residents are picking up the pieces. nearly a million still without power. president biden touring the damage in saint petersburg today, promising over $600 million to restore and upgrade the grid. thankfully, the storm's impact was not as cataclysmic as we had predicted. but for some individuals, it was cataclysmic. like for hundreds rescued from flooded homes throughout the state and the residents of manasota key. i don't know if i'll be able to see them or not. a devastated sliver of land between fort myers and sarasota. that was a house. that was a house. officials escorting our team to areas still restricted to the public. i have never seen anything like this, and most people living here that are alive have never seen anything like this either. the sheer power of milton on vivid display. these are the front steps to a house that obviously is no longer here. the best thing that we can guess is that the house that was here was picked up by the water and

deposited here. it's one of those two timeshares in this hotel. now filled with sand. this would be the bedroom of the actual hotel. yes. and we can't stand up. no. weary and heartbroken residents made their way on foot today like chris deluca. my grandmother lived here and my grandfather built the bottom of that house. the destruction overwhelming. it's not just a property. this is your family history. life history? yeah. for the hagers, this timeshare hotel was where the whole family gathered. they hope and pray that things can get turned around because we just. we want to continue our family memories. that was stephanie gosk reporting. also unfolding in the aftermath of milton, an insurance nightmare. the one two punch of helene and milton has some of the florida barrier islands full time residents considering walking away from their homes

altogether. the insurance industry is categorizing the storms as two separate events, and that means anyone who did not or could not document damage from helene could face even greater odds that their claim will be denied if they were impacted by both storms. anna maria island was slammed twice for swamped with sand after hurricane helene. then milton blasted it again and you're looking at drone footage right here showing the massive amount of debris and wreckage left for homeowners to deal with as they make the difficult decision on whether it is worth rebuilding. we said we would stay once if it happened again. we're out, but we packed our world up and brought it down here, so this is all we have left. so more details on how this is working. the insurance industry is categorizing helene as an almost entirely flood driven event. while milton was a wind and rain event, experts say property owners without flood insurance may not be protected from water damage from milton, either. because of the way many insurance policies are written

clouds. and you just missed out on the comet that's here. every 80,000 years. that'd be pretty disappointing. yeah, we had to have some views. the good news, unlike the aurora, which is a one night event, usually you're going to have multiple nights. hopefully, again, the weather cooperates to see this in the western skies. and this was the view from san jose just outside our new studio. light pollution wasn't enough to offset that view. you can see it's right there off to the northeast of venus. let's zoom in on that. and that is the comet right now. if you search for it, hashtag is comet atlas or tsuchinshan atlas comet. that's trending right now. a lot of folks seeing it around california. so venus is a good guide out in the western sky. here's the 13th tonight. so it was a little bit off to the north and east of venus. and over the next few nights, in fact, the next week it will rise higher into the sky. so best viewing just after sunset. first hour or so as the skies start to get dark again, provided the weather cooperates. and it's been an amazing week. we had the aurora again last week. those views across the skies there.

that was the view out in danville. there, northeast of mount diablo again. will the weather cooperate? look at all the fog out there. so we've got drizzle and low clouds for the morning. back to the sunshine for the afternoon and a pretty nice day tomorrow as we begin the day in the mid to upper seconds, some spotty drizzle. and if you like today's temperatures tomorrow pretty much the same thing. mid to upper 70s around san jose, 80 around morgan hill, tri-valley over to antioch. close to 80 degrees low 70s from oakland into hayward peninsula. temperatures a little bit cool. upper 60s san mateo over to san francisco and north bay. temperatures in the 70s and 80s so moving forward, another one of these mild to warm days on tuesday, then wednesday, rain chances start to make a comeback. then the rain chances move out in time for thursday. clearing and breezy. that's something we'll have to watch for the second half of the week, so here's a look at the updated rain totals. the map filling in of more colors now. looks like we could see about a quarter inch of rain for much of the bay

area. most of this coming in right around the morning to midday on wednesday. there's a look at the frontal boundary passing through for the wednesday morning commute. and yeah, cold enough for some cierra snow too. there's a look at it eight in the morning through about noon, passing through the bay area pretty quickly, clearing skies as we head into wednesday night, which sets us up for unfortunately, what could be the first of our significant fall offshore wind patterns. high pressure building in behind that system, low pressure to the east that builds the pressure gradient. that on occasion brings us the diablo winds. and some of the weather models are showing those offshore breezes increasing from thursday night into friday morning. so it's a good thing we get those rain totals on wednesday because as you can see as we head into friday morning, especially in those inland hills of the north bay and east bay, could be trending pretty dry as we head into the weekend. so moving forward, san francisco a little bit warmer later this week. we got those wednesday rain chances. and then as we head into the weekend, temperatures start to climb on up. we'll go from the 70s, midweek rain clearing skies thursday, dry wind at times for

