporter: even though the center of the storm is in georgia, because it is so huge, we have been dealing with heavy rain here in the nashville area all night long. and torrential downpours continue. it has weakened now to a tropical storm, but it is moving so fast that it brought all of that flooding rain inland. we have seen water rescues all night long. take a look at this video in atlanta, of all places, where crews were out rescuing this mother with her daughter and a carrier attached to her. after they got her out of the flood waters, they went back for her dog and rescued the dog as well. we have been seeing videos and images like this all night long because of the torrential downpours moving inland. it looks like flooding rain will

be a concern all through the weekend, guys. >> thank you. florida has been ravaged by this historic storm. tom llamas is close to where helene made land fall overnight. hey, tom. >> reporter: hey, hoda. i want to show you some of the damage. as you mentioned here in perry, florida. you can see the building here completely gone. this is a motorcycle repair shop. the windows blown out. we'll be careful because there's glass on the floor. the roof ripped off, i should say. this completely taken apart there, and if you look at the side, this is the wall that was blown out. we are just east of the state capital which dodged a bullet in a very large way. down south, a much different story. hundreds of rescues still under

way even at this hour. a monster storm unleashing its fury overnight on florida's gulf coast. a catastrophic category four showing no mercy, destroying property, businesses and homes. and submerging vehicles in oceans of water. >> this is terrible. >> reporter: helene not only hinging hurricane-force winds to the region, but also a historic storm surge. tonight on top of all this, the threat of tornadoes. >> reporter: violent winds slamming into florida. flood waters sending waves over this highway in tampa. and trees blocking roads, and this boat completely shored up. unsurvivable storm surge transforming neighborhoods with chest-high water in some areas and homes flooded inside, leaving this man in a kayak. all of it inundating towns right

in the center of florida's gulf coastline. >> i have worked here for 21 years. these are the highest surge numbers i have ever seen. >> reporter: and this moment lighting up the night's sky, showing what appears to be a possible transformer exploding in st. petersburg, leaving a million customers without power. tampa general putting up an aqua fence in place to keep the water at bay, and it held up. some on florida state's campus in tallahassee forced to shelter in place. >> we will be watching this through the window. >> reporter: the overnight land fall for helene challenging for rescue teams, forced to save lives in the dark. as many as 40 people pulled from the rising water and facing dangerous conditions and homes engulfed in flames. in clearwater, the elderly helped to safety, being carried out by first responders. >> once the winds get up to a

certain point, we even have to hunker down. >> reporter: extraordinary rescues captured on camera, like the coast guard saving this man and his dog after his sailboat capsized off sanibel island. and we're back out now live with the damage here in perry, florida. emergency management officials up and down the coast are pleading with florida residents this morning to please stay inside their homes if there is damage in their city and towns. it is just still too dangerous. and in some cases, hoda, rescues are still happening. >> tom llamas for us there in perry. thank you. >> we're joined now by the mayor of hard-hit clearwater, florida. mr. mayor, good morning to you. >> good morning. >> tell me what you are seeing. it's been a long night there. what do you think the damage will be when the sun comes up? >> pictures i saw, videos i saw last night were just devastating. out on clearwater beach, along all of our beaches here in tampa bay. and i know from our fire and our

police that we had some homes burn to the ground down on the island. there was some folks that we just couldn't get to because the high water rescues. so when the sun comes up this morning, we will see what the damage is, but we believe it's devastating. >> mr. mayor, you have an elderly population there in clear water. some people didn't want to evacuate, couldn't evacuate, didn't have time, yet, they're trying to find their way to folks safety. we saw some of those rescues. tell us about that operation. >> it's always the toughest, you know? i personally tried to encourage folks to evacuate, but folks, you know, last night was -- it was a historic storm surge that we saw things out there and the flooding that people who have lived out there their entire lives have never seen. so we did our best, and it breaks the heart of our first responders when they can't get through the high waters to rescue those folks. as far as i know, they got to everyone eventually who needed to be rescued.

but we'll find out today when we go out there and assess the damage. >> what are your top needs and concerns right now? >> we really don't know until we get in and take a good look at it in daylight. but first of all, we're always concerned about human life. anybody out there that needs to be rescued, needs assistance, that's our first priority. and then, of course, we will be assessing all the structural damage that happened overnight as well. >> well, first responders are just being courageous as usual. clearwater mayor, thank you very much for your time this morning. >> thank you. all right. for more on what we have seen from helene and what's still to come, let's bring in al. >> we're not quite out of the woods yet. this thing is still packing quite the punch. 40 miles east of macon, georgia. it's booking, 30 miles an hour. tornado watches for the carolinas, parts of southern

virginia. tornado warnings right now to the northwest or northeast of charleston. through this morning, flooding rains you already saw on dylan's live shot. it moves into the mississippi river valleys. later today into tonight, it moves into the midwest. it will just hang around. flash flood threat to the north and to the west. winds anywhere from 20 to 60 miles an hour from nashville, charlotte all the way up to indianapolis. look for these widespread outages into the carolinas. these could last for at least a couple of weeks. and we have the possibility of tornadoes down to charleston and wilmington. and these will be fast-moving rain wrap tornadoes, really dangerous, hard to see. and, of course, the rain. we are getting tons of rain out of this thing. a high risk for asheville going into southern virginia.

