we begin though with the breaking news. >> that's right the desperation and frustration mounting from the historic aftermath of hurricane helene. >> the storm devastated communities across the southeastern u.s., severe flooding wiped away roads, homes and even entire towns. more than 100 people have died in 6 states, hundreds more remain missing. >> millions of people still don't have power, cellphone and internet service is limited in many areas. residents in some communities are criticizeding the federal government for what they say is a slow response to the storm. today president biden said he plans to visit later this week and he's directing the government to send all the happen that it can. >> there's more to do and we'll continue to surge resources. including food, water, communications and life-saving equipment. we'll be there as i said before and i mean it, as long as it takes to finish this job. >> let's start with our coverage with nbc news correspondent

george solis in asheville, north carolina. >> reporter: the death toll unfortunately keeps climbing, the number of unaccounted also continues to go here. officials here say they've received about 11,000 calls for wellness checks. a staggering number of this reality of what's happening here in asheville. right now, we're standing in the river arts district, this time yesterday all of this was still under water, you can see obviously a lot of it has receded. now we're hearing from the business owners who are looking at what used to be their businesses. talking to some of the owners here and you can see the despair on their faces. many frustrated with the lack of the federal response here on the ground. the other issue, there's no time line when crucial utilities will be turned on specifically water, many hearing different information and different time points, a lot of that has to do with the cellphone service, they

put up temporary tower that's spotty. we're hearing reports of people just sharing information. there's still no power in a lot of the area, some regions cut off. we have heard from the white house, president biden will be here on the ground when he can, when it doesn't impact those search and rescue operations. for a lot of residents, how this community has been banded together, many sharing resources, food, water, whatever they can until that federal response is established here. we've heard reports of water distribution sites being established. it's hard to get that disseminated across all of asheville. back to you. >> george, thanks so much.

let's bring in meteorologist bill karins. help our viewers understand how these mountainous areas were hit. >> west coast viewers can relate to this more than our east coast viewers. rainfall totals, 20, 24 inches. one spot was over 30 inches of rain. so this is epic amount of rainfall in mountainous terrain, that goes down into the valleys, this was an atmospheric river event with a hurricane on the end of it. you get a ton of heavy rain, looked in alone, category 4 hurricane come right into that, that's what happened, unusual storm over arkansas, upper level low, it had deep tropical feed and eventually that deep

preparing for their debate tomorrow night. dasha what do we know about the former president's trip to georgia right now. >> former president trump has been critical of the administration's response to hurricane helene, he falsely claimed that governor kemp had a hard time getting in touch with president biden when kemp himself said that president biden did give him a call, so no doubt he'll be amplifying that message of the criticism of the white house and of vice president harris' response to hurricane helene. the hurricane hit the states of georgia and north carolina, they're among the hardest hit states, also the battlegrounds, it would make sense that the former president is going there and that the message is turning political. >> yamiche, they're filing a lawsuit in georgia after the state decided to change some rules around the election, what more are we learning there?

>> reporter: that's right, the democratic national committee as well as the democratic party in georgia with the backing of the harris campaign, the campaign supportive of this lawsuit they've sued the georgia state election board on monday, claiming this new rule to count ballots by hand would invite chaos on election night. put the security of ballots at risk. part of that lawsuit says, quote, to protect the sanctity of the law. this court should declare the hand-count exceeds the state election board's statutory authority. we've heard from the deputy campaign manager of the harris campaign, he said we agree with georgia republican attorney general, this rule is unproductive and unlawful. >> thanks to you both. now attention all verizon

nasrallah on friday. nbc news international correspondent raf sanchez joins me now from haifa in northern israel, what more are you learning about this limited ground operation? >> reporter: kate, multiple sources tell nbc news that this operation could begin as early as tonight, i can tell you here in northern israel it feels like things are beginning to move very, very quickly. earlier the israeli military closed the eastern section of the israel/lebanon border declaring it a closed military zone, we don't know for sure but that appears to be a strong indication where the tip of the israeli spear will cross over into southern lebanon. reports in lebanese media that israeli artillery is pounding that area of the border right now, as you move around northern israel you're seeing the unmistakable signs of an army massing for a potential ground