was headed to work when she says her conversation with a rideshare driver took a turn. there is this guy that kept saying that i was like, going to be the perfect girlfriend for him. it's okay if you're not interested, but like, i know where you live and i know where you work. the incident, one of many unnerving experiences that have left vigil wary of ubers and lyfts. now she's part of a growing number of women embracing the autonomous taxi service waymo to avoid any potential menacing drivers. it takes out the pressure of like a male in the car, with you always wanting something out of the interaction. some women tell nbc news they prefer waymo because they don't have to share an enclosed space with an unfamiliar driver. three quarters of whom are men reported violence in ubers and lyfts is rare. the companies say safety violations, which include fatal crashes or physical or sexual assaults, occur in just one in every 500,000 rides. but

some women say those figures, which are reviewed by outside experts, still don't quell their fears. they're worried about behavior that doesn't show up in company issued transparency reports, such as unwelcome flirting. i didn't report that situation. i know a lot of people don't report the situations that they experience, so i don't really think there's like data attached to these things actually happening. but self-driving cars are not without risks. a video posted to tiktok shows this terrifying moment as a group of people block a waymo with passengers inside, covering it with graffiti and damaging the car. or this incident? come on waymo, in which police say a man disrupted a waymo ride, then assaulted the passenger inside, sending him to the hospital. in a statement to nbc news, waymo said it takes situations like these, quote very seriously, but that they're, quote, exceedingly rare. in waymo, cars have sometimes led their passengers into unsafe situations. this

video from over the summer, showing a waymo car turning the wrong way into oncoming traffic. in response, waymo saying in part, we continuously refine our systems performance to navigate complex scenarios while prioritizing community safety. jason munderloh, a san francisco lyft driver and pro driver organizer, says these situations show the importance of human drivers. we've seen waymo rides where harassment happens. it happens from outside of the car, but you're stuck without a driver, without another person with you that might be able to handle the situation. he says he understands women's concerns, but maintains that most drivers are respectful and that many drivers face the risk of losing their livelihoods over false complaints from disgruntled riders. seasoned. excellent, respectful drivers get deactivated from the platform because of these complaints that are often spurious and unfortunately, the level of investigation done by uber or lyft is inadequate. those

incidents highlighting just how important passenger safety is to the future of self-driving cars and rideshare services. lyft tells nbc news it's trying to improve safety with driver background checks, rating systems and an emergency number for passengers separately. uber telling nbc news it's using safety features like gps tracking and a 911 button in its app. but uber is also exploring the promise of driverless cars, announcing a partnership with 12 autonomous technology companies, including waymo, which has plans to expand across the country. for now, evy vigil will be sticking to waymo. it has offered a way to just be with your girlfriends and be safe from that, like male gaze that's always in so many situations. the convenience of a private ride with a little more peace of mind. that was david ingram reporting. tense moments at the famous international balloon fiesta in albuquerque, new

mexico. a hot air balloon partially caught fire after it hit power lines and came down near a construction site saturday. fire crews were able to put it out quickly. fortunately, no one was hurt. well, visitors to yosemite won't need a reservation to drive into the park for the rest of the year. the national park implemented a reservation system during the pandemic in 2020, in an attempt to prevent overcrowding. park officials announced last week they are dropping the reservation requirement for the last two weekends in october. officials say the park hasn't seen a drop in visitor has seen a drop in visitors over the last couple of weeks. anyone who books a reservation after today will receive an automatic refund. the park has not announced if it plans to require reservations for next year, as san francisco traditions go, this is one of the old timers the 156th annual italian heritage parade, taking over the streets of north beach today. it runs from fisherman's wharf to washington square, right there at the heart of north beach. the celebration started back in 1868, and since

then the event has grown into a huge tribute to italian culture. those who have been a part of it for decades hope the younger generation will keep this thing going. the older generation is kind of fading away, passing out. we need to get the younger generation to stand up and continue to be with their heritage so they can understand what the italian heritage actually is. the parade and celebrations afterward draw tens of thousands of people every year. well, san francisco's distinct neighborhoods are full of history, culture, and of course, great food. with the success of night markets in the sunset and chinatown, there's been a push to make san francisco a night market city. it's becoming more of a reality that now includes eight city neighborhoods. i sat down with three leaders moving their communities forward yourself to these three women are meeting for the first time. community leaders with a common goal. like