nashville would be looking at strong winds and rain as well. another six inches of rain in six hours. to give you an idea of how strong this thing was, it went from a category one to a category four in less than 12 hours. >> wow. >> again, rapid intensification and climate change. >> what a mess behind you there. all right. thank you. we will have a lot throughout the morning. meanwhile, it is a busy day in the race for the white house. former president trump will meet with the president of ukraine. and vice president harris is visiting the southern border, her first visit as the democratic nominee. nbc's gabe gutierrez is in douglas, arizona where the vice president will be. gabe, good morning. >> reporter: good morning. until recently. many democrats didn't like talking about the border. but that changed earlier this year when house republicans, at the urging of donald trump, tanked a bipartisan border

funding deal. now vice president harris is trying to flip the script by talking tough on immigration. this morning, vice president kamala harris is preparing to visit the u.s. southern border for the first time in more than three years. >> we do have a broken immigration system, and it needs to be fixed. >> reporter: here in battleground arizona, according to a senior campaign official, harris will call for tougher security measures, including more border patrol agents. it is a remarkable attempt at rebranding the vice president of an administration that has seen a record ten million illegal border crossings since president biden took office. those crossings have dropped dramatically in recent months and 54% of registered voters believe former president trump would better handle securing the border and immigration, compared to 33% that said the same about harris. still, 57% thought harris would be better at treating immigrants humanely. harris is slamming trump for urging house republicans to

block a bipartisan border bill earlier this year that he said wasn't strong enough. >> she keeps talking about how she supposedly wants to fix the border. why didn't she do it four years ago? >> reporter: today trump is meeting with ukrainian president volodymyr zelenskyy at trump tower new york city after a week of trading bars. volodymyr zelenskyy telling the "new yorker," trump doesn't really know how to stop the war, even though he thinks he knows how. >> we continue to give billions of dollars to a man who refuses to make a deal. >> reporter: it comes after harris met with volodymyr zelenskyy in washington, accusing trump of wanting ukraine to surrender to russia. >> these proposals are the same of those of putin. they are proposals for surrender. >> it is not a surrender. what my strategy is is to save lives. >> reporter: meanwhile, two sources are telling nbc news that the justice department is expected to announce later today

good morning to you. it is 726 right now. i'm laura garcia. here's a look at our top stories. authorities so far not identifying the man and woman shot and killed at a napa apartment complex. it happened yesterday morning at the napa park homes apartments on lincoln avenue. a few hours later, police say the suspect led officers on a brief chase into kennedy park, at which point officers rammed his car. it led to a standoff in the park that ended when the suspect shot himself. the suspect did survive. police so far are not revealing his injuries. i'm kris sanchez at sfo, where vice president kamala harris will arrive tonight for a fundraiser tomorrow. not a lot of details about the fundraiser publicly at this point. however, we can tell you that the last fundraiser raked in $13 million. the vice president also making some campaign stops, including one

southeast. priya joins us now from atlanta. this city is dealing with its share of flash flooding. a rough night there. priya, good morning. >> the death toll in florida has climbed to three. two people in a trailer park community, and a firefighter who was killed when a tree fell on a car. authorities conducting two dozen swift water rescues, taking people out of their homes and putting them into buses to take shelter. they're also going door to door evacuating people whose waters were rising near their homes. we are in a flash flood emergency until 1:00 p.m., and we're expecting that more people will lose power here because of 50 miles an hour wind gusts. already about one million people across the state of georgia are without power. and dozens of flights right now are being canceled at the atlanta airport. unfortunately, guys, the worst is yet to come. >> priya, we'll check back in. thank you very much. also this morning, new safety concerns surrounding

boeing and some of its popular 737 planes. the faa expected to convene a review board to make recommendations on a serious issue involving the rudder system on some of those aircrafts. tom costello covers aviation for us. he is at reagan international airport with details. >> reporter: hey, craig. so this all stems from the united airlines plane that had a real problem coming into newark earlier this year. united said it already replaced the affected systems on the planes and no u.s. airline is currently flying a plane with this problem. however, the 737 is flown worldwide. now the ntsb is pushing an urgent safety push and going's quality control remains very much in question. this morning, another black eye for boeing. the ntsb issuing an urgent safety warning over a key part in some of its embattled 737 max jets. just the latest blow to one of the world's biggest aviation companies, which has faced a series of setbacks this year,