offensive. artillery moving around. enormous amounts of troops, along the gaza border in the weeks after october 7th right before the israeli military moved in there. in the last couple of weeks, israeli special forces have been carrying out limited operations inside of southern lebanon, according to an israeli officials, the goal is to -- we expect what will happen potentially in the coming hours will be a much, much larger scale, it will involved israeli tanks, armor units but israel is telling the united states that will ultimately be a limited ground operation designed at pushing hezbollah forces back from the immediate border area the problem, kate, the ground offensive often begin limited then they take on a life of their own once the shooting starts, israeli forces went into

iberogast. is impacting thousands of customers across the bay area. actually started around 8:00 this morning. more than 100,000 verizon customers reported outages. they said service was down. their phones were limited to s.o.s. mode cell carriers like at&t and t-mobile also received thousands of outage reports. verizon says it is working quickly to identify and solve the cause of the outages. are scott budman is tracking all of this for us, and we'll have a full report in our evening newscasts. well, hot temperatures and increased fire

dangers could mean power shutoffs in parts of the bay area. our bob redell has more from livermore. pg&e calls us a community resource center. it's basically a large air conditioned tent. you can see the hvac unit there and in the tent right here. we're in the parking lot of the costco in livermore. this will open up later this afternoon and tomorrow when the temps get really hot here in the tri valley. utility says it already has turned off power to over 1200 customers in butte and shasta counties north of us. and there's a possibility there could be shutoffs here in the bay area. as you can see on your screen, pg&e is given 24 to 48 hour, eight hour notice. 257 customers here in alameda county, over 280 in contra costa, 140 in napa and 11 sonoma napa county sheriff's office, by the way, tweeted out that pge will be shutting off power tonight at six until seven tomorrow. but i did speak with pg&e this morning. they say that decision has not yet been made. now the utility is worried that the breezy offshore winds could cause power lines in certain

areas to clap together and spark a wildfire, like the large ones we saw years ago in the north bay. we are in the middle of california's peak wildfire season. we've seen several extreme heat weather events, and that has really dried up our fuels. so it's important for us to protect our community when we see dangerous weather patterns like what we're tracking right now, which is a weather event with elevated winds and low humidity. so back out here, we're at the livermore costco as i mentioned, this is one of those community resource centers. pg&e says they will be opening up about a dozen of these in the areas that are affected by the power shutoffs. and you can see it's pretty simple. you can come in here when the ac is on, you can cool off. there's a place for you to charge your phone. they'll also be offering water and light snacks. here in livermore, bob redell nbc bay area news. all right, bob, thank you. and meteorologist kari hall is tracking those heat advisories. our high temperatures for this afternoon will be much hotter than it was yesterday. really

hazy with an increased fire danger. we're looking at a lot of highs up to about 96 for much of the north bay into the tri valley. some of our hotter spots will be hitting the triple digits today, and more widespread highs over 100 degrees for tomorrow. as hot as 108 degrees in gilroy, as well as ukiah and a lot of highs over 100 degrees from the south bay, even close to the triple digits in san francisco. we'll be watching out for a slight cooldown in our forecast that's coming up in our seven day microclimate forecast in about 30 minutes. all right kerry, thanks. major front office shakeup for the san francisco giants. the team is parting ways with president of baseball operations farhan zaidi. in a statement, the team said in par, quote, ultimately, the results have not been what we had hoped. and while that responsibility is shared by all of us, we have decided that a change is necessary. zaidi has been with the team since 2018. under his leadership, giants won a franchise record 107 games in