the grit of just the community and what they're willing to lik, work hard for, and create is it's mind blowing. creating night markets to bring people, business, culture and joy back into their communities. megan cornelius is the co-owner of sassy restaurant in coal valley. born and raised in the castro, terry aston bennett is the co-owner of cliff's variety store on castro street. a store started by her great, great grandfather in 1936. we love tarnish. collins is from the bayview. she's the co-founder of san francisco black wall street, a foundation that advocates for black businesses and culture. we all want to protect and uplift san francisco culture, right? and having black folks as our neighbors and, you know, as a restaurateurs and business owners helps. we're really excited about blending the gap between the night, the daytime businesses and the nighttime businesses. and so this night

market is going to really help bridge that gap and get people out into the castro. i think the pandemic got a lot of people very comfortable with being home and not, you know, there used to not experiencing a lot of new things. so i know that that's going to be one of the big highlights for the night markets coming in. so far eight night markets have happened, are happening or being planned in these neighborhoods. all are diverse and offer something different. organizers are looking to continue this into 2025. the castro is colorful. it is accepting. it is a place to be who you are meant to be. we're quaint. it's a little quiet, you know, it's a little off the beaten path, a little parisian flair, diverse. probably one of the best weather pockets in san francisco. historic. there's a lot to love about bayview. bayview held its

first market in september at third street and hudson avenue at smoked soul kitchen. there's a beautiful garden that's attached to it and a courtyard space. vendors will be along third street permitting. fees are expensive, especially when it comes to preparing food, but we thought that it would be good to partner at this location because of the potential for us to highlight our food entrepreneurs and have hot food people come to neighborhoods for food. when i go to cole valley, i want to try out your restaurant. when i'm in the castro. i know where i want to eat. chinatown. same thing. there are always challenges surrounding public safety, yet these women are working to change the narrative. we're resilient. people will come back because san francisco is amazing, but we have to be there for them to come back. we have a hard time really claiming that this city is beautiful, and it does have its challenges. like any other major city, but i don't see new orleans being apologetic about fun. i don't see it's part of the culture of their city. and so but that's

also part of the culture of our city in san francisco. we're trying to meet the moment. we're trying co-founded by many yountville, the nonprofit civic joy fund's mission is to revitalize san francisco post-pandemic. they're going to be eight night markets around the city. none of this would be possible if it weren't for the generous donation that came from chris larson. manny says this push to make the city a night market city has two goals. one is to create a culture of night markets where every weekend there's a different night night market to go to. the second goal is we want to actually cross-pollinate. so create new pathways for people who maybe aren't used to going to different neighborhoods to explore them. whatever night market people decide to explore. expect a good time. it's going to be fun. it's going to be uniquely castro. there will be drag queens. yes. there'll be food. and yeah, just lots of families. smiles. good time. expect barbecue smoke because san francisco san francisco is missing that going to hear lots

assassination attempt against former president donald trump. yesterday, deputies arrested a man with guns in his trunk after he was stopped at a perimeter checkpoint going into trump's rally near coachella. he's been identified as a man from las vegas. the riverside county sheriff says the man appears to be a member of sovereign citize, a far right anti-government group. nbc's vaughn hillyard is tracking the latest standoff. another security concern this

weekend for former president trump on saturday night in coachella, california. a man arrested a quarter mile away from where the 2024 republican nominee was about to take the stage in front of thousands of supporters. 49 year old van miller driving a black suv. taken into custody by riverside sheriff deputies after they say he was found to be in illegal possession of a loaded handgun, a shotgun and a high capacity magazine. this was not something that we were taking lightly in regard to previous attempts on the former president's life. the state of california. we got to make it better. the fbi, which investigates attempted assassinations, has not immediately commented on the incident. miller was booked on suspicion the us secret service saying, quote, the incident did not impact protective operations. the man released on $5,000 bond. donald trump tonight holding an indoor rally in neighboring arizona. the trump campaign, increasingly concerned about his safety just

tied with just over three weeks to go. nbc's aaron gilchrist reports from battleground north carolina. 23 days until election day and both former president trump and vice president harris are on the campaign trail almost daily now. we have some hard work ahead of us, but we like hard work. this is a new nbc news national poll of registered voters, shows the presidential contest deadlocked at 48%. the poll shedding light on the gender gap between the candidates. harris ahead with women by 14 points and more men supporting trump by 16 points. the vice president in battleground north carolina, speaking from the pulpit of a black church in greenville, launching a new black voter initiative, souls to the polls at an early age, i learned that faith is a verb. it is something we show in action and in service. later, at a rally, laying out her agenda and challenging her republican opponent. i do believe donald trump is an unserious man, but