including an ongoing strike and a door plug blowout in january. the rudder control system on some 737 max and ng aircraft. first discovered in february when united pilots recorded rudder panels became stuck in neutral as they landed at newark international. in that incident, the plane landed safely. >> the rudder is that vertical fin on the tail of the airplane that pilots use sometimes whenever they encounter a stiff cross wind or if there is an engine failure. it is not used all the time, but it is there for a reason for potential emergencies or maneuverability. >> testing determined a sealed bearing was incorrectly assembled during production. and they notified boeing that more than 350 had been delivered to boeing since 2017 and were

affected. in a statement, boeing says last month, it informed affected 737 operators, airlines of the potential problem, adding they're working with a supplier to address it. united airlines is the only u.s. carrier that had the component in its planes and says they have already been replaced. boeing has faced questions about safety and quality control since two overseas crashes involving the max 8 in 2018 and 2019 killed 346 people. just this week, the faa chief on capitol hill discusses overnight of boeing. >> we intend to maintain this level of overnight indefinitely. certainly until we see the culture change and sms deployment that is expected. >> as lawmakers on both sides of the aisle have expressed outrage and concern about boeing. >> boeing has a leadership problem. it is a safety culture that is broken.

it. let's get to your news at 8:00. we'll start with helene slamming ashore overnight as a powerful category four storm. florida's coastline was hit hard with 140 miles an hour winds, flooding rain, a historic storm surge. millions without power still. we will have al's forecast in a moment. tom llamas is in perry, florida. >> reporter: good morning to you. wanted to show you the power of hurricane helene. this is a cement brick right now that came from the top of this building you can see completely knocked off. this is a motorcycle repair shop in perry. there is glass everywhere. a wall has collapsed as well. you can see some of the damage as we look down this corner here. air-conditioning units ruined.

there is no power in this area. no power for a million customers in florida right now. just west of us is tallahassee. and they really dodged a bullet, it appears. it looks like tallahassee dodged a major bullet. down south, first responders dealing with hundreds of rescues. people trapped inside of their homes because of that historic storm surge. in some cases even battling fires. it was a long and wild night for firefighters there and paramedics. anywhere where that historic storm surge came in from hurricane helene. we're learning of deaths in several states in north carolina and georgia as well. a massive storm that caused a lot of damage. but, savannah, the story is right now we're still getting a lay of the land and trying to understand how far the devastation is and if there are any towns at all that were literally blown off the map. it is unclear at this point. savannah? >> tom, thank you. let's go over to al and figure out where this is headed. >> good morning. so right now, this is still now

a tropical storm. its winds are at 60 miles an hour. it is 30 miles south of clemson, south carolina. it is moving at 30 miles an hour at this point. so a slow crawl, but it is picking up speed for a hurricane. we do have tornado watches now from central south carolina all the way into central virginia. we also have some tornado warnings in this line right here. so we will be watching this. that will be a busy, active afternoon for the southeast. in fact, this storm now races into tennessee. flooding rain into the ohio mississippi river valleys and then later this afternoon and evening it expands north and west, bringing rain and wind to the midwest. wind gusts anywhere from 45 to 70 miles an hour throughout the region. as we move into that area, we're going to be looking at power outages, especially down through georgia. as you move north as well. tornadoes likely from norfolk all the way down to charleston.

we will be watching that. and a flood risk. this will be catastrophic flooding from parts of georgia, the carolinas and major flooding into the appalachians and parts of the mid-mississippi river valley as well because we will be looking for another six inches of rain in the next six hours. >> al, thank you. meanwhile, we turn to the latest in the case against bryan kohberger, the man accused of killing four university of idaho students. he went in front of a new judge in a new courtroom yesterday. and now his trial date is once again up in the air. nbc's liz kreutz has been following the story. good morning. >> good morning to you. the big headline here is that the start date of the murder trial could get pushed back yet again. the new judge expressed concerns about having the trial over the summer, saying that that could lead to more conflicts for jurors. he suggested either moving the trial up to may or pushing it back to september. kohberger's attorneys are

arguing for the latter, saying they need more time. >> this is state v kohberger. >> bryan kohberger appearing freshly shaven in a suit as he faced the judge that will preside over his quadruple murder trial. >> i am accepting my of responsibility to be here. >> the judge making the rules in his boise courtroom clear from the start. >> i understand the stakes in this case are as high as they could possibly be. i expect at all times for you to remain civil to one another. >> kohberger is accused of fatally stabbing four university of idaho students, ethan chapin, kaylee goncalves, xana kernodle and madison mogen, in 2022. a judge entered a not guilty plea on his behalf. the trial was set to start next june where the murders took place, but now that it's been moved to boise, the judge is suggesting the dates be changed.