2021 but have missed the playoffs the past three seasons, and a familiar face is replacing zaidi. three time world series winning catcher for the giants, buster posey is now taking over as the new president of baseball operations. former giants catcher is set to address the media tomorrow morning at oracle park. five boaters stranded off the coast of san francisco are now home safe. authorities say they learned about a boat in distress yesterday afternoon off ocean beach rescue swimmers, along with the coast guard, used jet skis to transfer five people to a nearby coast guard boat. thankfully, no injuries were reported. boat is now on shore in ocean beach while crews work to remove it. in the east bay, teachers and families are joining forces in oakland today over concerns about lead contamination at dozens of schools over the summer, families learned close to 200 water faucets contained elevated lead levels at dozens of school campuses. the oakland unified school district says that the lead is in the fixtures and the piping, not the larger water

county are being asked to shelter in place indefinitely after a chemical lab plant fire, fire officials say a small fire broke out on sunday and caused a sprinkler head to malfunction. which led to water mixing with a water-reactive chemical. over 15,000 residents were evacuated with parts of interstate 20 entirely shut down. officials say the flames are out now but the chemical reaction will continue to produce plumes of smoke for several days. a university of pennsylvania tenured law school professor is facing penalties over her comments about race in recent years. the university said a two-year investigation found that professor amy wax has questioned the academic performance of black students, invited a white nationalist speak to her class. beginning in 2025 she'll be suspended from working at the school for one year and will be paid at half-pay along with

other sanctions. wax said she plans to stay at the school to serve as a "conservative presence" on campus. a new crew has arrived at the international space station, with plans to bring the two astronauts home. stuck there from early june. the new two-person successfully launched from florida on saturday. seats were saved for the return of those astronauts who rode up on starliner. starliner returned to earth without them following a series of helium leaks. all four astronauts are now expected to return to earth in february. we're just 36 days away now from the presidential election. we want to focus on a key demographic for both parties. latino voters. >> vice president harris leads former president trump 54-40% nationally among latinos. . the 14% gap is the smallest for

a democratic nominee. david noriega has tracking this poll. las vegas has a large latino population, yoif been speaking with some of the voters there, what are the top issues on their mind heading into november? >> reporter: yeah, that's right, guys, i've been in las vegas on the east, predominantly latino part of the city. a few things stand out, first of all, even there's a diversity of opinions in this demographic, one thing that's almost universally presence when i asked the question what are your top issues in this election, pretty much consistently the answer is, the economy. pocketbook issues. particularly the cost of living. again, beyond that, that leads people in different directions. i want to play a couple of interviews i did with latino voters here in east las vegas. we visited a park, where there

were some youth soccer leagues happening. i want to play a bit of what they said. >> family income. you know, just the cost of living. i want to be able to support myself and my children. that's what's important to me. a lot of bigger issues. but those issues don't affect me and my family. and how i'm living right now. >> we can't afford nothing, everybody got to work two jobs in order to afford stuff. >> reporter: this community is torn, right, as that poll shows more torn between the candidates and the parties than it has been in the last couple of decades. that first voter told me she's leaning toward trump 60%, that second voter fully committed to trump, her husband is voting for harris. even within households this community is torn. heading into november. >> david, vice president harris just held a rally in las vegas

yesterday, former president trump was there just over two weeks ago, what the campaigns doing to try to win over those latino voters. >> reporter: yeah, the story here mainly is that the harris campaign, democratic party is far outspending the republicans and the trump campaign in trying to reach latino voters and they have a bit of a clearer vision on how to do so that they made public. the harris campaign has spent more than $13 million on ads targeting the latino market. the rally, the harris rally yesterday was a clear indication of this as well. the person who introduced kamala harris was a latino fire chief here in clark county who spoke in both english and spanish. it was a direct and clear appeal to this latino community. >> all right, david, thanks. let's talk about the price you pay, you may have noticed

learning more about a shooting that injured an infant in contra costa county. it happened last night in bay point, not far from lynbrook park. investigators now confirm a seven month old was grazed by a bullet. a man was also shot and both were taken to the hospital. no word yet on how they are doing. investigators say this all started as a fight between two groups of people. two arrests were made and right now, police are not releasing the suspects identities. temperatures are reaching triple digits in parts of the bay area today. meteorologist kari hall has the 7-day forecast. as we take a look at our 7-day forecast. very hot for today with a lot of our inland valleys in the mid to upper 90s, but it will be even hotter tomorrow up to 105 degrees, and there may be a few areas even hotter than that. so we're looking at unhealthy air quality. dangerous heat, as well as an increased fire danger. and that continues into wednesday as well for the rest of the week. it only gets slightly better. there is not any major relief here for the inland areas. while san francisco will have some hot temperatures tomorrow into the