the effects of him being back in the white house would be brutally serious. trump in arizona tonight after rallying in california on saturday. the candidates also drawing attention to their medical records, with harris's doctor on saturday saying she's in excellent health and has the, quote, physical and mental resiliency to be president. harris has criticized trump for not releasing detailed medical assessments. his campaign responding with his doctor's letter from last year and saying he's in perfect health. hezbollah is claiming responsibility for a deadly drone strike on central israel today. the lebanese terror group said the strike was in retaliation for two israeli strikes on beirut thursday that killed 22 people, according to local reports. at least one drone struck a dining hall inside a military training base in central israel. four idf soldiers were killed, 58 soldiers injured, idf forces are

now investigating how the projectile breached israeli airspace without detection and without setting off any warning sirens. happening tomorrow, a contra costa county man with a history of indecent exposure will be formally charged with rape. 30 year old eduardo moreno is set to be arraigned on monday for an attack earlier this month. police say he dragged an elderly richmond woman into an alley and raped her. moreno was out on bail out of jail awaiting a trial for indecent exposure at the time of the alleged attack. investigators say he was charged with three indecent exposure incidents in the last year, but was not held in jail because that crime is a misdemeanor. some people living in san francisco's castro district were without water for a time today. a water main broke at 19th street and collingwood street. that was this morning. water was shut down between 18th and 19th streets. as a result, the flow of water sent some mud and debris down onto castro. no word yet on what caused that main break or when water was restored. we did reach out to

the city for more details. governor newsom's gas price bill is facing its final hurdle tomorrow. the proposed bill would require oil refineries to maintain a minimum inventory level to prevent price spikes during peak driving months. several california mayors and other local leaders support the bill, but gas companies oppose it. they claim refineries are already full, and they don't have the tanks to hold extra oil. the state senate passed the bill last week and now moves to the assembly for a final vote. bart is inching closer to reaching san jose. work on the tunneling project has officially begun, but bart is not actually in charge of this phase. the vta is. that's the valley transit authority. now, bart's former top safety engineer is sounding the alarm about risks he sees in vta's deep tunnel design. here's investigative reporter jaxon van derbeken. fort macarthur. when you go down into bart's 18 underground stations, you see trains traveling through two

tunnels dug side by side, about 50ft below ground. three, two, one. but here, near the 880 freeway in the south bay, the valley transportation authority recently broke ground on its project to extend bart into and under san jose, with a much deeper and wider single tunnel. the tunnel in san jose will be twice the depth of this one in downtown oakland. the single bore design has a hefty price tag $12.7 billion. the rotating cutting wheel is pushed ahead by hydraulic cylinders. vta argues that using a giant boring machine like this one will be more efficient and less disruptive to downtown businesses. but critics question whether vta is trading safety for convenience. i would say there's probably 6 or 7 major, major, you know, red flags there. barney schmidt joins bart's leadership in raising evacuation concerns back in 2017. the deep tunnel design,

they told vta, posed serious risks to safety. smith's retired in 2022 after serving 25 years as head of fire and life safety. he argues that descending nearly 100ft to san jose's downtown platform looks carefree. in this vta animation, where passengers coast down three escalators. but if there's a fire alarm, those escalators are configured to shut down to turn them all into usable stairs, forcing passengers to climb the equivalent of eight flights to get out. when there's 2000 people on a bart train, that's a lot of lives at risk. is it really safe? bart director liz ames is also an engineer. it's not acceptable. she and fellow director deborah allen recently demanded bart provide more assurances that the san jose tunnel plan is safe. these questions that we have are not being answered. they both worry about bart's prior warnings that the design won't meet a key safety standard. there's no way for them to meet that six minute

rule of reaching the surface in six minutes. smith says the national fire prevention association rule requires passengers be able to get off a train and reach a point of safety within six minutes, but he says bart's 2000 passengers will be rushing up to safety while firefighters are heading down those same steps. these two forces are going to be running into each other and again, that makes it an unsafe condition. in a statement, vta told us it will provide safe spaces at the end of each platform. isolated rooms 100ft underground that will provide sanctuary for passengers unable to make it up to the surface in time. vta says the strategy is undergone multi level review by federal and state regulators, as well as local police and fire, and the agency says the design satisfies all regulations. but smith says so-called engineered points of safety evacuating station as you speak have had mixed results on