>> having it set to run the entire course of the summer i think we will find to be difficult on jurors. >> while the prosecution wants the trial sooner, kohberger's attorney arguing for it to start later, citing a vast amount of discovery and the death of one of their experts they hoped to call to the stand. >> how challenging is that? >> from an attorney's standpoint, it is a nightmare. to have to bring somebody new, to get them up to speed, that is a big burden on the defense that they were not anticipating. >> the judge not yet making a ruling on that or on what the 29-year-old should be allowed to wear in court. it remains a contentious issue with kohberger's attorneys pushing for him to wear civilian clothes to prevent jury bias, while the victims' families saying he should wear an orange jump suit. >> hopefully the next judge looks at it and sees how ridiculous this is. >> now, we could get an answer very soon on the trial date. the judge also says he will make a decision about the clothing before the next hearing.

tickets to popular concerts. >> vicky nguyen is here with everything you need to know to make sure your dream show does not become a financial nightmare. and it's been happening. >> we have already been hearing from people having similar situations. so this is an important story to watch if you are buys tickets. cybersecurity experts are telling us it is not a matter of if you will be hacked, but when. it is not just consumers like you and me. ticketmaster itself suffered from a major hack attack with taylor swift's tour returning next month, they're seeing new ways the hackers are stealing tickets right from fan accounts. this morning the moves you want to make right now to secure your account. ♪ trouble, trouble, trouble ♪ >> fall is high season for ticket sales. and this year it's the final leg of taylor swift's eras tour. but for this mom of naples, florida, what should have been an enchanted 10th birthday surprise for her daughter to see taylor in miami became a cruel summer scam. >> she didn't want a birthday party.

all she wants is taylor swift. >> in june, rose got the news that she would have to undergo a spinal fusion surgery next year because she was born with scoliosis. so her mom wanted to make turning 10 extra special. she bought two ticketmaster seats. the total over $11,000, including $3,000 in fees alone. >> have you ever spent this much money on any kind of ticket? >> no, never. >> a couple weeks later, rose received two e-mails saying her tickets were transferred to vic orange, a name she never heard before. her ticketmaster bar codes suddenly gone from her account. and to your knowledge, you did everything by the book? >> i did. >> rose is not alone. the better business bureau has processed more than 30,000 complaints about ticket purchases since 2022. what is ticketmaster doing to crack down on scams like this? >> ticketmaster invests a ton of time and resources. for us, your ticket is tied to

your individual account. >> ticketmaster's senior vice president says users should make their passwords unique and long and turn on two-factor authentication. but ticketmaster and live nation suffered their own data breach in april and now face a class action lawsuit, alleging 560 million users phone numbers, e-mail addresses and encrypted credit card information among the data accessed. >> how does a company like live nation get hacked in that way? >> so it was actually a third-party database. it was not our core ticketing systems, but as soon as we realized what was going on, we kind of brought in cybersecurity experts, you know, did a deep dive investigation, and we were able to kind of remediate that. >> why should people continue to trust ticketmaster? >> ticketmaster invests more in security than the rest of the industry combined. people's passwords were not compromised. i believe it was a hotmail

account that got compromised. >> she says that within 48 hours, ticketmaster voided her stolen tickets, reissued the tickets with the same seats, new bar codes, and shut down the account. it is unclear how many other people were hacked by that account. but swifties in the midwest and canada reported similar ticket transfer scams. >> we absolutely see scams like this all the time. >> the head of consumer digital security at online data protection company aura. while it is unclear how rose's account was compromised, he says scammers often get victims' credentials from the dark web. >> we live in a world where we re-use passwords. but that same password could be used to perpetrate additional scams. >> to avoid being hacked, >> use distinct passwords from every account. the better business bureau says look up the seller on bbb.org. pay with a credit card and

know the refund policy, and always look for vendors that protect buyers. as for rose, she ordered this custom ticket to give her daughter for her scrapbook. gianna was surprised beyond her wildest dreams. how cute is she? now, here's the thing. if you have been scammed, every second counts. the longer your info is out there, the more scammers can do it. call customer support to get your money back and restore those tickets. also, report the scam to local authorities and the federal trade commission. they keep track of these scams, they investigate and put up warnings to the public. a lady in connecticut contacted me yesterday and said, i'm so glad you are doing something on this. these tickets for me were stolen right out of her account. i told them tell them you have contacted us and you want your case escalated. tickets were restored. >> good. >> they absolutely do that. that's what they did for rose within 48 hours. that doesn't always happen for people.