other systems. amid the smoke and chaos of real life emergencies. to me, this is untested. bart director ames is referring to another challenge getting smoke out of the tunnel. bart uses a network of fans and vents to clear smoke, but vta says its innovative approach. first pinpoints a disabled train in the tunnel, then automatically opens a nearby vent so a giant vacuum system can suck out smoke and heat. vta says the new strategy will provide equal, if not better, safety over bart's legacy system, but ames isn't convinced. we haven't seen any analysis that shows that this system would actually work, that you would have a point of safety inside the tunnel. we are not cutting corners in safety or design, and i can promise you that. bart's operations manager told board members recently that bart is working with vta to resolve remaining issues, but ames still wants to know more

her bosses away to combine her passions so the rope halter can be tricky to learn at first. it's called horse class. this takes practice. two i've been thinking about horse class for ten years. you know, my entire teaching career. this idea was kind of it was milling around in there in different ways. how can i combine this lifelong passion with this professional passion? like, that's the dream, right? don't look at him. look where you want to go. but what makes what molly is doing not just good for her. i love animals is who she's doing it for. pilarcitos is what's called an alternative school. these are students who, for one reason or another, were not likely to graduate from a traditional school. it gives me like a break from, like, actual school. and this is anything but traditional. it's still school, but like, it's more calming. the kids look forward to school. who looks forward to school. so they

see him play when he was at the willow glen in his, you know, the household name. it was always a musician's house. musicians would come out and watch and learn not to be outdone. rudy's brother, sunny madrid, was also breaking ground. he founded lowrider magazine in 1977, giving legitimacy to lowriders and the art form they represent. but sunny was also a journalist, and he touched on societal issues. he was more into the politics of stuff going on in the community, and we had the chicano moratorium in 70 and all the other stuff that was going on in the community, police issues and housing issues. and when his nephew joey was working for the magazine in high school, lowrider went international when a subscription came in from a military base in germany. it was the servicemen and women that were subscribing to the magazine from just not just germany, from asia and japan and wherever they were, wherever they were

on tomorrow in san jose, going back to the mid to upper 70s, you see 66 degrees, no low clouds around san jose. we'll see patches of low clouds heading towards morning. 67 degrees currently in dublin and up towards san rafael. 61 degrees. low clouds moving back towards san francisco. there you see the view around downtown, 59 degrees. and one thing to watch. also tomorrow, no rain to worry about. maybe some mist with some of those low clouds. but the beach hazard statement has returned. we'll talk about the coastal danger in terms of surf for your monday coming up right now. 50s and 60s around the bay. we've got those onshore winds and there is a look at the beach hazard statement. the direction of that northwest swell, northwest facing beaches. we'll see. breaking waves 6 to 8ft. this is the first of this kind of activity. we've had it kind of pick up over the weekend a little more so into monday. sneaker wave, stronger rip currents and a fast shore run up. that is something to watch out for. you can see the wave heights off shore already in that 5 to 6 foot range. now. by

tomorrow morning, lots of low clouds again with some drizzle at times. then just like we saw today, clearing skies inland and about the same temperatures too, which means mostly 50s around the morning and lunchtime. we're stuck with the low clouds and fog and the sea breeze. notice san francisco likely to stay in the upper 60s for highs tomorrow near 70 in oakland, mid 70s in san jose and briefly close to 80 degrees around santa rosa and vacaville for monday. similar conditions on tuesday. things change though, once we get into wednesday. in fact, those rain chances likely right now for the first half of the day. so we're talking the morning commute through about midday and then maybe some clearing towards wednesday afternoon. and then thursday. those shower chances move out and then we see potential for wind. so first up let's take a look at the rain estimates here on wednesday. one of the trends we've been seeing is that the numbers have gone up. if you looked at this map last night, it was more spotty in terms of the rain totals, but now it looks like a 10th of an inch of rain, maybe up to about a third of an inch, potentially

in a few areas. and the timing on it right now mainly for the first half of wednesday, you see the band passing through right there for the first half of wednesday. and yes, a little bit of cierra snow too possible midweek. so 8 a.m. on wednesday. here is the look at the rain as it passes through by noon, most of it off to the east and then a few scattered showers. clearing and drying conditions as we get into that thursday forecast. and what's going to happen here is that weather system drops to the east. there's low pressure to the east, high pressure to the west. and this funnels in north wind at times typical for this time of year. now notice what could happen by friday morning. the arrows pointing offshore could be pretty gusty around the hills of the north bay and the interior valleys of northern california. so that's a look at the wind speeds. i want to show you the humidity changes once those offshore winds pick up. this is 3 a.m. friday morning before sunrise. you can see how that change in the wind direction really does tend to dry things out. so it's good news that we're actually seeing those wednesday rain totals go up because we could have to contend with some dry and
